GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 2, 1897. VOL. XIV., No. 1384. REG- ULATIONS. I* A11 announcements for insertion in the POLICE GAZETTE, and. all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense Of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank •\ than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, anion alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the anr. mncementfor insertion in the next issvm. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They * must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond < t Co.," Post Office Order payable at Parliament- it., Postal Order, ot in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under remand, and such inquiries often result in identifying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information, or that it can be complied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. SPECIAL NOTICE. THE amount of stolen property at pre- sent " circulated" by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. CITY OF LONDON. 1. — Portrait and description of LOUIS SCHNESSLER, jun., late of Milbourne House, Finsbury Road, Wood Green, N., whose appre- hension is sought for forgery, aga about 28, height 5 ft. 2 in., complexion, hair ( recedes from front and thin at back), and heavy mous- tache dark, eyes sunken, aquiline nose, sharp pointed face, prominent forehead, long neck; had with him a blue serge jacket suit, dark grey frock- coat, Scotch tweed suit, and light paddock coat ( all new). Is accompanied by a woman, age 23, complexion fair; and a girl, age 6. Warrant issued. Information to Supt McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 2.— Cambridge ( Borougli).— For stealing, 22nd ult., a coat ( recovered) and a light brown alpine hat— JAMES FRAZER, age about 47, height 5 ft. 9 or 10 in., hair and full beard ( turning grey) brown; dress, grey tweed jacket suit, and supposed stolen hat. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 3.— Altrincham ( County).— For larceny, from lodgings— JOHN KELLY, age 36 to 40, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, mous- tache light brown ; dress, black jacket and vest, light cord trousers, red- and- black plaid scarf. A navvy; supposed a native of Preston. Has been employed on public works at Blackpool, Portsmouth, and other places. Warrant issued. Information to Supt. Brit- ton, Altrincham. 4.— Runcorn ( County).— For obtaining, 15th ult., by a trick, 1 pair boots, size 7, narrow toes, flowers on silk lining inside ankle, broad welts; and stealing an ebony walking- stick, horn handle, silver band, " W. E. Hough, Runcorn," engraved in old English— T. BURGESS, age about 38, height about 5 ft. 8 in., complexion fresh, hair dark, heavy moustache, bunions on both feet, dress, blue serge suit ( vest cut low at front), light gaitera. Respectable appearance. He calls on hoot dealers, and requests them to send several pairs of boots to his lodgings, and decamps, taking the boots with him. Warrant issued. Information to Supt. DERBYSHIRE. 5.— Ashbourne ( County).— For an indecent assault, at Yeldersley, 9th ult.— GEORGE HENRY EVERETT, age about 30, height about 5 ft. 6 in., complexion sallow, hair dark brown, eyes dark, scar under jaw ( supposed right side), walks very erect and quickly; dress, dark jacket and vest, cord or doth breeches and leggings, cloth cap, or hard felt hat. Native of Cheriton Bishops, Devon. Of excitable nature. May be found with the Salvation Army. Has worked at Cardiff. Warrant issued. Information to the Chief Constable of Devon, Exeter. 7.— Honiton ( County).— For stealing, 5th ult., by housebreaking, at Ayleebeare, 1 nickel silver watch, figure shape of a fish engraved on back; 1 silver watch- chain, rope pattern ; 1 gold guard about 2 yards long, small links, broken about 8 in. from fastening; 1 gold brooch, hinge broken; 1 brooch, goJd colour; 1 Gladstone brooch, set gold colour stone; 1 pair silver Indian coin studs, " 1889 " there- on; 1 pair silver earrings; 1 silver earring, shape of a dove, with berry in mouth; 4 or 5 foreign silver cojns; 1 black bead necklet; 1 Gladstone silver ring ; 1 gold brooch, heart shape; 1 steel split ring, Jubi- lee threepenny- piece, a fourpenny- piece, and another coin attached; 1 double- breasted blue whitney cloth overcoat, velvet collar, striped lining, right top but- ton smaller than others, with " purple stripe " there- on, tab broken, 1 button deficient right side; 1 pair light grey trousers, with V- shape piece let in back seam ; 1 white collar and front; 1 light silk tie, pink flowers; 1 pair pink flannelette pants; 1 pair blue worsted stockings; 1 grey peak cap; 1 pair lace boots— A MAN, age about 40, height about 5 ft. 8 in., complexion fresh ( rather full face), hair dark brown, thick moustache ginger; dress, supposed in stolen clothes, or blue butcher's jacket, a short grey jacket, and pair of nailed lace boots. Carried a small parcel, supposed containing knives, steel, etc. A tramping butcher. Information to Supt. De Schmid, Honiton. 8.— Tiverton ( Borough).— For stealing, 5th ult., a sack of barley meal— JAMES COLWILL, age about 32, height 5 ft. 7 in., hair dark brown, heavy moustache brown, slight side whiskers. Of military appearance. May seek employment at seed mer- chants. Warrant issued. Information to Head Constable Crabb, Tiverton. DORSETSHIRE. 9.— Beaminster ( County).— For embezzling £ 4 — HENRY JAMES, age 40, height 5 ft. 5 or 6 in., complexion fair, hair and moustache brown, eyes rather large, slightly lame in right leg ; is addicted to drink; dress, dark tweed coat and trousers, hard felt hat, which he generally wears on one side. May be playing a flute or piccolo at ballB, concerts, music halls, or public- houses. He was seen at Shep- ton Mallet, on 23rd ult., when he stated he was going to Bristol, to endeavour to obtain employment as a clerk. Native of Bridport. Warrant issued. Information to Supt. Brooks, Beaminster. DUBLIN. 10.— Dublin ( City).— For embezzling, on 21st September last, £ 222, the moneys of H. M. Postmas- ter- General— JAMES BURSLEM LOVEROCK, age about 40, height 5 ft. 7 or 8 in., slight build, com- plexion pale, heavy sandy moustache, prominent nose, large eyes; when last seen wore dark overcoat and black hat. An ex- clerk at the General Post Office, Dublin. Was in London, S. W. District, and at Ealing, 15th ult. Warrant issued. Information to Supt. ESSEX. 12.— Latchingdon { County).— For selling spirits without a licence, at Maldon— FRANK CHANDLER ( supposed false), age about 34, height 5 ft. 6 in., com- plexion pale, hair, moustache and eyes dark, walks quickly, and carries his , head slightly forward; dress, dark tweed jacket suit ( worn), old black hard hat. Of good address. Warrant issued. Information to Supt. Halsey, Latchingdon; or Inspector Gibbons, Maldon. GLAMORGANSHIRE. 13.— Cardiff ( Borough).— For cruelly illtreating his children— CHARLES ELLIOTT, age 45, height 5 ft. 5 in., complexion dark, oval face, hair dark brown, moustache brown ( tinged with red), eyes blue ; dress, dark corduroy sleeved waistcoat and trousers, hard felt hat, lace boots. Addicted to drink. A sweep ; native of Merthyr Tydvil. Warrant issued. Information to Head Constable McKenzie, Cardiff. DURHAM. 11.— Durham ( County)— Portrait and description of ERNEST RICHARD BURLISON, whose apprehension is sought for failing to surrender and take his trial at Durham Assizes, 26th February, last, charged with attempting to extort money by threats, age 27, height 5 ft. 10 in. ( with boots), stout build, complexion fresh, hair ( usually short) dark, eyes brown, large head rather flat on top, takes long strides and carries his head forward. A clerk, and is a type and shorthand writer. Is an amateur runner and Rugby football player ; was last seen at Darlington, 5th February, when he was clean- shaved and was wearing blue serge suit, long light grey over- is sought for embezzlement, ago 47, height 5 ft. 5 in., stout build, complexion fresh, hair ( cut short, turning grey), moustache and eyes brown, full face, high forehead, several pock- marks on face, short neck and legs; dress ( when last seen, 7th January), dark blue GLOUCESTERSHIRE. 14.— Cheltenham ( County).— For stealing 1 heavy gold ring, set Indian cat's- eye ( 2 pieces chipped out) ; 1 gold ring, set 10 pearls in 2 rows; 1 small gold ditto, set Australian gold stone ( brown, with flecks of gold, one side of setting broken away); 1 gold ditto, set with black mosaic, with a small white bird there- on ; 1 ditto, set garnet with pearls round it; 1 gold curb bracelet, gold seal attached, and motto " Always at Home," and figure of a snail with shell thereon; 1 gold bangle, chased on back, fastens with clasp; 1 gold brooch, figure of a bee with turquoise body, re- mainder set with diamonds ( in a black case); 1 gold blood- stone ring ; 1 silver ring, " Edith, October 25th, 1875," inside; 1 silver ditto, with 2 hearts thereon; 1 silver bracelet, with heart clasp; 1 old- fashioned gold watch- key; and 1 brown purse, containing 35s.— CHARLES SCHMIDT, alias CHARLES LAMBERT, JOHN ROBERTS and ANDERSON, Office No. 3170- 96 ( See Case No. 20, 19th February ; Case No. 39, 5th ult; and Case No. 53, 19th ult), age 70, height 5 ft. 8f in., complexion fresh, hair and eyes grey, wart left side of nose and right of neck, scar back of neck, left groin and on both knees, ruptured both sides, vaccination marks on right arm, and lump on right wrist; dressed in dark clothes, loose overcoat, hard flat top hat, and carried a small hand- bag. Sen- tenced, at Dover Quarter Sessions, 14th October, 1895, to 12 months imprisonment, for stealing jewel- lery. 788. Information to Supt. McRae, Cheltenham. 15.— Fishponds ( County).— For obtaining food and lodgings by false pretences, at Horfield, near Bristol, on 26th Feb.— HENRY HORTON, age about 45, height 5 ft. 7 or 8 in., slight build, complexion fresh, slightly paralysed one side of face, hair, mous- tacho and slight whiskers grey, stoops when walking ; dress, grey overcoat ( with velvet collar), dark cloth trousers, black bowler hat, carried an umbrella. Sup- posed a native of Bristol, where he has been employed as a draper's warehouseman. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 16.— Winchester ( City).— Woodcut portrait and description of ALFRED OFFER, whose apprehension chesterfield overcoat ( black velvet collar), dark cloth trousers, dark brown soft felt hat with wide brim. Had with him a new brown leather portmanteau, a- small black hand- bag, and 3 paper parcels, containing a new grey worsted cloth suit ( morning coat), a black serge suit, 2 pairs of lace boots, a black mackintosh,, walking- stick, umbrella and a'large pair of field- glasses. A master painter; native of Winchester. A Past Provincial Grand Master of the Manchester Unity of Oddfellows ; late Secretary of the Industry of Hanta Lodge, and had in his possession about £ 200 belong- ing to that Society. Associates with betting men. Is fond of billiards. Warrant issued. Information to Supt. Felton, Winchester. HERTFORDSHIRE. 17.— Hemel Hempstead ( County).— Fordesert- ing his wife and child— WILLIAM HENRY COX, late of Great Berkhampstead, age 27, height 5 ft. 5J in., complexion dark, hair brown, eyes grey, heart and anchor tattooed on left forearm; dress, black jacket,, dark vest, light striped trousers, black hard felt hat. A groom. Is a Reservist of the East Kent Regiment. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. ISLE OF WIGHT. 18.— Newport { County).— For stealing, 9th ult.,, at Ventnor, a gold brooch, made from pure gold nug- get, weighs about 2 ozs.; 1 18- carat gold keeper ring,, basket make; 1 gold bracelet, large basket pattern at back, and 1 old Dutch silver coin brooch— CARL,, or CHARLES GROBE, a German, age 19, height 5 ft.. 1 or 2 in., complexion fair, full face, hair light, clean- shaved ; dressed ( when last seen) as a waiter. Is well- known in the neighbourhood of Fitzroy Square, London, to which place he was traced on 9th ult. Warrant issued. Information to Supt. Hale, Newport. 19.— Newport ( County).— For stealing, 19th ult.,. 1 dark speckled grey jacket and vest; 1 pair of wide striped dark brown mixture trousers; 1 white shirt front and collar combined ; 1 black alpaca muffler ; 1 gold plated albert watch- chain, snako pattern; 2 bunches of small keys, 4 or 5 in each; and a pawn- ticket for silver albert and seal, pledged with Couzens, St. James's Road, Southsea— JAMES MOORE, age 20, height 5 ft. 9 in., slight build, complexion fresh, hair brown, eyes grey, cut scar left side of forehead; dressed in stolen clothes, brown peak cap, military shirt, socks and boots. A labourer; native of Glas- gow. Has served in the 4th Highland Light Infantry,, and the Scottish Rifles. Warrant issued. Information to Chief Inspector Ayres, Newport. KENT. 20.— Chatham ( County).— For stealing ( bailee), a black pony, 5 years, 12A hands, long mane and tail, blind one eye, scar top of both eyes; a barrow with red wheels, cab axles, green board outside, 2 iron brackets inside, red shafts, " Nolan " thereon— JOHN NOLAN, a hawker, age about 40, height 5 ft. 8 in., complexion fresh, hair ( bald in front) ginger, eyes light blue; dress, brown jacket and vest, cord trousers, cap, light lace boots. Supposed accom- panied by his wife, age about 42, height 5 ft. 3 or 4 in., and a boy, age about 15. Warrant issued. Information to Supt. Lacy, Chatham. 21,— Sandwich ( County).— For stealing £ 7 5s. FKIDAY, MARCH 26, 1897. Chaney, Sandwich. 22.— Rochester ( City).— For stealing, 8th ult., from East Gate House Gymnasium— A silver keyless watch, uoakcr " Benson, London, P. V. le M," engraved on case, silver chain, with gold seal, attached ; 1 silver keyless watch, No. 47345, silver chain and locket attached, " E. J. Wengravt " engraved on back of watch and locket; 1 silver lever watch, maker " Pearse, Chatham," No. 24523, silver chain and silver sovereign purse attached; and a silver match- box, engraved " H. R."— EDMOND FOREMAN, age 25, height 5 ft. 8 in., complexion sallow, sharp features, hair very dark, clean - shaved, eyes grey, front teeth dark ; uad decayed. Is very thin, and has a sickly appearance ; dress ( when last seen), dark lounge jacket, dark check vest and trousers, green tie with yellow flowers, check skull cap. Stated he was a journalist. Recently invalided from the Lin colnshire Regiment. May be found at soldiers' or sailors' homes. Warrant issued. Information to Chief Constable Broadbridge, Rochester. 23.— Dover ( Borough).— For neglecting to main- tain his family— DENNIS DIIISCOLL, age 34, height 5 ft. 4 in., complexion fresh, hair light brown, eyes grey; dressed ( generally) in dark clothes and cap. A tailor; addicted to drink. Warrant issued. Information to Supt. Sanders, Dover. 24.— Tunbridge Wells ( Borough).— For obtaining money by false pretences, 27th ult.— WILLIAM WIMBUSH, age about 30, height 5 ft, 7 in., com- plexion florid, hair light ginger, very slight mous- tache and long heavy eyebrows ginger, eyes hazel, sharp- pointed nose ; dress, light brown tweed jacket, dark tweed trousers ( worn at bottoms), turn- down collar, dark tie with white spots, black hard felt hat. He calls on solicitors, stating he is a grocer's assistant, and represents that he has a reversionary interest in his grandfather's estate, at Warwick, which he wishes them to sell for him. He then requests that a few - shillings may be advanced to him, as he has walked a long distance, and has no means. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 25.— Chorley ( County). — For embezzlement— ROBERT PENDLEBU11Y, a commercial traveller, age 24, looks older, height 5 ft. 6 in., complexion fresh, hair and moustache light brown ( inclined to sandy), eyes grey, ring tattooed middle finger right hand, one or two dots between thumb and finger of left hand. Of quiet, unassuming manner. A native of Chorley. May endeavour to go abroad, or enlist. Absconded 5tli ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Norris, Chorley. 2G.— Bolton ( County).— Portrait and description - of JAMES DENT, whose apprehension is sought for embezzling £ 96, belonging to the Horwich Urban District Council, while employed as a collector, age about 54, height 5 ft. 7 or 8 in., stout build, com- plexion fair, hair ( bald on top) light brown, whiskers and moustache brown ( turning grey); dress ( when last seen), light short overcoat, black bowler hat. A native of Burnley. Was formerly employed at Burn- ley. Warrant issued. Information to Supt. Leeming, Bolton. 27.— Leigh ( County).— For larceny— WALTER HUMPHREYS, alias BITTS, age about 22, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, clean- shaved; dress ( when last seen), black jacket and vest ( much worn), old cord trousers, imitation white silk neckerchief, light doth cap, old boots. Warrant issued. Information to Supt. Iligginbotham, Leigh. 28.— Liverpool ( City).— For failing to report and larceny ( lodgings)— Licence Holder FREDERICK LLOYD, alias FREDERICK GEORGE RAVEN and GEORGE CAMPBELL, Office No. 721- 97, age 30, height 5 ft. 7J in., complexion fresh, hair brown, eyes brown, brown mole right cheek, scar back of head, inside each middle finger and inside right calf. Sen- tenced, at Liverpool Assizes, 3rd December, 1891, to 7 years penal servitude, for uttering counterfeit coin. Licenced 4th March, 1897. R 422. Information to the Head Constable, Detective De- partment, Liverpool. 29.-— Manchester ( City).— For failing to report— Supervisee JOHN CUMMINGS, alias PETER HOP- KINS, Office No. 47963, age 46, height 5 ft. 1 in., complexion fresh, hair sandy, eyes grey, scar crown of head, each eyebrow, 8 back of head and 1 outside right arm, 3 vaccination marks on right arm, red mole centre of belly and 3 red moles between shoul- ders. Sentenced, at Manchester Sessions, 11th June, 1891, to 5 years penal servitude and 3 years police supervision, for larceny ( person). Licenced 4th April, 1895. R 165.
