[ AZETT PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 26, 1897. VOL. XIV., No. 1382. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rankthan Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the. chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mutt be guaranteed by an officer of not less rank i than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. Theforcewhich causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the. Editor notice of the fact, referring to the number of the anr. nmcementfor insertion in the next issi- t. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They » must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed '' Drummond tfc Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. PRISOSERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under remand, and such inquiries often result in identifying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information, or that it can be complied with only in • a perfunctory manner, and at great inconvenience. The Editor wrruld therefore suggest, in the interest of the Provinci » 1 Police Forces, that four clear days, - at least, should be allowed in cases of the kind, to complete the inquiries asked for. SPfeCIAL NOTICE. THE amount of stolen property at pre- sent " circulated" by the Metropolitan Police has become so inordinately large p, s to prejudice or destroy the practical value of the records, and it has been fpund necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulalion" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation1' of the particulars they contain is not desired. The same course will be followed with respect to propeity lost and persons missing. SPECIAL MEMORANDUM, Basingstoke, having been sentenced at Salisbury Sessions, on the 7th April, 1891, to 5 years penal METROPOLITAN POLICE DISTRICT. 1.— C. O. ( Convict Supervision Department). — Portrait and description of Licence Holder GEORGE WHITE, alias GEORGE LEE and EDWARD JACKSON, Office No. 868- 97, age 43, height 5 ft. 5J in., complexion fresh, hair dark brown, eyes blue, has a scar on bridge of nose, out- side right wrist, on left knee cap, outside left forearm, back of left hand, and left of back, mole left of neck, red mole lower part of chest, hairy mole on right hip, mole front of right elbow joint, mole left of neck, and red mole bottom of back, right arm been broken, elbow joint slightly deformed ; by trade a baker, and a native of London. Liberated on licence on the 20th inst. from Her Majesty's Prison, Portland, and discharged direct to servitude for false pretences, and again on the 29th June, 1896, at Lewes Assizes, to 3 days imprison- ment and licence revoked for fraud. Sentence will expire on the 19th June, 1897. R 98. Now in the Metropolitan Police District. Special attention is called to this man as a very dangerous cri- minal. His modus operandi is to travel from town to town, accompanied by a boy or a very young man, and to give orders without payment to farmers and manu- facturers for wholesale quantities of goods, which he intercepts before delivery by counter instructions to the railway company, and having disposed of the goods removes to another town to which he has already arranged for their consignment. There is, moreover, good reason to suspect him of the commission of unnatural offences with the boys with whom he travels. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2.— J Division.— For stealing, 19th inst., a bay horse cob, 9 years, 13^ hands, black points, rough coat, hog mane, docked tail, off- knee chipped, in good condition; a set of silver- plated harness, " A. B." on blinkers and saddle; a new " Stratford" railed trap, painted dark, picked out blue and Ver- million, white metal caps, " Pocock, Watford," thereon ; 1 brown shawl, with fringe 6 in. long; and 1 old mackintosh rug— TWO MEN. 1st, age 28, height 5 ft. 10 in., complexion dark, hair and mous- tache ( curly) dark ; dress, short jacket, light ditto over, dark trousers, black hard felt hat. 2nd, age J 28, height 5 ft. 5 or 6 in., complexion fair, hair and K 2 T H E POLICE GAZETTE. B. WARD, age 45, height 5 ft. 6 in., com- plexion fresh, hair, side whiskers and moustache brown ( turning grey), eyes grey; dress, dark over- coat and trousers, black hard felt hat. Appearance of a horse coper. They may be found at cattle fairs. Warrant issued. 4.— N Division.— For feloniously assaulting a woman— FREDERICK COOK, alias GEORGE GAS- SON, age 37, height 5 ft. 8 in., complexion fresh, hair light brown, eyes hazel, cross pipes, 3 glasses and jug tattooed right forearm, rings 3rd and 4th right fingers, ship left forearm, red mole right side of breast; dress, blue coat, cord trousers, lace boots, black hard felt hat. Warrant issued. 5.— X Division.— For fraud— R. WKBB, alias E. BLACKBURN, nge 45, height 5 ft. 9 in., stout build, complexion fresh, hair and beard brown, eyes blue ; dress ( when last seen), dark clothes ; hangs his head, and swings his arm when walking. Trades as a coal merchant, & c. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For forgery— LOUIS SCHNESSLER, jun., late of Milbourne House, Finsbury Road, Wood Green, N., age about 28, height 5 ft. 2 in., complexion, hair ( recedes from front and thin at back), and heavy moustache dark, eye3 sunken, aquiline nose, sharp pointed face, prominent forehead, long neck ; had with him a blue serge jacket suit, dark grey frock- coat, Scotch tweed suit, and light paddock coat ( all new). Is accompanied by a woman, rge 23, complexion fair; and a girl, age 6. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 7.— Biggleswade { County).—- For obtaining, 1st ult., at Potton Fair, by a forged cheque on J. and C. Simonds and Co., of Reading, a brown mare, value £ 31— JOHN IIAWKES, alias JAMES LOCK, JOHN THORPE, WILLIAM JAMES and HENRY HUD- SON, age 45, height 5 ft. 3 in., complexion fresh, hair and moustache dark ( turning grey), eyes hazel, slightly pock- marked on nose ; dress, dark blue over- coat ( velvet collar), dark cardigan jacket, black cloth vest, brown trousers, black hard felt hat. Warrant issued. Information to Supt. Cain, Biggleswade. BERKSHIRE. 8.— Maidenhead ( County).— For stealing, Gth inst., a pneumatic " Swift" safety bicycle, dropped handle- bars very wide, no brake, leather gear case, nearly new rubber pedals, smooth tyre in front, " Dunlop- Welch" tyre back, piece of new rubber let in back wheel, " Smith's" transfer Maidenhead on front head— A MAN, age 20 to 23, height 5 ft. 10 in., slight build, complexion pale, hair light brown, high cheek- bones; dress, blue serge suit, white tie, grey cap, black racing shoes. Information to Supt. Dorrell, Maidenhead. BUCKINGHAMSHIRE. 9.— High Wycombe ( Borough).— Ft r failing to report— Supervisee EDWARD BALDWIN, Office No. 3102- 96, age 48, height 4 ft. 11 \ in., complexion pale, hair brown, eyes brown ( sore), dot back of left fore- arm, scar centre of forehead, lost several upper front teeth. Native of Dublin; a gardener. Sentenced, at Birmingham Quarter Sessions, 9th April, 1896, to fi months imprisonment and 1 year police super- vision, for larceny. 5799. Information to Head Constable Sparling, High Wycombe. CAMBRIDGESHIRE. 10.— Cambridge ( Borough).— For stealing, 22nd Jnst., a coat ( recovered) and a light brown alpine hat— JAMES FRAZER, age about 47, height 5 ft. 9 or 10 in., hair and full beard ( turning grey) brown ; dress, grey tweed jacket suit, and supposed stolen hat. Information to Chief Constable Holland, Cain- bridge. CARDIGANSHIRE. 11.— Aberystwith ( County).— On commitment warrant, for non- payment of £ 2 3s. 6d. fine for larceny— JOHN PRICE, age 30, height 5 ft. 9J in., complexion dark, hair black, eyes hazel, long cut scar left side of upper lip. He travels the country with a van and a spring cart, selling hardware, and is accom- panied by a woman and 3 children ( gipsies). May be found in Glamorganshire. A native of Bryn- menin, Glamorgan. Information to Supt. Phillips, Aberystwith. CHESHIRE. 12.— Altrincham ( County).— For larceny, from lodgings— JOHN KELLY, age 36 to 40, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, mous- tache light brown ; dress, black jacket and vest, light cord trousers, red- and- black plaid scarf. A navvy; supposed a native of Preston. Has been employed on public works at Blackpool, Portsmouth, and other places. Warrant issued. Information to Supt. Britton, Altrincham. 13— Runcorn ( County).— For obtaining, 15th inst., by a trick, 1 pair boots, size 7, narrow toes, flowers on silk lining inside ankle, broad welts; and stealing an ebony walking- stick, horn handle, silver band, " W. E. Hough, Runcorn," engraved in old English— T. BURGESS, age about 38, height about 5 ft. 8 in., complexion fresh, hair dark, heavy moustache, bunions on both feet , dress, blue serge suit ( vest cut low at front), light gaiter3 Respectable appearance. He calls on boot dealers, and requests them to send several pairs of boots to his lodgings, and decamps, taking the boots with him. Warrant issued. Information to Supt. Okell, Runcorn. CUMBERLAND. 14.— Brampton ( County).— For deserting his family— JAMES McGREGOR, age 40, height 5 ft. 4 or 5 in., complexion dark, hair dark brown, slight moustache, walks quickly. Had in his possession a chimney sweep's certificate, granted at Brampton. Native of Plymouth. May seek employment at gas works. Is accompanied by a woman, age 28 to 30, medium height^, complexion fresh, hair light brown. Warrant issued. Information to Supt. Hodgson, Brampton. DERBYSHIRE. 15.— Ashbourne( Cowraty).— For stealing an over- coat ( recovered), and white metal alarm clock, at Hulland, 9th ult.— Supervisee JAMES GOODALL, alias JOHN GOODALL, JAMES BARLOW and JOHN BENBOW, Office No. 45554, age 56, height 5 ft. 3| in., complexion fresh, hair sandy ( turning grey), eyes grey, right thumb fractured, mole left forearm, two above left buttock and one on right forearm, ruptured; dress, dark pepper- and- salt coloured suit. A native of Nor- manton, Derby. Sentenced, at Knutsford Sessions, 15th October, 1883, to 10 years penal servitude and 5 years police supervision, for stealing money. Li- cenced 24th November, 1893. A J 1108. 16.— Ashbourne ( County).— For nn indecent assault, at Yeldersley, 9th inst.— GEORGE HENRY EVERETT, age about 30, height about 5 ft. 6 in., complexion sallow, hair dark brown, eyes dark, scar under jaw ( supposed right side), walks very erect and quickly; dress, dark jacket and vest, cord of cloth breeches and leggings, cloth cap, or hard felt hat. Has been employed at racing and livery stables. Warrant issued. Information to Supt. Wheeldon, Ashbourne. DEVONSHIRE. 17.— Honiton ( County).— For stealing, 5th inst., by housebreaking, at Aylesbeare, 1 nickel silver watch, figure shape of a fish engraved on back; 1 silver watch- chain, rope pattern; I gold guard about 2 yards long, small links, broken about 8 in. from fastening; 1 gold brooch, hinge broken; 1 brooch, gold colour; 1 Gladstone brooch, set gold colour stone; 1 pair silver Indian coin studs, " 1889 " there- on ; 1 pair silver earrings; 1 silver earring, shape of a dove, with berry in mouth; 4 or 5 foreign silver coins ; 1 black bead necklet; 1 Gladstone diver ring ; 1 gold brooch, heart shape; 1 steel split ring, Jubi- lee threepenny- piece, a fourpenny- piece, and another coin attached; 1 double- breasted blue whitney cloth overcoat, velvet collur, striped lining, right top but- ton smaller than others, with " purple stripe " there- on, tab broken, 1 button deficient right side; 1 pair light grey trousers, with Y- shape piece let in back seam ; 1 white collar and front; 1 light silk tie, pink flowers; 1 pair pink flannelette pants; 1 pair blue worsted stockings; 1 grey peak cap; 1 pair lace boots— A MAN, age about 40, height about 5 ft. 8 in., complexion fresh ( rather fuFl face), hair dark brown, thick moustache ginger; dress, supposed in stolen clothes, or blue butcher's jacket, a short grey jacket, and pair of nailed lace boots. Carried a small parcel, supposed containing knives, steel, etc. A tramping butcher. Information to Supt. De Schmid, Honiton. 18.— Tiverton ( Bcrrough).— For stealing, 5th inst., a sack of barley meal— JAMES COLWILL, age about 32, height 5 ft. 7 in., liair dark brown, heavy moustache brown, slight side whiskers. Of military appearance. May seek employment at seed mer- chants. Warrant issued. Information to Head Constable Crabb, Tiverton. DUBLIN. 19.— Dublin ( City).— For embezzling, on 21st- September last, £ 222, the moneys of H. M. Postmas- ter- General— JAMES BURSLEM LOVEROCK, age about 40, height 5 ft. 7 or 8 in., s'. ight build, com- plexion pale, heavy sandy moustache, prominent nose, large eyes; when last seen wore dark overcoat and black hat. An ex- clerk at the General Post Office, Dublin. Was in London, S. W. District, and at Ealing, 15 th inst. Warrant issued. Information to Supt. Lanktree, Detective Depart- ment, Exchange Court, Dublin. ESSEX. 20.— Latchingdon ( County).— For selling spirits- without a licence, at Maldon— FRANK CHANDLER ( supposed false), age about 34, height 5 ft. 6 in., com- plexion pale, hair, moustache and eyes dark, walks quickly, and carries his head slightly forward; dress, dark tweed jacket suit ( worn), old black hard hat. Of good address. Warrant issued. Information to Supt. Halsey, Latchingdon; or Inspector Gibbons, Maldon. GLAMORGANSHIRE. 21.— Cardiff ( Borough).— For obtaining, 21st ult., 103. by false pretences— JOHN JOHANSEN, age about 35, neight 5 ft. 7 in., complexion warthy, hair dark brown, moustache sandy, nose broken and twisted to one side ; dress ( when last seen), blue serge suit, black hard felt hat, lace boots. A seaman. May be found iti boarding- houses, or seeking employ- ment on board ship. Warrant issued. 22.— Cardiff ( Borough).— For cruelly illtreating his children— CHARLES ELLIOTT, age 45, height 5 ft. 5 in., complexion dark, oval face, hair dark brown, moustache brown ( tinged with red), eyes blue ; dress, dark corduroy sleeved waistcoat and trousers, hard felt hat, lace boots. Addicted to drink. A sweep ; native of Meithyr Tydvil. Warrant issued. Information to Head Constable McKenzie, Cardiff. 23.— Swansea ( Borough).— For failing to report — Licence Holder JOSEPH CLARKE, Office No. 364- 97, age 34, height 5 ft. in., complexion fresh, hair brown, eyes grey, cut scar above nose, 2 over right eyebrow, 2 outside right elbow joint, burn scar 2nd right finger, brown birthmark small of back and front of left wrist, red mole between shoulder- blades and inside left forearm, indistinct tattoo marks outside left forearm and back of right forearm, dot front of right wrist. Sentenced, at Swansea Assizes, 1st August, 1891, to 7 and 7 years penal servitude ( concurrent), for wounding. Licenced 28th January, 1897. R 225. Information to Chief Constable Colquhoun, Swan- sea. GLOUCESTERSHIRE. 24.— Fishponds ( County).— For obtaining food and lodgings by false pretences, at Horfield, near Bristol, on 26th ult.— HENRY HORTON, age about 45, height 5 ft. 7 or 8 in., slight build, complexion fresh, slightly paralysed one sid9 of face, hail-, mous- tache and slight whiskers grey, stoops when walking ; dress, grey overcoat ( with velvet collar), dark cloth trousers, black bowler hat, carried an umbrella. Sup- posed a native of Bristol, where he has been employed as a draper's warehouseman. Warrant issued. Information to Supt. Matthews, Fishponds. 25.— Gloucester ( County).— For embezzling £ 18 10s.— ARTHUR WILLIAM HORLICK, ago about 40, height 5 ft. 5 or 6 in., complexion pale, full face, hair ( turning grey at sides) and moustache dark brown; dress ( when last seen), black overcoat, black diagonal coat and vest, grey trousers, bowler hat, lace boots. A clerk; native of Mitcheldean, Gloucestershire. Absconded 5th inst. Warrant issued. Information to Deputy Chief Constable Philpott, Gloucester. HAMPSHIRE. 26.— Aldershot ( County).— For falsification of accounts— CHARLES LAWTON, age about 32, height about 5 ft. 4 in., slight build, complexion dark, thin features, hair( slightlyturninggrey) and moustache FKIDAY, MARCH 26, 1897. T H E POLICE GAZETTE. 3 dark brown, slight side whiskers, of smart appear- ance, walks erect; dressed, generally, in a blue serge or brown tweed suit, blue melton overcoat, brown cap and boots. Wholesale grocer's cashier; absconded 21st ult. May be accompanied by his wife, age about 28, height 5 ft. 4 in., slight build, complexion sallow, hair light brown ; dressed, generally, in a blue cape, dark dress, small black hat with feather on one side. Warrant issued. 27.— Aldershot( CoMn<(/).^ Forshopbreaking, 7th inst., and stealing a butcher's new drab coat, with long skirts; and a pair of new shooting boots, size 9 or 10— RANDOLPH CARTER, age 19, height 5 ft., complexion fair, full face, hair light sandy, very small moustache fair, high cheek- bones ; dress ( generally), grey tweed clothes, jacket rather darker than trousers, white shirt front and collar, brown cap. Of smart - appearance. Walks with a short quick step. He hawks oysters, whelks, mussels, etc. GEORGE KEMPSON, age about 16, height 5 ft. 2 or 3 in., flight build, complexion and hair ( inclined to curl) dark ; dress ( when last seen), old blue overcoat, grey tweed jacket and trousers, brown cap. Both ab- sconded 8th inst. Warrant issued. Information to Supt. Miller, Aldershot. 28.— Winchester ( City).— For stealing 25s.— GEORGE WILDING, a Lance- Corporal of the Hamp- shire Regiment, age 21, height 5 ft. 7J in., com- plexion fair, hair light brown, eyes hazel, 3 moles left arm ; dress, dark brown cloth suit, soft felt hat, low shoes; carried a thick walking- stick with crooked handle, a brown leather Gladstone bag containing a dark grey suit. Had in his possession a railway warrant, No. 13/ 9781, signed " Nicholson, Recruiting Officer," but not filled in. He left on 8th inst., ac- companied by Lance- Corporal Erwood, Hampshire Regiment, age 30, height 5 ft. 9 in., slight build, complexion fresh, hair brown, moustache light brown, sharp features, Roman nose; dress, black coat and vest ( open front), light cloth trousers, Scotch plaid tie, soft felt hat; carried a thick walking- stick with crooked handle. Both- are deserters. 29.— Winchester { City).— Woodcut portrait and description of ALFRED OFFER, whose apprehension is sought for embezzlement, age 47, height 5 ft. 5 in., stout build, complexion fresh, hair ( out short, turning grey), moustache and eyes brown, full face, high forehead, several pock- marks on face, short neck and legs; dress ( when last seen, 7th January), dark blue • chesterfield overcoat ( black velvet collar), dark cloth trousers, dark brown soft felt hat with wide brim. Had with him a new brown leather portmanteau, a small black hand- bag, and 3 paper parcels, containing a new grey worsted cloth suit ( morning coat), a black - serge suit, 2 pairs of lace boots, a black mackintosh, walking- stick, umbrella and a large pair of field- glasses. A master painter; native of Winchester. A Past Provincial Grand Master of the Manchester Unity of Oddfellows ; late Secretary of the Industry of Hants Lodge, and had in his possession about £ 200 belong- ing to that Society. Associates with betting men. Is fond of billiards. Warrant issued. Information to Supt.
