T U B GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 26, 1897. VOL. XIV., No. 1374. KEaTJLATIONS. 1. All announcements for insertion in the POT. ICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the. signature of an officer of not less rankthan Superintendent; and, if the name of such person be required to be inserted, and no warrant is in torce against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank • than Inspector, or analogous thereto. 8. A nnouncementsof all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. Theforcewhich causes particulars concerning delinquents or stolen property te be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the. Editor notice of the fact, referring to the number of the anr. - mncementfor insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They * must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond < k Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the uon- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. < C) < d) The following is a copy of the order which governs the • circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing • delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed band- bills, or other advertisements, offering a reward for the discovery of property or the detection of • crime, whether printed and issued by the Metropolitian Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid, ( d) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. . NOTE.— There are 180 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. Criminal Investigation Depart- ment.— Description of A MAN who was seen in the Metropolitan Police Dis- trict on the 12th and 13th inst., and who on both occasions said the Detectives were after him— ARTHUR MARSHALL, age supposed about 30 ( looks older), height 5 ft. 6 or 7 in., rather slight build, com- plexion sallow, long visage, hair ( rough and wiry) and eyes dark, clean shaved, but can grow beard and moustache, long thin nose ; dress ( when last seen), long dark overcoat, brown tweed jacket suit ( plaid pattern), black hard felt hat, old lace boots ; friends reside at Reading ; is in the habit of tramping about the country. If found, it is requested that strict obser- vation may be kept on his movements, and information wired to the Superinten- dent, Criminal Investigation Department, New Scotland Yard. APPREHENSIONS SOUGHT. 3.— Thames Division.— Forcommitting anactof gross indecency with a male person— FREDERICK MUMFORD, late drill instructor Marine Society's training- ship Warspite, age 40, height 5 ft. 9 or 10 in., stout build, complexion ruddy, hair light brown, clean- shaved. A naval pensioner; native of Plymouth. Absconded 3rd inst. May endeavour to leave the country. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.- For embezzlement— WILLIAM SANDERS, late of 115, MertonRoad, Wimbledon, age 30, height 5 ft. 10 in., slight build, complexion fresh, hair and moustache sandy; dresses well. A tailor's cashier. Warrant issued. 5.— For obtaining money by false pretences— A MAN, age 35 to 40, height 5 ft. 7 in., hair dark, clean shaved; dress, dark coat, short trousers, high hat with hatguard ring therein, red socks, lace boots ; gentlemanly appearance. He represents himself to be the son of a wholesale chemist, of Belfast, or that he is connected with a firm of opticians at Glasgow. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. METROPOLITAN POLICE DISTRICT. 1.— C Division.— For malicious wounding.— EUGENE a Frenchman, age about 38, height 5 ft. 10 in., complexion fresh, hair dark, heavy moustache dark brown, eyes black, scar across nose; dress, dark jacket, double- breasted cardigan vest, grey check trousers, dark peak cap; wears a heavy Targe link gold chain, with large gold coin attached. Warrant issued. 2.— w Division.— For forging and uttering a cheque for £ 1 Is., 20th October last— JAMES SMITH, alias HARRY BAGNALL and WILLIAMS, age 23, height 5 ft, 7 or 8 in., complexion and hair dark, bridge of nose broken, ship in full sail on chest, cross lances and heart on left arm, gipsy appearance ; dress, black coat, lavender striped vest, cord trousers, lace boots, black haj- d felt hat. May be found with travelling showmen, or at fetes. Warrant issued. ( BERKSHIRE. 6.— Faringdon ( County).— For stealing £ 20 ( including 2 J ubilee sovereigns) — GEORGE PHILLIPS, age 17, height 5 ft., slightly round- shouldered, complexion, hair and eyes dark, slightly deaf, of slovenly and dirty appearance; dress, dark suit, dark grey cap, heavy nailed boots. Supposed a native of Gorton, Manchester. Warrant issued. Information to Supt. Butcher, Faringdon. 7.— Newbury ( County).— For exposing for sale a quantity of unwholesome meat— ROBERT WATTS, a butcher, late of Reading, age about 58, height 5 ft. 8 in., stout build, complexion fresh, hair grey. At- tends markets, selling cheap meat. May be found in London. Warrant issued. 8.— Newbury ( County).— For stealing, 20th inst., a cornet ( recovered)— ROBERT KNIGHT, age about 60, height 6 ft., slightly bald, moustache grey, one thumb injured ; dress, drab tweed morning coat, dark trousers, drab cap, red- and- black woollen scarf. A native of Beenham. Has been in the Army. Warrant issued. 9.— Newbury ( County).— For stealing, 30th ult., £ 8 5s.— WALTER HENRY BULL, age 40, height 5 ft. 5 in., complexion fresh, hair and whiskers brown, moustache sandy; dress, dark coat, dark check trou- sers, brown cap, old boots; of dirty appearance, walks lame, and carries a drover's stick. A labourer. Warrant issued. Information to Supt. Robotham, Newbury. 10.— Reading ( Borough).— For stealing from his 2 T I I E POLICE GAZETTE. FKIDAY, FEBRUARY 26, 1897. lod'nnj's a silver geneva watch, No. 3369191— A man vTho gave the name of FREDERICK SILVEIt- STON or SYLVESTER, aged 36, height 5 ft. 7 or 8 in., complexion fair, hair and moustache light, ears large and prominent, large wart right side of forehead; dress, double- breasted dark plaid jacket and vest, lined with blue serge, light tweed trousers, stand up collar, dark tie, black hard hat, nearly new military boots. He represented that he was a tailor, and was travelling for Lewis and Co., Clothiers, London ; and had coupons in his possession, which he gave to persons whom he measured for clothing on payment of 2s. 6d. Stated that he was going to Guildford. Warrant issued. Information to Head Constable Tewsley, Reading. BRECONSHIRE. 11.— Crickhowell ( County).— Absconded, after being committed to Quakers' Yard Truant School — JAMES LEWIS, age ll, rather short, com- plexion pale, hair dark brown, one finger of left hand deficient. A native of Llanelly. Warrant issued. Information to Supt. Winterson, Crickhowell. CHESHIRE. 12.— Broxton ( County).— For stealing a dark Irish frieze overcoat, blue lining, black bone buttons, nearly new; 1 silver lever watch, Swiss make, curb pattern, metal chain, with 2 medals, attached; 1 large red- and- white stripe silk handkerchief; 1 plain cloth jacket and vest, black bone buttons; 1 pair light lace boots-^ IOHN ALMOND, age 20, height 5 ft. 7 in., complexion very pale, hair brown, eyes blue, girl's head tattooed left arm, sailor on right, 2 scars on chest. Of smart appearance. He enlisted at Birkenhead, on 6th inst, but absconded on 12th. Warrant issued. Information to the Deputy Chief Constable, Brox- ton. 13.— Egremont ( County).— For stealing, 16th inst., a dark heather- coloured coat, slight plaid, and vest to match— A MAN, age 40 to 45, height medium, rather stout build, complexion fair, hair and mous- tache light ( turning grey); of good address; dress, long small brown check waterproof ( with cape), dark trousers, dark soft felt hat dented at top. He took apartments, on 15th inst., stating that he was an inspector in the employ of the Telephone Company at Birkenhead. Left behind a black leather portman- teau, with " M. S. W." painted in red on side, which was found to contain a brick. Information to Chief Supt. Hindley, Egremont 14.— Middlewich ( County).— For stealing an old fashioned silver lever stop- watch— JOHN WRIGHT, age 28, height 5 ft. 7 or 8 in., complexion fresh, hair dark, heavy moustache black, eyes grey, walks very erect; dress, black frock coat and vest, blue and black striped trousers, lace boots, hard felt hat. Carries a dark plaid mackintosh. A pensioner from 9th Lancers. Warrant issued. Information to Supt. Large, Middlewich. 15.— Oakmere ( County).— For obtaining, by false pretences, between 1st and 5th inst., at Over, food and lodgings, also a gentleman's silver lever watch, " Presented to Julius Pickstock" and probably " Winsford" scratched inside case — A man who gave the name of ERASTUS SAMUEL HOOLE LEWIS, age about 40, height 5 ft. 4 or 5 in., complexion, hair ( bald on top) and beard of about a week's growth, dark ; of good ad- dress ; dre3S, dark jacket and vest of rough material, black worsted trousers ( worn at knees), blue collar and front with white spots, blue muffler with white stripes, blue peak cap. Stated he was a native of Cedar Street, Manchester, and had come to instal electric lights at a railway station. Warrant issued. 16.— Oakmere ( County).— For embezzling £ 29 16s. on 23rd November last— JOHN CHALLENOR, ago about 36, height 5 ft. 8 in., rather stout build, com- plexion fresh, full face, hair ( cut short) light brown, eyes grey, speaks quickly, sometimes stammers, swings his right arm freely when walking; dress ( generally), light tweed suit, cap, and brown leather leggings. Native of Frodsham. Late Assistant Overseer of the Township of Frodsham Lordship. Absconded about 1st ult. Warrant issued. Information to Supt. Johnson, Oakmere. CUMBERLAND. 17.— Brampton ( County).— For deserting his wife— GEORGE COOK, alias GEORGE CLARK, age about 40, height 5 ft. 11 in., complexion fresh, rather long features, hair dark brown, rather light mous- tache, eyes brown, cut mark about 3 in. long above left eye. A painter and paperhanger. Native of Netherfield Road, Liverpool. Is also known at Man- chester, Carlisle, Workington, and Penrith. Warrant issued. Information to Supt. Hodgson, Brampton. DERBYSHIRE. 18.— Glossop ( Borough).— For deserting his wife and family, leaving them chargeable to the Glossop Union— WILLIAM. THOMAS RODGERS, age 34, height 5 ft. 2£ in., complexion sallow, hair ( bald on top) dark brown, eyes hazel, mole left of neck. A tailor. Is fond of drink. Warrant issued. Information to Chief Constable Hodgson, Glossop. grey tie, collar turned down at corners, black bowler iiat. Attends fairs, and associates with low horse dealers. Has been previously convicted. Warrant issued. I • 25.— Gloucester ( County).— For assault on a police constable, at Elmore, 30th ult.— ALICK SPIERS, age 25, height 5 ft. 6 in., slight build, complexion fair, hair light brown, very slight whiskers and moustache, eyes blue, slight impediment in speech; dress, dirty cloth jacket and vest, cord or moleskin trousers, old dark cap, generally wears a muffler. A notorious poacher. A labourer; native of Elmore, near Gloucester. Warrant issued. Information to Deputy Chief Constable Philpott, Gloucester. DURHAM. 19.— South Shields ( Borough).— For stealing, 12th inst., 1 lady's black cloth jacket, J- length, " James Coxon, Market Place, Newcastle," on tab— INO YOUNG, age 16, height 4 ft. 9 or 10 in., com- plexion fresh, hair ( cut short in front) light brown ; dress, stolen jacket, grey frock, blue straw hat, black leather slippers stamped " S. S. W." ( South Shields Union). Has been an inmato of Harton Workhouse. Native of Hebburn. WTas last seen in Gateshead, on 15th inst. , 20.— South Shields ( Borough).— For stealing, 6th inst., a lady's gold geneva watch, No. 110316, white dial, black figures, flowered back, a lady's small round link pattern gold chain attached— JOHN DAGLISH, alias TRACEY, age 40 to 50, height 5 ft. 9 or 10 in., complexion fair, hair ( inclined to curl, and turning grey) and moustache ginger, slightly bald; dress, black jacket and vest, dark brown check trousers, dark cap, blue muffler. Has in his possession a workman's tin bottle, " J. D." on brass plate thereon. He takes lodgings, represent- ing that he is working for the Telephone Company. ESSEX. 21.— Southend- on- Sea ( County).— For stealing 4 pairs of seamen's top- boots ( recovered)— GEORGE BRANSON, alias BRANSCOMBE, age 31, height about 5 ft. 6 in., complexion, hair, slight moustache ( clipped) and eyes dark, hollow face, high cheek- bones, cut scar on lip, of military appearance; dress, old monkey jacket, drab fustian and black vests, tight- fitting dark check trousers, dark blue scarf with white spots, black cap ( small knob on top), navvy's boots. Native of Gravesend, Kent. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. GLAMORGANSHIRE. 22.— Cardi ff ( Borough).— For stealing, 18th inst., £ 11, and a brown leather purse, about 4 in. wide, with knob clasp— GEORGE EVANS, age 23, height 5 ft. 8 in., long thin features, hair light, clean- shaved, eyes have a peculiar appearance, cut mark on back of head, turns his toes inwards; dress, blue serge suit, red socks, elastic side boots, brown plaid pattern cap. A painter and decorator. Warrant issued. 23.— Cardiff ( Borough).— For stealing, 15th inst., from his lodgings, 1 light terra- cotta coloured jacket suit, with composition buttons to match, usual pockets in jacket, hip- pocket in trousers; 1 sacque back three- quarter length overcoat, usual pockets, brown check lining, black buttons; 1 silver lever watch, No. 97356, no cap on works, marks on edge having been opened with a knife; 1 silver curb pat- tern albert chain— THOMAS GENT, age 33, height 5 ft. 7J in., complexion florid, oval face, hair brown, heavy moustache dark, eyes grey, 5 dots back of right hand, " T." right wrist, cut scar bridge of nose, boil scar right hip; dressed in stolen clothing. GLOUCESTERSHIRE. 24.— Gloucester ( County).— For obtaining £ 3by a worthless cheque, 13th inst.— JAMES WARD, alias JOHN BURNS, age 53, height 5 ft. 3t in., com- plexion bronze, hair ( cut short) grey, moustache sandy grey, eyes brown, small scar between 2nd and 3rd joint of 1st left finger, scar right knee, and below knee, wart between 2nd and 3rd right toes; dress, blue overcoat, dark grey striped trousers, light HEREFORDSHIRE. 26.— Bromyard ( County).— For misapplying cer- tain moneys, on 1st October last— AUGUSTUS JOHN MULLINGER, age 37, height 5 ft. 10 in., stout build, complexion fresh, hair and moustache dark brown, has a swaggering gait; dress ( when last seen), dark jacket and vest, grey striped trousers, black hard hat. Was formerly a porter at the Aston Union, near Birmingham. Warrant issued. Not to be apprehended out of the United Kingdom. Information tor, Supt. Lewis, Bromyard. KENT. 27.— Canterbury ( County).— For false pretences, 6th inst., at Whitstable— WILLIAM BENNETT, age 31, height 5 ft. 7 or 8 in., complexion freckled, moustache ginger, " I love Emily White" tattooed on arm ; dress, long dark overcoat, cord trousers, light skull cap. An Army Reservist; native of Boughton,, near Faversham, Kent. Warrant issued. Information to Supt. Wood, Canterbury. 28.— Chatham ( County).— For stealing, at Old Brompton, 1 yellow- and- black carriage- rug, blue binding; 1 lady's black cloak, f length; 1 dark brown boa ; 1 scarlet- and- blue table- cloth, with fringe ; 1 white table- cloth; 2 ladies' night- dresses; 2 chemises ; 2 pairs' of drawers; 2 gentlemen's white cotton shirts; 1 white linen sheet; 2 dark rosewood workboxes; 1 light- coloured inkstand, with drawers, and 2 ink- bottles; 6 nickel- silver tablespoon-; 6- nickel- silver dessert- spoons; 1 light green cloth dress and jacket, with pink silk vest ( quite new); 1 drab dress, with velvet round bottom; 1 melton cloth bodice ; 4 yards of alpaca— TWO MEN. 1st, age 30, height 5 ft. 5 in., complexion fresh, hair ( cut short), brown, eyes blue, birthmark left breast, " Love Kitty P " on left arm, l< Love M " right wrist; dress, light dust coat, dark vest, military trousers, with stripe taken out, black silk neckerchief, dark cap, light- boots ( all old); a flower seller. 2nd, age 29, height 5 ft. 7 or 8 in., complexion pale, hair auburn, mous- tache light ginger, eyes grey; dress, dark jacket, cardigan jacket or guernsey, cord trousers, dark cap, heavy lace boots, military appearance ; a hawker. Both frequent low lodging- houses. Information to Supt. Lacy, Chatham. 29.— Sandwich ( County).— For stealing, 10th inst., at Westgate- on- Sea, 1 black cheviot serge reefer jacket and vest; 1 black felt hat, dented at top; 1 gentleman's silver chain, twisted links, locket at- tached, with monogram " R. O." ; 1 lady's gold dress- ring, set 5 pearls—- A MAN, age about 22, height 5 ft. 9 in., complexion fresh, hair dark, slight moustache brown, front teeth very bad colour, one broken off; dress, long black frieze overcoat, light brown check trousers, brown kid gloves ; supposed wearing the other stolen clothes; lace boots, light golf cap, or may be wearing the stolen hat. A shop assistant. He engaged a bed and sitting- room, but after staying about half- an- hour, took the above articles and de- camped. Supposed wanted elsewhere for similar offences. Chaney, Sandwich. 30.— West Mailing ( County).— For stealing, be- tween 20th and 21st inst., at Wrotham, a 2- wheel barrow ( nearly new), body painted dark green, red wheels, 20 in. apart, 1- inch tyres, tips of handles painted red ; 1 small flower- fork; 1 pair hedge clip- pers ; 1 garden trowel— A MAN, age about 30, height 5 ft. 7 or 8 in., complexion fair, slight light mous- tache ; dress, dark jacket and trousers, black hard hat. A WOMAN, age about 30, height o ft. 4 or 5 in., hair dark; dress, long brown jacket or ulster, black dress, black straw hat. Had with them a child about 4 months old. They were seen at Foots Cray, on 21st inst., going in the direction of London. Information to Supt. Hoare, West Mailing. 31.— Canterbury ( City).— For stealing from his lodgings, 1 gentleman's gold chain ( recovered), and 1 pair of silver sleeve- links, coin pattern— A MAN, nge FRIDAY, FEBRUARY 26, 1897. Information to Chief Constable Farmery, Canter- bury. 32,— Maidstone ( Borough).— For neglecting their children— CHARLES BARHAM, age 32, height 5 ft. 7 or 8 in., complexion dark, moustache ginger; dress, dark coat, corduroy trousers, black hard felt hat. A furnace- hand; ELIZABETH BARHAM, age about 30, complexion dark, very thin ( supposed to be wearing dark clothes). They are accompanied by five children ( two girls, one age 13 years, the other 7 months; and 3 boys, ages 10, C, and 5 years respectively). Warrant issued. Information to Chief Constable Mackintosh, Maid- stone. 33.— Tunbridge Wells ( Borough).— For stealing a £ 10 Bank of England note ( recovered), and a £ 5 note, No. 31281— HARRY YEATES, age 3.8, height - 5 ft. 11J in., complexion dark, hair, whiskers and moustache dark brown, eyes blue; dress, grey cloth jacket and vest, corduroy trousers, black hard felt hat, or grey cap. A shoemaker; has been working as a sale porter. Absconded 5th inst. Warrant issued. Information to Chief Constable' Prior, Tunbridge Wells.
