THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 4, 1896. VOL. XIII., No. 1350. REGIJ LATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF TLIII POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. A. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15.*. jter portrait, and of 7s. 6?/. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officerofno' less rankthan Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mud be guaranteed by an officer of- not less rank than Inspector, or analogous thereto. 8. A nnouncements nfal' persons to be apprehended or of stolen property bear a number, and are alphab'tical/ y arranged by counties. 9. The force which causes particulars concerning delinquents or sto'en property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In alt cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. VI. Announcement* for the Friday issue should be forwarded so as to be received not later than noon on If ednesday, and for the Tuesday edition not later than Saturday momini. They must be clearly written on one side of the paper only, be. in the usual form, and accorr. panied by a covering letter. 12. All payments must be in advance, either at the office. SPECIAL NOTICE. An inventor has patented a composition for taking casts of footprints in any soft ground, and Government has acquired the right to use this invention in any part of the United Kingdom. It is anticipated that it will prove of value occasionally in criminal cases, especially in rural districts, and any Police Force that wishes to have particulars of it is invited to apply to the Ubine Office confidentially for that purpose. LEWIS BUTLER ( Case No. 6, 27th ult.), sen- tenced at Manchester, 26th April, 1880, to 5 years penal servitude and 7 years police supervision for false pretences. Licenced 8th November, 1884. ZG 772. AYRSHIRE. 5.— Ayr ( County).— Portrait and description of ARTHUR STURROCK, a solicitor, and agent of the British Linen Company's Bank, Kilmarnock, whose apprehension is sought for embezzling £ 4,150, age 40, height about 6 ft. 1 in., slight build, complexion fresh, rather long face, hair and moustache light, high cheek- bones, rather prominent nose, front teeth slightly project, walks erect, of military appearance, speaks rather affectedly ; dress ( when last seen), brown tweed jacket suit, black hard felt hat; carried a small black hand- bag ; a native of Kilmarnock. Inquiries requested at hotels, shipping offices, etc. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BRECONSHIRE. 6.— Crickhowell ( County).-— For rape and lar- ceny— OSMAN WILLIAM WARE, alias WILLIAM NEEDS and WILLIAM CHARLES PAIN, age about 20 ( looks much older), height 5 ft. 3 or 4 in., stout build, complexion fair, hair ( cut short) and small moustache light, very wide forehead, broad features, square shoulders; dress, old grey plaid cloth suit ( large plaid), dark grey plaid cotton shirt, light grey cloth cap, military boots, may be wearing red handkerchief ( appearance of a stableman). Generally carries a tin- can with no handle, for boil- ing tea, etc; Has been in a Reformatory School. A tramping farm- labourer. Warrant issued. Information to Supt. Winterson, Crickhowell. CAMBRIDGESHIRE. 7.— Cambridge ( Borough).— For obtaining goods by false pretences— WILLIAM SYERS, age about 42, height 5 ft. 8 in., complexion fair, hair ( wore long at back) and heavy moustache brown, eyes grey, small scar bridge of nose and over left eye, very plausible manner ; dress ( when last seen), dark grey suit, dark tie, high silk hat, lace boots, brown spats. Carried an umbrella. Associates with religious bodies, gener- ally Wesleyan. He takes apartments, representing himself as managing director of the Great Britain Coal Company. Highbury, London, and The English and Scottish Estate Association, Highbury, and is about to establish an agency in the neighbourhood; 8\. T H E POLICE GAZETTE. FRIDAY, DECEMBER 664, 1896. advertises for clerks and lady pupils to learn type- writing and shorthand, from whom he obtains a pre- mium of five guineas. He then takes a house and obtains furnituro and provisions by means of the same representations. He was sentenced at Bed- fordshire Quarter Sessions on 16th October, 1895, to 12 months imprisonment for a similar fraud at Luton, and to 2 months for false pretences at Brighton, on 7th January, 1895. CARMARTHENSHIRE. v 8. — LlaneHy ( Cmcnbj).— For obtaining, 17th ult., food, lodgings and money by false pretences— REES THOMAS ( supposed false), age 31 to 34, height a}> out 5 ft. 10 in., complexion, hair and mous- tache dark, abscess scar below left jaw, of military appearance; dress, black serge coat and vest, light cloth trousers, small'light cloth cap, Oxford shoes. Stated he was a native of Briton Ferry, Glamorgan- shire. He states he has obtained employment at local works, takes lodgings, orders groceries, etc;, to be sent there, and obtains money under the pretence of fetching his luggage. Warrant issued. CHESHIRE. 9.— Hyde ( County). — For housebreaking, 11th ult.— Licence Holder THOMAS ADAMS, Office No. 2800- 96, age 42, height 5 ft. 4| in., complexion fresh, huir light Urow^, blue, scar over right eyebrow, 2 on left cheek, 1 right of forehead, 1 on right thumb, right wrist, and on left forearm, mole on left ribs, outside left forearm, and red mole under left shoulder- blade. Sentenced at Chester Assizes, 16th June, 1894, to 3 years penal servitude for bur- glary. Licenced 14th September, 1896. U 253. Information to Capt. Lingard, Superintendent, Hyde, Cheshire. 10.— Oakmere ( County).— For stealing, 25th ult., at Tarporley, 1 light drab dust coat, extra button right side of collar; 1 pair yellow leather gloves, lined yellow wool; 1 dark grey tweed jacket; 1 ditto vest with sleeves; 1 pair light grey tweed trousers ; 1 pair white broad braces, saddler's make, " 2/ 9" in ink on leather at back ; 1 black cardigan jacket, patched at elbow; 1 black felt hat, size 6 J; 1 pair horse clippers, " Clarke" thereon; 1 ditto, " W. Bown, Newmarket pattern " thereon ; 1 razor, " Wade and Butcher, Sheffield," thereon— JIM GLENNY, a tramping groom, age about 50, height 5 ft. 4 in., complexion fresh, hair ( turning grey and bald on top) dark brown, cast in eyes, weak back, and wears belt or stays, shuffling gait, feet recently scalded, in consequence of which his boots are cut in front ; dressed in the stolen clothing. ESSEX. 11.— Grays ( County).— For conspiracy and ob-' taining £ 14 10s. 0d., between 9th September and 1st ult.— FREDERICK TYLER, age 34, height 5 ft. 4 in., complexion sallow, hair and eyes ( full) dark brown, slight dark moustache. Has been employed as storekeeper on the Industrial School- ship " Shaftes- bury." Warrant issued. Information to Supt. Jordan, Grays. 12.— Colchester ( Borough).— For stealing, 30th ult., a \ nnif and art ( recovered)— CHARLES , ALFRED HARRISON, age 19, height 5 ft. 4| in., complexion fresh, hair auburn, eyes brown, nose turned slightly to one side; dress, light grey check suit, light cloth cap. Native of Great Baddow, near Chelmsford. Warrant issued. Information to Head Constable Coombs, Colches- ter. HAMPSHIRE. 13.— Portsmouth ( Borough).— For burglary, 18th ult. — WILLIAM HENRY MURDEN, alias FRANK CLEMENTS, age 21, height 5 ft. 9 in., slight build, complexion pale, thin features, hair and eyes brown, clean- shaved, very irregular teeth, very prominent larynx, walks erect, sings, and plays the piano ; dress, black morning coat, blue serge vest and trousers, black bow, nearly new shoes. He takes apartments, com- mits a larceny, and breaks out before the occupants are up. Friends reside at Nottingham. Supposed previously convioted and to be wanted elsewhere. Information to the Chief Constable, Town Hall, Portsmouth. 14.— Southampton ( Borough).— For stealing a bicycle— DR. GOATER McDONALD, alias H. C. GOATER and COATER, age about 30, height 5 ft. 9 or 10 in., hair arid moustache dark, drops left side of lower lip when talking, speaks with American accent; dress, double- breasted frock- ooat, dark grey trousers, silk hat. Had in his pos- session a Norfolk suit ( knickerbockers, with box- cloth knees). Warrant issued. Information to the Chief Constable, Southampton. HEREFORDSHIRE. 15.— Hereford ( City).— For assaulting his wife and deserting her and children, leaving them chargeable to tho Hereford Union— THOMAS BRACE, alias " NOGGY," age about 43, looks younger, height about 5 ft. 4 in., complexion sallow, hair brown, rather fujl eyes, peculiar Hat nose, walks quickly; is given to boasting about his work ; usually wears dark clothes and cap. Higginbotham, Leigh. 18.— Liverpool ( City).— Portrait and description of DAVID EDWIN DAVIS, a Jew, whose appre- hension is sought for embezzlement, age 28, height 5 ft. 3 or 4 in., complexion sallow, hair, moustache and eyes dark, large nose. Has been employed as a traveller in the tobacco trade. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Head Constable, Detective De- partment, Liverpool. 19.— Accrington ( Borough). — For stealing £ 4 10s. 0d„ on 7th ult.— HENRY HARRISON, age 18 or 19, height 5 ft. 6 or 7 in.; complexion pale, hair dark brown, eyes blue, short neck, cut scar on forehead ; dress, black jacket and vest, brown trousers, navy blue cap, turn- down collar, dark tie with spots, low shoes. LINCOLNSHIRE. 20.— Grimsby ( Borough).— For stealing 1 gentle- man's silver lever watch, " Arthur Newstead, Manches- ter," engraved Lnsideouter case—- A MAN, age i} 0 to 35, height 5 ft. 5 or 6 in., complexion fair, hair brown, moustache rather sandy, wore eye- glasses; dress, brown double- breasted overcoat, shabby grey suit, soft brown felt hat, came*} n gold- mounted umbrella. Speaks with German accent. He engages two bed- rooms at a principal hotel, one for himself and one for his father, whom he states will arrive later with luggage, and, having gained access, he steals from the adjoining rooms. D." in corner— WILLIAMrTREWEN, age 35 to 40, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, eyes brown, Roman nose; dress, dark overcoat, light trousers with dark stripe, black cap, lace boots and ( suonosed) serge jacket and the stolen vest. An engineer; native of Glas- gow. He calls at engineering and ship- repairipg yards, representing himself as chief engineer on BO me vessel to which repairs are required, and after bor- rowing money decamps. Previously convicted at Belfast, Liverpool, Middlesborough, Portsmouth, and Peterborough for larcenv and false pretences in names of JAMES LLANWAIRNE SMITH, alias CAPTAIN RAMSEY, CAPTAIN RAMSEY and JAMES HAMIL- TON.
