POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 30, 1896. VOL. XIII., No. 1340. REGU LATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward it offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen properly, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. M. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the. signature of an officefof not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of al< persons to be apprehended or of stolen prope- ty bear a number, and are alphabetically arranged by counties. 9. Theforcewhich rauset particulars concerning delinquents or sto'en property to be insert- d in the POLICE GAZETTE, must, on their apprehension or rtcovery, at once transmit to the Editor notice of the fact, referring to the number oj the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday mornina. They must be clearly written on one side of the pa^ r o> Uy, be in the uxuai form, and accompanied by a covering letter. 12. All payments must be in advance, eith'r at the office. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course • will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT. 1.— A Division.— For embezzlement— FREDE- RICK WILLIAM JONES, age 45, height 5 ft. 6 or 7 in., stout build, complexion swarthy, hair and small moustache black, eyes ( prominent) dark brown, slightly bow- legged; dress, black overcoat, dark trousers, black hard felt hat. Lately employed by the Gas Light and Coke Co., Limited. Native of Finsbury, London. Warrant issued. 2.— B. Division.— For obtaining by false pre- tences, 7th ult.— 2 bracelets, I half- hoop diamond, 13 stones, set in gold, with silver lining, " 1882" sup- posed scratched inside ; 1 folding curb bracelet, centre link set diamonds; 1 diamond star brooch. 12th ult.— A diamond necklet, set 9 large and 44 smaller brilliants, graduating to ends, small number on snap and supposed on setting; also for obtaining credit by false pretences— B. STAFFORD CHOPE, age 27 height 5 ft. 7 in., complexion fair, hair and eyes brown, of gentlemanly appearance; dress, dark suit, high silk hat. Native of London. Warrants issued. 7.— For stealing a cheque for £ 300— ROBERT THOROGOOD, age 32, height 5 ft. 7 in., complexion sallow, hair dark, of gentlemanly appearance; dresses well. A stockbroker's clerk. Barclay, Bevan, Tritton and Com- pany's Bank, 54, Lombard Street, E. C.^ JAMES WATERS HARRIS, alias G. L. TREMAYNE, age 42, height 5 ft. 7 in., complexion swarthy, hair, whiskers and moustache brown, eyes gTey, first joint of left thumb missing, small anchor in blue ink left forearm; dress, blue serge suit, black Alpine hat. Carries a black brief bag and umbrella. Native of Botels, Cornwall. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For fraud— MAX MORRIS, late of 80A, Fenchurch Street, age 42, height 5 ft. 10 in., well built, weight about 15 stone, complexion swarthy, h^ ir ( inclined to curl) and moustache very dark; dress, black frock coat, dark vest and trousers, silk hat. Supposed a German. Warrant issued. 5.-— For stealing 200 reels of tape — J. C. ITTNER, late of 97. Queen Victoria Street, age 35, height 5 ft. 2 or 3 in., complexion, hair, and moustache very dark ; dress, dark clothes, high silk hat. Is supposed to be a long firm swindler. Warrant issued. 6.— For embezzlement— WALTER E. REECE, late of 1, Holly Villas, Luton Road, Harpenden, Herts, age 22, height 5 ft. 5 in., complexion pale, hair and moustache dark brown, large jaw bones, broad shoulders; dress, long overcoat, dark clothes, hard felt hat. Absconded 15th inst. Warrant issued. Not to be arrested out of the United Kingdom. height 5 ft. 4£ in., complexion pale, hair ( bald on top) and moustache grey, rather weak and watery eyes; dress, when last seen, grey tweed suit and cap, carried a small black handbag. Native of Penmaen- mawr. May endeavour to leave the country. Warrant issued. Not to be apprehended out of the United King- dom. 9 — Conway ( County).— For obtaining 3 jackets by false pretences — AGNES MAC SHELLEY, age 23, medium height, complexion fresh, hair dark brown, eyes grey, prominent nose; wore a black dress. A domestic servant. Native of Chipping Norton. Stated she had been employed for four ears at a boarding- house at Cardiff. Warrant issued. Information to Supt. Rowland, Conway. DORSETSHIRE. 11.— Dorchester ( County). — For - embezzling £ 261, on 8th inst.— GEORGE ASH, age 45, height 5 ft. 6 in., stout build, complexion fair, hair ( cut short) brown ( turning grey), supposed tattooed brace- let on one or both wrists ; dress, dark blue navy cloth or serge suit, dark or black soft felt hat, or may be wearing a brown suit. A pensioned Staff- Sergeant of the Plymouth Division Royal Marines. Recently employed as senior writer at the Pay Office, Portland, Breakwater. Has been a timekeeper at the Great Western Docks, Plymouth. Native of Stonehouse, Devon. Warrant issued. Information to Supt. Devenish, Dorchester. 12. Wimborne ( County).— On a warrant for burglary, at Verwood Railway Station, 23rd, and at Alderholt, 24th ult., and stealing £ 2 7s. 6d.— Licence Holder THOMAS HOOPER, alias CHRIS- TOPHER HUNT, THOMAS HUNT, THOMA.- SMITH and THOMAS CUTLER, Office No. 2879- 96. age 50, height 5 ft. 5 in., oomplexion fair, hair and moustache sandy, eyes blue, scar over left eye, and on left shin, " D." on left side. Traced to Basingstoke and Farniham, Hants, 1st inst.; then dressed in brown tweed jacket, dark cord vest and trousers ( all new), and blue cap, with dark stripes. Well known to the Hants Constabulary. Sentenced at Win chester Assizes, 27th July, 1889, to 7 yeare penal servitude, for burglary. Liberated, on 2nd licence. 19th September, 1896. y F P 803. A butcher's apprentice. Supposed accompanied by his brother Edward, age about 19, height about 5 ft. 6 in., slight build, complexion fair; dress, dark jacket suit, black hard felt hat. A draper's apprentice. They are believed to have left for London, on 1st inst. May endeavour to leave the country. Warrant issued. Information to Chief Constable Trotter, Gateshead. 14.— South Shields ( Borough).— For forging, 9th inst., a seaman's advance note for £ 2 5s.— ALFRED COSSAN, or COSSAM, alias ALFRED STEWART and O'BRIGGS, age 31 to 36, height 5 ft. 10 or 11 in,, complexion fair, thin face, high cheek bones, hair, whiskers and moustache light ( inclined to be sandy), eyes light grey, bridge of nose broken, tattoo marks on wrists ; dress ( when last seen), brown small check pattern jacket, black and grey striped trousers, and hard felt hat. A seaman. Warrant issued. Information to Chief Constable Morant, South Shields. ESSEX. 15.— Southend- on- Sea ( County).— For stealing a cheque for £ 45— EDWARD ARTHUR MARSH, age 30, height 5 ft. 8£ in., complexion fresh, hair and moustache brown, eyes hazel, stoops slightly; dress, grey tweed jacket suit, white tie, black hard felt hat, dark Chesterfield overcoat with velvet collar. GLAMORGANSHIRE. 16.— Cardiff ( Borough).— For stealing from an hotel, 1 long light brown double- breasted overcoat, 2 pockets, ticket- pocket in one sleeve, large plaid lining— FREDERICK CHARLES EVANS, age 21, height 5 ft. 9| in., slight build, complexion fresh, hair brown, eyes grey, cut scar left side head, round scar back of right arm, and outside right wrist, varicocele left testicle, varicose veins inside right leg, round burn scar outside left arm, 2 round scars outside right thigh, several small scars right buttock. An out- fitter's assistant. WILLIAM MONTGOMERY, age 22, height 5 ft. 7 in., slight build, hair dark brown, slight moustache dark, eyes blue, thin nose, teeth bad and irregular, cut scar under right eye, right hip is permanently dislocated, causing right leg to be 1J in. shorter than the left. A clerk. Warrant issued. 17.— Cardiff ( Borough).— For failing to report— Licence Holder CHARLES WEBSTER, alias CHARLES THOMPSON, Office No. 3081- 96, age 53, height 5 ft. 3| in., complexion fresh, hair dark brown ( turning grey), greyish whiskers, eyes hazel, bushy eyebrows, brown birthmark top of left shoulder, " Nil Desperandum " outside left forearm, " Star of Independence " back of ditto, mole under right arm- pit, scar inside right forearm. A gardener; native of Kendal. A dangerous housebreaker. May seek em- ployment at nurseries. Sentenced at Carlisle Ses- sions, 3rd January, 1893, to 5 years penal servitude for housebreaking. Licenced 10th October, 1896. WCMT 1122. 18.— Cardiff ( Borough).— For embezzlement— JOHN WINDMILL, age 28, height 5 ft. 4 or 5 in., slight build, complexion sallow, long face, hair and moustache dark, eyes full, slight cast in one; has no teeth, and hardly any finger or toe nails. A meat salesman ; native of Cardiff. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 19.— Fishponds ( County).— For obtaining money by false pretences— GEORGE TIETON, age about 35, height 5 ft. 9 or 10 in., complexion sallow, hair light brown, moustache light, eyes grey, has lost several upper front teeth, right leg is shorter than left; dress, dark suit, black hard felt hat. Sup posed wanted for similar offences elsewhere. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 20.— Southampton ( Borough).— For forgery— HARRY C. HAYNES, age about 38, height 5 ft. 10 or 11 in., long features, rather large nose, good teeth, wears glasses, speaks in a soft persuasive" manner; wore heavy rough brown coat, brown boots. Has been employed as a canvasser. Warrant issued. Information to the Chief Constable, Southampton. jacket and vest, dark cord trousers, soft black hat, militia boots. HEREFORDSHIRE. 21.— Bromyard ( County).— For assaulting police — HENRY TAYLOR, alias " DARKEY," age about 28, height 5 ft. 11 in., slight build, complexion sal- low, cleain- shaved; dress, black jacket, dark vest, brown cord trousers, light cap. Is a tramping labourer. Stated he was a native of Little Hereforu. Is supposed to have gone to South Wales. Warrant issued. Information to Supt. Lewis, Bromyard. 22.— Ledbury ( County).— For housebreaking, at Coddington, and stealing £ 30; 1 22- carat gold wedding- ring; 1 18- carat gold gipsy ring, set pearl in centre, and 2 pink corals; and 1 gold locket, blue enamel, set diamond in centre and 8 pearls— THREE MEN. 1st, age about 40, height 5 ft. 8 or 6 in., slight build, complexion fresh, oval face, hair and moustache brown, eyes hazel, cut scar right side of nose, with marks of 2 stitches; dress, brown jacket and vest, dark cord trousers, brown cap, old boots. Supposed native of Birmingham. Stated he was an ex- Police- man. 2nd, age about 36, heights ft. 10 or 11 in., slight build, complexion sallow, long face, hair and scrubby beard sandy, eyes grey ; dress, brown jacket and vest, cord trousers, brown cap, old boots. A tramp ; supposed a native of Dudley. Stated he was an Army Reservist. 3rd, age about 16, height 5 ft. 4 or 5 in., slight build, complexion fresh, hair brown, eyes hazel; dress, dark jacket and vest, small cord trousers, black cap, old boots. Carried a square parcel, done up in a hop- sheet, and tied with cord. They travel by way of unfrequented roads, and send the lad to purchase food, etc., for them. Last heard of going towards Cheltenham. 23.— Ledbury ( County).— For larceny ( bailee), 10th August — MARY ANN SCOTT, alias MRS. BROWN, age 63, height 5 ft. 2 in., complexion pale, hair brown, turning grey, eyes grey, stoops when walking; dress, black silk cape, black skirt and hat, heavy boots. A hawker of lace, etc., which she carries in a square pasteboard box. Has in her possession a pedlar's certificate, No. 9, granted at Ledbury, October 31st, 1895, which she may endea- vour to renew. Native of Nottingham. Is accom- panied by her husband, age 60, height 5 ft. 6 in., clean shaved, parts his hair at back; dress, grey suit and cap. Warrant issued. Information to Supt. Phillips, Ledbury. 24.— Ross ( County).— For larceny— THOMAS MARNEY, alias JOHN ALLEN and SHREWS- BURY JACK, age about 36, height 5 ft. 6 in., stout build, complexion fresh, hair and moustache dark brown, bracelet and turkey's head tattooed right wrist and hand, bracelet left wrist; dress, dark plaid HERTFORDSHIRE. 25.— Hemel Hempstead ( County). — Forobtain- ing, by false pretences, at Great Berkhampstead, on 8th inst., 1 lady's gold buckle ring, set diamond in buckle; 1 lady's gold ring, set pearl crescent and star— HAYWARD, age 35 to 40, height about 5 ft. 1 in., complexion fair, hair very light, wears folding eyeglasses; dress, short black jacket, bright green cloth dress, with green silk front, black bonnet trimmed yellow flowers and two green bows, thick black veiL Warrant issued. ISLE OF ELY. 26.— Whittlesea ( County).— For larceny — A MAN, age 45, height 5 ft. 8 in., very slight build, complexion fresh, hair brown, eyes blue, scar on nose; dress, old long black overcoat, blue trousers, red tie, black hard felt hat, old light boots. Calls upon printers, seeking work or relief. Stated he was a native of Leamington. Information to Inspector Nixon, Whittlesea. KENT. 27.— Maidstone ( County).- For obtaining £ 2 by false pretences— FREDERICK OSTORMAN, age 28, height about 5 ft. 6| in., complexion fair, hair and moustache light; dress, grey long- tailed coat, light soft felt hat with black ribbon, brown boots. A German. Warrant issued. Information to Supt. Johnson, Maidstone. £ 2 REWARD. 28.— Sittingbourne ( County).— Portrait and de- scription of WILLIAM GOODFELLOW VEITCH, whose apprehension is sought for deserting his chil- dren on 15th inst., age 41, height 5 ft. 9 or 10 in., stout build, complexion fair, very light brown hair ( thin on top), moustache light, eyes bluish grey, scar bridge of nose, a piece of a front tooth in left side upper jaw broken off, very small mole under left eye, short neck; usually wears light tweed suit. A brewers' assistant. Warrant issued. The above reward will be paid by the Guardians of the Faversham Union for the apprehension of Veitch. Information to Inspector Highwood, Faversham. LANCASHIRE. £ 2 REWARD. 29.— Liverpool ( City).— For absconding from the Reformatory ship " Clarence," on 7th February last— THOMAS KELLY, age 18, height 5 ft. 5 in., complexion fresh, hair black, eyes ( very large) brown, cut mark left of forehead, scar on left cheek, tattooed dot, anchor and star back of right hand, anchor back of left hand, dots between thumb and finger. Native of Widnes. Is supposed to have enlisted. JOHN WELSH, age 18, height 5 ft. 4 in., complexion fresh, hair light brown, eyes blue, cut marks left of upper lip and back of right hand. Native of Bootle. The above reward will be paid by Commander G. H. Yonge, R. N., Reformatory Training Ship " Clarence," New Ferry, Birkenhead, for the appre- hension of either. Information to Deputy Chief Constable Smith, Manchester. 31.— Blackpool ( Borough). — Licence Holder JOHN DUCKWORTH, Office No. 48704, Case £ 5, 9th inst. Not now wanted. 32.— Salford ( Borough). — For stealing 30s., 26th ult.— WILLIAM MOSSLEY, age about 35, height 5 ft. 9 in., stout build, complexion fresh, hair and moustache dark ; dress, blue melton overcoat, black and white plaid trousers, white hard felt hat. A bookmaker; bets in the names of BILL SMART and FRED BELL. Supposed a native of Wakefield. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 33.— Leicester ( Borough).— For withholding, 15tb ult., the sum of £ 11 7s. 5d., the monies of tht Amalgamated Union of Operative Bakers and Con- fectioners of Great Britain— GEORGE ATTFIELI) age 46, height 5 ft. 5 or 6 in., slight build, complexion fresh, hair ( turning grey) dark, wears a beard, shave> upper lips, stoops. Warrant issued. 34.— Leicester ( Borough).— For embezzling, 21st ult.—£ 15 lis. 0d.— J. A. MAITLAND, age 32, height 5 ft. 8 or 9 in., slight build, complexion fresh, hair and slight moustache black, of gentlemanly ap- pearance and well- dressed. Has been clerk and traveller to a firm of wholesale grocers and cigar merchants. Warrant issued. Not to be apprehended out of the United King- dom. Information to the Chief Constable, Town Hall, Leicester. LINCOLNSHIRE. 35.— Grantham ( Borough).— For stealing, 2nd inst., a pneumatic diamond frame safety bicycle, transfer " Ivel, Biggleswade," clincher tyre, with extra cover to back wheel, direct spokes, usual parts plated, no mudguards, lamp, or brake— A man, who gave the name of BROWN, age about 28, height 5 ft. 6 or 7 in., hair and moustache light; dress, brown tweed suit and cap. Warrant issued. Information to Chief Constable Jones, Grantham. MONMOUTHSHIRE. 36.— Monmouth ( County).— For assault and threatening to shoot his wife— JAMES POULsOM, age 55 to 60, height 5 ft. 7 in., complexion fresh, hair dark brown ( turning grey), whiskers cut short, shaves upper lip and chin. Has a revolver and am- munition in his possession ; has previously attempted suicide. Has for many years carried on business as fish hawker and dealer at Usk, visiting Grimsby, Yarmouth, and Birmingham. May be found in the company of low betting men and horse copers. Native of Caerleon. Warrant issued. Information to Captain Parker, Supt., Monmouth.
