POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 11, 1896. VOL. XIII., No. 1326. E. EG- ULA. TIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought loiU be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the. signature of an officeirofnot less rankthan Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against, him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xeio Scotland Yard, by cheque, crossed " Drummond dk Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted tor the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. APPREHENSIONS SOUGHT. 1.— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as follows :— ( a) Regulations at top of 1st page. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. METROPOLITAN POLICE DISTRICT. 1.— C. O. ( Convict Supervision Depart- ment.— Wood cut portrait and description of FREDERICK BRAMHAM, alias STEVENS, F. T. DODDHAM, WHETHAM, and HENDERSON, Miscellaneous No. 8025- 96, whose apprehension is sought for larceny ( lodger), age 47, height 5 ft. C in., complexion fair, hair brown, eyes grey, 2 moles left side of face, fleshy mole centre of back, on right shoulder blade, and inside upper left arm, large wart in left groin, scar on right shin, inside right knee, and outside right forearm, both big toe nails deformed. Sentenced at North London Sessions, 11th Feb- ruary, 1895, to 16 months hard labour for larceny ( lodger). 3850. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 2.— For embezzling £ 31 17s. 2d.— B. S. BOS, a Dutchman, late of 46, Battleden Road, Highbury, ( where he was known in nalhe of BEER), age about 47, height 5 ft. 5 in., complexion fair," hair ( bald on top) light, whiskers and moustache ginger, very bad teeth. Is well- eduoated, and speaks English fluently; dress, black frock- coat and vest, light striped trousers, high silk hat. Wan- ant issued. Not to be arrested out of the United Kingdom. 3.— For stealing £ 17 5s. 9d.— ROBERT WALKER HUTCHINSON, age 34, height o ft, 9 or 10 in., rather stout build, complexion fresh, hair, beard and long heavy moustache ginger; speaks and writes German; dress ( usually), blue reeter jacket and vest, light striped trousers, brown boots, black bowler hat. A clerk; native of London. Warrant issued. 4.— For stealing £ 60— EUSTACE AUGUSTUS HICKS, age about 35, height 5 ft. 4 or 5 in., complexion fair, hair and heavy moustache dark brown, eyes brown, mole on both cheeks, wears false teeth, thick speech, loose gait, drooping shoulders; dress, dark blue reefer jacket, black vest, fancy grey striped trousers, black hard felt hat, patent leather button boots, with, pointed toes. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry, E. C. ANGLESEY. 5.— Menai Bridge ( County).— For obtaining food and lodgings by false pretences— JANE GRIFFITH, alias JANL EVANS and SARAH ROBERTS, age 18 to 20, height 5 ft. 5 in., stout build, complexion and hair dark, large eyes; dress, grey dress, black dc'h. jacket, dark brown straw hat, lace boots. Warrant issued. Information to Inspector Jones, Menai Bridge. BEDFORDSHIRE. 6.— Dunstable ( County).— For larceny, 17th ult. — CHARLES BURGESS, age about 45, height 5 ft. 7 or 8 in., very red face, moustache light sandy; dress, dirty grey coat and vest, cord trousers, black hard hat, old boots, cut in front. Is a pensioner of the 60th Rifles; native of Caddington, Herts. Warrant issued. Information to Inspector Nottingham, Dunstable. BERKSHIRE 7.— Clewer ( County).— For stealing, 23rd ult., a pony, waggonette and harness ( recovered).— HENRY LOVELOCK, age 21, height 5 ft. 8 in., com- plexion fresh, hair dark brown, eyes dark, clean shaved; dress, dark suit, black hard felt hat, brown shoes, drab covert overcoat. A groom; native of Blackwater, Hants. Has been previously convicted at Winchester and Aylesbury. Warrant issued. Information to Supt. Read Clewer. BUCKINGHAMSHIRE. 8.— Buckingham ( County).— For stealing. 26th ult., from an hotel at Verney Junction, a leather purse, containing 1 sovereign, 1 half- crown^ and ^! threepennv pieces with holes therein— W. E. HA. MLb, age 35, height 5 ft. 5 in., slight build, complexion fair, hair ( cut short) dark brown, moustache sandy, right knee has been injured, and is encased in a wire support, walks lame; dress, long black overcoat, grey tweed trousers, dark cloth peak cap, generally wears a painter's slop under coat. A house- painter; native of Hinckley, Leicestershire. Warrant issued. Information to Supt. Clarke, Buckingham. 9.— Slough ( County).— For stealing, 31st ult.— 2 T H E POLICE G A Z E T T E . 514 A safety bioyole, 1896 roadster, " Betteridge and Full- brook, Slough," thereon, " Woodley " pneumatic tyres, nickel- plated handle- bars, some parts going rusty, round mudguard in front, flat ditto at back, new spindle and nuts in back wheel, black xylonite lian- dles, road saddle and pouch— A MAN, age about 26, height 5 ft. 8 in., complexion fair, moustache light; dress, blue serge suit, black hard felt hat. Warrant issued. Information to Deputy Chief Constable Sutton, Slough. CAMBRIDGESHIRE. 10.— Cambridge ( Borough).—¥ or forging and uttering a cheque for £ 13 15s., 26th ult,— GEORGE SAMUEL WRIGHT, age 28, height 5 ft. 10 in., com- plexion fair, hair and moustache ginger, rather knock- kneed and splay- footed ; dress, when last seen, brown jacket and trousers, peak cap. A cattle drover; native of Stretham, near Ely. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 11.— Altrincham ( County).— For stealing £ 40, ISth ult.., at Sale— MARY LARKINaZias McLAR- KIE, age about 20, height about 5 ft., complexion fresh, hair brown, fringe in front, rather prominent chin; dress, black cashmere dress, trimmed beads, black silk cuffs and waistband, black chip sailor hat, with black band, green cape, tan gloves, lace boots. Is fond of attending theatres, etc. Obtains situations through advertisements. ( See Case No. 9, 7th inst.) Warrant issued. Information to Supt. Britton, Altrincham. 12.— Macclesfield ( County).— For burglary, 31st ult., at Sutton, and stealing 1 old silver watch, dent centre of outer case; 1 pair strong boots, size 9, newly soled and heeled; 1 pair brown knitted stock- ings ; 1 white linen shirt; 1 blue and white check flannelette singlet; 1 brown cloth vest; 1 large pair scissors; 1 steel watch- chain, with 1 sixpenny and 2 threepenny pieces attached— ARTHUR STEELE, age about 25, height 5 ft. 7 or 8 in., complexion fresh, hair ( rather long) brown, carries his head slightly forward, and walks with shuffling gait; dress, dirty blue and white striped slop, dirty cord trousers, dark peak cap, supposed to be wearing stolen boots. May be found in Shropshire. Warrant issued. Information to Supt. Downes, Macclesfield. DEVONSHIRE. 13.— Exeter ( County).— Absconded from Devon Boys Reformatory, Brampford Wood, Exeter— WIL- LlAJ; iii'. V. Si. TT, age 16, height 5 ft., complexion dark ( sunburnt), hair brown, " W. H." and dots tattooed on one arm; wearing the Reformatory cloth- ing. Has been a donkey- driver at Teignmouth. Plays a tin whistle in public- houses. May endeavour to enlist. Information to the Deputy Chief Constable of Devon, Exeter. DURHAM. 14.— South Shields ( Borough).— For falsifying accounts— JOHN LISLE, age 36 to 38, height about 5 ft. 8 in., stout build, complexion dark, full round face, hair and moustache dark brown. Has a habit of twisting his watch- chain when walking or convers- ing, speaks with Tynoside dialect; dress, dark jacket and vest, brown stripe trousers, usually black soft " hat. A tailor, and late secretary to the Amalgamated Society of Tailors. Warrant issued. 15.— South Shields ( Borough).— For obtaining £ 10 on 21st ult., by trick— TWO MEN, lst, age about 25, height about 5 ft., complexion dark, hair dark brown, clean- shaved, long sharp nose, of Jewish appearance; dress, light jacket and vest, light stripe trousers, dark tie, hard felt hat. 2nd, age about 30, height, about 5 ft. 7 in., hair and moustache sandy, knock- kneed, large feet, shuffling gait; dress, light coat and vest, light check trousers, hard felt hat, light tie, lace boots. The money was obtained from a seaman on the pretence of backing a horse for him. Information to Chief Constable Morant, South Shields. ESSEX. 16.— Sou t hen d- on- Sea( County).— Forobtaining £ 1 Is. 6d., by false pretences— HENRY HARRIS, age about 28, height about 5 ft. 6 or 7 in., complexion sallow, hair and moustache very dark, eyes dark, of gentlemanly appearance; dress, blue serge suit, blue shirt with white spots, white tie with black spots, brown hard felt hat, brown shoes. ' Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. GLOUCESTERSHIRE. 17.— Dursley ( County).— For larceny— WIL- LIAM SNELL, age about 30, height about 5 ft. 4 in., complexion swarthy, hair black, has a peculiar fierce expression; dress, dark coat, slate colour trousers, low bowler hat. A hairdresser ; native of Bristol. Warrant issued. Information to Supt. Hopkins, Dursley. HAMPSHIRE. 18.— Basingstoke ( County)- For non- payment . of maintenance arrears— rOB.- VD IA H BROWN, age 46, height 5 ft. 4| in., complexion fair, hair light brown, eyes blue, 3 boil marks on neck, addicted to drink. A stonemason; may be found working in masons yards, or on new buildings. Native of Southampton. Warrant issued. Information to Inspeotor Hale, Basingstoke. HEREFORDSHIRE. 19.— Ledbury ( County).— For larceny ( bailee), 10th urt — MARY ANN SCOTT, age 63, height 5 ft. 2 in., complexion sallow, hair and eyes grey, stoops when walking; dress, black silk cape, black skirt and hat, heavy boots. A hawker of lace, etc., which she carries in a square pasteboard box. Has in her pos- session a pedlar's certificate, No. 9, granted at Led- bury, Ootober 31st, 1895. Native of Nottingham. Is accompanied by her husband, age 60, height 5 ft. 6 in., clean shaved, parts his hair at back; dress, grey suit, and cap. Warrant issued. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 20. — Hatfield ( County).— For stealing, 26th ult. — 1 silver lever watch; 1 silver pin, shape of 4 anna piece; 1 gold pin; 1 silver ditto, fuschia flowers at top, and other articles— FREDERICK ROLCKE, age 20, height about 5 ft. 8 in., slight build, com- plexion fresh, hair dark brown, impediment in speech, slouching gait; dress, black rough serge jacket and vest, grey check trousers, heavy nail boots. A gar- dener ; supposed native of Chelmsford. Warrant issued. Information to Supt. Reynolds, Hatfield, or to the Inspector in Charge, County Police Office, St. Albans. 21.— Hertford ( County).— For absconding from Herts Reformatory School— CHARLES BARTON, age 16, height 4 ft. 8 in., complexion fair, hair ( cut short) brown, eyes blue, " C. B." tattooed on fore- arm, and ring on finger; dress, cord jacket with plated buttons, cord trousers, striped calico shirt, red tie, blue worsted socks, dark cloth Glengarry cap, with red braid, strong lace shoes ( nailed diagonally), or brown tweed jacket and vest, buttons to match, white socks, and may be wearing old light lace house- boots. Clothes numbered 499. Native of Tunbridge Wells. Information to Supt. Parish, Hertford. 22.— Ware ( County).— For deserting his wife and family; 23rd ult.— HENRY GAINES, age about 38, height 5 ft. 8J in., complexion fresh, hair light brown, small side whiskers; dress, dark blue jacket suit, light peak cap, lace boots. A coachman; native of Pickering, Yorks. Warrant issued. Information to Supt. Wood, Ware. 23.— Watford ( County).— For embezzlement— GEORGE WREN, age 26, height 5 ft. 10 in., com- plexion ruddy, hair light brown, slight moustache light, eyes grey, slouching gait; dress, blue serge jacket suit, black hard felt hat, lace boots. A milk- man ; native of London. Warrant issued. 24.-— Watford ( County).— For uttering a forged cheque for £ 13 6s., No. G. 2039, dated 30th July, 1896, on Birkbeck Bank— A man, known as JACK, age about 40, height 5 ft. 8 in., complexion very fresh, sharp features, prominent nose, hair short, side whiskers sandy, smart appearance, walks quickly; dress, dark grey jacket suit, hard felt hat, frequently carries a black brief bag, about 12 in. long; is ac- companied by a girl, supposed his daughter, age about 17, height 4 ft. 10 in., complexion dark, hair dark brown ( brushed back), eyes very dark; dress, long grey circular cloak, black toque hat. The cheque was taken from a book containing 11 others, which was stolen by housebreaking at Watford. Warrant issued. Information to Captain Wymer, Deputy Chief Constable, Watford. 25.— St. Albans ( City).— For attemptingto obtain £ 7 10s. 0d., on 29th ult., by means of a forged cheque — A MAN, age about 30, height 5 ft. 5 or 6 in., com- plexion fair, very slight moustache; respectably dressed. He sent a boy to a tradesman, with a letter purporting to come from a prominent householder, containing a cheque on the City Bank, Limited, Ox- ford Street Branch, and, on enquiry being made, it was found that a similar fraud hod been attempted on same date with a cheque on the Consolidated Rink. The cheque- books are proceeds of burglaries, and several cheques have been passed in London and the Provinces. Warrant issued. Information to Head Constable Blatch, St. Albans. KENT. 26.— Maidstone ( Borough).— For stealing, 2nd inst., a donkey and cart ( reoovered) - GILES, alias GUNw- . iiLc age about 55, height 5 ft. 9 or 10 in., hair, whiskers and moustache ginger ( turning grey); dress, old short jacket, dirty cloth trousers and cap. Warrant issued. Information to Chief Const ible Mackintosh, Maid- stone. LANCASHIRE. 27.— Leigh ( County).— For larceny— ALICE ALLANSON, age 45, height 5 ft. 4 in., complexion dark, thin face, hair brown; dress, navy blue skirt, black fur tippet, brown straw hat, lace boots. A weaver. Warrant issued. 28.— Leigh ( County).— For* failing to report— SUJH; I visee JAMES WALSH, alias WILLI \ M COL- LIER, EDWARD MONAGHAN and JAMES WELSH, Office No. 2729- 6, age 41, height 5 ft. of in., complexion fresh, hair brown, eyes grey; scar on each eyebrow, on chest, 2 on left buttook, 1 back of neck, on left elbow, 2 on right thumb, 1 on each knee, and on right shin, corporal punishment marks on back and shoulders, 2 vaccination marks on right arm; woman, JPEMJR inside right forearm, indistinct tattoo mark outside right ditto, and each side of left forearm. Sentenced at Manchester, 12th December, 1889, to 5 years penal servitude, and 3 years poiice supervision for shopbreaking as WILLIAM COL LIER. 539. Information to Superintendent Higginbotham, County Police Office, Leigh. 29.— Rawtenstall ( County).— For stealing, be- tween 23rd and 24th ult., a silver English lever watch, No. 4103, long silver guard attached, and 17s.— A MAN, age 35, height 5 ft. 6 or 7 in., slight build, complexion fair, hair and slight moustache light, deaf; dress, dark tweed suit, much worn, black felt hat, laoe boots. Stated he had been a soldier. Was accompanied by A WOMAN, who is also wanted for stealing a pair of men's low lace shoes; age 35, height 5 ft. 2 or 3 in., complexion and hair dark; dress, black dress, light plaid shawl, and the stolen shoes. They stated they had come from Burnley, and were going to Blackburn. Information to Supt. Procter, Rawtenstall. 30.— Manchester ( City).— For stealing £ 500, 5th inst— MARSHALL LINDSEY PETTY, age 36, height 5 ft. 10 in., complexion fresh, hair light sandy, inclined to curl, moustache sandy, of smart appearance, walks with short quick steps; dress, when last seen, blue serge suit, bowler hat. A clerk. Absconded 5th inst. Information to the Chief Constable, Manchester. MERIONETHSHIRE. 31.— Dolgelly ( County). — For stealing a travelling- clock, and embezzlement— ELLIS LESLIE, age about 40, height 5 ft. 10 or 11 in., slight build, hair ( thin) and eyes brown, beard and moustache light brown, long features, thin red nose, carries his head forward; dress, light fawn dust coat, or long blue overcoat, with astrachan collar and culls, blue peaked yachlting- cap, and narrow pointed shoes. May be accompanied by his wife, age about 33, short and stout, complexion sallow, eyes blue. Both are Americans. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Jones, Dolgelly. MONMOUTHSHIRE. 32.— Abergavenny ( County).— For larceny— A. M. DUNCAN, age 35 to 40, height 6 ft. lj in-, weight 17 or 18 stones, complexion fresh, hair dark, rather short neck, small wart on side of nose; dress, dark serge suit, hard felt hat. A Scotsman. Warrant issued. Information to Supt. Davies, Abergavenny. MONTGOMERYSHIRE. 33.— Welshpool ( County)— For stealing a gun ( bailee)— ALFRED OWEN, alias BARNEY ROCK, age 43, height 5 ft. 3 in., complexion fresh ( sunburnt), hair, side whiskers and moustache sandy, scar on right ear, both little fingers contracted; last heard of going in direction of South Wales. A labourer; native of Welshpool. Warrant issued. Information to Chief Constable Hughes, Newtown, or Deputy- Chief Constable Crowden, Welshpool. NORTHUMBERLAND. 34.— Alnwick ( County).— For stealing ( bailee) FRIDAY, SEPTEMBER 11, 1896. TIT E POLICE r, A 7. ETTE. 3 22nd ult.— A brown entire pony, about 12 hands, aged, blind in both eyes, hole in off ear, slit in near ear, spavin off hind leg, long mane and tail, some hair rubbed off ribs both sides, a set of harness, and a small spring cart, painted brown, front tied with rop one red wheel, one brown— DAVID RILEY, age 18, height 5 ft. 3 or 4 in., complexion swarthy, hair dark brown, eyes grey, rather round shouldered, slouching gait; dress, dark tweed jacket, brown cord trousers, cap, and nearly new strong lace boots. A hawker; native of Bedlington ; has travelled about Northum- berland, Durham, and the Borders of Scotland. Warrant issued. Information to Capt. Terry, Chief Constable. Mor- peth ; or Supt. Rutherford, Alnwick. 35.— Newcastle- on- Tyne ( City).— For stealing £ 52— RALPH HENRY BRANCH, age about 22, height about 6 ft., slight build, complexion fair, hair light, slight moustache, walks erect; dress, large grey overcoat, dark green, blue, or grey jacket suit, black hard felt hat, or light peak cap. Carries a silver- mounted black silk umbrella, or silver- mounted polished walking- stick, foreign make. Warrant issued. Information to Capt. Nicholls, Chief Constable, Newcastle- upon- Tyne. OXFORDSHIRE. 36 . Oxford ( County).— For failing to appear to summons, on a charge of larceny— ALFRED SIMMONDS, age 50, height 5 ft. 6 or 7 in., com- plexion sallow, hair dark ( turning grey), moustache sandy ( turning grey); dress, short dark jacket and vest, light- coloured trousers, white straw hat. A gardener; has served in the Army; i « addicted to drink Warrant issued. Information to the Chief Constable of Oxfordshire, Oxford. 37.— Woodstock ( County).— For non- payment of maintenance arrears— HARRY WOODWARD, age 32, height 5 ft. 6 in., complexion dark, hair and mous- tache dark brown, eyes hazel, cut scar on left cheek. Was last seen at Chapeltown, near Sheffield, where he is supposed to be working in a coalpit. Has relatives at or near Shrivenham, Berks, Birmingham, Swindon and Leicester. States he is a native of Philadelphia ; but is believed to be an Englishman. He issued advertisements offering to give a cycle to the person sending the greatest number of words formed by transposing the letters in the word " Overland," which was given as the trade name of an American cycle company, of which he represented he was the manager. Then, in another name, and from a different address, he wrote to competitors, stating that he was a clerk in the Overland Company, and offering to divulge the correct solution on receipt of 30s. MISSING From her home in Sunderland since 2nd September, 1896, A young lady named BERTHA POSGATE, age 21 years, about 5 ft. 5 or 6 in. high, pale complexion, brown hair ( brushed back), blue eyes, first joint of forefinger of right hand stiff. Dressed fawn- coloured cloth jacket, open front, a light bluish- grey crepon blouse, with white collar, dark- brown skirt, blue and white straw sailor hat, lacing up shoes, and black stockings. She is in a despondent state of mind, and it is feared some ill may have befallen her. Her friends are very anxious as to her safety, and would like inquiries made.
