POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 31, 1896. VOL. XIII., No. 1314. REGU X-^ TIOHNTS. 1. All announcements for insertion in the POLICE GAZETTE, and all communirMions upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particidars concerning persons ichose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is nought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. fid. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the. signature of an officerof not less rankthan Superintendent; and, if the name of such person be required to b* inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immedia'e deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mu- t be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. Theforcewhich causes particulars concerning delinquents or sto'en property to be inserted in the POLICE GAZETTE, must, 071 their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, urHl be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received notlaterthan noon on Wednesday, and for the Tnesilay edition not later than Saturday morning. Ttiey must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque crossed " Drummond < b Co.," Post Office Order payableat Parliament- st., Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at • once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitian Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. { d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise, ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Vote.— There are 180 Stations of the Metropolitan Police Force at which Notices can be posted. apprehension is sought for conspiracy and fraud ( see Case No. 1, 12th ult.) 1st, age 33, height. 5 ft. 6 in., slight build, complexion pale, heavy dark moustache, eyes grey. 2nd, age 31, height about 5 ft. 5 in., complexion fair, hair light. Also concerned with the above— H. ARTHUR, age about 28, height 5 ft. 7 or 8 in., complexion fair, hair and moustache light. Rides a bicycle. Represents height 5 ft. 5 in., complexion fair, hair, moustache and goatee white, eyes grey, wears eyeglasses, and a quantity of jewellery; dress, brown tweed suit, white collar and tie, soft white hat, brown shoes, or may be wearing mercantile surgeon's blue serge uniform with brass buttons ( anchor and laurels thereon), ser- pent and pole in gold lace on collar. He represents himself to be a doctor employed by the North German Lloyd and Boyal Mail Sue* mihip Company. May be found at first- class hotels and lodging- houses at fashionable watering places. Native of Baden- Baden. Warrant issued. Not to be arrested out of the United Kingdom. 3.— D Division.— For stealing £ 5 5s. 6d., JOHN HESLOP, age 42, height 5 ft. 4 in., complexion fresh, hair ( bald on top) light brown, eyes hazel; dress, black morning coat and vest, grey trousers, brown hard felt hat, lace boots. Is known to all the principal music dealers in Yorkshire and Lancashire. Was convicted at Birmingham of a, similar offence on 19th September, 1894. Warrant issued. 4.— D Division.— For obtaining £ 5 by means of a worthless cheque, on the Capital and Counties Bank, Limited, Reading, on 6th inst.— L. HERRERA, age 35 to 40, height 5 ft. 5 in., complexion, hair and eyes dark; dress, dark clothes, plaid straw hat; native of Windmill Hill, Hfdlshftm, Sussex. ( Correspondence No. 109471). — Portraits and description of J. ARTHUR and ANNIE AMELIA TURPIN, whose himself to be the brother of J. Arthur. All well dressed and of good appearance. They have been in the habit of travelling to Middleburg, Ostend, and Rotterdam, where they have carried on missing word competitions. Warrants issued. 2.— A Division.— Woodcut portrait and descrip- tion of Dr. JACQUES STONERT, whose apprehen- sion is sought for obtaining by fraud £ 10 on 12th May last, and £ 1 10s. on 13th May last, age 52, 2 T H E POLICE GAZETTE. Supposed native of Inverkeith. ing,. Fifeshire. He advertised in the daily papers for young men as clerks, styling himself a Financial Agent and Com- pany Promoter, at 27, Chancery Lane, AV. C. and stipulated that applicants must deposit a sum of money as a guarantee of their integrity. Warrant issued. 6.— J Division.— For embezzlement— JAMES LITTLE, age 22, height 5 ft. 8 in., slight build, com plexion fair, hair light, eyes blue, high shoulders; dress, black cutaway coat and rest, dark striped trousers, white collar, dark tie, black hard felt hat, lace boots. A tallyman's traveller; native of Yett, Liberton, Caynwarth, Lanarkshire. Warrant issued. • 7.— K Division..— For obtaining, 22nd inst., £ 3 by false pretences.— CARL, alias PETER ANDERSEN, NORMAN, ALEXANDER BURG, and CAPTAIN DONALDSON, a Norwegian, age 29, height 5 ft. 7 in., complexion fresh, hair light, eyes blue, small scar on bridge of nose, ring on left second finger; dj- ess, light check suit, brown straw Trilby hat. Represented himself to be the Captain of the S. S. " St. Petersburg." Has been convicted of similar offences at Bootle, Preston, Gravesend, and London ( see case No. 77, 3rd May, 1895). Warrant issued. 8.— K Divison.— For stealing ( bailee) 21st inst.— A dark chestnut mare cob, 13 J hands, blaze down face, saddle marked, both fore and near hind fetlocks white, cut inside off hind fetlock, scar 2 in. long on rump, a set of light silver- plated harness, brown leather bridle, curb bit, saddle out of repair, and a village cart, varnished oak body, brass handrails, etc., wheels painted green, picked out light green— A MAN, age about 38, height, 5 ft. 9 in., com plexion fresh, hair, whiskers and moustache light ( turning grey); dress, dark grey plaid jacket suit, white collar, black tie, black hard felt hat, wore a gold chain. Warrant issued. 9.— V Division.— For stealing a bicycle— GEORGE COWDERY, alias DEMETERY, age 33, height 5 ft. 7 in., complexion dark, hair dark brown, eyes hazel ( heavy eyebrows), military appearance ; dress, black coat and vest, striped trousers, light cap. A farrier. May be employed at country black- smith's. Native of Basingstoke;, Hants. Was arrested at Cranleigh, Surrey, on 14th inst., when he escaped, and was afterwards seen going in the direction of Billinghurst, Sussex. Warrant issued. CITY OF LONDON. 10.— For embezzling and stealing £ 50— GUST AY BUSCH, late of 20, Tremlett- grove, Holloway, N., age about 30, height 6 ft. 1 in., slight build, com- plexion pale, hair and slight moustache light; dress, dark clothes, high silk hat. BERKSHIRE. 11.— Newbury ( County).— For stealing ( bailee) a quantity of new wearing apparel— A man who gave the name of H. POPPLEWELL, age about 60, height 5 ft. 6 or 7 in., complexion pale, hair ( bald) grey, may be dyed black or brown, full moustache light ( turning grey), small scars on fore- head, apparently suffering from asthma ; dress, black frock coat, k% h silk hat, and wore a gold watch, No. 361408. Stated he was a retired sea captain. Was accompanied by a lad, age about 17, complexion fair, simple- looking. Left Newbury on ISth inst., driving a hired black horse and a dogcart, which he left at Hounslow. Supposed identical with man described in Case No. 99, 19th ult. Warrant issued. Information to Supt. Robotham, Newbury. 12.— Maidenhead ( Borough).— For embezzling 21s.— JOHN WILLIAM BOURNE, age 42, height 5 ft. 5 in., complexion sallow, hair dark, moustache dark brown, eyes hazel, scars and recent cut on head; dress, old brown coat, dirty grey trousers, dark grey peak cap. A rag sorter. V/ arrant issued. Information to Supt. Taylor, Maidenhead. DORSETSHIRE. 13.— Dorchester ( County).— For stealing, 10th inst., a bicycle ( recovered)— VICTOR MATHEWS, age about 23, height 5 ft. 7 in., complexion fair, hair and slight moustache brown, very affable in manner, and of good address ; dress, brown cycling coat and breeches, plaid stockings, brown cap, spats and shoes. A draper's assistant. Is known at Portland, Dorset, Holswortliy, Devon, and Staines. Left Portland 10th inst. and Poole a day or two later, supposed by train to London. Warrant issued. Information to Supt. Devenish, Dorchester. 14.— Shaftesbury ( County).— For leaving his wife and family chargeable to the Shaftesbury Union — WILLIAM KIMBER, age 33, height 5 ft. 6 in., complexion fresh, hair and moustache light brown, eyes grey, Scotch woman dancing, flags, and bracelet tattooed on arms, 2 rings on fingers. Has served in the South Wales Borderers. A labourer or rough painter; native of Shaftesbury. May be found in South Wales. Warrant issued. Information to Inspector Elford, Shaftesbury. ESSEX. 15. — Brentwood ( County). — For inflicting grievous bodily harm, on 14th inst.— ELLEN SMITH, age about 30, height about 5 ft., complexion pale, hair dark ; dress, dark clothes, dark straw hat. A pedlar. Tramps the country accompanied by her husband, and carries a basket, with curved top. Warrant issued. Information to Supt. Allen, Brentwood. 16.— Chelmsford ( County).— For larceny at Great Leighs, on 28th May last. — JOHN PARSLEY, 60, White Hart Street, Kenning- ton, London, S. E., age 32, height, 5 ft. 6 or 7 in., complexion dark, rather full face, hair and mous- tache light brown ; dress, dark brown suit, black hard felt hat. A flower- seller; travels the country with a small chestnut pony, wearing white ear- caps, with blue tassels on top, and a light cart, with white calico cover. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. ' IV GLAMORGANSHIRE. 17.— Cardiff ( Borough).— For stealing clothing — FRANK GEORGE, age 24, height 5 ft. 5 in.,' com- plexion sallow, long face, hair dark brown, boil scar left of neck, faint scar back of left wrist, turns his toes out, and stoops. A labourer; native of Cardiff. May seek employment at a colliery. Warrant issued. 18.— Cardiff ( Borough).— For stealing a shirt— CORNELIUS A. HEARNE, age 25, height 5 ft. 6£ in., complexion sallow, oval face, hair dark brown, eyes blue, cut scar back of head, and left side of top lip, large scar both knees. A labourer; native of Cardiff. Warrant issued. 19.— Cardiff ( Borough).— For stealing, 15th inst., a chamois leather purse and £ 7 5s.— FREDERICK DODSON, age 22, height 5 ft. 6 in., complexion sallow, oval face, hair brown, small moustache light, eyes hazel, cut scar base of left forefinger, scar right elbow, blue scar right arm, burn mark between right thumb and finger, 2 cut scars right forefinger, cut scar left of forehead, round scar left of mouth, mole left side, centre of neck and left shoulder. A fitter's labourer; native of Peterborough. Warrant issued. 20.— Cardiff ( Borough).— For stealing, 21st inst., a gelding donkey, newly shod, casting its coat— W. HADDINGTONSHIRE. 21.— Haddington ( County).— Portrait and de scription of ALEXANDER DUFF, a commercial traveller, whose apprehension is sought for embez- zlement to a large amount, age about 32, height about 5 ft. 9 in., well built, complexion fresh, hair and moustache light, eyes brown or haeel, of quiet gentlemanly manner; may be weaflijng light ^ rey tweed jacket suit or blue serge suit. Is fcrnd of cycling. A native of Edinburgh. Was last in the employ of a firm of brewers at Prestonpans. May IB ' iiiiiiii ;• ' i endeavour to leave the country. Union— JAMES WYATT, age about 45, height t> ft. 5 or 6 in., complexion pale, hair brown, moustache ginger, eyes ( cast in right) blue; dress, navy- blue jacket, white slop, striped vest, light plaid trousers, light plaid skull cap, heavy nailed boots. A painter ; native of London. Warrant issued. Information to Supt. Hadden, Ringwood. 23.— Winchester ( City). — For stealing, lStli inst., a Hornechurch safety bicycle, Dunlop tyres, back tyre worn, non- slipping band, rubber pedals ( one worn), roller chain, hammock saddle, direct spokes, ball bearings throughout, spoon brake, usual parts plated, rubber handles, double dome bell, " Morning Star" lamp, top bent, " Hornechurch, Romford, Essex" transfer on bead and back mud- guard— A man who gave the name of RIDGE ( supposed false), age about 24, height 5 ft. 3 or 1 in., complexion fair, hair light brown, slight beard and moustache sandy, eyes supposed grey ; has a habit of repeating the last sentence used by the person to whom he is talking ; dress, black cloth jacket, red- and- brown check trousers, black hard felt hat, lace boots. Fclton, Winchester. 24.— Portsmouth ( Borough).— For maliciously wounding— GUISEPPE NARADONE, an Italian organ grinder and ice- cream vendor, age about 30, height 5 ft. 5 in., complexion, hair, slight moustache, side whiskers and eyes dark, rather Hat nose ; dress, brown tweed coat, striped moleskin vest, dark trousers, brown felt hat, blucher boots. Warrant issued. 25.— Portsmouth ( Borongh).— For stealing, 21st inst., £ 2 16s. 6d.— A YOUTH, age 18, height 5 ft. 1 or 2 in., complexion fresh, round face, hair light brown, prominent teeth, " Buffalo Bill" and " J. C." tattooed on right arm, sailor, snake, & c., on left; dress, blue monkey jacket, blue serge trousers, blue cap, white muffler. PETTY age 18 or 19, height 5 ft. 4 in., slight build, complexion fair, thin features, usually wears his hair in a large curl over forehead, aquiline nose, short- sighted, sometimes wears pince- nez ; respectably dressed. LEWIS, alias " CHARLES, THE PIANIST," age about 40, height 5 ft. 5 in., complexion fair, hair ( turning grey) and moustache dark, eyes grey, very flat nose, as K broken by a blow, appearance of a pugilist; dress, dark grey dust- coat, grey stripe trousers, grey cap, light lace boots. HERTFORDSHIRE. 28.— Watford ( County).— For uttering a forged promissory note— JOHN JESSE NEALE, alias WEALE, age about 36, height 5 ft. 6 or 7 in., com- plexion fresh, hair dark brown, side whiskers and moustache, eyes brown. Native of Birmingham. May be accompanied by his wife, age 26, height 5 ft., complexion pale, hair light, eyes light blue; near- sighted, wears pince- nez. Native of Cardiff. Warrant issued. Information to Capt. Wymer, Deputy Chief Con- stable, Watford. KENT. 29.— Ashford ( Countif).— For larceny, 22nd inst. — WILLIAM HENRY BRAY, age about 17, height about 5 ft. 6 in., complexion dark ( swarthy), hair dark brown, very slight moustache dark, eyes brown, mole or scar under arm ( supposed left); dress, dark tweed suit, blue guernsey, military braces and socks, black neckerchief, dark plaid rusty- coloured cap, military boots, stamped W, 11. and a number; native of Tyldesley, Lancashire. Had in his possession a discharge from the West Riding Regiment. Enlisted at Halifax. Warrant issued. Information to Supt. Wenham, Ashford 30.— Canterbury ( City).— For abandoning her infant child, 14th inst— ELIZABETH HOSKINS, age 28 to 30, height 5 ft. 3 or 4 in., complexion and hair dark, eyes brown, 2 pock marks on forehead, mole back of neck; dress, black serge dress, trimmed with beads on sleeves and front of bodice, black straw hat, turned up at sides, trimmed black ribbon, 3 black feather tips and snowdrops ; may be wearing a three- quarter black jacket trimmed black braid. Is accompanied by a man, age 36, height 5 ft. 7 in., complexion, hair, and heavy moustache dark, eyes blue; dress, rough blue serge suit, black hard felt hat. An engineer. Warrant issued. Information to Chief Constable Farmery, Canter- bury. 31.— Tunbridge Wells ( Borough).— For steal- ing, 11th inst., a diamond frame safety bicycle, 28- in. driving wheel, 30- in. front wheel, tangent spokes, plated, " Dunlop- Welch " tyres, ball bearings through- out, odd nuts to pedals, " Middlemore" tan colour saddle, enamelled black, usjaal parts plated, brake and pump attached, " Royal Ormonde " on heed and seat tube, " Cole Crescent Cycle Stores " on rear mud- guard— A man who gave the name of MAC- PHERSON, age about 28, height 5 ft, 7 or 8 in., complexion fair, hair and slight moustache light; dress, grey suit, straw hat. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. £ 2 REWARD. 32.— Chorley ( County.— Portrait afid descrip- tion of JAMES OLLERTON, whose apprehension is sought for non- payment of maintenance arrears, age 53, height 5 ft. 9 in., stout build, complexion fresh, hair brown, eyes hazel. Was last seen at Bol- ton a few weeks ago. Calls on publicans to fit and repair beer engines. Native of Chorley. Warrant issued. Information to Supt. Norris, Chorley, by whom the above reward will be paid for the apprehension of Ollerton. 33.— Bootle ( Borough).— For feloniously wound- ing, with intent, on 14th inst.— HENRY ROGERS, age about 38, height 5 ft. 7 or 8 in., complexion sallow, hair and moustache dark ( turning grey), eyes blue ( small mark at outer angle of one), recent QUt mark over eye ( supposed left), anchor tattooed over right thumb; dress, dark tweed jacket • and vest, ( supposed) serge trousers, grey silk muffler, black peak cap. A seaman. Has been in the employ of the West India and Pacific Steamship Com- pany, as able seaman and as boatswain, and may seek similar employment. Information to Chief Constable Cumming, Bootle. 34.— Salford ( Borough).— For stealing £ 300— ROBERT BASSETT, age 55, height 5 ft. 2 in., com- plexion pale, hair brown, whiskers and moustache turning grey, stoops slightly; of dissipated appear- ance ; wore dark clothes. A warehouseman, late treasurer of the Samaritan's Pride Lodge of the National Independent Order of Oddfellows. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. £ 5 REWARD. 35.— Melton Mowbray ( County).— For obtain- ing, 17th inst., 6 £ 5 Bank of England notes; and £ 15 10s. gold, by means of a fictitious cheque, written on a half sheet of note paper, and drawn on the Lon- don and York Banking Company, signed Reuben Thompson— A man who gave the name of JOHN WILLIAMS, age 45 to 50, height 5 ft. 9 or 10 in. stout build, complexion fresh, hair ( bald on top of head), whiskers, and moustache ( turning grey) dark brown; dress, navy- blue serge suit, white turn- down collar, white tie with pin, hard black bowler hat, lace boots ( broad soles). He stayed at an hotel on 14th inst., and left on 17th inst., without paying his bill. Warrant issued. The above reward will be paid by the Melton Association for the Prosecution of Felons, for the apprehension and conviction of the above. Information to Chief Constable Holmes, Leicester; or Supt.
