NEW SERIES. FRIDAY, JUNE 5, 1896. VOL. XIII., No. 1298 PUBLISHED BY AUTHORITY. THE REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. G. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less ivn. fr than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and m • alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings w'tiih mag result from such publication. 11. Announcements for the Friday issue should be far teamed so as to be received not later than noonon Wednesday, and for the Tuesday edit ion not laterthan Saturday morning. They must be clearly written on one tide of the paper oniy, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either rt the office, New Scotland Yard, by cheque, crossed " Drummond S( Co." Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Witling, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. IDENTIFICATION OF PRISONERS. THE EDITOR requests that Chief Officers of Police, when forwarding for identifica- tion by the Metropolitan Police the Photo- graphs and descriptive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from Bank ; stealing pair of boots from shop door; stealing bale of silk ; van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. APPREHENSIONS SOUGHT. A native of Newport, Mon- mouthshire. Warrant issued. 3. — D Division. — For embezzling £ 5 5s. 6d. — JOHN HESLOP, age 42, height 5 ft. 4 in., com- plexion fresh, hair ( bald on top) light brown, eyes hazel; dress, black morning coat and vest, grey trousers, brown hard felt hat, lace boots. Was con- victed at Birmingham of a similar offence, on 19th September, 1894. Warrant issued. 4. — P Division. — For stealing £ 5 5s. — GEORGE NYE, age 27, height 5£ t. 4 in., com- plexion and hair dark ; dress, dark jacket and vest, light check trousers, grey cloth cap, lace boots. Is known at West Wiskham, Chislehurst, Wimbledon, and Croydon. Warrant issued. 5. — W Division.— For fraud— WILLIAM ANDREWS, alias T. W. BROOKS, age 26, height 5 ft. 8 or 9 in., complexion sallow, hair, moustache, and small side whickers light; dress, dark coat and vest, cord trousers, black hard felt hat; may be wearing dark blue overcoat and spurs. Has the appearance of a gamekeeper. Last seen at Horsham, Sussex. Warrant issued. 6— Y Division.— On a warrant under a main- tenance order — CHARLES RUPERT BRUNE, alias BURLEIGH, BROWN, and NEVILLE, age 37, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes hazel, pockmarked on eyebrow, fingers square at tips and turn backwards. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7.— For libel — JOHN IRVING, late of 13, Rostrevor Mansions, Ro3trevor- road, Fulbam, age 55, height 5 ft. 8 or 9 in., hair and moustache grey; dresp, dark clothes, high silk hat. Absconded 22nd inst. Warrant issued. 8. — For stealing £ 142, 30th ult. — JOHS W. BRYANT, late of 75, Gaisford- street, Camden- road, N., age 27, height 5 ft. 9 in., complexion pale, hair, moustache ( rather heavy), and ejes black, lips slightly parted, stoops, walks with a springing gait; is a good orator and of good address; dress, b'ack frcck coat and vest, dark trousers, black alpice hat. BERKSHIRE. 9.— Reading ( Borough).— For obtaining money by false pretences— FREDERICK COPPIN, age about 30, height 5 ft. 10 or 11 in., slight build, complexion fair, thin face, hollow cheeks, high cheekbones, hair ( inclined to randy) light brown, has very large white teeth, of which he is fond of boasting; dress, snuff- coloured check suit, and brown peak cap, may be wearing whipcord breeches, and brown Melton cloth gaiters. A horse- breaker; native of Ipswich. Will no doubt seek employment at livery stables, dealers, horse - breeders, & c. Stated he was going to Aldershot, and thence to Edinburgh. Information to Head Constable Tewslev, Reading. CHESHIRE. 10. — Birkenhead ( County). — For highway robbery— WILLIAM FELL, age 26, fceiglt 5 ft. 10 in , slight build, complexion pale, hair brown, may have slight sandy moustache, rather long nose and features, stoops slightly, and is rather knock- kneed, lost tip of right index finger, is addicted to drink ; dress, dark jacket, rough blue Irouser.?, hard felt hat. Is a trombone player; a native of Bacup. Warrant issued. Information to Supt. McDonald, County Hall, Birkenhead. 11— Macclesfield ( County).— For stealing £ 5 from a till — THOMAS DAY GALE, alias ANDREW, height 5 ft. 4 in., complexion sallow, hair light brown, upper front teeth irregular; dress, blue serge jacket acd trousers ( saibr pattern), blue jersey, rough brown tweed cap, low shoes. Was committed to the training ship " Clio," from Mar - Chester, 29th January, 1891, and discharged loth March, 1895. Warrant issued. Information to Supt. Downes, Macclesfield. 12.— Middlewich ( County). — For embezzle- ment— GEORGE HEAPS, ago 43, height 5 ft. 6 or 7 in., slight build, complexion sallow, hair brown, moustache and sido whiskers light brown; dress, black coat and vest, light striped trousers, blue peak cap, light lace boots. DERBYSHIRE. 14.— Ashbourne ( County).— For housebreakir g, 19th nit., at Holland Ward, and stealing 1 silver watch, gold albert, and gold locket ( recovered) ; and 1 pair men's grev stocking*— JOHN STAFFORD, alias CHARLES JOHNSON, JOHN JOHNSON, and JOHN ASTLE, age 60, height 5 ft. 3£ in., complexion fresh, hair ( turning grey) dark brown, eyes grey, 2 mo'es left sido of neck, 1 on top of right shoulder, 1 on right side of back, 2 scars back of neck; walks lame, and turns his feet out; dress, drab slop, black cloth vest, light corduroy tronsers, blue check shirt, red scarf, black soft hat, heavy lace boots. DEVONSHIRE. 15.— Devonport ( Borough).— For deseiting his wife and child, leaving them chargeable to Stoke Damerel Union — FRANCIS WHITE, age 27, height 5 ft. 8 in , complexion fair, hair dark brown, moustache light, eyes blue, " G. W." tattooed on one aim. Absconded 1st March last. Has been employed as ligger in H. M. Dockyard at Devonport, now supposed to be working in the neighbourhood of Daitmouth. Warrant issued. Has with her a child abont 12 months old. Warrant issued. 19.— Saffron Walden ( County).— For leaving his children chargeable to the Saffron Walden Union — GEORGE WICKS, age 56, height 5 ft. 3 or 4in., stout build, complexion inclined to fair, hair ( turn- ing grey) light brown, clean shaved, eyes supposed grey, scar bridge of nose ( apparently broken). A plasterer; native of Saffron Walden. Well known at Wool wich. Is now supposed to be up for training in a Kent Militia regiment. Identical with 2nd man, described in Case No. 19, 15th ult. Information to the Chief Constable, Town Hall, Portsmouth. 26.— Southampton ( Borough).— For forging a telegram— JAMES WILLIAMS, alias SPENDER, age 35 to 40, height 5 ft. 7 or 8 in., complexion fair, hair ( cut short, turning grey) light brown, slight light moustache, eyes blue, very conspicuous scar beneath eye and down side of nose, horsey appearance, hangs his head when walking; dress ( usually), long light overcoat, breeches, and gaiters, brown hard felt hat with narrow brim. KENT. 27.— Gravesend ( Borough).— For stealing, 30th ult,, a bicycle ( recovered)— CHARLES G LANARKSHIRE. 28.— Glasgow ( City).— For embezzling suing of money amonntiog to £ 12,845 18s., between 28th October and 14h November last — ROBERT GRAHAM ABERCROMUIE, late of 41, St. Vincent - place, and Duracre, Glasgow, age 38, height 5 ft. 7 in , slight bnild, sharp features, hair ( thin in front) and aoustacbe light brown; dress, bluish- grey tweed suit, hard felt hat, tan shoes. A chartered accountant. May have gone abroad. Absconded 14th inst. Warrant issued. Information to the Chief Constable, G'a'gow. LINCOLNSHIRE. 35.— Lincoln ( City).— For obtaining a horse by means of a worthless cheque, 22nd April— A man giving name of WILLIAM SMITH, of Leeds, •• age 30 to 35, height 5 ft. 8 or 9 in., hair brown, clean shaved, prominent nose; dress, brown covert coat, dark suit, lace boots, right one cut up front. Supposed native of London. Warrant issued. Information to Chief Constable Mansell, Lincoln. St Supervisee JOHN GLANCY, Office No. 44745, age 75, height 5 ft. 6| in., complexion fresh, hair grey, eyes grey, 2 scars front of head, one on fore- bead and on nose, small scirs on right side and on back, on left ribs, and on left leg. A mason by trade. Sentenced at High Court of Edinburgh to 10 years penal servitude and 5 years police super- vision on the 19th July, 1881, for theft. Licence Holder GEORGE CARNEGIE, alias BRIGHT, DUNCAN, and EDWARDS, Office No. 40594, age 37, height 5 ft. lj in., complexion fresh, hair black ( getting bald), eyts light hazel, large scar on light upper aim, lump top cf head, which was bandaged. Sentenced at Glasgow, 7th July, 1892, to 5 years penal servitude for reset of theft Licensed 21st April, 1893. 551. ( under the Bankruptcy Act)— DANIEL PHILLIPS, age 40 to 45, height 5 ft. 7 or 8 in., complexion, hair, whiskers and moustache « turning grey) very dark, slightly round- shouldered ; dress, usually, dark grey suit. Is believed to be travelling the country as an agent in the oil trade. Well known in Glamorganshire and Monmouthshire. Warrant issued. Information to Head Constable Sinclair, New- port. NORTHAMPTONSHIRE. 38.— Wellingborough ( County).— For steal- ing, 3rd ult., at Earls Barton, 1 black cloth coat ( worn), smooth buttons; 1 vest ( same material), single breasted, turn- down collar; 1 long black overcoat ( much worn), pockets torn out, scorch patch size of five shilling piece in back, ye'low- « , nd- black striped plaid lining; 1 pair boots ( worn), size 7; 1 large silver medal, cf the Order of the Buffaloes, Dickens' Lodge, No. 857, " Anderson, York" thereon — GEORGE CHAMBERS ( sup- posed false), age 30 to 35, height 5 ft. 8 or 9 in., complexion fair, hair ( very thin on top) light brown, moustache brown ; wearing stolen clothes, old dark grey trousers, light coloured cap, red - and - white aeckerchief. A blacksmith. Warrant issued. Information to Supt. Alexander, Wellingborough. SHROPSHIRE. 39.— Church'Stretton ( County).— For steal ing, 27th ult., a black rib jacket and vest, dark trousers with black stripes, 2 striped cotton shirts — A MAN, age 20, height 5 ft. 5 in., complexion fresh, hair and eyes brown, slovenly gait. A labourer; native of Old Hill, Staffordshire. May be found working for proprietors of roundabouts, & c. Sup- posed wearing the stolen clothes. Information to Inspector Lewis, Church Stretton. 40.— L udlow ( County) — For obtaining 3 horses by means of worthies! cheques on tli9 Birmingham and District Counties' Bank, Ludlow— JOHN LEA, alias CHARLES FLETCHER, age 30, height 5 ft. 5 in., slight build, complexion fair, hair light brown, clean shaved, eyes small and sunken ; dress, when last seen, lavender- and- brown tweed jacket and vest, cotton cord breeches and gaiters, black- and- white straw bat, lace bcots. Supposed native of Birmingham. He opened a corn factor's business at Ludlow in April last, and obtained goods, which he immediatsly removed to other places and sold by public auction. Was seen in neighbourhood of Chipping Norton on 30th nit., where an accomplice was arrested and the horses recovered ( see Case No. 59). Warrant issued. Information to Supt.
