PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 29, 1896. VOL. XIII., No. 1296 REGULATIONS. 1. All announcements for insertion in the POT. ICE GAZETTE, and all communications upon them should be addressed to THE EDITOB' OP THE POLICE GAZETTE, NEW SCOTLAND 1' ABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. fi. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and at i alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted I » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not Inter than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, JYew Scotland Yard, by chrque, crossed " Drummond S( Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 12a, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. An inventor lias patented a composition for taking casts of footprints in any soft ground, and Government has acquired the right to use this invention in any part of the United Kingdom. It is anticipated that it will prove of value occasionally in criminal cases, especially in rural districts, and any Police Force that wishes to have particulars of it, is invited to apply to the Home Office confidentially for that purpose. Has with him a brown leather Gladstone bag. " Hope Brcs., Ludgate Hill, No. 560," on shirts. Supposed a native of London, Absconded 14th inst. 2.— A Division. — For stealing an omnibus conductor's bell ticket putch and a tin box con- taining a quantify of tickets of the London Road Car Company— ALEXANDER SCOTT, age 40, height 5 ft. 6 in., complexion fair, hair grey, eyes blue; dress, blue serge jacket suit, black hard felt hat, lace boots. Native of Glasgow. An omnibus conductor, and has in his possession a Metropolitan Stage Carriage conductor's badge, No. 4070. Warrant issued. Not to bo arrested out of the United Kingdom. 3.— E Division. — For stealing 1 gentleman's silver geneva watch, " William Holman " engraved on inside case; 2 ladies' skirts, 1 blue serge, the other black silk with pink flowers; 1 pair lady's shoes; and £ 3 7s.— BERTHA SPEEDY, alias EDITH and BEATRICE WOODWARD, age 19, height 5 ft. 5 in., complexion, hair ( with fringe) and eyes dark, small thin nose ( turned up), small mole on left side of neck; dress, light pink cotton print dress, black serge cape with black beaded trimming, white straw hat, with black velvet band, button shoes with 2 straps across. Supposed to have left Euston for Preston, on 18th inst. Has friends at Liverpool, where she may visit. Native of Manchester. 4.— E Division. — For obtaining money by fraud— HENRY UNGLESS, age 58, height 5 ft. 8 in., corpulent, complexion florid, hair, mous- tache, side- whiskers ( turning grey), and eyes dark, thick neck, slightly Jewish appearance; dresses well, and usually wears high silk hat. A bogus stock and share broker, and notorious swindler. In 1893 he was connected with Burler & Co., and Allen & Bowes, Stock and Share Brokers, Mansion House Chambers, E. C. j in 1894 he was " Henry J. Hervey 6 Co., Stock and Share Brokers, Broad- street House, E. C."; in 1895 " Hamilton & Co., Stock and Share Brokers, 18, Featherstone- buildings "; and in 1895- 96 " Cameron, Muir & Co., Stock and Share Brokers, 4, Featherstone- buildings, High Hol- borr, London." Supposed a native of Mildenhall, Suffolk, where he is known as a plumber anl builder. Warrant issued. 5.— V Division.— For embezzling £ 100— SIDNEY WENHAM, age 27, height 5 ft. 6 in., complexion fair, hair auburn, heavy light moustache, heavy eyebrows, eyes greyish blue, slight cast and contraction of left eye, long thin visage; dress, dark suit. A public- house manager. May endeavour to leave the country. Absconded 19th inst. Warrant issued. 6. — V Division — For bigamy — ARTHUR RICHARD HENRY FENN, age 31, height 5 ft. 8£ in., complexion, hair and moustache dark, eyes dark brown; dress, when last seen, b'ajk over- coat, black coat and vest, light tweed trousers, black hard felt hat. Native of London. Supposed em- ployed on a cattle- boat ranning from Deptford to America. Absconded 18th inst. Warrant issued. BRYANT, late of 75, Gaisford- street, Camden- road, N., age 27, height 5 ft. 9 in., complexion pale, hair, moustache ( rather heavy), and eyes black, lips slightly parted, stoops, walks with a springing gait; is a good orator and of good address; dress, b'ack frcck coat and vest, dark trousers, black alpine hat. BERKSHIRE. 9.— Reading ( Borough).— For obtaining money by false pretences— FREDERICK COPPIN, ago about 30, height* 5 ft. 10 or 11 in., slight build, complexion fair, thin face, hollow chesks, high cheekbones, hair ( inclined to eandy) light brown, has very large white teeth, of which he is fond of boasting; dress, snuff- coloured check suit, and brown peak cap, may be wearing whipcord breeches, and brown Melton cloth gaiters. A horse- breaker; native of Ipswich. Will no doubt seek employment at livery stables, dealers, horse - breeders, & c. Stated he was going to Aldershot, and thence to Edinburgh.
