All announcements for insertion in the POLICE GAZETTE, and all communications upon them should, be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. . _ 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense rf engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not lessvnk than Superintendent; < fnd, ifthe name of such person be required to be inserted, and no war/ ant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank e 1. than Inspector, or npalonous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an i alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, Will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thane noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond < f Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for ME POLICE GAZETTE through Mr. James Willing, 125', Strand, London, the sole Agent, who will furnish the rales on application. 14. Anv additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in tfce date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communioation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE Gazette is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— T Division. — For obtaining clothing by false pretences — WILLIAM ROWDEN, age 21, height 5 ft. 7 in., complexion fresh, hair light, eyes blue; dress, blue serge coat, grey tweed trousers, black hard felt hat. A waiter ; native of Exeter. Warrant issued. 2.— T Division.— For obtaining £ 18 by fraud, 30th ult.— RICHARD INGRAM, a coachman, age 46, height 5 ft. 7 in., complexion ruddy, hair dark brown, prominent nose, nail on one finger deformed, can speak French; dress, black melton morning coat and vest, dark stripe trousers, black hard felt hat. Warrant issued. Not to be arrested out of the United Kingdom. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ARGYLLSHIRE. 3— Lochgilphead ( County). — For fraud, by means of fictitious cheques— RICHARD DURN- FORD, or RICHARD PERCIVAL DURNFORD, an Episcopal clergyman, late of Upper Sonachan, Dalmally, age 50, height about 5 ft. 10 in., stoops slightly, complexion fresh, hair, whiskers and moustache lignt reddish ( turning grey), has peculiar set eyes ( the left being nearer nose than right), wears gold spectacles; dress, clerical suit, soft felt hat. Native of Sudbury, Suffolk. Left Glasgow for Euston Station, London, 13fch ult. Had with him a quantity of luggage, 2 bicycles, and small terrier dog. Warrant issued. Information to the Chief Constable of Argyll- shire, Lochgilphead. mingham Corporation. A Welshman. Was accom- panied by a short slight woman and a baby. Warrant issued. Information to Deputy Chief Constable Williams-, Llandyssul, by whom the above reward will be paid for the apprehension of Evans. CARDIGANSHIRE. £ 2 REWARD, 4.— Llandyssul ( County). — Portrait and de- scription of JAMES EVANS, whose apprehension is sought fcr deserting his wife and family, leaving them chargeable to the Union— Age 35 to 40, height 5 ft. 10 in., stout build, complexion fresh, hair brown, heavy sandy moustache, birthmark on chest, scar above one knee, smart appearance, stoops slightly when walking. Has served in a police force; subsequently became a game- keeper. He worked at Aberdaie last summer, and afterwards on a farm at Tulgarth. Last heard of at ifnighton, Radnorshire, wtere he was employed by the Bir- CHESHIRE. 5.— Nantwich ( County).— For non- appearance to summonses for wilful damage, assault, and travelling on railway without paying his fare— FREDERICK PLANT, alias SOL, age 24 or 25, height 5 ft. 4 or 5 in., complexion ruddy, hair browD, very large Roman note ( very red, which appears to have been broken), rather large mouth, turns his feet out slightly. Attends small race meetings,, sports, and agricultural shows. Native of Nantwich.. Warrant issued. Information to Supt. Meredith, Nantwich. — Stalybridge ( Borough ) — For stealing,. 25th ult., 1 Boham flute, in case, " Rudal Carte, 23, Berners- street, London," on ferrules; 1 piccolo, in case, stamped " Brady & Co., London "— ISAAC NORMANTON, age 33, height 6 ft 1 in, com- plexion fresh, hair sandy, flat nose, large ears, very prominent artificial teeth in upper jaw ; dress, dp, k c . iat ( short sleeves), new cardigan jacket, lavender colour trousers, brown cloth ctp, low shoes. HAMPSHIRE. 7.— Gosport ( County). — For stealing. 19ih ult. a hand truck ( recovered) — WILLIAM FITZ- GERALD, alias. YANKEE, age 29, height 5 ft. 7k in., complexion fresh, hair and moustache blown, e^ et- blue, 2 dots tattooed left arm, burn mark right, leg , dressed in | brown overcoat, dark brown trousers, light skull cap. A rag and bone collector, anr) makes and sells hassocks. Is accompanied by his wife, age about 23, rather short, complexion fresh, hair dark brown; dress, blue bodice, with bugle trimming down front, black silK sleeve3, black skirt, b a k broad - brimmed hat with black feathers ; carrying a baby about 7 months old. May ba found in common lodging or low public- houses. Warrant issued. Information to Inspector Silver, Gosport. 8. — Southampton ( Borough). — For being concerned with William Harvey, in custody, for shopbreaking, and stealing a quantity of dog collars, money belts, purses, & c., on 26th February last ( see Case No. 59, 27th ult.) — HARRY WALTER COOPER, alias MYERS, age 25, height 5 ft. 9 in,, complexion fresh, hair dark browD, eyes grey, 2 scars on forehead. Has served in Royal Artillery; previously convicted of stealing centre- bits, at Netley, Hants, in August, 1895, and of stealing a coat at Portsmouth. A painter; native of Batley, Hants. Information to Chief Constable Berry, South- ampton. HERTFORDSHIRE. 9.— Hertford ( County). — For obtaining £ 5 by false pretences— GEORGE GRAY, a cloth and woollen manufacturer's traveller, age about 45, height about 5 ft. 8- Jr in., complexion sallow, hair ( turning grey) light. He calls upon tradesmen with whom he has previously done business, states he is short of cash, and obtains money in exchange for a worthless cheque. Warrant issued. Information to Supt. Parish, Hertford. % LEICESTERSHIRE. 10.— Melton Mowbray ( County).— For steal- ing ( bailee), on 14th February last, a small trolley, 4 Wheels, built on the underwork of an old phaeton, very narrow cn track, painted green with white lines, oval lancewood shafts, has a large movable driving box, " R. Ivor, Licensed Dealer, Melton," painted on right side, and " E. Hinman, owner," painted underneath tail- pin — RICHARD IVOR, age about 35, height about 5 ft. 9 in., rather slight build, complexion fair, hair and moustache browu, clean shaved; dress, ( when last seen), brown check suit and cloth peak cap. A painter; hut has lately been hawking oranges, fish, & c. Left Mowbray, 14th February last. Usually stays tit common lodging houses. Was accompanied by his wife, age about 35, height about 5 ft., complexion fresh, hair sandy ; dress, drab dress and jacket, dark bonnet. Warrant issued. Information to the Chief Constable of Leicester- shire, Leicester; or, Supt. Bott, Melton Mowbray. LINCOLNSHIRE. 11.— Spalding ( County).— For obtaining f< od by false pretences— A MAN, age 70, height 5 ft. 4 or 5 in., slight build, hair ( bald on top) grey, sm^ ll side whiskers and moustache, jaw disfigured; dress, grey overcoat, bluo pilot jacket with velvet collar, brown mixture trousers, black felt hat, lace boots, wore 4 medal ribbons on left breast of vest. He represented himself to be Sergeant W. E. Wallis, an old soldier, in receipt of 17s. 6d. per week pension. He induces the people with whom he stays to write to a daughter at Woolwich, and, under the pretence of going to a neighbouring post office to draw his pension, absconds. Was last heard of on 12th ult., at a casual ward at Grantham. Warrant issued. MERIONETHSHIRE. 12.— Festiniog ( County).— For housebreaking) 17th ult., at Hariech, and stealing 1 leather purse with clasp, containing £ 11 Is.— GEO. TAYLOR, alias WILLIAM HENRY TAYLOR, age 18, height 5ft. 6 in., thin features, carries his head forward; dress ( when last seen), black jacket and vest, brown cord trousers, blucher boots, and cap. Supposed to be well known at Newark, Nottinghamshire, where he has been convicted of larceny, highway robbery, and larceny from a dwelling house. Tramps the country, and frequents casual wards and common lodging houses. Warrant issued. Information to Inspector Morgans, Festiniog. MONMOUTHSHIRE. 13. — Risca ( County). — For stealing boots, wearing apparel, & c.— GEORGE HUSSEY, age 31, height 5 ft. 6 in., complexion fair, hair and heavy moustache light, scar on forehead, 2 scars on upper lip, 2 teeth deficient in upper jaw. A labourer. Warrant issued. Information to Supt. Parry, Risca. NORTHAMPTONSHIRE. 14.— Kettering ( County).— For failing to re- port— Supervisee FREDERICK SUMMERS, Office No. 46158, age 29, height 5 ft. 7 in., complexion fresh, hair brown, eyes grey, red scar right of fore- head, 2 scars top of forehead, varicose veins both legs. May be found on public works. Sentenced at Northampton, 29th June, 1893, to 9 months hard labour and 3 years police supervision for larceny. 4116. Warrant issued. Information to Supt. Andrews, Kettering. NORTHUMBERLAND. 15— Newcastle- On- Tyne ( City).— For steal- ing a cheque for £ 7 ( bailee)— WILLIAM PER- CIVAL NORRISH, age about 24, height about 5 ft. 8 in., complexion very fresh, hair light brown, slight light moustache, eyes blue, double chin, portion of right index finger deficient; dress, dark suit, hard felt hat. A bombardier of the 7th Field Battery, Royal Artillery. He enlisted, at Reading, in November, 1890, wV> en he stated he was a butcher. Supposed a native of Malmesbury, Wiltshire. Information to the Chief Constable, Newcastle- on- Tyne. ROXBURGHSHIRE. £ 10 REWARD. 16.— Hawick ( Burgh).— Portrait and descrip- tion of GEORGE GRAY, alias SIDNEY CHARLES TAYLOR, late of 9, Stratford- villas, Parkside- road, Hounslow, whose apprehension is sought for em- bezzlement and forging bills to the amount of £ 233 — Age 45, height 5 ft. 8J in., complexion sallow, thin face, hair and moustache light ( turning grey), deep voice; dress, morning coat and vest, silk hat. A commercial traveller; represented a Scotch tweed firm and a Huddersfield cloth firm in the Midlands, where he is well known to tailors and clothiers. The photograph, although taken nearly 20 years ago, still resembles him. Warrant issued. The above reward will be paid by Messrs. Innes, Chambers & Co., Hawick, for such information as will lead to the arrest of Gray. Information to Chief Constable Macdonald, Hawick. SHROPSHIRE. 17.— Shrewsbury ( County).— For stealing, 2rid ult.; £ 60 gold; a lady's small silver watch, gold figuring on face, has been repaired by a watch- maker at Cork, whose label may be in case, thin gold chain, plain pattern, tassels at end, attached ; and a lady's black rough serge double- breasted jacket, large black buttons, pockets on hips— KATE HUGHES, age about 20, height about 5 ft. 1 in., rather stout build, complexion fresh, full face, hair brown, eyes grey, lost second joint third finger ( supposed) left hand, abscess mark one side of face near jaw, speaks with Welsh accent; attends Saltation Army meetings; dress, when last seen, grey speckled gimp dress, black- and- white straw sailor hat, and the stolen jacket, which is too large for her. A domestic servant; stated she was a native of Llandudno, but was brought up by an aunt at Llatielly, and that she had been in service at Liverpool. She came to the Shrewsbury district, from Welshpool, in company of a militia- man, and was for some time in the Union. Warrant issued. Information to Supt. Edge, Shrewsbury. STAFFORDSHIRE. 18. — Brownhills ( County)..— For obtaining money by false pretences, 18th ult.— IDA GREY, alias SMITH, age about 24, height 5 ft. 3 in., com- plexion pale, hair very dark, very small fringe , in front, eyes dark; dress, brown double- breasted jacket with fur collar, black dress ( flowered ma- terial), black cashmere gloves, small black hat, trimmed black and red velvet, and 2 black wings, low shoes; carried a black umbrella with brown crook handle. Stated she was a native of South- ampton. She takes private lodgings, stating that her uncle has recently died in Australia, and left her an estate there, and that she is about to obtain money from her solicitor, borrows money to get her luggage from the rail way station, and absconds. Warrant issued. , <., t 19.— Brownhills ( County). — For stealing, 21st ult., from his lodgings, at Hednesford, 1 car- digan jacket, velvet collar, nearly new ; 2 light- coloured mufflers; 1 pair of braces— A MAN, age 20, height 5 ft. 7 in., complexion fresh, pimples on face, hair light brown; dress, brown cloth coat, light plaid vest, very broad rib black cord trousers. Native of Dudley. Information to Supt. Barrett, Brownhills. 20.— Burslem ( County).— For stealing scrap iron ( recovered)— A MAN, age about 30, height 5 ft. 6 or 7 in., rather stout build, complexion dark, hair and heavy moustache dark, eyes brown; dress, old black suit, muffler, black hard hat, lace boots. A hawker or rag gatherer ; travels the country, and stays at common lodging houses. Native of New- castle- under- Lyme. Information to Chief Supt. Hill, Burslem. 21.— Walsall ( Borough).— For failing to repoit — Supervisee GEORGE HASELTINE, alias HAZLETINE, JONES, KILROY, MORTON, and EDWARDS, Office No. 138- 6, age 62, height 5 ft. 4^ in., complexion sallow, eyes blue, bald, burn mark right shoulder blade, scar bottom of back and right ankle- bone, right arm slightly crippled, ruptured both sides, face pockmarked. Sentenced at Wolverhampton, 10th January, 1895, to 12 months hard labour, and 2 years police supervision for larceny ( person). 4277. Information to the Chief Constable, Walsall. WORCESTERSHIRE. 22.— Worcester ( City).— For stealing a brown vest, reddish stripe across, rough cloth, and a pair of grey check trousers, hip pocket— TWO MEN: 1st, known as " Punch," age about 25, height about 5 ft., hair brown, bottom eyelid of one eye drawn down; dress, black jacket, brown cord trousers, dark cap. 2nd, age about 27, height about 5 ft. 6 in., hair and moustache brown ; dress, black coat, dark trousers, black hard hat. Both men have been employed in erecting circus tents. Information to Chief Constable Byrne, Worcester. Information to Capt. Gurney, Chief Constable, Hull, by whom the above reward will be paid for such information as will lead to the apprehension and conviction of the thief and recovery of the bicycle. 24.— Hull ( Borough). — For felony — JAMES LYONS, age about 22, height 5 ft. 8 in, complexion fresh, hair brown, slight moustache ginger; dress, light mixture coat and vest, moleskin trousers, and cap. A hawker ; native of Hull. Warrant issued. 25.— Hull ( Borough).— For fraud — FRED. C. BAILEY, age about 40, height 5 ft. 1 in., stout build, complexion fresh, hair and heavy moustache light brown, eyes blue, lame on right leg. A solicitor's clerk; native of Hull. Has been employed at Driffield, Selby, Grimsby, and Leeds. Warrant issued. Information to Capt. Gurney, Chief Constable, Hull. 2 on ball of left thumb, inside left forefinger, and on back of each left finger, boil scars on chest, tattooed cross J. C.," anchor, flower in pot right, forearm, heart pierced by arrow, anchor, & e., lef r, forearm, cross and 4 dots back of left hand, star and 5 dots between left thumb and forefinger. A travelling cutler and tinker ; state? he is a native of Eyre Lane, Gloucester. Stays at common lodging house-<. Information to Head Constable McKenzie, Cardiff. YORKSHIRE ( WEST RIDING). 26.— York ( City).— For stealing £ 5 Is 6d., 29th Feb.— WILLIAM WALTERS, alias JOHNSON-, a man of colour, age 31, height 5 ft. 9 in., small black moustaihe, supposed to have lost end of right index finger; dress, Scotch tweed coat and vest, brown trousers, white collar, black tie, hard felt hat, brown boots. A barman. An African; well known in the north of England. Warrant issued. Information to Chief Constable Lloyd, York. HAMPSHIRE. 31.— Southampton ( Borough).— Committed for trial at ensuing Quarter Sessions, 9th inst., for stealing a bicycle ( recovered) — FREDERICK PERCY BROWNING, age 17, height 5 ft, 4f in., complexion fresh, hair dark brown, eye3 grey, mole left side of face near chin, 2 moles left forearm, scar right elbow, 1st finger right hand crushed and end joint crooked, burn scar left knee, numerous scars both shins; dress, grey dust - coat, black Norfolk jacket and vest, light check trousers, black cap. A billiard marker; native of Hackney. 32.— So uthampton ( Borough).— Committed for trial at next Assizes for rape— JOSEPH LAW, age 39, height 5 ft. 6 in., complexion fresh, hair dark brown ( turning grey), eyes hazel, cut mark right cheek. States he has been employed as trainer by the West Bromwich, Burnley, and Port Vale Football Clubs. A labourer; native of West Bromwich. Information to Chief Constable Berry, South- ampton. PERSONS IN CUSTODY. METROPOLITAN POLICE DISTRICT. 27.— V Division.— Sentenced, 20th ult., to 21 days imprisonment— ALFRED WHITE, a baker, age 32, height 5 ft. 6 in., complexion fair, hair light brown, light, monstache ; dress, light cloth suit, hard felt hat. Supposed an expert thief and to be wanted elsewhere. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ANGLESEY. 28.— Holyhead ( County).— Remanded till 4th inst. for larceny— GEORGE GAY ( supposed false), age about 18, height 5 ft. 8 in., slight build, hair dark, eyes grey, Roman nose; dress, dark grey overcoat with velvet collar, dark serge coat and vest, black trousers, low shoes.— WILLIAM GAY ( supposed false) age about 18, height about 5 ft. 5 in., complexion pa'p. hair brown, eyes blue, large long nose ; dress, Hark serge coat and vest, dark trousers, lace boots. Both > peak with London accent. Stated they were brothers. Information to Deputy Chief Constable Jones, Holyhead. GLAMORGANSHIRE. 29.— Cardiff ( Borough).— Remanded, for house- breaking ( 3 cases)— HARRY THOMPSON, age 19, height 5 ft. 1 in , complexion fair, small face, hair light brown, small moustache light, eyes hazel, nose broken, good teeth, projecting forehead; is bow- legged; 2 cut scars back of head, 1 left side of head, centre of forehead, bridge of nose, right upper arm, 2 near elbow, 1 back of right index finger, end of right fourth finger, left elbow, and between left thumb and fioger, several on back of left index finger, 1 on back of 3rd andj 4th fingers left hand, mole on right cheek, 3 right side of neck, 1 front of throat, left of belly, left of back, and 2 left calf; dress, old blue serge suit, blue serge peak cap. States he is a gardener, and native of Crickhowell, Breconshire. 30. — Cardiff ( Borough). — Remanded, for stealing clothing from the person — JAMES CHAMPION, age 37, height 5 ft. 5 in., complexion fair, round face, hair and moustache light brown, eyes blue, discoloured teeth, cut scar right of head, under left eye, on ball and outside right thumb, 2nd joint first and fourth right fingers, and black do.; 13^ yards |- in. French silver braid ; , 3 yards | in. They advertise in London and Provincial news- papers for small loans for a short period, offering a grod bonus and security deposited with lender for three times the amount of the loan, but stipulate that only private persons need apply. The security offered consists of pawnbrokers' deposit notes or tickets relating to jewellery pledged to its full value. Tney also represent that they are jewellers and dealers in precious stones, and when they succeed in obtaining a loan they give a promissory note for the amount and bonus, leaving the tickets as guarantee. False names aid adlresses are usually given, the letters baing addressed to newspapsr or tobacconists' shops. When the leans become due, the lender is left to realise on the tickets, when it is found that the expense in redeeming the property is mora than its value. It is requested that observation be kept on such adver isements with a view to securing the arrest of these men, who tare carried on this class of offence for miny years. Warrant issued.
