AH announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LOXDOU, S. W. 2. Particulars concerning persons whose apprehension is sought ivill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the pail vent must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will le prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less r° nk than Superintendent; and, if the name of such person be required to be inserted, and no i variant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analoaons thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and atj alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond S; Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 12S, Strand, London, the sole Agent, who will furnish the rates on application. 14. Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the con- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in. relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. { d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 180 Stations of the Metropolitan Tolice Force at which Notices can be posted. APPREHENSIONS SOUGHT. HARM AN, late of 268, Clapham- road, London, age 50, height 5 ft. 10 or 11 in., complexion florid, hair ( bdd on top of head), whiskers ( shaved on chin), and moustache dark brown; well dressed. A cashier. Warrant issued. Not to be arrested out of the United Kingdom. 7.— For obtaining money from persons under pre- tence of getting them employment— H. C. GORDON ( supposed false), age abont 30, height 5 ft. 9 in., complexion rather fair, hair ( short and inclined to curl) light brown, good prominent teeth, wears diamond jewellery, stoops when walking.— JAMES CAMERON ( supposed false), age about 30, height about 5 ft. 7 in., stout build, complexion pale, full face, hair and long moustache brown; respectably dressed. BERKSHIRE. 8.— Clewer ( County). — For stealing on 4th January, at Sunninghill, a waistcoat ( recovered)— THOMAS KING, age 38, height 5 ft. 7 in, com- plexion fresh, very broad face, hair brown, moustache ( cut short) ginger, eyes ( weik) blue; dress, dark serge pilot coat, moleskin vest and trousers, blue guernsey, white cord cap. Supposed native of Stratford- by- Bow. Works on buildings and sewage works. Has been in the Army. Left St. Albans on 7th inst., and is suppo- ed to be gone to Luton, Beds. Is known at Poole, Dorset. Warrant issued. Information to Supt. Read, Clewer. 5 ft. 9 in., rather 6tout build, fall faco slight stubby moustache, speaks with slight Amorican accent; dress, dark sergo suit, black felt hat. He goes to jeweller's shops and asks to be shown rings, pins, & c , and, should iin opportunity arise, steals anything he can. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CARDIGANSHIRE. £ 2 REWARD. 13.— Llandyssul ( County).— For deserting his wife and family, leaving them chargeable to the Union— JAMES EVANS, age 35 to 40, height 5 ft. 10 in., stout build, complexion fresh, hair brown, heavy sandy moustache, birthmark on chest, scar above one knee, smart appearance, stoops slightly when walking. Has served in a police force; subsequently became a game keeper. He worked at Aberdare last summer, and afterwards on a farm at Tulgarth. Last heard of at Knighton, Radnorshire, where ho was employed by the Bir- mingham Corporation. Wna accompanied by a short slight woman and a baby. Warrant issued. Information to Deputy Chief Constable Williams, Llandyssul, by whom the above reward will be paid for the apprehension of Evans. DERBYSHIRE. 14.— Chesterfield ( Borough).— For rape, on 9th inst.— WILLIAM WRIGHT, age about 30, height 5 ft. 10 or 11 in., hair ( parted in centre) brown, slight moustache, and small- side whiskers light, top front teeth missing or very much decayed; walks very erect; smart appearance; an Army Reservist; dresa, long grey overcoat, dark coat, short military leggings. A hairdresser, and traveller for patent medicines. Left Chesterfield on lOthinst. May endeavour to re- enlist. Warrant issued. Information to Head Constable Emery, Chester- field. 5 ft. 9 in., complexion and hair dark, bare- faced, dimple iu chin; dress, black serge morning coat and vest, blue striped trousers, collar, and bow soarf, black felt hat; wore a watch and chain, with a badge, which he stated he won in a> competition of skill among tailors in Birmingham, and what appeared to be a diimond ring. A tailor. Supposed wanted at Edinburgh for a similar offence in name of SCHMIDT. Has resided in Glasgow, where he was known as WOLF WILLIAMS. Warrant issued. Information to Chief Constable Dewar, Dandee, GLAMORGANSHIRE 18 — Cardiff ( Borough).— For failing to report- License Holder ROBERT SHORT, alias RICHARD MAHER, or MARR, Offico No. 489S9, age 37, height 5 ft. 6 in., complexion pale, hair black, eyes blue, oval face, cheeks sunken, scar each sido of forehead, over each eyebrow, back of 4th light finger, on right, shoulder, several scars base of back. Native of Liverpool; a marine fireman, and single. May bo found loitering in neighbourhood of shipping offices waiting for discharged sailors. Has been convicted as follows:— At Liverpool Petty Sossions, 10th January, 1885, to 3 months hard labour for receiving, as Richard Maher; Liverpool Petty Sessions, 9th November, 1885, stealing a coat, 3 months hard labour, as Richard Marr; Chester Quarter Sessions, 28th June, 1886, uttering counter- feit coir, 12 months hard labour, as Richard Marr; 22nd October, 1888, Liverpool Quarter Sessions, stealing a coat, 3 months hard labour, as Richard Marr; 21st April, 1890, Liverpool Quarter Sessions, stealing trousers, & c., 2 months hard labour, as Richard Marr; 26th July, 1890, Liverpool Asjizes, wounding, 7 years penal servitude, as Robert Short. BRECONSHIRE. 9.— Brecon ( County).— For housebreaking and stealing £ 40, 6; h inst.— A MAN, age 25 to 27, height 5 fr. 4 or 5 in., complexion fair, hair light brown, small moustache; dress, dark blue monkey jacket, dark waistcoat, new dark brown or black cord trousers, black peak cap, heavy lace boots. Information to Deputy Chief Constable Joseph, Brecon. 10.— Crickhcwell ( County). — For stealing a quantity of carpenter's tools, at Brynmawr ( recovered)— A MAN, age 71, height 5 ft. 5 in., complexion fresh, hair red ( turning grey); stoops when walking ; supposed suffering from rheumatism; dress, dark jacket and vest, dark brown cord trousers, lace boots, black hard felt hat. A carpenter; well known at Tredegar and surrounding diati icts. 11 — Crickhowell ( County).— Absconded from Crickhowell Union Workhouse, 2nd December last, stealing a cord suit of clothfs, and a c'ouble- breasted dark tweed jacket— THOMAS HUGHES, alias TURN DA I HUGH, age 63, height about 5 ft. 7 iD., hair dark ( turning grey), pcckpitted, rather round- shouldered. Wearing, when last seen, the stolen clotbep, some of which have sitca been found pawned. Native of Pecdarren, Morthyr, where bo is well known. Supposed to be a returned convict. May bo working in collieiy districts in Glamorgan- shire or Monmouthshire, or may bo in some work- hoose. Warrant issued. Information to Supt. Winterson, Crickliowell. DEVONSHIRE. 15.— Barnstaple ( Borough).— For non- payment of maintenance arrears — FREDERICK MAC- QUIRE, age 32, height 5 ft. 9 or 10 in., complexion fresh, oval face, hair dark brown, slight moustache dark. Is accompanied by a woman, who travels the country with a van, " Emma Salmond" thereoD, selling brushes, mats, etc. Warrant issued, Information to Head Constable Eddy, Barnstaple. CAMBRIDGESHIRE. 12 — Cambridge ( Borough).— For stealing, 9th iuat., a small diamond pin— A man giving the name of G. THORPE, age about 32, height about ESSEX. £ 5 REWARD. 16.— Chelmsford ( County) — For stealing, 29th ult.— A black mtiro pony, aged, 13 hands, slightly bent near fore knee, spike- fired inside near hock, l< ng dock, in good condition, has been clipped ; set of brass- mounted harness, riDg snaffle, plain brass rosettes ; and a dog cart, newly painted, dark blue body, dark oak stained long panels, about 5 in. wide, along each side and across tail- board, \ arnished wheels, springs ar. d shafts yellow, with black linen, 1 cap on wheels plain, the other has maker's name " Emberson" tbereon, rear shaft scratched on outside ; containing a black waterproof knee rug, plain dark green lining, has been mended ; bltck American leather cushions; cocoa mat; piece of blue oil- cloth at bottom; stiiog or thread carriage whip, 1 ferrule missing, " Upton's patent" stamped on 2nd ferrule ; and a canvas horce rug, with plaid lining — A MAN, sge 28, height 5 ft. 6 in., complexion pde, hair dark brown, moustache brown ; dress, grey suit, black felt hat, turn- down collar, dark or red tie; respectable appearance. The above reward will be paid by Mr. Alfred Coombs, " Royal Oak" Inn, Cnelmsford, for such information as will lead to the apprehension and conviction of the thief or thieves, and recovery of the property. HAMPSHIRE. 19.— Bitterne ( County).— For larceny ( bailee) BEALE, age about 40, height aboat 5 ft., complexion dark, hair dark brown, heavy moustache, and eyes dark, high cheek- bones, square face; has a peculiar look about the eyes; dress, dark tweed suit, black hard felt hat, light lace boots; usually wear3 loDg dark overcoat. Warrant is3ued. 20— Bitterne ( County).— For failing to appear to a summons for embezzlement — THOMAS HARRY OSBOBNE, age 27 ( looks older), height 5 ft. 7 in., complexion fresh, hair ( bald on top) brovsn, small dark moustache, eyes brown; addicted to drink; dress, black Eerge suit, Vack tie, black hard felt hat. A newspaper reporter; native of Powick, Worcester. Warrant issued. Information to Supt. Matthews, Bitterne. 21.— Fareham ( County).— For ttealing, 3rd inst., a horse ( recovered)— FREDERICK HAMP- TON, age 45 to 50, height about 5 ft. 7 in., com- plexion and hair dark, has a very sullen appearance; dress, short dark melton or box cloth overcoat, very shabby and torn at back, light tweed trousers, light cap, heavy nailed boots ( uppers cut). Is well known to horse dealers in Hampshire, Sussex, Surrey, Wiltshire, and Dorset. May be found at markets, hor; e sales, & c., or with Messrs. Beddall's mecagerie. Warrant issued. Hack, Fareham. 22.— Southampton ( Borough).— For stoaling a new s:- t of chimney sweep's tools — FRANK DAYIES, age 35, height 5 ft. 8 in, hair turning grey; dre- rs, black dress coat, check vest, Hack trousers, skull csp. FORFARSHIRE. 17.— Dundee ( City).— For larceny ( lodger), 8th inst,— BLUMENTHAL, age 24, height HERTFORDSHIRE. 23. — St. Albans ( City). — For neglecting to maintain bis wife and family — JOHN GIBBARD, age 31, height 5 ft. 9 in , complexion frosh, hair and moustache ligh*, eyes grey, lisps, rather round- shouldered, is addicted to driuk; dressed as a labourer. Nativo of St. Albans. Warrant issued. 24.— St. Albans ( City). — For obtaining a single- stone diamond ring, aud a gold puzzle ring, by falso pretences, on 30th Jan. last— H PEARSON, TUESDAY, MARCH 13, 1896. He replies to advertisements in the " Exchange and Mart," representing himself as a clerk at the General Post Office, and gives an address at a shop where letter* are left till called for, and a reference to " S. KENT. 25. — Chatham ( Oounty). — For forgery — GEORGE COOK, ago 53, height 5 ft 10 in., com- plexion rather sallow, long thin nose, hair ( bald on top) dark brown, turnirg grey, side whiskers and rather largo moustache dark brown ; smart appear- anoe; very talkative ; fond of betting; dress, dark cloth suit, dark overcoat with velvet collar, black flat- top felt hat. Carries a presentation walking- stick, which he is fond of showing. A pensioner from the Royal Artillery, and was for many years master gunner of Artillery Volunteers. Warrant issuod. Lacy, Chatham. 23.— Sandgate ( County).— For non- payment of bastardy arrears amounting to £ 1 12s. — JOHN HOPKINS, age 30, height 5 ft. 4 or 5 in., com- plexion fresh, hair and moustache black, eyes black ; dress, dark jacket and vest, cord trousers, skull cap, heavy lace boots. A bricklayers' labourer; native of StelliDg, Kent. Warrant issued. Information to Supt. Wag horn, Sandgafe. LANCASHIRE. 27— Garstang ( County). — For larceny from the officer's mess, Fulwood Barracks, on 29th ult.— FREDERICK GEORGE WEBB, ago 21, height 5 ft. 4 in, complexion dark, hair brown, eyes grey, anchor and log tattooed on left forearm, " F. W." in red - and - blue ink on back of left hand ; drc ss, black worsted overcoat, brown vest and trousers, black hard felt hat, lace boots. An offictr'iJ soldier- servant; native of London. Bourke, Garstaug. 28 — Liverpool ( City).— For stealing ( by trick), 2nd inst., two valuable bear- skin victorias, and two muffs— A WOMAN, age about 25, medium height, complexion fair, hair light, one upper tooth overlaps, giving the mouth a pointed appearance; speaks with American accent; dress, green tailor- made jacket and skirt, velvet collar and cuffs, large black hat and veil.— And TWO MEN : 1st, ego about 22, height 5 fr.. 7 or 8 in , complexion, hair, and very slight moustache light, eyes palo blue ; dress, dark suit, hard felt hat or light cap, long light overcoat, with velvet collar, or dark overoat. 2ud, age 19 or 20, height 5 ft, 6 or 7 in., complexion very fair, hair light; dressed similarly to 1st man. Bjth speak with Inndon acccnt. They gave the name of Mr. and Mrs. FRANK VAUGHAN, and Mr. LEWIS V AUG HAN. They engage a brougham with liveried driver, call oa shopkeopers and select goods, which are forwarded to their apartments on approval, and llien dec imp. NORFOLK. 29.— Norwich ( City).— For obtaining £ 14 10s. by false pretences— GEORGE GRAY, age about 45, h i^ ht about 5 ft. 8£ in., complexion tallow, thin face, hair light ( turning grey), deep voice; dress, moriing coat and vest, silk hit. A cloth and woollen manufacturer's traveller. Ho calls upon tradesmen with whom to has p. eviously done business on behalf of firms by whom ne was previously employed, states that ho is short of cash, aud obtains cash for a worthless cheque. Sentenced at Central Criminal Court, London, 7th March, 1892, to 5 yeans penal servitude for housebreaking. Licensed 10th December, 1895. IMS 247.
