All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. • 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. • 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15i. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. tf. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or nnaloaous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and at j alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which mai/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond fy Co." Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, • or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering . a reward for the discovery of property or the detection of • crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly- expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person bv whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relatioa to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. License Holder BENN WATTS, aliis DONALD GRANT, EDWARD PRICE, and THOMAS EDWARDS, JOSEPH WARD, and THOMAS O'BRIEff, Office No. 47837 ( see Gazette, 17th Miy, 1895, Case No. 15, and 8th November, 1895, Case No. 73), wanted for uttering counterfeit coin and failing to report— Age 70, height 5 ft. 5 in., com- plexion fresh, hair grey, eyes bine, scar centre of forehead, left cheek, left groin, inside right upper arm, across left knee, 3 on left aid 1 on right shin, 2 moles left side, and 1 on right side of neck, ruptured both groins; when last seen was of pile complexion, tbin features, hollow cheeks, stooping figure ; walks badly ; dressed in long dark overcoat, with astrachan collar, soft felt hit, or skull cip ; carried a black bag; sometimes walks on crutches, which are only used a? a disguise. Was sentenced at Bedford Assizes, 7th July, 1888, to 7 years penal servitude for uttering counterfeit coin. Licensed 19th March, 1895. D I 0 351. A jeweller's traveller. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For obtaining money from persons under pre- tence of getting them employment— H. C. GORDON ( supposed false), age about 30, height 5 ft. 9 in., complexion rather fair, bail ( short and inclined to curl) light brown, good prominent teeth, wears diamond jewellery, stoops when walking.— JAMES CAMERON ( supposed false), age about 30, height about 5 ft. 7 in., stout build, complexion pale, full face, hair and long moustache brown ; respectably dressed. Both late of 68, Fleet- street, London, E. C. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry, E. C. 7— JAMES THOMAS SAVAGE, Case No. 4, 20th December last, not to be arrested. Warrant withdrawn. ANGLESEY. 8.— Holvhead ( County).— For larceny ( bailee), 17th October, 1893— WILLIAM BARKER, age 28 to 30, height 5 ft. 2 or 3 in., complexion pale, hair dark brown; dress, light grey suit, hard felt hat, ( too large for him). Warrant issued. Information to Deputy Chief Constable Jones, Holyhead. 13.— High Wycombe ( Borough). — For stealing, 30th ult., a dark bay mare cob, aged, about 14 hands 2 in., white 6tar on forehead, both bind legB white, shod with leather pads both fore feet, clipped body, in good condition; light dog- cart, black body and yellow wheels, " Wilkins, Uxbridge" on wheel caps, plain black leather brass- mounted harness, in pood condition, ordinary round turrets to saddle, plated curb bit, Dlain brass ornaments to brow- band of bridle; 3 rugs ( 1 black mackintosh, lined red and white plaid, 1 woollen horse- rug, 1 yellow sleeping rug) ; web mat with red border; new nose- bag; and stick- whip. A MAN, age about 45, height 5 ft. 4 or 5 in., stont build, complexion, hair, and side- whiskers dark, otherwise clean shaved; dress, dork clothes and cap, tight- fifing trousers with 3 rows of stitch- ing round bottoms, lace boots. Appearance of a coachman. Supposed identical with mm described in Cases No. 28, 10th, and No. 78, 24th ult. Warrant issued. Not to be apprehended out of the United King- dom. Large, Middlewich. 20. — Nantwich ( County). — For stealing, between 10th and 11th inst., 1 metal watch, No. 22003; I metal chain, with medal ( shape of cross), fourpenny- piece and rupee attached; 2 American dollars ; 1 pair grey cloth trousers; and £ 5 gold.— A MAN, age 27 to 29, height 5 ft. 8 or 9 in., complexion fresh, hair brown, moustache ginger; dress, short dark jacket, dark vest, white collar and front, small red- and- black bow tie, sailor cap with glazed peak, lace boots. An Italian. Has served in the Army. May bo found in company of Italians with street pianos. He left Crewe on 11th, by 12.15 a. m. train to Stockport. Information to Supt. Meredith, Nantwich. CAMBRIDGESHIRE. 14,— Cambridge ( Borough)— For abandoning her children, on 5th November, 1895— MARTHA ANN HEM MINGS, a widow, a? e about 32, height about 5 ft. 6 iu., slight build, complexion pale, hair dark brown, eyes light blue, upper front teeth rather prominent and decayed; dress, when last seen, black dress, dark rough cloth jacket with for round collar, and two rows of buttons, black bonnet. Was then ( November) far advanced in pregnancy, to have left Cambridge in company of a man, age about 27, height 5 It. 3 in., stout huild, complexion dark, hair black, eyes brown ; dress, moleskin jacket, cord trousers, black hard fe'. t hat. A navvy. Warrant issued. BERKSHIRE. 9.— Wantage ( County).— For highway robbery and rape— A MAN, age about 36, short, has a white speck on ball of left eye; dress, light clothes and cap, elbows and knees patched with dark cloth. Supposed a tramp. Information to Supt. Robotham, Wantage. 10.— Maidenhead ( Borough)— For being con- cerned with George Clark, remanded till 24th inst, for shopbreaking and stealing, on the 5th and 14th inst., 1 pilot jacket; 1 dark ditto; 1 striped woollen shirt; 1 pair lace boots ( all new)— THOMAS STEVENS, age 22, height 5 ft. 4 in., complexion fresh, hair sandy, moustache light, eyes grey; dress, 2 corduroy waistcoats, white cord breeches and gaiters, black hard felt hat, and sup- posed the stolen clothing. Appearance of a groom. Has been charged ( in company with Clark) for destroying his clothes in the casual wards at Oxford and Coventry. Warrant issued. Information to Supt. Taylor, Maidenhead. 11.— Windsor ( Borough)— For deserting his wife and family— JOHN GARDENER, age about 40, height 5 ft. 10 in., complexion fresh, hair and moustache light, stoops when walking ; frequents public- houses where " harmonic meetings " are held and plays the piano. Warrant issued Information to Head Constable Armour, Windsor. ESSEX. 21.— Brentwood ( County).— For stealing, 15th inst., at Romford, 3 pairs of shoemaker's nippers ( recovered), and a quantity of leather— JOHN JORDAN, age 28, height 5 ft. 4 in., com- plexion fresh, pointed chin, hair and small mous- tache light, walks erect, cf military appearance. A shoemaker. Has been traced in direction of Colchester. Warrant issued. Information to Supt. Allen, Brentwood. BUCKINGHAMSHIRE. 12.— High Wycombe ( Borough)— For assault — HARRY HELMORE, age 44, height 5 ft. 6 or 7 in., slight build, complexion sallow, thin features, hair ( cut short) dark brown ( turning grey), clean shaved, eyes grey, red scar or birthmark on neck near right ear, walks quickly and swings right arm; dress, old black pilot coat, side pocket3, and vest, old grey tweed trousers, lace boots, black hard felt hat. A scalemaker and adjuster. Photograph will be forwarded on application. Warrant issued. 15.— Cambridge ( Borough).— For embezzling £ 2 7s. 9d., on 17th inst,— WALTER SUGDEN, age 35 to 40, height 5 ft. 2 or 3 in., complexion dark, hair, moustache, and small imperial dark; dress, black serge Chesterfield overcoat, black double- breasted serge jacket and vest, dark trousers with blue stripe, dark blue- and- grey striped muffler, flannel cricketing shirt, black felt hat, elastic- side boots. Was employed as manager of a boot repairing establishment at Cambridge, and was formerly in business at Croydon as a boot and shoe dealer; has worked at a boot shop at High- street, Sydenham, and is supposed to be well known at Mile- end- road, and Old Kent- road, London. Warrant issued. 16. — Cambridge ( Borough). — For stealing, 14th inst., a pair of trousers ( recovered)— A MAN, age 30 to 40, height 5 ft. 9 or 10 in., complexion fair, small side whiskers very light, good teeth ; speaks with feminine voice ; dress, light dust- coat, dark trousers, brown cloth cap, lace boots, cut at toes and heels. Appearance of a tramp. 17.— Cambridge ( Borough). — For obtaining £ 2 0s. 9d., by false pretences, 11th inst.— DRUMMER BLACKFORD, age 28 to 30, height 5 ft. 8 or 9 in., well built, complexion fresh, full face, high forehead, moustache dark brown ; dress, short brown plaid jacket, brown cord or moleskin trousers, grey cloth cap with ear- flaps and peak. A navvy. Is likely to fce found at new railway works. Warrant issued. 18.— Cambridge ( Borough). — For obtaining food and lodgings by false pretences— A MAN, age about 40, height 5 ft. 4 or 5 in., prominent nose, clean shaved; is apparently suffering from sore feet; dress, black diagonal coat and vest, slate- coloured hat. He represented that he was an agent for the Prudential Assurance Company, and had just been transfened to the district. Left Cam- bridge on 11th inst., was traccd to Peterborough on 14th, and is supposed to have gone to Stamford. Warrant issued. Information to Chief Constable Holland, Cam- bridge. 22.— Grays ( County).— For stealing a gentle- man's gold signet ring ( recovered), and a dark blue melton overcoat, with velvet collar— GEORGE J. C. GODFREY, alias ASHCROFT, AS1IWORTH, Supposed and CARDWELL, age about 35, height about 5 ft. 10 j in., complexion pale, hair light brown, rather long light moustashe, waxed at ends, eyes blue; military appearance ; dress, black diagonal morning coat and vest, light striped tweed trousers, tweed cap, and may be wearing the stolen overcoat. He represents himself to be a sub conductor, Bombay Ordnance, Karachi. Warrant issued. Information to Supt. Jordan, Grays. 23— Southend- On- Sea ( County). — For ob- taining money by false pretences, at Shoeburyness, 15th inst.— GEORGE ASHCROFT, alias GEORGE ASHWORTH, and CARDWELL, age 35 to 40, height about 5 ft. 1H in., complexion fair, hair light brown, moustache light; dress, dark double- breasted overcoat, dark serge jacket and vest, light striped tweed trousers, light tweed cap, low shoes of Indian make. Has been a sergeant in the 36tli Field Battery Royal Artillery, and arrived at Portsmouth, from India, in January, 1892. Is known at Ports- mouth and Woolwich. Warrant issued. 24. — Southend- On- Sea ( County). — For stealing, 11th inst., a letter containing a gold bangle, the property of H. M. Postmaster- General — ALFRED LEE, age 21, height 5 ft. 5 or 6 in , complexion pale, hair brown, slight dark moustache, eyes grey, walks quickly; dress, supposed brown tweed jacket suit, light covert coat, black hard felt hat, lace boots, " Lovell Warren, Southend- on- Sea." stamped inside. A post- office clerk; native of Bishops Stortford. May endeavour to enlist. Warrant issued. 25. — Southend - on - Sea ( County). — For carnally knowing a girl above the age of 13 and under the age of 16, at Leigh, on 27th ult.— HANDEL JAMES GREENHALGH, age 35 to 40, height 5 ft. 11 in., square shoulders, stout build, full red face, hair ( inclined to curl, bald on top) ginger, moustache and side whiskers sandy, eyes blue, sometime? wears glasses; usually wears blue serge suit, dark overcoat, black hard felt hat. Formerly head master at the Osnaburgh- street Schools, Regeot's- park, London. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. CHESHIRE. 19.— Wliddlewich ( County). TIM AMES, age 45 to 50, height plexion fresh, hair and moustache brown, eyes grey, left wrist has been broken, which causes the hand tj turn outwards; dress, black - For larceny— 5 ft. 7 in., com- ( turning grey) GLAMORGANSHIRE. 26.— Cardiff ( Borough).— On a commitment for withholding monies belonging to the " Pride of Canton" lodge of the " Grand United Order of Oddfellows"— ARTHUR CONSTANTINE PIKE, ago 44, height 5 ft. 9 in., hair light brown, moustache and small imperial light, PV< S blue, right thumb nail split; addicted to drink ; of smvr, appearance; walks with springy gait. Formerly belonged to the Gloucestershire Constabulary at FRIQAY. FEBRUARY 28, 18S6. A labourer; native of Hollycoombe, Sussex. Absconded 10th inst. Warrant issued. Information to Supt. Hawkins, Alton. 28— Fareham ( County).— For arson— EDITH HOLE, age 17, height about 5 ft., complexion and eyes dark, hair black; dress, black jacket aDd dress, black fur boa, black hat. A domestic servant; native of Steyning, Sussex. Warrant issued. Information to Supt. Hack, Fareham. 29.— Gosport ( County).— For deserting her family, 17th inst.— ROSETTA UZZELL, age 28 to 30, height about 5 ft. 7 in , complexion fresh, hair brown, prominent nose, front teeth upper jaw pro- trude. Was accompanied by a man, age about 30, height 6 ft. 2 in., complexion and hair dark, walks very badly, has served in tho 17th Lancers, supposed to be wearing a flannel shirt marked " Croydon Union." Warrant issued. Information to Inspector Silver, Gosp: rt. 30.— Portsmouth ( Borough). — GEORGE KING ( see Case No. 17, 13th December last), not to be arrested. Warrant withdrawn. KENT. 31. — Folkestone ( Borough). — For stealing, 29th ulf.. 1 silver watch; 1 gold ring ( both recovered) ; 1 silver long link pattern chain, with jubilee shilling and silver coin attached— STEPHEN LANGLEY, age 38, height about 5 ft. 9 in., red face ( caused by erysipelas), moustache brown ; dress, long hlack cloth coat, dark coat, two pairs of trousers, one cord, the other light cloth, black hard felt hat. Hns bren in the employ of an earthenware dealer at Islington, end occasionally travels the country with bim. Was at Chatham on 3Ist ult. Information to Supt. Taylor, Folkestone. 32.— Margate ( Borough).— For stealing, 18th jnsr, — l pair black serge trousers; 1 pair half - boots; 2 pairs hose ( black - and - white) ; 2 Oxford shirts ; 1 blue guernsey; 2 lamb's wool undervests; 1 black - and - blue scarf; 1 P. and 0. cap, with red lining — ARTHUR TWYMAN, alias TAYLOR, age 31, height about 5 It. 0 i" , complexion dark, hair ( curly), whiskers, and moustache black ( side whiskers shaved) ; dress, black pilot, jacket, blue guernsey, black serge trousers, and peak cap. A boatman; has been employed on bnard a schooner trading between Faversbarn and Whitstable, and may seek similar employment. Warrant issued. Information to Chief Constable Farndale, Margate. LANCASHIRE. 33— Liverpool ( City).— For failing to report — Supervisee AGNES JANE LITTLE, alias McCONNELL, and JANE TAYLOR, Office No. 46382, age 44, height 5 ft. 1 in., complexion fair, hair sandy, eyes grey, scar on right eyebrow, under chin ( faint), and centre of forehead. Married. A native of Ayr. Sentenced at Preston Sessions, 17t, h May, 1893, to 12 months imprison- ment and 2 years police supervision for stealing sheets. 118- 9. Information to the Head Constable, Detective Department, Liverpool. 34.— Burnley ( Borough).—'. For stealing from his lodgiDgs, ltith int- t — I English silver lever watch, No. 2333, cream dial,, gold hands, black numerals, plain cases, letter " H " scratched on back of outer case; 1 brass snake- pattern chain ; I pair man's lace boots, with heel- plates and nails in soles ; 1 youth's union sbirt, light brown ground, with red, blue, and white stripes— A man who gave the name of WATSON, age 28 to 30, height 5 It. 3 or 4 in , stout build, complexion fresh, large bum mark back of left hand, bow- legged ; speaks very quickly, blinking bis eyes very fast at same time. Stated he was a plumber, and had come from Macclesfield to work at the military barracks. Information to Chief Constable Harrop, Burnley. LINCOLNSHIRE. 35. — Caistor ( County).— For obtaining £ 2, by- false pretences, on llth inst. — A MAN, age about 3Q, height 5 ft. 9 in., square build, complexion pale, hair dark brown, slight moustache light brown, large irregular teeth ; dress, brownish grey suit, white collar, cuffs, and tie, black hard felt hat, with low crown and wide brim. Carried a brown paper parcel. He calls at isolated houses with patterns of cloth, shirting, & c., and states that his employer is in financial difficulties, arising through his having become surety for a nephew, who has absconded, that he must sell goods and obtain money at any sacrifice. A., a clerk, but expert forger, age 27, height 5 ft. 7i in., weight 10 stone, blue eyes, light hair, light brown moustache, high forehead, dot of indian ink on right hand, red mole right side of neck, mole on right elbow, very quick in his movements. — RACHEL FISHER, alias TURNER, and SHEENY RACHEL, age 30, stout build, complexion sallow, hair black, face slightly pockpitted ; is said to be the wife of Charles Fisher. — FRANK WOODWARD, age 26, height 5 ft. 7f in., well built, weight 11^ stone, complexion fair, hair dark brown, eyes blue, has a patch of grey hair left side of head, scar, 2 in. long, on right wrist.— WILLIAM HARTLEY, age 28, height 5 ft. 10{- in., medium build, weight 12 stone 2 lbs., complexion dark, hair dark ( mixed with grey). The foregoing persons live by forgery, and Fisher especially is said to be most expert in the use of chemicals and altera- tion of figures, Ac., on cheques or bank- notes. This gang have been in the habit of robbing post- boxes, abstracting cheques, & c., from letters, raising the amounts, and then cashing them. Charles Fisher and Frank Woodward are both wanted for forgery at Cincinatti, Ohio, U. S. A., but if located are not to be arrested, but it is requested that immediate information be forwarded to the Assistant Commis- sioner, Criminal Investigation Department, New Scotland Yard, when application will be made for warrant.
