XII., No. 1234 REGULATIONS. 1 All antunmoement* for insertion in the POLICE GAZETTE, and all communications upon them ' should he addressed to TUB EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND IABD, 2 ^ Particulars concerningpersonswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a retcard is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. E Portraits of persons whose apprehension is sought for serious offences, and engravings of sl& len property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per pertrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. , 6 Every announcement, if for the apprehension of a person, must be guaranteed by the signature \ f an officer of not less rank than Superintendent; and, if the name of such person be required to le inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, < rr his immediate deputy, of the county, city, or borough, as the case may be 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or wilnno"* therein. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art- alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted i » the POLIOB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next isne. 10. In all cases, the officer signing the request for insertion of any announcement, rill be wholly responsible for any proceedings whiih mail result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. Theymust be clearly written on one side of the paper only, be in Ihe usual form, and accompanied by a covering letter. , 12. All payments must he in advance, either at the office, New Scotland Yard, by ckiqut, crossed " Drummond l( Co.," Post Office Order payable at Parliament Strut, Postal Orderr or in Stamps. _.„. 13. SPECIAL NOTICE. IDENTIFICATION OP PRISONERS. THE EDITOR requests that Chief Officers of Police, when forwarding for identifica- tion by the Metropolitan Police the Photo- graphs and descriptive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from Bank ; stealing pair of boots from shop door ; stealing bale of silk ; van unattended, & c,, & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— D Division. — For obtaining money by false pretences— J. DAVY, ege 30, height 5 ft. 6 in., complexion dark, hair and moustache dark brown; dress, dark overcoat and trousers, high silk hat.— J. HONE, age 35, height 5 ft. 10 in., complexisn fresh, hair and moustache brown, eye9 dark; dress, dark overcoat and trousers, black hard felt hat. They collected subscriptions for the Mercantile Directory and Traders' Gnide, representing they were employed by Felton & Co., Victoria Mansions, Westminster. Warrant issued. 2.— D Division,— For attempting" to obtain foreign postage stamps through the " Exchange and Mart "— A man who gave the name of GEORGE DONALDSON, age 40 to 45, height 5 ft. 8 or 9 in., complexion fair, hair and moustache brown ; dress, dark clothes, soft felt hit; respectable appearance. Supposed a Belgian Frenchman, and to be concerned with man, Casa No. 5, 26th Jnly last. Warrant issued. 3.— K Division. — For embezzlement, 17th Augist last— GEORGE THEOBALD, aUcu GEORGE THEO, age 35, height 5 ft. 4 in., com- plexion fair, hair and moustache light, eyes grey, scar under left eye, slightly bow- legged; dress, black morning coat and trousers, black alpine hat, lace boots. A milkman. Warrant issued. 4.— N Division.— For forging and uttering a bill of exchange for £ 65 12s. 6d. — CHARLES HUTCHINSON PHILLIPS, age 38, height 5 ft. 8 or 9 in., stiff build, complexion taDned, hair brown, eyes ( large) dark brown, dent in centre of forehead, nose somewhat square at end. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5. — For obtaining £ 3,000 hy false pretences, in December last— BIKT SAINT ALBYN JENNER, late of Nichols Nymet, North Tawton, Devon, and Gynfa House, Painswick, Stroud, Gloucestershire, age 46, height 5 ft. 11 in. or 6 ft., slight bui'd, complexion fresh, hair ( bald on top) light, mous- tache ( rather long) ginger, walks erect, horsey appearance, well dressed, usually wears kid gloves and carries a stick. Has hunted with the West Somerset hounds, and recently travelled lhrough Wales in a caravan, " Hill " painted thereon. Warrant issaed. Information to Sopt. McWilliam, 26. Old Jewry E. C. BEDFORDSHIRE. 6. — Bedford { County).— For stealing, 17th inst., at Eastcotts, a horse, cart, and harness ( recovered)— TWO MEN : lat, age about 30, height 5 ft. 5 or 6 in., complexion very dark, hair, whiskers, and moustache black ; dress, black jacket and vest, light trousers, dark cap. 2ad, age about 20 height 5 ft. 7 or 8 in., complexion fair, hair light brown, clean shaved; wearing black jacket and vest, black cloth peak cap. BERKSHIRE. 7— Reading { Borough). — For shopbreaking— DAVID HODGES, age 25, height 5 ft. 3 or 4 in.,, oval face, hair dark brown, slight moustache; walks with right leg stiff; dress, cark jacket and vest, dark corduroy Ironsets, blue neckerchief with white spots, light brown cap. A drover. Left Reading on 6th in3t., accompanied by bis brother, age 18. Sap- posed to be tramping to Gloucester. 8.— Reading ( Borough).— For stealing, 10th inst., £ 25 5s. 3d.— FREDERICK E. TEMPLE, age about 40, height about 5 ft. 9 in., slight build, hair dark brown, monstache light brown, very prominent nose, heavy eyelids; dress ( when last seen), bine serge suit, black hard felt hat, brown boots, carried a paper parcel and light brown hand- bag. Lately employed as collector for the Refuge Insurance Society; lodged at a Dublic- house since December last and assisted in the bar. A member of the " Order of Buffaloes." Supposed to have come from Nottingham. Warrant issued. Information to Head Constable Tewsley, Reading. 9.— Windsor ( Borough). — For stealing £ 60— WILLIAM F. VIZER, age 19 ( looks younger), height 5 ft. 7 or 8 in., slight build, complexion pale, hair light, eyes ( rather weak) grey; dress, blue coat, light trousers, hard felt hat. A clerk ; native of Slough. Absconded 17th inst. May endeavour to leave the country. Warrant issued. Information to the Head Constable, Windsor. CHESHIRE. 10— Chester ( County).— For failing to report- Supervisee JOSEPH YATES, alias ROBERT JOHNSON, Office No. 44034, age 39, height 5 ft. 11 in., complexion fresh, hair brown, eyes blue, 2 scars middle of forehead, several left side of face, bridge of nose, right eyebrow, above right elbow, over left collarbone, blue mark outside left upper- arm, 8 on left forearm, face faintly pockmarked. Sentenced at Manchester Sessions, 21st February, 1889, to 5 years penal servitude and 3 years police supervision for larceny. License! 5th December, 1892. P 113. Information to Sapt. Johnson, Oakmere. 12.— Runcorn ( County).— For stealing ( bailee), 15th inst., 1 youth's black worsted jacket ( small Y- shape tear on one sleeve), and other clothing ( recovered), which was entrusted to him to repair— FREDERICK QUAYLE, age about 35, height 5 ft. 4 or 5 in., complexion fresh, blotched, hair and moustacbe light brown; speaks with London accent; snpposed native of Liverpool; dress, shabby dust- coat, old blue serge trousers with red stripe down side, black hard felt hat. Is accompanied by a girl, age about 9. Warrant issued. Information to Sapt. Atherton, Runcorn. age 38, height 5 ft. 6 in., complexion dark, hair and moustacbe dark brown, eyes hazel, two females and flowers in red and black ink on right forearm, angel, 2 female busts, 1 female figure ( full length) in red and black ink left forearm ; dress, dark jacket, light corduroy trousers and vest, coloured necker- chief, dirty cloth peak cap with knob on top, old lace boots. HAMPSHIRE. 20.— Ringwood ( County).— For obtaining £ 1 by false pretences, 12th iust. — CHARLES DE CBIR ( snpposed false), age about 35, height 5 ft. 3 or 9 in , complexion fresh, hair and moustache sandy; TO- pectab! e appearance; dress, blue serge suit, brass buttons on jacket, peak cap with badge on front. Stated he was a petty officer of H. M. S. " Celtic," at Shoreham. Warrant issued. Information to Supt. Hadden, Ringwood. 21— Portsmouth ( Borough). — Portrait and description of WILLIAM DAVIS, alias EDWARD CUMBERLAND. 13.— Cockermouth ( Oounty).— For neglecting his wife and family— GEORGE SHARP, age 36, height 5 ft. 10 in., hair aud moustache light brown ( may ba growing a beard) ; dress, old dark clothes and cap. A labourer. Has been in the Army. Left here in company with a man, age 36, height about 5 ft. 7 in., heavy ginger moustache. Warrant issued. 14 — Cockermouth ( Oounty). -- For non- payment of bastardyarrears— JOSEPH HUDDART, age 18, height about 5 ft., complexion sallow, hair dark, very much swollen underneath eyes. A black- smith's apprentice. Absconded about 12th ult. Supposed working for some country blacksmith. Warrant issued. Information to Supt. Graham, Cockermouth. DENBIGHSHIRE. 15.— Denbigh ( Oounty).— For embezzlement— RICHARD JONES THOMAS, age about 28, height 5 ft. 6 or 7 in., hair and slight moustache dark, round face; dress, brown cloth coat and vest, dark stripe trousers, hard felt hat, lace boots. Has been a sewing machine agent. Warrant issued. Information to Sapt. Jones, Denbigh. 16. — Wrexham ( Oounty). — For bigamy — FREDERICK WILLIAMS, alias FREDERICK WILLIAM LESTER, age about 33, height about 5 ft. 6 in., slight build, hair dark brown, moustache brown, full dark eyes, several teeth missing, lisps, red nose. A painter. Has also been employed as a barman. Warrant issued. Information to Deputy Chief Constable Yaughan, Wrexham. ESSEX. 17.— BrentWOOd ( County).— For obtaining 25s., by false pretences.— JAMES ABITLE, age 28, height 6 ft., complexion dark, hair and eyes dark brown, slight moustache light; dress, dark pilot jacket, blue engine- driver's jacket, brown cord tronsers, cloth cap, patent leather peak. An engine- diiver; supposed native of Charlwood, Surrey. Warrant issued. Information to Supt. Allen, Brentwood. 18. — Chelmsford ( County). — For stealing ( bailee), 16th inst., a long dark grey mixture ulster, band round waist, lined light colour cloth ( nearly new) FLOWERS, age 38 to 40, height 5 ft. 8 or 9 in., complexion fresh, hair and moutache light brown, eyes blue ; military appearance ; dress, light grey suit and cap, white satin tie. Stated he was a stud groom. May seek employment at circuses. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 19.— Grays ( County).— For attempting to obtain money by false pretences— PATRICK SULLIVAN, THOMPSON, GEORGE HARRISON, LEWIS JOHNSON, asd HENRY BUCKNER, whose ap- prehension is sought for failing tosurrender to his bail, 18th inst., charged with larcoDy:— Age 25, height 5 ft. 7-^ in., complexion fresh, hair ( curly) brown, eyes grey, mole over right breast, on right buttock, " EC" and dots right forearm, abscess mark left jaw. Is an expert pickpocket, and frequents trams, omnibuses, theatres, & c. Warrant issued. 22.— Portsmouth ( Borough).— For larceny— E. D. CART WRIGHT, age 30 to 35, height 5 ft. 8 or 9 in., slight baild, complexion dark ( sunburnt), hair dark brown, moustache brown, eyos dark, rather delicate appearance; dress, usually black suit, white straw hat. He answers advertisements in the " Exchange and Mart," offering a pneumatic bicycle in exchange for the article advertised, which he asks may be sent on mutual exchange, and on receipt will send the bicycle, which he fails to do, but immediately disposes of the article sent. He left Portsmouth on 18th nit., accompanied by his wife, 2 other women, and 2 children. Warrant issued. Information to tli9 Chief Constable, Town Hall, Portsmouth. 23.— Southampton ( Borough).— For stealing, 5th May last, a silver watch ( recovered)— JOHN REYNOLDS, alias HILLS and BELL, age 28, height 5 ft. 5 in., complexion fresh, hair sandy, eyes grey, female figure tattooed inside right fore- arm, sailor, female, table and bottle inside left forearm, blue cut mark back of right hand. A stoker ; native of Ashton- under- Lyme. His modus operandi is to ascertain the where- abouts of persons who have sons in the Army serving in India, to whom he introduces himself, stating that he ha3 just returned from the regiment, and has brought home a present from their son. This he usually describes as a parrot or a monkey, which, he states, he has left at the railway station, adding that he requires lodgings and has deferred pay to draw. In this case he obtained lodgings and decamped with the watch. He was sentenced to 6 weeks imprisonment at Horsham Qaarter Sessions, on 20th June last, as JOHN REYNOLDS, alias HILL and BELL, and to 2 months at Havant Petty Sessions, on 6th July last for stealing a coat, in name of JOHN HILLS, alias REYNOLDS. Warrant issued. Information to Chief Constable Berry, South- ampton. HERTFORDSHIRE. 24.— Watford ( County).— For fraud— A MAN, ago 40 to 45, height 5 ft. 6 in , complexion ruddy, hair iron grey, moustache light, eyes grey, limps slightly and carries a stick ; dress, dark jacket and vest, light trouseis, straw bat. His modus operandi is to call at a house for a certain tradesman's book, which he takes to the shop on the pretence of paying the amount due, tendering a cheque for a larger amount and obtain- ing the balance in cash. Information to Capt. Wymer, Deputy Chief Con- stable, Watford. KENT. 25.— Chatham ( County).— For attempted carnal knowledge of children— ELIAS WATTS, age 40 to 45, height 5 £ t. 5 or 6 in., complexion dark, hair ( cut short) light brown, moustache light, eyes blue, pockmarked ; has a peculiar look about the eyes ; dress, brown tweed coat, fustian trousers, light cloth peak cap, heavy lace boots. Carried a bundle containing clothing. A labourer. Warrant issued. 26.— Chatham ( County).— For rape— A MAN, age about 23, height about 5 ft. 7 or 8 in., com- plexion dark, small feature?, hair black, small moustache dark brown; dress, pepper- and- salt shooting coat, brown cloth vest, brown cord trousers, largo white wrapper round neck, cheese- cutter cap. Had with him a sandy coloured lurcher dog. Information to Sapt. Lacy, Chatham. 27.— Dartford ( County).— For stealing, 23rd ult., a light grey fancy tweed suit ( Rugby jacket), grey bone buttons ; a black diagonal cloth jacket and vest, and a pair of light grey trousers ( all new) — FREDERICK SMITH, age 27, height 5 ft, 8 in., complexion sallow, hair ( early) and slight moustache dark, eyes hazel, 3 warts left of neck, 2 dots left forearm, several small moles on body ; dress; dark check suit, black hard hat. Stated he had just left the army, and was engaged fitting electric lights. He obtains clothes for approval, selects some, and decamps. Has been convicted of larceny at Lancaster in name of FRANCIS HENRY SIMMONDS; of false pretences at Salford and Wigau, in naine of GEORGE ROBINSON; of larceny at Liverpool in name of GEORGE HARRIS, and of larceny,( trick) at Canterbury in name of FREDERICK SMITH. Warrant issued. Information to Supt. Webster, Dartford. LANCASHIRE. 28.— Skerton ( Connty). — For stealing, 17th inst., at Morecambe— 1 small Gladstone bag; a quantity of antique hair bracelets; 1 gold brooch, set jet; 1 cycle badge ; a quantity of setting stones ; 2 silver watches ; 2 jewellery case;?, 1 containing a small turquoise shell box, with peails, emeralds, and crystals inside ; 1 gold snap, set pearls ; 1 large silver cross; a quantity of hall - marked silver serviette rings; 3 ivory brooches, with view of Ireland; 1 antique flower - holder; and some watchmaker's tools— ALFRED KEEPING, age 21, height 5 ft. 1 or 2 in., complexion pale, hair light brown, small moustache ; wore dark clothes, hard felt hat. Had with him 2 leather portmanteaux^ and a camera and stand. May be travelling the country taking photographs. Warrant issued. Information to Acting Supt. Hodgson, Skerton. 29.— Rochdale ( Borough).— For stealing hlack suit, grey overcoat, and bluo cap— WILLIAM WRIGHT, age 18, height 5 ft. 2 or 3 in., com- plexion fresh, hair and eyes ( full) dark ; Wearing the stolen clotbe3, which are much to largo for him. A deserter from the King's Own Liverpool Regiment, in which he has served as drummer during the past 18 months. Native of Rochdale. Information to Chief Constable Buck, Rochdale. 30. — Warrington ( B'rough). — For stealing. 19th inst., 3 volumes of " Wilson's Scotch Tales '' FRIDAY, OCTOBER 11, 1895. T H E P O L I C E GAZETTE. 25 ( recovered)- JOHN SEYMOUR, alias WATSON, age about 38, height 5 ft. 7 in., slight build, com- plexion pale, long featuivs, hair, beard ( clipped and pointed), and moustache dark, large nose ; speaks with Scotch accent; dress, blue cloth coat and vest, Btriped twoad trousers, low shoes, hard felt hat. A photographer. He lodged at a house for three weeks, absconded without paying for boarJ, & c., taking the books with him. Supposed wanted elsewhere. Warrant issued. LEICESTERSHIRE. 31.— Loughborough ( County).— For attempt- ing to obtain charitable contributions by false pre- tences— FRANCIS LANE, age about 45, height 5 ft. 4 cr 5 in , complexion pale, hair grey, long straight nose ; dress, light brown tweed suit, hard black hat. Warrant issued. Information to Deputy Chief Constable Smith, Loughborough. 32. — Melton Mowbray ( County). — For obtaining by false pretences, 21st August last, 2 sets of harness; 12 rugs; 12 rollers; 1 whip; and 2 tugs— JOHN H. SANDERS, age 36, height 5 ft. 6 in., rather stout build, complexion fair, full face, hair and moustache light brown ; smart appearance ; dress, dark coat and vest, brown hard felt hat. A horse- dealer; late of Little Stukeley, Huntingdon. Attends horse fairs, & c. Has been in business at Liverpool, as a sausage skin manufacturer. Warrant issued. Information to Supt. Bott, Melton Mowbray. 1 ring with two lockets ( 1 with anchor, heart, atd cross) ; 1 bracelet composed of coloured stones about 1 inch long linked together with silver wire — TWO MEN, 1st, age 28 to 30, height 5 ft. 8 or 9 in , complexion fresb, hair and monstache light brown; dress, black tweed jacket and vest, light cord trousers, black pilot cap, army boots. Supposed an army raeervist. 2nd, age about 50, height 5 ft. 7 or 8 in , complexion fresh, hair ( bald on top) turning grey, thick dark moustache; dre s, new white vest and slop, white cord trousers, single peaked cap. Navvies, lately employed on the M. S. and L. Railway now in course of construction at Woodford. Information to Supt. Hustler, Daventry. 37.— Wellingborough ( County).— For stealing, 9th inst., at Rushden, a single- breasted check tweed overcoat, 2 pockets each side, also ticket pocket, " Sharman" on tab; and about £ 8- CHARLES HIGG1NS, age about 27, height 5 ft. 6 or 7 in., complexion fair, hair ( cat short) and moustache brown, peculiar cast in one 6je, impediment in speech, C. H. and G. H. tattooed on wrist; dress, light tweed cloth jacket and vest, dark cloth trousers, light cloth cap, lace boots. Warrant issued. Information to Sapt. Alexander, Wellingborough. 38.— Peterborough ( Libertyof).— Forlarceny. A MAN, age 45 to 50, height 5 ft. 3 or 4 in , stout build, comp'exion fresh, moustache dark, his lost portions of 2 or 3 fingers from one band ; dress, dark cloth jacket and vest, dark necktie, tnrn- down collar, dark cloth cap, lace boots, very shabby appear- ance. He pretends to be suffering from diabetes ; states he has been a musician in the army. Supposed to belong to Leamington. Information to Supt. Blackman, Peterborough. LINCOLNSHIRE. 33 — Caistor ( County).— For obtaining food and money, by false pretences, 20th ult.— A man who gave the name of JAMES OSBOtJRNE, age 69, height 5 ft. 6 or 7 in., slight build, complexion pale, sharp featui- es, hair ( very thin on top), and pointed moustache grey, very deaf, slight impediment in speech, twitch in left eye, scar left side of forehead, tattooed on both arms, " M. A. R." on one; dress, black morning coat and vest, dark blue trousers, light grey cap, white collar, elastic- side bcots. He represents that he has property in Canada, and that ho has just won a law suit in London, by which he becomes entitled to several thousands of pounds, obtains money to pay court fees, & c., and in conspiration thereof, makes a will in the lenders favour.
