XII., No. 1218 REGULATIONS. 1 All announcements for insertion in the POLICE GAZETTE, and all communications vpon them should be addressed to TUE EDITOR OP TIIE POLICE GAZETTE, NEW SCOTLAND YABD, O ^ Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. E Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen - property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6 Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the narneof such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7 Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 0. The force which causes particulars concerning delinquents or stolen property to be inserted in the I'oLice GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, mill be wholly responsible for any proceedings whiih mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed ". Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. The following ia a copy of the order which governs the • lreolation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or tho detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu lationu in force in the Metropolis :— 1. Printed hand- billa, or other advertisements, offering a reward for the discovery of property or the detection of a rime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of fch* Commissioners, on the application of private persons, or of the Police of any County or Borough, must be c'early expressed in relation to the following points- la) The amount of the reward. ( 6) The conditions on which it ia payable, ( a) The person by whom it will be paid. ( d) That the name and address of the printer appeu thereon. 8, No expression must be used in each an advertise stent, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offendei k* inj brought to trial, or without enquiry. NOTE.— 2 here are 177 Stations of the Metropolitan Police Force at which. Notices can be posted. APPREHENSIONS SOUGHT. May bo accompanied by woman, age 37, tall, dark hair, wearing dirk clothes and bonnet. Warrant issued. 2. — E Division, — For larceny — ALBERT DUBOIS, a Frenchman, sgj about 38, height 5 ft 2 or 3 in., stout build, complexion fair, hair ( turning grey) light biosvn, eyes blue, large head and feet, teeth much decayed ; dress, black jacket and vest grey mixture tweed trousers, black hard felt hat. He makes acquaintance with a woman whom he meets casually, and eventually offers to marry her, and, under the pretence of taking her to France to see his friends, induces her to dep sit her boxe.', & c , at a railway station cloik room, he taking the cloak room ticket. He takes her to Calais, and after obtaining her money and property, leaves her, returns to London, and obtains the bcxes depotited Warrant issued. 3.— K Division. — For larceny ( servmt) — JOSEPH LOGAN, age 25, height 5 ft. 7 in., well built, complexion fresh, full face, hair ( combed over forehead) and slight moustache daik brown, full eyes; dresp, black jacket and vest, light stripe trousers, black hard felt hat. A native of Salt'ord. Has been employed at rubber works in Manchester. Photograph may bo seen on application. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 4.— Ayr ( County).— For embezzling £ 22 5s. 4d. — JOHN BRUCE BARCLAY, a clerk, age 28, height 5 ft. 11 in., complexion fresh, hair and mous tache reddish, stoops when walking; dress, datk blue serge suit, black felt hat, lace boots, wears eye- glasses. Has been employed in shipping and rail- way offices. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 5. — Maidenhead ( Borough). — For stealing, 12th inst., 1 black cloth reefer jacket and vest; 1 pair fawn- colour trousers; 1 dress shirt 1 silver English lever watch; 1 silver albert chain; and a silver match- box— A MAN, age about 22, height 5 ft. 8 or 9 in., veiy slight build, complexion pale, hair ( cut short) brown, clean shaved, dimple in one cheek ; dress, black- and- white check suit, grey cap, white tie, side- spring boots. He to k lodgings, representing that he was a baker, and had obtained employment. Warrant issned. Information to Supt. Taj lor, Maidenhead. CAMBR! DGFSH! PJLo 6 — Cambridge ( Borough). — For larceny ( 6at7ee)— EDWARD COLLINS, alias GRIFFITHS, age 29, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache light brown, upper front teeth defi- cient; dress, Hack coat, blue jacket, moleskin vest atd trousers, light cap, heavy lace boots. Fond of playing a piano in public houses. A blacksmith's striker; supposed native of Sheffield. May be found working on rew railways. Absconded 3rd inst.; stated he was going to Rugby. He obtains watches, Ac., from young women under promise of marriage. Left behind a pawnticket relating to a gold watcb. Snpposed wanted elsewhere. Warrant issued. The above reward will be paid by David Lloyd, Esq., Clerk to the Lampeter Board of Guardians, to any person giving such information as will lead to the apprehension of May. Information to Deputy Chief Constable Williams, Llandyssul. CARNARVONSHIRE. 8.— Bangor ( County). — For larceny— A man, known as " JIM," age about 39, height 5 ft. G or 7 in., complexion sandy, full face, hair brown, moustache inclined to sandy, speaks with Irish accent; dress, dark coat and vest, light trousers, dark felt hat, lace boots. A tramping tailor. Is supposed to be making his way to South Wale3. Information to Supt. Harris, Bangor. CHESHIRE. 9. — Middlewich ( County). — For unlaw- fully wounding two gamekeepers, at Bostock, on 10th inst,— GEORGE WILKS, late of Moulton, Che- h'ro, age about 50, height about 5 ft. 8 in., complexion fresh, hair and tide whiskers dark ; dress ( usually), pilot jacket, corduroy trousers, billy JOO'C hat, strong lace boots; native of Wor- cestershire, supposed St. John's. A notorious poacher. Warrant issued. Information to Sf. pt. Large, Middlewich. DEVONSHIRE. 10.— Torquay ( County).— For deserting their wives and families, leaving them chargeable to the Newton Abbot Union — WILLIAM BROWN, age 2D, height 5 ft. 5 in., complexion, hair, and eyes dark, lost light leg at knee, and wears a wocden one. Plays a barrel- organ in the streets. A native of London.— SAMUEL HARTWELL, a blacksmith, age 28, height 5 ft. 6 or 7 in., com- plexion palp, hair and moustache light brown, eyes blue. AnrUve of Torquay. Is supposed to be in the North of Ergland. Warrant issued. Information to Supt. Rarbor, Torquay. 11.— Barnstaple ( Borough).— For stealing, 6th inst., 2 fowls ( recovered)— JAMES HILL, alias CHUGG, age 26, height 5 ft. 6 in., complexion and slight moustache dark, hair black, eyes hazel, slightly lame loft leg; dress, dark jacket, corduroy trousers, black peak cap ( all old). May be found in the company of poachers. Warrant issued. 12 — Barnstaple ( Borough).— For neglecting to mainfa; n I is wife and family— JOHN EDWARDS, age 29, he'ght 5 ft. 6 or 7 in., complexion very dark, hair and moustache black, weak eyes, dimple on chin, abscess marks on neck, lisps slightly; dross, light tvreed suit, light cap. EVANS, alias STEPHENS, CLOGS, aad ARTHUR, age 25 to 30, height about 5 ft. 8 in , complexion dark, hair dark brown, moustaefco and short whiskers dark, no eyelashes, has the app° arsn': e of having sore eyes, abscess mark round throat, nearly from ear to ear, left leg swollen ; walks lamo ; dress, light check jacket and vest, dirty brown trousers with light stripe, brown check cap. May be travelling with a brown van. Has a fawn colour lurcher dog. Warrant issued. Information to Sopt. Wosiack, Epping. HAMPSHIRE. 15. — Southampton ( Borough). — For the abduction of a girl under tho age of 18 — FREDERICK BULL, age 3i, height 5 ft. 8£ in., complexion ani hair dark, hoavy dark brown moustache, eye3 brown, prominent nose, round- shouldered, scars on legs; suffers from chronic bronchitis; dress, black coat and vest, light trousers, usually bow tie. A general dealer. Description of the girl: — Daisy Bull, age 17, rather tall, complexion fair, hair ( with heavy fringe) auburn, eyes brown ; dress, black jacket and skirt, white sailor hat, trimmed with white feathers. May endeavour to leave the country. Warrant issued. Information to Chief Constable Berry, South- ampton. HEREFORDSHIRE. 16.— Hereford ( City).— For failing to report— License Holder HENRY WILLIAMS, alias HENRY PRICE, and HENRY STOKES, Office No. 48574, age 37, height 5 ft. 4 in., complexion pale, hair light brown, eyes grey, 2 scars back of head, 1 left cheek, 3 boil marks on neck, ruptured right side, mole right shoulder, boil mark left shoulder and right thigh, 3 marks right knee, 1 16ft knee, scar left ankle. Sentenced at Hereford County Assizes, 2nd March, 1893, to 3 years penal servitude for stealing a tricycle. Licensed 14th August, 1895. T 45. W." inside case; 1 long guard and steel curb chain, with 3 rows of links, watch key, 2 small keys, and 3 coins ( 1 one- cent, 1 three- cent, tho other F. B. thereon) attached— A MAN, age 40 to 50, height 5 ft. 8 or 9 in., sandy whiskers on chin ( turning grey), D. D. tattooed left ribs ; dress, long brown coat, light cord trousers, black peak cap with tassel, grey woollen shirt. A tramp. Stated he was going to Peterboro'. KENT. 18.— Maidstone ( Borough).— For stealing, 19th icst., 1 small gold oblong brooch, glass front with hair in centre; 1 coral brooch; I small red coral brooch, shape of lady's band holding a white stone; 1 twisted gold brooch, containing photograph of a man ; 1 bright 6teel brooch ; 1 gold signet ring, with man's head, band broken; 1 pair gold drop earrings ; 1 gold pencil case; 1 lady's gold dress ring, set with stones of various colours, one missing; 1 gold pin, set with a brilliant in shape of spur; 1 gold watch- guard, small pattern; 1 gold- plated watch- guard 1 imitation gold watch and chain; 1 imitation epade half- guinea, and 5 or 6 silver foreign coins— ANNIE HOLLANDS, age 26, height 5 ft. in., complexion and hair dark, eyes dark brown, full face; dress, red bodice, blue skirt, fawn cape trimmed with plush to match, black hat; speaks with an American accent. Has been previously convicted of larceny. Information to Chief Constable Mackintosh, Maidstone. KINCARDINESHIRE. 19— Stonehaven ( County). — For stealing, 6th inst., from a temperance hotel, a bank deposit receipt for £ 135 ; 1 bank note for £ 5; 3 for £ I each ( all of North of Scotland Bank)— HENRY WAL- LACE, alias JAMES EDWARDS, age about 24, height 5 ft. 4 in., complexion fresh, hair dark, clean shaved, toes turn inwards, slight lisp or peculiarity in speech ; dress dark suit, low round hard felt hat, brown shoes, wearing a yellow curb chain. He calls at second- class hotels, hires a beel, and, during the night, visits other lodgets' rooms, commits a larceny and decamps. He is wanted at Kilmarnock, Ayrshire, and is supposed to be wanted elsewhere for similar offences. Warrant issued. Information to Chief Constable George, Stone- haven. LANCASHIRE. 20.— Bolton ( County).— For failing to report — Supervisee WILLIAM YATES, alias JOHN FITTON, Office No. 44549, age 35, height 5 ft. 5 in , complexion fresh, hair brown, eyes brown, propor- tionate build, oval face, by trade a collier, scar on right eyebrow, lobo of light ear slightly deformed, dot outside left forearm. Sentenced at PrestoD, 6th April, 1892, to 12 months bard labour and 3 years police supervision for housebreaking. 3938- 20. Information to Snpt. Leeming, Bolton. 21.— Chorley ( County).— For housebreaking— THREE MEN : 1st, age about 28, height 5 ft. 5 in., stout build, hair and moustache light. 2nd, age about 28, height 5 ft. 6 in., moustache brown ; dress, black coat, brown cord trousers, and clogs. 3rd, age abont 24, height 5 ft. 3 or 4 in., stout build ; dress, black jacket and vest, blue trousers, cap, and clogs. Norris, Chorley. 22.— Rochdale ( County).— For embezzlement— THOMAS SPALDING, age 23, height 5 ft. 3 or 4 in., complexion fresh, hair dark sandy, moustache light sandy ; dress, black worsted jacket and vest, supposed cord trousers, blue cloth cap. May seek employment at a coal wharf or coal department of a Co- operative Society. Warrant issued. Not to be apprehended out of the United Kirgdom. 23.— Rochdale ( County). — For witbho'ding £ 89 15s. 0d., monies of the Independent Order of Oddfellows- ROBERT CRYER, age 37, height 5 ft. 6 in., complexion sallow, hair and moustache dark, eyes grey; dress, blue serge suit, Inverness mackintosh, light cap, lace boots. A cotton spinner. Warrant issued. Not to be apprehended out of tho United Kingdom. Information to Supt. Hcywood, Rochdale. 24.— Liverpool ( City).— For failing to report— License Holder MICHAEL COLLINS, alias DOHERTY, JOHN FAGAN, and THOMAS PRICE, Reg. No. C 624, ago 62, height 5 ft. 8 in., complexion fresh, hair grey, eyes blue, lost 1st joint right thumb, 1st right finger contracted, right foot deformed, lest all upper front teetb, stoat build. A shoemaker. Sentenced at Belfast Assizes, 1st November, 1892, to 3 years penal servitude and 3 years police supervision for arson. Licensed from Mountjoy Prison, 31st January, 1895. MONMOUTHSHIRE. 29.— Abergavenny ( County).— For stealing 1 rough blue cloth overcoat, velvet collar, black bone buttons; and a pair of light lace boois — JIM OOLLINS, age abont 22, height about 5 ft. 10 in., complexion fair, hair light sandy, eye3 grey ; dress, light grey plaid coat, double- breasted plaid vest, light plaid trouser?, light cap, brown shoe3 ; may be wearing the stolen property. Supposed native of Bridgwater. Has served in the Army, and is Relieved to be a deserter. Warrant issued. Information to Deputy Chief Constable Kynch, Abergavenny. NORFOLK. 30— Norwich ( City).— For failing to report- License Holder HENRY BAYNE, alias HERBERT BAYNE, Office No. 48338, age 31, height 5 ft. 10 in , complexion fresh, hair brown, eyes grey ( slight cast in left), scar left eyebrow, each cheek, back of left hand, and on right shoulderblade. - Sentenced at Norwich City Sossious, 20th October, 1891, to 5 years penal servitude for shopbreaking. NORTHAMPTONSHIRE. 31.— Oundle ( County).— For stealing, 12thinst. — 1 light brown check skirt, lined drab; I red French merino blouse, full sleeves, gathered round » ieck; 1 green umbrella, small white hook handle— A WOMAN, ago about 25, height 5 ft. 3 in., com- plexion dark, freckled, hair ( curly) black, eyes dark; dress, brown dress, with red trimming at bottom, black straw hat, trimmed feathers and green- and- white flower. Supposed native of Stratford, to which place she is tramping. Information to Supt. Phenix, Oundle. NOTTINGHAMSHIRE. 32.— Newark ( Bwough).— For embezzling £ 15 — SYDNEY ALBERT THORNE, a bookstall manager, age about 25, height 5 ft. 6 in., complexion sallow, hair brown, rather effeminate appearance ; dress, dark clothes, billycock bat. May endeavour to leave the country. Warrant issued. Information to Chief Constable Challen, Newark. OXFORDSHIRE. 33.— Woodstock ( County).— For stealing zinc (" recovered), and for housebreaking — JASON SCARROTT, ago about 24, height 5 ft. 7 or 8 in., • complexion fresh ( pimples on face), hair and mous- tache light, eyes blue; dre3s, striped pepper- and- salt suit, red, white, and blue striped jersey, blue eilk muffler, with white spots, lace boots. A native of Kensington, near Woodstack. May bo accam- panied by a young woman, a native of Great Mailow, Bucks, who has with her a femalo child, about 3 months old. Warrant issued. Information to Inspector Sorrell, Woodstock.
