GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FBIDAY, AUGUST 9, 1895. VOL. XII, No. 1212 REGULATIONS. 1. All announcement* for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. E. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be proyninently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. ft. Every announcement, if for the apprehension of aperson, must be guaranteed by thesignature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or rrvalonm'* thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted t » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whiih mai/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICB GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1, Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be e'early expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable, ( a) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. t. No expression most be used in such an advertise- • tent, In relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiiy. B. in ink on back), by means of advertisement— HAROLD CONNE, an American, age 30, height 5 ft 10 in., complexion fair, hair brown, clean shaved. Writes with left hand; of re< pejtable appearance; driss, dark clothes. A stamp dealer. Warrant issued. 3-— P Division.— Portrait and description of FREDERICK HARDY RUFFLES, who^ e appre- hension is sought for obtaining, about 10th January last, £ 100 and other sums by fraud, age 37, height 5 ft. 6 or 7 in., slight build, complexion eallow, thin face, thick moustache ( clipped), bushy eyebrows and eyes ( sunken) dark, haggard appearance, im- pediment in speech, carries his head down, walks with quick steps ; drees, b'ack or dark blue jacket suit, black felt hat. A printer' 8 machine minder ; supposed native of Portsmouth. Is known at Ryde, Isle of Wight, Southsea, and Aldershot. He opened some printing works and advertised for compositors, 4c., and after obtaining money from them as security for permanent situations decamped. See Case No. 95, 29th March last. Fond of betting and attending race meetings. Native of Richmond, Surrey. Warrant issued. 6— T Division. — For obtaining £ 1 143. by false pretences — A. J. HO ARE, late of 30, Mauleverer- road, Brixton, age 30, height 5 ft. 7 in., complexion fair, hair light; dress, when last seen, tweed suit, and black hard felt hat. Supposed to be canvassing in the country for an insurance company. Warrant issued. WILLIAM PRICE, alias CHARLES, lafe of Lowes, Radnorshire, age 49, height 5 ft., complexion | fresh, hair ( turning grey) dark, eyes ( full) browr, scar on tips of 2 middle fingers left hand, boil mark light thigh. A labourer. Warrants issued. A reward of £ 1 will be paid by tbe Guardians of the Hay Union, to any person giving such informE- ] tion as will lead to the arrest of either of the above. CARDIGANSHIRE. 8— Aberystwyth ( County). — For stealing a gold weddiDg ring and keeper, at Maenelyn Llanddeinol — JOHN MORROW, alias DICK, age 37, height 5 ft. 7 in , complexion sallow, hair black, ejes hazel, a crown or padlock and key tattooed on one arm ; dress, faded dark serge clerical ioat, new corduroy trousers, new boots with pro- tectors. A rail- way clerk; native of Llanjbythee. Supposed engaged on a railway in the north of Ireland. Warrant issued. Britton, Altrincham. 11— Middlewich ( County). — For stealing a gold watch and chain, at Lostock Gralam ( recovered) — WILLIAM MOSS, a^ e 16 or 17, height 5 ft. 2 or 3 in., slight bnild, complexion pa'e, hair brown, eye3 grey; dress, black clcth jacket, corduroy trousers, cloth cap, strong lace boots. Warrant issued. Information to Supt. Large, Middlewich. CORNWALL. 12.— Liskeard ( County).— For deserting his wife and child, leaving them chargeable to the St. Germans Union— WILLIAM RICHARD KADWILL, age 26, height 5 ft. 4 in., slight build, complexion fair, thin face, hair ( curly) and slight moustache dark, eyes grey, right middle finger slig'. tly lent, smart appearance; dress, blue rib cloth coat and vest, grey trousers with dark stripe, white silk tie, brown hat. Has in his possession a very light fawn suit and grey dust coat. Native of Canterbury; late Captain's Steward on H. M. S. " Impregnable," Devoiipjit. May seek employment as ship's steward. Sapposed acompanied by a woman, age 29, heigh!; about 5 ff. 1 in., stout build, complexion fair, Lair light brown, slightly round- shouldered ; dress, pii. k blouse, b'ack skirt, light boat- shape hat. Warrant issued. Ji formation to Supt. Philp, Liskeaid. DERBYSHIRE. 13— Chesterfield ( Borough).— For obtaining £ 5 3J. Sd. by false pretences— ANNIE KENNEDY KERB, age 35, height about 5 ft., stout build, com- plexion fresh, round face, sharp nose, good teeth, hair brown; dress, faded blue velvet skirt, black- and- white blouse, light brown sailor hat, trimmed light brown satin. Has with her a small green- and- brown rnsh basket, boat shape, with handle on top. Travels from town to town with her husband, a plumber, slays at common lodging- houses, and some- timo woiks as a charwoman. Warrant issued. information to Head Constable Emery, Chester- field ESSEX. £ 2 REWARD. 14— Chelmsford ( County).— For deserting his wife and children, leaving them chargeable to the Chelmsford Union— GEORGE THOMAS SMITH, age 35, height 5 ft. 7 in , complexion fresh, hair light brown, eyes blue, two men boxing tattooed on chest, woman, trees, bracelets, rings oa arms and hands ; sometimes wears Indian gold rings on left hand. A native of Writtle, Essex. Was formerly in the 44th and 24th Regiments and in 1892 was Recruiting Serjeant to the Montgomery Militia at Welshpool. Warrant issued. The above reward will be paid by the Guardians of the Chelmsford Union for the arrest of Smith. Information to Deputy Chief Constable Somerset, Chelmsford. 15.— Colchester ( Borough). — For stealing, 2nd inst., a Howard safety bicycle, maker— l: J. Colman & Co., Howard- street, Birmingham " on head and back guard, Dunlop ' 94 tyres, piece chipped off front tyre over valve, saddle makers— " Albion Mills Saddle Company, Birmingham," small " Sovereign" lamp, double bell— A MAN, age 23, height 5 ft. 5 in, complexion fresh, hair dark brown; of smart appearance ; dress, blue serge suit, white straw hat with black band, brown boots. Warrant issued. Information to Chief Constable Coombs, Col- chester. about 50, tall and rather stout. Stated he was going to work on the railroad at Nottingham. Warrant issued. Information to Supt. GLAMORGANSHIRE. 16.— Cardiff ( Borough).— For stealing, 4th inst., a half- bred dark chestnut Russian mare pony, rising 8 years, 13 hands 2 in., small white star on forehead, hog maue,^ gall on near hind fetlock, which is swollen and causes slight lameness. — A MAN, age 30, height 5 ft. 4 or 5 in., slight build, hair and moustache dark; wearing dark clothes, dark cap, lace boots. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 17.— Chipping Campden ( County). — For stealing a silver curb watch- chain and pendant— GEORGE BARRINGTON, age 30, height 5 ft. 9 in., slight build, complexion pale, hair ( thin on top) dark brown, eyes brown ; dress, plaid coat and vest, serge trousars ( recently turned), light p'aid peak cap, lace boots. A tailor's prefer ; native of Moreton- in- Marsh. Is known at Walsall, Dudley, and Wolverhampton. Warrant issued. Information to Supt. Cooke, Chipping Campden. HAMPSHIRE. 18— Winchester ( City).— For stealing, 27th ult., a Singer straight- steering tricycle, 40- in. side, 26- in. front wheels, side wheels fitted with 1- in. red rubber spring wired tyres, split in several places close to rim, 2 spokes broken in right wheel, down tube from axle to crank bent, parts recently replated — A man who gave the name of KING, age about 40, height about 5 ft. 5 in., complexion dark, hair and side whiskers brown; dress, brown cloth suit, black hard felt hat, heavy boots. Appearance of a farm labourer. Warrant issued. Information to Supfc. Felton, Winchester. 19.— Southampton ( Borough).— For larceny ( person) — FREIDRICH STEIGER, a Swiss, age 19, height about 5 ft. 8 in., complexion fresh, hair light brown; speaks with foreign accent; dress, light suit, dark brown broad brim hat, cricketing shirt, light tie. A seaman. Information to Chief Constable Berry, Southamp- ton. ISLE OF ELY.. 20.— March ( County).— For stealing, 19th nit., 1 new black cloth jacket; 1 black silk neckerchief; and a pair of light lace boots, row of nails round soles and heels— JOHN ARCHER, age abont 30, height 5 ft. 9£ in., complexion dark, hair dark brown, anchor tattooed right arm ; may be wearing the stolen property. A native of Wimblington, near March. Is supposed to be accompanied by a woman, age KENT. 21.— Dartford ( County).— For stealing ( bailee> on or about 26th ult.. at Bynsford, a horse, cart and set of harness. — JAMES PICKUP, age 28, height about 5 ft. 10 ins., complexion dark, large scar on side of face ( supposed left); dres', short black jacket and vest, Jight grey tweed trousers, - white neaktie, black hard felt hat, very large light lace- boots. Has a slouching gait; a native of Blackpool. Warrant issued. Information to Supt. Webstar, Dartford. 22.— Sandgate ( County).— Fir stealing between 24th and 25th ult., at Burwasli, 1 lar/ e silver watch, " Winchester" on - works; 1 serge jacket; 1 pair corduroy trousers ; 1 black oilskin coat, and 1 pair oilskin leggings — GEORGE ALBERT WASH- INGTON, age 30 to 35, height about 5 ft. 8 in , complexion, hair, and long moustache dark, blind of left eye ( not noticeable unless closely examined) j dress, white slop, or light tweed jacket, dark tweed trousers with light stripe, light felt hat; had with him a white straw hat. A labourer. Has bean irt America. Warrant issued. Information to Supt. Waghorn, Sandgate. 23. — Dover ( Borough).— For indecently assault ing a female child— BERNARD TRACEY, age 19, height 5 ft. 4 in , complexion fresh, hair ( curled on forehead) light brown, eyes hazel, very erect, walks quickly; dres3, usually, rough blue jacket, light trousers, cap. May endeavour to enlist. Warrant issued. 24.— Dover ( Borough).— For obtaining £ 12 by a fictitious cheque on the Cardiff Dock Branch of London and Midland Bank— THOMAS JOBSON, alias THOMAS ANDREA, and WILLIAM ANDREWS, age about 30, height about 5 ft. 7 in'., complexion fair, moustache light; dress, when last seen, blue serge suit, coat buttoned close to chin, black hard felt hat. A seaman; is known at Grimsby. He goes to a grocer or wine merchant, represent- ing himself as a steward of a yacht, and orders goods, tenders a worthless cheque, and raceives the balance in cash. Santenced at North London Sessions, 5th Sep- tember, 1892, to 6 months imprisonment for a similar offence. Warrant issued. Information to Supt. Sanders, Dover. LANCASHIRE. 25.— Wigan ( County). — For indecently assault- ing a girl at Ashton, on 24th ult. — WILLIAM JONES, age about 38, height 5 ft. 11 in., slight build, much sunburnt, hair dark brown, moustache dark, large abscess mark left of neck, tattooed on arms; dress, old brown cardigan jacket, dark blue striped cloth trousers, blue- and- black striped cotton muffler, grey cap, and clogs. A labourer. Warrant issued. Information to Supt. Brassington, Wigan. £ 50 REWARD. 26. — Manchester ( City). — Portrait and description of HENRY NORTON, alias HENRY S' 4 s FRIDAY, AUGUST 9 1895 T H E P O L I C E G A Z E T T E. 3 FODEN, whose apprehension is sought for em- bezzling £ 4,000— Age about 43, height about 5 ft 6 in., stout build, hair, whiskers, and moustache light browD, low gruff voice, which sounds as if he had something in his mouth ; dress, pepper- and- salt colour suit, and cap. Absconded 13th ult. Is fond of horse- racing, and is known to betting men as Henry Foden. Associates with theatricals. The above reward will be piid by the Cheshire Lines Commit! ee, Liverpool, to any person giving such information as will lead to his arrest. Warrant issued. Information to the Chief Constable, Town Hal1, Manchester. 27.— Accrington ( Borough).— For stealing a bicycle on 8th ult. ( recovered).— GEORGE TUR- NER, age 27, height 5 ft. 4 or 5 in., slight build, complexion fresh, hair light, moustache light sandy long at ends; dress, slate colour cloth jacket, grey tweed trousers, new black billycock hat, brown leather boots, wears a Canadian gold guard. A stonemason. Is known to contractors at Preston, Lancaster, Morecambe, and Barrow- in- Furness. Warrant issued. Information to Chief Constable Beattie, Ac- crington. LEICESTERSHIRE. 28.— Market Harborough ( County).— For obtaining £ 12 by fraud, 12th ult. — GEORGE E. FARDEN, a commercial traveller, age 28, height 5 ft. 9 in., complexion fair, hair brown, heavy light moustache, inclined to sandy; dress, dark mixture check jacket suit, white straw hat with bluc- and- white band, brown leathor boots. Warrant issued. Information to Supt. Sbillock, Market Har- borough. 29.— Leicester ( Borough). — For embezzling £ 2 17s. Gd., on 11th ult.— J. T. M APLES, a draper's assistant, age 19, height 5 ft. 3 in., rather stout build, complexion fresh, hair brown, clean shaved, eyes grey; gentlemanly appearance. Warrant issued. Information to the Chief Constable, Leicester. MONMOUTHSHIRE. 30. — Newport ( Borough). — For obtaining money by false pretences, on 18th June last, by means of advertising fowls in the " Feathered World"— A man giving the name of F. FRANCIS, St. Margaret's Cliff, near Dover, age about 38, height 5 ft. 9 or 10 in., complexion and eyes dark, moustache iron- grey; dress, black coat and vest, light trousers, black hard felt hat. Sometimes wears light dust coat, and skull cap. Warrant issued. 31.— Newport ( Borough).— For embezzlement — EDWIN HODGE, age 48, height 5 ft. 4 in., complexion fair, round feature?, hair ( thin on top) light brown, whiskers and moustache light, very short- sighted, and wears spectacles ; drees, brown coat and vest, light trousers, black hard felt hat. A furniture salesman; native of Bristol or London. Warrant issued. 32.— Newport ( Borough). — For stealing, 8th June last, a box containing Volunteer uniform ( recovered) — ALFRED GRIFFITHS, age 25, height 5 ft. 6 in., complexion sallow ( oval face), hair dark brown, eyes hazel, scar over left eye and top of head, mole centre of back. Absconded 19th nit. A labourer; native of Newport. Has been in the Volunteer Artillery. May enlist in the Army in a false name. Previously convicted ( see Criminal Register, 1890). Warrant issued. Information to Head Constable Sinclair, Newport. NORTHAMPTONSHIRE. 33. — Wellingborough ( County). — For stealing a suit of clothes ( recovered), and a pair of balmoral boots, much worn, " Blakey's " boot pro- teotors on soles— A man, name supposed HERBERT HAWARTH, alias BILL, age about 20, height 5 ft. 9 or 10 in., well built, full face, complexion and hair dark, eyes full, mole on side of nostril, scar front of neck; drees, green- coloured jacket and vest, dark cloth trousers with blue- and- black stripe, light cap, and supposed wearing the stolen boots. Clothing may have oil stains. Warrant issued. Information to Supt. Alexander, Wellingbororfgh. SHROPSHIRE. 34. — Oswestry ( Borough). — For stealing 4 trowels and a bricklayer's hammer ( 1 trowel and hammer recovered) — A MAN, age about 33, height about 5 ft. 8 in , complexion swarthy, mous- tache dark, broad shoulders, stoop? a little; dress, dark serge jacket and trousers, no vest, new shirt, merino socks, light cap, light lace boots ( cut in front) ; appearance of a seaman. Information to Supt. Langford, Oswestry. STAFFORDSHIRE. 35.— Stone ( County). — For obtaining £ 2 by false pretences — FAROM BRADSHAW, age 35, height about 5 ft. 6 in., complexion and eyes dark, bair black ; dress, brown tweed suit. Late a clerk to the Stone Sewerage Works. May seek similar employment. Warrant issued. Information to Supt. Bishop, Stone. 36.— Wolverhampton ( Borough).— For steal- ing, 10th ult., 1 black leather purse with clasp ( much worn), containing about £ 30 in gold ; 1 lady's silver watch, No. 67975, white dial, rather small size; 1 lady's long gold neck- chain, very fine small links, a common watch- key and a gold kev attached — THOMAS KNIGHT or KNIGHTS, age about 25, height 5 ft. 8 or 9 in., slight build, complexion pale, long nose, hair dark, clean shaved, pimples on neck, left hand has been injured, part of bone of little finger has been taken out; dress, black cloth jacket and vest, black- and- brown mixture trousers, brown hard felt hat. Fend of betting. Has been employed as a fishmonger for past four or five years, but is supposed to be a painter or gasfitter. A native of Stowmarket, Warrant issued. 37.— Wolverhampton ( Borough).— For con- spiracy to defraud— HARRY VERNON ( supposed false), age about 30, height about 5 ft. 9 in., com- plexion and hair dark, clean shaved, very prominent front teeth ; he represents himself as a musical agent, but is believed to be connectod with a low class of comedians.
