POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FKIDAY, JULY 20, 1895. VOL. XII., No. 1208 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF TIIE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of aperson, must be guaranteed by thesignature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to he apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the PoLlce GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, Kill be wholly responsible for any proceedings whuh mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must he in advance, either at the office, New Scotland Yard, ly cheque, crossed " Drummond S( Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1, Printed hand- bills, or other advertisements, offering • reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be c'early expressed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable, ( fl) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. METROPOLITAN POLICE DISTRICT. 1 — Convict Supervision Department. — Woodcut portrait of License Holder SEPTOR MEREDITH, alias JOHN KING, Office No. 47995, whose arrest is sought in this district, for failing to report— Ago 59, height 5 ft. 7 in., complexion fresh, hair browD, eyes grey, bald front and top of head, faco pockmarked, scar on right, over each eyebrow, and on nape of neck, D. on left side, mole over and under left breast, and on right of stomach, J. inside left forearm. Sentenced at Middlesex Sessions, 18th March, 1889, to 8 years penal servitude and 5 years | police supervision for larceny ( person). Licensed 20th April, 1895. X P 215. 2— Convict Supervision Department - Woodcut portrait of License Holder THOMAS HAYES, alias THOMAS HOWE, and THOMAS HALL, Office No. 47937, whose arrest is sought in. this district for failing to report, age 52, height 5 ft. 8 in., complexion fair, hair gray, eyes blue, 2 scars top of head, and 2 on upper part of each buttock. Sentenced at Newington Sessions, 10th . O ' January, 1893, to 3 years penal servitude for larceny. Licensed 13th April, 1895. J T 549. 3.— B Division- — For stealing £ 84.— A WOMAN, age 25, height 5 ft. 2 in., stout build, complexion fair, hair light; dress, dark dress, brown three- quarter cape, small black bonnet trimmed with red flowers ; may be found at a seaside town. 4.— B Division.— For stealing a diamond ring ( recovered). — JANE STAIN, age 45, height 5 ft. 3 in., complexion fresh, hair dirk, eyes hazel, is addicted to drink; dres3, black- and- white stripe dress and bodice, black dolman, black bonnet. A native of Hereford. May be accompanied by her son, age 18. Warrant issued. 5.— D Division. — For obtaining through the " Exchange and Mart," a book of foreign postage stamps, value £ 24 63. 7d.— A man, g'ving the name of Professor D. LUCAS, age about 26, height 5 ft.' 5 or 6 in., complexion sallow, hair and mous- tache, and eyes dark ; dress, dark clothes, black hard felt hat; of gentlemanly appearance. Is believed to be a Belgian Frenchman. Warrant issued. 6. — D Division. — For embezzling £ 12, in September, 1894— ARTHUR KING, age 23, height 5 ft. 7 in., complexion fresh, hair and moustache brown, eyes hazel; dress, dark clothes. A nitive of London. Warrant issued. 7.— E Division.— For burglary, and stealing a quantity of clothing, & c.— JOHN GREEN, age 22, height 5 ft. 5 in., complexion fair, hair ( long and curly) dark brown, very prominent nose. A hair- dresser ; native of Norwich or Great Yarmouth. Warrant issued. 8/— G Division, — For stealing £ 14 9s — WILLIAM FRAZER, age 22, height 5 ft. 10 in., slight build, complexion sallow, hair ( bushy in front) dark, eyes grey; dress, grey mixture suit, straw hat, brown leather boots. A barman; native of Aberdeen. Has served in the Coldstream Guards. Warrant issued. 9.— G Division.— For fraudulently obtaining, 15th ult., 4 pearl necklaces ( one, 61 pearls, weighing 444 grains; one, 65 pearls, weighing 314 grains; one, 71 pearls, weighing290grains; one, 808 pearls, weighing 858 grains) ; 2 bunches of pearls ( one, 377 pearls, weighing 6£ 0 grains; one, 179 pearls, weighing 540 grains) ; I bunch of small pearls, weighing 560 carats; 9 round pearls, weighing 7H 2 T H E POLICE GAZETTE. Warrant issued. 10.— K Division.— For stealing £ 82 Is. 4d., 28th nit.— WILLIAM ARMSTRONG, age 28, height 5 ft. 4 in., complexion fair, hair dark brown, clean shaved, eyes blue, mole right cheek; dress, dark tweed jacket and vest, light stripe trousers, light tweed cap with brown cloth star on crown, lace boots. Warrant issued. Not to be arrested out of the United Kingdom. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 11— K Division— HENRY R. SMITH, Case No. 6, 18th August, 1893, not to be arrested. Warrant withdrawn. CITY OF LONDON. 12.- For forgery— SAMUEL BATEMAN EAST, late of the Granville Hotel, Ramsgate, age about 40, height 5 ft. 4 or 5 in., complexion fair ( blotched), hair, beard ( cut close), and heavy moustache light, flat nose; well dressed; usually wears a white scarf with pin, and broad- brim high hat. An hotel manager. Warrant issued. • Not to be arrested out of the United Kingdom. 13. — For embezzling and stealing £ 120 — WALTER THOMAS WHITE, a clerk, late of 41, Sansom- street, Camberwell, age about 27, height 5 ft. 9 in., stout build, complexion and moustache inclined to be dark, thick underlip; speaks in an undertone ; dress, dark coat, light trousers, speckled straw hat. Warrant issued. 14.— On a coroner's warrant for manslaughter— JOHN ROBERT ASHWORTH, age 25, height 5 ft. 7 or 8 in., complexion fresh, hair brown, slight light moustache; dress, dark tweed jacket and vest, cord or moleskin trousers, dark cloth peak cap, lacc boots. May be found hay making or fruit picking. Information to Supt. McWilliam, 26, Old Jewry, E. C. ANGLESEY. 15. — Holyhead ( County). — For stealing a single- breasted blue cloth overcoat — FRANK FOSTER ( supposed false), age about 28, height 5 ft. 6 in., complexion sunburnt, hair ( bald on top) dark brown, clean shaved, tattooed on both arms; wore blue ' Serge trousers, broad brim felt hat. Stated he had been in America. A tramp; works at farm houses. Warrant issued. Information to Deputy Chief Constable Davies, Holyhead. BEDFORDSHIRE. 16. — Leighton Buzzard ( County). — For stealing a lady's gold Waltham lever watch, white dial, seconds hands, piece of gold chain attached— A MAN, age about 25, height 5 ft. 4 in., complexion and hair ( thin in front and brushed straight down forehead) dark, clean shaved, thin features ; dress, rough dark suit ( double- breasted vest), white tie with coloured stripe, white straw hat. Stated he was a commercial traveller. Supposed an American. Information to Snpt. Anniwell, Leighton Buzzard. 17.— Luton ( County).— For stealing, 9th inst., from an inn at Dunstable, about £ 19 10s.— TWO MEN : 1st, age about 30, height 5 ft. 10 or 11 in., complexion fair, liiir and moustache light brown; dress, black coat and vest, dark stripe trousers, black hard felt hat, blue- acd- white stripe collar. 2nd, age about 45, height 5 ft. 5 or 6 in., com- plexion dark, moustache ginger; dress, dark blue suit, hard felt hat, supposed army boots. Stated he had been in the Army, and was in receipt of a pension. Information to Supt. Tydeman, Luton. BERKSHIRE, 18— Reading(- RoroM<? 7i).— For obtaining mocey by false pretences, 3rd inst.— A man, who gave the name of PRITCHARD, age between 30 and 40, height 5 ft. 9 in., complexion very fair, moustache light; dress, grey cloth suit, hard felt hat. He called at a shop, representing himself as an inspector of weights and measures, and pretended to examine the scales, when he stated that new ones would be required, which he would send on payment of 53. 6d , the balance to be paid monthly. Warrant issued. • Information to Head Constable Tewsley, Reading. BRECONSHIRE. 19. — Crickhowell ( County). — For horse- stealing— A MAN, age about 60, slight build, small features, hair light brown, side whiskers and mous- tache ( turning grey); dress, long tight- fitting slate- colour coat, black vest, dark stripe trousers ; the appearance of a horse- coper. Was at Talgarth Fair, 10th inst., in company of other men of the same class. Is concerned with Henry Bntler, see Case No. 57. Information to Supt. Winterson, Crickhowell. CARDIGANSHIRE. 20.— Llandyssul ( County).— For deserting his wife and family, leaving tliem chargeable to the Union— JAMES EVANS, age 35 to 40, height 5 fc. 10 in., stout build, complexion fresh, hair brown, heavy moustache sandy, smart appearance ; a gamekeeper, formerly employed at Aberdare, left about two months since to seek work at Rhayader. Has been in a Police Force. Was seen nt Talgarth Station, on 20th ult., accompanied by a short stout woman with a baby, from Cromdare. Warrant issued. Information to Deputy Chief Constable Williams, Llandyssul. CHESHIRE. 21 — Middlewich ( County). — For stealing a gold watch and chain, at Lostock Gralam ( recovered) — WILLIAM MOSS, age 16 or 17, height 5 ft. 2 or 3 in., slight build, complexion pa'e, hair brown, eyes grey; dress, black cloth jacket, corduroy trousers, cloth cap, strong lace boots. Warrant issued. Information to Supt. Large, Middlewich. 22.— Oakmere ( County).— For stealing ( bailee) a silver English lever watch— GEORGE BUNCE, a travellirg watch and clock cleaner, age 30 to 35, height 5 ft. 8 o.- 9 in., complexion fresh, hair and moustache brown, eye3 grey ; dres3, usually, light tweed suit. Is fond of singing and clog dancing ; well known at Ormskirk and Preston. Warrant issued. Information to Supt. John3on, Oakmere. DERBYSHIRE. 23— Chesterfield ( Borough). — For stealing, 19th inst., 5 twill sheets ; 7g yards blu9 serge dress material; 7 yards drab lining ; a lady's reversible golf cape with hood and shoulder straps, diabone side, red - grey - and - brown mixture the otlv r, " superior finish" stamped on loops— MARY ANN ME AKIN, ago 19, height 5 ft. 3 or 4 in., stout build, full red face, large prominent mouth, shows her teeth whea talking, brown hair ; dres3, drab dress, black jacket witn large buttons, and may be wearing the stolen cape. Left Chesterfield by 2 50 p. m. Midland tra il to Peterborough, arriving at 6 15 p. m. May join her father, a hawker, supposed to be staying at Lynn, Norfolk. 24.— Chesterfield ( Borough).— For stealing, 13th inst., a flag basket, contlining 2 chisel knives; 2 patty knives; 1 pair scissirs; 1 paper brush, ' Eyre & Sons " burned thoreon ; I chalk line and plumb; ono of the knives marked on blads " Isaacs, Sheffield," and " 3 legs of man "— A MAN, age 40 to 45, height 5 ft. 6 in., whiskers and moustiche sandy ( turning grey). Information to Head Constable Emery, Chester- field. DORSETSHIRE. 25. — Weymouth ( Borough). — For failing to appear at last Assize?, held at Dorchester, 4th ult., charged with fraud — JOHN McMAHON, alias JOHN THOMPSON, age 24, height 5 ft. 8 in., complexion sallow, hair brown, small sandy mous- tache, eyes hazel, cut mark near right eye, " M " tattooed right forearm A pedlar in cloth, & c. States he is a native of Edinburgh, but speaks with slight American accent. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 26.— Colchester ( Borough). — For stealing, 6th inst , a gold watch and chain ( recovered) ; 1 plain go'd brooch, with curl of light hair in centre, secured by two pearls, and £ 2 WOODS ( supposed false), age about 27, height about 5 ft. 6 in , complexion pale, hair dark, and slight moustache brown, low forehead, with tuft of hair hanging over, heavy dark eyebrows; dress, dark serge jacket ( much worn), black vest and trousers, black hard hat. A bcot laster. Warrant issued. 27.— Colchester ( Borough).— For stealing, 1st inst.— A silver watch and gold ring ( recovered) — ARTHUR RIEBOLD, sge 21 ( looks younger), height 5 ft. 4 in., complexion fair, hair dark brown, cast in one eye ; of Jewish appearance, and childish manner; dress, black coat, grey veit ( much too large), light grey trousers, black hard hat. A tailor. Had in his possession— 1 light tweed shooting coat, 1 pair light tweed knickerbockers, 1 pair light brown diagonal tweed trousers, which wera entrusted to him to repair, and of which he may attempt to dispose. Warrant issued. Information to the Chief Constable, Colchester. FORFARSHIRE. 28.— Forfar ( County).— For stealing cattle, 5tli iDst., at Kincreich Mill, Inverarity ( recovered)— WILLIAM MOIR, age about 30, height about 5 ft. 9 in., stout build, complexion frasb, round fa? e, hair ( inclined to curl) and moustache brown, bow- legged, flat footed ; dress, black corded cloth coat and vest, grey striped trousers, round black felt hat. A commission agent; native of Inverarity. He sold the cattlc at Perth on tame day, in name of William Fenton, and was paid in British Linen Company Bank Notes. Arrived at Loogton, Cum- berland, on Gill intt., and went to Carlisle ( where he is well- known) on 10th. Had a largo sum in Scotch notes in his possession, and stated ho had been in the cattle trade. Has dealt in hors. s in Wales, and is known at Denbigh and Llandudno. Has been convicted at Carlisle, Glasgow and Edinburgh, r. nd was discharged from prison about 1st inst. May endeavour to leave the country. Information to the Chief Constable of Forfar- shire, Forfar. GLOUCESTERSHIRE. 29— Cheltenham ( County).— For stealing two bicycles ( one recovered), the other a " Million" safety road racer, enamelled black, red transfer oil front, trade mark " Strettons, Ltd., Cheltenham," detachable pneumatic tyres, tangent spokes, No. 1257 stampid iu gold letters on top tubp, " Hire No. 47," printed in red near seat pillar, ' Brady" BBB saddle with large plated spring, open centre rubber pedals, Humber pattern chain, extension step, cork handles, lamp No. 10, no brake or mudguard EDWARD WILLIAM HERBERT, ago 16, tall, complexion fair, hair light; dres?, groy coat and vest, lavender colour trousers, light peak cap, brown shoes.— WALLACE JACKSON, age 15£, tall, complexion fair, hair dark brown, eyes grey ; dress, grey coat and vest, black- and- white che^ k trousers, black or grey peak cap. Warrant issued. JE1 REWARD. 30.— Cheltenham ( County).— For deserting his wife and family, leaving them chargeable to tbe Cheltenham Union— HARRY FRANKLIN, age 43, height 5 ft. 8 in., well built, complexion fresh, hair dark brown, Tatber heavy sandy moustache, eyes brown, military appearance. A tailor; native of Banbury, Oxford. Tbe above reward will be paid by Iliwland Tice- liurst, Esq., Clerk to the Cheltenham Board of Guardians, to any person giving su > h information as will lead to the arrest of Franklin. HAMPSHIRE. 32.— Southampton ( Borough).— Fcr stealing £ 9 10i.— FRANK WARD, age 32, height 5 ft. 10 in., complexion sallow, hair and eyes dark, scar right forearm ciused by the aim having been broken; dress, light grey jacket and trousers, no vest, white shirt with turn- down collar attached, blue tie. A bteward ; native of Norfolk. Warrant issued. 33— Southampton ( Borough).— Fcr stealing a gold watch ( recovered), and a twisted gold altert chain, with metal sovereign case containing 2 jubilee sixpences ( one enamelled) attached — HARRY STONE, alias DAVIS, i nl HARRIS, a Russian Jew, age 26, height 5 ft. 3 or 4 in., complexion florid, hair ( cut short) dark brown ( bald in front), eyes dark, several front teeth deficieLt, 2 cut scars right side of neck ; dress, black reefer jacket and vest, dark brown trousers, cloth cap, elastic side boots or brown canvas shoes. A tailor. May te accompanied by a Jewess, age about £ 0, and be found seeking employment amongst Jews. Warrant issued. Information to Chief Constable Berfy, South ampton. ISLE OF ELY. 34.— March ( County).— For stealing, 19th inst., 1 new black cloth jacket; 1 black silk neckerchief ; and a pair of light lace boots, iv> w of nails round soles and heels— JOHN ARCHER, age about 30, height 5 ft. 9^ in., comp'exion dark, hair dark brown, anchor tattooed right arm ; may be wearing the stolen property. A native of Wimblington, near March. Is supposed to be accompanied by a woman, age about 50, tall and rather stout Stated he was going to work on the railroid at Nottingham. Warrant issued. LANCASHIRE. 35.— Chorley ( County).— For stealing1 a shawl ( recovered)— License Holder ELIZABETH WIL- SON, alias JANE WALKER, ar d JANE JACK- SON, Office No. 47351, age 45, height 5 ft. 1 in., complexion very fre- b, hair brown, eyes blue, stout build, round features, sear on each eyebrow, and small sear left forearm ; dressed in blue skirt, black bodice, long black dust cloak, and black bonnet. Is of drunken habits, and may seek employment at public houses as servant. Sentenced at Preston Sessions, 30th November, 1892, to 3 years penal servitude and 3 years police supervision for larceny. Whittaker, County Police Office, Chorley. 36. — Manchester ( City). — Portrait and description e. f HKNRY NORTON, whose appre- hension is sought for embezzling £ 4,000 — Age about 43, height about 5 ft. 6 in, hair, whiskers, and moustache light brown, low gruff voice, which sounds aB if he had something in his mouth ; dres3, pepper- and- salt colour suit. Warrant issued* Information to Detective Sapt. Hijks, Town Hall, Manchester. 37.— Bootle ( Borough).— For stealing, 9th inst. — A " Howard " pneumatic bicycle, diamond frame, grappler tyr^ s, seat tube curved r>, uud back wheel, one handle wooden, " H. W." stamped under bottom bracket— A man who gave the name of T. H. ALLEN, ago about 24, height 5 ft. 7 or 8 in., com- plexion fresh, hair dark, clean shaved, scar under right eye ; dress, dark clothes, black cloth peak cap. Warrant issued. 38.— Bootle ( Borough).— For larceny, 6th inst. — A MAN, age about 40, height 5 ft. 5 in., slight moustache, wearing light overcoat, brown soft felt hat. He represented that he was canvassing for orders for Brown, Barne3 & Bell, photographer?, Liverpool, and received half- a- sovereign in payment of an order, and, under the pretence of going for change, decamped. Warrant issued. Information to Chief Constable Camming, Bootle. 39.— Salford ( Borough).— For stealing £ 20 5s. — EDWARD LAMBERT, age 21, height 5 ft. 6 in., complexion fresh, hair brown, eyes grey; dress, when last seen, slate- colour jacket, stripe trousers, snuff- colour cap, brown cjnvas shoes. A butcher; native of Crewe.
