Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. H. Portraits of persons whose apprehension is sought for serious offences, and e" irat<: ngs of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15.?. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 0. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to ie inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector. or nnalonovs thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes part iculars concerning delinquents or stolen property to be inserted in the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usup. 1 form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE G AZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. STAFFORDSHIRE. 1.— Stafford ( County).— Portrait and1 description of License Holder THOMAS The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering » reward for the discovery of property or the detection of • rime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of kh « Commissioners, on the application of private persons, or of the Police of any County or Borough, must be e'early pressed in relation to the following points— ( a) The amount of the reward. Formerly a sergeant of the Durham Light Infantry; now in the First Class Army Reserve. He hired a piano on the three years' system, and after paying a few instalments, sold it and absconded. Warrant issued. 5.— M Division.— For conspiracy and obtain- ing, by fraud, a brown gelding, aged, 14£ hands— WALTER ADAMS, age 20, height 5 ft. 7 in., complexion, hair, slight moustache, and eyes dark; dress, dark serge suit, pink shirt, black hard felt hat, brown boots.— J. NOBLE, age 18, height 5 ft. 7 in., complexion fair, hair ( curled on forehead) light, eyes blue; dres3, black coit and vest, lavender colour trousers, peak cap. Natives of London. May be found hawking crockery ware in the provinces. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BOND, alias JOHN WRIGHT, Office No. 48099 ( see Case 103, 31st ult.), whose apprehension is sought for double murder, at Orgreave, 31st ult. :— Age 30, height 5 ft. 8 in., complexion sallow, hair dark brown, eyes blue, mole front of right shoulder, scar left side of forehead, inside 1st left finger, and outside bottom joint of ditto, and right side of back. A shoe- maker and labourer. Has a revolver, and is believed to be insane. Sentenced at Nottingham Assizes, 18th July, 1890, to 5 years penal servitude for breaking and entering. Drayton- park, L> ndon, N., age 18, height .5 ft. 7 io., thin build, complexion very fair, hair and very slight moustache very light, thin sharp noso; dress, dark jacket suit, low felt had; had with him a brown leather portmanteau. BERKSHIRE. 7.— Maidenhead ( Borough).— For obtainiug £ 4 16s. 9d. by means of a forged cheque, signed " George Lambert," on the London and Provincial Bank, Barmondsey Branch— A MAN, ago about 40, height 5 ft. 1 or 2 in., thiu build, complex oo, hair, bushy whiskers, moustache a& d eyes dark; dress, brown coat, black hard felt hut, wore a white apron; appearance of a paiuter. lie stated he had been sent by a neighbour, whose endorsement was forged, to obtain cash for the cheque. CAMBRIDGESHIRE. 9. — Cambridge ( Borough). — For obtaining money by false pretences on 22nd ult.— ARTHUR LINSDELL, age 24, height 5 ft. 6J in,, complexion sallow, oval face, hair dark brown, ejes hazel, cut scar right of forehead, cross- swords tattooed left forearm. An Army Reservist of the Suffolk Regiment; native of Cambridge.— HENRY LEE, age 25, height 5 ft. 7^ in., oval face, hair brown, eyes grev, " J. R." tattooed right forearm, " C " back of right hand and forearm, " W. H. A. L." and six dots left forearm. Supposed a native of Brighton. May be found hawking flowers or fish, or attend- ing fairs, & c, in the eastern counties, where Lee may perform with a cask and bottle on his head. GLAMORGANSHIRE. 15. — Cardiff ( Borough). — For stealing £ 7 from a till on 20th ult. — CORNELIUS BRIAN, late of Milton- street, Cardiff, age 22, height 5 ft. 5 in., complexion dark, oval face, rather large mouth, hair dark brown, small dark moustache, eyes brown, scar top of head and left thigh, ring on 1st, 2nd, aud 3rd fingers, blue dot back of left hand, ring on front of right forearm, 3 blue dots front of left forearm. A labourer. May he found in company of prostitutes, and frequents " free and easys " at public- houses. Warrant issued. Information to Head Constable McKenzie, Cardiff. CHESHIRE. 10.— Middlewich ( County).— For stealing a watch and chain ( recovered) at Northwicb, on 31st nit.— A WOMAN, age 34 to 36, height 5 ft. 1 or 2 in., complexion sallow, hair dark, eyes blue, scar on left temple; Cress, short black jacket, old black dress, black sailor hat, trimmed brown ribbon, low shoes ( much worn). Information to Supt. Large, Middlewich. DERBYSHIRE. 11.— Bel per ( County).— For obtaining goods by false pretences at Riplej, 6th , ult.— RALPH HOUSLEY, age about 60, height 5 ft. 9 or 10 in., stout build, complexion fresh, good features, hair brown, clean shaved, eyes grey; dre? s, dirty brown tweed suit, double- breasted vest with two rows of bright buttons, trousers patched at knees with chocolate colour tweed, black silk handkerchief round neck, old soft hat, strong lace boots. Native of Winster, near Wirkswortb, Derbyshire. Well known in Derbyshire, Leicestershire, and Stafford- shire. Warrant issued. Information to Snpt. McDonald, Belpsr. DEVONSHIRE. 12.— Exeter ( City).— For failing to report — License Holder JAMES HENRY VIVIAN, alias RICHARD VIVIAN, RICHARD SELWOOD. and HENRY SELWOOD, age 70, height 5 ft. 8 in., complexion fresh, hair ( bald) and eyes grey, coal mark over rt eyebrow, birthmark on right shoulder- blade, varicose veins both legs, lost several upper teeth, mole on right, and two large pimples on left cheek. Sentenced at Swansea, 12th December, 1888, to 7 years penal servitude for fraud. Liberated on second license 27th ult. F O 330. Information to the Chief Constable, Exeter. 13— Devonport ( Borough).— For abandoning a girl, age about 4, on 17th ult.— A. PARSONS, alias A. PATSON, age 30 to 35, height 5 ft. 8 in., com plexion fair, sharp features, hair and moustache sandy; dress, grey suit, cord cap, black shoes. Stated he was a detective from LondoD, and was going to Manchester. Accompanied by a woman, age 30 to 35, height 5 ft. 6 or 7 in.; dress, light colour dress, round rim hat, trimmed brown fur ; of good address. They received parcels on approval from all parts of the country, but failed to return either goods or money. Warrant issued. Information to Head Constable Matters, Devon- port. Native of Manchester; a company sergeant- major of No. Depot, Southern Division, Royal Artillery, at Fort Rowner, Gosport, from which corps he is a deserter. " thereon ; 1 lady's small demi- hnnter watch, glass missing ; 1 light tweed suit; 1 white shirt; ltie; 1 Jamaica ebony walking- stick, part black and yellow; lplaid cap; 1 pair light lace boots, toecaps, " Capon, Hythe," stamped inside ; several cut stones ( unmounted) ; 1 carnco ; 3 gold safety scarf- pins ( 1 plain, 2 set stones) ; 1 silver English lever watch, j- plate movement, No. 80816, maker " J. W. HERTFORDSHIRE. 19.— Hertford ( County).— Absconded, 30th ult., from the Hertfordshire Reformatory— ALBERT NEALE, age 18£, height 5 ft. 7 in., complexion ruddy, hair light, eyes grey, knuckle of right hand broken, imperfect utterance; dress, cord jacket, plated buttons, cord trousers, red striped calico shirt, blue worsted stockings, dark cloth Glengarry cap with red braid, strong lace boots. A native of Sandgate, Kent.— ALFRED SAVILLE, age 16£, height 5 ft., complexion fair, hair and eyes brown; dress, cord jacket, plated buttons, dark cloth trousers, red striped calico shirt, bine worsted stockings, strong lace shoes, dark cloth Glengarry cap, red braid. No. of clothes, 473. A native of Bishops Stortford. Information to Supt. Parish, Hertford. ISLE OF WIGHT. 20.— Newport ( County).— For stealing, 15th ult., at Freshwater — 1 single - case lever watch No. 6410, steel face; 1 ditto, geneva— JOSEPH BAWN, a deserter from Royal Artillery, age 23, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes grey; dress, regimentals. A boot- clicker; native of Oldland, Gloucestershire. Is known at Warmley, near Bristol. Warrant issued. Information to Deputy Chief Constable Gibson, Newport. Sentenced at Kendal Sessions, 21st October, 1892, to 3 years penal servitude and 3 years police super- vision for larceny. Licensed 1st February, 1S95. L S 58. NORTHAMPTONSHIRE. 26.— Peterborough ( City).— For stealing by means of a trick, 3 cheques : 1 for £ 10 19s., in name of " T. L. Barrett," drawn on the Stamford and Spalding Bank, Peterborough Branch ; 1 for 6s. 6d. in name of " Ellis and Everard " on same bank ; and 1 for £ 28 19s. 8d., in name of " John Ripon," drawn on the Leicestershire Bank, Peterborough Branch; £ 3 gold; and 2s.— CHARLES ROBERT FREEAR RICHARDSON, age 19, height5 ft. 10 in., slight build, complexion, hair, and eyes dark, high cheekbones; dress, brown check jacket and trousers, black vest, black hard felt hat, heavy lace boots. Information to Chief Constable Challen, Newark. SOMERSETSHIRE. 28.— Bath ( City). — For forgery — ARTHUR H. WEST, age about 38, height 5 ft. 7 in., com- plexion sallow, hair dark brown, slight brown moustache; dress, when last seen ( 28th ult.), light grey jacket suit, black bowler hat. A banker's clerk. May be found at an infirmary under medical treatment, or may endeavour to leave the country. Warrant issued. Information to Lt.- Col. Gwyn, Chief Constable, Bath. STAFFORDSHIRE. 29.— Longton ( County). — For obtaining, by fraud, a diamond frame safety bicycle, " Model," makers " Lewis & Farley, Wolverhampton," No. 1546, Tinder brackets and on seat pin, no brake or mud guards, 30- in. front, 28- in. back wheel, rat- trap pedals, tangent spokes, Dunlop- Welsh tyres — A MAN, age 29, height 5 ft. 9 in., complexion sallow, hair, moustache, and eyes dark ; dress, slate- colour suit and cap, button boots with kid tops. Stated he was a native of Manchester. Information to Supt. Bakewell, Longton. tache, and very small side- whiskers black, eyes dark, very white regular teeth, rather round- shouldered; dresses well. A solicitor's clerk; of French extrac- tion, but has been educated in England. Absconded 22nd September last. Is accompanied by his wife, age about 24, medium height, has one top front tooth broken. WILTSHIRE. 35.— Devizes ( County).— For housebreaking and stealing 1 lady's small silver watch, open face, circle of forget- me- nots on dial, long gold chain at- tached ; 1 steel chain, with an American 5- cent. piece and a threepenny- piece attached; 1 lady's silver ring, with 3 horseshoes, and about £ 3 5s., including a jubilee florin— THOMAS BROOKS, age about 20, height about 5 ft. 9 in., complexion and hair dark clean shaved; dress, dark jacket and vest, dark cord trousers, black bowler hat. A labourer. Information to Deputy Chief Constable Baldwin, Devizes. SUFFOLK. 30.— Ipswich ( Borough)— For embezzlement— WILLIAM SMITH, age 21, height 5 ft. 4 or 5 in., - weight about 9 stones, complexion pale, very slight dark moustache, hair ( parted in centre) and eyes dark ; dress, black jacket and vest, dark trousers, dark brown cap, lace boots. A baker; native of Ipswich. Warrant issued. Information to Lt.- Col. Russell, Chief Constable, Ipswich. SUSSEX ( EAST). 31.— East Grinstead ( County).— Forobtaining £ 1 by false pretences, 28th ult.— A woman who gave the name of MARY RICHARDSON, age 25 to 30, height 5 ft. 4 or 5 in., complexion dark, hair dark brown; dress, black jacket and dress, black hat with coloured trimming.
