All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. U. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. - 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15S. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to he inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. • 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Tnsoecfnr. or r* » alnnovs thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen properly to be inserted in the Ponce GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which mau result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not laterthan Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12 All payments must be in advance, either at the office, Aeio Scotland lard, by cheque, crossed "' Drummond S( Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. . .. „, 13. APPREHENSIONS SOUGHT. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delftya which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be c" early ecpreosed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable, ( a) The person by whom it will be paid, ( i) That the name and address of the printer appear thereon. J. No expression must be used in such an advertise ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its roturn without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. METROPOLITAN POLICE DISTRICT. 1. — A Division. — For stealing £ 1 9s.— ARTHUR MORTON, age 32, height 5 ft. 7i in, complexion fresli, hair and heavy moustache dark brown, eyes dark; dress, li^ ht covert coat, black diagonal coat and vest, black serge trousers, white tie with small gold pio, hard felt hat, lacs boots. Has been a corporal in tbe 3rd Hus- ars as staff- clerk. A barman ; native of Wolverhampton. Warrant issued. 2.— D Division.— For embezzling £ 24 7s. 4Jd. — EDMUND ADAMS, sge 54, height 5 ft, 7 in., complexion fresh, hair ( turning grey) dark, thin beard and moustache, eyes dark brown. Has the appearance of being a heavy drinker; dress, dark grey overcoat with velvet collar, brown tweed jacket, 2 vests, high silk hat, low sho3s. Warrant issued. 3. — E Division. — For obtaining £ 1,250, by false pretences — ELIZABETH MARTHA HODGES, age about 50, medium height, com plexion and hail- ( turning grey) dark. A native of Freshwater, Isle of Wight. She represented she bad unencumbered property and railway stock in the Isle of Wight. Supposed to be staying at Bristol. Warrant issued. 4 — J Division— For stealing, 29th ult., a lady's brown mixture mackintosh, 3 capes attached ; 1 brown go'f mantle with hood; 2 hats ( I black felt, trimmed black tips and ribbon ; the other brown felt, trimmed brown and green ribbjn) ; 5 brooches ( I gold, diamond shape, with pearl in centre; 1 small, silver, horseshoe in centre; 1 long, silver, " Larrie " thereon ; 1 silver, open shape, white stone in centro ; and 1 old- fashion mourning) ; 2 watches ( I lady's gold, " Coventry" on dial; the other a gentleman's old- fashioned double case, silver) ; 3 dress rings.— JOHANNA ROGERS, age 22, height 5 ft. 3 in., stout build, complexion dark, hair dark brown, eyes blue, scar on upper lip, nose deformed. A native of Portsmouth. — MINNIE COOPER, age 2", height 5 ft. 5 in., slight build, complexion fair, hair brown, eyes blue, delicate lookiog. A native of Southses, lately resided at 35, Port- street, Piccadilly, Manchester. Both wearing blue dresses with white spots, and supposed part of the stolen property. 5.— T Division.— For larceny— FREDERICK BURNETTE, a billiard marker and waiter, age 18, height 5 ft. 11 in., complexion pale, hair red, eyes blue, scar bottom lip ; dress, black diagonal jacket, blue vest, light tweed trousers, b'ue melton overcoat with velvet collar, black hard felt hat. Warrant issued. Not to bo arrestod out of the United Kingdom. G. — V Division. — For stealing a horse ( recovered), also a saddle and bridle, " Dainty" tamped on sacid e- Sap— A MAN, age 35 to 40, heisfl t 5 ft. 7 in., complexion fresh, hair dark brown, - light light moustache; dress, brown jacket, grey trousers and leggings, black hard felt bat with broad brim. Has the appearance of a horse dealer. 7. — V Division. — For embezzling £ 30 — HENRY WOODFORD, age 23, height 5 ft, 2 in., complexion fair, hair dark, eyes blue, has an impedi- ment in his speech ; dress, light suit, hard felt hat. A native of Hackfield, Hants. Warrant i= sued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 8.— For falsifying the books of the Scottish Employers' Liability and Accident Insurance Co., Limited— GEORGE SCOULAR FRANCE, late of " Homelyn," Gisburn- road, Hornsey, age 26, height about 5 ft. 9 in., f- light build, complexion very fair, hair very light, slight side whiskers inclined to sandy, delicate looking, prominent teeth, wears eyeglasses; dress, light grey jacket suit, round black felt hat, drab colour covert overcoat. A cashier; native of Aberdeen, and speaks with Scotch accent. Warrant issned. 9. — For embezzling and stealing £ 29 13s. — HARRY F. STANLEY, late of 13, Durrington- road, Homerton, age 23, height 5 ft. 8 in., com- plexion pale, long thin face, hair ( cut short at back) light, clean shaved, very thick bottom lip, square shoulders, swaggering gait; dress, black coat and vest, dark stripe trousers, fawn- colour flannel shirt, black tie, low black felt hat. A machinist. Absconded 3rd ult. Warrant issued. 10— For stealing £ 202 15s. 9d. — ARTHUR H. PRATT, a clerk, late of 98, Lyndhnrst- road, Peckham, age about 30, height 5 ft. 8 in., com- plexion, hair, and small moustache dark; of Spanish appearance ; dress, grey newmarket overcoat, black frock coat suit and silk hat, or light jacket and vest, dark brown speckled knickers, brown shoes, soft felt hat. Carried a black bag and a silk umbrella with black handle and silver mount. Had in his posession two £ 20 Bank of England notes, Nos. 75317— 8, dated 24th January, 1895, and one £ 10, dated 21st January, 1895. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 11.— Reading ( Borough). — For obtaining a blank cheque by false pretences— A MAN, age about 35, height 5 ft. 6 in., complexion pale, hair and moustache dark brown; dress, dark cloth jacket and vest, dark mixture trou'ew, black hard felt hat with flat top. He called upon a tradesman on 22nd ult., and asked him to oblige a profes- ional gentleman in the neighbourhood with a blank cheque, and thu » 2 THE POLICE GAZETTE. Simonds, Reading Bank, No. S. 224274, and shortly afterwards presented a cheqne ( supposed jtho same) for £ 7 10s., at several places of business land endeavoured to get it cashed in the name of a solicitor, but was unsuccessful. He also attempted to obtain another blank cheque from a corn- dealer under similar representations." Warrant issued. CHESHIRE. 12.— Chester ( County).— For stealing a bicycle ( recovered)— SAMUEL WILKIE, age 25 ( looks 30), height 5 ft. 4| in., rather stout build, com- plexion fresh, hair auburn or light, eyes bine, scar right side back of head, faint scar 3 in. below left nipple, and one over spine, rather prominent front teeth; dress, when last seen, in loose blue fatigue suit of the Cheshire Regiment, and field- service cap. Speaks with strong Scotch accent. States he is a native of Larbert, Stirling. He enlisted in King's Own Scottish Borderers in 1892, deserting on the 2nd Sept. of that year, and was arrested at Chester for deserting on 25th March last, when he was transferred to the Cheshire Regiment. When arrested at Chester he was travelling with Day's menagerie. Warrant issued. Information to the Chief Constable, Cheshire Constabulary, Chester. DENBIGHSHIRE. 13.— Wrexham ( County).— For stealing a lady's fawn- colour cape, with hood, green- and- red plaid lining— ELIZABETH JANE HAYES, age about 50, height 5 ft. 3 in., very stout build ; dress, black skirt and imitation sealskin jacket, velvet bat with wing. Is accompanied by her husband, age 50, height 5 ft. 5 in., hair dark, rather heavy moustache, deeply pock- marked, who is a member of the Ironfounders' Society, and is well known at Blackburn. They hawk the country with small wares, which they carry in a tin box. Warrant issued. Information to Deputy Chief Constable VaughaD, Wrexham. DERBYSHIRE. 14.— Derby ( Borough).— For failing to report— License Holder GEORGE WEBB, alias BENJA- MIN PARKER, Office No. 47870, age 35, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes blue, large soar between eyebrows, star and bust of female in wreath left of chest, flower in pot outside upper right arm, bust of female in circle, and V. R. irside ditto, roses and sailor with flag in left hand outside right forearm, ship outside left upper arm, bust of female and wreath inside left forearm, sailor on anchor with flag in left, and sword in right band, coat- of- arms ontside left wrist. Sentenced at Derby County Sessions, 28th June, 1893, to 3 years penal servitude for housebreaking. Licensed 27th March, 1895. M T 586. Information to Chief Constable Dolacombe, Derby. FORFARSHIRE. 15.— Dundee ( City).— Portrait and description of DAVID DALSON, or DAWSON, alias HECTOR MUNRO, a vanmari, whose apprehension is sought for uttering a forged document, also for stealing a dog- cart ( recovered) : — Age 24, height 5 ft. 5 in., hair light brown, eyes blue, scar left cheek and inside left forearm, wart left shoulderblade. A native of Dundee. See No. 972, Criminal Register ( Scotland), 1894. His modus operandi is principally to obtain bicyclcs on hire, and dispose of them. Not to be apprehended out of the United Kingdom. Warrant issued. 16.— Dundee ( City).— For embezzlement and stealing 8 gentlemen's silver lever watches, Nos. 68335, 10195, 60338, 59399, 46100, 46929, 20711, 43928; 1 do. Waltham lever, No. 5456271; 2 do. Swiss watches, Nos. 118564, 167136; 1 lady's Swiss watch, plain dial, No. 37381; 2 do. opal dials, Nos. 38479 and 384130; 1 lady's Swiss do., No. 36348; 2 lady's 9- carat gold keeper rings ; 2 9- oarat gold wedding do. ; and 5 gem rings. Most of the watches have " Benton & Co., Birmingham," on dial, and nearly all are new— JOHN ARCHER, age about 40, height 5 ft. 6 or 7 in., very corpulent, hair, light brown, moustache light, eyes blue ; dress ( generally) navy - blue cloth suit, blue over- coat, soft felt hat. A watchmaker's agent or can- vasser. Came hera from Liverpool about 10 months ago. Has been in America and speaks with American accent. Is very talkative. May be a3Companied by his wife, supposed native of Man- chester, age about 28, tall, stout ( enciente). He left Dundee for Perth on 5th March last. Will probably seek employment at watch manufacturers, book publishers, & c. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Chief Constable Dewar, Dundee. GLOUCESTERSHIRE. 17- Bristol ( City). — For stealing. 15th ult,, 1 lady's half- hoop gold dress ring, set 7 diamonds in a row; 1 15- ct. gold keeper ring, much worn; 1 wedding ditto; 1 lady's gold open- face geneva watch, dark mark near figures 7 and 8, initials on back ( supposed) " C. W." ; 1 metal keyless Water- bury watch, plain back ; and a malacca walking stick, silver band, dog's head carved in ivory— A man who gave the name of HOPE SEBFER MONTEITH, age about 33, height 5 ft. 9 or 10 in., complexion fair, thin features, hair ( bushy) brown, long light sandy moustache, eyes sunken, 1 upper tooth deficient left side of jaw, long cut scar over right eye; dress, dark serge coat and vest, light check trousers, black soft hat ( dent in crown), nearly new brown leather lace boots with square toes, woollen socks, marked " T. H," or " F. H." in red wool. Wore a black- and- gold colour link chain with black enamelled locket, containing hair, " In memory of " thereon. Left behind a brown brief bag containing wearing apparel. Information to the Chief Constable, Bristol. HAMPSHIRE. 18.— Bournemouth ( County).— For obtaining money by a fictitious cheque, signed " Edward Jack- son "— A MAN, age 45 to 50, height 5 ft. 4 or 5 in., complexion, whiskers and moustache dark; dress, dark speckled jacket, cord trousers, black hard felt hat. See Cases Nos. 20, 21, 23, 34, 35, 36, and 38. Warrant issued. Information to Supt. Knapton, Bournemouth. 19.— Southampton ( Borough).— For stealing a gold wedding ring— FANNY VICKERY, age 30, height 5 ft. 3^ in., complexion fair, hair brown, eyes hazel, slightly pockmarked; dress, black jacket, green dress, bright red shawl, black straw hat. Warrant issued. 20.— Southampton ( Borough).— For forging and uttering an endorsement on a banker's cheque on the City Bank, Old- street Branch, No. C/ M 11645, for £ 4 16s. 9d., signed " Edward Jackson"— A MAN, age about 35, height 5 ft. 6 or 7 in., com- plexion pale, hair, moustache and side whiskers dark brown; dress, dark jacket, light trousers, black hat. KENT. 21. — Canterbury ( City). — For obtaining money by a fictitious cheque, No. M 74034, on the Westminster Branch of the Imperial Bank, Limited, signed " Edward Jackson" — A MAN, age 45 to 50, height 5 ft. 4 or 5 in., complexion, hair, whiskers, and moustache dark ( turning grey) ; dress, black coat, dark brown trousers, black hard hat or dark cloth cap. Information to Chief Constable Farmery, Can- terbury. 22.— Folkestone ( Borough). — For embezzle- ment— ROGER THWAITES, late of 54, Bourne- month- road, Folkestone, a brewer's traveller, age about 45, height 5 ft. 6 or 7 in., complexion dark, hair and moustache turning grey; dress, bine reefer coat, black hard felt hat. Had with him a nut- brown leather kit bag, about 24 inches long, 12 inches broad, and 16 inches deep. Is known at Finchley. Absconded 15th nit. Warrant issued. Information to Supt. Taylor, Folkestone. 23.— Rochester ( Borough). — For obtaining money by fictitious cheques, Nos. 74027- 8, on the Westminster Branch of the Imperial Bank, Limited, signed " Edward Jackson "— A MAN, age about 40, height 5 ft. 4 or 5 in., complexion, whiskers, and moustache dark ; dress, black frock coat, dark brown trousers, black hard felt hat. Has the appearance of a painter. Supposed wanted elsewhere for similar offences. See Cases Nos. 18, 20, 21, 34, 35, 36, and 38. Warrant issued. Information to Chief Constable Broadbridge, Rochester. 24.— Tun bridge Wells ( Borcnigh).— For steal- ing £ 5— TOM MANN, age 35, height 5 ft. 7 or 8 in., stout build, complexion fresh, hair ( turning grey) and heavy moustache brown, eyes dark, walks with short quick steps; dress, blue serge jacket and vest, brown cloth trousers, black hard felt hat. A hotel luggage porter. Likely to seek employment as outside porter at railway stations and hotels. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 25— Wigan ( County).— For stealing, 30th ult., at Hindley, a lady's silver lever watch, No. 37909, maker, " Russell, Liverpool " ; a lady's silver albert with tassel; 1 black quilted skirt; and 2 white skirts— A GIRL, age 16, height 5 ft. 3 or 4 in., stout build, complexion fresh, hair light, one upper front tooth deficient, boil mark left of chin; dress, black plush jacket, brown hat, patent leather Bhoes. Has friends at Old Wheat Bottom, Crook, Durham. Information to Supt. Brassington, Wigan. 26— Clitheroe ( Borough).— For embezzling £ 3 13s. — ALEXANDER JOHN OSBORNE WILLS, age about 24, height about 5 ft. 9 in., com- plexion pale, Roman nose, hair red, moustache ginger, front teeth decayed, slight impediment in speech, leans his head to left when walking; dress, short dull cloth reefer coat and vest, ( supposed) grey trousers, black billycock hat. A commercial traveller ; native of Stockton- on- Tees. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Chief Constable Clayton, Clitheroe. 27.— Rochdale ( Borough). — For stealing £ 7, and cheques value £ 40, on the Rochdale Equitable Pioneers Co- operative Society — EDITH LEIGH ( supposed false), age 34, height 5 ft. 2 in., com- plexion fresh, very good teeth, one deficient in left upper jaw, 3rd finger left hand contracted; dress, black or dark blue dress, black jacket, black bonnet, or grey plaid waterproof cloak, green felt hat, trimmed 3 red feathers. Stated she was a native of Liverpool. Left Rochdale on 3rd inst., by train clue at Durham at 4.34 p. m. Had with her a large yellow tin box. 28.— Rochdale ( Borough). — For stealing an English lever watch, white dial, steel hands, part of seconds hand broken off, a steel curb pattern guard and imitation spade half - guinea attached — A WOMAN, ago 40 to 50, height 5 ft. 1 or 2 in., complexion very pale, hair dark; dress, brown dress, brown- and- red stripe shawl, black bonnet. Was accompanied by a man, age 45 to 50, height 5 ft. 10 in. ; dress, black coat and ve^ t, grey mixture trousers, square top billycock hat; and a boy, age about L3, who were begging in the neigh- bourhood. Information to Chief Constable Buck, Rochdale. NORFOLK. 29.— King's Lynn ( Borough).— For stealing cattle ( recovered)— ROBERT HOLME SHEPERD, FRIDAY, APRIL 12, 1895. THE POLICE GAZETTE. 10 age 28, height 5 ft. 6 or 7 in., complexion florid, hair and moustache light brown; dress, light covert or dnst coat, new light or fawn suit, black or brown felt hat, button boots ; wore a silver watch and albert chain. A journeyman batcher; native of Saxilby, Lincolnshire. Previously convicted at Manchester. Warrant issued. Information to Chief Constable Ware, King's Lynn. OXFORDSHIRE. 30.— Oxford ( City).— For stealing, 4th inst., a Faith's " Premier " tricycle ( Cripper) ball beariDgs, band brakes, 2 bearings to main axle, 24- inch front wheel, 36- inch driving- wheels, with f solid tyres, stamped P 2720 and 46346— FREDERICK O. FERRALL, age 17, height 5 ft. 2 or 3 in., com- plexion fresh, has a cast in or blind left eye; dress, dark double- breasted coat and vest, old dark tweed trousers, dark tweed cap, salmon- coloured tie, side spring boots. 31.— Oxford ( City).— For stealing, 1st inst., a " Viking" pneumatic bicycle, hammock saddle, clincher tyres, front tyro has been burnt, mud- guards, . imall clincher pump and clipper lamp— A MAN, age 30 to 35, height 5 ft. 3 or 4 in., full beard and moustache brown; dress, greenish plaid coat and vest, stripe trousers, light peak cap. Information to Chief Constable Head, Oxford. STAFFORDSHIRE. 32.— Bilston ( County).— For obtaining money by false pretences — PERCY EVANS, age 54, height 5 ft. 10 in., complexion fresh, hair ( bald on top) grey, eyes brown, small scar top of forehead, long scar second finger left hand ; dress, navy- blue suit, dark billycock hat, light lace boots. Carries a brown leather bag and a walking stick with knob. A native of Gloucester. Was recently employed as traveller to the Eastern Tobacco Company, Birmingham, and since hi9 discharge has called upon customers and received money, which he represented was for the Company. Warrant issued. Information to Supt. Walters, Bilston. SURREY. 33. — Guildford ( Cov. nty). — For obtaining £ 6 10*., by false pretences, 2nd ult.— THOMAS F. KELLY, age 40 to 45, height 5 ft. 10 or 11 in., stout build, full red face, hair and moustache light brown, double chin, walks with swinging gait; dress, when last seen, light drab coat and vest, light check trousers, lace boots. Is supposed to have served in the 37th, Hampshire Regiment, and 34th, South Wales Borderers.
