THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 2G, 1895. VOL. XU.. No 1182 REGULATIONS. 1. All announcements) for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning personswhose apprehension is sought willbe inserted inone issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is souqht for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15J. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. ( 5. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, Kill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arrantrcd in striot alphabetical order. 2.— Any additional copies of the GAZETTB beyond I he number at present supplied will be forwarded on aDplieation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOS GAZETTE, may be at onoe notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu lations in force in the Metropolis :— I. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of khs Commissioners, on the application of private persons, or of the Police of any County or Borough, must be c'early expressed in relation to the following points— ( o) The amount of the reward, ( ft) The conditions on which it is payable, ( o) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. S. No expression must be used in such an advertise- ment, In relation to property stolen, or criminally taken • r disposed of, holding out any expectation that the reward will be paid on its return without the offender beins brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1 — A Division.— For stealing £ 12— SAMUEL SEELLT, age 19, height 5 ft. 4 or 5 in., complexion pale, long thin face, hair light, eyes ( slightly crossed) blue, very quick in his movements; dress, blue jacket and vest, light trousers, dark brown cricket cap with star on top, brown canvas shoes. Native of London. Warrant issued. 2.— J Division.— For embezzling £ 4 16s. 6d. — ERNEST CHARLES WADE, late a Metropoli- tan Stage Carriage coaductor, age 23, height 5 ft. in., slight build, complexion, hair and moustache dark, eyes brown ; dress, dark grey dust- coat, dark trousers, black hard felt hat, lace boots. A saddler; native of Tnnbridge Wells. Wariant issued. 3.— L Division- — For stealing, 17th inst., by means of a trick, a chestnut mare, 15 hands, white star on forehead, lump inside near foreleg, long mane and tail, in good condition; a set of silver- plated harness— WILLIAM CRUMP, age 25, height 5 ft. 8 in , complexion fair, hair and moustache light brown, eyes blue; dress, black coat and vest, light tweed trousers, black hard felt hat. 4.— p Division. — For obtaining goods and money by means of worthless cheques on London and South Western Bank, Fleet Street Branch— WILLIAM ALEXANDER POOLEY, nge 52, height 5 ft. 8 in., complexion florid, hair brown, slight moustache and side whiskers light, walks lame and with a stick, generally rests one hand across loins, suffers from Bright's disease, he ivy drinker, well educated, formerly sub - editor of " Bell's Life "; dress, black frock coat, striped tweed trousers, high silk or black hard felt hat. Warrant issued. 5.— p Division. — For stealing, 6th inst., £ 21 5s. lid., the moneys of the Peckham Branch of the Operative Bricklayers' Society, of which he was treasurer— WILLIAM JOHN COULMAN, age 28, height 5 ft. 9 in., complexion swarthy, hair, heavy moustache, and eyes dark brown; dress, dark suit, black hard felt hat. A bricklayer; native of Peckbam. Warrant issued. 6.— S Division.— For stealing from an hotel, a jewel case, 7 in. by 4 in., 1 oval turquoise pin, set in gold ; 1 gold horseshoe pin, set diamonds and rubies; 1 ditto, set red coral; 1 ditto, 6et onyx ( man's face); 1 ditto, set onyx, surrounded by diamonds and rubies ; 1 gold watch chain, set alternate links with turquoise and onyx; 1 silver key chain; 1 pair sleeve links, crest and monogram " HH W " in blue enamel; 1 set gold studs, set turquoise; 1 black leather cigar case, silver gilt; 1 dark blue melton cloth overcoat; 1 drab Newmarket coat, maker, " Brown, No. 11, Princes- street, Hanover- square," on tab; 1 grey dressing gown, lined blue— A MAN, age about 40, height 5 ft. 9 in., complexion fresh, hair and moustache sandy ; dress, black reefer jacket, dark green large pattern plaid tronsers, black hard felt hat, brown gloves. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7. — For larceny — FRANK TROW, late of 43, St. Pau'.' s- square, Birmingham, and Hatfielu- road, Handsworth, age 36, height 6 ft. 6 in., com- plexion, hair and moustache dark, prominent nose, respectably dressed. A silversmith. Supposed also wanted at Birmingham and Dublin. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 8.— Luton ( County).— For obtaining food and lodgings and money by false pretences— FREDK. MARTIN, age 35 to 40, height about 5 ft. 6 in., bloated face, very long light bushy eyebrows; of peculiar appearance; dress, brown small- plaid jacket and vest, trousers darker and smaller pattern plaid, sailor's cap with patent leather peak, woman's old side- spring shoes, piece out of one side, wears cuff studs with shamrock in centre. Stated he was a quartermaster of a ship, was in Government employ, and that his luggage would arrive ntxt day. Warrant issued. Information to Supt. Tydeman, Latou. BERKSHIRE. 9.— Reading ( Borough).— For obtaining £ 4 8s. by false pretences— ALBERT BARTLETT, alias CREASY, age about 35, height 5 ft. 4 in., com- plexion fresh, hair and moustache light brown ( inclined to sandy), eyes blue; dress, light check cloth suit, black hard felt hat, or dark serge suit and cap. Carries a stick. Accompanied by a woman, age about 23, height about 5 ft. 6 in., com- plexion, hair, and eyes supposed dark ; wearing dark clothes. Of slovenly appearance. He called upon a publican, and eDgaged two stalls in a stable, stating that he dealt in horses and might want to use them at any time. On 13th inst., he hired a pony and trap, aDd tendered a cheque for £ 5 in payment cf account, receiving £ 4 8s. in change. The cheque was numbered E 187575, drawn on Messrs. Cox & Co., 16 & 17, Charing Cross, made payable to A. W. Bartlett, and signed Captain W. CbapmaD, Royal Horse Artillery. 2 THE POLICE GAZETTE. BUCKINGHAMSHIRE. 10.— Chesham ( County).— For stealing a suit of clothes ( recovered) ; also pension papers bearing the name of Thos. Felton, 13th Hussars; a parch- ment certificate; 4 photos of females ; and a pair of brown worsted socks — JOHN, alias HENRY THOMAS, age 40, height 5 ft. 7 in., complexion fresh, hair, whiskers, and moustache and eyes brown; dress, light cloth coat, cardigan jacket, sleeves cut half off, moleskin trousers, dark cloth peak cap. Has the appearance of a navvy. A vice cutter; supposed native of Oxford. May be found on the new railway, St. John's Wood. Warrant issued. Information to Inspector Summers, Chesham CHESHIRE. 11.— Stockport ( Borough,). — For failing to report— License Holder WILLIAM JONES, alias JAMES JAMES, THOMAS SMITH, and JAMES JONES, Office No. 47630, age 48, height 5 ft. 6 in., complexion fresh, hair dark ( turning grey), eyes grey, scar left side of head, left eyebrow, under right breast, below right shoulderblade, and centre of back, outside left forearm, left wrist deformed from fracture. Sentenced at Shrewsbury Quarter Sessions, 15th October, 1888, to 7 years penal servi- tude and 2 years police supervision for larceny. Licensed 24th January, 1895. O 397. DEVONSHIRE. 12.— Devonport ( Borough).— For stealing, about 14th inst., a grey, or pepper- and- salt colour suit, a pair of boots and £ 3 9s.— JOHN CON NELL, a private and officers' servant of the Berkshire Regiment, age 20, height 5 ft. 4 in., complexion sallow, hair brown, slight light moustache, eyes hazel, flower- pot tattooed back of right arm and hand and left forearm, scar on nose and left shoulder- blade; dressed in the stolen suit, black hard hat, dark tie with turn- down collar, may also be wearing a blue overcoat. Warrant issued. Information to Head Constable Matters, Devon- port. ESSEX- 13. — Colchester ( County). — For obtaining £ 5 15s., by false pretences, at Harwich, on 10th inst. — C. H. IRVINE ( supposed false), age about 55, height about 5 ft. 6 in., hair ( thin), moustache and side whiskers rather dark, sores on top of head, walks lame and with a Btick; dress, black frock coat, grey striped trousers, hard black felt hat, patent boots. Stated he was an analyst. Has in his possession a cheque book on London and South Western Bank, Limited, Fleet- street Branch. Was accompanied by a woman, age about 36, very short, hair ( curly) golden, eyes blue; wearing short plush jacket, trimmed brown seal, and muff to match; and a girl, age about 12. Warrant issued. Information to Supt. Ackers, Colchester; or to Inspector Creasy, Harwich. HAMPSHIRE. £ 3 3s. REWARD. 16.— Portsmouth ( Borough)— For stealing an ebonite oboo, No. 1138, makers—" Boosey & Co."— J. E. NEWHAM, age 24^, height 5 ft. 2 in., com- plexion fresh, hair dark brown, eyes brown, four dots tattooed left wrist; wearing overcoat and uniform of the Royal Marine Artillery Band, which he joined in January last, and from which he deserted on 7th inst., taking the instrument with him. Prior to enlistment he was engaged as a musician at the " Alhambra Music Hall, Belfast," and may be found in similar employment elsewhere, playing this instrument or a cornet. The above reward will be paid by the Com- mandant, Royal Marino Artillery, Portsmouth, for such information as shall lead to his apprehension and conviction and the recovery of the instrument. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 17.— Ledbury ( County).— For stealing a pair of grey stripe trousers— A MAN, age about 20, height 5 ft. 3 or 4 in., complexion and hair dark, clean shaved, eyes hazel, peculiar twitching in eyes; dress, brown jacket and vest, the stolen trousers, brown peak cap, old boots. Native of Birmingham. A tramp. Is making his way to South Wales. Information to Supt. Phillips, Ledbury. £ 1 REWARD. 18.— Hereford ( City).— For stealing, 11th inst., a " Rudge " safety bicycle, cushion tyres, ball bead, plated stays from head to cog- wheel — JOHN THOMAS, alias GEORGE TRAYER, age about 33, height about 5 ft. 5 in., hair light, heavy flaxen moustache ; dress, plaid coat, trousers, and cap, was also wearing an apron. A stonemason or sculptor. Supposed native of Worcester. The above reward will be paid by Mr. Harry Minton, 109, Whitecross- street, Hereford, for such information as will lead to the apprehension and conviction of the thief and recovery of the bicycle. 19. — Hereford ( City). — For shopbreaking, 15th inst.— JOHN GREENWOOD, alias JOHN WOOD, age 30 to 35, height 5 ft 5 or 6 in., com plexion fresh, hair, small side whiskers, and mous- tache light, eyes light blue, rather hard of hearing and speaks loudly, of clean smart appearance; dress, brown tweed suit ( tight- fitting trousers), light brown tweed cap, lace boots. A groom or stableman ; native of Macclesfield. Information to Head Constable Richardson, Hereford. FLINTSHIRE. 14.— Holywell ( County).— For obtaining money by false pretences O'M ARA, an Irishman, age about 35, height about 5 ft. 7 in., complexion fresh, hair and moustache dark brown, lo3t middle finger of both hands, left arm deformed, owing to opera- tion at elbow, walks lame; dress, blue serge coat and vest, dark trousers, whits silk tie, black felt hat. Stated he was a church artist and decorator. Warrant issued. Information to Deputy Chief Constable Hughes, Holywell. GLOUCESTERSHIRE. 15. — Chipping Sodbury ( County). — For stealing fowls ( recovered) — ALFRED ERNEST HODGES, age 18, height 5 ft. 6 in., complexion and hair dark, eyes hazel; dress, pilot coat, largo blue worsted scarf, naval peak cap. Native of Newport, Monmouthshire. Warrant issued. Information to Sept. Critchley, Chipping Sodbury. KENT. 20.— Chatham( County).— For carnally knowing a girl under the age of 13— DIXSON JOHNCOCK, age about 42, height 5 ft. 3 or 4 in., complexion fresh, hair black, side whiskers, eyes dark; dress, dark brown overcoat, cord trousers, black cloth cap, heavy lace boots. A brickmaker; native of West- wood, near Dartford. Warrant issued. Information to Supt. Lacy, Chatham. 21.— Maidstone ( Borough). — For obtaining money by fictitious cheques on Messrs. Wigan, Mercer, and Tasker, Bankers, Maidstone— THOMAS WILLIAM ALEXANDER NEECH, age 24, height about 5 ft. 10 in., slight build, complexion, hair, and eyes dark, clean shaved, leans forward when walking; dress, dark suit, black overcoat, with velvet collar, hard felt hat. Has been apprenticed to a jeweller, and also to a draper. He has in his possession a cheque- book on the above bank, Nos. 984105 to 984128. Is fond of horse- raoing, and may be found at races in the company of book makers. Warrant issued. Information to Head Constable Dalton, Maid- stone. 23. — Accrington ( Borough). — For larceny ( bailee), 19th inst. — CHARLES LAWRENCE DOYLE, alias EVANS, age 40, height 5 ft. 7 or 8 in., complexion sallow, hair and moustache black, prominent nose, has a habit of rubbing his hands together when talking; dress black cloth suit, black billycock hat, black tie. Has b- jen an auctioneer's clerk and salesman. Stated he was born in Ireland, but had been seveial years in the United States, and only returned a few months ago. Speaks with American accent. Warrant issued. Information to Chief ConstablcBeatiie, Accrington. 24.— Clitheroe ( Borough).— For embezzling £ 3 13s. — ALEXANDER JOHN OSBORNE WILLS, age about 24, height about 5 ft. 9 in., com- plexion pale, Roman nose, hair red, monstache ginger, front teeth decayed, slight impediment in speech, leans his head to left when walking; dress, short dull cloth reefer coat and vest, ( supposed) grey trousers, black billycock hat. A commercial traveller; native of Stockton- on- Tees. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Chief Constablo Clayton, Clitheroe. 25.— Rochdale ( Borough).— For stealing, 20th inst.— A silver lever huuting- watch ; I lady's silver genova, No. 1660 ; 1 silver albert gnard, straight cable pattern, with seal pendant, red- and- green stones ; 1 9- ct. gold ling, green stone, '' W. R. W." engraved inside, and £ 1 18s. — CHARLES F. THURSBY, a cabinet maker, age about 42, height 5 ft. 3 or 4 in., complexion, hair ( curly in front and parted in centre) and eyes dark, deep cut mark in- side right forearm, very short feet. Is fond of betting ; dress, grey mixture suit, black billy- cock hat. LANCASHIRE. 22.— Wigan ( County).— For stealing, at Ashton, 23rd inst., a lady's silver lever watch, No. 1696, gold albert guard with pencil- pattern key attached; 1 silver albert guard, curb pattern ; silver football medal, " John McMahon, W. D. F. C." and " 1891 " or " 1892 " thereon— A YOUTH, age about 15, height 4 ft. 3 in., stor. t build, complexion fresh, hair black, eyes dark, squints slightly right eye ; dress, light grey jacket, brown plaid trousers, light cap, silk muffler with black stripe, heavy nail boots, patoh on right toe. Information to Supt. Brassington, Wigan. 26.— Rochdale ( Borough).— For larceny DENNIS, age 28 to 32, height 5 ft. 2 or 3 in., complexion fresh, bair and monstache dark, has a habit of closing his eyes when speaking; dress, grey cloth jacket and vest, white linen jacket, mole- skin trousers, peak cap with knob on top, red- and- black scarf, blucher boot. A plasterer's labourer ; supposed native of Leeds. Information to Chief Constable Buck, Rochdale. LEICESTERSHIRE. 27.— Lutterworth ( County). — For deserting his wife, leaving her chargeablo to the Lutterworth Union— JOHN BROADWELL, ago 34, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes grey. A carpenter; native of Bruntingthorpe, which place he left in September last. Warrant issued. Information to the Chief Constable of Leicester- shire, Leicester; or Supt. B. ewett, Lutterworth. 28.— Leicester ( Borough).— For stealing wear- ing apparel, 17th inst. ( recovered)— JOHN SMITH, age about 24, height 5 ft. 5 or 6 in., hair ( inclined to curl) and moustache dark; dress, light overcoat, reaching fo knees, brown trousers, much worn at bottom, black hard felt hat, collar and tie with horse- shoe pin, set pearls. He takes lodgings, stating he is about to be employed as boots or waiter at an hotel, and decamps at the first opportunity, stealing any article he can. Information to the Chief Constable, Town Hall, Leicester. MERIONETHSHIRE. 29. — Bala ( County>.— For stealing, 3rd inst., a " Humber Roadster" safety bicycle, nearly new, No. 12461, plain Dunlop tyres— HIGNETT, age 27, height about 5 ft. 10 in., slight build, com- plexion pale, hair dark brown, clean shaved, eyes brown, prominent mouth ; dress, light tweed knicker suit, light buff gaiters, check cap. Identical with man described in case No. 46, 29th ult. Warrant issued. Information to Inspector Roberts, Bala. MONMOUTHSHIRE. 30.— Newport ( Borough).— For embezzlement — BENJAMIN SILVERMAN, alias STAFFORD, a Russian Jew, age 22, height about 5 ft. 10 in., complexion fair, full round face, hair sandy ; dress, black noat and vest, light trousers, and black hard hat. Speaks English well, and is not of Jewish appearance. Warrant issued. Information to Head Constable Sinclair, New- port. FRIDAY, APRIL 2<> THE POLICE GAZETTE. 3 MONTGOMERYSHIRE. £ 2 REWARD. 31.— Newtown ( County). — For deserting his family, leaving them chargeable to the Newtown and Llanidloes Union — JOSEPH SMITH, age 58, height 5 ft. 7 in., complexion fresh, hair grey, eyes brown, fiDger tips very lar^ e, walks crect. A general fitter; native of Newtown. Was in Dudley in November last, and stated he was going to Birming- ham to seek work. Warrant issued. The above reward will be paid by the Guardians ot" Newtown and Llanidloes Union for his apprehen- sion. Information to Chief Constable Hughes, New- town. head when walking, faint scrofula marks on neck under whiskers, several marks of old sores on one leg; dress, when last seen, dark overcoat, dark tweed jacket suit, light lace boots. A boilermaker's cashier; a native of Barrhead, and speaks with Scotch accent. Has been in America; absconded 27tli February, and is supposed to have gone to Ireland. Warrant issued. Not to be apprehended out of the United King dom. Information to the Chief Constable of Renfrew shire, Paisley. NORTHUMBERLAND. 32.— Hexham ( County). — Portrait and descrip- tion WILLIA- M BRA RAN, olerk. whose apprehension is soogtit tor embezzling £ 46 lis 5d. — Age about 21 ( looks older), height about 5 ft. 11 in., slight build, complexion sallow, hair and slight moustache and eyes dark, left eyelid droops, walks slightly lume, having recently been suffering from blood poisoning in the left leg; dress, generally, dark jncket and vest, grey trousers, black felt hat, long brown ulster or dark waterproof, lined red cloth, cape attached. Is a good baritone singer and pianist, and in the event of his remaining in this country, may endeavour to obtain an engage- ment in the musical line. He left on 25th ult., when be stated he was going to Southport. Warrant issued. Information to Capt. Terry, Chief Constable, Morpeth ; or Supt. Harkes, Hexham. 33.— Berwick- on- Tweed ( Borough). — For stealing £ 85— LEONARD CAMPFIELD, age 35, height about 5 ft. 4 in., stout build, complexion rather pale, full round face, hair ( rather thin) and mous- tache black, eyes brown, slightly bow- legged, and lame on one log, the result of an accident; dress, dark clothes, black hard felt hat. A clerk; native of Tunbridge Wells. Absconded 11th inst. Has been traced to Liverpool, from whence he travelled south. Warrant issued. Information to Head Constable Garden, Berwick- on- Tweed.
