All announcement's for insertion in the POLICE GAZETTE, and an, communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. fi, Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the articls in question to he thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6- Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property oear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue.. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond If Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. m-,,. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Wrfling, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Every possible effort is to be made to clieck deser- tion and straggling, and, by lawful means, to detect and apprehend deserters or absentees without leave. Descriptions in the established form aro to be distributed as may bo directed by the Commanders in- Chief, but at home One copy is invari- ably to be sent by the Captain to the Chief Constable of the deserter's or absentee's usual plaeo of residence, if it is known, and also to any other place or places where he is likely to have gone. 2. The procedure to be followed in respect of the arrest and subsequent disposal of desertors and absentees is governed by the provisions of Section 9 of the Act 10 and 11 Vict., cap. 62 ; and by Saction 50 of the Naval Discipline Act. 3. Under the first of those Statutes, any person arrested on suspicion of being a deserter or absentee from Her Majesty's Navy, shall be taken, and charged before a Magistrate, and by him, either— ( a) Committed to prison pending enquiry as to his identity, and afterwards, should such identity be proved, handed over to Naval custody, or— ( b) Committed direct to Naval custody on board any one of Her Majesty's Ships. [ In either of the above cases, after the deserter or absentee has been delivered into Naval custody, he may bo dealt with under the Naval Discipline Act. 4. If arrested on Naval Warrant undor Seotion 50 of the Naval Discipline Act, the deserter or absentee may be received direct into Navi'J custody, and dealt with under the Naval Discipline Act, but no desortor or absentee who has not boon arrested under such warrant shall bo received from the Police, or from any other person, unless such deserter or absentee has first been charged before a Magistrate. 5. A deserter or absentee who voluntarily surrenders himself to Naval authority may be dealt with under the Naval Discipline Act, though no warrant for his arrest may have been issued, and without charging him beforo a Magistrate. 6. Under the provisions of Section 10 of the Act 10 and 11 Yict., cap. 62, any person who voluntarily confesses to being a deserter, orau absentee without leave, fromHer Majesty's Navy, may, unless he surrenders himself into Naval custody, either— ( a.) Be taken before a Magistrate, and by him be de- livered into Naval custody, or— ( i.) Be arrested on a warrant under Section 50 of the Naval Discipline Act, and delivered direct into Naval custody. In either case, however, the question whether he is, or is not, a deserter or absentee, must be duly investigated by Naval authority, and for that purpose he may be detained for a rea- sonable time, when, if his confession of desertion or absence without leave shall be found not to bo true, then he cannot be punished at all under the Naval Discipline Act, but he may either— ( a.) Be recoived and detained in Her Majesty's Navy, or— ( i.) If not receivod into Her Majesty's Navy, he may, on conviction thereof before two Justices of the Peace, be adjudged to bo punished, if in England, as a rogue and vagabond, and if in Scotland or Ireland, by commitment to prison, there to bo kopt to hard labour for any time not exceeding throo months. 7. When any deserter, or absentee without leave, whether ^ olivered into Naval custody by order of a Magistrate, or by a Warrant issued under Seotion 50 of tho Naval Discipline Act, or by voluntary surrender, shall be brought before the Com- manding Officer of any ono of Her Majesty's Ships to be dealt with summarily, his case is to be thoroughly investigated, and a note taken in writing of tho proceedings; the prisonor is at the same time to be formally asked if he has any statement to make, and such statement, if made, is to be signed by the prisonor, and duly witnessed; and tho accuracy of any such statement is to be carefully tested before the case is finally disposed of. 766a. Tho penalties for inducing mon to desort or im- properly absent themselves, or for employing or concealing deserters er Absentees, are set forth in the Naval Discipline Act. 770. Except in the oases specified in Art. 772, the Commanding Officer of a Ship may authorise the paymont of a reward not exceeding 3/. to any Constable or othor por3on by whom a deserter may be brought on board the Ship to which he belongs, or delivered up to any duly authorised person within two years of tho date of liis desertion. The amount of reward should he determined by the attendant circumstances, and in considering these, the zeal shown, and tho trouble taken, by tho Constable, or other person, by whom the arrest of the deserter has beon effected, should bo duly weighed. The above Regulations for the paymont of rewards will not be held to apply in tho case of a deserter voluntarily surrendering himself at any Police Station, or to any Constable or other recognised authority, unless it can bo clearly shown that such deserter had been induced so to surrender himself by the vigilance and exertions of any such Constable, or other person; but exceptional cases of this description are not to be dealt with without reference to the Admiralty at homo, or Commanders- in- Chief or Officers in command of Stations abroad, for full inquiry into the circumstances. 2. In cases where persons have been more than two years in a stato of desertion, no reward is to be paid without previous reference as above; and it lias been notified to the Constabulary generally that whon desertera are apprehended in tho United Kingdom after such a period of absence, they are not to bo removed from their places of confinement until the Admiralty has been communicated with. • * • • • 3. A reward, not exceeding 31., may also be paid for the apprehension of any person who, without, in the opinion of tho Captain of the Ship to which he belongs, being guilty of desertion, commtts any one of tho following offences, the par- ticulars of which ara to be stated in the offer of reward :— ia.) Breaks out of his Ship. A.) When on service away from his Ship, quits his place of duty, and romains absent aftor the time at which he ought to have returned to tho Ship. ( c.) When the Ship is undor sailing orders, remains absent without leave until after the ship has sailed ; pro- vided that the fact of tho Ship being under sailing orders was generally known. A reward, not exceeding 1/., may bo paid for tho appre- hension of any man who overstays his leave. In giving these rewards, the sama considorations as govern the payment of rewards for tho apprehension of deaertors are to be takon into account, both as regards arrest and voluntary surrender. 4. No reward is to be paid for the apprehension of any Commissioned, Warrant, or Subordinate Officer, without the sanction of tho Admiralty at homo, or Commandor- in- Chief or Senior Officer present, abroad. 771. In addition to tho foregoing rewards, there may be paid to the Constable, or other person bringing Deserters or Stragglers on board, such expenses attending their lodgmont, subsistence, and travelling, as may appear to have boon lairly incurred, and to bo in accordance with theso regulations; viz. :— I As an ordinary rule, nut to exceod Id. per mile. Other sums expended in tho actual carriage of the Deserter or Straggler, such as for the hire of Cabs, Boats, & c. Subsistence of Deserter or Not exceeding Is. while undor Straggler. detention, or 2s. 6d. a- day when travelling. Subsistence of Escort - At the same rate as that allowed for Potty OJicers under Artielo 1396, according to tho time necessarily occupied in conveying the Deser- ter or Straggler to his destination and returning; namely, oo witu tneso reguiu' LOUS ; Railway Earo ( return) of Escort- - ("-. Railway Fare ( singlo) of Deserter or< Straggler I 2s. tid. whon absent above 9 hours, and not absent dur- ing the night; and 5 « . when absont a night, or for every 24 hours of absence, no fractional part of a day being allowed in addition to the 24 hours, unless the extra time for which paymont is claimod exceeds, by more than 9 hours, tho full time for which 5s. would be paid. The only other charges which, except in special cases, should bo sanctioned, aro a feo of 2s. to tho Magistrate's Clerk, and a fee of 2s. 6d. to any modical practitioner by whom the Deserter or Straggler may have been examined. 2. In cases whore a Roward is payable no claim for loss of time or for subsistenca made by any Constable or other person in connection with the apprehension of a Deserter or Straggler is to bo entertained, but this should not prejudice claims for such expenses as are incurred in escorting the man back to a Ship after committal, as allowed in the preceding clause. 3. When no reward is payable, the Constable, or other person bringing Deserters or Stragglers on board, should bo directed, in addition to the abovo items, to prefer a claim for such other expenses as he may consider himself fairly entitled to, but every case of this description is to be forwarded to the Admiralty for examination and decision. 4. Should tho Constable, or other person bringing a D jserter or Straggler on board, object to the Captain's award, the caso is to bo submitted to tho Commander- in- Chief, who, if unable to settle the question, will forward it for tho decision of the Admiralty. • » • • • The Governor of the gaol will furnish a statement of the number of days' subsistence issued, for which the charge of one shilling per diem is to be raised. • # • • • 6. With a view to simplifying the payment of such claims, Magistrates and Governors of gaols, when requested to send Deserters or Stragglers back to their Ships, should bo informed that it is desirable that the men should bo sent in the custody of the Constables who actually apprehended them. 7. The foregoing mode of payment does not apply to cases of Deserters or Stragglers apprehended by the jiietropolitan ( London) Polioe, whon the following course is to be observed :— No paymont is to bo made by the Accountant Officer in respect of tho expenses incurred by the Constable, or of any reward which may be duo to him. The Constablo will fill up a form, prepared for the purpose, which he is to produce, and in which he will include the whole of his expenses, and certify that they were necessarily incurred by him. He will then hand tho form to the Accountant Officor of the Ship, who will, with the approval of the Captain, charge the Deserter or Straggler with tho sum shown thereon, to- gether with any reward, if due, and note in tho spaco provided on the form tho fact of the charge having been made. The form is then to bo returned to tho Constable. The payment of the expenses incurred, and of the roward when duo, will bo arranged between the Admiralty and tho Commissioner of Polioe. 772. No roward on the scale laid down in Articlo 770 is in any ease to be paid for tho approhensi > i of Deserters or Stragglers within the precincts of a port or place whore there is a police 1' orco employed in any naval establishment, but in order to enoourago tho local polico at any such port or place to search for and apprehend Deserters and Stragglers, the Commander- in- Chief, or senior officer present, at his dis- cretion, and under such regulations as he may from ti. ne to time lay down, may approve a reward not excoodiug £ 1 being paid for eaek deserter or straggler arrested by a Constablo of the local police within a reasonablo poriod. • • • • • 3.
