ROUGE GAZETT PUBLISHED BY AUTHORITY- NEW SERIES. FRIDAY, APRIL 5, 1895. VOL. XII.. No. 1170. REG- XJLATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In, all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5 Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph, or sketch of a stolen article, including the expense of engraving on wood. fi. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. S. Announcements of all persons to be apprehended or of stolen properly bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property tube inserted, i n the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. I, l all cases, the officer signing the request for insertion of any announcement, Willie wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edit ion not later than Saturday morning. Theymutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by cheque, crossed ". Drummond S( Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. Oities and Boroughs therein, arranged in striot alphabetical order. 2.— Any additional copies of the GAZETTE beyond ( he number at present supplied will be forwarded on application in the form set forth in oircular of the 7th ol November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in ( he date of delivery of the POLIOI GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the ' jireulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays whioh sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of ( ho Commissioners, on the application of private persona, or of the Police of any County or Borough, must be c'early ax pressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( « ) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 1. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender feeins brought to trial, or without enquiry. CITY OF LONDON. 5.— For obtaining £ 2,400 by means of a forged letter of credit, on 7th nit.— LEON PUSCH, a Spaniard, age about 35, height 5 ft. 5 or 0 in., very slight build, complexion, hair, and moustache dark, right eyeball discoloured and protruding; of gentle- manly appearance. Warrant issued. 6. — For forgirg and uttering a cheque for £ 994 15s. 8d., 29th ult.— CHARLES ALBERT SMITH, lato of 67, Woodford- road, Forest Gate, NOTE.— There are 177 Stations of the Metropolitan I age 20, height 5 ft. 9 in., complexion fair ( freckled), Police Force at which Notices can be posted. It air ( curly) and slight moustache light brown, well APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— B Division.— For obtaining £ 5 10s., by fraud— TOM TICE, age 30, height 5 ft. 6 in., com plexion, hair and moustache dark, lower jaw projects, large ncse ( appears to have been broken), repulsive appearance; dress, dark clothes, hard felt hat. Supposed to be travelling with gipsies. Warrant issued. 2.— E Division-— For fraud — A man ( sup posed LOUIS LE FEAVE, a Frenchman), age about 32, height 5 ft. 9 in., complexion sallow, hair and small moustache and eyes dark, stoops slightly ; dress, generally dark clothes, black hard felt hat, lace boots. He writes letters in the name of some well- known journalist to theatrical managers, and endeavours to obtain free tickets of admission to theatres. Warrant issued. 3.— K Division.— For conspiracy to defraud— HENRY HILL, age 30, height 5 ft. 6 in., com- plexion fair, hair and moustache light, nose inclined to one side and flat at tip; dress, light suit, light covert coat, brown felt hat. A coachman. May be found driving a brake between Ramsgate and Mar- gate.— HENRY AYLING, age 19, height 5 ft. 3 in., complexion, hair, and slight moustache dark ; dress, black jacket and vest, dark stripe trousers, peak cap, red tie. Warrant issued. 4— w D ivision.—- For obtaining money by false pretences— GEORGE POVEY", age 31, height " ft. 2 in., complexion sallow, hair and moustache black, inclined to be curly, eyes dark brown, is very talkative; dress, brown overcoat, black suit, black felt hat. He represented that property had been left to him at Reading and other places. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. dressed, walks erect and quickly; of smart ap- pearance. Has in his possession the following bank notes:— 1 for £ 200, No. 4298, dated London, 28th January, 1895; 3 for £ 100 each, Nos. 22305- 7,17th April, 1894; 2 for £ 50 each, Nos. 58423- 4, 6th March, 1894; 4 for £ 20, Nos. 66692- 5, 4th May, 1894; 19 for £ 10 each, Nos. 24875- 93, 1st June, 1894; 4 for £ 10 each, Nos. 34913- 6, 2nd June, 1894; 1 for £ 5, No. 64771, 12th January, 1895. AYRSHIRE. 7. — Ayr ( Burgh). — For obtaining by fraud, 1 gold watch ( recovered); 1 brown marled tweed jacket suit, " James Robertson" on tab; 1 fawn- coloured waterproofed coat, velvet collar; 1 satin hat, " John Gibson, Hatter, Ayr," therein ; 2 pairs Shetland wool drawers; 2 Shetland wool semmits; 3 linen fronts with collar " Jolia Gibson " thereon ; 3 pairs socks; 2 scarves; and a light brown leather Gladstone bag with double lock— HUGH FIND- LAY, alias EDWARD DICK, age 27, height about 5 ft. 6 in., hair ( parted near centre and curly) dark, moustache brown, complexion sallow, 2 or 3 teeth deficient in uppsr jaw; dress, dark brown melton overcoat with brown velvet collar, black shooting coat, dark striped trousers, lec3 boots ( new), and the stolen hat; smart appearance. May be wearing a felt hat, or some of the clothing above described. Wore a gold ring with dark blo) d- stoae on third finger right hand. He arrived in Ayr between 15th and 20th ult, represetting that he had come from India; was a medical practitioner, and had come to take up a deceased dojtor's business ; also, that he had entered into partnership with a resident doctor. Has committed frauds at Stirling, Elgin and Aberdeen, where he presented that lie was about to come into posses- sion of a fortune of £ 40,000. Warrant issued. Information to Chief Constable M'Kay, Ayr. BERKSHIRE. 8.— Maidenhead ( lorough) — For obtaining £ 5 by a worthless cheque— C. REDMAYNE, age about 40, height 5 ft. 5 or 6 in , complexion fresh, hair, whiskers and moustache inclined to sandy, one front tooth noticeable; dress, black morning coat, dark cloth trousers, high hat. Carried a light cloth cap. He represented that he had taken a villa in the neighbourhood and ordered joints cf meat, at the same time obtaining the money; en the meat being sent, the house was found to bo unoccupied. TUESDAY, MARCH 12, 1 8 9 5 . 9.— Reading ( B'irirugh).— FOP obtaining money by false pretencps, 20th n't.— A man, giving the name of MACKIE, age 28 to 30, height about. 5 ft. 7 in., complexion fair, moustache lig't; wearing brown overcoat, low black hard hat: of good address ; wore a gold riog with large stone. He represented that he was in the employ of an estats agent who was about, to publish a catalogue, and thus obtained payment for insertion of an advertisement. Warrant issued. Information t) Head Constable Tewsley, Reading, CARMARTHENSHIRE. 10.— Llandilo ( County).— For obtaining money by false pretences— DAVID McMGRRAY, alias MeCRAYand PARRY, age 55 to 60 ( looks younger), height about 5 ft. 9 in., complexion ruddy, hair ( short) and moustache sand/, walks erect; dress, brown coat and vest, dirty cord trousers, light brown cap, lace boots. Speaks with Irish accent. Stated he had been in the Army, and also that he was a native of Belfast. He represented that he wa9 a haulier, and had been deprived of his means of livelihood by the death of his horse. Is identical with SAMUEL McMURRAY, on victed at Lampeter, 5th November, 1887, and JAMES THOMPSON, convicted at Welshpool, 5th April, 1889; Lampeter, 12th April, 1890; Llan- rwst, 23rd January, lh92 ; Dolgelly, 24th February, 1892; Wrexham, 2lst November, 1892; and Ruthin, 7th March, 18^ 3. Warrant issued. Information to Supt. Philipps, Llandilo. CUMBERLAND. 11.— Brampton ( County).— For inflicting bodily harm, on 24th ult.— TWO MEN : lst, age 30 to 35, height 5 ft. 8 or 9 in., complexion dark ; dress, blue pilot coat reaching nearly to knees, ( supposed) brown cord trousers, dark cloth cap; wore clogs of different make, one being a Lancashire clog; 2ud, age 25 to 30, height 5 ft. or 7 in., complexion fresh, moustache light; dress, brown tweed coat, brown cord trousers, much worn at bottoms, ( sup- posed) cloth cap, lace boots. One of them is rather round- shouldered. Supposed tramps. Warrant issued. Information to Supt. Bell, Brampton, Carlisle. DENBIGHSHIRE. 12.— Wrexham ( County).— For larceny ( bailee) - JOHN EDWARDS, age 24£ ( looks older), height 5 ft. 4 in., weight 9 stone, slightly round- shouldered, complexion dark, hair dark brown, small dark moustache, ejes hazel, third toe of right foot slightly deformed. Was a lance- corporal of the Welsh Fusiliers, from which regiment he deserted on 23rd ult., when he was wearing regimentals. Generally calls upon Roman Catholic priests. Warrant issued. Information to Deputy Chief Constable Vaughan, Wrexham. 15.— Southend - on - Sea ( County). — For stealing ( bailee) a costermon* er's barrow ( recovered) JOHN BROOKS, alias THORNBACK and « • OLD BEN," age 30, height 5 ft. 5 or 6 in., slight build, complexion fresh, long face, bair brown, eyes grey, impediment in speech, tattooad tombstone, " In memory of Jno. HOUNDSON," shield aud flags, left forearm, " True love to E. T. H. " right forearm ; wore a black cloth ppa't cap and dirty clothing. A rag and bone collector; frequents low lodging- houses ; supposed native of Sitlingbourne. Warrant issued. Information to Inspector Chase, Southend- on- Sea. HAMPSHIRE. lti.— Southampton ( Borough).— For embezzling £ 3 » 8s. 0 » ., on 19th February last- DOUGLAt> EDWARD ANDREWS, age 45, short, hair dart ( turning grey, thin on top. aud parted in centre), eyes hazel, waxes moustache ; dress, long brown ulster with cape or black overcoat, dark suit, high silk hat. HERTFORDSHIRE. 17.— Hertford ( Coiiaty).— Absconded 31st nit., from Hertfordshire Reformatory, Ware— ALBERT NEAL, age 17, height 5 ft. 8 in., complexion ruddy hair light, eyes grey, knuckle broken right hand imperfect in speech; clothing marked 479 — THOMAS OAKMAN, age 16, height 4 ft. 4 in., complexion fair, hair light, eyes grey ; clothing marked 467— LEONARD FORD, age 15, height 4 ft. 7 in., complexion fair, hair and eyes brown, second finger broken right hand ; clothing marked 490. All wearing the school dress: cord jacket, plat d buttons, cord trousers, striped calico shirt, blue worsted stockings, dark cloth Glengarry cap with red braid, strong lace shoes. Ii formation to Supt. Parish, Hertford ISLE OF WIGHT. 18.— Sandown ( County).— For stealing, 5th ult., at Vent nor, £ 40 in notes and gold — FRED. LANGFORD, age 17, height 5 ft. 9 or 10 in., slight build, complexion fair, hair brown ( curls in front) ; dress, black overcoat, velvet collar, large black bone buttons, light jacket suit, and skull cap. A footman or waiter. Has relatives in London, Plymouth, Ryde, and Southsea. Warrant issued. Information to Inspector Ayres, Sandown. DORSETSHIRE. 13.— Wareham ( County). — For deserting his wife and family, leaving them chargeable to the Wareham and Purbeck Union— WILLIAM HENRY STRONG, age 26, height 5 ft. 4 or 5 in., complexion fresh, hair and moustache light sandy, eyes ( large) blue; is fond of drink ; dress, when last seen, dark brown tweed suit, black bowler hat. A baker; late of Swanage, which place he left on 16th Jan. last. Warrant issued. Information to Supt. Carter, Wareham. ESSEX. 14— Saffron Walden ( County).— For obtain- ing, by a fictitious chtque, 23rd ult., a dark brown horse, 5 years, 16 hands in., short mane and tail, off- hind fetlock white, hair rubbed off both sides of neck near withers, small patch of hair off centre of back, well bred, in fair condition, value £ 45— WILLIAM MORRIS ( supposed false), age 25, height 5 ft. 2 in., complexion, hair and eyes dark; dress, black overcoat, dark cloth trousers with grey stripe, blnck hard hat. A native of Holloway. Warrant issued. Information to Supt. Simmonds, Saffron Walden. KENT. 19.— West Mailing ( County).— For fraudu- lently obtaining a black plush circular mantle, 24 or 25 in. long in front, lined black twilled silk, trimmed round neck with ruche of black satiu ribbon— A woman, who gave the name of Miss DUNSCOMHE, age about 48, very short, round- shouldered ; dress, blaok coat, grey dress, black hat with fall. Her modus operandi is to take furnished apart- ments in a village, and send written orders for goods to neighbouring towns, on reoeipt of which sho decamps. Warrant issned. Information to Supt. Lane, West Mailing. LANCASHIRE. 20— Chorley ( County).— For stealing, 29th ult., 1 navy- blue velvet bodice, and £ 7 2s. 6d. — A WOMAN, age 22, height 5 ft. 3 or 4 in., complexion fresh, hair light brown ; rather good- looking and of respectable appearance ; dress, fawn- and- brown mixture skirt, cape to match with hood, lined large black- and- brown plaid, the stolen bodice, fawn- colour boat- shaped hat trimmed cream- coloured feather. A domestic servant; supposed well ac- quainted with Bolton and Preston. Information to Supt. Norris, Chorley. 21.— Liverpool ( City).— For horse- stealing— ABRAHAM DAWSON, alias KELLET, & c., age 46, height 5 ft. 5^ in., complexion fresh, hair dark brown, eyes grey, scar left of forehead and back of left hand. A horse dealer; native of Leeds. Was sentenced to 9 months imprisonment at Leeds Sessions, 12th April, 1880, for larceny from the person ; to 12 mouths, at Devon Assizes, 24th July. 1£ 84. for horsestealing; to 18 month?,, at Wakefield Sessions, 17th October, 1887, for obtaining nimey by f- ilne pretences, all iD name of Abraham Dawson; and to 18 moths at Newcastle Assizes, 18th Fcfbjru'iry, 1891. for obtaining money by false pretences, in name of Abraham Kellet. Warrant issued. Information to the Head Constable, Liverpool. 22— Burnley ( Borcujh).— For stealing 1 rough blue cloth nUter ; I dark blue overcoat, usual packets, bone buttons, black Italian lining ; 1 black rough terge jucket and vest, usual pocket's ; 1 fine ribbed black olotli coat", with pockets in laps, and vest; 1 gentleman's silver geneva watch, engine- turned cases ( worn) ; and white metal chain— MANSFIELD, age 21 to 25, height 5 ft. 2 in , complexion fair, hair dark, clean shaved, cut scar under left eye, which draws lid down ; dressed in stolen jacket and vest, dark trousers, broad brim felt hat, low shoes. RUSSELL, age 21 to 25, height 5 ft. 3 in., complexion fair, hair ( curly) rod; dress, stolen coat and vest, light mixture trousers, felt hat, low shoes. They took lodgings, in which they stayed three nights, but left between 12.30 and 5.30 a. m., 25th ult., taking the stolen articles aud leaving behind, their old clothing, and a card, with " Mansfield and Russell, eccentric knockabout comedians," printed thereon. , Information to Chief Constable Harrop, Burnley. 2H.— Lancaster ( Borough). — For embezzle- ment— GEORGE BARRACK, age about 37, height 5 ft. 8 in., complexion sallow, hair brown, moustache and small side whiskers reddish brown, cast in left eye, walks with his bead down ; dress, brown over- coat, striped trousers, brown American bat with dented crown. A commercial traveller. Has been constantly travelling between Lancaster and Liver- pool, where he is well known. Was local agent for Lever Bros., Soap Manufacturers, Port Sunlight, and Messrs Smith & Crouch, Fruiterers, Liverpool- Native of Kendal, where he was last seen on the night of 24th ult. Information to Chief Constable Ward, Lancaster 24 — Rochdale ( Borough).— For stealing, lst inst. a navy- blue serge skirt, trimmed with brown fur about in. wide; 1 light grey small plaid woollen shawl ; 2 purses ( 1 egg- shape, the other book- shape), containing papers, cards, and a photo- graph— ALICE SPENCER, age 28 to 30, height 5 ft. 4 or 5 in., well built, complexion sallow, full face, hair dark brown; dress, black alpaca skirt, light blue cotton bodice, boat- shape felt hat, lace boots. Stated she was a laundress. Information to Chief Constable Buck, Rochdale. LINCOLNSHIRE. 25.— Boston ( Borough).— For obtaining money by false pretences— MOSES SZAPIRA, a Jew, age 27 to 30, height about 5 ft. 8^ in., complexion fresh, ruddy cheeks, hair ( wavy) dark, moustache and eyes brown, large nose, shambling gait; dress, dark blue overcoat, dark suit, black billycock hat, lace boots. A hawker of sham jewellery, and may have a pedlar's certificate in his possession, issued at Boston, 3rd July, 1894 ; native of Boston. Very talkative. Has been in Africa and America. Warrant issued. Information to Head Constable Wyse, Boston. NORFOLK. £ 1 REWARD. 26 — Norwich ( City).— For deserting his wife and family— CHARLES BAYLIS, age 40, height 5 ft. 6 iD., complexion fresb, hair ( bald on top, inclined to curl) light, eyes light grey, scar left evebrow, burn scar on shoulder, front teeth slightly apart; has a habit of bitiDg his lip and moustache ; generally wears a navy serge or velvet coat. Native of Sheffield ; proprietor of a marionette show. May be found attending fairs in northern or eastern counties. Warrant issned. The above reward will be paid by John Croaa, Esq., Clerk to the Norwich Board of Guardians, for the apprehension of Baylis. Information to Chief Constable Hitchman, Guild- hall, Norwich. FK, ID.* V. APRIL 5, 18^ 5 TMK PO LI OK GAZETTE. 3 SHROPSHIRE. 27. — LudlOW ( County). — For stealing, at Woofferton, on 29tli nit., a frail baBkot, containing about 60 pair8 leather and mohair laces; 4 pairs spectacles; 1 card of studs; 6 lead pencils; 18 combs; 1 dozen linen buttons; 1 grey Welsh flannel shirt; 1 blue check neckerchief— TWO TRAMPS: 1st, age about 40, height 5 ft. 9 in., hair light, beard sandy, rough voice; dress, dirty drab jacket, dark cloth trousers, with Irown patch on left knee, brown cap with two peaks; appearance of a brick- layer's labourer. 2nd, age abont 30, boight 5 ft. 7 in., hair and moustache dark brown ; dress, shabby dark suit, black hard felt hat ; appearance of a tailor. May be found hawking the stolen articles, and sleeping in outbuildings. Information to Supfc. Hnyward, Ludlow. SOMERSETSHIRE. 28.— llminster ( County). — For obtaining food and lodging by false pretences, at Crewkerne, OD 25th ult.— A woman, who gave the name of Miss SMITH, age about 45, height 5 ft. 5 in., complexion sallow, full, square features, hair light brown, walks with crutches, supposed to have lost a leg; dress, black mackintosh, light brown check cape with hood, dark green dre^ s, round black straw hat with plain black band. Warrant issued. Information to Supt. Rawlings, Ilminster. 29.— Taunton ( County).— For failing to appear to his bail at the Quarter Sessions, on 2nd January last, charged with stealing a diamond ring on 29th • September, 1894— JAMES LEWIS ROBERTS, age 39, height 5 ft. 7 in., complexion fresh, bloated £ ace, thick lower lip, hair black, eyes brown; dress, grey knicker tweed & uit. Native of Aberdare. Addicted to drink, and an associate of sporting men. Warrant issued. Information to Supt. Durham, Taunton. STAFFORDSHIRE. 30.— Brown hi I Is ( County).— For obtaining, by ialse pretences, 25th ult., at Great Wyrley, near Gailnock, a safety bicycle, solid tyres ( front red, back grey)— THOMAS WOODMAN RAY, age 19, height 5 ft. 2 or 3 in., complexion fresh, hair dark, coal mark right cheek, tattoo marks, ring right middle finger, sailor, Staffordshire knot, and " Y. W. R." on both forearms ; dress, light grey suit, blue neckerchief, grey peak cap, with velvet star on front, lace boots. Native of Wedne3bury. Warrant issued. t Information to Supt.
