' \ ' GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 22, 1895. VOL. XII., No. 1172 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerningpersonswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property wilt be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravvngs of stolen property, will he prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in tie POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, mil be wholly responsible for any proceedings which mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by c ™ 1" e> crossed " Drummond % Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. , 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, las, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in striot alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIO* GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the alrculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of Vhe Commissioners, on the application of private persona, or of the Police of any County or Borough, must be clearly sxpressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( e) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. % No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on ite return without the offender bains brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT THE AMERICAN OXYZONE SYNDICATE. The EDITOR suggests to the Local Police Forces to acquaint any person who may apply to them for the return of money forwarded to the above- named Syndicate, that the principal agents in the business are in custody on a charge of fraud, and nothing can be done in the matter until the conclusion of the case. In the event of their conviction, any Postal Orders found in the letters enclosing them, addressed to the Syndicate, will then be returned to applicants through the Local Police. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— E Division. — For obtaining £ 13 10s. Od by fraud— ALFRED HASUN, age 28, height 5 ft. 10 in., complexion dark, hair dark brown, eyes blue; dress, dark tweed jacket suit, brown cap or black hard felt hat. Warrant issued. 2. — E Division. — For obtaining food and money by fraud— FRANK JEFFREYS, alias F. J. MARSHALL, age 3z, height 5 ft. 9 in., stout build, complexion sallow, hair light brown ; dress, black jacket suit, light brown overcoat, black hard felt hat. A chemist; native of Guildford. Warrant issued. 3.— E Division. — For embezzling £ 2 2s. 4d., 16th inst. — JAMES BOUGHTON, age 19, height 5 ft. 2 in., complexion pale, hair very light, eyes light blue; dress, blue serge suit and cap. Has been a sailor, and may be found in the neigh- bourhood of docks; a native of London. Warrant issued. 4.— F Division. — For obtaining, by means of a fictitious cheque, No. E. 187577, on Messrs. Cox & Co .' s Bank, 16 and 17, Charing Cross, a bay mare, aged, about 15 hands, black legs, hollow back with small lump thereon, deep belly, short switch tail— A. W. BLYTH ( false), age 27, height 5 ft, 5 in., complexion fresh, hair light brown, slight light moustache, eyes blue ; wore a dark suit; appearance of a groom. Supposed identical with Wm. Ashford ( Case No. 18, 15th inst.), and the cheque uttered is one of those which he had in his possession. Warrant issued. CITY OF LONDON. 5.— For stealing, 7th inst., 1 gentleman's small gold watch, white dial ( slightly chipped), " W. A. B." on back ; 1 gentleman's silver keyless hunter watch, " Wells, late St. James' Street, Pall Mall," on works ; 1 gentleman's single- stone diamond ring, stone slightly brown in colour; 1 lady's gold ring, set 6 rubies ( 1 deficient) ; and £ 5 cash— WALTER COLEY, late of 1, Witherington- rnad, Highbury, age 18, height 5 ft. in., complexion very fair, hair light, slightly round- shouldered, walks with his bead slightly forward and with swaggering gait; dress, grey overcoat or black Inverness mackintosh, black frock coat, low round felt hat. Had with him a Gladstone bag. Warrant issued. Information to Supt. MoWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 6.— Biggleswade ( County).— For stealing, 11th inst., 1 black cloth jacket; 1 grey vest; 1 pair stripe trousers; 1 pair boots ( nearly new) ; 1 gold wedding- ring; 1 gold dr « ss- ring, set pearls; 1 pair earrings, made from lion shillings; 1 silver watch, face broken— HARVEY POWERS, a private of lst Grenadier Guards, height about 5 ft. 11 in., complexion fair, eyes light; may be wearing regi- mental boots, shirt, and socks. Information to Supt. Cain, Biggleswade. BERKSHIRE. 7.— Maidenhead ( Borough). — For embezzle- ment— WILLIAM W1CKENS, age 35, height 5 ft. in., complexion fresh, hair ( bald on top) dark brown, eyes brown; dress, dark brown over- coat, dark check coat, dark cloth trousers and vest, cloth peak cap, striped muffler. A milkman; native of Wallingford. Is known at Littlemore, Oxon. Warrant issued. Information to Supt. Taylor, Maidenhead. 8.—' Windsor ( Borough).— For stealing a silve- watch and chain ( recovered) — FREDERICK ANDERSON ( supposed false), age about 21, height 5 ft. 5 in., hair brown, clean shaved; dress, black jacket, brown trousers, stand- up collar, white tie, hard felt hat; appearance of a coachman. Information to Head Constable Armour, Windsor. BUCKINGHAMSHIRE. 9.— Aylesbury ( County).— For stealing, 5th inst., a mahogany cash- box, containing about £ 15— FREDERICK J. CAMBRIDGESHIRE. 10.— Cambridge ( Borough). — For stealing 13th inst., £ 2 15s., and a lady's silver geneva watch and curb- pattern chain— JOHN WILSON, age 17 height 5 ft. 4 or 5 in., slight build, complexion fair, hair brown ( parted in centre), large bright blue eyes ; dress, brown check tweed jacket and vest, dark cord trousers ( supposed wearing dark cloth trousers under), blue necktie, small brown plaid cap, lace boots ( nailed). Stated he was a native of London. Has been employed in the Church Army Shelter. Information to Chief Constable Holland, Cam- bridge. CARMARTHENSHIRE. 11.— Llandilo ( County):— For obtaining money by false pretences— DAVID MeMURRAY, alias McCRAY and PARRY, age 55 to 60 ( looks younger), height about 5 ft. 9 in., complexion ruddy, hair ( short) and moustache sandy, walks erect; dress, brown coat and vest, dirty cord trousers, light brown cap, lace boots. Speaks with Irish accent. Stated he had been in the Army, and also that he was a native of Belfast. He represented that he was a haulier, aad had been deprived of his means of livelihood by the death of his horse. Warrant issued. Information to Supt. Philipps, Llandilo. dress, blue worsted jacket, velvet cap with tassel, strong blncher boots. A canal boatman ; native of Etruria, Staffordshire. Warrant issued. Information to Supt. Large, Middlewicb. 15.— Nantwich ( County). — For lai- ceny, 4th inst. — A MAN, age 25, height 5 ft. 7 in., com- plexion fresh, hair and eyes brown, , cross- flags tattooed on left arm; dress, dark jacket and vest, fawn- colour cord trousers, Btand- up collar, black tie with white spots, light brown peak cap, lace boots. He took lodgings, stating he was going to work on the L. & N. W. Steam Sheds. Information to Supt. Meredith, Nantwich. CARNARVONSHIRE. 12.— Bangor ( County).— For obtaining money by false pretences, by the tale of worthless cigarottes, called " Stramonium Cigarettes " ( see Case No. 5, Ist inst.)— WALTER SNELL, age about 40, height 5 ft. 6 oc 7 in., stout build, complexion fair, hai light brown. A native of Exeter. He is an asso- ciate of Isaac Da Costa, who is committed for trial at Swindon, Wilts, for a similar offence. Warrant issued. Information to Supt. Harris, BaDgor. 13. — Pwllheli ( County). — Portrait and de- scription of WILLIAM HUMPH RETS, whose CUMBERLAND. 16.— Wigton ( County).— For larceny and ob- taining food and lodgings, by false pretences, on 28th ult. FRAZER, age 20 to 25, under medium height, complexion dark, thin face, hair black, thick eyebrows ( which meet), good teeth; dress, brown jacket suit, light cap ( worn at back of head), lace boots, brown cloth or knitted gloves of smart appearance. He takes apartments at private houses, repre- senting that he is employed by government or the local authority as an inspector or surveyor, and will stay some time in the neighbourhood, bat after a few days decamps without paying. Warrant issued. Information to Supt. Hodgson, Wigton. moustache, eyes grey, large lump on Bide of right knee, walks lame, having broken his leg and both arms at Forth Bridge. Speaks with American accent; dress, pepper- and- salt overcoat, dark rongh cloth coat and vest, grey mixture trousers, red tie, lace boots. An engine driver ; native of Lancashire. He represents himself as a local Baptist preacher and Good Templar. Warrant issued. Information to Head Constable Evans, Neatli. DENBIGHSHIRE. 17— Wrexham' ( County). — For shopbreaking and larceny— License Holder JOHN PARRY, alias WILLIAM JOHNSON, PERRY, PIERCY, and BURGESS, Office No. 47456, age 36, height 5 ft. 5 in, complexion fresh, hair brown, eye3 bluish grey, scar across top of left eyebrow, left side of head ( long), on left upper arm, bottom of Bpine, centre of back, and several on scalp; dress, brown jacket suit ( dirty), lace boots ( worn), hard felt hat, white muffler, tied in sailor's knot. Sentenced at Stafford, 13th December, 1889, to 5 years penal servitude for burglary. Liberated on second license. 10th December, 1894, which expires 22nd Nov. 1895. K P 638. Warrant issued. HAMPSHIRE. 22.— Aldershot ( County).— For embezzling £ 15 13s. 5d.— THOMAS MARR, late secretary of Aldershot Branch of tho Operative Bricklayers' Society, age about 40, height A ft. 6 or 7 in., slight build, complexion fresh, hair ( turning grey) dark, moustache brown, eyes dark ( sunken), slightly- round- shouldered ; dress, dark suit or dark jacket and vest, light trousers, dark overcoat. A brick- layer; rative of Brighton. Warrant issued. Information to Deputy Chief Constable Stephen- son, Aldershot. 23.— Portsmouth ( Borough).— For forgery— WILLIAM ASHFORD, age 27 or 28, height about 5 ft. 5 in., complexion fresh, hair light brown, eyes blue, scar base of left thumb and on right buttock ; dress ( supposed) dark overcoat, velvet collar, brown check tweed suit, felt hat. A private of the South Lancashire Regiment, on furlough till 17th inst. Has in his possession a stolen cheque book on " Cox 6 Co.' s " Bank, London, containing about 40 cheques, numbered from 187601. Is accompanied by Martha Sarah Moss, age 20, height 5 ft. 6 or 7 in., well built, complexion fair, hair light, eyes blue, very full breast; dress, dark clothes, red woollen wrap, and dark hat. They left Cosham by 6.58 p. m. train, 2nd inst., for Waterloo, and had with them 2 boxes ( 1 covered with black American cloth) tied with cord. Warrant issued. apprehension is sought for forgery — Age 41, height 5 ft. 9 or 10 in., complexion pale, hair, full beard, and eyes dark, 2 prominent front upper teeth, sharp metallic voice, and abrupt in speech, leans slightly on one side, and has a peculiar movement of his body when walking; vhsn last seen was wearing riding breeches and gaiters, and a single- peak cap. A gentleman farmer ; native of Criccieth. Warrant issued. Information to the Chief Constable of Carnarvon- shire, Carnarvon, or Inspector Rowland, Pwllheli. DERBYSHIRE. 18.— Alfreton ( County).— For failing to report — License Holder WILLIAM CAULDWELL, alia* JOSEPH HOPKINS, and WILLIAM JOSEPH CAULDWELL, Office No. 45466, age 36, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes hazel, 1 vaccination mark on each arm, scar on right hip, 3rd and 4th left toes webbed. Sentenced at Derby County Sessions, l£ t January, 1890, to 5 years penal servitude and 5 years police supervi- sion for larceny. Licensed 1st November, 1893. K Q 101. Information to Supt. ( recovered)— JOSEPH KNOTT, age 24 ( looks younger), height 5 ft. 3 in , complexion florid, hair sandy, eyes blue; ESSEX. 20.— Grays ( County).— For stealing, 8th inst., from the schooner " Advance," 1 blue rib cloth overcoat, with chain tab; 1 blue cloth coat and vest, small square pattern; 1 pair light stripe trousers; 1 flannel tennis shirt; I pair merino drawers and singlet; 1 pair low shoes ; 1 blue- and- light colour silk wrapper; 1 pair black woollen stockings ; and a silver Swiss chronograph watch, open- face, and a silver curb chain— A YOUTH, age about 18, height 5 ft. 6 or 7 in., broad shoulders, complexion dark, bracelet tattooed on one wrist; dressed in the stolen clothes. Supposed native of Glasgow. Information to Supt. Jordon, Grays. 24.— Portsmouth ( Borough). — For stealing, 5th inst., a new diamond- frame, pneumatic " Black Prince" safety bicycle, 28- incli wheels, " Starley '* tyres, double- butted spokes, 2 small knebs inside each wheel, plated parts, ball bearings throughout, detachable " D" shape brake, very light spring- wire lamp bracket, brown semi- hammock saddle, " Universal li" lamp, brown pouch containing 2 plated spanners, " Starley Psycho" stamped thereon, name of machine, with " Starley Brothers, Patentees" in shield on head— A MAN, age about 28, height 5 ft. 7 or 8 in., dark hair; dreas, long light over- coat, dark trousers, black felt hat; respectable appearance. 25.— Portsmouth ( Borough).— For obtain; nR. food and lodgings by false pretences— WILLIAM STEVENSON, age about 50, height 5 ft. 7 or 8 in., complexion sallow, thin features, hair light brown, moustache ( cut short) light, one fx- ont tooth broken off, appeared very deaf; dress, lounge suit, dark blue rib overcoat, brown felt hat, green tie, new lace boots ( broad soles) ; wore a silver watch chain with Maltese cross attached, and a silver horse- shoe pin; carried a bamboo cane with small dagger inside. He engaged rooms for himself and his brother, representing that he belonged to the Cove Cycle Company. Warrant issued. Supposed a native of Bermondsey. Travels the country hawking stable brushes, < fcc. Warrant issued. Information to Chief Constable Prior, Tnnbridge Wells. LANCASHIRE. 29.— Bolton ( County).— O SBALDESTON, Office — Supervisee GEORGE No. 47268, see Case No. 81, 15th inst., not now wanted. 30.— Chorley ( County).— For embezzlement— Expiree GEORGE BRAMLEY, alias BROMLEY, Office No. 40918, age 40, height 5 ft. 2 in., com- plexion fresh, hair and moustache sandy, eyes light grey, scar right jaw and back of left thumb, birth- mark right breast. Sentenced at Liverpool, 3rd February, 1881, to 10 years penal servitude for arson. H 148. This man frequents workhouses, and is said to be well known at Ormskirk, Wigan, Rishton, and Accrington. Warrant issued. Information to Supt. Norris, Chorley. 31.— Ormskirk ( County).— For obtaining money by false pretences, at Formby, on 18th inst.— A MAN, age about 50, height 5 ft. 11 in., slight build, complexion fresh, hair dark ( turning grey), impedi- ment in speech ; dress, dark double- breasted jacket, dark trousers, cap, blue front and tie. He took lodgings, stating be was employed by Government to fix telegraph wires, and, after obtaining the money, absconded. Information to Supt. Jervis, Ormskirk. 32. — PreSCOt ( County). — For stealing, 13th inst., at Whiston, a heavy white woollen sweater; 1 brown sealskin cap with earlaps; 2 light bine woollen mufflers, and a pair of black woollen gloves .— A MAN, age 19, height about 5 ft. 6 in., com- plexion fresh, hair brown, large nose, large abscess mark right of neck ; dress, light tweed suit, lace boots, red, blue, and black stripe belt with silver snake - pattern buckle. A professional pugilist; supposed native of Newcastle- on- Tyne. May be found in boxing saloons or in the company of betting men. Information to Supt. Baxendale, Prescot. 33.— Rochdale ( Borough).— For stealing, 13th inst., from a hotel, 1 gold ring, set with cluster of diamonds, sapphire in centre ; I lady's gold geneva watch, No. 164884— WILLIAM CRAVEN, alias ROSS, and KNIGHT, age 66 ( looks younger), height 5 ft. in., complexion fresh, hair ( bald on top) and eyes grey, burn scar left of forehead, large nose ; dress, dark suit, square top hat, heavy lace boots. A native of Yorkshire. Information to Chief Constable Buck, Rochdale. LEICESTERSHIRE. 34.— Leicester ( Borough).— For embezzlement — G. H. PERKINS, age 30, height 5 ft. 7 in., com- plexion fair, hair and moustache light brown, eyes blue; wearing black melton coat and black hard felt hat. A shop assistant. Information to the Chief Constable, Leicester. MERIONETHSHIRE. 35.— Barmouth ( County).— For larceny, 6th inet. — H. F. TURNER, age about 40, height 5 ft. 10 or 11 in., very thin, complexion dark, long dark hair ( slightly grey), wild- looking eyes ; dress, black overcoat, dark mixture suit. Is fond of golf, and carried a bundle of golf sticks. Received news- papers from Preston. Stated he came from Becken- ham. Is likely to stay at a good hotel. Warrant issued. Information to Supt, Jones, Dolgelley; or Sergeant Williams, Barmouth. He has a brother in Chicago, and may endeavour to go to America.
