All announcements for insertion in the POLICE GAZETTE, and all communications upon them should he addressed to 1' HE EDITOE or THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted m one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is souqht for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ bs. per portrait, and of Is. dd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to te inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements of all persons to be apprehended or of stolen property bear'a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted, in the POLIC ® GAZETTE, must, on their apprehension or recovery, at once transmit to the Hditor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whith may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond f Co.," Post Office Order payable at Parliament Street, Postal Order, or in Stamps. 13. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The EDITOR suggests to the Local Police Forces to acquaint any person who may apply to them for the return of money forwarded to the above- named Syndicate, that the principal agents in the business are in custody on a charge of fraud, and nothing can be done in the matter until the conclusion of the case. In the event of their conviction, any Postal Orders found in the letters enclosing them, addressed to the Syndicate, will then be returned to applicants through the Local Police. He calls upon firms whose businesses are adver- tised for sale, agrees to purchase same, and obtains a cheque in exchange for a worthless one drawn on Lloyds' Bank, Colemore- row, Birmingham. Warrant issued. 2.— S Division.— For obtaining money under pretence of marriage, through newspaper adver- tisements— WILLIAM KING, alias DR. KING, a chemist, age 65, height 5 ft. 5 or 6 in., complexion pale, hair, moustache, and small side whiskers grey, first finger right hand deformed, on which lie wears black finger - stall, slightly lame left foot; dress, black frock coat, grey mixture trousers, black soft felt hat, black frock overcoat. Warrant issued. 3.— T Division.— For failing to surrender for trial at North London Sessions, 18th nit., for stealing gas— WALTER PLATTS, alias JOHN- SON, age 30, height 5 ft. in., complexion pale, hair dark brown, small dark moustache, eyes brown, small scar on right eyebrow; dress, dark clothes, hard felt hat. CARNARVONSHIRE. 5.— Bangor ( County). — For obtaining money by false pretences, by the sale of worthless cigarettes, called " The Stramonium Cigarettes," 12th Dec. last— A MAN, age 40 to 50, height 5 ft. 6 or 7 in., very stout build, complexion fresh, fall face, hair light brown, moustache sandy; dissipated appear- ance. Is supposed to be J. DE COSTA, who, about that time, received two parcels from Broad- street Station, London. ( See Special Notice, Police Gazette, 15th Dec., 1893, and 6th April, 1894.) Warrant issued. 6. — Bangor ( County). — For attempting to commit an unnatural offenco — WILLIAM BEAVER LEACH, age 55, height 5 ft. 7i in., complexion sallow, prominent cheek- bones, hair turning grey, eyes grey, scar across right of fore- head and on lower lip, slight birthmark under left eye, star tattooed on left hand. Has been a pedlar, and is well known to pedlars from the Carnarvon district. Has also been a sailor, and he may be found about docks. A native of Llangefni, Anglesey. See Case No. 3, 6th Jan., 1893. CHESHIRE. 7. — Altrincham ( County). — For obtaining money by false pretences — JOHN PEARSON, age 32, height 5 ft. 8 in, complexion pale, hair brown, moustache light, has a nervous twitching of the head and hands, particularly noticeable when in conversation; dress, blue pilot cloth overcoat, dark trousers, light gaiters, hard felt hat. State! he had just returned from America, and had been robbed of his money and luggage at Liverpool. A native of Stockport. Warrant issued. Information to Supt. Britton, Altrincham. DENBIGHSHIRE. 8.— Wrexham ( County).— For obtaining food and lodgings by false pretences.— BARNY- CROFT, age 25, height 5 ft. 7 or 8 in., slight build, complexion pale, thin face, hair light, clean shaved, of good address; dre3S, brown check mackintosh with sleeves and cape, light covert coat, light grey suit, thick plaid stockings, sometimes worn over trousers to give them the appearance of knicker- bockers, white silk tie, black felt hat, lining torn, as if to destroy name, brown boots, have been blacked. He takes lodgings at an hotel or country inn, for himself and two or three others ( who are to arrive in three or four days' time), representing himself as an ordnance surveyor. DEVONSHIRE. 9. — Exeter ( County). — For embezzlement — GEORGE MILLER, age about 29, height 5 ft. 10 or 11 in., rather slight build, complexion fresh, hair and moustache dark brown, front teeth decayed; dress, covert or dust- coat, brown leather leggings, with brass studs, black bowler hat, narrow brim, lace boots. Smart appearance. A saddler; native of Torquay ; knows Somerset and Dorset well. Pre viously convicted of a similar offence at Wellington. Warrant issued. DORSETSHIRE. 10.— Poole { County).— For non- payment of fine and costs, amounting to 29s. 6d., imposed by magistrate — JOHN JEFFERY, age 30, height 5 ft. 9J in., complexion fresh, hair and moustache brown, eyes hazel, 5 dots tattooed left wrist; dress, dark grey jacket, moleskin trousers, black hard hat, light neckerchief, lace boots. FLINTSHIRE. 11.— Flint ( County).— For stealing, 25th ult., a pair of boots, and £ 2 12s., also for obtaining food and lodgings by false pretences — RICHARD TATE, age 25 to 27, height 5 ft. 8 or 10 in., complexion fresh, hair dark brown, clean shaved; dress, light brown cloth coat, light brown trousers, dark stock- ings, brown gaiters, light cap, lace boots, newly soled and toe- capped. He sometimes turns up trousers to resemble knickerbockers. May have with him a blue Skye terrier dog wearing a brass collar. Booked from Chester to Birkenhead by 11.40 a. m. train, 25th ult. He represents himself as a Government Sur- veyor, and takes lodgings at an hotel, or private lodging house, and also secures lodgings for three men who are to follow him in a day or two. GLOUCESTERSHIRE. 12.— Dursley ( County).— For obtaining money by false pretences— A WOMAN, age about 32, height 5 ft. 7 in., complexion fresh, hair dark brown, appears thin when wearing cape ; dress, long black cape, red lining, blue serge skirt, black bodice, black straw hat, trimmed heliotrope, black veil, strong lace boots— all much worn ; of good appear- ance and address. She represents herself to be the sister of a local clergyman, and that she has been recommended to call on deserving persons with a view to obtain for them a sum of £ 10 which will be allotted from a charity, but 20s. must first be paid to obtain the necessary vote, and, on receiving the amount, absconds. Sup- posed identical with woman described in Case No. 11, 28th Sept., Nos. 26 and 54, 23rd Nov., No. 47, 30th Nov., No. 22, 7th Dec., 1894. Warrant issued. Information to Supt. Hopkins, Dursley. HAMPSHIRE. 13.— Alton ( County).— For obtaining money by false pretences HOUSE, age about 35, height 5 ft. 7 in., complexion, hair, whiskers and moustache dark, walks erect, and is of good address ; dress, brown mixture suit, dark cloth peak cap. His modus operandi is to call upon farmers, stating that he is the son of a farmer residing 20 or 30 miles away, and that some months since he ab- sconded from his home with a considerable sum of money which he has squandered, but is now penitent and returning. He obtains a small sum to pay his railway fare, & c., invariably promising to return it within a few days, together with, a brace of hares. Warrant issued. Information to Inspector Hawkins, Alton. KENT. 14.— West Mailing ( County).— For deserting his wife, at Wrotham, 22nd December, 1894— JOHN CULLINGHAM, age 53, height 5 ft. 8 in., complexion fresh, hair, whiskers, and moustache light, eyes grey ; dress, dark mixture coat and vest, cord trousers, Oxford shirt, grey cloth cap, heavy lace boots. Lane, West Mailing. 15. —- Tunbridge Wells ( Borough). — For stealing £ 10.— HUGH THOMAS WATTS, age 18, height 5 ft. 5 in., complexion fair, liair light, 1 upper front tooth broken ; dress, light check jacket and vest, grey trousers, light cloth cap. Native of Guernsey. May seek employment as a baker or painter. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 16. — Manchester ( City). — For larceny — ALFRED DAFFERN, age 44, height 5 ft. 7 in., thin features, thin nrominent nose, hair brown, whiskers and moustache dark brown ; wears glasses, and walks with shuffling gait and head bent down ; generally wears dark suit, and square top hat. Warrant issued. 17.— Manchester ( City).— For stealing £ 400 — ALFRED WATSON, age 24, height 5 ft. 4 in., hair sandy, clean shaved, has no roof to mouth, carries his head slightly on one side. Warrant issued. 18.— Manchester ( City).— For embezzlement WILLIAM PEATE, age 35, height 5 ft. 4 in., com- plexion very ruddy, round face, red neck, hair ( thin on too) and moustache dark brown, eyes full. Re- spectably dressed. Warrant issued. Not to be apprehended out of the United King- dom. Information to the Chief Constable, Manchester. 19.— Rochdale ( Borough).— For obtaining £ 3 by false pretences— MrS. MOULSHAM ( supposed false), age about 34, height 5 ft. 1 or 2 in., com- plexion pale, hair dark, eyes supposed dark, two upper teeth very prominent and slightly aparf ; dress, black felt boat- shape hat, black tight- fitting three - quarter jacket, black Cashmere blouse, trimmed black lace; of ladylike appearance, and appeared well educated. She calls at ladies' schools, representing her- self as the wife of a clergyman, and stating she was acquainted with the family of a former scholar, and had been recommended to the school, as she had two nieces, she desired to place there as boarders ; after coming to terms, she discovered that she was short of money and succeeded in obtaining the above- named sum. She appeared to know Birmingham, Bedford, Southampton, Barmouth, and Weston- super- Mare. Warrant issued. Information to the Chief Constable, Town Hall, Rochdale. LINCOLNSHIRE. 20. — Horncastle ( County). — For obtaining £ 19 18s. 6d., by false pretences— ALFRED, alias WALTER BLAND, age 34, height 5 ft. 4 or 5 in., slight build, complexion fresh, hair and moustache dark brown, eyes dark; dress, grey mixture suit, yellow leggings, light cloth cap, lace boots. Was seen at Knottingley, Yorkshire, on 26th Jan., where his wife and family reside. States he is a cattle dealer; is likely to visit fairs and markets. Warrant issued. Information to Supt. NORFOLK. 21.— Grimstone ( County).— For deserting his wife and children, leaving them chargeable to the Freebridge Lynn Union— JOHN GATHERCOLE, age 38, height 5 ft. 6 in., complexion fresh, hair, small moustache, and eyes dark, slightly lame left foot; dress, short check jacket, old velveteen vest, old dark cord trousers, peak cap. A labourer; native of Middleton, Norfolk. Warrant issued. Information to Supt. Baldwin, Docking, or Inspector Lowe, Grimstone. 22.— Pulham Market ( County).— For fowl stealing, 12th ult., at Denton — JAMES BED- WELL, alias DINKS, age 46, height 5 ft. 7 in., complexion sallow, hair brown, clean shaved, eyes blue ; dress, dark coat, tild light trousefrs, torn at knees, hard hat, blucher boots. A native of Bungay. Is accompanied by his wife, age 20, who sometimes passes as his daughter. Stated thev were going to Hull. — STEPHEN OXBORROW, or OX- BOROUGH, age 40, height 5 ft. 5 in., complexion fresh, hair dark brown, clean shaved, eyes blue, sailor holding sword and flag tattooed inside right arm, " S. O." and bracelet right wrist, 2 butterflies, thistle, monument, anchor, flag and star left arm, club, " 1874" back of hand; dress, light cloth coat, old dark mixture trousers, dark straight peak cap, blucher boots. NORTHAMPTONSHIRE. 23.— Northampton ( Borough). — Woodcut portrait and description of ARTHUR BROOKE, alias CRICHTON, ALSKA, and W. POLLARD, whose apprehension is sought for shopbreaking. 19th inst., and stealing a large quantity of jewellery — Age 26 ( looks older), height 5 ft. 5 in., complexion fresh, inclined to swarthy, hair ginger, clean shaved, eyes brown, small mole near right collarbone, birth mark right of navel; dress, dark mixture coat and vest, light trousers, turn- down collar, black bow tie, black felt hat, dark grey overcoat with black velvet collar ; wore a diamond scarf ring, and rings on fingers, carried a small brown leather hand- bag. Is an expert shopbreaker, and has been convicted of that offence and for assaulting police at West Hartle- pool, Newcastle- on- Tyne, Leeds, and Durham. A cabinetmaker, but states he is a comic gymnast. Is well known in the North of England. He travelled the country with a woman named JENNY FAIRWEATHER, BROOKE, or JEANETTE CRICHTON, who is remanded in custody, and who has on several occasions been in custody with the man wanted. OXFORDSHIRE. 24.— Bicester ( County).— For stealing a coat ( recovered)— WILLIAM PALMER, age about 33, height 5 ft. 8 or 9 in,, complexion fresh, hair brown, light sandy bushy moustache; dress, when last seen, brown jacket, dark vest, light cord trousers, brown cap. A labourer. Has served in the Army. Native of Bletchington. Warrant issued. Information to Supt. Bowen, Bicester. 25. — Oxford ( County). — For larceny — WILLIAM HARMS, late of the " Wenman Arms," Thame, age 30, height 5 ft. 9 in., complexion fresh, hair ( inclined to curl), side whiskers, and moustache light brown, eyes blue ; dress, blue melton overcoat, dark suit. SHROPSHIRE. 27.— LudlOW ( County).— For inflicting grievous bodily harm, 3rd ult., at Coreley — ALFRED HODGKISS, alias HENRY THOMAS, age 35, height 5 ft. 6 in., complexion fresh, oval face, hair ( nearly bald on top) and whiskers ( cut short) brown, scar on top of head, blue spots left temple, tattooed crucifix left, cross- flags and shield right forearm, partial paralysis right side; dress, 2 jackets ( 1 black, 1 grey cloth), moleskin trousers ( raised seams), white scarf, old black hard hat, strong water- tight boots, nails out at toes. A tramping farm labourer; native of Neen Sollars, Salop. He called at a farm house at Coreley about 10 p. m., representing that a cow was out of the shed, thus gaining admittance and obtaining refreshment, afterwards committing a murderous assault on the farmer and his wife. Convicted of fraud at Brecon Assizes, 3rd July and 16th October, 1894, in the name of Henry Thomas. Is well known in Worcestershire, Here- fordshire, Breconshire, and Staffordshire. Warrants issued. A groom; native of Brixton, Surrey. Has been employed at Mold, Rugby, Leamington, Birmingham, and God- aiming. May be found in racing stables. Warrant issued. Information to Supt. SOMERSETSHIRE. 29.— Bath ( City).— For stealing £ 80, on 12th ult.— CECLL SOUTHCOMBE, age 20, height about 5 ft. 8 in., slight build, complexion sallow, hair black, slight dark moustache, eyes dark brown, very bad front teeth; dress, pepper- and- salt overcoat, dark suit, black bowler hat, brown boots. Gentle- manly appearance. A clerk. May endeavour to leave the country for Western Australia, where he has relatives. Warrant issued. STAFFORDSHIRE. 80.— Burslem ( County).— For larceny ( bailee), 2nd ult.— MICHAEL MANNION, age 52, height 5 ft. 7 in., complexion ruddy, hair brown, eyes grey; dress, dark cloth coat, dirty moleskin trousers, round cloth peak cap, lace boots, all much worn. A loader of ironstone. Warrant issued. 31.— Burslem ( Cotmty).— For defilement of a girl, age 6, on 18th ult.— JOSEPH WILSON, age 25, height 5 ft. 5 or 6 in., complexion fresh, hair, side whiskers, moustache and eyes brown, slight im- pediment in speech, rather thick lips ; dress, cloth suit, black hard hat, light lace boots. Native of Burslem. A clothier. May seek employment as a china decorator, having served an apprenticeship to that trade. Warrant issued. Information to Chief Supt. Hill, Burslem. 32. — Stafford ( County). — For stealing £ 20 ( including a £ 5 note, No. 79629), and a gentleman's gold English lever watch, No. 10495— HENRIETTA ARNOLD, age 20, height 5 ft., slight build, com- plexion very pale, hair and eyes dark ; dress, black dress, brown felt hat, trimmed brown ribbon and squirrel's tail, and ( supposed) brown mackintosh. A native of Wednesbury. Accompanied by Alfred Wilson, age 24, height about 5 ft. 7 in., complexion fresh, hair dark brown, slight dark moustache; dress, short double- breasted overcoat, dark mixture trousers and vest. Has been employed by the Telephone Company at Stafford. A native of Stoke- upon- Trent. Warrant issued. Information to Deputy Chief Constable Longden, Stafford. 33. — Stoke- upon- Trent ( County). — For unlawfully wounding, 4th uU.— ANNIE FINNEY, age 54, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, rather large eyes, several scars on face; a hawker, and maker of fancy mops. Travels the country with a grey horse and yellow van, accompanied by lier husband John Finney ( age about 56, height 5 ft. 6 or 7 in., very stout build, hair and side whiskers turning grey; dress, grey coat, large white buttons, corduroy trousers; a scissor grinder), and 5 children. SUSSEX ( EAST). 35. — Hastings ( Borough). — For non- payment of arrears under a maintenance order— HENRY WILSON, age 21, height 5 ft. 2 in., complexion fair, hair dark brown, slight light moustache; dress, dark blue cloth overcoat, grey cloth coat and trousers, black hard felt hat.
