NEW SERIES. FRIDAY, FEBRUARY 15, 1895. VOL. XII., No. 1162 REGULATIONS. 1. All announcement* for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to TUB EHITOU OF TIIE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the FOLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be. clearly stated. 5. Portraits of persons whose apprehension is souqht for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of \ bs. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to le inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. A nnouncements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 0. The force which causes particulars concerning delinquents or stolen property to be inserted in the PoLICC GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next usve. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whiili mai/ result from such publication. 11. Announcements for the Eridav issue should be forwarded so as to be received not Inter than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. Theymust be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Policy. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incnr any expenoe with a view to obtain his surrender, a notification bo made ia the communication sont to this Offioe to the effect that the offender is not to be arrested beyond the United Kingdom. Tho necessity for the adoption ot 6uch a course will be apparent from the fact that the POLICI GAZETTE ie circulated in tho Colonies. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. THE AMERICAN OXYZONE SYNDICATE. The EDITOR suggests to the Local Police Forces to acquaint any person who may apply to them for the return of rnon » y forwirdei to the above- named Syndicate, that the principal agents in the business are in custody on a charge of fraud, and nothing can be done in the matter until the conclusion of the case. In the event of their conviction, any Postal Orders found in the letters enclosing them, addressed to the Syndicata, will then be returned to applicants through tho Local Police. ^ PPBEHENSIONS SOUGHT. May be accompanied by a woman called Effie, age about 25, medium height, thin features, hair dyed very light. Warrant issued. -• — E Division. — For obtaining a half- moon diamond brooch, set with 22 stones; and a cluster diamond pendant, set with 32 stones, by means of a worthless cheque on the Union Bank of London, Bays water Branch — A woman giving the name of A. EASTON, alias CARTER,, and LEWIS, aga about 30, height about 5 ft. 4 in., com- p'oxion, hair, and eyes dark, aquiline nose, one or two upper fr- nt tseth stepped with g'Jd; cres*, black velvet cape, black dress and hat. Accom- panied by a MAN who speaks with foreign accent. Sbe calls on jewellers and orders goods to be sent to a houso where she has taken apartments, gives worthless cheques in psyment, and absconds. Warrant issued. 3.— G Division.— For stealing, 5th inst., a dark chestnut horse, thick- set, 14 hindj, scar on off side of belly near girth, slight swelling near side of rump, fore legs slightly over, hind fetlocks white; and a set of brass mounted htrness, nearly new— A MAN, age 35, height 5 ft. 8 in., slight side whiskers; dress, dark clothes, black hard felt hat. 4.— M Division.— For obtaining linen, & c , to the value of £ 1,000, by fraid — ABRAHAM LEWIS, a Polish Jew, age 29, height 5 ft. 2 or 3 in., complexion dark, hair ( curly), small side- whiskers, and moustache black, eyes hazel; dress, navy - blue rough Chesterfield overcoit, dark trousers, black hard felt hat, stand- up collar, black bow- tie, patent leather booti. Rather shabby appearance. An engineer; native of Willesden, Middlesex. May seek employment at engineers' or fitters' shops. Warrant issued. 6. — Y Division. — For embezzlement — WALTER SUGDEN GILBERT, age 20 ( looks old ir), height 5 ft. 7 in., cjmplexion very fair, hair sandy, eyes light blue; walks with rolling gait; dress, black co it and vest, dark mixture trousers, laoo boots, hard felt hat. BUCKINGHAMSHIRE. 9— SlOUgh ( County). — For obtaining £ 5 by means of a worthless cheque, 7th inst. — E. B. WELCH, age 30 to 40, height 5 ft. 6 or 7 in., hair and moustache brown, thin face; dress, light jacket and trousers, dark cap. Warrant issued. Information to Supt. Sutton, Slough. CARNARVONSHIRE. 10. — Bangor ( County). — For attempting to commit an unnatural offenco — WILLIAM BEAVER LEACH, age 55, height 5 ft. 7i in., complexion sallow, prominent cheek- bones, hair turning grey, eyes grey, scar across right of fore- head and on lower lip, slight birthmark under left eye, star tattooed on left hand. Has been a pedlar, and is well known to pedlars from the Carnarvon district. Has also been a sailor, and he may be found about docks. A native of Llangefni, Anglesey. See Case No. 3, 6th Jan., 1893. Warrant issued. 11-— Bangor ( County).— For stealing a pair of navy- bine trousers, and a black cloth vest, from the smack " Curlew "— A MAN, age about 22, height about 5 ft. 4 in., complexion fresh, hair brown, short moustache, eyes hazel, scar right forearm, abscess mark left of neck ; dress, long dark overcoat, sailor's peak cap, and the stolen coat and vest. May be found with shooting galleries, circuses, & c. Information to Supt. Harris, Bangor. CHESHIRE. 12. — Altrincham ( County). — For obtaining money by false pretences — JOHN PEARSON, age 32, height 5 ft. 8 in., complexion pale, hair brown, moustache light, has a nervous twitching of the head and hands, particularly noticeable when in conversation ; dress, blue pilot cloth overcoat, dark trousers, light gaiters, hard felt hat. Stated he had just returned from America, and had been robbed of his money and luggage at Liverpool. A native of Stockport. Warrant issued. 13. — Altrincham ( County). — For non- pay- ment of bastardy arrears— JOHN LEAR, age 84, height 5 ft. 4^ in., complexion fresh, hair black, heavy moustache and eyes dark. A plumber; native of Altrincham. May be accompanied by a woman named Moston, age about 30, height abont 4 ft. 11 in., slight build, complexion sallow, hair and eyes dark. Warrant issued. 14. — Altrincham ( County). — For arrears of maintenance of wife — ARTHUR G l£> > RG K DICKIN, age 21, height 5 ft. 7 in., complexion fresh, hair dark brown, slight dark moustache, eyes grey. Native of Wrexham; recently employed as a canvasser for Bradbury Sewing Machine Co., at Altrincham. Warrant issued. Information to Supt. Britton, Altrincham. 15.— Hyde ( County).— For obtaining money by false pretences— CHARLES E. WINWARD, alias JOHN E. THOMPSON, JARVIS, J. THOMAS, BROWN, and WARD, age 35, height 5 ft. 7 in., complexion pale, hair dark brown, eyes ( blind in left) blue; wearing dark overcoat, brown felt hat, lace boots. A native of Accrington. Was sentenced to 2 months imprisonment at Leeds Assizes, 26th July, 1888, and to 6 weeks at Nottingham Sessions, 24th October, 1888, for similar offences. ( See Case No. 11, 4th ult.) Warrant issued. DENBIGHSHIRE. 16— Wrexham ( County).— For stealing, 29th ult., a watch ( recovered) — ROBERT HENRY DA VIES, age about 20, height 5 ft. 2 or 3 in., com- plexion dark, small dark eyas, finger of left hand deformed, left toes contracted; dress, dirty black coat and vest, brown plaid trousers. Sometimes rides a bicycle. A collier's labourer; native of Festiniog. Warrant issued. Information to Deputy Chief Constable Vaughan, Wrexham. DEVONSHIRE. 17.— Exeter ( City). — For failing to report— License Holder THOMAS SAMPSON, alias WILLIAM SAMPSON, and THOMAS MED- LAND, Office No. 45982, age 63, height 5 ft. 4 in., complexion sallow, ha\ r light brown ( turning grey), eyes grey, mole left side of nose, nose fractured, scar centre of belly and on right buttock, 7 vaccina tion marks on right arm, 2 red birthmarks inside left forearm, 4th right finger crooked. Sentencfd at Exeter Quarter Sessions, 2nd July, 1884, to 10 years penal servitude for larceny. Remanet of former sentence expires 13th Novem- ber, 1895. Licensed 16th January. 1894. U K 181. DORSETSHIRE. 18.— Poole ( County).— For non- payment of fine and costs, amounting to 29i. 6d., imposed by magistrate — JOHN JEFFERY, age 30, height 5 ft. 9^ in., complexion fresh, hair and moustache brown, eyes hazel, 5 dots tattooed left wrist; dress, dark grey jacket, moleskin trousers, black bard hat, light neckerchief, lace boots. DURHAM. 19.— Bishop Auckland ( County).— Portrait and description of MARK JOPLING, whose apprehension is sought for embezzling, on 20th March 1893, £ 600, the monies of the Bishop Auckland Rock Building Society, to which he was Secretary, age 38 to 40, height 5 ft. 7 in., stout build, complexion fair, full round face, hair dark brown, moustache and small side whiskers dark ; wears spectacles ; dress ( generally), light suit, light overcoat, hard felt hat. A native of Bishop Auckland. Absconded 5th nit. Supposed that be will emigrate ohtfi/ Gik Warrant issued. Information to Supt. Banks, Bishop Auckland. ESSEX. 20.— Chelmsford ( County).— On commitment warrants for non- payment of fine for wilful damage — WALTER BURDEN, age 21, height 5 ft. 5 or 6 in., complexion pale, hair and slight moustache light, eyes ( small) dark ; dress, black jacket, light check trousers ( bell bottoms), hard round felt hat. Appearance of a costermonger. A native of Chelms- ford ; has worked as a bricklayer's labourer, and been employed at London and Southampton in eating- houses. Information to Deputy Chief Constable Somerset, Chelmsford. GLAMORGANSHIRE. 21.— Cardiff ( Borough).— For obtaining goods and money by means of a worthless cheque— GEORGE HERBERT DAVIES, ago about 27, height abont 5 ft. 6 in., complexion dark, small dark moustache; dress, blue or black Chesterfield overcoat, dark suit, black hard felt hat, square- toed lace boots. A butcher; supposed native of Pem- broke Dock. Absconded 12th nit. May have in his possession a few blank cheques on tho London and Provincial Bank, St. Mary- street Branch, Cardiff. Warrant issued. 22— CardifF ( Borough).— For embezzlement— GEORGE ROSSITER, a commercial traveller, late of 109, Penarth- road, Cardiff, age 28 to 30, height 5 ft. 7 in., complexion ( clear) ruddy, heavy moustache light, walks quickly, speaks with north country accent; dress, when last seen, slate- plaid " Rosebery" mackintosh, short light colour dust- coat, brown leather leggings, light felt hat. Absconded 2nd ult. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 23.— Dursley ( County).— For obtaining money by false pretences— A WOMAN, age about 32, height 5 ft. 7 in., complexion fresh, hair dark brown, appears thin whon wearing cape ; dress, long black cape, red lining, blue serge skirt, black bodice, black straw hat, trimmed heliotrope, black veil, strong lace boots— all much worn ; of good appear- ance and address. She represents herself to be the sister of a local clergyman, and that she has been recommended to call on deserving persons with a view to obtain for them a sum of £ 10 which will be allotted from a charity, but 20a. must first be paid to obtain the necessary vote, and, on receiving the amount, absconds. Sup- posed identical with woman described in Case No. 11, 28th Sept., Nos. 26 and 54, 23rd Nov, No. 47, 30th Nov., No. 22, 7th Dec., 1894. Warrant issued. Information to Supt. Hopkins, Dursley. HAMPSHIRE. 24.— Alton ( County).— For obtaining money by false pretences HOUSE, age about 35, height 5 ft. 7 in., complexion, hair, whiskers and moustache dark, walks erect, and is of good address ; dress, brown mixture suit, dark cloth peak cap. His modus operandi is to call upon farmers, stating that he is the son of a farmer residing 20 or 30 miles away, and that some months since he ab- sconded from his home with a considerable sum of money which he has squandered, but is now penitent and returning. He obtains a small sum to pay his railway fare, & c., invariably promising to return it within a few days, together with a brace of hares. Warrant issued. Information to Inspector Hawkins, Alton. HERTFORDSHIRE. 25.— Ware ( County).— For larceny— ALFRED WILLIAM BENNETT, alias YOUNG SAM BENNETT, late of the " Crown and Can " public house, St. John's- street, Clerkenwell, age about 26, height about 5 ft. 5 in., complexion fair, hair and slight moustache dark brown dress, black jacket and vest, dark brown trousers, hard felt hat or light cloth cap. Warrant issued. Information to Capt. Wymer, Supt., Ware. KENT. 26.— Sittingbourne ( County).— For deserting his wife and children, leaving them chargeable to the Milton Union— GEORGE JOHN CHAMBER- LAIN, age abont 30, height 5 ft. in., complexion fresh, hair and eyes brown, clean shaved ; dressed as a stableman. Native of Hornchurch, near Rom- ford. Has been in the Army Service Corps, and is now in the Army Reserve. Will probably seek em- ployment at hotels. Warrant issued. Information to Supt. Capps, Sittingbourne. 27.— West Mailing ( County).— For deserting his wife, at Wrotham, 22nd December, 1894—• JOHN CULLINGHAM, age 53, height 5 ft. 8 in., FRIDAY. FEBRUARY 15, 1895. A native of Wrotham. Sometimes works in gas- houses. Warrant issued. Information to Supt. Lane, West Mailing. LANCASHIRE. 28.— Leigh ( County). — For assaulting police, • 26th ult.— PAUL HAMPSON, age 27, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes grey, - anchor tattooed right forearm, cut on first finger left hand ; wearing dark clothing and cap. A - collier. Warrant issued. Information to Supt. Higginbotham, Leigh. 29.— Bootle ( Borough).— For obtaining money • by false pretences— JOHN McKAY, alias GEORGE BARKER, age 41, heigfct 5 ft. in., complexion fresh, hair ( thin on top) grey, eyes blue. A native of Dornoch, Sutherland. Was sentenced to 6 weeks imprisonment, 16th November 1882, and to 3 months, 15th January 1883, at Bath, for stealing billiard balls, to 3 months, 3rd May 1883, at Bristol, for a similar offence, and to 12 months at Hereford City Quarter Sessions, 26th October, 1883, for stealing boots. Identical with man described in Case No. 17, 8th inst. Photograph can be seen on application. Warrant issued. 30.— Bootle ( Borough).— For obtaining money by false pretences— A MAN, age 35 to 40, height 5 ft. & in., complexion sallow, hair brown, moustache light brown, broad shoulders, walks erect, and is of gentlemanly appearance. His modus operandi is to'call upon tobacconists, representing himself as an Inland Revenue officer; after examining the license, he states he has been s^ nt to collcct half, or more, of the cost in advance, for which he gives a receipt on the back of the license, . e'gning as " A. B. Spratt Anderson," or " A. B. Spratt, collector." Supposed to have been an officer of the Inland Revenue, near Birmingham. Warrant issued. Information to Chief Constable Cumming, Bootle. 31.— Rochdale ( Borough).— For obtaining £ 3 by false pretences— MRS. MOULSHAM ( supposed false), age about 34, height 5 ft. 1 or 2 in., com- plexion pale, hair dark, eyes supposed dark, two upper teeth very prominent and slightly apart; dress, black felt boat- shape hat, black tight- fitting three - quarter jacket, black Cashmere blouse, trimmed black lace; of ladylike appearance, and appeared well educated. She calls at ladies' schools, representing her- self as the wife of a clergyman, and stating she was acquainted with the family of a former scholar, and had been recommended to the school, as she had two niec9Q, she desired to place there as boarders ; after coming to terms, she discovered that she was short of money and succeeded in obtaining the above- named sum. She appeared to know Birmingham, Bedford, Southampton, Barmouth, and Weston- super- Mare. Warrant issued. Information to the Chief Constable, Town Hall, Rochdale. 32.— Salford ( Borough).— For failing to report — Supervisee MAGGIE SHAW, alias MARY ANN McMANUS, MARY" MACK, ELIZABETH WHITTLE, and ANNIE SHAW, Office No. 45559, age 46, height 4 ft. 11 in., complexion sallow, hair brown ( turning grey), eyes brown, scar on right eyebrow, 4th right finger, middle of right forearm, on left eyebrow, near left ear, on chin, and on nose, ears pierced, lost [ 2 top teeth. Sentenced at Man- chester City Sessions, 24th October, 1889, to 5 years penal servitude and 3 years police supervision for larceny. Licensed 25th Nov., 1893. H L P 96. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 33. — Horncastle ( County). — For obtaining £ 19 18s. 6d., by false pretences— ALFRED, alias WALTER BLAND, age 34, height 5 ft. 4 or 5 in., slight build, cornp'exion fresh, hair and moustache dark brown, eyes dark; dress, grey mixture suit, yellow leggings, light cloth cap, lace hoots. Was seen at Knottingley, Yorkshire, on 26th ult., where his wife and family reside. States he is a cattle dealer; is likely to visit fairs and markets. Warrant issued. 34. — Horncastle ( County). — For stealing, 14th ult., a set, of carriage cushions ( recovered)— CHARLES SMITH, age about 30, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, moustach* ( curled at ends) dark; shabbily dressed. Some- times wears high top boots and cloth cap. Sup- posed an upholsterer or siddler. Will probably call on carriage builders and harness makers. Accompanied by a woman, age about 25, height 5 ft. 2 or 3 in., complexion sallow, thiu face ; wearing a tight- fitting jacket. Generally stay at commoi lodging houses or low public houses, but occaeionally take a small house for a week or so. Warrant issued- Information to Snpt. Costar, Horncastle. MONMOUTHSHIRE. 35.— Newport ( Borough). — Portrait and de- scription of ALBERT WHITE, alias WILLIAM ANDERSON, VINCENT NORTON, and PARKER, a ship's steward, whose apprehension is sought for stealing from a private hotel, 31st ult.— 2 coloured prints, about 30 X 22 each, rolled up : ( 1st '' Joseph presenting his father to Paaraoh," 2nd, " Four children, one offering a bunch of grapes to the Saviour," with an explanation at bottom) ; 1 transparent picture of a play, " Pizarro," each of these 3 pictures is about a hundred years old; several books—" Life of Gladstone," illustrated, stamped " W. S.
