GAZETT PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 1, 1895. VOL. XII., NTo. 1158 KEGTJLATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought willle inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In alt cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engrairings of stolen property, wilt be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force ivh ich causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases, the officer signing the request for insertion of any announcement, wilt be wholly responsible for any proceedings whiih mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. „ j ( 12. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTB beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOB GAZETTE, may be at once notified to the Editor. Co) Cd> SPECIAL NOTICE, FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension - was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to bo arrested beyond the United Kingdom. The necessity for the adoption oi such a course will be apparent from the fact that the POLICE GAZETTE ip circulated in the Colonies. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. THE AMERICAN OXYZONE SYNDICATE. The EDITOR suggests to the Local Police Forces to acquaint any person who may apply to them for the return of money forwarded to the above- Darned Syndicate, that the principal agents in the business are in custody on a charge of fraud, and nothing can be done in the mattsr until the conclusion of the case. In the event of their conviction, any Postal Orders found ia the letters enclosing them, addressed to the Syndicats, will then be returned to applicants through the Local Police. Was staying at the People's Hotel, Harrogate, on 19th inst., and was afterwards seen at Atherton, near Knaresboro', and is now supposed to be in Dublin. A native of Chelsea. Warrant issued. 2.— B Division.— For stealing £ 20 — ALICE N. O. BRAD SHAW, alias ALICE ORTON, and MABEL ARCHER, age 18, height 5 ft., com- plexion fair; dressed in dark clotbe3 ; supposed accompanied by Harry Wilkins, alias Harry Carver ( champion boy rifle shot), age 18, and may seek employment at music halls or travelling theatrical companies. 3.— c Division.— For embezzline £ 72 10s.— HERBERT JAMES CRESSET SMITH, age 25, height 5 ft. 7 in., complexion ruddy, hair and mous- tache black, eyes ( full) dark, leans forward when walking; dress, dark suit, black hard felt hat; of smart appearance. A native of Sale, Cheshire. Warrant issued. 4.— V Division. — For deserting his family— ALBERT RIDGERS, age 38, height 5 ft. 5 in, complexion fresh, hair ginger, eyes weak and sunken ; dress, old grey suit, black hard felt hat. A native of Thames Ditton. Warrant issued. 5.— T Division. — Woodcut portrait and de- scription of ERNEST SHORT, late of 32, Palmer- ston- road, Wimbledon, whose apprehension is sought for stealing £ 50— Age 30, height 5 ft. 7 in., com- grey suit, brown overcoat, black soft felt hat. BERKSHIRE. 6.— Reading ( Borough).— For embezzlement— THOMAS HARTLEY SMITH, late a booking clerk in the employ of the London and South- western Railway Company, age about 30, height 5 ft. 11 in., hair and moustache dark brown, eyes dark ; of gentlemanly appearance. Warrant issued. Information to Head Constable Tewsley, Rsading. 7. — Windsor ( Borough).— For obtaining money by falsely pretending to be a collector for the " Fire Brigade Benevolent Fund" CONWAY, alias WOOLWARD ( bath supposed false), age 30 to 35, height 5 ft. 6 or 7 in., slight build, complexion fresh, thin face, high cheekbones, hair dark brown, small moustache; dress, dark overcoat, velvet cellar, black leather leggings, hlack hard hat. Is supposed to have committed similar offences last year. Information to Head Constable Armour, Windsor. 8. — Wokingham ( Boroujh). — For stealing, 12th ult., at East Hampstead, two geese ( recovered) — HENRY SMITHER3, o, lias BADGER SMITH, age 36 to 38, height 5 ft. 7 or 8 in., complexion dark, hair, whiskers, and moustache very dark; dress, black pilot jicket with velvet collar, corduroy vest and troasers, black fur cap, heavy lace boots. 2 T H E POLICE GA. BRECONSHIRE. 9.— Crickhowel ( County). — For housebreak- ing— A MAN, age 30 to 35, height 5 ft. 6 or 7 in., complexion fair, hair ( turning grey) light brown, mutton- chop whiskers, scar front of head, arms sup- posed tattoo? d; dress, small rib dark cloth jacket and vest, moleskin trousers, black bowler hat, old bla k leather leggings, aud strong lace boots. When last seen was wearing a corn sack across his shoulders. May be found at farm houses or at common lodging houses. Information to Supt. Winterson, Crickhowel. CHESHIRE. 10.— Hyde ( County).— For obtaining money by false pretences— CHARLES E. WINWARD, alias JOHN E. THOMPSON, JARVIS, J. THOMAS, BROWN, and WARD, age 35, height 5 ft. 7 in., complexion pale, hair dark brown, eye3 ( blind in left) blue; weaving dark overcoat, brown felt hat, lace boots. A native of Accrington. Was sentenced to 2 months imprisonment at Leeds Assizes, 26th July, 1888, and to 6 weeks at Nottingham Sessions, 24th October, 1888, for similar offcnces. ( See Case No. 11, 4th ult.) Warrant issued. CUMBERLAND. 11— Whitehaven ( County).— For failing to report— Supervisee JAMES KEARNS, Office No. 47035, age 27, height 5 ft. 8 in., complexion sallow, hair brown, eyes blue, old cut scar right eyebrow, under right eye, 2 under chin, ship and ruined cottage front of right forearm, crossed- swords, crown, & c., front of left forearm, cross tack of left forearm, bracelet back of each wrist. Sentenced at Lancaster Quarter Sessions, 19th October, 1891, to 12 calendar months hard labour and 5 years police supervision for receiving. A 3570. Information to Supt. Kelly, Whitehaven. DORSETSHIRE. 12.— Poole ( County). — For stealing 2 single- case silver watches, Nos. 62 and 311, a white- metal chain with silver bucket attached; 1 red- and dark stripe jacket, nearly new— GEORGE, alias THOMAS SMITH, age atout 28, height about 5 ft. 5 in., slight build, complexion dark, thin face, hair brown, moustachc dark, pockmarked each side of nose, left knee has been broken and projects ; wearing the stolen jacket, blask vest, old grey trousers with dark ttripe, black cap, light tie or dark neckerchief, lace boots. Supposed native of Gillingham, Kent. Warrant issued. Information to Deputy Chief Constable Hains, Poole. DURHAM. 13.— Bishop Auckland ( County).— Portrait and description of MARK JOPLING, whose Auckland Rock Building Sooiety, to which he was Secretary, age 38 to 40, height 5 ft. 7 in., stout build, complexion fair, full r. mnd face, hair dark broflfD, moustache and small side whiskers dark wears spectacles ; dress ( generally), light suit, light overcoat, hard felt hat. A native of Bishop Auckland. Absconded 5th ult. Supposed that he will emigrate. Warrant issued. Information to Supt. Banks, Bishop Auckland. 14 — Gateshead ( Borough).— For failing to report— License Holder CHARLES WELLER, Office No. 44978, age 42, height 5 ft. 2 in., com- plexion fresh, haii'dark brown, eyes grey, ruptured left side, birthmark on right side. Sentenced at Maidstone, 11th July, 1889, to 10 years penal servi- tude for attempted bestiality. Licensed 30th June, 1893. G O 948. Information to Chief Constable Trotter, Gates- head. HAMPSHIRE. 15— Winchester ( City).— For stoaling, 14th ult., a silver open- face watch, No. 36075, white metal curb pattern albert, with watch- key, a 12- anna piece, and a dark stone in swivel attached— ALFRED PAYNE, age 34 to 36, height 5 ft. 3 or 4 in., complexion, hair, and moustache dark, very dark eyebrows, eyes deeply sunken, left knee has been broken and projects slightly; dress, supposed red- and- dark stripe jacket, black vest, grey trousers, light tie, black cap with leather peak, lace boots; a native of Rye, Sussex. Has committed a similar offence at Poole. Warrant issued. Information to Supt. Felton, Winchester. apprehension is sought fur embezzling, on 20th March 1893, £ 600, the monies of the Bishop HERTFORDSHIRE. 16— Ware ( County).— For larceny— ALFRED WILLIAM BENNETT, alias YOUNG SAM BENNETT, late of the " Crown and Can" public house, St. John's- street, Clerkenwell, age about 26, height about 5 ft. 5 in., complexion fair, hair and slight moustache dark brown; dress, black jacket and vest, dark brown trousers, hard felt hat or light cloth cap. Warrant issued. Information to Capt. Wymer, Superintendent, Ware. KENT. 17— Sittingbourne ( County).— For deserting his wife and children, leaving them chargeable to the Milton Union— GEORGE JOHN CHAMBER- LAIN, age about 30, height 5 ft. in., complexion fresh, hair and eyes brown, clean shaved ; dressed as a fctableman. Native of Hornchurcb, near Rom- ford. Has been in the Army Service Corps, and is now in the Army Reserve. Will probably seek em ployment at hotels. Warrant issued. Information to Supt. Capps, Sittingbonrne. 18.— Canterbury ( City).— For stealing, 28th Nov., a horse and cart ( recovered), spoke, dandy, and scrubbing brushes, curry combs, & c. — JOHN BRETT, ege 18, height 5 ft. 5 or 6 in., complexion fresh, hair and small moustache dark, gear right cheek ; dress, light brown large- pattern check suit, red silk neckerchief, light skull cap. May be found travelling the country hawking floor- cloth, & c. Warrant issued. Information to Chief Constable Farmery, Canter- bury. LEICESTERSHIRE. 19.— Leicester ( Borough).— For obtaining, by fraud, 7th ult.— 2 large hampers, each marked " C. C. C., Leicester," containing 8 pairs of trousers, 24 tweed coats, 8 tweed and serge suits, 5 ditto vests, 4 ditto jackets, 2 boys' sailor serge suits, 167 boys' washing blouses, various shapes and patterns — H. CROFTON ARNOLD, a commercial traveller, age 27, height 5 ft. 6 in., slight build, complexion pale, hair light, slight moustache, deep voice; well educated, and of plausible manner ; wearing frock coat, high silk hat, turn- down collar, large bow. He obtains a sitnation as commercial traveller by a forged character, and, after obtaining samples and an advance of money, absconds. Warrant issued. Sup- Will probably harness makers, about 25, height LINCOLNSHIRE. 20. — Horncastle ( County). — For stealing, 14th ult., a set of carriage cushions ( recovered)— CHARLES SMITH, age about 30, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, moustache ( curled at ends) dark ; shabbily dressed. Some- times wears high top boots and posed an upholsterer or saddler, call on carriage builders and Accompanied by a woman, age 5 ft 2 or 3 in., complexion sallow, thin face ; wearing a tight- fitting jacket. Generally stay at common lodging houses or low public houses, but occasionally take a small house for a week or so. Warrant issued' Information to Supt. Cos tar, Horncastle. 21.— Stamford ( County). — For fraudulently obtaining, 25th ult., a " Juno 1894" safety bicycle, manufactured by tho " Metropolitan Machinists' Company, London," 28 and 30- in. wheels, " Clencher" pneumatic tyres, cork handles, ball bearings, ordinary saddle, usual parts plated, all " latest improvements, weight 35 lbs.— A. man, who gave the name of WILLIAM WEST, age about 22, height 5 ft. 10 in , complexion fresh, fall face, hair dark brown, slight dark moustache; dress, light drab dust- coat, dark grey trousers, light grey cap, brown lace boots ( have been blacked). Of respectable appearance. Warrant issued. Information to Supt. Clarke, Stamford. .. Is of drunken habits, very talkative, and boasts of having been in a large way of business in Man- chester. Warrant issued. Information to Capt. Terry, Chief Constable, Morpeth, or Supt. NOTTINGHAMSH IRE. 23.— Nottingham ( County). — For stealing, 20th ult., at Stapleford, 1 dark brown check single- breasted coat, dark lining, usual pockets ; 1 pair dark mixture worsted socks ; 1 pair men's worsted stockiDga ; 1 pair men's brown kid gloves, astraclian backs; 1 lady's silver albert, fastens in middle with square piece of silver, tassel at end ; 6 small silver- plated tea- spoons ; 1 penknife, buckhorn handle, 2 blades— JAMES BARBER, age about 30, height 5 ft. 5 or 6 in., slight build, complexion pale, hair and moustache dark brown, large and small wheel tattooed on left hand, anchor on right; dress, dark serge coat and vest, light grey striped trousers, light tie, brown hard felt hat, light lace boots. A collier. Has worked in the neighbourhood of Sheffield, and is well known in several districts of Yorkshire. Warrant issued. Information to Deputy Chief Constable Hallam, Nottingham. OXFORDSHIRE. 24. — Henley- on- Thames ( County). — For uttering a forged bill of exchange, with intent to- defraud— E. ASTON, alias WILLIAM HAYES, late of Whitchurch, Oxon, age 28 to 30, height 5 ft 6 in., liair, slight side whiskers, and moustache dark; dress, light dust overcoat, dark suit, light tweed cap, light lace boots. A carpenter. Warrant issued. Information to Supt. Jennings, Henley - on - Thames. 25.— Oxford ( City).— For stealing, 25tli ult., a cash- box, containing about £ 30 gold and £ 10 silver — A MAN, ago about 30, height 5 ft. 4 or 5 in., complexion sallow, rather long thin face, slight dark moustache; dress, dark overcoat, grey stripe trousers, black- and- red plaid ( very small square pattern) mufHer, black bowler hat, old lace boots, broad welts, right boot broken away from welt. He represented that he was a carpenter, employed at the Military College, and obtained food and lodgiDgs at a house near which tho larceny was committed. Information to Chief Constable Head, Oxford. SHROPSHIRE. 26.— Bridgnorth ( County).— For stealing, 17th inst., £ 4 18s. Od., including 5 jubilee coins, viz., FRIDAY, FEBRUARY 15, 1 8 9 5 . G-^ in., complexion fresh, hair brown, eyes blue, has lost right arm ; dress, navy- blue serge jacket and vest, grey cloth trousers with dark stripe, light brown overcoat, brown plaid cap, lace boots. Has been employed as a letter- carrier and insurance agent. Warrant issued. Information to Supt. Walters, Bridgnorth. 27.— Oswestry ( County).— For stealing, 18th ult., a pair of boots ( recovered)— HENRY DAVIES, alias SMITH, age 45, height 5 ft. 3 or 4 in., com- plexion fresh, hair and moustache brown ( turning grey) ; dress, old double - breasted pilot jacket, corduroy waistcoat, moleskin trousers, strong lace boots, peaked cap. A brickmaker ; appearunce of a navvy. Has been a soldier. Sometimes hawks fish and oranges. Supposed a native of Congleton, Cheshire. Is well known at Shrewsbury, Longton, and Swansea. Warrant issued. Information to Supt. Langford, Oswestry. SOMERSETSHIRE. 28.— Temple Cloud ( County}.— For embezzle- ment— CHARLKS BENJAMIN ELMS, age about 50, height 5 ft. 11 in., stout build, complexion fresh, hair light brown, slight moustache and side whiskers light, eyes grey, scar undpr left eye, limps slightly on left leg; dress, supposed blue cloth suit, dark overcoat, short black leather leggings, black bowler hat. A colliery sales clerk ; native of Bath. Has been in the Coventry Police Force, and is known at Newcastle- on- Tyne, Sunderland, Middlesborough, and Bristol. Absconded 11th inst. Warrant issued. Information to Snpt. Dicks, Temple Cloud. STAFFORDSHIRE. 29.— Handsworth ( County). — For stealing, 19th November, 1894, at Handswortli, 4 linen sheets, marked " A. V. Yarnell," and " A. V. Richards " ; 1 damask table- cloth, marked " A. Y. Yarnell" ; 10 white linen towels, marked " R. Richards"; 1 silver- plated tea and coffee service, embossed both sides, raised flowers; 6 round ivory- handle dinner knives ; 1 pair ivory- handle carvers ; 3 dozen largo electro- plated forks ; 1 dozen small ditto ; 2 dozen dessert spoons ; 2 dozen table spoons ; 1 patent plated cheese scoop, white handle, witb trigger action ; 1 silver- plated cruet- stand, 4 cut- glass bottles ; 4 silver- pla'ed fish knives, with ivory bandies— FREDERICK COSTLEY, age 35, height 5 ft. 6 in., very stout build, complexion fresh, full face, hair and moustache brown, eyes blue, tattoo mark on arm ( supposed right) ; dress, brown- and- black check suit, morning coat, black hard felt hat, brown boots. A clerk. Warrant issued. Information to Supt. Ainswortli, Handsworth. 30.— Lichfield ( County). — For stealing £ 12, 18th nit,— JOSEPH W. TAAFFE, age about 24, height about 5 ft. 7 in., complexion fair ( thin face), hair dark brown, small light moustache, round- shonldered, 2 blind boils right side of neck ; dress, black double- breasted reefer jacket faced with black silk, dark vest and trousers, dark sailor- knot tie, collar turned down at corners, light lace boots. A chemist's assistant. May seek similar employment. Warrant issued. Information to Inspector Pilliner, Lichfield. STIRLINGSHIRE. 31.— Falkirk ( County).— Portrait and description of MARSHALL CAMPBELL GRANT, alias JOHN CANTRELL STEWART, whose appre- hension is Eouglib for fraud — Age 31, height 5 ft. in., complexion palo, bair, side whiskers and moustache light, short neck, high shoulders, scar right of forehead and above eye, 3 scars above left eye, hangs his head slightly and generally carries his hands in his pockets; dress, when last seen, new brown twoed jacket suit, high hat, drab gaiters, light laco boots. Has with liim a square black portmanteau, containing an old tweed suit, and a hat box, containing a black felt hat. A native of Bervie, Kincardineshire. He represented himself as a wholesale game, poultry and fish dealer of 20 years' standing, and received cmsienments of good* various parts of the country. to oidtr from Sentenced for fraud on 19ih February, 1839, at Aberdeen, to 3 months imprisonment as MATTHEW GRANT; on 2nd April, 1891, at Edinburgh, to 8 months as MATTHEW GRANT; on 2nd Feb- ruary, 1892, at Belfast, to 2 months as MATTBEW GRANT, alias JOHNSTON; on 4th May, 1892, at Greenock, to 12 months as MATTHEW GRANT, alias JOHNSTON; and on 31st October, 1893, at Glasgow, to 12 months as JOHN BEGG ROBERT- SON. Warrant issued. Information to Supt. Gordon, Falkirk. SUFFOLK. 32. — Lowestoft ( County). — For stealing ( bailee) 17 watches ( 1 silver English lever, No. 53820; 1 ditto, " H.
