REGULATIONS. 1. - All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE . EDITOR OF THE POLICE GAZETTE, MEW SCOTLAND YARD, LONDON, B. W. 2. Pari icvhi rs concerning persons whose apprehension is sought will le inserted in one issue of the POLICE f/'... ZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Part* hilars as to stolen property will be likewise inserted in oneissue, if sufficient to enable the arl'ule in question to be thereby identified. 4. In ull oases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6, Pot traits of persons whose apprehension is sought for serious offences, and engravings of stoU. r. property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. livery announcement, if for the apprehension of a - person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief ' officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They musi be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in 13. A native of London. 2.— p Division,— For failing to surrender to his bail, charged with obtaining a diamond riog by fraud— MAX ABRAHAM RUFFMAN, a Russian, age 28, height 5 ft. 5 in , complexion sallow, round face, hair and eyes brown, high forehead, aquiline nose, speaks English imperfect'y ; dress, dark over- coat, black jacket suit, high silk hat; of gentlemanly appearance. Not to be arrested out of the United Kingdom. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. double alarm bell, Humber pattern block racing chain, direct spokes, lamp wallet, screw spanner and oil- can— AUGUSTUS WATSON, age 30 to 35, height about 5 ft. 2 in., stout build, fat face, hair dark, small moustache. BRECONSHIRE. 6. — Crickhowell ( County). — For larceny ( bailee) — STEPHEN WILLOUGHBY, age 26, height 5 ft. 4 or 5 in., slight build, slightly round- shouldered, complexion fresh, hair light auburn, small light moustache, effeminate features and voice; dress, light plaid suit, light cloth cap, side- spring boots. A tailor; supposed native of Here- ford. Warrant issued. Information to Sapt. Winterson, Crickhowell, or Sergt. Hand, Brynmawr. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption ot such a course will be apparent from the fact that the POLICE GAZETTE ip circulated in the Colonies. CITY OF LONDON. 3. — For forgiDg and uttering American bonds and obtaining £ 5,000 by fraud— JOHN TIMBRELL MILWARD PIERCE, late of 62, New Broad- street, B. C., and Crofton Court, Orpington, Kent, age 34, height 5 ft. 10 or 11 in., slight build, hair ( slightly turning grey) brown, clean shaved, scar from bullet- wound on cheek and upper lip, cut scar on eyebrow ; of gentlemanly appearance'and address. A foreign banker. Absconded 10th October last. May be accompanied by his wife, age 25, height about 5 ft. 7 in., dark ; a girl ago 10 ; and a baby. Warrant issued, Information to Supt. BERKSHIRE. 4.— Reading ( Borough). — For stealing, 24th ult.— 1 silver chain, curb links and twisted bar pattern, horse's head at end; 1 plain brown walking stick, knop at top ; 1 pearl- handle penknife, 2 blades; 1 white- liandle pocket- knife, 4 blades, corkscrew, & c.— A MAN, age about 20, height 5 ft. 10 or 11 in., slight build, erect, complexion fair, hair ( thick and long) dark brown, clean shaved, rather long head; dress, dark morning suit, blue cap, faded pink tie, lace boots. Warrant issued. 5.— Reading ( Borough).— For obtaining, by false pretences, on 15th Oct., a Humber pattern diamond- frame Monarch Safety Bicycle, " No. 465 on bottom bracket, ball bearings throughout, rubber pedals, l^- inch grey cushion tyres, " Harrison's' CAMBRIDGESHIRE. 7.— Cambridge ( Borough).— For failing to report — License Holder JAMES WILLIAM WOODSTOCK, alias AUGUSTUS MONTROSE, and CHARLES GADSDEN, Office No. 47293, age 56, height 5 ft. 6 in., complexion dark, hair dark brown ( turning grey, bald on top), eyes blue, scar ( abscess) on chin and left side neck, mole right side neck, left side cheat, and top of left shoulder- blade, B. C. on left ribs, 3rd and 4th left fingers contracted at 2nd joint. Sentenced at Thetford Sessions, 2nd August, 1892, to 3 years penal servi- tude for housebreaking. Licensed 20th November, 1894. Y K S 235. Has also been convicted at King's Lynn, Ely, and Bedford. Information tj the Chief Constable of Cambridge. 8.— Cambridge ( Borough). — For deserting his wife — PHILIP GOLDMAN, age 30, height 5 ft. 7 in., complexion fair, hair ( curly, bald on top) and slight moustache brown, eyes grey, short- sighted, wears glasses. A travelling draper. A Russian Jew. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CARNARVONSHIRE. 9.— Bangor ( County).— For stealing a watch ( recovered)— WILLIAM FLETCHER, age about 30, height 5 ft. 4 or 5 in,, complexion fresh, hair light brown; dress, blue cloth sailor's suit. A painter; was employed by the L. & N. W. Railway about 5 years ago, but has since been a sailor. Warrant issued. Information to the S apt. of Police, Bangor. 2 T H E POLICE GAZETTE. E/ 99- 05364 London, 25th April, 1894; P/ 85- 06779, Liverpool. 14th March, 1891; R/ 26- 34222, Liverpool, 23rd December, 1893; P/ 2- 03261, London, 27th April, 1894; B/ l7- 00918, Manchester, 2tth January, 1893 ; R/ 17- 11657, ditto; R/ 18- 53489, Birmingham, 24th May, 1893; E/ 351- 8- 1996, Loudon, 5th June, 1893— WALTER THORNHILL, age 3t, height 5 ft. 8 or 9 in., complexion pale, hair brown, very bright eyes; dress, brow a jacket suit. A i ative of Sandbach. He was secretary to the Sandbach Branch of the Amalgamated Society of Carpenters and Joiners, and absconded with the notes with which he had been entrusted to pay to a disabled member. May en- deavour to leave the country. Not to be apprehended out of the United Kingdom. War rant issued. Information to Supt. Large, Middlewich. 11.— Runcorn { County).— For stealing ( bailee) a gentleman's gold lever watch— JAMES TINSLEY, I age 23, height 5 ft. 3 or 4 in., complexion fresh, hair light brown; drrss, light suit. A native of Bedford, Leigh, Lancashire. Warrant issuei. 12.— Runcorn ( County).— For stealing a light- colour suit of clot- es— JOHN HENRY RAT- CLIFFE, age 20, height 5 ft. 8 or 9 in., complexion dark, hair black, eyes brown, thumb and first finger of left hand deficient; dress, black jacket and vest, old blue serge troneers, brown cloth cap, clogs. A native of Runcorn, Warrant issued. Information to Supt. Atherton, Runcorn. DORSETSHIRE. 13.— Dorchester ( County). — For stealing 24 pieces of board, 30th September last, at Broadway — EDWIN BURFORD, age 35 to 40, height 5 ft. 6 or 7 in., face freckled, hair ( getting bald) brown, eyes small, scar on forehead, round- shouldered, knees and toes slightly turned in; dress, grey- and- brown stripe jacket, dark cloth vest and trousers, cap. Has been employed as foreman of steam timber sawing. Supposed to have left Bristol on 28th inst. Warrant issued. Information to Supt. Devenish, Dorchester. DURHAM. 14.— River Tyne.— Portrait and description of THOMAS SINCLAIR LEINSTER, whose sppre- handle bar, Brook's saddle, no lamp or brake— A man who gave the name of GEORGE TAYLOR, age about 21, height 5 ft. 6 or 7 in., slight build, hair light, speaks with Scotch accent; dress, light jacket and vest, blue trousers with white stripe, light tweed cap, heavy nailed boots. Is supposed to have come from Leith a few days previously. 16.— Sunderland ( Borough).— For an offence under the Criminal Law Amendment Act— WM. SWEETMAN, age 21 or 22, height about 5 ft. 1 or 2 in., hair light biown, moustache light; dress, when last seen, blue stripe serge suit, blue reefer overcoat with velvet collar, black felt hat, high heel boots. A seaman. May go to America. ' Warrant issued. Information to Chief Constable Huntley, Sunder- land. ESSEX. 17.— Epping ( County).— For deserting his wife and family, leaving them chargeable to the Ongar Union— CHARLES HERBERT MARTIN, age 35, height 5 ft. 5| in., complexion, hair, and moustache dark, eyes brown ; dress ( generally), pilot jacket or blue slop, peaked cap. An engine- driver ; native of Blackmore. Was sentenced to 3 months imprison- ment for a similar offence in September, 1893. Warrant issued. 18.— Epping ( County). — For housebreakirg, 30th ult., at Nazeing, and stealing a coat and vest, blue- and- brown mixture, horseshoe- pattern buttons, pink stripe lining in sleeve of coat, 1 black vest, 1 old dark blue silk handkerchief— TWO TRAMPS, 1st, age 25 to 30, height 5 ft. 6 in., slight build, complexion fair, clean shaved; dress, old dark trousers ( rather shcrt), boots fastened with string, supposed wearing the stolen coat and vest. 2nd, age 16 or 17, height 5 ft. 4 in., complexion rather pale; dress, light brown clothes and cap, trousers very large and torn, shoes tied with string. 19. — Epping ( County). — On commitment warrant, having been sentenced in his absence to 14 days imprisonment, 16th ult., for deserting his children— GEORGE THURLOW, a labourer, late of Clay Hill, Enfield, age 41, height 5 ft. 8 in., complexion fresh, hair brown, eyes hazel; dress, generally dark overcoat, light sleeve waistcoat, check trousers, peak cap. Information to Supt. Womack, Epping. GLAMORGANSHIRE. 21.— Merthyr ( County). — For manslaughter, 10th ult.— DAVID JONES, a colliery haulier, age 24, height about 5 ft. 7 in., complexion pale, small features, hair dark brown, eyes blue, scar centre of chin, of drunken habits. A native of Merthyr. Warrant issued. Information to Supt. Thorney, Merthyr. GLOUCESTERSHIRE. 22. — Fishponds ( County). — For obtaining money by false pretences— A woman, whose name is believed to be JAMES, age about 30, height 5 ft. 6 or 7 in., complexion fair, thin face, hair ( curled in front) dark brown, supposed dark eyes, large hands; dress, dark dress, long grey waterproof cloak and cape, close- fitting felt bat, and heavy black veil.. See Case No. 11, 28th September, and Cases 26 and 54, 23rd ult. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 23.— Winchester ( City).— For obtaining, 30th ult., by false pretences, 1 gentleman's 18- ct. gold open- face English lever watch, No. 1155, plain polished back, - white dial, gold hands; 1 9- ct. gold curb- pattern albert chain ; and 1 long link- pattern ditto, both stamped on each link— A man, who gave the name of Capt. G. C. LISTER, R D., alias Capt. T. EWART, A. S. C. ( false), age 35 to 40, height 5 ft. 4 or 5 in., stout build, complexion fair,, hair and moustache ( pointed at ends) brown, broad face, high cheekbones, short thick nose, speaks with German accent; dress, light drab covert coat, sandy- coloured cloth suit, high silk hat, new dark brown dog- skin gloves, small dark cravat with small white spots, scarf pin, set oval garnet, surrounded with twisted gold wire; wore a white silk handker- chief loosely round neck, and carried a dark knotted walking stick. His modus operandi is to call on jewellers, repre- senting himself as Capt. Lister, and one of a com- mittee of officers who are about to make a presentation to a band- serjeant leavihg the Army, obtains goods, giving in payment a cheque on the Northern Banking Company, • Ball's Branch, Dublin, being one of a book stolen at Aldershot, 29th October last ( see Case No. 54, 5th October). Is identical with man described in Case No. 32, 16th ult. Warrant issued. Information to Supt. Felton, Winchester. FORFARSHIRE. 20.— Brechin ( Cttv).— Portrait and description | of DAVID PROUDFOOT, whose apprehension is hension is sought for arson— Age 46 ( looks 55), height 5 ft. 11 in., stout build, complexion ruddy, | hair and moustache ( cut short) dark ( dyed), broad square shoulders, walks erect, large flat feet, turns I his toes out, cut mark inside right forearm, anchor ( minus stock) tattooed between thumb and forefinger of one hand. A ship- owner, and holds a master I mariner's certificate, No. 84269. Last seen on| 20th ult., at Liverpool- street Station, London. Warrant issued. Information to Supt. Farmer, River Police Office, | South Shields. 15.— Sunderland ( B'yrough).— For stealing, 16th ult., a Rothwell diamond - frame bicycle, pneumatic tyres, frame and spokes painted black, " Rothwell Manufacturers' Eclipse Cycle Co., Old- ham," iu gold letters on frame, No. 4650 stamped on HEREFORDSHIRE. 24.— Ledbury ( County).— For breaking into a railway station, 15th ult., and stealing a parcel— A MAN, age 32, height 5 ft. 2 in., slight build, complexion sallow, long face, sunken cheeks, hair black, beard ( about a month's growth) brown, eyes hazel, of Jewish appearance ; dress, dark jacket and vest, black trousers with a patch of plaid tweed on right knee, blue neckerchief with white spots. Has worked as a fitter in cycle works. Information, to Supt. Phillips, Ledbury. HUNTINGDONSHIRE. 25.— Ramsey ( County). — For burglary and forgery, 22nd October last— ARTHUR WILLIAM JONES RIDLINGTON, age 19, height 5 ft. 6 in., slight dark moustache, slight build, walks erect; of smart appearance; clothing and linen marked, A. W. J. Ridlington." A clerk. Not to be arrested out of the United Kingdom. Information to Inspector Rayner, Ramsey. sought for housebreaking and theft, 15 th Oot.— Age41, height 5 ft. 10- j in., complexion sallow, hair light, eyes brown, 2 moles left collar- bone, mole^ left elbow, mark similar to a leaf on left hip ; dress, dark tweed coat, white moleskin or corduroy vest, corduroy trousers, single peak cap. A labourer; native of Dundee. Was liberated 13th August tlast, from Perth Prison, after undergoing 18^ months imprison- ment for housebreaking. Warrant issued. Information to Chief Constable Smart, Brechin. KENT. 26.— Canterbury ( City).— For false pretences DAVID KING, age about 37, height 5 ft. 4 in., stout build, complexion very fair, hair ( bald on top), side whiskers, and moustache sandy, eyes grey, scar right of neck ( recently lanced) ; dress, dark Scotch tweed suit. Speaks quickly. Has been a school- master. Warrant issued. Information to Chief Constable Farmery, Canter- bury. 27.— Dover ( Borough).— For deserting his wife and family, leaving them chargeable to the Dover Union— THOMAS AUSTIN ROSE, age 34, height about 5 ft. 9 in., slight build, complexion fresh, hair and moustache dark brown, eyes dark, long thin TUESDAY, DECEMBER 25, 1894. LANCASHIRE. 28.— Kirkham { County).— For failing to report — Supervisee PATRICK MARKET, alias McKAY, Office No. 43537, age 33, height 5 ft. 3 in., com- plexion fresh, hair dark brown, eyes hazel, scar over left eye, on left temple, several on back, and several burn scars on It thigh and shin, anchor and clog on right, bracelet and sis dots on left arm, R. M. back of left hand, A. G. between left thumb and finger. Sentenced at Salford, 22nd October, 1888, to 5 years penal servitude and 3 years police supervision for shopbreaking. Licensed 25th August, 1892. J 0 192. Supervisee JOHN WILLIAM RILEY, Offic9 No. 45164, age 21, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes grey, scar corner of right eye, right of forehead, outside right ankle, and boil scar back of left shoulder, B. E. H. O. and five dots on left forefinger, lost 3rd and 4th right fingers. Sentenced at Preston, 30th November, 1892, to 9 months hard labour and 2 years police supervision for shopbreaking. Information to Supt. Cross, Kirkham. 29. — Ormskirk ( County). — For embezzling £ 4 13s. 9d„ 24th ult., JOSEPH ARTHUR WEIS, age 21, height 5 ft. 6 or 7 in., complexion fair, hair light, clean shaved, upper front teeth deficient, walks with long strides; dress, black diagonal cloth coat and vest, dark cord trousers, snuff- colour cap. A labourer; sometimes works as a collier. Warrant issued. Information to Supt. Jervis, Ormskirk. 30.— Wigan ( County).— For failing to report— License Holder JAMES DICKINSON, Office No. 44872, age 32, height 5 ft. 6 in., complexion fresh, hair light brown, eyes light hazel, two scars top of head, scald scar centre of chin, on right side, down centre and below chest, scar across top joint of left thumb, miner's marks front of right forearm, on back, right loin, left shoulder, and left wrist. Sentenced at Liverpool, 1st February, 1882, to 15 years penal servitude for manslaughter. Licensed 19th June, 1893. I 136. Information to Supt. Brassington, Wigan. 31.— Liverpool ( City).— For failing to report — License Holder PATRICK MAHONEY, alias MALONEY, MOLYNEUX, and SWEENEY, Office No. 47153, age 34, height '- 5 ft. 8 in., complexion fresh, hair brown, eyes blue, right elbow stiff and cannot straighten arm, left elbow slightly deformed from dislocation, scar centre of chest. Sentenced at Liverpool Assizes, 3rd December, 1890, to 5 years penal servitude for causing bodily harm. Licensed 27th October, 1894. Q 389. Information to the Head Constable, Detective Department, Liverpool. MONTGOMERYSHIRE. 32.— Llanidloes ( County).— For obtaining food and lodging by false pretences— OWENS, age 50 to 55, height 5 ft. 9 or 10 in., slight build, com- plexion pale, hair grey, clean shaved; dress, blue cloth monkey jacket and vest, grey trousers, red- and- white stripe tie, brown fiat- top hat or brown cloth cap. A travelling clock cleaner. Has been in the Army; supposed well known at Holywell. Carries a small carpet bag. Is identical with the znan described in Case No. 14, 30th nit. He may be accompanied by a woman, age about 35, height 5 ft. 2 or 3 in, slight build, long crooked nose; dress, dark green skirt, blaik jacket, light- colour shawl, black bonnet, trimmed green ribbon. Warrant issued. Information to Inspector Lake, Llanidloes. OXFORDSHIRE. 33.— Chipping Norton ( County). — For obtaining money by false pretences— EDWARD H. RICHMOND ( supposed false), age 60, height 6 ft. 9 or 10 in., complexion sallow, hair turning grey, sunken eyes, generally wears specta les; dress, shabby black suit, black hard hat, boots cut in front. He pretends that he is desirous of establishing tea agencies for a London house, and orders large quantities of bills to be printed. He also arranges for the purchase of horses, hay, & c., tendering in payment worthless cheques written on blank paper. Warrant issued. Information to Supt. Sutton, Chipping Norton. 34.— Witney ( County).— For obtaining £ 10 by false pretences, on 22nd ult.— NELLIE WILSON ( supposed false), age about 35, height 5 ft. 9 in., stout build, complexion fair, hair light brown, large scar on right of neck, speaks with slight American accent; dress, black blouse, striped shirt, blue silk bonnet, patent leather shoes. Is accompanied by her husband, age about 40, height 5 ft. 8 in., slight build, complexion sallow, hair ( turning grey) dark, clean shaved, of good address ; dress, grey suit, hard hat. Had a Skye terrier dog with them, which answers to the name of " Peter." Warrant issued. Information to Supt. Cooke, Witney.
