In itli vises where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Po) traits of persons whose apprehension is sought for serious offences, and engravings of stoU. r. property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief ' officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which, mag result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq- je, crossed " Drummond Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. SPECIAL NOTICE, FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE G A' JSTIS ip circulated in the Colonies. APPREHENSIONS SOUGHT. Was convicted of fraud at Brighton Quarter Sessions, 9th April last. 2.— B Division,— For stealing 2 cheques, and forging and uttering a chfqne for 17 15s.— HERBERT, alias GEORGE REYNOLDS, age 34, height 5 ft. 5 in, complexion fresh, hair brown, eyes blue, smallpox mark on on=> cheek; dress, blue ribbed overcoat, dark grey tweei suit, black hard felt bat ( flit trim). An associate of the man LESSITER described in preceding case. £ 250 REWARD. 3. — G Division.— For stealing, 13th Sep- tember last— 11- carat brown melea ; 26- carat brilliant melee; 24- carat small melee; 53 brilliants, 26j brilliants; 28 stones, 22|- carat brilliants; 2 stones, brilliants, 3f- carat; 1 stone, brilliant, y^- carat; 1 ditto, 2f- carat; 47- carat Bywater melee; rough diamond?, 1,777 carats; 2 portrait stnne3 ( 1 oval shape, 1 square)— FREDERICK G. MORRIS, age about 50, height 5 ft. 6 in., medium build, ronnd face, hair ( tinged with grey) dark, moustache brown, eyes dark, prominent eyebrows ; supposed to have pimple3 and slight skin eruption on side of neck, stoops slightly when standing ; wearing black frock coat and high silk hat, and other men. The above reward will be paid by Mr. Speyer, Diamond Merchant, 70, Hatton Garden, to any person giving such information as shall lead to the appre- hension and conviction of the thieves and re: overy of the property, or in proportion to the amount recovered, or a sum of £ 50 will be paid for such information as will lead to the apprehension and conviction of the above- mentioned FREDERICK G. MORRIS. ( See Case No. 2, 28th September last). 4.— p Division. — For larceny, 17th inst.— MARY ELDER BULLEN, age 19, loots older, height 5 ft. 5 in., complexion fresh, round face, hair very dark brown, large blue eyes, short- sighted, may wear spectacles, prominent chin and forehead, suffers from hysteria; dress, three- quarter length black cloth jacket, with shoulder cape, trimmed braid, black serge dress, small fur cap, underlinen marked " E. Bullen," and the following ( stolen) jewellery— 1 gold locket, set coral and pearls, small fine chain attached; 1 old- fashioned gold brooch, set turquoise and pearls ( made of an earring, shape of a saucer) ; 1 silver cross; 1 filigree ditto; 1 mourning- ring, black enamel, set pearls; 1 lady's gold ring, set turquoise and pearls. A native of East Dulwic\ and a student at Dulwich College. May endeavour to leave the country, or to join a theatrical company. Warrant issued. * 5.— J Division.— Portrait and description of SAMUEL WHEELER, whose apprehension is sought for larceny ( servant) — Age 50, height 5 ft. 8 in., stout build, complexion fresh, hair and side whiskers ( turning grey) brown; dress, supposed brown jacket- suit, black hard felt hat ( flat top). Absconded llth inst. Is well known at Plymouth, Exet9r, and Tonbridge. Warrant issutd. 6.— T Division. — For embezzlement, 1st iust, — THOMAS PRIEST, age about 16, height 5 ft. 2 in., complexion fair, hair light, eyes blue; dress, grey jacket and vest, cord trousers, skull cap, lace boots. BERKSHIRE. 9.— Clewer ( County).— For stealing, 10th inst., 1. black skirt; 1 gold ring ; 1 gold brooch ; 1 gold chain— ELLEN HARVEY, alias HENRIETTA LEVERETT, age 21 to 23, height 5 ft. 3 or 4 in., complexion very pale, hair ( frizzed on forehead), and eyes dark, very dark eyebrows, white mole or wart centre of chin; dress, black dress, black knitted shawl, tortoise- shell pin fastening, black hat with black bows, and black flower with yellow tips, light brown leather belt, large steel buckle; wears gold bangle, with heart attached. Supposed native of South Kensington. Warrant issued. Information to Supt. Read, Clewer. 10.— Reading ( Borough). — For stealing, lst inst.— An Ormond safety bicycle, model F., 28- in. driving, and 30- in. steering wheel, roller chain, ball bearings, usual plated parts, single tube pneumatic tyres, and tool bag— A man who gave the name of WEST, age 21, height 5 ft. 8 in., complexion dark, hair dark brown ; dress, dark tweed suit and cap, brown leather boots. BUCKINGHAMSHIRE. 11.— Chesham ( County).— For larceny ( bailee) — JOHN GOFF, alias DARKEY, age 40 to 45, height 5 ft. 6 in., complexion very dark, large full face, hair ( cropped close) and tuft on chin black ; dress, black jacket, brown cord trousers, black hard felt hat; carries a sack. A tramping rag and bone collector. Warrant issued. Information to Inspector Simmons, Chesham. CARDIGANSHIRE. 12.— Aberystwyth ( County).— For obtaining money by false pretences— WILLIAM CLARKE, age 35 or 40, height about 5 ft. 11 in., slight build, complexion pale, hair brown, moustache light brown, stoops slightly; dress, dark coat and vest, dark stripe trousers, blue tie with white spots, lace boots. An upholsterer; native of Warwick. Is well known at Birmingham, Coventry, Warwick, and Swansea. Warrant issued. Information to Chief Constable Evans, Aberyst- wyth. CHESHIRE. 13.— Runcorn ( County).— For stealing, 6th inst., 1 silver English lever watch, No. 10340, silver albert chain and seal attached, set red and blue stones— ERNEST TAYLOR, age about 16, height 5 ft. 4 or 5 in., complexion sallow, hair light brown, cast in one eye; dress, blue jersey, blue cloth trousers and vest, cloth peak cap, and clogs. CUMBERLAND. 14.— Workington( Oow » ty)-- Forrape— JAMES McNICHOLAS, late of Harrington, age 20, height 5 ft. 6 or 7 in., complexion fair, hair brown, slight light moustache; dress, dark brown jacket, dark trousers and vest, brown cap. An ironworks' labourer. Warrant issued. Information to Supt. Hop?, Workington. DENBIGHSHIRE. 15.— Wrexham ( County).— For stealing a silver watch, No. 107249, and 10s.— OSWALD HEATON, age 22, height about 5 ft. 5 in., complexion pale, hair light, scar on forehead; dres->, dark grey jacket and vest, tight- fitting blue cloth trou- er. s, dark cap, with his name inside, written in indelible pencil, white muffler, military jack- boots; plays a concertina, in public- houses. Served in the 5th Fusiliers for a few weeks in name of Thomas Wood, and was dis- charged as beiDg unfit, owing to his being subject to heart disease. Warrant issued. DERBYSHIRE. 16.— Ashbourne ( County).— For stealing, 8th inst., a drab moleskin jacket— HENRY SHER- RATT, age 30, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey, tattooed anchor, A. B, crucifix, star, Chinese cross, and soldier left arm, M. A. L. T. on loft hand, man, woman, and Chinese cross on right arm, cross on right thigh, swan on chest, scar left elbow; dres->, dark clothes, blue neckerchief, white spots, black hard felt hat, Army shoes. A native of Hollington, Staffordshire. Warrant issued. Information to Supt. Wheeldon, Ashbourne. 17.— WirkSWOrth ( County). — For obtaining food, lodgings, and money, by false pretences— G. OLIVER ( supposed f- dse), age about, 30, height 5 ft. 1 or 2 in , complexion dark, hair brown, eyes blue, slightly bow- legged; dress, dark grey cloth jacket and vest, light trousers, black hard hat, light silk tie. He stated he was about to put up new telegraph poles and wires in the neighbourhood, see Case No. 16, 26th ult, Warrant issued. Information to Supt. Hollingworth, Wirksworth. DURHAM. 18.— Barnard Castle ( County).— Portrait and description of FRANK WILLIAMS, alias CECIL WILLIAMS, FRANCIS LYNDHURST, LYN- DERS, EDWIN TORODE, and THOS. TORODE, whose apprehension is tougnt for stealing, on 22nd ult., 1 lady's gold dress- ring, 15- carat; 2 silk pocket- handkerchiefs ( 1 red and green, the other silvery and pink)— Age about 27, height 5 ft. 4£ in., complexion fresh, large nose, hair brown, eyes hazel, large stab scar right side of posterior, small scar on forehead, indistinct tattoo marks on both arms, blue dot on back of each hind, ring 2nd finger left hand ; dress, light coat and vest, light striped trousers, light cloth cap, low shoes. Is identical with Man, Case No. 86, 2nd March, and No. 33, 20th July last. Warrant issued. Information to Supt. Thompson, Barnard Castle. ESSEX. 19.— Chelmsford ( County).— For stealing, 9th inst, at Ingatestone, 1 chased gold locket, with space for monogram, 9- ct. worked chain attached ; 6 goln rings( l 18- ct., double- snake pattern, marked " Arrow," 1 18- ct. snake pattern, red garnet eyes, 1 chaseo keeper, much worn, 1 9- ct. drets, knot pattern, 2 dress, set stones, some deficient, much worn); 1 lady's silver geneva watch, gold figures and flowers on dial; 1 9- ct. gold small link watch chain, about 2 yards long, a small gold pencil- ease and s; gnet ring, set bloodstone, attached ; 1 gold brooch, set stones, glass at back for photo ; 1 earring to match ; 1 old gold bracelet, set garnets ; 1 silver oval locket, chain attached; and earring to match, initials " I. H. S." thereon; 1 jubilee shilling; 1 string cut glass beads ; 1 silver tea- spoon; 3 silver riugs; 1 gold pin, set diamonds — TWO MEN: 1st, age about 20, height 5 ft. 9 or 10 in., slight build, com- plexion fair; dress, serge jacket, ragged guernsey, dark cloth cap. 2nd, age 25 to 30, height 5 ft. 7 or 8 in., complexion fair, moustache brown; dress, black- and- red mixture tweed jacket, torn under arm, drab cotton shirt, corduroy trousers, black felt hat; military appearance, and stated he had been a bugler. 20 — Chelmsford ( County). — For night- poaching, 18th ult., at Buttsbury — FREDDY BROOKS, alias SHELLEY, SMITH, BROWN, and LITTLE BOB, age 35 to 40, height 5 ft. 7 or 8 in., stout build, rather full face, high cheek- boms, clean shaved; dress, dark monkey jacket, light fustian or cord trousers. A navvy; usually em- ployed on public works. Has two lurcher dogs. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 21.— Epping ( County).— For embezzlement, lst inst.— HENRY CAKEBREAD, alias PUNCH, age about 40, height 5 ft. 6 in., stout build, complexion fresh, full face, hair dark, moustache brown, rather large head ; dress, dark jacket, black vest, corduroy trousers, peak cap, with 2 buttous on front, red figured neckerchief, lace boots; of slovenly appear- ance. A labourer; native of Sawbridgeworth, Herts. No fixed abode, but travels about seeking work. Warrant issued. Information to Supt. Womack, Epping. 22. — Witham ( County). — For obtaining a sewing machine ( recovered), by false pretences, on 18t'n inst., at Kelvedon— GEORGE KELLY, age 25 to 30, height 5 ft. 6 or 7 in., complexion fresh, long face, hair light brown, flat nose, which has apparently been broken, arms drawn to sides at elbows, both hands bent backwards from the wrist, with fingers curved upwards ; dress, black coat and vest, blue trouters, black hard felt hat, cardinal tie, Oxford shoes. A draper's assistant. He represents himself as an agent of Singer's Sewing Machine Company. Warrant issued. Information to iSupt. Gillis, Witham. FORFARSHIRE. 23.— Brechin ( Citv).— Portrait and description of DAVID PROUDFOOT, whose apprehension is sought for housebreaking and theft, 15th ult.— Age41, height 5 ft. 10£ in., complexion sallow, hair light, eyes brown, 2 mobs left collar- bone, mole^ Ieft elbow, mark similar to a leaf on left hip ; dress, " dark tweed coat, white moleskin or corduroy vest, corduroy trousers, single peak cap. A labourer; native of Dundee. Was liberated 13th August last, from Perth Prison, after undergoing 18^ months imprison- ment for housebreaking. Warrant issued. THE POLICE GAZETTE. 3 GLAMORGANSHIRE. 24— Cardiff ( Borough).— For stealing £ 30 13s. — EDWARD JENNINGS, age 28, height 5 ft. 10 in., muscular build, complexion dark, round face, hair and moustache dark ; dress, blue melton cloth overcoat, dark grey coat and vest, light trousers, black' hard felt bat. A warehouseman. May be found in the company of prostitutes, or in public- houses frequented by betting men. Warrant issued. Information to Head Constable McKenzie, Cardiff. HEREFORDSHIRE. 25.— Ledbury ( County).— For larceny, 9th ult.— ELIZABETH MILES, ago 43, height 5 ft. 3 or 4 in., eomplexi n fresh, lnir sandy, eyes grey ( left eye black) ; dress, black dress, brown ulster, brown soft felt hut, strong boots ( much worn). A Scotch- woman. She obtained a pedlar's certificate about 26th ult., at Witney, Oxfordshire, in the name of LOUISA SQUIRE, and left there stating that she was going with her husband to Aylesbury. They carry a black leather bag and hawk lase, & c., sleeping at common lodging houses. They are now supposed to be in Buckinghamshire. Warrant issued. Information to Supt. Phillips, Ledbury. 26.— Watford ( County).— For obtaining £ 1 Is. by false pretences, 2nd inst.— A woman who gave the name of JAMES, ape about 30, height 5 ft. 6 or 7 in., slight build, complexion fair, hair brown; dress, dark clothes, black close- fitting bat, thick veil. She calls at alms- houses, stating that she is the vicar's daughter, and that a sum of money has been left to one of the inmates, which can only be obtained on payment of a fee, on receipt of which she absconds. Warrant issued. Information to Deputy Chief Constable Pearson, Watford. KENT. £ 2 REWARD. 27— Ashford ( County).— For deserting her child, leaving it chargeable to the East Ashford Union— EMMA MARY BISHOP, age about 30, medium height and build, complexion fresh, hair] ( rough over forehead) brown, eyes hazel. Has been a barmaid at railway refreshment rooms at Ipswich, Colchester, and Hastings. Warrant issued. The above reward will be paid by H. Hamilton, Esq., Clerk to the Guardians, East Ashford, for her arrest. Information to Supt. Wenham, Ashford. 28.— Sandgate ( County).— For neglecting bis children, leaving them chargeable to the Elham Union— WILLIAM CUFFLEY, age about 44, height 5 ft. 10 in., rather stout build, hair and moustache dark. Supposed of unsound mind, and may be found in an asylum or union. Warrant issued. Information to Supt. Waghorn, Sandgate. 29— Tonbridge ( County). — For stealing 20 books of gold leaf; 11 gilders' brushes; and 2 burnishing stones— DAVID URRY, alias BANKS, and COLLINS, age 40 to 45, height 5 ft. 8 or 9 in., complexion ruddy, hair dark brown, full beard whiskers, and moustache ; wears his hat a little on one side ; dress, black jacket and vest, dark cloth trousers, black hard hat, light brown tweed overcoat. Warrant issued. Information to Supt. Bartlett, Tonbridge. 30— Dover ( Borough).— For obtaining, by false pretences, 2 pairs boots and a pair of leggings— HENRY HINKLEY, age about 25, height about 5 ft. 9 in., complexion sallow, hair light, clean shaved; dress, light brown suit. A bootmaker; native of Cranbrook. He represented himself as one of the firm of Hinkley & Son, bootmakers, Cranbrook. Warrant issued. Information to Supt. Sanders, Dover. forehead, outer corner of left eye, and centre of back of head, lost part of first joint of first right finger. Sentenced at Preston, 29th June, 1892, to 3 years penal servitude and 7 years police supervi- sion for larceny. Licensed 29th September, 1894. L S 336. Information to Supt. Barnett, Burnley. 32. Chorley ( County).— For larceny— Expiree THOMAS CONWAY, alias LOUGHLIN, Office No. 44342, age 22, height 5 ft. 1 in., complexion sallow, hair black, eyes gr<> y, scar and coal mark over right eyebrow, scar left side of forehead, and abscess scars each side of neck; dress, dark jacket and vest, dark cord trousers, and clogs. Frequents common lodging houses. Sentenced at Preston, 10th Aug., 1892, to 6 months hard labour and 1 year police supervision, for larceny. 33.— Chorley ( County).— For stealing, 14th inst., 1 pair lady's lace boots, with toecaps ( new), and 1 pair men's lace boots ( soles have been repaired with rough leather)— A YOUTH, age about 18, height 5 ft. 2 in., complexion pale, thin face, very pointed nose, light hair; dress, shabby dark clothes and cap. Stated he had several relatives at Oldham. Information to Supt. Norris, Chorley. 34.— Leigh ( County).— For attempted rape — THOMAS ABRAM, age 38, height 5 ft. 9 or 10 in., complexion sallow, long face, hair and moustache dark; dress, dark worsted suit, black bat. A collier. Has been in the Army. Warrant issued. Information to Supt. Higginbotham, Leigh. 35.— Old TrafTord ( County).— For failing to report — License Holder SAMUEL SPENCER PERCIVAL, alias SAMUEL PERCIVAL and ARTHUR KAY BROWN, Office No. 47007, age 50, height 5 ft. 6 in., complexion fresh, hair turning grey ( bald), eyes blue, scar each side of forehead, and 2 in left groin, 2 moles between shoulderblades, left big toe- nail deformed.
