Part icv/,) rs concerning persons whose apprehension is sought will he inserted in one issue of the POLICE </', iErr*, if they are sufficient to enable action to be taken upon them by another force. 3. Part, ? itars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arli/ le in question to be thereby identified. 4. In oil tuxes where a reward is offered the name and address of some person responsible for the piiyment must be given, and the exact conditions be clearly stated. á. Po/ traits of persons whose apprehension is sought for serious offences, and engravings of stullr. property, will be prominently inserted, with detailed particulars, at a cost of 15j. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. < 5. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted im the POLICE GAZE RTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, tcdl be wholly responsible for any proceedings tbhic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq- je, crossed " Drummond S[ Co.," Post Office Order payable at Parliament- st., Postal Order, or is Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through 3fr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to te arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE G A' JSTIS ip circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— A Division.— For absconding from his bail, charged with obtaining goods by worthless cheques— ROBERT RICHARDSON, age 29, height 5 ft. 10 in., complexion fair, hair very light, clean shaved, eyes grey, freckled face, front teeth decayed, suffering from paralysis in right arm. Of gentle- manly appearance. Speaks French.. May endeavour to leave the country. Not to be arrested beyond the United Kingdom. Warrant issued. 2.— D Division.— For stealing jewellery and clothing— ARTHUR W. J. RIDLINGTON, age 19, he'ght 5 ft. 5 in., thin build, complexion fresh, hair dark brown, eyes b- own, nose'slightly turned up ; of smart appearance. May be wearing a dark grey suit ( sto'en). 3.— D Division.— For stealing 1 lady's gold English lever watch ; 1 9- ct. gold chiin, 2 coins attached; 1 gold brooch and ear- rings, blue enamel, pearl in centre ; 1 gold memoriam ring, hair sur- rounded with pearls ; 1 wedding ring and 1 keeper ring ( worn) ; 1 gold- plated brooch, set cameo, sur- rounded with paste brilliants, set onyx and parte brilliants ; 1 old silver geneva watch ; 1 pair gold- plated ear- rings, pear- shape; 2 platei bracelets ( 1 £- in. wide, 1 |- in.) ; 1 lady's gold watch, " B. F." inside case ; 1 small link gold chain ; 1 lady's silver geneva watch ; 1 hair guard with gold links, small ueart and locket attached— CHARLES MAKE PEACE, age 21, height 5 ft. 7 in , complexion fair, hair brown, eyes grey; dress, blue overcoat, dark trou-' ers, black hard felt hat. A native of London. Not to be arrested out of the United Kingdom. 4 — E Division — Woodcut portrait and de- scription of HERBERT CHARLES BROCK, late stout build, square- shouldered, complexion florid and blotched, hair brown ( thin and turning grey), stoops slightly, well dressed ; wears spats, and occasionally Wellington boots. Warrant issned. 5.— F Division. — For stealing a piano by means of a trick— CONSTANCE SPENCER, age about 28, height 5 ft. 5 in., complexion pale, hair light browi: dress, light plaid mackintosh with cape, nut- browu straw) hat, broad brim, trimmed light brown ribbon, high bow in front; far advanced in pregnancy. Has with her a child, age about 12 months. Is identical with first woman described in Case No. 38, 9th inst. Warrant issued. 6.— J Division— Portrait and description of SAMUEL WHEELER, whose apprehension is Company, whose apprehension is sought for em bezzling £ 600 — Age about 43, height 5 ft. 10 in sought for larceny ( servant) — Age 50, height 5 ft. 8 in., stout build, complexion fresh, hair and side whiskers ( turning grey) brown; dress, supposed brown jacket- suit, black hard felt hat ( flat top). Warrant issued. 11.— For stealing £ 20— DONALD GREEN, late of 30, Red Lion- square, Holborn, W. C., age about 27, height 5 ft. 11 in., small fair moustache; dress, black coat and vest, light trousers, felt hat, brown boots. A wine merchant's clerk; absconded 11th inst. Warrant issued. Read, Clewer. 13.— Reading ( Borough). — For stealing, lst inst.— An Ormond safety bicycle, model F., 28- in. driving, and 30- in. steering wheel, roller chain, ball bearings, usual plated parts, single tube pneumatic tyres, and tool bag— A man who gave the name of WEST, age 21, height 5 ft. 8 in., complexion dark, hair dark brown ; dress, dark tweed suit and cap, brown leather boots. Warrant issued. Information to Chief Constable Tewsley, Reading. BRECONSHIRE. 14.— Builth ( County).— For embezzlement, 6th nit.— T. CLARKE ( supposed false), age 40, height 5 ft. 2 or 3 in., complexion fresh, hair brown, mous- tache light brown, eyes blue; dress, blue serge suit, hard bowler hat, lace boots, occasionally wears blue glasses. Supposed a baker, and a native of Bir- mingham. He may endeavour to get employment in a stable or bakery. Warrant issued. Information to Deputy Chief Constable Joseph, Brecon, or Sergeant Watkins, Builth. 15.— Crickhowell ( County).— For stealing a large- size sheep- dog, about 12 months old, dark brown colour, white on breast, large bushy tail, answers to the name of " Nero "; 1 ferret, and 4 small rabbit nets— STEPHEN SIMPKINS, alias FRED WILLIAMS, age 32, height 5 ft. 4f in., complexion fresh, hair dark, eyes hazel, scar right forearm ; dress, long dark cloth overcoat, dark cord trousers, brown straps under knees, cloth peak cap, light lace boots. A f„ rm labourer ; native of Calne, Wilts. May be found working at farm houses, and sleeping in outbuildings. Sentenced at Brecon Quarter Sessions, in July, 1892, to 2 months im- prisonment for larceny. Warrant issued. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 16.— Chesham ( County).— For larceny ( bailee) — JOHN GOFF, alias DARKEY, age 40 to 45, height 5 ft. 6 in., complexion very dark, large full face, hair ( cropped closo) and tuft on chin black; dress, black jacket, brown cord trousers, black hard felt hat; carries a sack. A tramping rag and bone collector. Warrant issued. Information to Inspector Simmons, Chesham. CAMBRIDGESHIRE. 17. — Cambridge ( Borough).— For larceny, 27th ult.— HENRY JONES ( supposed false), age about 35, height 5 ft. 8 in., complexion, hair and moustache dark, cast in one eye ; dress, dark over- coat and vest, light cloth trousers, fawn- color hard felt hat with flat brim CARROL, age about 35, height 5 ft. 6 or 7 in., stout build, complexion, hair and moustache dark, good teeth; dress, blue serge suit, braid down seam of trousers, black hard felt hat. Supposed to have recently returned from America. Is well known in racing circles as " BUSH- RANGER," and is the head of a gang of pick- pockets who follow race meetings. He is often to be found in the company of two men named Mick Thornton, and James Brady, alias " Yankey." Sup- posed to belong to Birmingham. Information to Chief Constable Holland, Cam- bridge. CARDIGANSHIRE. 18.— Aberystwyth ( County).— For obtaining money by false pretences— WILLIAM CLARKE, age 35 or 40, height about 5 ft. 11 in., slight build, complexion pale, hair brown, moustache light brown, stoops slightly; dress, dark coat and vest, dark stripe trousers, blue tie with white spots, lace boots. An upholsterer ; native of Warwick. Is well known at Birmingham, Coventry, Warwick, and Swansea. Warrant issued. Information to Chief Constable Evans, Aberyst- wyth. CARNARVONSHIRE. 19.— Bangor ( County).— For stealing a watch ( recovered)— A MAN, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair light brown ; dress, dark jacket and vest, dark blue trousers, black hard felt hat, Wellington boots. A painter; was em- ployed by the L. & N. W. Railway about 5 years ago, but has since been a sailor. Information to the Supt. of Police, Bangor. CHESHIRE. 20.— Runcorn ( County).— Forstealing, 6thinst 1 silver English lever watch, No. 10340, silver albert chain and seal attached, set red and blue stones— ERNEST TAYLOR, age about 16, height 5 ft. 4 or 5 in., complexion sallow, hair light brown, cast in one eye; dress, blue jersey, blue cloth trousers and vest, cloth peak cap, and clogs. Warrant issued. Information to Snpt. Atherton, Runcorn. CUMBERLAND. 21.— Workington( OoM « < i/).— Forrape— JAMES McNICHOLAS, late of Harrington, age 20, height 5 ft. 6 or 7 in., complexion fair, hair brown, slight light moustache; dress, dark brown jacket, dark trousers and vest, brown cap. An ironworks' labourer. Warrant issued. Information to Supt. Hope, Workington. DERBYSH IRE. 22.— WirkSWOrth ( County). — For obtaining food, lodgings, and money, by false pretences— G. OLIVER ( supposed false), age about 30, height 5 ft. 1 or 2 in., complexion dark, hair brown, eyes bine, slightly bow- legged; dress, dark grey cloth jacket and vest, light trousers, black hard hat, light silk tie. He stated he was about to put up new telegraph poles and wire3 in the neighbourhood, see Case No. 16, 26th ult. Warrant issued. Information to Supt. Hollingworth, Wirksworth. DORSETSHIRE. 23.— Weymouth ( Borough).— For stealing, on 25th nit,, £ 6 10s.— GEORGE PAIN, age 21, height 5 ft. 6 or 7 in., complexion fresh, hair brown, eyes hazel, arms and chest tattooed. An able seaman, be- longing to H. M. S. Alexandra, at Portland. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. DURHAM. 24.— Barnard Castle ( County).— Portrait and description of FRANK WILLIAMS, alias CECIL WILLIAMS, FRANCIS LYNDHURST, LYN- DERS, EDWIN TORODE, and THOS. TORODE, whose apprehension is sought for stealing, on 22nd ult., 1 lady's gold dress- ring, 15- carat; 2 silk pocket- handkerchiefs ( I red and green, the other silvery and pick)— Age about 27, height 5 ft. 4i in., complexion fresh, large nose, hair brown, eyes hazel, large stab scar right side of posterior, small scar on forehead, indistinct tattoo marks on both arms, blue dot on back of each hand, ring 2nd finger left hand ; dress, light coat and vest, light striped trousers, light cloth cap, low shoes. Is identical with Man, Case No. 86, 2nd March, and No. 38, 20th July last. Warrant issued. Information to Supt. Thompson, Barnard Castle. 25.— South Shields ( Borough).— For embezzle- ment, between 24th August and 5th ult.— ERNEST JOHNSON or FAIRISH, age 28 to 30, height 5 ft. 6 or 7 in., complexion fair, thin face, hair and slight moustache light, small eyes; dress, black jacket and vest, blue- and- grey stripe trousers, black hard felt hat, short light overcoat; sometimes wears fawn- colored cycling suit and light cap; of gentle- manly appearance. ESSEX. 26.— Chelmsford ( County).— For stealing, 9th inst, at Ingatestone, 1 chased gold locket, with space for monogram, 9- ct. worked chain attached; 6 gold rings( 118- et., double- snake pattern, marked' ' Arro w," 1 18- ct. snake pattern, red garnet eyes, 1 chased keeper, much worn, 1 9- ct. dress, knot pattern, 2 dress, set stones, some deficient, much worn); 1 lady's silver geneva watch, gold figures and flowers on dial; 1 9- ct. gold small link watch chain, about 2 yards long, a small gold pencil- case and signet ring, set bloodstone, attached; 1 gold brooch, set stones, glass at back for photo ; 1 earring to match ; 1 old gold bracelet, set garnets ; 1 silver oval locket, ch ain attached; and earring to match, initials " I. H. S." thereon; 1 jubilee shilling; 1 string cut glass beads; 1 silver toa- spoon; 3 silver rings; 1 gold pin, set diamonds — TWO MEN: 1st, age about 20, height 5 ft. 9 or 10 in, slight build, com- plexion fair; dress, serge jacket, ragged guernsey, dark cloth cap. 2nd, age 25 to 30, height 5 ft. 7 or 8 in., complexion fiir, moustache brown; dress, black- and- red mixture tweed jacket, torn under arm, drab cotton shirt, corduroy trousers, black felt hat; military appearance, and stated he had been a bugler. 27. — Chelmsford ( County). — For night- poachine, 18th ult., at Buttsbury — FREDDY BROOKS, alias SHELLEY, SMITH, BROWN, and LITTLE BOB, age 35 to 40, height 5 ft. 7 or 8 in., stout build, rather fu'l face, high cheek bones, TUESDAY, NOVEMBER 16, 1894. Information to Deputy Chief Constable Somerset, Chelmsford. 28— Epping ( County).— For embezzlement, 1st inst.— HENRY CAKEBREAD, alias PUNCH, age about 40, height 5 ft. 6 in., stout build, complexion fresh, full face, hair dark, moustache brown, rather large head ; dress, dark jacket, black vest, corduroy trousers, peak cap, with 2 buttons on front, red figured neckerchief, lace boots; of slovenly appear- anco. A labourer; native of Sawbridgeworth, Herts. No fixed abode, but travels about seeking work. " Warrant issued. Information to Supt. Womack, Epping. 29. — Witham ( County). — For obtaining a sewing machine ( recovered), by false pretences, on 18tn inst., at Kelvedon— GEORGE KELLY, age 25 to 30, height 5 ft. 6 or 7 in., complexion fresh, long face, bair light brown, flat nose, which has apparently been broken, arms drawn to sides at elbows, both hands bent backwards from the wrist, with fingers curved upwards ; dress, black coat and vest, blue trout ere, black hard felt hat. cardinal tie, Oxford shoes. A draper's nssistaut. He represents himself as an agent of Singer's Sewing Machine Company. Warrant issued. Information to Supt. Gillis, Witham. FORFARSHIRE. 30.— Brechin ( City).— For housebreaking and theft, 13th ult.— DAVID PROUDFOOT, age 41, height 5 ft. 10| in., complexion sallow, bair light, eyes brown, 2 moles left collar- bone, mole left elbow, mark similar to a leaf on left hip ; dress, dark tweed coat, white moleskin or corduroy vest, corduroy trousers, single peak cap. A labourer; native of Dundee. Was liberated 13th August last, from Perth PrisoD, after undergoing 18 months imprison- ment for housebreaking. Warrant issued. Information to Chief Constable Smart, Brechin. 34.— Bitterne ( County). — For deserting his family— WILLIAM MONCKTON, a hairdresser, age 45, height 5 ft. in., complexion fair, hair dark brown, eyes brown, small anchor and dot left forearm, several indistinct marks back of left hand, large scar right shin. A native of Weymouth. Warrant issued. Information to Snpt. Matthews, Bitterne. 35.— Southampton ( Borough.).— For failing to report— License Holder CHARLES SCHMIDT, alias CHAS. LAMBERT, and JOHN ROBERTS, Office No. 47155, age 67, height 5 ft. 9 in., com- plexion fair, hair grey, eyes grey, wart left side nose and right side neck, scar back of neck, each knee, and left groin, fleshy lump front of right wri6t, doubly ruptured. Sentenced at Devon Assizes, Exeter, 22nd July, 1892, to 3 years penal servitude for larceny. Licensed 20th nit. G L S 326. Information to the Chief Constable of Southamp- ton. HERTFORDSHIRE. 36.— Watford ( County).— For obtaining £ 1 Is. by false pretences, 2nd inst.— A woman who gave the name of JAMES, ape abont 30, height 5 ft. 6 or 7 in., slight bnild, complexion fair, hair brown ; dress, dark clothes, black close- fitting bat, thick veil. She calls at alms- housea, stating that she is the vicar's daughter, and that a sum of money has been left to one of the inmates, which can only be obtained on payment of a fee, on receipt of which she absconds. Warrant issued. Information to Deputy Chief Constable Pearson, Watford. GLAMORGANSHIRE. 31.— Cardiff ( Borough).— For stabbing with intent to do grievous bodily harm, 22nd ult.— WILLIAM YOUNG, alias TORKIE, and SOMER- SET BILL, age 28, height 5 ft. 9 in., stout build hair ( long) dark brown, thick dark moustache, eyes dark brown, mole right side ot face, large scar back of one hand ; dress, dark suit, coloured silk muffler, black hard felt hat. A navvy or pit- hand ; native of Flax Bourton. Warrant issued. Information lo Head Constable McKenzie, Cardiff. HAMPSHIRE. 32. — Aldershot ( County). — For stealing a • cheque- book ( see Case No. 54, 5th ult.)— A MAN, age about 40, height 5 ft. 4 or 5 in., complexion pale, hair dark brown, moustache dark, low fore- head ; respectably dressed, and wears a high hat. Has the appearance of a German Jew, and speaks with a foreign accent. He recently took apartments at two places, and obtained goods from various parts of the country, and then decamped. He has also uttered cheques on the Northern Banking Company, Limited, taken from the stolen cheque- book. The notepaper used by him bore the crest of the Army Service Corps, signing his name as T. Ewart, Capt., and using visiting cards, on which was printed Capt. Thos. Ewart, York and Lancaster Regt., United Service • Club. Information to Deputy Chief Constable Stephen- son, Aldershot. 33.— Bitterne ( County) — For stealing ducks ( recovered) — JOSEPH PRICE, alias CLARK, JACKSON, and RAINBOW, age 36 to 40, height 5 ft. 10 or 11 in., muscular appearance, red face, hair light brown, thick giDger moustache, large head ; dress, white cord trousers, old black monkey jacket, heavy lace boots; generally wears a cap.
