' All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE ILDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, f. ' ff. 2. Par tun hi rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE </, ZETTB, if they are sufficient to enableaction to be takenupon them by another force. 3. Part ? liars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arti/ le in question to be thereby identified. 4. In oil ouses where a reward is offered the name and address of some person responsible for the piii/ rrent must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stoli r. property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in forceagainst him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn. may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq- je, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOI GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1- — Criminal Investigation Depart- ment.— For obtaining, 1st inst.. by means of a forged order, a cheque- book on Messrs. Coutts's Bank, and afterwards, on same date, uttering one of the cheques, forged, and obtaining £ 830, which was paid in 15 £ 50 Batik of England notes, and the remainder in gold. The notes were at once changed amoogst money changers in London and Paris, for German and French paper money. Descriptions of the TWO MEN who obtained the cheque- book and money : — 1st, age 22, height 5 ft. 7 in., slight build, supposed clean shaved ; appear- ance of a clerk. 2nd, age about 50, height about, 5 ft. 4 in., medium build, complexion fair, slightly sallow, few ragged whiskers; dress, black coat; respectable appearance. Descriptions of the men who exchanged the money : — 1st, age 25, height 5 ft. 6 in., medium build, com- plexion dark, slight black moustache ; dark clothes, black felt hat. 2nd, age 28, height 5 ft. 7 in., slight build, complexion fresh, slight fair moustache; dress, light grey frock coat, tall silk hat. 3rd, age 45, height 5 ft. 9 in., whiskers brown ; dress, light covert coat, black hard felt hat. All can be identified. 2.— B Division.— For stealing, during the last six months, 1 tea- pot, chased with festoons of roses ; 1 sauce boat; 1 soup ladle; 4 salt cellars and spoons; 4 table spoons ; 1 tankard; 1 erf am jug; and 1 mustard pot and spooD, all silver, George III. pattern, 1771, crest— 2 arms wearing armour, raised in a circular position, grasping a lion's head — CHARLES SIMPSON, age 35 to 40, height 6 ft. • 1 in., complexion, hair, and eyes dark, romau nose, tender feet, left knee beiuls inwards; dress, pepper- and- salt coat and vest, dark trousers, black hard felt hat. A butler ; native of Gloucester. 3.— C Division.— For stealing 4 » £ 5 Bank of England notes, and 2 ladies' gold rings— FRANK PERCY JEAYES, alias W. C. CAUSTON, age 24, height 5 ft. 5 in., complexion fresh, hrfir dark, eyes hazel, 3 false teeth in upper jaw ; dress, blue serge suit, deerstalker hat, lace boots. Warrant issued. MURDER. 4. — c Division. — Woodcut portrait and description of CHRISTIAN KEMPF, whose appre- hension is sought for being concerned in the murder of Sophia Rascb, at Sliaftesbury- avenue, 25th May last— Age 32, height 5 ft. 9 in., complexion pale, oval face ( rather narrow), cheeks sunken, hair and moustache light, eyes grey, nose rather pointed and long, prominent lips, pointed chin, long neck. Has worked as a cabinetmaker in Germany, France, and London. Speaks German fluently, and English and French imperfectly. Is a well known Anarchist, and may be found in Anarchist quarters. A native of Wurtemberg, Germany. Warrant issued. 5— L Division. — For larceny — WILLIAM REEVES, age 18, height 5 ft, 4 in , complexion and hair fair, oval face; dress, light fawn covert coat, dark brown check trousers, brown leather shoes, and blue cloth peak cap. A carman; native of East Grinstead, Sussex. 1 6.— V Division.— For desertinsr his wife and family — ALLEN CHEESEMAN, a jobbing gardener, late of Stroughton - street, Guildford, age 40, height 5 ft. 8 in., stout build, clean shaved, hair dark brown; dress, black coat, moleskin trousers and vest, blue silk tie, black hard felt hat. A native of West End, Chobham. Supposed to be in the neighbourhood of Farnham. Warrant issued. 7.— Woolwich ( Royal Arsenal). — For stealing £ 40, the property of the Crown — MATTHEW CALENDER FORDE, 2nd Lieut., 1st Border R9gt., an Irishman, age 26, height 5 ft. lOf in., stout build, complexion florid, hair light brown, eyes blue, slight fair moustache, stoops slightly, heart tattooed on left forearm. May be accompanied by his wife, age 25, tall, complexion and hair very fair, eyes blue; dress, black dress, black velvet jacket, and black hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. £ 5 REWARD. 8. — For stealing about. £ 50 in goM, cheques, and postal orders— CHARLES RICHARD BUTTON, 2 T H E P O L I C E GAZETTE. TUESDAY, SEPTEMBER 11, 1894. late of 7, Grove- yard, Lombard- street, E. C., age 23, height 5 ft. 8 in., complexion fair, hair and slight moustache light brown, scar left side of bottom lip, speaks gruffly; dress, black suit, black tie, gold pin with light blue stone, silver watch chain. Has served in the 4th Hussars and 17tli Lancers. Absconded 12th inst. Warrant issued. The above reward will be paid by Fraenkel Bros., 81, Houndsditch, E. C., to any person giving such information as will lead to the apprehension and conviction of Button. f 9.— For forgery — CHARLES KANTER, late of 42, Acacia road, St. John's Wood, N. W., age 32, height 5 ft. 8 in., stout build, complexion fresh, round face, hair thick and black grows down side of face, wears ring on little finger of right hand, walks with swaggering gait; dress, dark clothes, high hat with narrow mourning band, patent leather boots ; Jewish appearance. A traveller in the silk trade ; speaks several languages. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 10— Leighton Buzzard ( County).— For steal- ing, 17th inst., at Milton Bryant, 1 black jacket and vest; 1 navy- blue vest; 1 pair of dark trousers with grey stripes ; 1 pair of brown trousers with dark stripes; 1 coloured shirt; 1 pair of low lace shoes ( nearly new) ; 2 brown cloth caps with peak, " Coupon " cap for £ 100 against fatal railway acci- dents inside one of the caps; 1 razor; 1 German silver keyless watch; 1 snake- pattern imitation gold watch chain; 1 curb- pattern watch chain, imitation Eilver; I jubilee shilling, & c.— FREDK. ERNEST ANDERSON, age about 30, height 5 ft. 7 in., complexion fresh, hair dark, four upper front teeth deficient; dress, brown jacket, light cord trousers, light brown cloth cap with peak. BERKSHIRE. 11. — Newbury ( County). — For larceny— FREDERICK LYNCH, age 28, height 5 ft. 4 in., complexion daik, hair brown, eyes hazel, burn mark right arm, scar over left eye; dress, serge jacket, dark tweed trousers, hard felt hat. Warrant issued. 12.— Newbury ( County).— For obtaining money by false pretences, 28th July last, at Thatcham— LEVI ROSE, a gipsy, age about 26, height 5 ft. 2 or 3 in., complexion, hair and eyes dark; dress, corduroy trousers thick navvy watertight boots ( old). Is accompanied by his wife, age about 22 ( with infant in arms). They travel the country with an old brown pony and cart. May be found hop- picking. Warrant issued. 13.— Newbury ( County).— For obtaining money by false pretences, 15th inst.— DUNN, age 20 to 24, height 5 ft. 3 or 4 in., complexion and hair ( fringed on forehead) dark; dress, dark dress, black jacket, dark hat, trimmed lace. She called on an inmate of the Widows' Almshouses, represented herself as the daughter of the vicar of the parish, and stated that a sum of money then due to her could be obtained by purchasing two additional votes. Is identical with woman, Case No. 29, 14th inst. Warrant issued. Information to Supt. Bennett, Newbury. 14.— Windsor ( Borough).— For endeavouring to obtain money by means of a fictitious cheque drawn on the National Provincial Bank of England — TWO MEN : 1st, age about 35, height 5 ft. 5 in., hair light ( inclined sandy), fair moustache, pock- marked ; dress, dark suit, black bowler hat. 2nd, age about 25, height 5 ft. 4 in., hair and moustache dark ; dress, long light overcoat, black bowler hat. They sent a boy with a letter enclosing the cheque to a tradesman, asking him, in the name of another tradesman, to cash the same. Information to Head Constable Armour, New Windsor. BRECONSHIRE. 15— Crickhowell ( County).— For larceny— WILLIAM HUGHES, alias LIVERPOOL, age about 36, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, light brown moustache, slightly cross- eyed, abscess mark under chin; dress, dark brown cloth jacket, moleskin waistcoat, cotton cord trousers, dark cloth cap with peak, strong nailed boots— all much worn. A labourer or drover; native of Liverpool. May be found travelling with shows, & c. Warrant issued. Information to Supt. Winterson, Crickhowell. CHESHIRE. 16.— Altrincham ( County). — For larceny— WILLIAM HAWORTH, age 21 to 21, height 5 ft. 6 in , complexion fresh, hair black and curly, slight dark moustache, eyes dark ( sunken). A painter; native of Southport; has served in the Royal Marines. Warrant issued. Information to Supt. Britton, Altrincham. 17.— Hazel Grove ( County).— For stealing a small black- and- white silk neckerchief, and obtain- ing food and lodgings by fiaud— A MAN, age about 18, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, eyes brown ; dress, vellow- coloured plaid jacket and vest, brown striped trousers, blue and- white cotton shirt, marone silk neckerchief, brown peak cap, heavy lace boots. Information to Supt. Oldham, Hazel Grove. 18.— Macclesfield ( County).— For stealing 1 vortical iron frame piano ( by Chappell & Co., London), No. ( supposed) 88317, brass pin- plate, and celluloid keys, which he obtained on hire; 1 dappled grey horse, rising 7 years, 15- 1 hands, in good con- dition, which he obtained on trial— HAROLD E. STEWART ( supposed false), age 30 to 35, height 5 ft. 7 or 8 in., stout build, square shoulders, com- plexion sallow, hair and large moustache dark; dress, blue serge suit, brown hard hat, brown leather shoes; gentlemanly appearance. He left Prestbury on hcrseback, 12th inst. Has committed similar offences in various parts of the country. Warrant issued. Information to Supt. Downes, Macclesfield. DEVONSHIRE. 19.— Exeter ( City).— For stealing luggage ( re- covered)— GEORGE LANGRISH, alias SIMPSON, FERRIS, and ASHCROFT, age about 33, height ft. 11 in., complexion fair, rather sunburnt, moustache light, waxed at ends, walks erect; dress, black serge ribbed suit, black- and- white straw hat or light cap, faded green necktie, horse- shoe, flowers and whip thereon. Has been in the Army and talks a great deal about India; may be found in the company of soldiers. His modus operandi is to take lodgings at refresh- ment or private houses, representing that he has been lately discharged ficm the Army, that he has obtained a situation on the railway, and his luggage is at the railway station ; after remaining a few days he obtains money under the pretence of paying for the carriage of his luggage, steals any- thing he can lay his hands on, and decamps. ESSEX. 20. — Brentwood ( County). — For obtaining money by false pretences— WILLIAM BARNARD, age 30, height 5 ft 9 in., complexion and hair fair, eyes blue ( left eye glass), whiskers and moustache sandy, cut to a point ( or may be clean shaved) ; dress, light suit, high hat, wears gold- rimmed spectacles or eye- glasses. Warrant issued. 21. — Southend - on - Sea ( County). — For obtaining food and lodgings by false pretences, 3rd inst.— LILLIAN DOROTHY MEIKLE, alias GERTIE HILL, age about 24, medium height, complexion swarthy, hair and eyes dark, good- looking, and of ladylike appearance; dress, fawn dress, with cream yoke, or navy- blue dress with yellow silk blouse, light hat, trimmed with pink roses, or sailor hat with black or dark blue band. Her under- linen is marked " F. L. Northcote." Supposed a native of Great Berkhampstead. Warrant issued. Information to Supt. Hawtree, Southend- on- Sea. HAMPSHIRE. 22.— Kingsclere ( County).— For deserting his child, leaving it chargeable to the Whitchurch Union — WILLIAM WILLIAMS, alias JACK MARTIN, age 40, height 5 ft. 5 in., complexion fresh, hair light brown ( turning grey), heavy mous- tache. A navvy; native of Devonshire. He is tramping the country accompanied by a woman, ago about 40, small dark features. Frequents common lodging- houses or low beer- houses. Wsrrant issued. Information to Supt. James, Kingsclsre. 23.— Winchester ( City). — For larceny, and obtaining food and lodgings by false pretences— GEORGE RICHARDSON, alias J. DYER ( sup- posed false), age 26 to 30, height 5 ft. 2 or 3 in., com- plexion very dark, hair and moustache dark brown, eyes supposed brown, two front teeth deficient in upper jaw; dress, black suit, black hard felt hat, and button boots. Felton, Winchester. 24.— Southampton ( Borough). — For house- breaking, 9tti inst., and stealing 1 lady's open- face silver geneva watch, with a gold chain about 10 inches in length with tassel attached ; 1 gentleman's silver geneva watch, No. 36344 ; I gentleman's silver geneva watch, open face; 1 old watch ; 1 round gold brooch, raised in centre, chased floral pattern; 1 pair of gold ear- drops; 1 gold scarf- ring, bead shape— A MAN, age 45 to 50, height 5 ft. 6 or 7 in., complexion very dark, hair and moustache dark; dress, black frock coat, dark trousers, high silk hat; carries an umbrella. A WOMAN, age 40, height 5 ft. 4 or 5 in., complexion dark, large mouth, hair turning grey ; dress, dark skirt, black dolman, trimmed with beads, black bonnet, trimmed with flowers. Bent, Old Trafford. 27.— Manchester ( City).— For stealing £ 120 A MAN, age 18, height about 5 ft. 7 in., slender build, complexion pale, hair dark, prominent nose, consumptive appearance; dress, dark round jacket suit, high hat. Hicks, Town Hall, Man- chester. 28.— Blackpool ( Borough). — For failing to report— License Holder JOHN LEONARD, Office No. 45942, age 38, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey, scar back of head, 3 front of head, 1 on right cheek, right hand, left side of belly, front of left thigh, 3 on left ribs, and small scar and mole top of left cheek. T H E P O L I C E GAZETTE. 5 whose apprehension is sought for embezzling £ 100 and other large sums, the moneys of the Bankside Coffee Palace Second Benefit Building Sosiety :— Age 44, height 5 ft. 3 in., well built, complexion fresh, oval face, hair ( inclined to sandy) brown, full sandy beard and moustache, eyes grey, sometimes wears spectacles ; false teeth ; dress ( when last seen), navy- blue jacket suit, sailor knot tie, black billycock hat; was wearing a gold fetter link pattern watch guard, and carrying an umbrella with natural wood handle. A native of Oldham. Warrant issued. Information to Chief Constable Peacock, Oldham. 30. — Salford ( Borough). — For murderously assaulting his wife, 11th inst.— OLIVER SANDS, age 35, height 5 ft. 9 in., stout build, complexion fresh, hair and moustache dark brown; dress, dark suit, sack- back jacket, high hat, lace boots. He may be found in the company of betting men, and may be staying at common lodging- houses. Warrant issued. Information to the Chief Constable, Town Hall, Salford. 31.— Warrington ( Borough). — For obtaining money by false pretences— A MAN, age 30 to 40, height about 5 ft. 6 in., complexion fresh, front upper teeth missing, hair light, moustache sandy ; dress, tweed suit, trousers striped blue, black felt hat, lace boots. Speaks with a slight Scotch accent. Carries a black Gladstone bag containing samples of clothing, & c. His modus operandi is to call on people, principally women, represents himself as a traveller for a drapery or tailoring establishment, solicits orders, and obtain Is. deposit; he then gives a card with the name of a local firm printed thereon, which card he initials, and tells them to call at the place named and give orders for what clothing, bedding, < fcc., they require, which they are to pay for by weekly instalments. NORTHAMPTONSHIRE. 32.— Oundle ( County). — For housebreaking, 12th inst., and stealing 1 mariner's compass, about the size of a watch, glass front, brass or gilded back ; 1 silver chain about a yard long, double curb links, has a hook at one end, and a pencil at the other; 1 yellow topaz ring, set pearls; 1 chased silver bracelet, dented ; 1 white metal railway whistle ; 1 white - handled penknife ; 4 silver counters ; 2 guinea pieces, gilded; 1 sovereign ; 1 half- sovereign; 1 5s.- piece ; 1 4s.- piece ; 2 half- crowns ; 1 florin ; 1 sixpenny piece; 1 threepenny piece, all jubilee money— A MAN, age about 27, height about 5 ft. 5 in., slight build, complexion fair, hair and mous- tache light; dress, black coat and vest, light colour trousers ( rather short), black necktie, light cap ( all new), lace boots. May be wearing the stolen chain and ring, and an English open- faced lever watch, No. 11547. A painter. Information to Supt. Phenix, Oundle. OXFORDSHIRE. 33.— Watlington ( County).— For housebreak- ing, 8th inst.— A MAN, age about 30, height 5 ft. 9 in., complexion fresh, hair and long moustache brown, inclined to sandy; drees, brown plaid suit, hard felt hat, lace boots. A painter. Speaks with London accent. Information to Supt. Hawtin, Watlirgton. ROXBURGHSHIRE. 34.— Jedburgh ( County).— For deserting his wife and family— JAMES BAILIE, age 32, height 5 ft. 9 or 10 in., complexion dark, hair ( inclined to curl) black, eyes dark, black moustache, several front teeth deficient; dress, dark brown tweed jacket suit. A mason; native of Roxburghshire. Has served in the Army, and is of drunken habits. Warrant issued. Information to Chief Constable Porter, Jedburgh. SHROPSHIRE. 35.— Shrewsbury ( Borough).— For failing to report— License Holder JAMES BARNETT, alias JAMES BUCHANAN, and GEORGE GRAY, Office No. 46821, age 49, height 5 ft. 2j in., complexion fresh, hair dark brown ( turning grey), eyes brown, proportionate build, oval face, scar back of right hand, on left knee, in right groin, and on right shoulderblade, small anchor outside right forearm, blue dot between right thumb and forefinger, " D " on left ribs. A surveyor; native of Sudgeley. Sentenced at Salop County Sessions, 19 th October, 1886, to 10 years penal servitude for larceny ( dwel- ling house), after previous convictions at Stafford and Liverpool. C M 501. He took furnished lodgings at a farmhouse, obtained a quantity of goods from trades- men by representing he was going to reside in the neighbourhood ; he also negotiated for the shooting in the district. Is fond of talking of fishing and shoot- ing. States he left the Army about 8 years ago, and was born in America. Supposed married at Eastbourne in July, 1893, in name of the Hon. V. C. Montague. Has served eight years in the Suffolk Regiment, and was sentenced, on 12th August, 1889, by a District Court Martial in India, to 12 months im- prisonment for stabbing a comrade with a bayonet.
