REGULATIONS. 1 3 All announcements for insertion in the POLICE GAZETTE, and all communications upon them should, be addressed to J. UK JLDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, f,. W. Parlitv/ j rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICB F/ Z ZETTE, if they are sufficient to enable action to be taken upon them by another force. Part, pilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the art hie in question to be thereby identified. 4. In oil wises where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. B. Pot traits of persons whose apprehension is sought for serious offences, and engravings of st-. tir. property, will be prominently inserted, with detailed particulars, at a cost of 15I. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ']. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, 1Bill be wholly responsible for any proceedings whicn mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheqje, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond » he number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOI GAZETTE, may be at onoe notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegramB, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— D Division.— For embezzlement— DAVID MORGAN, late a carman of the Dairy Supply Company, age about 35, height 5 ft. 9 in., com- plexion sallow, hair black, eyes grey, nose slightly inclined to one side; dress, black jacket and vest, stripe trousers, supposed white straw hat. A native of Parcaoiadd, Cardiganshire. Absconded 4th inst. Warrant issued. 2.— K Division. — For stealing £ 31 10s.— TH0MA. S HAYNES, age 37, height 5 ft. 7 in., complexion dark, hair dark ( turning grey), eyes brown; dress, black diagonal coat and vest, check trousers, black hard felt hat, lace boots. Supposed native of South Lincolnshire. WarraDt issued. 3. — N Division- — For stealing furniture ( bailee)— E. ALB WITTE, a German, age 37 or 38, height 5 ft. 7 in , broad shoulders, complexion fair, small side whiskers and moustache inclined to giDger, swinging gait, peculiar twiching of the eyes, wears glasses, well dressed. A journalist. Warrant issued. 4.— Y Division.— For stealing, 13th inst., £ 8 2s. Id — ELIZABETH SHAW, age 36, medium height, complexion fair, hair light, one tooth only in upper jaw, is addicted to drink. In delicate health and is subject to fits ; wearing fawn- colour skirt and black hat, a native of Derby. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BANFFSHIRE. 5.— Banff ( County). — Portrait and description of GEORGE FORBES ROSS, alias JOHN SIN- CLAIR, JOHN ROSS, SAMUEL HENRY SUT- TON, and SIDNEY B. SEARLE, whose apprehen- sion is sought for housebreaking and stealing, between 3rd and 5th inst.— 1 pair gold sleeve links, " J. S." thereon ; 1 silver scarf ring, set serpentine ( Portsoy marble), oval shape ; 1 jacket suit, Scotch tweed, blue with dark brown thread, forming check in. square, lined black Italian cloth, 2 buttons on sleeve; 1 dark grey overcoat, single- breasted, lined brown Italian cloth, chain tab; 2 pairs grey worsted drawers, grey flannel top band ( I pair mended at seat) ; 1 new black leather Gladstone bag— Age about 43, height 5 ft. 9& in., complexion pale, broad face, large nose, hair ( cut short and bald on top), and heavy moustache dark brown, eyes dark ( sunken), anchor tattooed on right arm; speaks with Aberdeenshire accent; dressed when last seen in the stolen suit. Has the appearance of a joiner. Sentenced 4th March, 1891, at Elgin, to 30 days imprisonment, in name of George Forbes Ross, for having in his possession housebreaking implements and unlawful possession, and on 28th October, 1892, at Ayr, to 2 months imprisonment, in the name of Samuel Henry Sutton, alias Sidney B. Searle, for a similar offence, see Register of Criminals for quarter ending 31st December, 1892, No. 964. Warrant issued. Information to Chief Constable Haig, Banff. BERKSHIRE. 6.— Reading ( Borough).— For failing to report — License Holder ROBERT KNIGHT, alias THOS. KNIGHT, WM. WELLS, and GEORGE WEBB, Office Nov 4654- 5, age 56, height 5 ft. 8 in., complexion dark, hair brown ( turning grey), eyes light blue, long face, proportionate build. By trade a cooper. Sentenced at Portsmouth, 4th July, 1890, to 5 years penal servitude and 2 months' hard labour ( con secutively) for larceny and fraud. Licensed 22nd June, 1894. Q 189. Information to the Head Constable, Reading. BUCKINGHAMSHIRE. 7.— Aylesbury ( County). — For embezzlement — WALTER SIMMS, age 30, height 5 ft. 1 in., complexion fresh, small nose, turned up at end, hair and moustache light brown, full grey eyes ; dress, dark grey suit, mourning band round hat. A brewer's clerk. Booked by London and North- Western Railway from Aylesbury on 14th inst. for Euston. Warrant issued. Information to Deputy Chief Constable . Webb, Aylesbury. 8.— Slough ( County). — For stealing a cheque for £ 2, on National Bank of Scotland, London Branch, No. 422656, drawn by Hyde, in favour of E. Cullimore; and £ 9 15s.— A MAN, age about 25, 2 T H E P O L I C E GAZETTE. TUESDAY, SEPTEMBER 11, 1894. height 5 ft. 8 in., hair very dark, slight dark mous- tache, teeth slightly project ( one in front decayed) ; dress, black double- breasted jacket, silk facings, black vest, striped trousers, white collar, striped tie, blue front and cuffs, light cap, star on top. He sold 6 electro- plated dessert spoons, Queen's pattern ( supposed stolen). He left behind a black bag, containing a number of keys and tools, and woman's underclothing. Information to Supt. Sutton, Slough. CHESHIRE. 9.— Stockport ( Borough).— For stealing, 9ih inst.— 12 ladies' 9- carat gold rings ( 3 buckle rings, each set small rose diamond; 1 heavy curb; 1 heavy knot; 7 light curb and knot rings) ; I lady's 15- carat gold bangle, narrow pattern, embossed— TWO MEN— 1st, age about 30, height 5 ft. 7 or 8 in., complexion sallow, hair and long moustache light, eyes blue; dress, dark clothes, black tie, white collar. 2nd, age about 23, height 5 ft. 8 or 9 in., slim build, complexioa fresh, thin features, clean shaved, eyes prominent; dre9S, dark coat and vest, light trousers. Both of respectable appear- ance. The first man entered a jeweller's shop and asked to be shown some rings ; shortly after, the second man entered hurriedly and asked to be shown a ring which he saw in the window. While the attendant was reaching the ring from the window, the first man stole a case containing the above jewellery. Information to Chief Constable Jones, Stoskport. DEVONSHIRE. 10.— Exeter ( County).— Fcr deserting his w. fe and family, leaving them chargeable to the common fund of St. Thomas' Union— WILLIAM GRAIN- GER, age about 46, height about 5 ft. 6 or 7 in., round- shouldered and short neck, complexion dark, hair black ( turning grey), eyes very dark and rest- less, scar on back. A builder's foreman; native of Devonshire. Was seen in London a short time since, and is probably a foreman or manager for same contractor. Warrant issued. Information to Deputy Chief Constable Jesse, Exeter. 11. — Devon port ( Borough). — For stealing, 16th inst., 1 gentleman's silver geneva lever watch, No. 47912, " W. S." engraved on back of case; 1 silver albert and compass in shape of a steering wheel— ARTHUR FERRIS, age 32, height 5 ft. 10 in., complexion fresh, hair and moustache light brown; dress, blue jacket suit, light cap, stand - up collar, and dark tie; of military appearance. Has a photograph of himself in military - uniform. Stated he was a quartermaster sergeant of Royal Artillery, and was awaiting his discharge. Is evidently well acquainted with the army. Information to Head Constable Matters, Devon- port. DORSETSHIRE. 12. — Weymouth ( Borough). — Portrait and description of EDWARD C. FLOWERS, late a tailor's manager, whose apprehension is sought for embezzlement— Age 26, height 5 ft. 9 in., slight build, complexion very pale, hair brown, clean shaved, speaks with cockney accont; dress, long rough double- breasted coat suit, black bowler hat, patent button boots. Has been employed by Messrs. Simmonds & Sons; Haymarket, London, and has friends at Shepherd's Bosh. Absconded 16th inst. Warrant issued. 13. — Weymouth ( Borough).— Woodcut por- trait and description of THOMAS PERKINS, late Postmaster, Weymouth, whose apprehension is sought for stealing £ 370— Age 40, height 5 ft. 5 or 6 in., slight build, complexion sallow, hair ( long and inclined to curl) and very thin whiskers, black, moustache ( curled at ends) dark brown, eyes dark brown, wears glasses, lost use of left hand ( caused by broken arm near elbow), has very bad feet and walks with shuffling gait. When last seen was wearing brown check suit, brown felt hat ( flat top) but may be wearing silk hat and black frock coat, lace boots which open to toe- caps. Native of Salford, and was employed at Manchester Post Office until 1892, when he was appointed Postmaster at Wey- mouth. Has relatives at Salford and Southport. His face has become wasted by illness since the photograph was taken. Is believed to possess 16 £ 5 Bank of England notes, dated London, 30th April, 1894, Nos. F | 4 20882 to 20897, and 2 £ 10 ditto, dated 2nd January, 1894, Nos. H | 97 43089 and 43090. Warrant issued. Information to Chief Constable Eac^ ck, Wey- mouth. ESSEX. 14.— Colchester ( Borough). — For failing to rep0rt — License Holder MARK WHITE, alias GEORGE WHITE, Office No. 45805, age 52, height 5 ft. 4^ in., complexion fresh, hair brown ( turning grey), eyes light grey, small scar left side of head and forehead, and on upper lip, top joint of 2nd right finger crooked and crushed. Sentenced at Norwich, 18th October, 1892, to 5 years penal servitude for larceny. Licensed 24th January, 1894. S 385. This man is tramping the country and re- ported at Mistley, Essex, 4th inst., his intention of going to Colchester. Information to the Chief Constable of Colchester. GLAMORGANSHIRE. 15.— Cardiff ( Borough).— For embezzlement— ALEXANDER WARNOCK, age 40, height 5 ft. 8 in., slight build, complexion sallow, hair dark, curly brown moustache and small side whiskers ; dress, blue serge jacket and vest, brown trousers, and black hard felt hat. Of good address, and is stated to be well known to furrier's in Leeds, Liverpool, Manchester, Birmingham, Derby, and Sheffield. Formerly kept mantle shops at Bradford, and Burton- on- Trent. May associate with betting men. Warrant issued. Information to the Head Constable, Borough Police, Cardiff. HAMPSHIRE. 16. — Aldershot ( County). — For stealing, 1 large Tuscan hat, trimmed with wide watered ribbon and two ostrich feathers; 1 black silk mantle, trimmed with lace and jet; 2 night- dresses ( 1 girl's size); 1 embroidered white petticoat; 1 white bodice; 1 lace toilet- cover; lbith towel; Ismail silver fork, marked with initials " S."— KATE O'RILEY, alias McKENZIE, and MILSON, age 30, height 5 ft. I in., complexion frosh, hair black, eyes dark,' mole on right side of face ; supposed to be wearing the stolen hat and mantle. Born at Madras. She^ may be accompanied by a girl, age about 12, complexion fair, hair brown; respectably dressed. She | has been convicted of larceny from officer's quarters, a* nd is well known in garrison towns. Warrant issued. Information to Deputy Chief Constable Stephen- son, Aldershot. 17.— Portsmouth ( Borough). — For stealing, 13th inst., an old Coventry " Eagle" pneumatic safety bicycle, maker — " Hotchkiss, Mayo, ' and1 Meek" on front of machine, front wheelj 1892 pattern, hind wheel and tyre 1894 pattern, nickel plated parts, ball bearings throughout, rat - trap pedals, single gong bell attached, in fair condition— A man who gave the name of HOLDER, age 30 to 35, height 5 ft. 6 or 7 in., stoutish build, hair and moustache dark brown ; dress, dark suit, and black hard felt hat. 18.— Portsmouth ( Borouqh).— For obtaining £ 3 by fraud, 12th ult.— H. ARNOLD, age about 35, height 5 ft. 8 or 9 in., complexion fresh, full face, hair, whiskers and moustache light brown. A commercial traveller, formerly in the employ of Messrs. Harrison, Burton & Co., Sugar Merchants, 10, Philpot- lane, E. C. Warrant issued. Information to the Chief ( Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 19.— Bromyard ( County).— For stealing, 15th inst. — 2 mason's trowels and 1 spirit level ( recovered)— A MAN, age 30 to 35, height 5 ft. in., complexion fresh, hair light brown, light mous tashe, and small side whiskers; dress, brown cloth coat and vest, white cord or moleskin trousers, brown hard hat. Had the appearance of a tramping mason. Information to Supt. Lewis, Bromyard. HERTFORDSHIRE. 20.— Ware ( County). - For selling a load of hay entrusted to him by his master— JOHN TAYLOR, alias GEORGE JACKSON, and GEORGE RED- SHAW, age 30, height t ft. 5^ in., complexioa dark, hair black ( thin on top), eyes hazel, mole right and left collar - bone, and left side of belly, scar right knee- cap, scar right groin", boil scar back of neck, scar under right forearm, drops left shoulder slightly; dress, rough black pilot jacket, cord trousers, brown shoes ( have been blacked), black cap. A native of Colliers' End, Ware. Warrant issued. Information to Capt. Wymer, Supt., Ware. ISLE OF ELY. 21.— Whittlesea ( County).— For housebreaking and stealing a lady's silver watch, No. 10424, a silver guard, and a yellow silk handkerchief— EDWARD THOMPSON, alias TED, age about 30, height 5 ft. 9 in., complexion and hair dark; dress, grey jacket and vest, cardigan jacket, light cord trousers, light soft hat, strong lace boots. Was employed at the Rushden Gasworks, North- ampton, from 13th to 18th inst. Warrant issued. Information to Supt. Burrows, Whittelsea. KENT. 22. — Ashford ( County). — For embezzling £ 231 16s. lid.— THOMAS KITE CULVER, a banker's clerk, age 35, height 5 ft. 9 in., complexion fair, hair ( curly, bald on top) light brown, mous- tache ( heavy and curled at ends) ginger, dark streaks in teeth, very long feet, knees shoot back when standing; dress, dark tweed suit, tight fitting trousers, hard felt hat, of smart appearance. A native of Ashford. May endeavour to leave the country. Warrant issued. Information to Sergeant Capps, Ashford. LANCASHIRE. 23.— Bolton ( County).— For stealing, 28th nit., at Great Lever, a clarionette with 13 keys, G sharp, key broken, cocoa wood, bound with nickel silver round the joints, maker—" Henry Potter, Charing Cross, London," and a jacket and vest— SAMUEL FRIDAY, AUGUST 24, 1894. T H E P O L I C E GAZETTE. 3 LEWIS, age about 40, height 5 ft. 5 or 6 in, complexion fresh, high cheek- boDes, slightly bald top of head, monstache ( t urning grey) dark; dress, bine jacket and vest, dark grey trousers, light cap with peak, lace boots. Stated he was a native • of Crewe, and that his mother and brother resided there. He is supposed to have worked at Littlq Hulton, London and North Western Railway, as brakesman, some years ago in the name of GEORGE COLLINS. Warrant issued. Information to Supt. Leeming, Bolton. 24.— Old Trafford ( County).— For stealing a quantity of plasterer's tools ( found pledged at Man- chester)— A MAN, age about 45, height 5 ft. 6 in , heavy brown moustache ; dress, brown jacket, plaid trousers, brown cap. Has the appearance of a plasterer's labourer. Information to Supt. Bent, Old Trafford. 25.— Liverpool ( City).— For failing to report — License Holder HENRY HULL, alias JAMES HALL, Office No. 45869, age 28, height 5 ft. 2£ in., complexion fresh, hair brown, eyes brown, A. M. K. KELLY inside, P. D. front, and P. back of left arm. Sentenced at Liverpool Assizes, 18th May, 1889, to - 5 years penal servitude for robbery. Liberated on 2nd license 24th January last. P 235. If found, it is requested that he may be dealt with under the Prevention of Crimes Act, 1871, as amended by the Penal Servitude Act, 1891. Information to the Assistant Head Constable, Detective Department, Liverpool. LINCOLNSHIRE. 26.— Barton- on- Humber ( County). — For stealing a half- a- sovereign — ANNIE STOWE, age 11£, stout build, complexion fair, full face, hair flaxen; dress, brown plaid dress, black cape, large white straw hat trimmed wreath of yellow flowers and green velvet, black patent leather shoes. Carried a silk umbrella. She was last seen in Hull on 6th inst., where she has friends residing in the Hedon and Hessle- roads. Warrant issued. Information to Supt. Ward, Barton- on- Humber. 27.— Horncastle ( County).— For obtaining by false pretences, a half- bred dark brown mare, age 5 years, 15 hands, 3 wkite spots on near side of chine, large ears, short tail and mane, scar on hind heel— A man who gave the name of STOREY, age about 30, height 5 ft. 5 or 6 in., complexion and hair dark, clean shaved, supposed slight moustache; - dress, dark suit, black hard felt hat, brown ovei- coat. Was in company of a man, age about 37, height 5 ft. 7 or 8 in., full red face, slight mous- tache ; dress, light coat, light trousers - with red stripe, light hat. Both are known to be swindlers, and frequent Nottingham, Leicester, and Bir- mingham. Warrant issued. Information to Supt. Costar, Horncastle. 28. — Lincoln ( City). — For embezzlement— HENRY DURANCE, a clerk, age 26, height 5 ft, € or 7 in., complexion fresh, hair and moustache dark brown, of smart appearance; fond of horse- racing. Warrant issued. Information to Chief Constable Mansell, Lincoln. NORTHAMPTONSHIRE. 29.— Northampton ( Borough).— For stealing, 17th inst.— 1 gold wedding ring; 1 lady's gold mourning riDg with band of hair, initials S. R. thereon; 1 lady's black serge mantle with cape trimmed with a band of silk; 1 lady's light colour bodice trimmed with black lace; 1 lady's dark grey dress with blue check skirt, has one frill round bottom; 1 lady's small hat, brown flush • crown, fur brim, and a fawn- coloured tuft on side ; 1 pair of button boots, size 4, calf uppers ; 1 hair brush; 1 pair of lady's gloves; 1 black veil; and 1 white cricket bag — MAUD LESLIE, alien FERRILL, age 20, height 5 ft. 2 in., complexion pale, rather long features, hair very light and cut short, eyes hazel; dress, black dress, black sailor hat, low shoes, and a long black feather boa round neck. May be wearing the stolen mantle and bodice. Sentenced at Peterboro', 4th ult. to 6 weeks imprisonment for larceny. States she is in the theatrical profession. Warrant issued. Information to the Chief Constable," Town Hall, Northampton. OXFORDSHIRE. 30.— Henley - on - Thames ( County).— For stealing, 6th inst., at Whitchurch, 1 dark grey overcoat, with double breast, velvet collar, and cloth buttons to match; a silver bracelet with links— cups and pale blue scones, attached; 2 jubilee shillings; 1 jubilee sixpence— HARRY STRONG, alias GEORGE MUNDAY, age about 23, height 5 ft. 6 or 7 in., complexion very dark, hair and slight moustache, and eyes dark; dress, black coat with satin facings, black ve3t, red - and - brown mixture trousers with dark stripe, light or fawn colour cap, silk star worked on top. Was carryiog a small black bag. He left behind a pair of lace boots, size 9, fancy toe- caps, marked inside 9 | 1107, and 3 pocket- handkerchiefs ( 1 yellow, 2 white with spotted borders, " Phillamore" on one), supposed stolen. Has been in the Berkshire Regiment. A native of Reading. Warrant issued. Information to Supt. Jennings, Henley- on- Thames. 31.— Woodstock ( County).— For embezzlement — WILLIAM BOFFIN, age 38 ( looks older), com- plexion pale, long features, hair and whiskers dark brown, shaves chio, eyes hazel, scar right cheek, turns left foot outwards when walking, swaggering gait; dress, slop jacket, check lining, dark cloth vest, corduroy trousers, hard felt hat. A farm labourer; native of Fewcott, near Bicester. Warrant issued. Information to Inspector Sorrell, Woodstcck.
