Part icv / j rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE (/'/ ZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Part, hilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the ar/ iite in question to be thereby identified. 4. In oil vises where a reward is offered the name and address of some person responsible for the puyrrtnt must be given, and the exact conditions be clearly stated. 6. Pot baits of persons whose apprehension is sought for serious offences, and engravings of stall*, property, will be prominently inserted, with detailed particulars, at a cost of 15J. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear • number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the PoLICB GAZErTK, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings tohicA matt result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the offiee, New Scotland Yard, by eheq- je, crossed " Drummond l( Co.," Post Office Order payable at Parliament- sL, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Borontrhs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in oircular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOI GAZETTE, may be at onoe notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come und « r the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — C. I. Department. — Portrait and de- scription of H. J. FRESKOW" JAMSON. whose apprehension is sought fur forging and uttering cheques from stolen book ( see Case No. 61, loth ult.), at Hounslow, Woolwich, and Kingston- on- Thames — Age about 30, height 5 ft. 6 in., complexion very fair, hair very light, and slight light mous- tache, eyes light, rather irregular teeth ; well educated, and speaks German and French, speaks English with foreign accent; dress, light brown or grey suit, and black hard felt hat, but sometimes a cap ta match suit. A native of Heligoland. Has also uttered a cheque at Guildford, and another at Birmingham. Was formerly colour- serjeant in the 2nd Royal Sussex Regiment. Was sentenced at Glasgow, about September, 1890, to 12 months imprisonment for theft, and at Dublin, on 5th October, 1891, to 6 months imprisonment. Special attention is called to this man, as he will probably attempt to commit larcenies at military barracks, with a view to getting possession of further cheque books. He has uttered forged cheques in names of CAPT. DUBERLEY, CAPT. WHEELER, COL. EGERTON, & c., principally upon jewellers in the vicinity of barracks. 2. — B Division.— For obtaining money by fraud— JOHN CLIFFORD, alias THOMPSON, age 50 to 60, height 6 ft. 1 in., complexion fresh, hair brown ( turning grey, bald on top), eyes blue, walks erect; has been a soldier; dress, supposed brown tweed suit, black hard felt hat. Warrant issued. 3— D Division.— For stealing cheques, and for forgery— CHARLES BULLOCKE, age about 40, height 5 ft. 7 in., complexion and hair fair, eyes blue ; dress, generally, black jacket suit, and black or brown hard felt hat. A clerk. Warrant issued. 4.— M Division.— For stealing, 7th'inst., a cheque for £ 13 lis.— WILLIAM JAS. HIGGINS, a cashier, age 28, height 5 ft. 6 in., complexion fair, hair, slight side- whiskers, and heavy moustache light, eyes blue ; smart appearance. Fond of card playing, and frequents the company of betting men; dress, dark coat and vest, ligbt trousers, brown felt hat. Warrant issued. 5.— V Division. — For stealing, 20th iDst.. 1 old- fashioned sugar basin, melon- shaped, 2 handles, initials supposed " C. C. Clark and 2 crests," I an armoured arm; 1 pair silver sugar- tongs, crest " an armoured leg with boot and spur"; 1 pair of small fancy shell - pattern silver sugar - tongs ; 2 small fancy plated spoons; 2 fancy plated cruets; 1 very small silver cup and saucer, 1 oblong, 1 round, 2 handles to each; 3 glass scent bottles, Eilver tops, initials " J. E.," thereon; 1 silver card case, chased birds thereon; 1 large silver Dutch medal, " head of King of Denmark" one side, " Moca Yolharding Zelf Opoffum," on other side, " Complain E. D. Edgill, 1869," on edge ; 2 knive3 and forks, ivory handles, and some bone handle?, " Atkinson, Sheffield," on blades and " Benetfink's " on others ; 1 plated toasting rack ; a pair of ivory opera glasses in leather case, Liver- pool mater; 1 electro- plated coffee pot, chased; I pair of torpedo- shnped sleeve links; 6 plated kitchen forks— A MAN, age 40, height 5 ft. 8 or 9 in., complexion and whiskers dark, no moustache; dress, light cutaway coat, dark tronsers, black hard felt hat; carried a plumber's bag. BUCKINGHAMSHIRE. 6.— High Wycombe ( Oounty).— For obtain ing £ 25 by false pretences— WALTER COLE, age about 40, height 6 ft., complexion sallow, hair ( turn ing grey) dark brown, eyes blue, lost one thumb nail ( supposed left), rather hard of hearing, and walks badly; dress, dark cloth trousers and vest short drab dust- coat; of gentlemanly appearance He takes a house with lands, and advertises for a married i* an as caretaker, & c , obtains £ 25 from the caretaker as security, and leaves the neighbour hood. Is accompanied by bis wife, age about 50, height 5 ft. 4 in., very stout, complexion rather dark, hair grey, large scar right of neck; dress, drab dress and hat, large light dust- cloak ; is addicted to drink ; two boys, age 14 and 8 respectively, and a girl, age 11. They left Upton, Hants, in June. Warrant issued. Information to Supt. Manealy, High Wycombe. CAMBRIDGESHIRE. 7.— Cambridge ( Borough). — For filing to appear to his bail at the Cambridge Borough Sessions, 9th inst., charged with larceny— THOMAS ILETT, age 49, height 5 ft. 5 in., complexion fiesh, hair brown, eyes grey, several upper front teeth missing, scars left and back of neck, 4 moles between shoulders. A maltster; late of Bull- lane, Ely. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CARNARVONSHIRE. 8.— Conway ( County).— For stealing, 5th inst., a brown leather purse, containing a lady's gold dress ring, chased, dark blue stone in centre, with 2 small diamonds on both sides ; 1 small loose pearl — H. RECORD, age about 45, height 5 ft. 6 or 7 in., square build, complexion, hair, moustache and whiskers ( trimmed) and eyes dark, holds his head forward ; dress, brown check suit, trousers patched at right knee, dark billycock hat. Has been trading as " Hollis Record & Co., 14, Upper Grange Road, London, S. E.," but now goes about visiting chemists and druggists selling recipes, which he has in two books, one black cover, the other red. Was accompanied by a woman, age about 25, height 5 ft. 4 in., complexion fair, hair auburn; dress, cream colour 3kirt, black jacket, and black sailor's hat. Warrant issued. Information to Supt. Williams, Conway. produces plans of patent windows, which he tries to dispose of by professing to sell the patent. Warrant issued. Information to Supt. Daybell, Derby. CHESHIRE. 9.— Hazelgrove ( County). — For stealing, 24th inst., at Cheadley, a silver Waltham lever watch, No. 424218— A WOMAN, age 25 to 30, height about 5 ft., complexion pale, hair dark dress, grey shawl, brown hat with black feather. Carried a child about 8 months old. Information to Supt. Oldham, Hazelgrove. DERBYSHIRE. 10.— Derby ( County). — For stealing a horse ( recovered), on 9th inst., at Breadsall— ISAAC SMITH, age 22, height 5 ft. 4 or 5 in., complexion fresh, hair brown, walks with a shuffling gait, slightly knock- kneed ; dress, new print jacket suit, of smart reddish pattern, and golf cap ; wears a large silver ring ( which he cannot take off) on one 3rd fiDger. He attends horse- fairs, where he obtains work in assisting dealers, and was last heard of at Broms- grove and Pershore. May now be found in one of the southern counties. A native of Farnsfield, Notts. Warrant issued. 11.— Derby ( County).— For obtaining money by false pretences, 2nd April last, at Findern — HENRY JAMES, alias HENRY WILLIAMS, age about 70, height 5 ft. 7 in., complexion fresh, hair and long whiskers, grey; speaks with London accent; walks erect, has lost front teeth; usually dresses in shabby- genteel clothing, and silk hat. He represents himself to be an architect and surveyor, and obtains food and lodgings at hotels, Ac., stating that he is about to build some property in the loca'ity, and arranges for stabling. He also DORSETSHIRE. £ 2 REWARD. 12.— Weymouth ( Borough).— For deserting his wife and family— SAMUEL COSH, age 40, height 5 ft. 8 in., complexion fair, hair ( bald on top) light brown, whiskers and moustache inclined to be sandy, eyes blue, very high forehead. Is fond of music, and may be found playing at public houses._ A stonecutter; native of Weymouth. Has friends in Devonshire. The above reward will be paid by the Guardians of the Weymouth Union for the apprehension of Cosh. Warrant issued. 13.-— Weymouth ( Borough). — Portrait and description of EDWARD C. FLOWERS, late a tailor's manager, whose apprehen- iioa is sought for Gateshead, Hartlepool, Stockton, Bishop Auckland, and Sunderland. Information to the Chief Constable of South Shields. embezzlement— Age 26, height 5 ft. 9 in., slight build, complexion very pale, hair brown, clean shaved, • peaks with cockney accent; dress, long rough double- breasted coat suit, black bowler hat, patent button boots. Has been employed by Messrs. Simmonds & Sons, Haymarket, London, and has friends at Shepherd's Bush. Absconded 16th inst. Warrant issued. 14. — Weymouth ( Borough). — For stealing £ 370 — THOMAS PERKINS, late Postmaster, Weymouth, age 40, height 5 ft. 5 or 6 in., slight build, complexion sallow, hair ( long and inclined to curl) and very thin whiskers, black, moustache ( curled at ends) dark brown, eyes dark brown, wears glasses, lost use of left hand ( caused by broken arm near elbow), has very bad feet and walks with shuffling gait. When last seen was wearing brown check suit, brown felt hat ( flat top), but may be wearing silk hat and black frock coat, lace boots which open to toe- caps. Native of Salford, and was employed at Manchester Post Office until 1892, when he was appointed Postmaster at Wey- mouth. Has relatives at Salford and Southport. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. DURHAM. 15— South Shields ( Borough).— For failing to report— License Holder HENRY SMITH, alias THOMAS HENRY COLLINGWOOD, JOSEPH BOWMAN, HENRY COLLINS, HENRY DOUGHERTY, HENRY DOCKERTY, ANDREW McLAUGHLIN, Office No. 45334, age 54, height 5 ft. 7J in., complexion fre^ h, hair grey, eyes hazel, scar each eyebrow, right nostril, several on fore- head, one on nose and each cheek. Sentenced at Newcastle- on- Tyne, 3rd January, 1890, to 5 years penal servitude for larceny. Licensed 4th October, 1893, to Newcastle- on- Tyne. Q 2. This man is a cooper and tinsmith, and travels the north of England; ho has been convicted at ESSEX. 16. — Chelmsford ( County). — Escaped from Chelmsford Union, 18th inst., being a refractory pauper— HENRY WARNER, age 35, height 5 ft. 3 in., slight build, complexion pale, thin face, hair brown, short stubby dark beard about 3 or 4 days' growth, eyes blue; dress, dark clothes, smeared with mortar, black bard felt hat, light boots. A bricklayer; native of Lambeth. May be found at casual wards or low lodging- houses. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 17.— Colchester ( County) •— For obtaining food and lodgings by false pretences— GEORGE HOUTEN, age about 55, height 5 ft. 4 in., bair ( bald on top) grey, short full beard and moustache, grey; dress, black ribbed serge coat, trousers and vest, low- crowned hard felt hat, light lace boots with toecaps. Pretends to be religious. Speaks very good English with foreign accent. Stated he was a ship's steward. Warrant issued. Information to Supc. Ackers, Colchester; or to Inspector Creasy, Harwich. 18.— Grays ( County).— For stealing a suit of serge clothes, jacket with hip and ticket pocket; 1 black felt hat; 1 pair of brown shoes ; 1 flannelette shirt, grey with red stripes ; 1 linen collar ; 1 white necktie with small red spots, & c. — HENRY THOMPSON, age 21, height about 5 ft. 7 in., slight build, complexion pale, hair, moustache, and eyes dark, slight cast in left eye ; may be wearing part of the stolen property. Warrant issued. Information to Supt. Jordan, Grays. FORFARSHIRE. 19.— Forfar ( County).— Portrait and descrip- tion of Guijner JOHN JAMES WARD, of the Edinburgh Artillery Militia, whose apprehension is sought for stealing the sum of £ 17 at Barry C- inip, on 29th ult., regimental age 21, but looks about 30, height 5 ft. 6 in., complexion pale, hair black, moustache dark, eyes blue, 2 scars small of back. Absconded from the camp in regimentals, which he left behind in Monifieth, where he borrowed a brown check tweed coat and trousers, light grey vest, dark • ingle- peak cap, and reddish tartan scarf. He gave his militia address as 2, Sheriff's Brae, Leith, but is said to belong to Blackburn, Lancashire, and to have worked in the pits there. Was married about 10 years ago, about a mile from Oldham, to Beatrice Sheerman, and lived in Barnsley for 3 years. Since then he has been travelling about, principally in Lancashire and Yorkshire, as a wireworker, until last New Year, when they went to Edinburgh. Mrs. Ward has two sisters ( Margaret, a charwoman, and Ann, a millworker), living in Shipley. Warrant issued. 20.— Forfar ( County).— For stealing 5 cattle ( re- covered) from a field at Ardownie, on 2nd inst,— A TUESDAY, JULY 433, 1894 T H E POLIC E GAZETTE. 3 maD, who gave the name of GEORGE DUTHIE, ago 45 to 50, height 5 ft 8 in., slender build, com- plexion pale, hair and moustache brown, mixed with grey, beard about a week's growth, thin face, spoke with broken English accent; dress, dark grey short overcoat or jacket, dark tweed trousers, light boots, dark hard felt hat; when driving the cattle he carried an umbrella, and wore a grey bonnet with peak. Is supposed to be identical with FRANK STEWART ( Case No. 19, 3rd July, 1891), who has not yet been apprehended, who was convicted in 1872 for stealing cattle, and sentenced to 5 years penal servitude, in the name of DAVID DUNCAN, but whose real name is WILLIAM HENDERSON, belonging to Lochee. He has been in America for many years, and is known to have returned several times to this country. May now endeavour to go back to America. Warrant issued. Information to the Chief Constable of Forfarshire, Forfar. GLAMORGANSHIRE. 21.— Swan sea ( Borough).— For failing to appear to his bail at the Swansea Borough Quarter Sessions, © n 19th inst., charged with unlawfully wounding — JEROLOMI SUMICH, a Dutchman, age 34, height 5 ft. 7 in., complexion dark, hair and mous- tache brown, eyes hazel; speaks Slanarian language. Warrant issued. 22. — Swansea ( Borough). — For failing to report— License Holder JAMES HY. VIVIAN, alias RICHARD VIVIAN, RICHARD ALE- WOOD, and HENRY ALEWOOD, Office No. 4G535, age 65, height 5 ft. in., complexion fresh, hair dark grey ( bald on top), eyes grey, coal scar over right eye, mole right cheek and on belly, birth- mark right shoulderblade, varicose veins each shin and calf. Sentenced at Swansea, 12th December, 1888, to 7 years penal servitude for larceny. Licensed 14th ult. FO 330. Information to the Chief Constable of Swansea. HAMPSHIRE. 23.— Basingstoke ( Couny). — For stealing a pony, cart, and harness, 4th inst. — WILLIAM WHITE PAYNE, age 83 ( looks younger), height 5 ft. 4J in., stout build, complexion fresh, hair and whiskers grey, top lip shaved, eye grey, cut mark over right eye ; dress, brown jacket, grey trousers, brown light cap, brown boots. Stated he was a naval pensioner. Warrant issued. Information to Inspector Carpenter, Basingstoke. 24.— RingWOOd ( County).— 1' or soliciting and endeavouring to procure a person employed in the Post Office to disclose the contents of telegraph messages— WILLIAM JAMES ARNOLD, late of 133, Widemarsh- street, Hereford, age 28, height 5 ft. 10 in., complexion fair, hair ( rather thin) light, enrly ; dress, when last seen, blue serge suit, straw hat. Has been employed as traveller to a firm of corn merchants; a native of Fordingbridge, Hants. Warrant issued. 25.— RingWOOd ( County).— For obtaining a safety bicycle by false pretences, at Christchurch, 12th inst. - PERCY HARVEY, age 28 to 30, height 5 ft. 9 or 10 in., slight b& ild, complexion fair, hair light, slight ginger moustache; dress, dark blue jacket and vest, light blown trousers, dark brown stripe, hard black hat, lace boots. Warrant issued. Information to Supt. Hadden, Ringwood. HEREFORDSHIRE. 26.— Bromyard ( County).— For failing to re- port— Supervisee WM. GRIFFIN, alias JOHN HILL, JOHN FOX, WM. JENKINS, MACKEN- ZIE, CALLAGHAN, and MORGAN, Office No. 46665, age 70, height 5 ft. 4 in., complexion fresh, hair turning grey, eyes blue. A plasterer and brick- layer ; native of Evesham. Sentenced at Worcester, April, 1887, to 7 years penal servitude and 5 years police supervision for housebreaking. WIN 241. Infoimation to Snpt. Lewis, Bromyard. 27.— Ledbury ( County). — For stealing, 25th nit., at Ashperton — 1 wooden bottle, " W. A." thereon, and 1 axe— ALFRED OSBOURNE, age 25, height 5 ft. 6 in., slight build, complexion fair, hair ( inclined to curl) light brown, moustache light, badly ruptured ; dress, cord sleeve waistcoat, dark vest, grey stripe trousers, brown cap, and strong lace boots. A native of Pembroke. He went to Cardiff on 25th ult., and stated that he was going to work as a timber- man in one of the collieries near Pontypridd. Warrant issued. Information to Supt. Phillips, Ledbury. LANCASHIRE. 28.— Leigh ( County).— For stealing, 5th inst., a chestnut pony, 13 hands, thick mane, long tail, in good condition; a spring cart, painted red, Robert W. Postlewaite, on side, " R. W. P." bianded in several places ; and a set of pony harness— THOMAS WARBURTON, age 30, height 5 ft. 7 in., com- plexion sallow, hair brown ; dress, black coat, cord trousers, and cap.— JOSEPH BIBBY, age about 35, height 5 ft. 7 in., hair brown, blind left eye; dress, black coat, cord trousers, and cap. Both hawkers of sand and rubbing stones. Warrant issued. Information to Supt. Higginbotham, Leigh. 29. — Ashton- under- Lyne ( Borough). — For embezzlement, 3rd, 4th, and 5th inst. — JOHN WILLIAM LEECH, age 35, height 5 ft. 6 in., com- plexion fair, hair brown, heavy moustache, light brown ; dress, blue serge suit, brown felt hat. A native of Woodbouses, Aahton- under- Lyne. Warwnt issued.
