Particv/ j rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE I F , ZBTTU, if they are sufficient to enable action to be taken upon them by another force. 3. Part .- itars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arlitle in question to be thereby identified. 4. In oil oases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Pot traits of persons whose apprehension is sought for serious offences, and engravings of stall r. property, will be prominently inserted, with detailed particulars, at a cost of\ hs. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, ifthe nameof such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank 1. than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted tn the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq je, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond I he number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOS GAZETTE, may be at onoe notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. Q [ The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. CHILD MURDER. HUNTINGDONSHIRE. 1.— St. Neots ( County).— Portrait and description of the body of a Female Child found drowned at St. Neots, early in the morning of 5th inst., supposed murdered :— Age about 2 years, length 2 ft. 7 in., com- plexion fair, round features, hair ( long at back and straight fringe) light brown, eyes blue, small light eyebrows, dark eye- lashes ; dress, white holland pinafore, trimmed red twill round bottom, arm- holes and waistband, pink flannelette frock ( faded), bodice lined with grey flannel, blue- and- white striped flannelette petti- coat, red stays, machined and home- made, with grey flannel shoulder- straps, brass brace- button on left side, iron brace- button in centre and a bone one on right side, white flannel petticoat, hemmed and seamed, feather- stitched, sewn to the stays, and large calico band, button- hole but no button, white calico untrimmed shirt, very light dirty- colour flannelette undershirt, new navy- blue socks, patent leather button slippers, size 4, with toe protectors. The pinafore and calico shirt have brown stains on them ; a grey beige jacket or coat, orna- mented with smoked pearlette buttons and silver fox- fur, lined light silesia. The child was brought to St. Neots on 4th inst., by A WOMAN, age about 28 or 30, under medium height, complexion pale, hair and eyebrows dark, eyes and cheeks rather sunken; dress, black tight- fitting three- quarter jacket, trimmed with rows of black braid, white petticoat, dark or black hat, carrying an umbrella with silver knob; respectable appearance and good address. May be a superior servant or a shop assistant. She is believed to liave taken a return- ticket for St. Neots at King's Cross Station, and left there by the 4.20 p. m. train on the 4th inst. with the child, but did not arrive at St. Neots until 7.30 p. m. She left St. Neots at G. 55 a. m. the following morning-, for Hunt- O o7 ingdon, where she entered the London train at 7.58, and, it is believed, travelled to London, as her return half- ticket was collected at Finsbury Park. She may have in her possession some fox fur, which was apparently torn off the jacket worn by the child prior to its being drowned. Information to Supt. Copping, St. Neots. METROPOLITAN POLICE DISTRICT. 2.— E Division, — For obtaining goods aid money by worthless cheques on tbe Canita 1 and Counties Bank, Hastings Branch— HENRY GOD- WIN, age 18, height 5 ft. 9 in., slight build, com- plexion pale, hair light, stoops slightly; dress, liijlit covert coat, black jicket suit, black lard felt hit, lace boots. A native of Hastings, where he m^ v visit. Warrant issued. 3.— K Division.— For embezzling £ 12 18d. 9i — DAVID COOPER, age 28, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, skin eruption on arms and back of haads, slightlr bow- legged, and stoops; dress, dark rough twefd suit, black hard felt hat, lace boots. Supposed a practical watch- maker, says he is 46 years of age but looks 50, about 5 ft. 11 in. high, stout build, short black hair well mixed with grey inclining to nearly white, largo dark rolling eyes, full face, swarthy com- plexion, dark moustache well mixed with grey; dressed, when he absconded, in black corded or serge nap coat and vest ( well worn), striped tweed trousers ( new), dark brown and light brown stripes with small light blue thread through it, brown tweed cap with one peak, laced shoes; smart gentlemanly and military appearance. Speaks with decided English ascent. Absconded from Rosehearty on 15th ult. Is carrying a yellow Gladstone hand- bag, and it is supposed he will endeavour to set up a small business as watchmaker in some rural district. He is identical with Expiree 36653 J. DRURY, aliasWHITWORTH, LIMB, LAMB, and ROGERS, who was sentenced to 5 years penal servitude at Beverley, on 6th January, 1885, and liberated from Portsmouth Convict Prison on 11th Dec., 1888, Warrant issued. Information to Major Gordon, Chief Constable, Aberdeen. about 26, height 5 ft. 7 in., complexion pale, hair brown; dress, black dress and cape, black straw hat trimmed with black lace and jet, white or light roses under brim, black veil, low shoes. This woman called at Shrivenham Almshouses on 4th inst., representing herself to be a relative of the vicar, and obtained money from the inmates by stating that she was able to have tbeir pay increased, and that the money paid to her would be refunded. Information to the Chief Constable of Berkshire, Reading, or Supt. Butcher, Faringdon. 6.— Wantage ( County). — For obtaining by frand, 16 monthly parts of " The Book on Farriery " — J. WOODMAN, age about 40, height 5 ft. 4 in., complexion and hair dark; dress, dark clothes, covert [ greenish colour coat, hard felt hat, carries a brown bag; calls on grooms and gardeners, has a greyhound with him. Supposed well- known at Oxford, Cheltenham, Bristol and Gloucester. Warrant issued. Information to Supt. Eobotham, Wantage. 7.— Reading ( Borough). — For obtaining, by false pretences, on 19th and 26th ult., 1 pair lady's kid button boots, size 6, plain fronts ; 1 do., lace, morocco goloshed, toe- caps pointed; 2 pairs ladies' lace shoes, mock kid, size 5 ( 1 pair plain fronts, the other pointed toe- caps) ; 1 pink- and- white cotton blouse; 1 blue and white do.; 1 pair lady's kid gloves, tanned, size 63; 2 pairs silk gloves ( 1 grey, 1 brown); 2 white underskirts, embroidered at bottom— A WOMAN, age about 23, height 5 ft. 3 or 4 in., slight build, complexion and hair ( brushed down over forehead) dark; dress, dark jacket, black dress, black etraw hat with red flower, shot- silk amber colour neckerchief. Has the appearance of a respectable servant. She went to several shops and obtained the goods on approval by representing she was in service with a leading family in the town, and wanted them for a fellow- servant. Warrant issued. Information to Head Constable Tewsley, Reading. WILLIAM EVANS, late relieving officer, age about 52, height 5 ft. 7 or 8 in., complexion fresh, hair, whiskers and moustache ( turning very grey) dark, shaved on chin, eyes grey, slightly hook nose, active appearance; dress, usually, grey suit and black hard felt hat. Absconded 11th inst. May endeavour to go to America or one of the Colonies. Warrant issued. Information to Deputy Chief'ConstableJVaughan, Wrexham. BERKSHIRE. 5.— Faringdon ( Comity). — For obtaining money by false pretenses — A WOMAN, age CAMBRIDGESHIRE. 8. — Cambridge ( Borough).-— For obtaining £ 4 by false pretences, 31& t ult.— A man who gave the name of Dr. CARSY YOUNG, alias JOHN D. CORSEY YOUNG, age about 65, height about 5 ft. 7 or 8 in., complexion pale, hair ( bald on top) grey, side whiskers; dress, black morning coat and vest, dark blue trousers, blue tie with yellow squares, black hard square- top hat, lace boots, dark blue overcoat with velvet collar. He is accompanied by a woman, supposed his wife, age about 50, height about 5 ft., complexion pale, grey hair with fringe in front; dress, dark blue diess, black jacket, trimmed with braid, brown alpine hat. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 9.— Runcorn ( County).— For indecent assault, 21st ult,— THOMAS FISHER, alias COCKNEY, age about 42, height 5 ft. 6 or 7 in., round features, heavily pockmarked, hair ( turning grey) dark brown ; speaks quickly and with cockney accent; walks with short quick steps. Warrant issued. Information to Supt. Atherton, Runcorn. CUMBERLAND. 10.— Whitehaven ( County). — For obtaining, 12th inst., by false pretences, a pony and set of harness ( recovered) — JOHN WILSON, alias JOHN MILLER, and ULVERSTON JACK, age about 30, height about 6 ft., complexion ruddy, freckled, hair sandy, heavy light moustache ; dress, grey tweed coat and vest, large brown rib trousers, generally grey tweed cap. A low horse- dealer and potter. Supposed native of Ulverston. Supposed accompanied by a woman, age about 2?, height about 5 ft., complexion sallow, small round face, hair light; dress, black jacket, skirt, and hat. Warrant issued. Information to Supt. Kelly, Whitehaven. DENBIGHSHIRE. 11.— Wrexham ( County).— For forgery and embezzling monies of the Wrexham Guardians— DORSETSHIRE. 12.— Beaminster ( County).— For bigamy— GEORGE WELLS, age 46, height 5 ft. 3f in., complexion fair, hair and moustache light, inclined to sandy, dent in right cheek. An iron moulder; native of Dorchester. Was last heard of in Feb- ruary last in Wales, when he stated he was going to Bristol. Warrant issued. Information to Supt. Brooks, Beaminster. 13.— Blandford ( County).— For obtaining £ 5 by a fictitious cheque on the Wareham Branch of tho Dorsetshire Bank— JAMES JOSEPH GARD- NER, age about 40, height 5 ft. 6 in., complexion pale, hair ( inclined to wavy, bald on top) light brown, side whiskers slightly darker, eyes light, scar over one eye, a patch of hair about the size of a penny above centre of forehead; dress, supposed dark diagonal suit, hard bowler hat, blue serge suit, and light cap. Late an assistant schoolmaster at Wimborne, at the Industrial School, Chester, the Industrial Training Ship, Parfleet, Essex, and at the Gordon Boys' Home, Manchester. Is well known at Newport Pagnell, where he has been con- victed of larceny, also at Hemel Hempstead. Warrant issued. Information to Inspector Brown, Blandford. DURHAM. 14.— Bishop Auckland ( County).— For tho manslaughter of Owen Riley, at Bishop Auckland Workhouse, on 17th ult.— OWEN JOHNSON, alias McGRANDER, age about 70, height 5 ft. 8 in., complexion swarthy, thin face, hair and whiskers dark grey, heavy eyebrows, sunken eyes, lame left leg, and walks with a stick ; dress, blue pilot jacket and vest, supposed corduroy trousers, black soft felt hat. Formerly a coal miner. He left Bishop Auckland on 11th inst., and may be found tramping the country begging and stopping at common lodging- houses or casual wards. Warrant issued. Information to Supt. Banks, Bishop Auckland. FLINTSHIRE. 15.— Holywell ( County). — For larceny, 12th inst.— MARTHA ELLEN EVANS, age 28, height 5 ft. 8i in., slender build, complexion very pale, narrow features, hair brown ( frizzed on forehead), eyes brown, two upper front teeth protrude and over- lap ; speaks with Lancashire accent; dress, fawn- colour skirt, black tight- fitting three- quarter jacket, black straw hat trimmed with white roses, dark veil; carries an umbrella. A native of Rhyl. Warrant issued. Information to Supt. Hughes, Holywell. GLAMORGANSHIRE. 16.— Cardiff ( Borough).— For failing to report — License Holder JOHN MOORE, alias FREDK. HOLMES, FREDK. JONES, and JOHN TANNER, Office No. 46244, age 40, height 5 ft. 2£ in., com- plexion fresh, hair dark brown, eyes blue, scar centre and right side of forehead, back of head, and back of right hand ( burn), anchor and two blue dots out- side right forearm, cross, 2 blue dots, and J. N. out- side left forearm. Sentenced at Cardiff, 1st July, 1890, to 5 years penal servitude for larceny. Li- censed 21st April, 1894. Q 183. Information to the Chief Constable of Cardiff. HAMPSHIRE. 17.— Basingstoke ( County). — For stealing, 2nd inst., a pony, cart, and harness ( see Case No. 65, 8th inst.)— A MAN, age 35 to 40, height 5 ft. 9 or 10 in., whiskers and moustache brown, one or two teeth in upper jaw deficient; dress, dirty brown slop, blue guernsey, brown cord trousers, brown billycock hat, nail boots ( nearly new); carrying a rush basket and turnip- hoe. T H E POLICE GAZETTE. 3 JE2 REWARD. 18.— Winchester ( City).— For stealing, 3rd inst. — 1 gentleman's open- face gold watch, black • dial, white figures, gold bands, seconds hands, crest on back ( a lion with a cross), maker, Walker, London, No. 28265 ; 1 gentleman's gold albert chain, long double links, and small links, surrounded with twisted gold wire, gold key on swivel, shape of horseshoe, 1 pink, 1 green stone each side of key, 1 gold telescopic pencil- case, about 2 inches long, attached ; 1 long- link silver albert chain ( bar at end) ; 1 silver albert chain ( heavy close links), black champagne cigar cutter attached ; 1 set plain gold studs; 1 pair oval gold sleeve links, chased; in brown morocco case : 1 pair silver sleeve links ( dumb- bell shape), several scarfpins ( some horseshoe pattern, 1 imitation of a fly), 1 g^ ld, twisted pattern, shape of a ball ; 1 white and 2 or 3 black- headed scarfpins— W. G. FORD ( supposed false), age 19 to 20, height 5 ft. 6 in., complexion fair, eyes grey, hair ( very thick) light brown, high forehead ; of good address, quiet and pleasant manner; dress, black jacket, black silk facings, dark trousers, white shirt front, light tie, small gold, or gilt, chased pin, black hard felt hat, brown shoes ( nearly new), wearing a gold, or gilt, albert, with spade- guinea attached ; carried a light walking- stick. His modus operandi is to engage a room in a private house for a month, stating that he is a journalist, but absconds after staying one night. Several letters were received by him from persons who had advertised jewellery for sale. He was at Arundel, 26th inst., in the name of F. W. WILSON, and at Eastbourne, from 26th ult. to lst inst., in the name of F. H. HALL. See Case No. 24, lst inst. Warrant issued. Information to Supt. Felton, Winchester, by whom the above reward will be paid to any person giving such information as will lead to the appre- hension and conviction of Ford. 19.— Portsmouth ( Borough).— For stealing, 2nd inst, by means of a trick, a silver lever watch, No. 2223, private mark C/ A/ X inside case ; a Swiss ^- plate lever watch, No. 423603, CA/ X inside case ; and a silver graduated curb albert— A MAN, age about 40, height 5 ft. 9 or 10 in., hair ( curled at sides) and moustache light, eyes blue, square chin, one leg shorter than the other, and walks with a stick; wearing black morning coat, and square top hard felt hat. 20.— Portsmouth ( Borough)— For obtaining money by fraud, 25th April last — WALTER ROBERTS, alias WILLIAM GILBERT, MOR- RISON, HASTINGS, BURGESS, ROBERTS, HARRISON, and STEVENS, age about 45, height 5 ft. 6 or 7 in., complexion, hair, and whiskers dark ; the appearance of a tramp. He advertised a copy of " Rivington's Building Construction," in 4 vols., for 25s. in the " Carpenter and Builder," and, on the money being sent to the address given, left without forwarding the books. Has been previously con- victed of similar offences at Stalybridge and Knuts- ford. He hawks writing materials ; and may be found at common lodging houses. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HERTFORDSHIRE. 21.— Ware ( County).— For obtaining money by means of a fictitious cheque — FREDERICK HERBERT WALSH, alias CAPTAIN HERBERT, age 40, height 5 ft. 8 in., stout build, complexion florid, hair and moustache light, eyes grey; of military appearance; speaks with slight Irish accent; dress, blue serge suit, brown hat, light brown boots. He makes a purchase and draws a cheque either on Messrs Ingram, Harrison & Ingram, 67, Lincoln's- inn- fields, drawn by F. Herbert Walsh, or on the London and County Bank, Bayswater Branch, drawn by W. Bagwell. The cheques are sometimes uttered by his wife, whose description is as follows :— Age about 25, height 5 ft. 6 in., dark complexion, hair and eyes, good teeth; dress, brown skirt, brown Russian jacket with deep collar, 2 rows of black braid round waist, open front, shewing light blue stripe blouse ( two shades), very small black bonnet, trimmed black ribbon and jet, and black aigrette ; accompanied by two children, age 2 years and 8 months respectively, both fair. Walsh absconded on the morning of the 11th inst., his wife following in the afternoon. Supposed native of Ryde, Isle of Wight. Warrant issued. Information to Capt. Wymer, Supt., Ware. KENT. 22.— Chatham ( County).— For deserting his wife and family, leaving them chargeable to the Strood Union — ALFRED RANDALL, age 34, height 5 ft. 5 or 6 in., stout build, complexion fresh, full face, hair light brown, moustache ginger; dress, twill slop, moleskin trousers, dark blue cap, heavy lace boots. Is addicted to drink. A labourer. Generally works at cement works. Warrant issued. Information to Supt. Lacy, Chatham. 23.— Dover ( Borough).— For obtaining, 6th ult., £ 20 by false pretences and stealing a post letter— BOURGEOIS, alias PICARD or PICAUD, a Frenchman, age about 25, height about 5 ft. 6 in., rather slight build, complexion sallow, hair and moustache dark, eyes brown ; dress, black coat and vest, light trousers, black felt hat, has a small bronze sword attached to his watch. His modus operandi is to call upon persons who have purchased Singer's sewing machines, repre sen ting that he has been instructed by the local manager to repair a machine.
