Part » Vv /*> rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE (/. zetts, if they are sufficient to enable action to be taken upon them by another force. 3. Part, hilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arliile in question to be thereby identified. 4. In ull ousts where a reward is offered the name and address of some person responsible for the puyrrtnt must be given, and the exact conditions be clearly stated. 6. P or traits of persons whose apprehension is sought for serious offences, and engravings of stuh. r. property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, iffor the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank than Superintendent; and, if the name of such person berequiredto be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art- alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property tobe inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor- notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, Kill be wholly responsible for any proceedings whu/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by cheq ue, crossed " Drummond Jf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOB GAZETTE, may be at onoe notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any farther action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification bo made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— E Division.— For obtaining goods by false pretences— HENRI DELYILLE, a Frenchman, age about 45, height 5 ft. 10 in., stout build, complexion pale, hair dark brown, rather flat face ; dress, dark clothing, high silk hat. He used the name of " WATSON & Co." Warrant issued. 2 — F Division.— For etealing£ 56— ARTHUR PETER HILL, age 40, height 5 ft. 7 in., stout build, complexion and hair ( cut short, and bald on top) dark, moustache dark brown, eyes dark, twitch very much, nose somewhat flat on bridge, several upper front teeth false; dress, dark blue morning coat and vest, grey stripe trousers, black hard felt hat, wears a large gold diamond ring on left little finger, of slightly Jewish appearance. Speaks like a foreigner, and states he comes from America, bat is a native of London, and can speak several languages. Has a large American trunk with him, and is supposed to have left Euston, on 10th inst., for Liverpool, and will probably endeavour to leave for America. This man made the acquaintance of a young woman, representing that he had just come from America, and persuaded her to marry him, under the pretence of returning there to open a saloon, and, after obtaining all her money, absconded. Is identical with George Hall, who, in 1893, went through the ceremony of marriage with a woman at Islington, and then induced her and her sister to go to New York, when he absconded with all their money, & c., leaving them destitute. Warrant issued. 3— T Division.— For stealing £ 40— ARTHUR GEORGE FREDERICK WHITE, late of 46, Dymock- street, Fulham, age 32, height 5 ft. 7 in., complexion fair, hair and moustache light, eyes blue, abscess scar left of face; dress, light check tweed suit, dark tie, black hard felt hat, lace boots. Absconded 10th inst. Warrant issued. 4.— T Division.— For embezzlement— CHAS. BAILEY, a carman, age 25, height 5 ft. 6 in., com- plexion sallow, hair brown, eyes dark, small bald patch hack of head, arms and chest tattooed ; dress, black diagonal coat and vest, grey trousers, black felt hat, lace boots. Has been in the Navy. A native of Acton, Middlesex. Absconded 30th ult. Warrant issued. 5.— Y Division. — For stealing jewellery— FREDERICK HUTCHINGS, age 22, height 5 ft. 4 or 5 in., complexion fair, hair light brown, eyes blue, walks erect; dress, dark reefer jacket and vest, dark tweed trousers, brown peak cap ( worn at back of head), low shoes. Formerly a driver of an excursion ' bus from Ramsgate to Canterbury, and has recently been a barman in London. May be found at Ramsgate, where his mother and wife reside. Warrant issued. BERKSHIRE. 6.— Reading ( Borough).— For stealing a cheque for £ 50— GEORGE THOMPSON, age about 35, height 5 ft. 5 or 6 in., complexion dark, thin face, hair ( long) dark brown, very coarse reddish brown moustache, decayed teeth, stoops when walking, and bears his weight on right foot, haggard appearance; dress, brown coat and trousers, black vest. He took lodgings 17th March last, representing himself as a tailor and draper of Reading and Maidenhead, and en 4th ult. advertised for a partner with £ 150, by which means he obtained above cheque, and absconded on 3rd inst. He stated he had been an inspector of the Pru- dential Insurance Co. some 2 years ago, that his parents resided at Walsall, and that his father was a manufacturing jeweller. Warrant issued. Information to Head Constable Tewsley, Reading. 7.— Windsor ( Borough).— For stealing, on 19th inst., £ 13 2s. lli.— WILLIAM STEPHENSON,, age 22, height 5 ft. 10 in., complexion fair, hair and slight moustache light, weak eyes, very thin eyelids; dress, short dark coat, dark trousers, black bowler hat. Has been employed at the Royal Mount Ephraim Hotel, Tnnbridge Wells, and the Hotel Metropole, Bournemouth. Warrant issued. Iuformation to Head Constable Armour, Windsor BUCKINGHAMSHIRE. 8.— Buckingham ( County). — For failing to appear to his bail, 19th inst., on a charge of larceay — JAMES BERRY, alias BARR1S, age about 50, height 5 ft. 6 in., complexion fresh, freckled, hair brown, small side whiskers and moustache inclined to bs sandy, eyes grey ; is deaf and dumb; dress, old dark pilot jacket, brown slop, cord trousers, black hard felt hat, heavy lace boots. A tramping brickmaker, and generally sleeps in outbuildings where employed. A native of Devonport. Warrant issued. Information to Supt. Clarke, Buckingham. 9— High Wycombe ( County). — For failing to report— License Holder JAMES BETTS, alias CHARLES SEXTON, THOMAS WHITE, and JAMES CONNOR, Office No. 46343, age 41, height 5 ft. 4 in., complexion dark, hair tnrniDg grey, eyes brown, two scars each side of neck, " T. CHESHIRE. 10. — Nantwich ( County). — For failing to report, at Crewe, on release from Peterhead Convict Prison, 14th inst. — License Holder RICHARD FRIEND, age 28, height 5 it. 7f in., complexion pale, hair dark brown, eyes hazel, crossed flags and cannon front of right, and anchor and face ( indistinct) back of lelt. forearm, scar back of neck inside right upper arm, and boil scar over each knee- cap, pupil of right eye irregular. Sentenced at Glasgow, 19th August, 1889, to 5 years penal servitude for a military offence. Register No. 250 11.— Nantwich ( County). — For deserting his wife and children, leaving them chargeable to the Nantwich Union, 7th ult. — SAMUEL MASSER, age " 0 to 35, height 5 ft. 5 or 6 in., stout build, complexion pale, hair, whiskers, and moustache dark. Is very deaf, and carries a small slate and pencil. A bricksetter. Warrant issued. Information to Supt. Meredith, Nantwich. DURHAM. 12.— JarrOW ( County). — For stealing a tenor horn ( bailee) — GEORGE FARQUHAR, ago - 45, height 6 ft., complexion dark, hair ( turning grey), moustache and eyes dark; smart appearance. Is a musician and has served in the 103rd Regiment; was several years in the Alnwick Militia band, and was employed in the Boys' Self - Help Brigade, Gateshead. Is very talkative, and frequents the company of bandsmen. May endeavour to join some volunteer or militia band. Warrant issued. Information to Supt. Fleming, Jarrow. 13.— Durham ( City).— For obtaining money by false pretences, 30th ult.— JOSEPH PARKER, alias LINDEN, age 39, height 5 ft. 6 in., hair dark brown, eyes blue; dress, black cord suit, dark scarf, dark peak cap. A miner; native of Willington, Durham. Has been employed at Ushaw- Moor Colliery for the past few months. May be found working at some colliery and associating with betting men. Sentenced at Bishop Auckland, October last, to 6 weeks imprisonment for larceny. Information to Chief Constable Smith, Durham. ESSEX. £ 10 REWARD. 14.— Brentwood ( County).— For stealing, at Romford, 15th inst., a bay horse, about 15^ hands, blind left eye, tail docked; a set of brass- mounted brown harness; and a black wagonette with re- versible seat in front, initials " A. E." on door behind, containing 3 sacks of horse mixture, 1 bushel middlings, a new umbrella, a black overcoat, and woman's speckled cloak— A MAN, age 19 or 20, height 5 ft. 6 in., complexion very dark; dress, dark clothes, cloth cap, and supposed blue guernsey, who was left in charge of the above in the street. The above reward will be paid by Mr. Arthur Henry Eyre, Gilstead Hall, South Weald, to any person giving such information as will lead to the apprehension and conviction of the thief and recovery of the property. 15.— Brentwood ( County). — For cruelty to children— ELLA GILLESPIE, a caretaker, age 50 to 54, height 5 ft. 2 or 3 in., stoutish build, com- plexion fre3h, full face, hair ( turning grey) dark, curled at back, large nose, red at end. Is addicted to drink. A photograph may be seen on application. Warrant issued. Information to Supt. Allen, Brentwood. about 11, of fair complexion, auburn hair, wearing fawn- coloured jacket or cloak, and red knitted cap with tassel, whom he states is his daughter. Has been employed by the Glamorgan Colliery Company at Llwynpia, and at the Cambrian Coke Company at Britonferry, as an assayer. Has resided at Hull, Islington, Chester, and Glasgow. Warrant issued. Information to Head Constable Evans, Neath. GLAMORGANSHIRE. 16.— Neath ( Borough).— For the abduction of a girl— GEORGE ANDERSHON, alias NITSCHKE, a German, age about 40, height 5 ft. 6 or 7 in., rather red face, hair brown, sandy whiskers and moustache, red and prominent nose; dress, blue serge suit, bowler hat. He is supposed to be accompanied by a girl, age GLOUCESTERSHIRE. 17. — Cheltenham ( County). — For obtaining £ 5 by a worthless cheque on the Wilts and Dorset Bank, 12th inst.— WERDEMAN ALFRED COPE, a mercantile accountant, age 40, height 5 ft. 10 or 11 in., stout build, square shoulders, hair and mous- tache brown; of rather military appearance and good address; dress, blue or black suit, black bowler hat. He calls on tradesmen, tenders in payment of goods obtained, a cheque to an amount larger than the order, and receives the balance in cash. May be accompanied by his wife, and two daughters age 15 and 5 respectively. Warrant issued. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 18.— Southampton ( Borough).— For failing to report— License Holder JOSEPH BAILEY, Office No. 45913, age 40, height 5 ft. 7 in , com- plexion fresh, liair brown, eyes blue, scar outside each thigh, outside right and inside left forearm, mole under right collar- bone, and two left side of neck, knock- kneed, flat- footed. Sentenced at Central Criminal Court, 19th May, 1890, to 5 years penal servitude for indecently assaulting a male person. Licensed 19th February, 189- 4. Q 170. Information to the Chief Constable, Southampton. HEREFORDSHIRE. 19.— Ledbury ( County). — For stealing, at Munsley, 15th inst., a mare ( recovered)— HENRY BANKS, age 20, height 5 ft. 7 in., complexion sallow, hair sandy, slight whiskers, eyes grey, sleepy, stupid- looking; dress, dirty slop, cord vest and trousers, torn at bottoms, black hard hat, strong boots. A native of Weston Beggard, Hereford; works at farm houses, and sleeps in outbuildings. Warrant issued. Information to Supt. Phillips, Ledbury. KENT. 20.— Dartford ( County).— For assault, 28th ult., at Stone — WILLIAM DAVIS, age 36, height 5 ft. 5 in., complexion sallow, hair brown, eyes blue, scar centre of forehead; dress, generally, pilot cloth jacket, cord or fustian trousers, hard felt hat, or blue cloth cap, heavy lace boots. A labourer; and generally works in chalk and cement works. Warrant issued. 21. — Dartford ( County). — For forgery and uttering an acceptance of a bill of exchange for the payment of £ 12 10s., on 9th December, 1893— WILLIAM LEE, age about 50, height 5 ft. 10 or 11 in., stout build, hair turning grf- y, very slight ( if any) whiskers ; dress, pilot cloth jacket, cord trousers, peak cap. Lately proprietor of a brickfield at Northumberland Heath, Erith, Kent. Warrant issued. Information to Supt. Webster, Dartford. 22.— Sandgate ( County).— For obtaining £ 5 by a fictitious cheque on the Wilts and Dorset Bunk, Devizes — FRANK PRIESTLY, age about 27, height about 5 ft. 8 in , hair dark brown, slight dark moustache, scar from scald on back of fingers right hand ; dress, rough dark cloth suit, black tie, brown hard felt hat, button boots. Warrant issued. Information to Supt. Waghorn, Sandgate. £ 2 REWARD. 23. — Canterbury ( City). — For deserting his child— THOMAS ASHBY, age about 52, height 5 ft. 3 in., stout build, complexion dark, hair ( turn- ing grey) black, full beard, whiskers, and moustache turning grey, eyes dark. Has been in the Navy, and may seek employment at dockyards, & c. The above reward will be paid by the guardians of the Canterbury Union for such information as will lead to the arrest of Ashby. Warrant issued. Informatoin to Chief Constable Farmery, Canter bury. LANCASHIRE. 24.— Bolton ( County).— For stealing, 15th inst., at Aspull, 1 blue striped worsted ve3t, black bone buttons; 1 pair dark mixture trousers, with small red- and- blue dot, fly fronts, metal buttons, and hip pocket3— A MAN, age 32, height 5 ft. 6i in., com- plexion fresh, hair dark brown, sandy moustache; dress, light grey jacket and vest, brown cord trousers, white muffler, cap, low shoes. Information to Supt. Leeming, Bolton. 25.— Bury ( County).— For failing to report— Supervisee GEORGE HANNON, Office No. 42527, age 27, height 5 ft. 7^ in., complexion fresh, hair dark brown, eyes blue, two scars on forehead, one on right thumb, and several on head, blue dot outside right forearm. Sentenced at Salford, 5th December, 1887, to 5 years penal servitude and 7 years police supervision for larceny. Liberated 24th Feb., 1892. N 566. Supervisee THOMAS ROTHWELL, Office No. 43810, age 59, height 5 ft. 9 in., complexion fresh, hair brown ( turning grey), eyes grey, scar right eyebrow, under right eye, and centre of back ( large), blue mark left shoulder, left side forehead, and left eyebrow. Sentenced at Salford, 14th April, 1892, to 6 months hard labour and 3 years police supervision for housebreaking. Information to Supt. Noblett, County Police Office, Bury. 26.— Chorley ( County).— For highway robbery with violence and stealing about £ 16, 21st inst., at Tarleton — TWO MEN: 1st, age 28 to 30, height 5 ft. 10 in., hair light brown, moustache light, slight side whiskers; dress, brown or blue overcoat with velvet collar, open vest, light trousers, small tie, white front, wearing watch chain but no watch, and one or two rings; 2nd, age about 30, height 5 ft. 6 in., complexion, hair, and moustache dark; dress, dark blue suit and cap. Both carried a bundle. Information to Supt. Norris, Chorley, 27.— Kirkham ( Countij).— For stealing, 21st inst., 1 black cashmere dress skirt; 1 black quilted sateen dress skirt, quilted with yellow and red silk; I pair elastic- side boots, size 6; 1 white apron, trimmed lace — A WOMAN, age 22, height 5 ft. 6 or 8 in., complexion pale, hair red ( brushed well back from forehead), mole left cheek; dress, dark green dress, black jacket with cape, white hat, trimmed yellow flowers. Had in her possession a silver watcb. May be wearing some of the stolen property. Her modus perandi is to call at a respectable cottage house to rest, and asks to be allowed to go into a room to change her linen, and takes the opportunity of stealing something from the room. 28. — Kirkham ( County). — For stealing, at Fleetwood, 11th inst., 1 pair blue Devon trousers, no linings, fall fronts ; 1 grey stripe Union shirt ( much worn) ; 1 pair lace boot?, kid tops, toecaps, rivetted, size 6 ; and about £ I 12s. 6d. in money— A WOMAN, age 42, height 5 ft. 1 or 2 in., stout build, complexion fresh, hair brown; dress, black stuff dress with frill at bottom, brown- and- white plaid shawl, black straw hat, new boots. She had with her a girl, age about 6, deformed in left eye, and may also have another child with her. May seek employment as a servant. Information to Supt. Cross, Kirkham. 29.— Liverpool ( City).— For obtaining money by false pretences— WILLIAM BROWNE, a pastor of the Free Church of England, age 35, height 5 ft. 7 in., stout build, complexion fresh, hair and whis- kers sandy ; dressed as a clergyman. An Irishman. Is accompanied by a woman, age 22, height 5 ft. 2 in., slight build, complexion and hair dark. Photos may be obtained on application. Warrant issued. 30.— Liverpool ( City).— For failing to report — License Holder WILLIAM CHAPEL, alias WM. CHAPFELL, GEORGE GREEN, and GEO. WALKER, Office No. 46239, age 36, height 5 ft. 10 in., complexion sallow, hair dark brown, eyes brown, banners of war, two piles of shot, crossed whips and spurs, R. H. A. inside, and star underneath. W. C. and wreath on right arm, tree, crest with " At rest but ready," crossed flags, and Y. R. left arm. Sentenced at Kendal, 8th January, 1892, to 3 years penal servitude and 3 years police supervi- sion for housebreaking. Licensed 19th April, 1894. S 8. License Holder JOHN BARRY, alias JOSEPH TUESDAY, MAY 15, 1894. T H E POLICE GAZETTE. 25 CARNEY, Office No. 46025, age 59, height 5 ft. 6 in., complexion fresh, hair grey, eyes grey, scar left eyebrow, wart right side neck, scar right buttock and left thumb. Sentenced at Portsmouth, 3rd January, 1890, to 7 years penal servitude for larceny. Licensed 7th March, 1894. G Q 406. Supervisee JOHN O'NEILL, alias WM. EDDIE WINFIELD, Office No. 44587, age 21, height 5 ft. 5 in., complexion fresh, hair light brown, eyes blue, anchor, J. O., and cross on right arm, E. W., cross, two hearts above left wrist, bracelet on left wrist. Sentenced at Mnnchester, 8th August, 1892, to 8 months hard labour and 2 years police supervision for warehousebreaking. LEICESTERSHIRE. 31. — Leicester ( Borough). — For failing to report — Supervisee WILLIAM HINTON, alias THOMAS JONES, Office No. 41504, age 42, height 5 ft. 9^ in., complexion fresh, hair dark brown, eyes grey, scar right eyebrow, each 2nd finger, blue mark right wrist and left elbow, cleft palate, weak knees. A gardener. Sentenced at Hereford Assizes, 23rd January, 1891, to 5 months hard labour and 5 years police supervision for larceny. Information to the Chief Constable of Leicester. MONTGOMERYSHIRE. 32.— Newton ( County).— For inflicting grievous bodily harm on a police constable, 24th ult. — THOMAS ROMLEY ( supposed false), an Irishman, age 40 to 45, height 5 ft. 9 or 10 in., smart active build, complexion fresh, hair dark brown, full whiskers and moustache light brown ; dress, dirty dark coat and vest, dark rib trousers, cap, lace boots, dirty white handkerchief round neck. Carried a thick hazel stick abont 4 feet long. A tramp Warrant issued. Information to Chief Constable Hughes, Newtown. NORFOLK. 33.— Wymondham ( County).— For obtaining £ 17 4s. 6d. by false pretences 1st January last— CECIL EDWARDS, alias WILLIAMSON, age 25, height 6 ft. 1 in., complexion dark, hair dark brown, slight moustache, eyes dark, slightly round- shouldered ; dress, supposed black double- breasted monkey jacket suit, peak cap or hard hat. A native of Norwich, - where his wife and children reside; has occasionally worked as a draper's porter. Has lately lectured in parish schools, the subject being " A Voyage round the World." He was discharged from the ship " Ruahine " 7th June, 1893, on which be had been employed as assistant steward. Mav visit Ilderton- road, South Bermondsey, where his brother resides. Photograph may be obtained on application. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Knights, Wymondham.
