Part ic v / JJ rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE (/ VZETTB, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arliile in question to be thereby identified. 4. In uU eases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. á. P or baits of persons whose apprehension is sought for serious offences, and engravings of ttuthr. property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. • 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 2. • 3. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ t mai/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheqie, crossed " DrummondSf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond She number at present supplied will be forwarded on Application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOI GAZETTE, may be at onoe notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — F Division. — Portrait and description of CHARLES GOAD, whose apprehension is sought for obtaining mor. ey by false pretences— Age 25, height 5 ft. 6 id., complexion fair, hair and moustache light; dress, dark tweed fruit, double- breasted vest, blue bow tie, bard felt hat ; carries ebony walking stick. - I His modus operandi is to represent himself as a member of the firm of Waycott & Sons, Devonport, that he has been robbed, and is unable to pay his hotel bill or fare home. Warrant issued. 2.— T Division.— For obtaining money by false pretences— JOHN BERTRAM, alias ROBINSON, and GIBBS, age 40, height 5 ft. 6 ii)., complexion dark, hair ( turning grey, thick and curly) very dark, eyes brown ; speaks French and German fluently; dress, grey mixture knicker suit and Tam- o'- Sbanter hat, or rough dark cloth suit. He traded at 313, Cambridge- road, N. E.; at 197, Mare- street, Hackney; and 9, St. Oswald's- road, West Brjmpton, as the " Amhurst Disinfectants Co ," and the " India- rubber Stamp Manufacturing Co." His a wife and four children, all of whom are very dark.— J. SMITH, alias NEWMAN, age 48, height 5 ft. 8 in., com- plexion fair, hair light brown, sandy moustache, eyes grey. Is addicted to drink and of dissipated appearance; dress, grey mixture suit, black silk hat. They obtained money from young women on the pretence of procuring situations for them at Earl's Court Exhibition, where they lepresented they had a stall. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 3.— Reading ( Borough).— For stealing a cheque for £ 50— GEORGE THOMPSON, age about 35, height 5 ft. 5 or 6 in., complexion dark, thin face, hair ( long) dark brown, very coarse reddish brown moustache, decayed teeth, stoops when walking, and bears his weight on right foot, haggard appearance; dress, brown coat and trousers, black vest. He took lodgings 17th March last, representing himself as a tailor and draper of Reading and Maidenhead, and en 4th ult. advertised for a partner with £ 150, by which means he obtained above cheque, and absconded on 3rd inst. He stated he had been an inspector of the Pru- dential Insurance Co. some 2 years ago, that his parents resided at Walsall, and that his father was a manufacturing jeweller. Warrant issued. Information to Head Constable Tewsley, Reading. CHESHIRE. 4. — Middlewich ( County). — For forgery— WILLI AM C LYDESD ALE, age 36, height 5 ft. 5in., complexion fresh, hair ( curly) dark brown, eyes grey; dress, black worsted suit, hard felt hat, coloured tie, lace boots. Has recently been manager at Noithwich Co- operative Stores. A native of Gallowgate, Glasgow. Warrant issued. Information to Supt. Large, Middlewich. 5.— Sale ( County). — For larceny, 23rd ult.— R. LENNARD, a photographer's canvasser, age 35 to 40, height 5 ft. 6 or 7 in, complexion fresh, hair and moustache dark; dress, dark brown overcnat, black hard felt hat. Warrant issued. Information to Inspector McDonald, Sale. DERBYSHIRE. 6.— Belper ( County). — For forgery and utter- ing— JOHN JOHNSON KIRK, Postmaster, late cf Belper, age 27, height 5 ft. 10 in, complexion fresh, bair and moustache dark brown, eyes ( prominent) hazel; dress, dark rib coat and vest, brown tweed trousers, light tweed cap; a great smoker, and fond of betting, and it is supposed that he attends all large race meetings. Absconded 27th March last. A native of Belper. Warrant issued. Information to Supt. McDonald, Belper. DORSETSHIRE. 7.—' Wimbome ( County). — For deserting his family— ISAAC BENNETT, age about 33, height 5 ft. 5 in., face red and blotched through drink, hair brown; dress, dark jacket, stripe trousers, op. 8 T H E POLICE G A Z E T T E. DURHAM. 8.— Sunderland ( Borough). — For failing to report - License Holder JOHN FORD, Office No. 45886, age 34, height 5 ft. 6 in., complexion fresh, hair dark brown, oyes blue, scar right side of neck, two back of right shoulder blade ( small), one left temple and left cheek, maltese cross left wrist ( indistinct), ring on 3rd and 4th left, and 2nd and 4th right fingers ( faint), blue mark between each thumb and forefinger. Sentenced at Durham, 15th October, 1888, to 7 years penal servitude for larceny. Licensed 9th February, 1894. F. O. 47. Information to the Chief Constable of Sunder land. ESSEX. £ 10 REWARD. 9— Brentwood ( County). — For stealing, at Romford, 15th inst., a bay horse, about 15£ hands, blind left eye, tail docked ; a set of brass- mounted brown harness; and a black wagonette with re versible seat in front, initials " A. E." on dooi behind, containing 3 sacks of horse mixture, 1 bushel middlings, a new umbrella, a black overcoat, and woman's speckled cloak— A MAN, age 19 or 20, height 5 ft. 6 in., complexion very dark; dress, dark clothes, cloth cap, and supposed blue guernsey, who was left in charge of the above in the street. The above reward will be paid by Mr. Arthur Henry Byre, Gilstead Hall, South Weald, to any person giving Euch information as will lead to the apprehension and conviction of the thief and recovery of the property. 10.— Brentwood ( County). — For cruelty to children— ELLA GILLESPIE, a caretaker, age 50 to 54, height 5 ft. 2 or 3 in., stoutish build, com- plexion fresh, fnll face, hair ( turning grey) dark, curled at hack, laige nose, red at end. Is addicted to drink. A photograph may be seen on application. Warrant issued. Information to Supt. Allen, Brentwood. 11.— Grays ( County).— For stealing, 25th ult., a safety bicycle, Humber pattern frame, ball bear- ings throughout, rubber handles, " W. BOWD, Limited, Summer - lane, Birmingham," stamped thereon— C. CLARK, a? e about 20, hei^' t 5 ft. 4 or 5 in., complexion fresh, hair ( very lrizzy) light brown; weariDg dark stripe trousers and black hard felt hat. Warrant issued. Information to Supt. Jordan, Grays. HAMPSHIRE. 12— Aldershot ( County).— For obtaining £ 25 by a forged cheque on the. London and South Western Bank, Limited, Hammersmith Branch, drawn in favour of T. K. Kenny "— A MAN, age about 35, height about 5 ft. 5 in., full round red face, slight side whiskers ; dress, small brown check suit and brown felt hat. Has the appearance of a groom. Information to Deputy Chief Constable Stephen- son, Alderjhot. 13.— Bitterne ( County).— For housebreaking, 29th ult., at Frcemantle, and stealing a lady's gold geneva watch, No. 25286, initials " SSL " on back ; 1 gold breastpin, ruby in centre; 1 pair lady's gilt bracelets, link pattern ; a new leather purse, and 6 fonrpenny pieces— THREE MEN: 1st, age about 40, height 5 ft. 6 or 7 in., hair and moustache sandy, has a habit of twitching the upper lip when speak- ing; wearing dust coat and black bowler hat. 2nd, age about 27, height 5 ft. 4 or. 5 in., hair brown, slight monstache; dress, dark morning suit, black hard felt hat. 3rd, age about 27, rather short and stout, dark hair; dress, black coat, dark grey trousers, white tie bowler hat. Supposed expert thieves. Information to Supt. Matthews, Bitterne. 14. — Winchester ( City). — For stealing, 3rd inst.— 1 gentleman's open- face gold watch, black dial, white figures, gold hands, seconds hands, crest on back ( a lion with a cross), maker, Walker, London, No. 28265; 1 gentleman's gold albert chain, long double links, and small links, surrounded tie, small gold, or hat, brown shoes gilt, albeit, with a light walking- with twisted gold wire, gold key on swivel, shape of horseshoe, 1 pink, 1 green stone each side of key, 1 gold telescopic pencil- case, about 2 inches long, attached; 1 long- link silver albert chain ( bar at end) ; 1 silver albert chain ( heavy close links), black champagne cigar cutter attached ; 1 set plain gold studs; 1 pair oval gold sleeve links, chased ; in brown morocco case: I pair silver sleeve links ( dumb- bell shape), several scarfpins ( some horseshoe pattern, 1 imitation of a fly), 1 gold, twisted pal tern, shape of a ball; 1 white and 2 or 3 black- headed scarfpins; and a £ 5 Bank of England note — W. G. FORD ( supposed false), age 19 to 20, height 5 ft. 6 in., complexion fair, eyes grey, hair ( very thick) light brown, high fore- head; dress, black jacket, black silk facings, dark trousers, whito shirt front, light gilt, chased pin, black hard felt ( nearly new), wearing a gold, or spade guinea attached, carried stick; of good address, and very quiet and pleasant in his manner. His modus operandi is to engage a room in a private house for a month, stating that he is a journalist, but absconds, after stayin? one night. Several letters - were received by him from persons who had advertised jewellery for sale. Warrant issued. 15.— Winchester ( Ciy). — On Commitment Warrant, for assault— EMILY KATE CARVER, age about 28, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, fringe cut straight across forehead, eyes dark, very white and even teeth ; dress, black dress, large black hat with red feather. A native of Chichester. 16.— Winchester ( City).— For stealing £ 2 10s. JOHN LLOYD, alias LEWIS, age 27, height 5 ft. 5j in., complexion sallow, hair ( rather curly) dark brown, moustache dark, eyes grey, cross- flags tattooed on one arm, and the Queen's head on the other, slight scar on one eyebrow; dress, dark brown suit, dark brown tweed cap, similar to that served out when leaving the Army. Has served years in the Rifle Brigade, and is now in the Army Reserve. A native of Cheapside, Birmingham. Warrant issued. Information to Supt. Felton, Winchester. 17.— Portsmouth ( Borough).— For obtaining, by fraud, 30th ult.— 1 tweed lounge coat and vest, light material, " Moody, Soutlisea," supposed on tab; 1 pair check tweed trousers; 1 grey stripe flannel shirt " A. W. M." or " A. W. Mauton" marked insido collar— A MAPf, age 50 to 55, height 5 ft. 6 or 7 in., co iplexion dark, hair grey, supposed clean shaved, quiet demeanour; dress, long overcoat, blue trousers, black peak cap. His modus operandi is to call on dock contractors, and, on the pretence of endeavouring to get work, obtains the contractor's name and private residence. He then calls at the residence and states the con- tractor has falien into the water, and has sent him for a suit of clothes. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 18.— Bromyard ( County). — Absconded, 28th ult., from the Bromyard Union Workhouse, with the Union cloihes — CHARLES PHILLIPS, age 61, height 5 ft. 7 in , hair and moustache dark, lame, and walks with a stick ; dressed in Union clothing, dark cord suit, black billycock liat, strong lace boots. A drover ; supposed native of Kington. Information to Supt. Lewis, Bromyard. 19.— Ledbury ( County).— For stealing, 18th ult., at Canon Froome, a life certificate of John Brewer, and £ 2— JOHN COLLINS, age about 30, height 5 ft. 8 in., complexion sallow, thin face, hair light, moustache smdy ; dress, old brown jacket and vest, cord trousers, soft black hat, strong boots ( much worn); a discharged soldier. MARY LLEWELLYN, alias MARY JANE MADDON, who passes as his wife, age about 40, height 5 ft. 5 or 6 in., complexioa fresb, round face, hair brown, eyes grey ; speaks with Welsh accent; dress, black dress, grey plaid bhawl, black straw hat, strong boot* ; carried a bundle. Both supposed native of South Wales. They hawk boot laces, writing paper, & c., and work at farm house?, sleeping in outbuildings, & c. Warrant issued. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 20.— Watford ( County).— For housebreaking, 6th inst., and stealing—£ L worth of silver jubilee coins, including several sixpences; 15s. worth of French and Italian coins, about 12, 6 of which are nickel silver ; 1 jet! locket, large, oval shape, inlaid with pearls, designed lilies- of- the valley, portrait of a lady inside; 12 old- English silver coins, including a Queen Anne's shilling; 1 blue leather purse, square shape, nickel- silver clasp, pocket inside, with gilt clasp ; 1 lady's gold ring, set with 2 rubies, 2 emeralds, 1 pearl; 3 ladies' old- fashionod wedding rings, 1 small, and two large; 1 silver brooch, inlaid with gold butterfly and birds, double- diamond shape ; 2 silver tea- spoons, quite plain, nearly new; set of fish- carvers, silver blades and handles ( chased) - r 7 large silver dinner- forks, marked J. JE2 REWARD. 21.— Canterbury ( County).— For deserting his child— THOMAS ASHBY, age about 52, height 5 ft. 3 in., stout build, complexion dark, hair ( turn- ing grey) black, full beard, whiskers, and moustache turning grey, eyes dark. Has been in the Navy, and may seek employment at dockyards, & c. The above reward will be paid by the guardians of the Canterbury Union for such information as will lead to the arrest of Ashby. Warrant issued. Informatoin to Chief Constable Farmery, Canter- bury. 22 .— Canterbury ( County).— For deserting his family— GEORGE LANE, age 45, height 5 ft. 7 or 8 in., complexion fair, hair and beard dark brown, weak eyes, round shoulders, large sore on one leg below knee, tender feet, and turns his toes out; dress, when last seen, blaok jacket, black cloth F I U P A Y . Wool, Canterbury. 23.— Sevenoaks ( Oounty). — For stealing 40 tons of iron railway metals— CHARLES DOWNE, age 60, height 5 ft. 7 or 8 in., stout build, very full red face, hair and slight side whiskers light, stoops; dress, grey suit, long grey rough overcoat, and black billycock hat. Has been a dairyman and farmer. Warrant issued. Information to Snpt. Waghoro, Sevenoaks. 24. — Tunbridge Wells ( Borough). — For bigamy— TOM LIN WILLIAM DUNGATE, age 52, height 5 ft. 7 or 8 in., complexion dark, hair and moustache grey, burn scars under one eye, abscess scar left cheek, wart on right ear ; a heavy smoker, and addicted to drink ; dress, generally, dark grey jacket suit, and black hard felt hit. Was lately a schoolmaster at Farndale, Yorkshire, which place he left on 12th ult. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 25.— Kirkham ( County). — For stealing, at Fleetwood, 11th inst., 1 pair blue Devon trousers, no linings, fall fronts ; 1 grey stripe Union shirt ( much worn) ; 1 pair lace boots, kid tops, toecaps, Tivetted, size 6; and about £ 1 12s. 6d. in money— A WOMAN, age 42, height 5 ft. 1 or 2 in., stout build, complexion fresh, hair brown; dress, black stuff dress with frill at bottom, brown- and- white plaid shawl, black straw hat, new boots. She had with her a girl, age about 6, deformed in left eye, and may also have another child with her. May seek employment as a servant. Information to Supt. Cross, Kirkham. 26.— Accrington ( B^ rouqh).— For stealing a purse and 15s., 13th inst.— GEORGE STEINSON or STEVENSON, age 15, complexion fresh, hair light; dress, black serge jacket and vest, grey stripe trousers, brown cap, purple silk neckerchief, lace boots, patch on left boot near big toe. A drawer in coal- pit; native of Liverpool. Information to Chief Constable Beattie, Accring- ton. LEICESTERSHIRE. 27.— Loughborough ( County).— For embez- zling £ 50, the moneys of the guardians of the Loughborough Union— JOHN WILLIAM MOORE, age 35, height 5 ft. 7 or 8 in., slight build, com- plexion fresh, thin face, rather high cheekbones, hair, moustache, and small side whiskers dark brown, eyes brown, smart appearance; dress, usually, dark suit, light dust- coat, black hard hat. A native of Loughborough. Warrant issued.
