In all eases where a reward it offered the name and address of some person responsible for thepuanient mutt be given, and the exact conditiont be clearly stated. 6. Gd. per photograph or sketch of a stolen article, including the expense » f engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature ef an officer of not lest rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant it in force against him, the requitition mutt be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property mutt be guaranteed by an officer of not less rank them Inspector, or analogous thereto. 8. Announcementt of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. ,- j 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at unce transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion ( if any announcement, will be wholly retponsible for any proceedingt whicn mat/ result from such publication. 11. Announcements for the Friday itsue should be forwarded so as to be received not later than noon on Wtdnetday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper oniy, be in the usual form, and accompanied by a covering letter. 12. All payments must be I » advance, either at the office, New Scotland Yard, by cheq'je, crossed " Drummond ! f Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. DE LA GAUTRAYE, alias CLIFTON, and CLAY- TON, whose apprehension is sought for larceny— Age 30, height 5 ft. 9 in., slight build, complexion pale, thin face, hair dark brown, moustache ( curled at ends) light, eyes grey, thin light eyebrows, high forehead, straight nose, moles on back; dress, when last seen, black coat and vest, dark stripe trousers, light brown hard felt hat; had with him an Inver- ness waterproof coat; shabby- genteel appearance; wears eye- glasses. Has been employed as a clerk and bicycle agent. See Case No. 13, 20th inst. Warrant issued. 7.— V Division.—" Woodcut portrait and description of CHARLES SAVAGE, a commercial SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in whick a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a noti6cation be made in the communication sent to this Offioe to the effect that tke offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTH in circulated in the Colonies. whose apprehension ia sought for absconding from his bail, 28th ult., charged with stealing title- deeds and obtaining money by fraud— Age 27, height 5 ft. in., complexion pale, hair dark, moustache brown, eyes brown, scar across top of forehead, left elbow, base of left thumb and first finger left hand ; dress, dark stripe jacket and vest, grey mixture tweed trousers, red tie with white spots, black hard felt hat, lace boots. GILES, age 45, height 5 ft. 9 in., stout build, complexion ruddy, hair, whiskers and moustache ( turning grey) light, turns bis toes out when walking ; dress, light suit, black hard felt hat. Warrant issued. 4. — N Division- — For embezzlement — WALTER CAISTOR, age 19, height 5 ft. 6 or 7 in., complexion ruddy, hair dark brown, light moustache; dress, dark clothes, black hard felt hat; smart ap- pearance. May ho found in the vicinity of Win- chester. Warrant issued. 5. — P Division. — For forgery — JOHN WILES, age 34, height 5 ft. 10 in., complexion dark, hair black, eyes dark brown; dress, black overcoat, dark suit, black hard felt hat. BERKSHIRE. 9.— Newbury ( County). — For stealing, 21st inst., a new double- breasted corduroy waistcoat, 2 rows pearl buttons, check lining— THOMAS GIBBS, late of Thatcham, near Newbury, age about 19, height 5 ft. 11 in., cemplexion florid, hair light, eyes supposed blue, splay- footed; wearing blue slop, engine driver's peak cap ; may be wearing the stolen waistcoat. Usually employed with steam ploughs. May endeavour to enlist. Warrant issued. Information to Supt. Bennett, Newbury. 10.— Reading ( Borough). — For stealing, 6th inst.— A Singer Bafety bicycle, 30- in. wheels, lg- in. wired cushion tyres, weldless steel tube frame, handle- bar, and forks, guard to both wheels and chain, brake, foot rests, lamp- holder, combined saddle and spring, frame on front for carrying luggage, No. 70831 on head of machine — A man who gavo the name of CLIFTON, representing himself as a traveller for a firm of bicycle fitting manufacturers, of Bristol, age about 30, height about 5 ft. 10 in., s ight build, hair and moustache light brown ; dress, black coat and vest, dark stripe trousers, light brown hard felt hat; had with him an Inverness waterproof coat; shabby- genteel appearance; occasionally wora eyeglasses. Wat rant issued. 11— Reading ( Borough). — For stealing, 12th inst.— A front steering cripper tricycle, painted black, and lined ( paint scratched), solid tyres, rather worn, fitted with hand brake, 26- in. side wheels, 28- in. front wheel, nickel- plated handle- bar, bell attached, black horn handles, and usual plated parts, black saddle and punch, rubber pedals, foot rests on front forks, " The Monarch, J. Warrick, Monarch Cycle Works, Reading " on front tube, ball bearings throughout, in good condition— A man who gave the name° of WILMOT, age about 25, height about 5 ft. 6 in., clean shaved ; dress, dark suit. This man stayed at a public house and ordered his letters to be forwarded to Chas. Wilmot, or Belmont, c/ o A. Gosh, Plumbers' Shop, Bywaters 6 Sons, Builders, King- street, Regent- street, W. Warrant issued. Information to Head Constable Tewsley, Reading. 12.— Windsor ( Borough).— For deserting his son, leaving him chargeable to the Windsor Union - HARRY OWEN 1VILL, age about 50, height 5 ft. 7 in., complexion fresh, hair, whiskers and moustache red. A gasfitter. Warrant issued. Information to Head Constable Armour, Windsor to the Buckingham Union, 3lst ult.— CHARLES WATTS, age 30, height 5 ft. 7 or 8 in., flight build, complexion sallow, hair brown, eyes grey, thin sharp pointed nose, sharp face ; dress, grey tweed suit. A hawker of fish, and rag and bone collector. Native of Buckingham. Warrant issued. Information to Supt. Clarke, Buckingham. CHESHIRE. £ 2 REWARD. 15.— Macclesfield ( County). — For stealing, 30th ult., at Sutton— A black filly, well- bred, rising 3 years, 13- 2 hands, white star on forehead, fetlocks on off fore and near hind legs white, white patch on heel off hind foot, short mane and tail ( rough), tail not docked, in fair condition; may be disposed of at some colliery— A MAN, age 34 or 35, height 5 ft. 9 in.; dress, dark overcoat, moleskin trousers, brown or yellow leather leggings, lace boots. The above reward will be paid by Mr. James Rathbones, SuttoD, for such information as will lead to the apprehension and conviction of the thief and recovery of the filly. Information to Supt. DEVONSHIRE. 16.— Exeter ( County).— For failing to report — License Holder RICHARD MORRIS, Office No. 45997, age 34, height 4 ft. 7 in., complexion fresh, hair reddish brown, eyes grey, scar left temple, over right eyebrow, on left forefinger, left buttock, and small mole and scar inside right thigh, face, arms and neck freckled. Sentenced at Haverfordwest, 2nd July, 188l>, to 5 years penal servitude for house- breaking. Liberated on 2nd license, 21st February, 1894. I P 806. Information to the Chief Constable of Devonshire, Exeter. light moustache, slouching gait; has a peculiar way of carrying his head low down in bis shoulders, his eyes have the appearance of his being a heavy drinker. Warrant issued. 22.— St. Albans ( City).— For obtaining food, & c., by false pretences— ARTHUR COOK, alias EVANS, age about 38, height 5 ft. 6 or 7 in., com- plexion, hair, whiskers, and moustache ( cropped close), and eyes dark, 2 or 3 teeth deficient in front; dress, black diagonal coat, blue vest with L. N. W. R. buttons, light blue stripe trousers; may be wearing blue or brown overcoat. He stated he was an inspector or collector on the London aud Nortu Western Railway, and had a quantity of luggage at the station. He carried a carriage key and collar badge with " Inspector" or " Collector " thereon. Warrant issued. Information to Head Constable Blatch, St. Albans. ISLE OF WIGHT. 23.— Ryde ( Borough). — For stealing ( bailee), 3rd inst., 3 silver watches ( 1 gentleman's, No. 61832 x 2. and 2 ladies', Nos. 54401, 41621) ; 1 silver curb pattern chain, stamped, and 2 ladies' fancy silver chains— ARTHUR WILLIAM BUDGE, age 32, height 4 ft. 5 in., complexion and hair dark, slight moustache, eyes hazel, tender feet, suffers from eczema; dress, dark blue suit, black hard hat. May seek employment as a sewing machine agent. Warrant issued. Information to Head Constable Hinks, Ryde. GLOUCESTERSHIRE. 17.— Cheltenham ( County).— For stealing a grey plaid suit— WILLIAM H. QUINN, age 18, height 5 ft. 2 or 3 in., complexion fair, hair dark brown ( coming off iu patches). A stonemason; native of Hanley. May be wearing the stolen suit. Warrant issued. Information to Supt. HAMPSHIRE. 18.— Pet e rsfi e I d ( County).— For housebreak- mg, at Empshott— WILLIAM LEWELLEN, age about 25, height 5 ft. in , complexion dark, sunburnt, hair brown, eyes hazel, clean shaved, tattooed sailor and Union Jack front of right fore- arm, anchor, three chevrons, cro3s flags, rifle, cross swords and wreath back of left forearm, hand, head and bust, R B L S, crossed rifles, left forearm, boat back of left band, large hairy birth- mark left knee ; dress, blue helmet cap, brown coat and trousers, dark vest, military boots. Has been in the Hamp shire and other regiments. Warrant issued. Information to Inspector Foster, Petersfield. 19.— Wi nchester ( County).— For larceny ( till), 9th inst.— GEORGE 1VEY, alias JAMES GRADY, ago 20, height 5 ft. lOf in., complexion fresh, hair and eyes brown, top of 2nd finger right hand crushed, blue dot left forearm ; dress, when last seen, black coat and vest, blue serge trousers, light cap, button boots, covert coat. Native of Mill- lane, Deptford. Has been previously convicted at Bristol and Guildford. Warrant issued. Information to Supt. Sillence, Winchester. KENT. 24.— Sevenoaks ( County).— Woodcut portrait and description of EDWIN GILLHAM, late a clerk BRECONSHIRE. 13— Crickhowell ( County). — For stealing a shepherd's plaid flannel sliirt, sleeves of different material— A MAN, age about 40, height 5 ft. 7 or 8 in., complexion swarthy, hair and whiskers ( cut close) dark; dress, dark jacket, dark cord trousers, dark double- peak cap, red handkerchief, strong boots ( square toes); an Irishman. Stated he was making his way to Shrewsbury. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 14.— Buckingham ( County).— For deserting his wife and four children, leaving them chargeable HERTFORDSHIRE. 20 — Bishop Stortford ( County). — For obtaining money by false pretences — SARAH BARNES, age 39, height 5 ft. 3 or 4 in., very red face, hair dark brown, eyes grey, right thumb bandaged; dress, black bonnet and black veil, black dress, velvet or plush mantle with tassels all round, long points in front. A dressmaker; native of Bristol. She stated she was getting a child into Mr. Muller's Home at Bristol. She left, 17th inst., for London. May go to Bristol or St. Leonards. Warrant issued. Tripp, Bishop Stortford. 21.— St- Albans ( City).— For embezzlement— FREDERICK SMITH, a baker, age 22 or 23, height 5 ft. 3 in., rather stout build, complexion fair, slight in the Sevenoaks Post Office, whose apprehension is sought for stealing £ 250 from that office on 30th nit.— Age 32, height 5 ft. 7 in., stout build, com- plexion pale, high forehead, hair ( turning grey) black, beard, whiskers, and moustache very dark brown; dress, black coat, grey trousers, black felt hit; wears silver watch and silver twisted curb chain, with fitting for pendant. Warrant issued. Information to Supt. Waghorn, Sevenoaks. 25.— Wrens Cross ( County). — For unlaw- fully and carnally knowing a girl under the age of 16 years, at Loose, about 29th January last— VIVIAN PHELPS RICHARDS, age 35 to 40, height 5 ft. 5 or 6 in., complexion and moustache dark, hair dark brown, eyes hazel, slight cast in one eye, stammers when excited, walks quickly, and is very active; dress, supposed blue serge suit, striped cap or high hat. Is well known at hotels on the South Coast, where he lately travelled for Messrs. Isherwood & Co., brewers, Maidstone. Has an uncle living at Shepherd's Bush, a brother at Beauclere- road, Hammersmith, and a brother- in- law in Chester- square, S. W. Warrant issued. Information to Supt. Holman, Wrens Cross, Maidstone. 26.— Margate ( Borough).— For obtaining money by fictitious cheques— JAMES McAVOY, age about 25, height 5 ft. 10 or 11 in., slight build, complexion fair, thin face, small features, high cheekbones, hair and small moustache light, eyes light ( slight cast in one), supposed slight paralysis one side of face; dress, dark brown overcoat, dark trousers, low crown brown hard felt hat, light spats and shoes; has a pair of opera- glasses with him, which he sometimes , carries by a strap across the shoulders. Was formerly in Barnes Home Industrial School, Heaton Mersey, and left there in February, 1893. His parents reside at Runcorn. Information to Supt. Bent, Old Trafford. 28.— Rawtenstall ( County).— For embezzling £ 14, 26th ult. — FREDERICK HARROBIN, a clerk, age 26, height 5 ft. 7 or 8 in., complexion fresh, long features, hair dark brown, slight dark moustache, eyes grey ; dress, black coat and vest, Jight trousers, black billycock hat, lace boots. Native of Haslingden. May be found amongst betting- men. Warrant issued. Information to Supt. Proctor, Rawtenstall. 29.— Skerton ( County).— For obtaining goods by false pretences, 5th inst.— EDWARD DAWSON, alias HOYLE, WEST, F. R. BED WORTH, H. E. FRAMPTON, and G. E. MONKTON ROGERS, age 54, height 5 ft. in., complexion fresh, hair ( turning grey) brown, eyes light grey, 3 artiCcial teeth in upper and 2 in lower jaw, scar third finger right hand, mole on neck ; dress, dark grey tweed Suit, black overcoat, hard felt hat; carried a small handbag. His modus operandi is to reply to advertisements in the " Lady " newspaper, and request that the articles be sent on approval, stating he is the manager of tbe Carnforth Ironworks. He then communicates with the postmaster of the village he desires the articles to be sent to, representing that he and his wife are travelling agents for Messrs. Wood & Co., Leeds, and requests that all letters and parcels may be kept until they call for them. Information to Supt. Bryning, Skerton. 30. — Manchester ( Citij). — For failing to report— Supervisee JAMES WILLIAM BROWN, alias JAMES WILLIAM BAILEY, Office No. 45475, age 33, height 5 ft. 8 in., complexion fresh, hair light brown, eyes grey, small scar left of forehead, blue mark bridge of nose, scar right jaw, between 2nd and 3rd left fingers, back of left hand, back of right hand, outside 4th right finger, and inside 2nd and 3rd right fingers, 2 moles back of left shoulder and each side of belly, L. A. B. outside left forearm. Sentenced at Manchester Sessions, 8tli Aug., 1892, to 15 months hard labour and 3 years police super- vision for housebreaking. 2594. Supervisee PHILIP JOHNSON, alias CALLEN- DER, and DOWNES, Office No. 45740, age 39, height 5 ft. 4 in., complexion pale, hair li^ ht brown, eyes blue, burn scar back of neck, mole left shoulder- blade, and right breast. Sentenced at Northampton County Sessions, 6th April,' 1893, to 9 months hard labour and 3 years police supervision for fraud. 3790. Supervisee JOSEPH CARROL, alias PATRICK JOSEPH CANNON, and PATRICK HANNON, Office No. 45298, age 28, height 5 ft. 8 in., com- plexion fresh, hair brown, eyes grey, scar left of forehead, back of head, outside left wrist, each groin, over right eyebrow, 2 dots back of right hand, part of cross outside right forearm, several blue marks outside left forearm. Sentenced at Manchester Sessions, 19th December, 1892, to 9 months hard labour and 2 years police supervision for stealing velvet. 6348. 31.— Manchester ( City).— For stealing £ 45— ROBERT YOUNG, age 25, height 5 ft. 9 in., stout bnila, complexion fresh, hair light, slight sandy moustache, eyes blue, abscess mark on neck ; smart appearance. Warrant issued. 32. — Manchester ( City). — For failing to report— License Holder JOSEPH JACKSON, alias BROWN, JOHNSON, & c., Office No. 46041, age 48, height 5 ft. 3 in., complexion dark, hair dark brown, eyes brown, scar centre of forehead, on each eye- brow, left ribs, and right groin, D. ( nearly ob- literated) left side. Sentenced at Manchester, 6th June, 1888, to 5 years penal servitude and 3 years police supervision for larceny. Licensed 1st March, 1894. X D O 499. JONES, Office No. 42119, age 44, height 5 ft. 6 in. complexion sallow, hair dark grey, eyes brown, scar bridge of nose, inside top of right thumb, 3 centre of back ( small), and two left side upper part of belly. Sentenced at Manchester, 10th April, 1882, to 10 years penal servitude and 7 years police super- vision for housebreaking. Licensed 4th Nov., 1891. B I 1018. License Holder THOS.
