Par tic v IJ rs concerning per sons whose apprehension is sought will be inserted tit one issue of the POLICE < T'J XETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Parti - ilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arliile in question to be thereby identified. 4. In alt tuses where a reward is offered the name and address of some person responsible far the payment must be given, and the exact conditions be clearly stated. 6. P 0/ tr nits of persons whose apprehension is sought for serious offences, and engravings of stall, r. property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank 6 7. than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and c alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZBITE. must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next usue 10. In all cases, the officer signing the request for insertion of any announcement will be wholly responsible for any proceedings whicn mai/ result from such publication. ' 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Then muse be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, bu cheque crossed " Drummond Sf Co.," Post OJiee Order payable at Parliament- st., Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in fche date of delivery of the POLIOS GAZETTE, may be at onoe notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incar any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICI GAZBTTB is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — Criminal Investigation Depart- ment. — WILLIAM WALLACE RUSSELL, alias COSTELLO GREEN, EVANS, & c., see Case No. 2, 1st December, 1893. This youth, who on 25th January was hound over to come up for judgment if called upon, is again committing frauds. His modus operandi is to call upon clergymen and others with a form of applica- tion for joining the Royal Marines, and by falsely stating he requires a signature to the form, or a certificate, he obtains a sum of money to pay his ^ fare home to an address he gives. Warrant issued. 2. — Convict Supervision Department. — For failing to report— License Holder GEORGE RAYBOURNE, alias RICHARD ARTHUR CARDEN, Office No. 45893, age 69, height 5 ft. 7 in , complexion sallow, hair grey, eyes hazel, scar back of right forearm and front of left leg. Sen- tenced at Central Criminal Court, 12th Sept., 1881, to 15 years penal servitude for forgery. Licensed 7th February last. A H 572. This man is well educated, and of good appearance and address. He may be wanted for obtaining money by fictitious cheques. .— A Division.— For obtaining money by false pretences — ARTHUR WAYCOTT, alias CHAS. GOAD, age 25, height 5 ft. 6 in., complexion, hair, and moustache fair, eyes blue; has an impediment in his speech ; dress, light tweed suit, black felt hat. Supposed native of Devonport. He called on a gentleman and falsely represented that he had been robbed, and required the money to pay his hotel bill and fare to Sidmouth. Warrant issued. 4.— B Division.— For stealing £ 40— HENRY W. ASHTON, a post office assistant, age 19, height 5 ft. 4 in., complexion fresh, hair light, eyes brown; dress, dark jacket and vest, mixture trousers, new hard felt hat, " Saunders, Knights- bridge," inside. Supposed known at Oddington, Morton- on- the- Marsh, Gloucestershire. Absconded 14th inst. 5.— D Division.— For stealing £ 50, 1st inst.— ROSE DRAYCOTT, age 19, height 5 ft. 3 in., com- plexion fresh, hair light, eyes blue; dress, light jacket with cape, trimmed black braid, dark blue skirt, black hat, trimmed flowers. 6.— D Division. — Portrait and description of GEORGE ROBINSON, whose apprehension is sought for failing to appear to his bail, on a charge of carnally knowing a girl under the age of sixteen— Age 20, height 5 ft. 1 in., complexion fair, hair light, eyes brown, very slight light moustache; dress, light covert overcoat, black diagonal coat and vest, light stripe tiousers, biue- and- wtiiie stripe mnffler, hard felt hat, lace boots. A clerk, well known at Bath. Warrant issued. 7-— E Division — For stealing a horse, van, Ac, 22nd ult.— JOSEPH CHAFF, alias COOPER, MARLING MAY, ENWELL, JOE MANUERS, and YORKSHIRE JOE, Expiree, Office No. 37177. age about 40, height 5 ft. 1 or 2 in., complexion fresh, hair dark brown, eyes blue, deeply pock- marked, scar right shoulderblade, side of belly, between shoulders, and left groin; dress, daik overcoat, light check trousers, brown hard felt hat. Native of Wandsworth; well known at Ma'den, Essex. 8.— J Division.— For manslaughter— FREDK. BECKETT, age 43, height 5 ft. 4 in, stout build, complexion ruddy, hair and moustache carroty, eye' hazel, scar on forehead, flat nose; dress, brown overcoat, stripe trousers, black hard felt hat, blue- and- brown silk neckerchief. A farrier; native of Ditchingham, Norfolk, where he may he found, or may be found at Ersham, near Bungay. Warrant issued. 9.- N D ivision.— For indecently assaulting a girl, age 11— PHILIP HACKETT, age 34, height 5 ft. 10 in., complexion salk w, lull face, hair aod eyes dark, bridge of nose rather flat; dress, black melton overcoat, black diagonal suit, black bow tie, turn- down collar, hard felt hat. Has been a sailor, and may be found in the vicinity of dccks. Warrant issued. 10.— v Division. — Woodcut portrait and description of CHARLES SAVAGE, a commercial 194 T H E POLICE GAZETTE. TUESDAY, MARCH 13, 1 8 9 4 . traveller, whose apprehension is sought for embezzl- ng about £ 200, age ahout 32, height 5 ft. 8 or 9 in., square shoulders, complexion, hair, beard ( cut close nd pointed), moustache, and eyes dark; speaks with north country accent; has a peculiar nervous twitching of the mouth when spoken to ; wearing, when last seen, dark overcoat and black silk hat; of gentlemanly appearance. A native of Coventry. Warrant issued. 11. — W Division.— For obtaining goods by fraud through the " Lady " newspaper — H. O. WENTWORTH, alias BISCOMBE, age 55, height 5 ft. 6 in.; respectably dressed. He travels the country and writes to postmasters in Einall towns, in various names, requesting them to retain letters and parcels addressed to him until called for. Believed now to be using the name of Mrs. Annie A. Heathcot. Warrant issued.. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 12.— Ayr ( Oounty).— For obtaining food and lodgings by false pretences and stealing £ 2 12s. 8d. — MARGARET DRUMMOND, alias TEMPLE- TON and DRINNAN, age 21, height 5 ft. 4 in., stout build, complexion pale, hair ( cut short in front) light, speaks with Scotch accent; dress, navy- blae serge dress, rough serge jacket with beaver collar, dark sailor hat with navy- blue and crimson band, brown shoes with two straps across uppers. Is said to be pregnant, and may seek admission into a hospital or workhouse. Has been convicted at Kilmarnock, Glasgow and Leith, and is now wanted at Partick and Gourock for similar offences. Absconded 30th ult. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. 15.— Windsor ( Borough).— For deserting his son, leaving him chargeable to the Windsor Union — HARRY OWEN 1VILL, age about 50, height 5 ft. 7 in., complexion fresh, hair, whiskers and moustache red. A gasfitter. Warrant issued. Information to Head Constable Armour, Windsor CHESHIRE. £ 2 . REWARD. 16.— Macclesfield ( County). — For stealing, 30th ult., at Sutton— A black filly, well- bred, rising 3 years, 13- 2 bands, white star on forehead, fetlocks on off fore and near hind legs white, white patch on heel off hind foot, short mane and tail ( rough), tail not docked, in fair condition; may be disposed of at some colliery— A MAN, ago 34 or 35, height 5 ft. 9 in.; dress, dark overcoat, moleskin trousers, brown or yellow leather leggings, lace boots. The above reward will be paid by Mr. James Rathbones, Sutton, for such information as will lead to the apprehension and conviction of tho thief and recovery of the filly. Information to Supt. Downes, Macclesfield. DERBYSHIRE. 17.— Eckington ( County). — For stealing 28th nit., a silver English lever watch, No. 23847 J. 108" scratched inside outer case— JOHN WILLIAM HOLMES, age 40 to 45, height 5 ft 4 or 5 in., complexion dark, high cheekbones, hair dark sandy, very curly, and parted on both sides, small sandy moustache; dress, dark check jacket and vest, shabby cloth trousers, fastened round waist with thick cord, black felt hat, white muffler with blue spots, blue- and- white stripe shirt, heavy lace boots; fond of low public- houses, where he often plays the piano, his favourite airs being the " Triumph March," " Men of Harlech," " Napoleon's March," and " Monte Carlo." A collier; native of Newcastle- on- Tyne. Warrant issued. Information to Supt. Faulkner, Eckington. 6th lfin. BERKSHIRE. 13.— Reading ( Borough). — For stealing, inst.— A SiDger safety bicycle, 30- in. wheels, wired cushion tyres, weldless steel tube frame, handle- bar, and forks, guard to both wheels and chain, brake, foot rests, lamp- holder, combined saddle and spring, frame on front for carrying luggage, No. 70831 on head of machine — A man who gavo the name of CLIFTON, representing himself as a traveller for a firm of bicycle fitting manufacturers, of Bristol, age about 30, height about 5 ft. 10 in., s'ight build, hair and mousiaclie light brown ; dress, black coat and vest, dark (. tripe trousers, light biown hard felt hat; had with him an Inverness waterproof coat; shabby- genteel appearance; occasionally wore eyeglasses. Warrant issued. 14— Reading ( Borough).— For stealing, 12th inst. — A front steering cripper tiicycle, painted black', and lined ( paint scratched), solid tyres, rather worn, fitted with hand brake, 26- in. side wheels, 28- in. front wheel, nickel- plated handle- bar, bell attached, black born handles, and usual plated parts, black saddle and punch, rubber pedals, foot rests on front forks, " The Monarch, J. Warrick, Monarch Cycle Works, Reading " on front tube, ball bearings throughout, in good condition— A man who gave the name of WILMOT, age about 25, height abont 5 ft. 6 in., clean shaved ; dress, dark suit. This man stayed at a public house and ordered his letters to be forwarded to Chas. Wilmot, or Belmont, c/ o A. Gosh, Plumbers' Shop, By waters & Sons, Builders, King- street, Regent- street, W. Warrant issued. Information to Head Constable Tewsley, Reading. DORSETSHIRE. 18.— Weymouth ( Borough).— For embezzle- ment— .1 OH N CARTER, age 37, height 5 ft. 7 in., slight build, complexion fair, hair, whiskers and moustache and eyes brown, tender feet, peculiar gait, slightly bowlegged; dress, dark mixture snit, black bowler hat, lace boots. Late a bus proprietor ; native of Bath or Bristol. Is fond of betting. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 19.— Chelmsford ( County).— For stealing £ 3, 27th ult.— J. BULLOCK, age 45 to 50, height 5 ft. 9 or 10 in., stiff build, blotched and very red face, hair dark, clean shaved; dress, dark suit, black hard felt hat. A betting man, and may be found at race meetings. Warrant issued. 20. — Chelmsford ( County). — For stealing, 11th inst.— An Ivel safety bicycle, pneumatio tyres, with Edwards' corrugated covers, bell and lamp, no brake, mud- guard, or step, " Biggleswade Manufac- turer " on front, and " Ivel " in large letters on centre of frame— A youth who gave the name of CLARKE, age about 18, height 5 ft. 6 in., complexion fresh ; dress, dark jacket, light trousers, light peak cap. Information to Deputy Chief Constable Somerset, Chelmsford. 21. — Colchester ( Borough). — For stealing, 28th ult., from an officer's quarters— A dark blue serge jacket and vest; 1 pair black dress trousers ; 1 silver watch, open face, supposed made by " Hamilton, Calcutta"; and £ 11 in money — BERNARD PRATT, age 20, height 5 ft. 6 in., ^ tout build, complexion fresh, hair brown, slight light moustache, eyes hazel; dress, black- and- white mixture suit, black hard felt hat, old lace boots. A deserter. Warrant issued. Information to Chief Constable Coombs, Col- chester. GLAMORGANSHIRE. 22.— Pontypridd ( County).— Portrait and de- scription of EVAN IEUAN THOMAS, whose apprehension is sought for embezzlement— Age 30 to 40, height 5 ft. 6 in., complexion fresh, hair brown, Bhort reddish beard and moustache, eyes blue ; generally dresses in dark grey clothes, black bowler bat, and dark blue overcoat ( faded), with velvet collar. Was manager of the Co- operativo Society at Ferndale. Warrant issued. Information to Supt. Jones, Pontypridd. GLOUCESTERSHIRE. 23.— Cheltenham ( County).— For stealing a grey plaid suit— WILLIAM H. QUINN, age 18, height 5 ft. 2 or 3 in., complexion fair, hair dark brown ( coming off in patches). A stonemason; native of Hanley. May be wearing the stolen suit. Warrant issued. Information to Supt. McKae, Cheltenham. HAMPSHIRE. 24.— Alton ( County).— For larceny ( bailee) — JOHN CURTIS, age about 50, height 5 ft. 8 or 9 in., complexion and hair dark, whiskers dark brown, upper lip shaved, a protuberance of flesh on fore- head ; dress, black coat and vest, grey- and- black stripe trousers, black hard felt hat, lace boots. A tramping watch and clock maker. Supposed native of Kingston, Portsmouth. Warrant issued. Information to Inspector Hawkins, Alton. 25.— Petersfield ing, at Empshott height 5 ft. 6 or 7 brown, clean ( County).— For housebreak- - LEWELLEN, age about 30, in , complexion ruddy, hair shaved, tattooed sailor right arm, -- rt 7 woman left, ship left wrist; dress, blue helmet cap, brown coat and trousers, dark vest. Ho is in receipt of a temporary pension from the Hampshire Regiment, through injury to one leg. Warrant issued. Information to Inspector Foster, Petersfield. 26.— Winchester ( County).— For larceny ( till), 9th inst.— GEORGE 1VEY, alias JAMES GRADY, ago 20, height 5 ft. lOf in., complexion fresh, hair and eyes brown, top of 2ad finger right hand crushed, blue dot left forearm ; dress, when last seen, black coat and vest, blue serge trousers, light cap, button boots, covert coat. Native of Mill- lane, Deptford. Has been previously convicted at Bristol and Guildford. Warrant issued. Information to Supt. Sillence, Winchester. HERTFORDSHIRE. 27. — Bishop Stortford ( County). — For obtaining money by false protonces — SARAH BARNES, age 39, height 5 ft. 3 or 4 in., very red face, hair dark brown, eyes grey, right thumb bandaged ; dress, black bonnet and black veil, black dress, velvet or plush mantle with tassels all round, long points in front. A dressmaker; native of Bristol. She stated she was getting a child into Mr. Muller's Home at Bristol. She left, 17tli inst., for London. May go to Bristol or St. Leonards. Warrant issued. Information to Supt. Tripp, Bishop Stortford. ISLE OF WIGHT. 28.— Ryde ( Borough). — For stealing ( bailee), 3rd inst., 3 silver watches ( 1 gentleman's, No. 61832 x 2. and 2 ladies', NOB. 54401, 41621) ; 1 silver curb pattern chain, stamped, and 2 ladieB' fancy silver chains— ARTHUR WILLIAM BUDGE, age 32, height 4 ft. 5 in., complexion and hair dark, FRTDAV. KENT. 29.— SevenoakS ( County).— Woodcut portrait and description of EDWIN GILLHAM, late a clerk in the Sevenoaks Post Office, whose apprehension is sought for stealing £ 250 from that office on 30th ult. Age 32, height 5 ft. 7 in., stout build, com- plexion pale, high forehead, hair ( turning grey) black, beard, whiskers, and moustache very dark brown; dress, black coat, grey trousers, black felt hit; wears silver watch and silver twisted curb chain, with fitting for pendant. Warrant issued. Information to Supt. Waghorn, Sevencaks. 30._ WrenS Cross ( County). — For unlaw- fully and carnally knowing a girl under the age of 16 years, at Loose, about 29th January ] a3t— VIVIAN PHELPS RICHARDS, age 35 to 40, height 5 ft. 5 or 6 in., complexion and moustache dark, hair dark brown, eyes hazel, slight • cast in one eye, stammers when excited, walks quickly, and is very active; dress, supposed blue serge suit, striped cap or high hat. Is well known at hotels on the South Coast, where he lately travelled for Messrs. Isherwood & Co., brewers, Maidstone. Has an uncle living at Shepherd's Bush, a brother at Beauclere- road, Hammersmith, and a brother- in- law in Chester- square, S. W. Warrant issued. Information to Supt. Holman, Wrens Cross, Maidstone. 31.— Margate ( Borough).— For obtaining money by fictitious cheques— JAMES McAVOY, age about 25, height 5 ft. 10 or 11 in., slight build, complexion fair, thin face, small features, high cheekbones, hair and small moustache light, eyes light ( slight cast in one), supposed slight paralysis one side of face; dress, dark brown overcoat, dark trousers, low crown brown bard felt hat, light spats and shoes; has a pair of opera- glasses with him, which he sometimes carries by a strap across the shoulders. Fond of horse racing, and may be found in the company of betting men. Warrant issued. Information to Chief Constable Farndall, Bir- mingham. No. 148903, long silver chain attached— A MAN, age about 40, height 5 ft. 1 in., broad features, lame right leg, and walks with a stick. Information to Supt. Bent, Old Trafford. 35.— Rawtenstall ( County). — For stealing ( bailee) a pair of men's low shoes, size 7 or 8, fancy punching on fronts; a pair of women's button boots, fancy black stitching1 on front; and 2 pairs women's low shoes — SAMUEL LEES, a tramping shoemaker, age about 45, height about 6 ft., slight build, complexion, hair ( turning grey), whiskers, and moustache dark, walks very erect, and has the appearance of having been a soldier; dress, black coat, pepper- and- salt colour trousers, black billy- cock hat, lace boots. A native of Stockport. Warrant issued. 36.— Rawtenstall ( County).— For embezzling £ 14, 26th ult. — FREDERICK HARROBIN, a clerk, age 26, height 5 ft. 7 or 8 in., complexion fresh, long features, hair dark brown, slight dark moustache, eyes grey; dress, black coat and vest, light trousers, black billycock hat, lace boots. Native of Haslingden. May be found amongst betting- men. Warrant issued. Information to Supt. Proctor, Rawtenstall. 37.— Salford ( Borough).— Fr- r stealing, 13th inst., a pneumatic safety bicycle, diamond frame, " J. Q.' in gold letters on top, and bottom bar, " F. Bullock," maker, " Strangeways," mackintosh tyres laced at sides, loose brackets at bottom with two nuts, ball head adjusted top and bottom bracket, silver- plated double alarm bell, Victor lamp, shell hubs, semi- tangent spoked wheels ( in good condition) — A MAN, age 30 to 32, height 5 ft. 6 or 7 in., hair and moustache light brown ; dres?, light mixture tweed suit and cap; wore spectacles; of gentlemanly ap- pearance. Information to the Chief Constable, Town Hall, Salford. 38— Salford ( Borough). — Supervisee JOHN ANDERSON, Office No. 41240, Case 13, 12th May, 1893, not now wanted. LANCASHIRE. 32.— Old Trafford ( County).— For obtaining by false pretences, at Withington, 29th ult.— 2 15- ct. gold pins ( 1 round head of twisted wire, pearl in centre, the other curb head with pearl in centre) — A MAN, age 45 to 50, height 5 ft. 9 or 10 in., slight build, complexion fresh, hair turning grey, mous tache, and tuft of hair on chin; dress, pepper- and salt tweed suit. 33.— Old Trafford ( County). — For stealing, at Ladybarn, 29th ult.— About 50 yards of India- rubber hose piping— TWO MEN : 1st, age about 25, height 5 ft. 5 in., complexion fresh, full face, clean shaved ; wearing grey jacket and skull cap.— 2nd, age 25 to 30, height 5 ft. 5 to 7 in., complexion sallow, thin face, light brown whiskers, slight moustache, eyes blue ; wearing black coat and black felt hat. Both are rag- gatherers, and have a hand- cart with them. 34.— Old Trafford ( County).— For stealing, at Gorton, 3rd inst. — A silver keyless watch, of Norwich ; a married woman, with whom Palmer has absconded. At the same time he writes to the postmaster of the place where he wishes them to be sent, representing that he and his wife are travelling agents for a firm of drapers in Leeds, and asking him to keep all letters and parcels for a few days until they call for them.
