REGULATIONS. 1. - All announce merits for insertion in the POLICE GAZETTE, and all communications upon them should be ad'tressed to THIS . BUITOK OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, F. W. 2. Part it v L> rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE ( P'* Z ETTK, if they are sufficient to enable action to be taken upon them by another force. 3. Part hilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arlnte in question to be thereby identified. 4. In oti oases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. P or traits of persons whose apprehension is sought for serious offences, and engravings of rtotbr. property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, iffor the apprehension of aperson, must be guaranteed by thesignature of anojjicer of not less rank than Superintendent; and, if the nameof such person berequiredto be inserted, and no xuarrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Neu> Scotland Yard, by cheq- je, crossed " Drummond < Sf Co.," Post Office Order payable at Parlxament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor) in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but tho case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incnr any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE ia circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. Department- — Woodcut portrait and description of GEORGE WALTER COOPER, a deserter from the 3rd Hussars at Dublin, whose apprehension is sought for obtaining at Dublin, on 28th ult., the sum of £ 40 by fraud and forgery from the Post Office Savings Bank— Age 23, height 5 ft. 8f in., complexion dark, hair brown, eyes bluish grey, tattooed left forearm, small scar above left eyebrow, scar left hip and on left buttock, slight moustache, ears large and prominent. Warrant issued. Information to the Commissioner of Metropolitan Police, Dublin. 2.— J Division.— For gross acts oE indecency with another male person— SIDNEY HERBERT DAVIES, age 28, height 5 ft. 7 in., complexion fair, hair, moustache, and slight whiskers dark brown, eyes light blue, scar top of head, small spot on fore- head ; dress, fancy tweed suit, blue beaver over- coat, patent leather lace boots, black hard felt hat; gentlemanly appearance. Warrant issued. 3.— V Division.— For stealing, 20th inst.— A grey cob, aged, 14 hands, chipped knees; a set of silver- plated harness, and a black polo cart, red wheels, " Bodmin & Lee, makers," on caps, No. 171 stamped on footboard and body— A MAN, age 35 to 40, height 5 ft. 7 in., complexion fresh, hair and moustache dark ; dress, dark overcoat, black trousers, billycock hat. 4.— V Division.— For assaulting police, 18th inst.— JOHN TOEY, age 24, height 5 ft. 6 or 7 in., complexion fair, hair and slight moustache light, eyes blue ; dress, dark jacket, cord trousers, grey peak cap.— JAMES WALLACE, alias BUMPAS, age 26, height 5 ft. 9 or 10 in., complexion fair, clean shaved, very large nose; dress, light jacket, cord trousers, light peak cap. Rag and bone collectors. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5.— On suspicion, for the murder of her female child, found in river Thames, 7th ult. — KATE BROWN, age about 25, height 5 ft. 7 in., com- plexion pale, hair brown, eyes light blue; dress, dark skirt, red Paisley mantle, large black felt hat, trimmed red velvet puffs, button boots; shabby appearance. Supposed native of Suffolk. BERKSHIRE. 6.— Reading ( Borough). — For stealing, 20th inst.— A brown cob gelding, 15 hands, 8 or 9 years, one white hind heel, mane and tail cut short, in good condition ; a ralli trap, box- shape, body painted black, wheels dark green, brass pointed shafts, and whip socket, " Jeffries, Reading, maker," on cips of wheels; a set of silver- plated black harness, chin- stay and nose- band buckled together with a strap— A MAN, age 45, height 5 ft. 8 or 9 in., hair, whiskers and moustache black, stout build; dress, black suit, black overcoat, black hard felt hat, low shoes, wearing a gold alb art; of Jewish appearance. 7.— Reading ( Bvrough). — For stealing £ 3— EDWIN JAMES EACOTT, age about 24, height 5 ft. 4 or 5 in., complexion fresh, oval face, hair light brown, slight light moustache; dress, double- breasted black serge jacket and vest, dark stripe trousers, black low crown hat, large white tie, stand- up collar, black silk wrap. A cashier. Warrant issued. Information to Head Constable Tewsley, Reading. CARNARVONSHIRE. 8. — Bangor ( County). — For embezzlement— THOMAS THORNTON, age about 60, height 6 ft., square shoulders, stout build, complexion sallow, full face, hair and side whiskers grey, eyes blue, long slanting forehead, peculiar shaped head, lost nearly all his teeth ; dress, generally in grey tweed suit, with double- breasted coat, grey or black felt hat. Is fond of drink and billiard playing. Warrant issued. Information to Inspector Protherj, Bangor. CHESHIRE. £ 20 REWARD. 9. — Hyde ( County). — For embezzlement — GEORGE JENNINGS, age 36, height 5 ft. 8* in., 30 THE POLICE GAZETTE. TUESDAY, MARCH 13, 1894. complexion ruddy, hair ( cut short) and monstaohe sandy, s oops when walking, and giving away at knees. The above rewarl will be paid by Mr. H. P. Tyler, Boot aDd Shoe Manufactmer, Leicester, to any person who will give such it formation as will lead to his apprehension. Warrant issaed. Information to Supt. Lingard, Hyde. DERBYSHIRE. 10.— Chesterfield ( Borough).— For stealing a silver lever watch, " J. Long " scratched inside outer case, metal curb chain, repaired with brass rint? round bar; and a purse, knob fastening— JOHN JACKSON, alias JOHNSON, age 30, height 5 tt. 6 or 7 in., hair and moustache dark, large dark eyes, Roman nose; dress, prey check suit, blue serge or brown cap, button boots. A polisher; stated he belonged to London, and last worked at Manchester. Warrant issued. Information to Head Constable Emery, Chester- field. GLAMORGANSHIRE. 11.— Pontypridd ( County).— For embezzlement — EVAN JEUAN THOMAS, age 30 to 40, height 5 ft. 6 in., complexion fresh, hair brown, short reddish beard and moustache, eyes blue ; generally dresses in dark grey clothes, black bowler hat, and dark blue overcoat ( faded), with velvet collar. Was manager of the Co- operative Society at Ferndale. Warrant issued. 12— Pontypridd ( County).— For forgery, 7th inst.— JACOU MILLER, alias LEWIS HEWITZ, age 24 or 25, height 5 ft. 8 or 9 in , complexion very dark, hair and moustache dark, high cheekbones, Jewish appearance, cannot speak much English, peculiar shuffling jiait, stiff in shoulders; dress, dark clothes; cairies basket or pack, and sells drapery. Warrant issued. Information to Supt. Jones, Pontypridd. HAMPSHIRE. 13.— Winchester ( City).— For stealing, 20th inst., a black Ronlette model " E " light roadster safety bicycle, No. 3647, plated parts, rubber handles and pedals, ball bearings, 28- inch wheels, Dunlop, 1893, 2- inch pneumat. c tyres, tangent spokes, one spoke loo3e in Iront wheel, blister on back tyre, brake attached, brnwn hammock saddle, i pin, " Sheldon & Son, No. 17, C. Wassell," stamped thereon, no mud- guards or lamp- bracket, enamel rubbed off upper part of steering column, scratch on fork, '' Roulette" on top bar, " Roulette Cycle Company. Go^ ford- street, Coventry " on steer- ing colamn, " Dingle & Williams, Ajax Cycle Works, Winchester." on d<> wn tuba— A man who gave the name of GEORGE GROUND, age about 20, height about 5 ft. 7 in., complexion fair, long features, thick upper lip, hair light brown, supposed grey eyes; dreas, dark rough cloth j- ickeb and vest, dark check cloth trousers, light cloth cap, stand- up collar, blue tie with white spots ; has the appearance of a gentleman's servant. Warrant issued. Information to Supt. Felton, Winchester. HEREFORDSHIRE. 14.— Ledbury ( County).— WILLIAM JAMES, Case No. 29, 26 th January last, not to be appre- hended. Warrant withdrawn. HERTFORDSHIRE. 15.— Ware ( County).— For obtaining a cheque by false pretences — JOHN HEARSON, alias GEORGE HEARSON, WARWICK, and JOHN GRANT, ago about 27, height about 5 feet 7 in., slight build, complexion pale, hair and small moustache dark; dress, dark blue serge suit, durk blue melton overcoat with velvet collar, black hard felt hat, wore a gold fetter- link double watch chain with compass pendant attached. Had the appearance of a sailor, and spoke of steamships, stating be owned three. Has com- mitted similiar offences at Dartford and Woolwich, and is supposed identical with the man described in Case No. 17, 16th inst. Warrant issued. Information to Capt. Wymer, Supt., Ware. LANARKSHIRE. £ 20 REWARD. 16.— Glasgow ( C%).- For stealing £ 331 15s., including 3 £ 100 notes, 1 £ 20, and 2 £ 5, supposed Bank of Scotland— MAURICE CAUSLEY, age 17, height 5 ft. 5 in., complexion fresh, hair dark brown ; dress, dark grey tweed jacket, suit, black felt hat. His father is in Bombay, where ho may endeavour to go. Absconded ] 6th inst. The above reward will be paid by Mr. Henry Forrester, 45, West Nile- street, Glasgow, for the arrest of Causley. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 17.— Leigh ( County).— For stealing, 22nd inst., a large size naphtha lamp, nearly new— JAS. LEY- LAND, age 31, height 5 ft. 5 in., complexion fresh, hair black, eyes brown, scar right cheekbone, bridge of nose, and right knee; dress, grey coat and vest, dark trousers, and cap. See " Register of Habitual Criminals " for 1892. Warrant issued. Information to Supt. Higginbotham, Leigh. 18.— Accrington ( Borough). — For obtaining money by false pretences, 5th and 6th inst.— JOE SIMMONS, a Dutchman, age 30, height 5 ft. 8 or 9 in., complexion sallow, hair, slight side whiskers, and moustache black, large nose ; the appearance of a Jew; dress, dark blue jacket, buttoned close to neck, collar stitched down, black worsted trousers, black billycock hat, low shoes. Stated he had served his apprenticeship as lithographer, in London, at Sir Joseph Causton & Sons, and, until recently, had worked at Foulds, Deansgate, Manchester. His modus operandi is to take private lodgings, and then make the acquaintance of a shopkeeper whom he tells he is employed as artist at a litho- grapher's in an adjoining village, and thus obtains money which he pretends is to purchase materials for special work at the place named. Warrant issued. Information to Chief Constable Beattie, Accring- ton. 19. — Ashton- under- Lyne ( Borough). — Tor perjury — JOSEPH HADFIELD, age 23, height 5 ft. 9 in., complexion fresh, high cheek bones, hair and slight moustache brown, eyes blue, ring 4th finger of both hands, scar palm of right hand; dress, blue coat, cord trousers, brown felt hat, lace boots. A greengrocer or hawker ; native of Ashton- under- Lyne. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Chief Constable Snell, Ashton- under- Lyne. LEICESTERSHIRE. 20.— Loughborough ( County).— For stealing a brown cart mare, 8 years, about 15 hands, thick heavy mane which falls on both sides, short tail, little white on one forelock, one hind fetlock white, near knee has been chipped, carries her head rather low, value about £ 25— A MAN, age 40 to 50, height 5 ft. 5 in., moustache, little or no whiskers ; dress, dark clothes, round hard bat. Information to Deputy Chief Constable Smith, Loughborough. LINCOLNSHIRE. 21.— Boston ( Borough). — For neglecting his family — SAMUEL SIMPSON, age 34, height 5 ft 6 or 7 in., complexion fresh, hair dark brown, sandy moustache, eyes blue, scar left cheek, close to ear, 3rd and 4th fingers right hand have been crushed. A native of Preston, Lancashire. Plays a concertina outside publichouses, which he carries in a mahogany box. Left Boston about 6 months ago. Warrant issued. Information to Head Constable Bellamy, Boston. NORTHAMPTONSHIRE. 22.— Wellingboro' ( County).— For stealing 1 lady's gold buckle dress ring, 2 dark stones and diamond in centre ; 1 enamelled brooch, made of a 5- shilling piece, small ring fastened at back; 1 jubilee half- crown brooch, set in silver ring, gold colour; 1 small black tin cash- box, containing 2 or 3 fonrpenny pieces and a number of foreign coins, amongst which are 5 franc- pieces— A MAN, age 20 to 30, height 5 ft. 5 or 6 ft., complexion pale, hair brown, light brown moustache ; wearing short drab dust coat and black hard felt hat. Information to Snpt. Alexander, Wellingboro'. 23— Northampton ( Borough).— For failing to report— License Holder FRANCIS BIGGS, alias FRANCIS BRIGGS, FREDERICK BATES, GEO. ANDERSON, and FRANK BIGGS, Office No. 45748, age 52, height 5 ft. 9 in., complexion sallow, hair brown ( turning grey, bald), eyes grey, mole left side neck, cupping marks right side back, D on left side, man, woman, flag and mermaid outside and coat of arms inside left forearm, scar ( gunshot) inside right elbow. Sentenced at Huntingdon, 20th October, 1891, to 3 years penal servitude and 7 years police supervision for housebreaking. Licensed 18th January last. Left this borough in company with a man named Lowe, alias Wall, a notorious thief. Likely to be found in the company of ex- convicts. Warrant issued. Information to the Chief Constable of Northamp- ton. * PEMBROKESHIRE. 24.— Haverfordwest Castle ( County).— For indecent assault— JAMES M. OWENS, age 28, height 5 ft. 8 or 9 in., complexion fair, hair light brown, rather round- shouldered, awkward gait, speaks English imperfectly; dress, light cloth jacket and vest, melton cloth breeches and leggings, black hard felt hat. Information to the Chief Constable, Haverford- west Castle. SHROPSHIRE. 25.— Pontesbury ( County).— For assault on police, in November, 1890— RICHARD WOOD- BINE, alias EARRING DICK, and DICK BROWN, age 4o, height 5 ft. 7 or 8 in., stout build, complexion fresh, full round face, hair dark ( turning grey), slight moustache, bow- legged, pierced ears ( at times wearing rings in them) ; dress, pilot jacket and vest, brown cord trousers, lace boots. Works in quarries, public [ works, rail- ways, & c. as a labourer; may be found in company of poachers. Warrant issued. Information to Supt. Straffen, Pontesbury. 26.— Wellington ( County).— For stealing £ 4, 17th inst., at Shifnal— JAMES SHAKESPEARE, a groom, age 30, height 5 ft., complexion dark, clean shaved, slightly cross- eyed, stoops; dress, brown cloth jacket, vest, and breeches, drab leggings, black hard felt hat. May seek employ- ment at riding stables, or as an ostler. Warrant issued. Information to Chief Supt. Edwards, Wellington. SOMERSETSHIRE. 27. — Somerton ( County). — For larceny — EDWARD STACEY, age 24, height 5 ft. 6 or 7 in., complexion fresh, blotched face, hair dark brown or black, eyes dark brown ; dress, tweed suit and cap, brown overcoat with cape, lace boots. A coach painter. Warrant issued. Information to Supt. Perry, Somerton. 28.— Wiveliscombe ( County).— For embezzle- ment— WILLIAM HARWOOD, age 39, height 5 ft. 5 in., complexion fresh, hair light brown, eyes dark, first finger of left hand deficient, abscess scar left side under ribs ; dress, black suit or brown suit, with a patch on one knee of trousers, black bowler hat, side- spring boots. A baker ; native of Bridge- water. Is supposed to have gone to Cardiff. Warrant issued. Information to Supt. Ross, Wiveliscombe. 29.— Bath ( City)— For burglary, 23rd inst., and stealing 2 silver salt spoons, griffin's head shape, folded wings, claw bowl, " U. H. W. O." engraved thereon; 1 silver table spoon; 2 silver dessert spoons; 1 silver fork, " J. C." thereon; 2 silver dessert forks ; 4 silver teaspoons, engraved handles; 2 silver salt spoons; 2 silver- plated salt bowls, fluted, with claw feet, 63/ 109 stamped on bottom; 4 silver- plated egg spoons; 9 silver- plated forks, and 3 silver- plated knives, with mother- o'- pearl handles; 1 silver- plated table fork; 1 silver- plated fish knife and fork, broken off at handles— THREE MEN : 1st, ago about 40, height 5 ft. 2 in., rather stout build, wearing short jacket, and black cloth peak cap with knob at top. 2nd, age aboat 22, height about 5 ft. 6 in., complexion fair, clean shaved, wearing alpaca peak cap. 3rd, age about TUESDAY, APRIL 3 0 , 1894. STAFFORDSHIRE. 30.— Burslem ( County).— For larceny, 16th inst. — ABRAHAM HARTLEY, age about 30, height 5 ft. 8 or 9 in., stout build, complexion fresh, hair dark brown, heavy brown moustache, eyes brown; dress, black cloth coat and vest, black trousers, black hard hat, turn- down collar, lace boots.— WALTER HARTLEY or WELLS, age about 26, height 5 ft. 9 or 10 in., complexion fresh, bair light brown, slight light moustache and side whiskers, eyes blue; dress, black cloth coafc and vest, light cloth trousers, black hard liat, turn- down collar, spring- side boots. Warrant issued. 31.— Burslem ( Covmty). — For burglary, 19th inst., at Bagnall— THOMAS SMITH, age 50, height about 5 ft. in., complexion dark, rough face, hair and moustache ( turning grey) dark, whiskers about a month's growth; dress, long dark cloth coat, dark cloth trousers, old brown hat, muffler, lace boots. A farm labourer or cattle drover; native of Congle- ton. Has been convicted of felony at Congleton and Leek. Warrant issued. 32.— Burslem ( County).— For failing to report — License Holder JOHN CLE WES, alias JOHN HUGHES, and JOHN CLOWES, Office No. 45201, age 54, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes light brown, scar bridge of nose, fleshy mole on left cheek, and several scars on scalp, E. C., anchor, and V. R. inside right forearm, 22, a grenade and chevron inside left forearm. Sentenced at Stafford Assizes, 13th December, 1889, to 5 years penal servitude, for robbery. Licensed 12th September, 1893. P 582. Information to Chief Supt. Hill, Burslem. 33.— Longton ( County).— For embezzlement— WILLIAM STONE, alias FOSTER, age 29, height 5 ft. 7 or 8 in., complexion ruddy, hair and mous- tache dark brown; dressed, generally, in dark clothes. Native of Longhborough. Warrant issued. Information to Supt. Evans, Longton. SUFFOLK. 34.— Ipswich ( Borough).— For stealing, 14th inst.— A second- hand bicycle, cushion tyres, diamond frame, 26- inf' w1 ~ els, newly plated handles, no brake or mud- guai^, rat- trap pedals, black cranks, new saddle frame, and wheels black; and a " Mohawk" pneumatic safety bicycle, diamond frame, ball head with brake, no mud- guard, 2- in. red tyres, chipped in front, weight 32 lbs., " Mohawk " on bar on head, and crest with " Thompson & James, Model B " thereon— A MAN, age 19, height 5 ft. 3 in., complexion fresh, hair light, no whiskers or moustache; dress, black coat, grey trousers, hard felt hat. Information to Lt.- Col. Russell, Chief Constable, Ipswich. SURREY. 35.— Dorking ( County).— For stealing, 24th inst., at Headley, a brown gelding, about 7 years, 15 hands, star on forehead, light brown nose, long tail, slight mark on near knee, scar on off fore fetlock, near hind fetlock white, in fair condition; collar, chain traces and bridle— TWO MEN: Ist, age 23 to 25, height 5 ft. 3 or 4 in., complexion, hair and moustache, and eyes dark, peculiar expres- sion in eyes; 2nd, age about 21, height 5 ft. 2 in., complexion, hair and moustache, and eyes dark; both dressed in shabby dark clothing, and have the appearance of costermongers or horse copers. Information to Supt. His real name is McFARLANE, he is a native of Melbourne, and the son of a Melbourne professional criminal, and has lived by crime in the colonies for many years. He was tried at Sydney, in 1892, for stealing jewellery and acquitted, and afterwards sentenced to 3 months imprisonment at Brisbane. GEORGE WILMORE, to 5 years penal servitude, for stealing £ 4 by trick, in conjunction with McHarvey. His real name is ALFRED SHIRLEY, a native of Melbourne, a professional criminal, and associated with McHarvey. He left Australia about 5 years ago, and went to South Africa, and is believed to have been convicted at Johannisburg.
