REGULATIONS. 1. - All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be aihtressed to THIS JIDITOK OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, 2. Parlicv/, J rs concerning persons whose apprehension is sought toill be inserted in one issue of the POLICE F/'. ZETTE, if t hep are sufficient to enable action to be taken upon them by another force. 3. Parti hilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arlitle in question to be thereby identified. 4. In oil eases where a reivard is offered the name and address of some person responsible for the p iyment must be given, and the exact conditions be clearly stated. 5. Po/ traits of persons whose apprehension is sought for serious offences, and engravings of stoll r. property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense • of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anojficer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. j 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZE TTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings rohicA may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj s paper only, be , the usual " t r. i, and accompanied i" a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq- je, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond 4he number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOI GAZETTE, may be at once notified to the Editor. < C) C « J) The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. BUTTLESTONE McDOUALL, age 24, height 5 ft. 8 in., complexion fair, puffed face, hair light brown, slight light mous- tache, well educated, smart appearance ; dress, dark grey mourning suit, black hard felt hat, patent boots. Supposed native of Stranraer. Warrant issued. 2.— G Division.— For stealing, 7th ult., a pony and van ( recovered)— GEORGE GARDNER, age 26, height 5 ft. 3 in, hair and small moustache dark ; dress, dark coat, hard felt hat, with flat top. Well known at Sunbury.— A YOUTH, age about 16, height 5 ft. 2 in.; dress, light grey suit, black felt hat. 3.— G Division- — Portrait and description of FRANK WASHINGTON PYNE, late of 84, Farleigh Road, Stoke Newington, whose apprehension is sought for fraud, 6th ult.— Age 24, looks older, height about 5 ft. 7 in., complexion, hair and moustache dark, eyes dark grey, a little near- sighted ; dress, blue overcoat, velvet collar, striped trousers, black tie with light stripes, black hard felt hat. A clerk; of good appearance and very plausible manner. Can sketch well. A native of Lancing, Sussex. Warrant issued. 4.— K Division.— For abandoning 2 children, at Barking Essex, 21st ult.— AUGUSTA DELEY- DERR1ERE, alias MRS. KING, a Swiss, age about 40, height 5 ft. 2 in., complexion, hair and eyes ( sunken) dark; dress, black cape and skirt, dark brown hat trimmed brown feather, button boots, may be wearing a brown ulster. Description of children : 1st, a boy, age 3 years, hair light browD, eyes hazel; dress, grey woollen frock, red twill quilted petticoat, black socks, brown leather shoes, black and white tam o' shanter hat; 2nd, a boy, " ge 3 ir. vr. fiis; dress, white woollen petticoat, grey flannelette night dress, white linen shirt, white woollen shoes. She advertises for laundry work from hotels, & c., represents herself as a lady of mean?, and that she adopts children for the love of them. She is well educated and teaches children the piano, and may seek such employment. Is accompanied by Eunice Mabel Mary Mason, who calls the woman " aunt,'' age 11, complexion fair, hair brown, left eye has been operated on; dress, generally red twill frock, white pinafore, black sailor hat, lace boots. Warrant issued. 5. — Y Division. — For fraud- FRANK A. RICHARDSON, a traveller, age 33, height 5 ft. lOf in., complexion fair, hair and moustache light, eyes blue, thin nose, frowns when speaking; dress, brown jacket and vest, grey trousers, high silk hat, low shoes. A native of Guildford, where he may visit. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6. — For embezzlement to a large amount — FRANK A. BOWEN, late of 5, Highbury Mansions, Highbury, N., age 35, height 5 ft. 6 in., complexion fair, hair, moustache, and pointed beard light; dress, dark clothes, high silk hat. A clerk ; was formerly in the 1st London Rifles. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. ABERDEENSHIRE. 7— Aberdeen ( City). — For obtaining £ 6 by fraud, 6th Jan.— JOHN MORRIS, alias JOHN THOMAS HAWTIN, and JOHN MORBY, age 26, height 5 ft. 6 in., complexion fresh, round face, hair brown, eyes blue. An American, gave his address as 224, Cilporn, Marylebone, London. A betting man, frequents race- courses. Was apprehended for this offence, but forfeited his bail on 15th ult. Was sentenced at the Central Criminal Court, London, 25th May, 1889, to 12 months imprison- ment for robbery; at Handsworth, 20th Feb., 1891, 8 ' THE POLICE GAZETTE. FRIDAY, MARCH 2, 1894. 3 months for theft; and at Salford Borough Sessions, 11th May, 1893, to 7 months imprisonment. Warrant issued. Information to Chief Constable Wyness, Aberdeen. CAMBRIDGESHIRE. 8. — Cambridge ( Borough). — For obtaining, 13th ult., 2 Axminster rugs, on a forged order— A man, giving the name of ORR, age about 30, height 5 ft. 10 in.; dressed in dark clothes, with white apron round waist. Is identical with the man described in Cases 55 and 104, 23rd ult. Warrant issued. lnfoi mation to Chief Constable Innes, Cambridge. DEVONSHIRE. 9. — Torriflgton ( County). — For obtaining money by false pretences— J. SMITH ( supposed false), age 28 or 29, height about 5 ft. 8 in., stout build, broad shoulders, complexion fresh, full face, hair and moustache light; wears light brown over- coat, hard brown hat, leather shoes, gaiters, kid gloves,, and several flash rings; of gentlemanly appear- ance and address. This man calls on publicans and shopkeepers, representing himself as agent for A. Ellis, Stra- monium Cigarette Manufacturer, 56, Mile End, London, and offers the cigarettes for sale, promising to make the purchaser sole agent for the district. Upon effecting a sale, he immediately decamps. The cigarettes are found to be worthless. See Special Notice, page 1, Police Gazette, 15th Dec. last. Warrant issued. Information to Supt. Buchanan, Torrington. DENBIGHSHIRE. 10. — Denbigh ( County). — 20th ult., for ob- taining £ 8 2s. by false pretences— A man, who gave the name of C. ROSE or C. J. ROSE, 56, Cephas Street, London, age about 40, height 5 ft. 7 in., hair dark brown, cast in one eye, supposed left, may be wearing an eye- glass. Had with him two tin boxes. His modus operandi is to call on shopkeepers, & c., and induce them to become agents for Rose's Bronchial Cigarettes, on the pretence that they will be appointed sole agents, supplied with an automatic machine and thousands of circulars with their names thereon. See special notice, page 1, Police Gazette, 15th December last. Warrant issued. Information to Supt. Jone3, Denbigh. DORSETSHIRE. 11.— Poole ( County). — For obtaining £ 20 by false pretences, 24th ult.— W. M. DOWSE ( sup- posed false), age about 30, height 5 ft. 8 or 9 in., rather slight build, complexion sallow, thin face, hair light brown, small light moustache; dress, blue rib serge suit, black bowler hat, lace boots, blue or dark overcoat; the appearance of a sailor. He talks chiefly about Grimsby fishing trawlers. May have in his possession fictitious cheques on the Shropshire Banking Company. Warrant issued. Information to Deputy Chief Constable Hainea, Poole. GLOUCESTERSHIRE. 12.— Gloucester ( County).— For obtaining by false pretences, 13th ult.. a lady's open- face silver geneva watch, No. 3172— FRANK NICHOLLS, alias FRANKS, a Russian Pole, age about 30, height 5 ft. 10 in., sharp, thin features, hair light brown, heavy sandy moustache; dress, blue pilot overcoat, round dark jacket, dark vest and trousers, brown cloth cap. A linguist, but speaks very broken English. Since Christmas he has acted as an auctioneer's porter attending markets, but was formerly engaged with circuses, and it is supposed he may again seek similar employment. Warrant issued. Information to Supt. Phil pott, Gloucester. HAMPSHIRE. 13— Alton ( County).— For sacrilege, 18th ult.— FRANCIS HERBERT, age 39, height 5 ft. 4|- in., complexion fair, bair and moustache light brown, eyes grey ; dress, blue cloth overcoat, velvet collar, usual pockets, dark tweed jacket and vest, grey and black stripe trousers, white front, turn- down collar, black necktie, side- spring boots, very shabby. Is on tramp; left Winchester 19th ult., going in direction of Southampton. A native of London, stated he belonged to the Army Reserve and had served in the Army Service Corps. Warrant issued. Information to Inspector Hawkins, Alton. 14.— Bitterne ( County).— For stealing £ 9 7s. 3d. ( bailee)— GEORGE DANIEL SNELLING, age about 40. height about 5 ft. 9 in., complexion fresh, hair brown, heavy moustache and beard ( trimmed to a point) inclined to sandy; dress, dark blue overcoat, light trousers, light close- fitting cap. A county court bailiff. Native of Southampton. Warrant issued. 15.— Bitterne ( County). — For sacrilege — FRANCIS HERBERT, ago about 29, height 5 ft. 4 or 5 in., complexion fair, hair and moustache light brown, eyes grey; dress, dark blue overcoat, velvet collar, usual pockets, dark tweed coat and vest, grey and black stripe trousers. White front, turn- down collar, black necktie, aide- spring boots. Is believed to belong to the Army Reserve. Information to Supt. Matthews, Bitterne. HERTFORDSHIRE. 16. — Hemel Hempstead ( County). — For assaulting a boy, 7th, 8th, 9th, 10th, and 11th nit. — GEORGE ARTHUR STEAD, age about 30, height 5 ft. 2 or 3 in., complexion florid, bloated, hair and moustache light, eyes blue ; dress, brown jacket and vest, dark trousers, peak cap. Is fond of drink. A schoolmaster, late of 16, Philip- road, Peckham Rye. Warrant issued. 17. — Hemel Hempstead ( County). — For deserting his wife and children, leaving them charge- able to the Hemel Hempstead Union— GEORGE FOSTER, age 30, height 5 ft. 10 in., complexion ruddy, hair light brown, eyea blue, top of fingers right hand deficient; dress, black pilot jacket, dark trousers, grey cloth cap. Is fond of drink and loose company. A painter; native of Hemel Hempstead. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. ISLE OF ELY. 18.— March ( County).— For obtaining, 24th ult., 8 lbs. of beef by false pretences— WILLIAM CHRISTMAS, age 30, height 5 ft. 4£ in., slight build, complexion rather dark, small features, small sandy brown moustache, hair dark, eyes brown, slight scar left eyebrow, brown spot inside right forearm, slightly deaf, active appearance; dress, old blue serge jacket, light brown check cloth vest, black cloth trousers, faded black cloth cap, light lace boots. May seek work with threshing machines or straw presses. A labourer; formerly an engine- cleaner on the Great Eastern Railway. Warrant issued. Information to Deputy Chief Constable Burrows, March. KENT. 19— Dover ( Borough).— For deserting his wife, leaving her chargeable to the Dover Union— PETER PICKETT, age about 60, height about 5 ft. 10 in., complexion fresh, hair grey ; dressed in old dark clothes. Warrant issued. 20. — Dover ( Borough). — For embezzling £ 2 16s. 9d.— ARTHUR SWAIN, age 25, height- 5 ft. 8 or 9 in., complexion fair, hair light, eyea blue; dress, greyish tweed suit, black hard felt hat; a groom or porter. Native of Dover. Warrant issued. Information to Supt. Sanders, Dover. 21. — Tunbridge Wells ( Borough). — For larceny, 4th ult,— EMILY HOLM WOOD, age 16, height 5 ft. 4 in., complexion fresh, hair dark, scar left, thumb ; dress, blue serge dress, black corded jacket, black btraw hat, trimmed violet velvet and lilac, kid button boots. Carried a small white basket when she left on 4th ult. May be found in the neighbourhood of Brockley, or Russell Square, London. Warrant issued. Information to Chief Constable Prior, Tuubridge Wells. LANARKSHIRE. 22.— Wishaw ( County).— Yov abandoning her child— MARY JANE SHIELDS, age 26, height 5 ft., alight build, complexion very dark, thin features, bair and eyes black, speaks with Scotch accent; a domestic servant or mill worker. Native of Carfin, Lanarkshire. She may be found cohabiting with William Rankine, a slater or plasterer, who is well known amongst slaters in Glasgow and West of Scotland. Warrant issued. LEICESTERSHIRE. 23.— Melton Mowbray ( County).— For the defilement of a girl, age 11 yeara, 17th ult.— ARTHUR KING, alias BUNYAN, ago 40, height about 5 ft. 7 in., complexion fair, hair brown, slight s- andy moustache, tattoo marks on one arm, rather haggard appearance; dress, old dark pilot jacket, old fustian vest and trousers, the latter patched at knee, red neckercbief, check single- peak cap. Warrant issued. Information to Supt. Bott, Melton Mowbray. 24.— Leicester ( Borough).— For cruelty to a child, between September, 1893, and 9th ult.— ISAAC FLINT, age 35, height 5 ft. 9 or 10 in., well built, complexion fresh, hair dark brown, side- whiskers and moustache brown. A bricklayer's labourer.— MARY ANN CART WRIGHT, age about 35, medium height, complexion dark, small eyes, well dressed. They absconded 9th ult., having with them MARTHA ANN FLINT, aged 10. Supposed on tramp, and making their way to Wolverhampton, where the woman's mother resides. Warrant issued. 25. — Leicester ( Borough). — For uttering a forged promissory note for £ 10, 13th Jan.— JOHN THOMAS SHELTON, alias JOHN DALBY, age 47, height 5 ft. 7 in., complexion fresh, hair ( turning grey), whiskers, moustache, and beard ( pointed at chin) dark, eyes hazel, mole on chest, wears silk hat, brown tweed overcoat with cape, gentlemanly appearance, and plausible manner. Was formerly in the 14th Hussars, and was arrested for desertion in 1876. Warrant issued. 26.— Leicester ( Borough). — For stealing, by means of a trick, 24th ult., a Pneumatic Safety Bicycle, " Dunlop" tyrea, 1894, diamond frame, ball bear- ings throughout, maker, " Heighten, Elton, Peter- borough," stamped on frame, weight 82 lbs. ( nearly new), rat- trap pedals, brown leather saddle, stamped " Birmingham"— A MAN, age about 26, height 5 ft. 6 in., hair and moustache light; dress, dark jacket and trousers, black billycock hat; slovenly gait. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 27.— Louth ( Borough). — For sacrilege, 13th ult. — HECTOR SCHOFIELD, an organ builder, age 29, height 5 ft. 9 in., complexion fresh, hair light brown, heavy moustache sandy, eyes blue, rather prominent front teeth, scar bridge of nose and under left eye: wearing black or grey tweed jacket and vest; shabby appearance. His modus operandi ia to go to the caretaker of a church or chapel, stating he haa come to repair the organ ; using the name of some prominent member who he states told him where to get the keys, he thus obtains admission, and clears the mission boxes. He stated he was employed by Messrs. Foster it- Andrews, organ builders, of Hull. Native of Chesterfield. Previously convicted of aimilar offences at Sheffield, Mansfield, and Stockport. Warrant issued. Information to Head Constable Barham, Louth. NORTHAMPTONSHIRE. 28.— Northampton ( County).— For obtaining food and lodgings and money, by false pretences, 7th ult.— A MAN, age 40 to 45, height 5 ft. 7 or 8 in., complexion very florid, blotched, hair dark brown, bald on top, running sore on right cheek; dress, dark brown or black overcoat with velvet collar, dark brown trousers, black hard felt hat, white turn- down collar with large corners, stripe tie, lace boots. NORTHUMBERLAND. 29.— Newcastle- on- Tyne ( City). — Portrait and description of KATE PRICE, who escaped from police at Birmingham Railway Station, 22nd ult., charged with stealing jewellery to the value of .£ 200— age 21. height, 5 ft. in , complexion fresh, hair dark brown, fringe in front, eyes grey, mole Tight forearm ; dress, dark brown dress, long dark brown cloth jacket, with short cape attached, trimmed light brown fur, small blue hat, trimmed bine or green feather. Supposed to bs a Jewess. Native of Penrith, but has resided mostly in London Her husband is under remand on the same charge. Information to Capt. Nicholls, Chief Constable, N" 6wcastle- on- Tyne. NOTTINGHAMSHIRE. 30. — Nottingham ( County). — For horse- stealing, at Edwalton— A MAN, age 5^ to 60, height 5 ft. 9 in., hair, full beard, and moustache grey; dress, dark jacket suit, hard round felt hat. Information to Deputy Chief Constable Hallam, Nottingham. OXFORDSHIRE. 31.— Witney ( County).— For deserting his family — HENRY" WILLIAM PRIOR, age 26, height 5 ft. in., complexion fresh, hair brown, slight side whiskers and moustache, eyes hazel, is left handed; dress, black jacket and vest, corduroy • trousers. A bricklayer, late of Bampton, Oxford Belongs to the Army Reserve, having been dis- charged from Chatham Division, Royal Engineers, about two years ago. Hid in his possession a safety bicycle, maker, " Coxeter, Abingdon." Warrant issued. 32. — Witney ( County).— For embezzlement— CHARLES EDWARD LOWE, ago 22, height 5 ft. 5 or 6 in., complexion fair, hair and mous tache light brown, eyes blue; dress, light Oxford • tweed or blue serge suit. A baker. Warrant issued. Information to Supt. Leech, Witney. 33.— Oxford ( City).— For obtaining by false pretences 2 Axminster hearth- rugs, 6 ft. by 3 ft ( 1 banner design, dark blue one end, and centre and other end shaded dark crimson, the other very light floral design, large stem running up centre, and leaves resembling water lily), both fringed — A man giving the name of ANDRE WS, age about 35, height 5 ft. 9 or 10 in., slight build, hair and moustache light; wears black overcoat, hard hat, and white apron round waist. He obtained a bill- head from a furniture dealer, wrote ah order for 1J rugs, then went to another firm and represented that he was sent for the goods, as bis employers had none in stock. He left, on 19th ult., for Chelten- ham, where he committed a similar offence. See • Cases Nos. 8, 41, and 53, also Cases Nos. 28 and 90, 16th nit., and 34, 55, and 104, 23rd ult. SHROPSHIRE. 34. — Church Stretton ( County). — For larceny ( bailee) — GILBERT EDWARD MAT- THEWS, nge 26, height 5 ft. 8 in., complexion ruddy, rather full face, hair dark brown, supposed clean shaved, slight impediment in speech, walks erect, with short quick steps; dress brown plaid suit, cloth cap, turn down collar, lace boots. A watch and clock cleaner, late of Bishops Castle See Case No. 24, 19th May, 1893. Warrant issued. Information to Inspector Lewis, Church Stretton. SOMERSETSHIRE. 35.— Frome ( County).— For larceny, 13th ult., at Radstock— JOHN LEACH, age 24, height 5 ft. 4 or 5 in., complexion fresh, hair ( thin in front) and moustache light, anchor, rope, and 6 dots tattooed on left arm ; dress, black coat and vest, dark cord trousers, black bowler hat, silk neckerchief, heavy lace boots. A labourer; native of Frog- lane, Salisbury. Warrant issued. Information to Snpt. Williams, Frome. 36.— Glastonbury ( County).— For obtaining, 12th ult., 33 calves, by false pretences— G. GUNN ( suppose'd false), age 30, height 5 ft. 10 in., slight build, complexion, hair and moustache dark, rather sunken eyes; wears drab mackintosh, brown leather leggings, and cap. Warrant issued. This man, in September last, took lodgings with a widow in Southampton, represented himself as a Viscount in the peerage of Ireland, with property in- various parts of England, Ireland, and Scotland, and that he was a retired Surgeon- Major of the Indian Medical Service. He married the widow ( a lodging- house keeper), obtained a loan on her valuables, swindled various tradesmen, and ah- conded. He has acted in a similar manner in various parts of England, until he was arrested at Norwood. His antecedents cannot he traced prior to September last.
