Part icv/ j rs concerning persons whose apprehension is sought mill be inserted in one issue of the POLICE (/ V^ ETTH, if they are sufficient to enable action to be taken upon them by another force. Parti hilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the artiile in question to be thereby identified. In iill trues where a reward is offered the name and address of some person responsible for the p* jymmt must be given, and the exact conditions be clearly stated. Pot irr aits of persons whose apprehension is sought for serious offences, and engravings of stuh r. property, will be prominently inserted, with detailed particulars, at a cost of 15j. per portrait, and of 7s. fid. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 3. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 2. 3. 6. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE ( JAZKITE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion uf any announcement, Kill be wholly responsible for any proceedings whic\ may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq ue, crossed " Drummond $[ Co.," Post Office Order payable at Parliament- st., Postal Order, or t » Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. ( C) ( d) The following is a copy of the order which governs the sirculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly sxpressed in relation to the following points— ( o) The amount of the reward, ( b) The conditions on which it is payable, ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. S. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the r « ward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Felice Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. MURDER. 1.— p Division.— Woodcut portrait and description of FRED or FREDERICK FOSTER, whose apprehension is sought for the wilful murder of Ann Maria Long, on 3rd ult.— Age 32, height 5 ft. 9 in., rather stout build, complexion pale, hair ( curly) dark brown, heavy dark moustache ( curled at ends), small hairy mole under right eye, deep dimple in chin; smart appearance, reserved in manner; dress, long black overcoat, dark trousers, white front, stand- up collar, black felt hat ( narrow brim), lace boots. Warrant issued. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, s. w. ESSEX. £ 50 REWARD. MURDER. 2.— Colchester { Borough). — Wood- cut portrait and description of ARTHUR BLATCH, whose apprehension is sought for the wilful murder of Alfred Welch, on 8th ult.— Age about 36, height 5 ft. 8 or 9 in., slight build, complexion pale, thin face, hollow cheeks, hair and moustache dark brown, eyes dark ( small), cartilage of throat very prominent, a great smoker and his teeth are discoloured, narrow chest; walks with quick, short steps. Has suffered from an injury to the spine and frequently stoops a little when walking. His left foot was sprained some years ago which occasionally causes slight lameness; dress, when last seen, new black covert coat, velvet collar, black- and- white mixture suit, and black hard felt hat, " Gardiner, Whitechapel," inside. He may assume the name of Jackson. Has recently been ill and may affect illness again. Fond of fishing; and bagatelle. © O Blatch has been travelling the country, taking cheap photographs with a small camera belonging to the NationalPhoto. Co. London, and has recently visited the South Coast watering places. He has travelled with performing canaries and goldfinches. See Case No. 78, 15th ult. Warrant issued. He is a discharged soldier, and is very fond of boasting. Warrant issued. 5.— D Division.— For stealing, 10th inst.— 1 buckle- shape gold brooch, set round with diamonds, 1 pearl each side in contre; I pair large egg- shape pearl and diamond earrings; 1 gold oval brooch, set topaz, hair in centre; 2 small gold safety- pin brooches ( 1 set horseshoe in pearls, 1 supposed set riding whip in pearls), in red leather case ; a large gold bar- shape brooch, forming 3 horseshoes, set peails ; a gold filigree ditto, open fan shape ; a gold butterfly ditto, set coloured stones; a small 3 bar gold and enamel ditto; a small round topaz ditto, set gold; 1 gold half- hoop diamond ring; 1 ditto, set diamonds and rubies alternately; 1 gold ring, set large turquoise, square setting; 1 marquise gold ring, large sapphire in centre surrounded with diamonds ; 1 ditto mourning, an urn and figure each side, and " Rigby " and dates inside ; a lady's gold demi- hunter watch, lever make, chased back ; a gold chain, close square links; a massive gold locket, " C. A. S." in monogram thereon, photo of a gent inside; a gold pencil- case ( old); some false teeth, set in gold; 9 gold studs, in case; 1 gentleman's thick gold ring, set 2 diamonds, ruby in centre; lady's silver English lever watch, '' J. P." stamped on bow ; small gold chain, round gold locket ( photo of the Queen and a girl inside) attached ; 1 spade guinea; 1 lion sixpence; 2 silver tea spoons, apostle pattern ; a gold bracelet, twisted pattern ; 2 small pearl shirt studs; 1 blue beaver overcoat, black velvet collar, a pair of gloves and cigarette- case in pocket; 1 pair gentleman's nearly new button boots ; 1 black leather band- bag; 1 gentleman's umbrella, Empire twill on inside; 1 sapphire scarf pin, surrounded with pearls ( convertible to stud); 1 small silver charm, sleigh pattern ; 1 small silver pin, bell- shape ; 1 emerald scarf pin, set in gold ; 1 set of large gold shirt studs; 1 set of cat's- eye shirt studs; several silk and cambric handkerchiefs, marked " S. G. Barwell," " F. W. Barwell," and " F. B. W." ; 1 set small gold brooch and earrings, star pattern ; and 1 dark ruby stud— ISABELLA BROWN, alias GRAIN, and WILKINS, age about 24, height 5 ft. 1 or 2 in., complexion dark, hair dark brown, eyes grey, oval face, several front teeth deficient, red birthmark right side of nose, peculiar walk, as if bow- legged; dressed dark clothes. Has been in service in Liverpool, Dublin, and Isle of Man, and may be found at one of those places. Supposed accompanied by WILLIAM HENRY BROWN, alias WILKINS, age 24, short, hair cut short, very fair; believed to be a deserter from Army; dressed in dark clothes ; respectable appearance. Warrant issued. 6.— E Division.— For obtaining pianos by false pretences— JOSEPH LEVY, alias A. J. WINTER- FIELD, a German, age about 45, height 5 ft. 6 in., complexion fresb, hair, beard, whiskers and mous- tache reddish brown ; well dressed, usually wears brown hat. Is said to reside with his wife at 202 or 203, Westminster- road, Liverpool, in name of Feld or Field. Warrant issued. 7.— v Division. — For stealing £ 33 6s. 6d.; a banker's cheque for £ 6; and a 10s. postal or Jer— ALFRED MURRELL, age 17, height 5 ft. 5 in., complexion fair, thin face, hair light, eyes blue, stoops when walking; dress, black overcoat, grey coat and vest, cord trorisers, black hard felt hat, lace boots. A native of Kingston- on- Thames. Abeconded 16th inst. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. tie, red spots ; 1 dark blue silk tie; 2 white silk scarfs; 1 imitation pearl scarf- pin; 1 pair of kid gloves, spring fastenings ; 5 collars ( 2 marked " W. Bird," 1 " H. P. Tabon," 1 " F. Wood"; 2 pairs socks; 1 old night shirt; 1 cricketting shirt; 2 pockethandkerchiefs ( 1 marked " H. P. T." in red cotton, 1 " C. F. W." in ink) ; 1 leather purse; 1 pair of tailor's scissors, maker, " Titmas"— A MAN, age about 30, height 5 ft. 5 in., clean shaved ; dress, dark brown overcoat and trousers, silk necktie, no collar, button boots. Supposed to be a member of the Tailors' Association, and may call on secretaries for relief. Information to Chief Constable Thody, Bedford. 9.— Luton ( Borough).— For stealing, 28th Nov., 1893, 2 pairs lace curtains ; 2 pairs chenille curtains; 1 pair tapestry curtains; and 3 hearthrugs— GEORGE GODDARD, age about 53, height about 5 ft. 6 in., stout build, very broad shoulders, full face, clean shaved ; dresses a3 a dealer, and generally wears gaiters and broad brim felt hat. A horse- dealer, late of Cockernhoe, Herts. Warrant issued. Information to Chief Constable Jaquest, Luton. BERKSHIRE. 10— Reading ( Borough).— For stealing, 2nd vH, , a Humber pattern diamond frame safety bicycle, 28 in. wheels, fitted with 1892 clincher pneumatic tyres, ball bearings throughout, frame enamelled black, handle bar and hubs plated, no brake or mud- guard round cranks, painted black, with lamp pouch, spanner, and oil can— HARRY STRONG, alias GEORGE WEBB, and GEORGE MUNDAY, age 20, height 5 ft. 6 in., complexion and hair dark, eyes hazel, scar on right cheek, mole on right fore- arm. May endeavour to enlist. Warrant issued. Information to Head Constable Tewsley, Reading. BRECONSHIRE. 11. — Crickhowell ( County). — For stealing £ 4 16s.— DAVID PRICE, age 18, height 5 ft. 3 in., slight build, complexion fair, hair light; dress, dirty brown suit, brown plaid mackintosh with cape, brown cap, lace boots. Native of Brynmawr. Last heard of at Newport, Monmouth. Warrant issued. Information to Supt. Winterson, Crickhowell, or Sergeant Williams, Brynmawr. CAMBRIDGESHIRE. 12.— Cambridge ( Borough).— For shopbreak- ing, 7th inst, and stealing 1 gentleman's silver watch, piece chipped off dial; 1 silver brooch, oval shape, flower engraved thereon; 1 silver bracelet, with heart shape locket and 3d. piece ( C. A. P. engraved thereon) attached; 1 silver necklet with locket containing photograph of a gentleman; 1 gentleman's gold albert chain with swing locket, blue enamel, imitation dog's- head thereon; 1 lady's new purse; 2 old purses; and about £ 45 cash— THREE MEN: 1st, age 35, height 5 ft. 6 in., complexion fair, slight light moustache, wearing brown overcoat, black hard felt hat, brown kid gloves; carried a silver mounted walking stick. This man is supposed to have been concerned in two cases of housebreaking at Cambridge, on 1st and 11th October last. 2nd, age 25, height 5 ft. 4 in., complexion dark, slight dark moustacke, scar over eye3 which appear small and contracted, wearing dark overcoat, black felt hat. 3rd, age 30, height 5 ft. 4 in., complexion fair, slight light moustache, wearing light overcoat, black hard felt hat. Information to Chief Constable Innes, Cambridge. He called at a clothier's shop and represented himself as a well known tradesman in the town, and requested that the clothing be sent to his lodg- ings, which ho had obtained two hours previously. Immediately the clothos were delivered, he decamped with same. Information to Supt. Walker, Altrincham. 14.— Middlewich ( County). — For stealing a gold geneva watch, " Edward Bonghey" scratched inside case, silver chain attached; 1 dark stripe, and 1 black waistcoat, and a pair of black trousers — ANDREW GOODALL, a Scotchman, age 48 to 50, height 5 ft. 11 in., complexion swarthy, hair dark, goatee beard, one eye very prominent. The appearance of an American; wearing long black frock coat, black flat top hat. Warrant issued. Information to Supt. Large, Middlewich. 15.— Macclesfield ( Borough).— For obtaining, 16th ult., £ 17 8s., by a fictitious cheque— JAMES LEE, or LEES, alias BEER, age about 25, height 5 ft. 5 in., hair brown, small moustache, eyes grey, may be wearing mixture suit, and black hard felt hat. He left Macclesfield, 16th ult., for Stockport, where he rebooked for Newcastle- on- Tyne, but did not arrive there. He was accompanied by his wife with a baby in arms. An eating- house keeper and greengrocer; native of Congleton, Cheshire, where he has been convicted of larceny. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. CUMBERLAND. 16.— Wigton' ( County),— For obtaining a cart, by false pretences, on or about 20th December, 1892 — ADAM TURNER, age about 60, height 5 ft. 6 or 7 in., stout build, complexion florid, hair ( turning grey) ginger, lame. A general dealer; formerly of Cumdivock, near Carlisle. Warrant issued. 17.— Wigton ( County).— For stealing ( bailee) a suit of clothes ; 1 waterproof ; and a pair of shoes, 29th Oct., 1893— JOHN TAYLOR, or MICHAEL DEMPSEY, age 25 to 30, height 5 ft. 7 or 8 in., complexion fair, rather thin face, hair ( cut short) dark brown, slight sandy moustache, right thumb deformed, left- handed. A farm labourer. Warrant issued. Information to Supt. Hodgson, Wigton. BEDFORDSHIRE. 8.— Bedford ( Borough). — For obtaining food and lodgings by false pretences, also for stealing, 1 white silk chintz tie ( scarf- pin attached) ; 1 grey CHESHIRE. 13.— Altrincham ( County).— For stealing, 12th inst.— 1 blue- grey tweed suit; 1 groy tweed suit, medium shade, broken check ; 1 black worsted coat and vest, bound, ( all round jackets); 1 blue vicuna double- breasted coat and vest, with a pattern slightly raised in silk; 1 pair trousers, narrow blue stripe worsted, lined to calf, strap and buckle, seat pocket; 1 pair trousers, fancy worsted, lavender shade, mixed gold or brown; 1 blue beaver overcoat, black velvet collar, lined black; 1 black rough serge overcoat, bound, black velvet collar, lined black — A MAN, age about 30, height 5 ft. 7 or 8 in., complexion swarthy, hair dark, clean shaved, foreign appearance; dress, blue single- breasted jacket, cut square in front, vest of same material, slate grey trousers ( all much worn). DENBIGHSHIRE. 18. — Wrexham ( County). — For stealing 1 lady's gold lever watch, gold face, steel hands, engraved cases ; 1 long gold chain ; 2 gold brooches; silver do. ( 1 made from an Indian war medal, " Sergt. John Griffiths " around edge ; 1 made from clasp, " The Relief of Lucknow" thereon; the other, fancy frame ( photo, of a man in centre); 1 gold ring in case ; 2 stone brooches ; and two white linen table cloths— FRANK BOND, age about 50, height about 5 ft. 10 in., slight build, complex on fresh, long features, large nose, hair light brown ( thin in front and bald on top), light mouatache, full blue eyes, large long front teeth, smart appear- ance ; dress, blue serge coat and vest, plaid trousers, shabby light brown felt hat, brown shoes. Formerly a bank clerk. Warrant issued. Information to Deputy Chief Constable Vaughan, Wrexham. GLAMORGANSHIRE. 19. — Swansea ( Borough). — For stealing, between 10th and 14th inst.— 1 lady's gold keyless watch, long cable chain attached; 1 15- carat gold geneva watch, open face, long gold chain, small pattern, open link; 1 18- carat gold signet ring, set red stone, heart shape ( enlarged) ; 1 gentleman's 9- carat gold snake ring; 1 lady's 18- carat keeper ring; 1 new wedding ring; 1 fancy dress ring, blue stones, diamond centre; 1 sapphire ring, strap and buckle pattern; 1 pearl and emerald ring, small stones ; 1 baby's ring, set with rubies ; 1 lady's gold brooch, set pearls in shape of cross; 1 gold brooch, set purple stone ( old- fashioned) ; 2 cameo brooches, TUESDAY, FEBRUARY 1 3 , 1894. T H E POLICE GAZETTE. 3 set in gold; 1 set siher brooch and earrings, set with malachite in the shape of wheat; 1 set silver brooch and earrings, plain, place for photo at back of brooch— GEORGE MILLAR ( supposed false), a German, age 36, height 5 ft. 8 in., stout build, short neck, complexion fair, hair ( bald on top) and slight moustache light. This man lodged in the house, representing that he was working up a trade in men's mercery, he being part owner of a warehouse at Clerkenwell, London. He left on 13th inst. Warrant issued. Information to Chief Constable Colquhoun, Swansea. GLOUCESTERSHIRE. 20.— Chipping Sodbury ( County). — For attempting to murder a police constable by slab- bing, on 24th November, 1893— JAMES EDWARD MUNCKTON, alias JAMES GOULD, and HENRY CANTER, age 40, height 5 ft. 7 in. without shoes, complexion fresh, hair ( inclined to curl, thin on top) and moustache brown, eyes dark grey, scar back of right upper arm, smart appear- ance; dress, brown overcoat with velvet collar, brown coat and vest, stripe moleskin trousers, dark silk neckerchief, white bowler hat, black leather leggings, lace boots ( fronts cut through and sewn over), was wearing a steel chain and silver watch; frequently changes his dress. Is much addicted to drink ; a tramping saddler. Native of Coombe St. Nicholas, Somerset. Has been in the Horse Artillery. Warrant issued. Information to Supt. Critchley, Chipping Sodbury. 21.— Northleach ( County).— For embezzlement — GEORGE HENRY DAVENPORT, late relieving officer of the Northleach Union, age about 40, height about 5 ft. 6 in., complexion fresh, hair ( turning grey) dark brown, bushy whiskers and moustache brown, eyes hazel; dress, supposed, black rib coat and vest, blue cloth trousers with black stripes, black hard hat. Formerly a school master, and supposed native of Cirencester. Was last seen at Bristol. Warrant issued. Information to Supt. Everiss, Northleach. HAMPSHIRE. 22.— Aldershot ( County).— For stealing a post office savings' bank book, 11th November last— JAMES TURNER, age 20, height 5 ft. 5^ in., complexion fresh, hair brown, eyes blue, 6Car centre of chest and on back. A native of Bethnal Green, London ; is a deserter from the Army. Warrant issued. Information to the Deputy Chief Constable, Aldershot. 23.— Bitterne ( County).— For failing to report — License Holder EDWARD JOSEPH BANKS, Office No. 44835, age 30, height 5 ft. 8 in., com- plexion fresh, hair brown, eye3 grey, mole right cheek and upper and fore part of right arm, 2 back of right shoulder, and 1 right side of neck, 2 left side of neck, and outside left forearm. Sentenced at Manchester Assizes, 11th May, 1889, to 5 years penal servitude for stealing a post letter. Licensed 18th February, 1893. P 222. Information to Supt. Matthews, Bitterne. 24. — Southampton ( Borough). — Woodcut portrait and description of JAMES WILLIAM FLETCHER, whose apprehension is sought for stealing £ 24, on 25th ult.— Age 34, height 5 ft. 6 or 7 in., complexion fair, hair ( turning grey) brown, eyes blue or grey; dress, brown overcoat, pepper- and- salt colour breoches and gaiters, light cloth cap. Has been in the King's Royal Rifles. A native of Woolston, Southampton. Warrant issued. Information to Chief Constable Berry, Southamp- ton. HEREFORDSHIRE. 25.— Ledbury ( County).— For obtaining money by false pretences, 12th inst.— WILLIAM JAMES, alias HEREFORD JACK, a tramping labourer, age 54, height 5 ft. 6 or 7 in., complexion sallow, hair ( turning grey) dark, eyes hazel, draws his mouth on one side, and twitches his eyes when talking, bad on his feet; dress, dark plaid jacket ( much worn), light plaid vest, cotton cord breeches, Mack leather leggings, soft grey hat, strong boots. Sleeps in common lodgin - houses, out- buildings, & c. Native of Hereford. Warrant issued. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 26.— Ware ( County).— For obtaining money by false pretences— GEORGE, alias FRANK READ of Walkern, Herts, age 27, height 5 ft. 8 in., slight build, complexion fair, hair light, sandy moustache, mutton chop whiskers, red eyelids, high cheekbones, pockmarked, speaks in a low husky voice, carried his right arm in a sling ; dress, light brown suit, small check cloth cap, dark overcoat.
