REGULATIONS. 1. • » All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be athtressed to THE JIDITOE OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, K. W. 2. Fart it I7J> rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE F/', ZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Part I'Ucurs as to stolen property will be likewise inserted in one issue, if sufficient to enable the art I lie in question to be thereby identified. 4. In till oases where a reward is offered the name and address of some person responsible for the f t ' jirent must be given, and the exact conditions be clearly stated. 6. Po/ trails of persons whose apprehension is sought for serious offences, and engravings of stall r. property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. ^ 9- The force which causes particulars concerning delinquents or stolen property to be inserted i » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for ajiy proceedings whicn mat/ result from such publication. 11. Announce'irivnt* f0r* lhe Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq je, crossed " Drummond < Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or « i » Stamps. 13. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, er reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2, No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. MURDER. ?.— F Division.— Woodcut portrait and description of FRED or FREDERICK FOSTER, whose apprehension is sought for the wilful murder of Ann Maria Long, on 3rd ult.— Age 32, height 5 ft. 9 in., rather stout build, complexion pale, hair ( curly) dark brown, heavy dark moustache ( curled at ends), small hairy mole under right eye, deep dimple in chin ; smart appearance, reserved in manner; dress, long black overcoat, dark trousers, white front, stand- up collar, black felt hat ( narrow brim), lace boots. Warrant issued. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, S. W. ESSEX. MURDER. 2.— Colchester { Borough). — Wood- cut portrait and description of ARTHUR BLATCH, whose apprehension is sought for the wilful murder of Alfred Welch, on 8th ult. — Age about 35, height about 5 ft. 8 in., slight build, complexion pale, thin face, rather high cheekoones, hair and moustache and eyes dark, stoops slightly, narrow chest; walks with quick, short steps. Has suffered from an affection of the spine. Fond of fishing and bagatelle.' Blatcb has been travelling the country, taking cheap photographs with a small camera belonging to the NationalPhoto. Co., London, and has recently visited the South Coast watering places. He travelled with performing canaries and goldfinches. Is generally accompanied by a woman named Rash— Age 24. medium height, stout build, complexion fresh, hair light, eyes blue, rather large nose, scaf ( about the size of a halfpenny) on back of hand; suffers from a weak heart, and is of an excitable nature. METROPOLITAN POLICE DISTRICT. 3.— E Division.— Forobtaininj pianos by false pretences— JOSEPH LEVY, alias A. J. WINTER- FIE LD, a German, age about 45, height 5 ft. 6 in., complexion fresh, hair, beard, whiskers and mous- tache reddish brown ; well dressed, usually wears brown hat. Is said to reside with his wife at 202 or 203, Westminster- road, Liverpool, in name of Feld or Field. LEGG, a traveller, age 40, height 5 ft. 5 ., stout build, complexion fresh, full face, hair brown, slight light moustache; dress, grey overcoat, blue serge coat, brown trousers, black hard felt hat. A native of Leatherhead. Warrant issued. 6.— S Division.— Woodcut portrait and de- scription of JOHN THOMAS MARSH, whose apprehension is sought for embezzlement, and stealing £ 100:— Age about 34, height 5 ft. 6 in., com- plexion sallow, hair and moustache and eyes very dark, even teeth ( supposed false), dark rings under eyes. Is of good appearance and address; dress, dark brown reefer suit. Was lately in the employ of the West London Dairy Co.; native of Haddington St. Stephens, Canterbury,' whera his parents reside. Bird," 1 " H. P. Tabon," 1 " F. Wood"; 2 pairs socks; 1 old night shirt; 1 crickettin* shirt; 2 pockethandkerchiefs ( 1 marked " H. P. T." in red cotton, I " C. F. W." in ink) ; 1 leather purse; 1 pair of tailor's scissors, maker, " Titmas"— A MAN, age about 30, height 5 ft. 5 in., clean shaved ; dress, dark brown overcoat and trousers, silk necktie, no collar, button boots. Supposed to be a member of the Tailors' Association, and may call on secretaries for relief. Information to Chief Constable Thody, Bedford. 9.— Luton { Borough).— For stealing, 28th Nov., 1893, 2 pairs lace curtains ; 2 pairs chenillc curtains ; 1 pair tapestry curtains; and 3 hearthrugs— GEORGE GODDARD, age about 53, height about 5 ft. 6 in., stout build, very broad shoulders, full face, clean shaved ; dresses as a dealer, and generally wears gaiters and broad brim felt hat. A horse dealer, late of Cockernhoe, Herts. Warrant issued. Information to Chief Constable Jaquest, Luton. BERKSHIRE. 10.— Maidenhead { County). — For receiving stolen jewellery— JOHN SMART TAYLOR, age 28, height 5 ft. 11 in., complexion fresh, hair brown, Blight iight moustache, eyes blue; dress, brown overcoat, black jacket and vest, light plaid trousers, with small stripe, brown hard felt hat, button boots. A native of Nottingham. Warrant issued. Information to Supt. Dorrell, Maidenhead. 11— Reading { Borough).— For stealing, 2nd nfl- t., Humber pattern diamond frame safety bicycle, 28 in. wheels, fitted with 1892 clincher pneumatic tyres, ball bearings throughout, frame enamelled black, handle bar and hubs plated, no brake or mud- guard round cranks, painted black, with lamp pouch, spanner, and oil can— HARRY STRONG, alias GEORGE WEBB, and CPEORGE MUNDAY, age 20, height 5 ft. 6 in., complexion and hair dark, eyes hazel, scar on right cheek, mole on right fore- arm. May endeavour to ( nlist. Warrant issued. Information to Head Constable Tewsley, Reading. CAMBRIDGESHIRE. 12.— Cambridge { Borough).— For shopbreak- ing, 7th inst, and stealing 1 gentleman's silver watch, piece chipped off dial; 1 silver brooch, oval shape, flower engraved thereon; 1 silver bracelet, with heart shape locket and 3d. piece ( C. A. P. engraved thereon) attached ; 1 silver necklet with locket containing photograph of a gentleman; 1 gentleman's gold albert chain with swing locket, blue enamel, imitation dog's- head thereon; 1 lady's new purse; 2 old purses; and about £ 45 cash— THREE MEN: 1st, age 35, height 5 ft. 6 in., complexion fair, slight light moustache, wearing brown overcoat, black hard felt hat, brown kid gloves; carried a silver mounted walking stick. This man is supposed to have been concerned in two cases of housebreaking at Cambridge, on 1st and 11th October last. 2nd, age 25, height 5 ft. 4 in., complexion dark, slight dark moustacke, scar over eyes which appear small and contracted, wearing dark overcoat, black felt hat. 3rd, age 30, height 5 ft. 4 in., complexion fair, slight light moustache, wearing light overcoat, black hard felt hat. CUMBERLAND. 13.— Wigton { County),— For obtaining a cart, by false pretences, on or about 20th December, 1892 — ADAM TURNER, age about 60, height 5 ft. 6 or 7 in., stout build, complexion florid, hair ( turning grey) ginger, lame. A general dealer ; formerly of Cumdivock, near Carlisle. Warrant issued. 14.— Wigton { County).— For stealing { bailee) a suit'of clothes ; 1 waterproof ; and a pair of shoes, 29th Oct., 1893— JOHN TAYLOR, or MICHAEL DEMPSEY, age 25 to 30, height 5 ft. 7 or 8 in., complexion fair, rather thin face, hair ( cut short) dark brown, slight sandy moustache, right thumb deformed, left- handed. A farm labourer. Warrant issued. Information to Supt. Hodgson, Wigton. DENBIGHSHIRE. 15.— Wrexham { County). — For stealing 1 lady's gold lever watch, gold fac3, steel hands, engraved cases ; 1 long gold chain ; 2 gold brooches ; 3 silver do. ( 1 made from an Indian war medal, " Sergt. John Griffiths " around edge ; 1 made from clasp, " The Relief of Lucknow" thereon ; the other, fancy frame ( photo, of a man in centre) ; 1 gold ring in case ; 2 stone brooches ; and two white linen table cloths— FRANK BOND, age about 50, height about 5 ft. 10 in., slight build, complex on fresh, long features, large nose, hair light brown ( thin in front and bald on top), light moustache, full blue eyes, large long front teeth, smart appear- ance ; dress, blue serge coat and vest, plaid trousers, shabby light brown felt hat, brown shoes. Formerly a bank clerk. Warrant issued. Information to Deputy Chief Constable Vaughan, Wrexham. GLOUCESTERSHIR 16. — Chipping Sodbury { County). — For attempting to murder a police constable by stab- bing, on 24th November, 1893— JAMBS EDWARD MUNCKTON, alias JAMES GOULD, and HENRY CANTER, age 40, height 5 ft. 7 in. without shoes, complexion fresh, hair ( inclined to curl, thin on top) and moustache brown, eyes dark grey, scar back of right upper arm, smart appear- ance; dress, brown overcoat with velvet collar, brown coat and vest, stripe moleskin trousers, dark silk neckerchief, white bowler hat, black leather leggings, laca boots ( fronts cut through and sewn over), was wearing a steel chain and silver watch; frequently changes his dress. Is much addicted to drink; a tramping ler. Native of Coombe St. Nicholas, Somerset. Has been in the Horse Artillery. Warrant issued. Information to Supt. Critchley, Chipping Sodbury. 17— Fishponds { County).— For railing to re- port— Supervisee AMES SHAW, alias ALFRED WALLACE, and FREDK. GOODWIN, Office No. 43397, age 40, height 5 ft. in., complexion fresh, hair dark brown, eyes grey, scar bridge of nose, and on 4th right and 2nd left fingers, hairy mole left cheek, woman's head inside right forearm, 4th right finger crooked, varicose veins each leg. Sentenced at Preston, 17th October, 1888, to 5 years penal ser- vitude and 7 years police supervision for larceny. Licensed 2nd August, 1892. O 438. Information to Supt Matthews, Fishponds. 18. — Northleach( County).— For embezzlement — GEORGE HENRY DAVENPORT, late relieving officer of the Northleach Union, age about 40, height about 5 ft. 6 in., complexion fresh, hair ( turning grey) dark brown, bushy whiskers and moustache brown, eyes hazel; dress, supposed, black rib coat and vest, blue cloth trousers with black stripes, black hard hat. Formerly a school- master, and supposed native of Cirencester. Was last seen at Bristol. Warrant issued. Information to Supt. Everiss, Northleach. HAMPSHIRE. 19.— Aldershot { County).— For stealing a post office savings' bank book, 11th November last— JAMES TURNER, age 20, height 5 ft. 5| in., complexion fresh, hair brown, eyes blue, scar centre of chest and cn back. A native of Bethnal Green, London ; is a deserter from the Army. Warrant issued. Information to the Deputy Chief Constable, Aldershot. HERTFORDSHIRE. 20.— Ware { County).— For obtaining money by false pretences— GEORGE, alias FRANK READ o Walkern, Herts, age 27, height 5 ft. 8 in., slight build, complexion fair, hair light, sandy moustache, mutton chop whiskers, red eyelids, high cheekbones, pockmarked, speaks in a low husky voice, carried his right arm in a sling; dress, light brown suit, small check cloth cap, dark overcoat. He calls upon gentlemen, stating he has been knocked down by a horse and had his collarbone broken, and asks for assistance to take him to Yorkshire, where his mother resides. Information to Capt. Wymer, Superintendent, Ware. LANCASHIRE. £ 5 REWARD. 21.— Liverpool { City).— For stealing from a girl, 18th ult., a male child, age 11 months, long light hair, blue eyes, pale complexion, has 3 teeth ( 1 upper and 2 lower) ; dressed in knitted red wool- len jacket, white pinafore ( imitation diaper), red flannelette frock, linsey striped petticoat, red striped petticoat, 1 striped flannelette shirt, knitted pink stockings, patent leather slippers, red woolen tam- o'shanter cap— A WOMAN, age 22 or 23, tall and thin, very light hair, rather large front teeth inclined to cross; wearing light grey shawl and white apron. Enquiries are requested at workhouses, lodging houses, & c. The above reward will be paid by Mr. John Roane, 67, Roscommon- street, Liverpool, for the recovery of the child and the apprehension of the woman. 22.— Liverpool { City).— For failing to report- License Holder THOMAS WILLIAMS, alias OWEN KIFFEN, Office No. 44747, age 25, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, scar near right nostril and right side of forehead, varicose veins in right leg. Sentenced at Glasgow High Court, 21st February, 1889, to 5 years penal servitude for housebreaking. Released on 2nd license 23rd ult. P 201. License Holder THOMAS JONES, alias SULLIVAN, BRADY, JENKINS, and ABRA- HAM, Office No. 45567, age 60, height 5 ft. 5 in., complexion fresh, hair dark ( turning grey), eyes TUESDAY, FEBRUARY 13, 1894. THE POLICE GAZETTE. 3 hazel, D It side, bald top of head, pockmarked, blue , spot base of each thumb. Sentenced at Liverpool Assizes, 10th November, 1887, to 7 years penal ser- vitude for burglary. Licensed 6th ult. Y J N 1244. Information to Assistant Head Constable Allbutt, Detective Department, Liverpool. NORTHAMPTONSHIRE. 23.— Northampton ( Borough).— For obtaining by false pretences, 16th ult.— 1 wallet; 1 calendar clock; 1 leather blotting case ; 1 writing album ; 1 diary; various books; Christmas cards; 1 work- box ; 1 safety ink bottle in leather case; pens; pencils, & c.— P. T. TANNAKER, alias MITCHKO, a Japanese, age about 35, height 5 ft., complexion swarthy, hair black, clean shaved, small dark eyes ; dressed in dark clothes and brown cap, and may be wearing a plaid waterproof coat with cape, which was also obtained by fraud from another tradesman. He has represented himself as the son of Tannaker, who formerly had a travelling company of artistes. Was sentenced, 7th April, 1892, at Northallerton Sessions, to 1 months imprisonment, and on 4th January, 1893, at Leeds Sessions, to 6 months imprisonment, for fraud. Warrant issued. NORTHUMBERLAND. 24.— Rothbury ( County).— For stealing, 9th ult.— A bag and clockmaker's tools; 1 silver verge watch, No. 6738; 1 large geneva watch, dented on outer case; and 1 small geneva watch, flowered back, flat crystal— ROBERT HALLIDAY, a tramping clock- cleaner, age 40, height 5 ft. 7 or 8 in., slight build, complexion sallow, hair brown, clean shaved, pock- marked, right eye inflamed; dress, black coat and vest, brown stripe trousers, black felt hat, shoes. Native of Cumberland. Warrant issued. Information to Supt. Robertson, Rothbury. RENFREWSHIRE. 25.— Paisley ( Burgh). — Absconded 7th inst., from Riccartsbar Asylum— PATRICK JOHNSON, age about 46, height 5 ft. 8 in., stout build, com- plexion fresh, full face, high forehead, hair dark ( slightly mixed with grey), dark whiskers and moustache ( cut short), eyes dark grey, winks when speaking, gunshot wound shape of a cross on right kneecap, 2 small scars on left wrist, and 3 between shoulders ( the result of flogging), speaks with English accent; supposed dressed in asylum clothing, stamped Riccartsbar Asylum. He has undergone 20 years penal servitude for stabbing police, at Plymouth, and is a dangerous character. Information to Chief Constable Sutherland, Paisley. SOMERSETSHIRE. 26.— Glastonbury ( County).— For housebreak- ing, 28th ult, at Godney, and stealing a grey cloth coat and a stripe flannel shirt— WM. VOWLES, age 24, looks older, height 5 ft. 11 in., complexion, hair, slight moustache, and side whiskers dark, eyes hazel, rather thin pale face, high cheekbones ; dresss, supposed grey cloth coat, old brown trousers, black bowler hat. Supposed wearing the stolen articles. Native of Meare, Somerset. Warrant issued. Information to Deputy Chief Constable Bisgood, Glastonbury. STAFFORDSHIRE. 27. — Stoke- upon- Trent ( County). — For stealing, 23rd ult., a pair of strong lace boots, toe- capped, partly worn— HENRY STEPHENSON, age about 30, height 5 ft. 5 or 6 in., rather stout build, complexion dark, hair dark brown, small dark mous- tache, rather prominent nose, supposed burn marks back of left hand ; dress, dark grey jacket and vest, light brown trousers, black hard felt hat, lace boots. He took lodgings on 22nd ult., representing that he was working at the Telegraph Department on Newcastle Railway Station. Warrant issued. Information to Supt. Harding, Stokc- upon- Trent. £ 2 REWARD. 28.— Stoke - upon - Trent ( County). — Es- caped from custody, 28th ulto., charged with steaL ing an alms- box and contents from a Roman Catholic Church, 20th ulto.— Expiree LEONARD RIVIERE, alias THOMAS SMITH, Office No. 44624, age 26, height 5 ft. 4 in., complexion fresh, hair light brown, eyes light blue, red birthmark back of left forearm, scar right cheek, chest, and right kneecap, mole right breast; dress, dark blue pilot overcoat, dark jacket and vest, a woman's pink or salmon- coloured jersey without sleeves, dark cardigan jacket, striped trousers, striped necktie, blue handkerchief with white spots, woollen mittens, army shirt with " M " on back, / 432 label on front, No. 2 ( numbers in red paint), lace boots, black hard felt hat. Sentenced at Stafford Sessions, 18th Oct, 1887, to 5 years penal servitude for larceny. Liberated on a second license, 21st April last. Tramps the country com- mitting offences, and is supposed to be a deserter from the Middlesex Militia. The above reward will be paid by the Chief Con- stable of Staffordshire for the apprehension of the above. Information to Supt. Harding, Stoke- upon- Trent, from whom photograph may be had on application. 29.— Tunstall ( County).— For failing to report — License Holder GEORGE OWEN, Office No. 44243, age 41, height 5 ft. 2 in., complexion ruddy, hair dark brown, eyes grey, scar left cheek, both eyebrows, left hip, and on 2nd and 3rd right fingers, mole each shoulderblade and right side of belly, burn scar each [ shoulderblade and small of back. Sentenced at Shrewsbury, 25th July, 1887, to 7 years penal servitude for burglary. C N 464. Information to Supt. Hall, Tunstall. SUFFOLK. 30.— Ipswich ( Borough).— For stealing, 28th ult.— 4 overcoats ( 1 brown melton, 2 blue meltons, and 1 black cheviot, velvet collar) ; 2 pairs lace boots ( 1 calf tops, No. 155 inside, 1 kid tops, " Modern Physician, patented, No. 19865 " stamped inside— G. J.
