Part it v/. j rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICS F/ O- ZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Part ." ilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arliile in question to be thereby identified. 4. In ull antes where a reward is offered the name and address of some person responsible for the p lyrrent must be given, and the exact conditions be clearly stated. o. Pot traits of persons whose apprehension is sought for serious offences, and engravings of st', ti r. property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Qd. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature uf an officer of not less rank than Superintendent; and, if the name of such person be required to le inserted, and no warrant is in force against him, the requisition must be signed by the chief officer qf police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. j6 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force whic I causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at unce transmit to the hditor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic A mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq'je, crossed " Drum. nondfy Co.," Post Office Order payable at Parhament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. MURDER. 1.— F Division.— Woodcut portrait and description of FRED or FREDERICK FOSTER, whose apprehension is sought for the wilful murder of Ann Maria Long, on 3rd ult.— Age 32, height 5 ft. 9 in., rather stout build, complexion pale, hair ( curly) dark brown, heavy dark moustache ( curled at ends), small hairy mole under right eye, deep dimple in chin; smart appearance, reserved in manner; dress, long black overcoat, dark trousers, white front, stand- up collar, black felt hat ( narrow brim), lace boots. moustache and eyes dark, stoops slightly, narrow chest; walks with quick, short steps. Has suffered from an affection of the spine. Fond of fishing and bagatelle. Blatch has been travelling the country, taking cheap photographs with a small camera belonging to the National Photo. Co., London, and has recently visited the South Coast watering places. He has travelled with performing canaries and goldfinches. Is generally accompanied by a woman named Rash— Age 24, medium height, stout build, complexion fresh, hair light, eyes blue, rather large nose, scar ( about the size of a halfpenny) on back of hand ; suffers from a weak heart, and is of an excitable nature. See Case No. 78, 15th ult. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of . private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward. (() The conditions on which it is payable, ( o^ The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 8. MURDER. 2.— Colchester ( Borough). — Wood- cut portrait and description of ARTHUR BLATCH, whose apprehension is sought for the wilful murder of Alfred Welch, on 8th ult. — Age about 35, height about 5 ft. 8 in., slight build, complexion pale, thin face, rather high cheekoones, hair and METROPOLITAN POLICE DISTRICT. 3.— B Division. — For stealing, 14th ult., 1 double- barrel hammerless gun, " T. Bland & Sons, 430, West Strand, London," thereon. No. 14180 on barrels, guard strap and flat of action, stock cross- eyed right shoulder, left eye sighted, Damascus barrels, left barrel choke right cylinder, the border engraved of action, locks and furniture, chequered horn heelplate, in a brown leather case, " P. Freetb," and other names engraved thereon; 1 silver horseshoe photo stand, " Tren und Fest" thereon ; 1 black tbony walking stick, silver chase! knob handle ( dented); 1 gentleman's black mackintosh with shoulder flaps ; 1 pair gentleman's thick lace boots, " Jones, Malvern" on tabs; 1 Jubilee 43.- piece, 1887; a cheque- book on Lloyd's Bank, Malvern— ALFRED EDWARDS, age 25, looks younger, height 5 ft. 6 in., complexion pale, hair and eyes dark brown, long thin face, small eye3, thin lips, quick nervous movements, hesitates when talking; smart appear- ance ; dress, long brown frieze overcoat, black trousers, brown hard felt hat. 5.— P Division.— For stealing a bicycle ( re- covered), 4th September, 1893— JOHN STOWELL, alias J. A. ARMSTRONG, age 28, height 5 ft. 9 in., complexion dark, hair black, eyes brown, scar bridge of nose and right groin. A deserter from the Medical Staff Corps. Warrant issued. 6.— S Division.— Woodcut portrait and de- scription of JOHN THOMAS MARSH, whose 28 in. wheels, fitted with 1892 clincher pneumatic tyres, ball bearings throughout, frame enamelled black, handle bar and hubs plated, no brako or mud guard round cranks, painted black, with lamp pouch spanner, and oil can— HARRY STRONG, alias GEORGE WEBB, and GEORGE MUNDAY, age 20, height 5 ft. 6 in., complexion and hair dark, eyes hazel, scar on right cheek, mole on right fore arm. May endeavour to enlist. Warrant issued. Information to Head Constable Tewsley, Reading CAMBRIDGESHIRE. 9.— Cambridge ( County).— For fowl- stealing, 22nd ult., at Littlo Shelfcrd— WILLIAM TAYLOR, age 21, height 5 ft. 8 in., complexion fresh, hair and eyes brown, no whiskers or moustache; dress, dirty pilot cloth jacket, cord or moleskin vest with two rows of pearl buttons, light cord trousers, blood stained, velvet peak cap, heavy lace boots. A labourer; native of Hauxton, Cambridge. Warrant issued. Information to Supt. Whitechurch, Cambridge. ESSEX. 10.— Dun mow ( County).— For deserting his two children— IS A AC DOE, nge 41, height 5 ft. 8 in., complexion florid, hair, whiskers and moustache brown ; dress, sleeve waistcoat, cord trousers, seal skin cap, long black leggings, heavy lace boots. A native of Dunmow; usually works with steam threshing machines. Information to Supt. Megran, Great Dunmow. apprehension is sought for embezzlement, and stealing £ 100:— Age about 34, height 5 ft. 6 in., com- plexion sallow, hair and moustache and eyes very dark, even teeth ( supposed false), dark rings under eyes. Is of good appearance and address; dress, dark brown reefer suit. Was lately in the employ of the West London Dairy Co.; native of Haddington St. Stephens, Canterbury, where his parents reside. Well known at Dover. May seek employment as a steward. Warrant issued. 7.— x Division.— For stealing, 23rd ult., £ 190 in Bank of England notes— WILLIAM FREDK. TAYLOR, alias GANDER, and KING, age 20, height 5 ft. 2 in., complexion and hair fair, eyes light; dress, dark blue overcoat, velvet collar, black trousers, Eoft felt hat.— Mrs. GANDER, alias TAY- LOR, and KING, age 28, height 5 ft. 5 in., com- plexion, hair and eyes dark, two or three teeth deficient in front, walks badly, pregnant; dress, black dress, black jacket or cape, black hat trimmed crape. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 8.— Reading ( Borough). — For stealing, 2nd Kit., a Humber pattern diamond frame safety bicycle, HAMPSHIRE. 11.— Aldershot ( County).— For stealing a post office savings' bank book, 11th November last— JAMES TURNER, age 20, height 5 ft. 5^ in., complexion fresh, hair brown, eyes blue, scar centre of chest and cn back. A native of Bethnal Green, London ; is a deserter from the Army. Warrant issued. Information to the Deputy Chief Constable, Aldershot. 12.— Southampton ( Borough).— For stealing £ 24, 25th nit.— JAMES WILLIAM FLETCHER, age 34, height 5 ft. 6 or 7 in., complexion fair, hair ( turning grey) brown, eyes blue or grey; dress, brown overcoat, pspper- and- salt colour breeches and gaiters, light cloth cap. Has been in the King's Royal Rifles. A native of Woolston, Southampton. Warrant issued. Information to Chief Constable Berry, Southamp- ton. HEREFORDSHIRE. 13. — ROSS ( County). — For obtaining food, lodgings and money, by false pretences— ARTHUR WILLIAMS ( supposed false), age 20, height 5 ft. 6 in., complexion pale, full flat face, hair ( cut short) dark brown, moustache dark; dress, brown overcoat, short round plaid jacket, dark stripe trousers, small black- and- red plaid scarf, dark cap, brass button on each side, lace shoes. Ho stated he was a foreman, employed in putting up telegraph wires, and , had come in advance of the working party to get lodg- ings and make arrangements. Warrant issued. Information to Supt. Cope, Ross. HERTFORDSHIRE. 14.— Ware ( County).— For obtaining money by false pretences— A MAN, age 27, height 5 ft. 8 in., slight build, complexion fair, hair light, sandy moustache, mutton chop whiskers, red eyelids, high cheekbones, pockmarked, speaks in a low husky voice, carried his right arm in a sling ; dress, light brown suit, small check cloth cap, dark overcoat. He calls upon gentlemen, stating he has been knocked down by a horse and had his collarbone broken, and asks for assistance to take him to Yorkshire, where his mother resides. Information to Capt. Wymer, Superintendent, Ware. LANCASHIRE. 15.— Clitheroe ( Borough). — For larceny ( bailee).— PETER FLYNN, age 45 to 50, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, whiskers and moustache turning grey, eyes ( grey, large red nose; is of drunken habits; dress, old black cloth coat and vest, dirty light cloth trousers, felt hat, old shoes. A tramping tailer, and is a member of the Amalgamated Journeymen Tailors' Society; native of Burnley. Supposed previously convicted of a similar oifence. Warrant issued. Information to Chief Constable Clayton, Clitheroe NORTHAMPTONSHIRE. 16.— Northampton ( Borough).— For obtaining by false pretences, 16th ult.— 1 wallet; 1 calendar clock ; 1 leather blotting case; 1 writing album ; 1 diary; various books; Christmas cards ; 1 work- box ; 1 safety ink bottle in leather case; pens; pencils, & c.— P. T. TANNAKER, alias MITCHKO^ a Japanese, age about 35, height 5 ft., complexion swarthy, hair black, clean shaved, small dark eyes ; dressed in dark clothes and brown cap, and may be wearing a plaid waterproof coat with cape, which was also obtained by fraud from another tradesman. He has represented himself as the son of Tannaker, who formerly had a travelling company of artistes. Was sentenced, 7th April, 1892, at Northallerton Sessions, to 1 months imprisonment, and on 4th January, 1893, at Leeds Sessions, to 6 months imprisonment, for fraud. Warrant issued. NORTHUMBERLAND. 17. — Rothbury ( County).— Remanded till 13th inst., for stealing silver spoons, & c., 5th April, 1893 — WILLIAM WILSON, age 21, height 5 ft. 10| in., strong build, complexion fresh, round features, email mouth, hair ( short) and small mous- tache brown, wears a small black shade over right eye, cut scar across left side of upper lip and under lips. Information to Supt. Robertson, Rothbury. SOMERSETSHIRE. 18. — Glastonbury ( County).— For stealing hay, 14th ult., at Ditcheat- THOMAS HIBBARD, age about 55, height 5 ft. 5 or 6 in., complexion fresh, hair grey; dress, black jacket, cord trousers, black bowler hat- JOHN LEE, age 35, height 5 ft. 8 in., complexion dark, hair dark brown ; dress, old brown jacket, cord trousers, black bowler hat ( brim broken). Both are gipsies and travel with a large yellow van, " Thomas Hibbard, Newbury, Berks," on tin plate thereon, and a small van " Wm. Roles, Evercreech Junction," on tilt. These vans were traced on the Bristol road with women in charge, the men having decamped. Warrant issued. Information to Deputy Chief Constable, Bisgood, Glastonbury. STAFFORDSHIRE. 19. — Stoke- upon- Trent ( County). — For stealing, 23rd ult., a pair of strong lace boots, toe- capped, partly worn— HENRY STEPHENSON, age about 30, height 5 ft. 5 or 6 in., rather stout build, complexion dark, hair dark brown, small dark mous- tache, rather prominent nose, supposed burn marks back of left hand ; dress, dark grey jacket and vest, light brown trousers, black hard felt hat, lace boots. He took lodgings on 22nd ult., representing that he was working at the Telegraph Department on Newcastle Railway Station. Warrant issued. Information to Supt. Harding, Stoke- upon- Trent. £ 2 REWARD. 20.— toke- upon - Trent ( County). — Es- caped from custody, 28th ulto., charged with steal- ing an alms- box and contents from a Roman Catholic Church, 20th ulto.— Expiree LEONARD RIVIERE, alias THOMAS SMITH, Office No. 44624, age 26, height 5 ft. 4in., complexion fresh, hair light brown, eyes light blue, red birthmark back of left forearm, scar right cheek, chest, and right kneecap, mole right breast; dress, dark blue pilot overcoat, dark- jacket and vest, a woman's pink or salmon- coloured jersey without sleeves, dark cardigan jacket, striped trousers, striped necktie, blue handkerchief with white spots, woollen mittens, army shirt with " M " on back, / 432 label on front, No. 2 ( numbers in red paint), lace boots, black hard felt hat. Sentenced TUESDAY, FEBRUARY 13, 1894. THE POLICE GAZETTE. 3 at Stafford Sessions, 18th Oct, 1887, to 5 years penal servitude for larceny. Liberated on a second license, 21st April last. Tramps the country com- mitting offences, and is supposed to be a deserter from the Middlesex Militia. The above reward will be paid by the Chief Con- stable of Staffordshire for the apprehension of the above. Information to Supt. Harding, Stoke- upon- Trent, from whom photograph may be had on application. SUFFOLK. 21.— Lowestoft ( County).— For fowl- stealing, 18th inst., at Hopton— CHARLES TODD, age about 40, height about 5 ft. 7 in., complexion swarthy, hair light brown. A fish- market labourer; native of Lowestoft.— WILLIAM FLEGG, aKai GUNNER, age 31, height 5 ft. 3 in., complexion swarthy, hair ( long and wavy) dark brown, moustache and eyes dark, bow- legged. A labourer; native of Darsham, Suffolk. Is a notorious poacher. It is supposed that they left Lowestoft together on 20th inst., and may make for Grimsby, where Todd has relatives ; they may have a lurcher dog with them. Warrant issued. Information to Supt. Shipp, Lowestoft. 22.— Ipswich ( Borough).— For stealing, 28th ult.— 4 overcoats ( 1 brown melton, 2 blue meltons, and 1 black cheviot, velvet collar) ; 2 pairs lace boots ( I calf tops, No. 155 inside, 1 kid tops, " Modern Physician, patented, No. 19865 " stamped inside— G. J. SIMMONS, age 23, height 5 ft. 6 or 7 in., weight 9 stone 7 lbs., complexion sallow, hair ( short and stubby, and curly in front) and slight moustache dark, 2 upper teeth shorter than the others, which is noticed when he is speaking ; dress, black diagonal coat, black cloth trousers, black hard felt hat, low shoes. Stated he was a member of the Y. M. C. A., at Dorking. SNELLING, age 17, height 5 ft. 1 in., weight about 8 stone, com- plexion pale, thin face, hair black ( curly) ; dress, light brown Inverness cape coat, light brown cap to match, low shoes. He stated he had been an assistant to a draper, at Kensington. A native of Dorking, and produced a Y. M. C. A. membership card from that place. Warrant issued. Information to Lt- Col. Russell, Chief Constable, Ipswich. SUSSEX ( EAST). 23.— Hailsham ( County).— For larceny ( person) — WILLIAM COOPER, a gipsy, age 38 to 40 height 5 ft. 7 or 8 in., complexion, hair, small side- whiskers and moustache, and eyes dark; dress, old brown overcoat or old velvet shooting coat, tweed vest, cord trousers, hard felt hat ( flat top). A licensed hawker, and travels with a cart and two donkeys, accompanied by his wife and 7 children. Warrant issued. Information to Acting Supt. Willard, Hailsham. YORKSHIRE ( WEST RIDING). 26.— Leeds ( City).— For failing to surrender to their bail, at Leeds Assizes, 2nd nit., on a charge of stealing £ 10 by fortune - telling — PHEASANT BOSWELL, age 25, height 4 ft. in., complexion fresh, hair dark brown, eyes brown — RHODA HERON, age about 34, height 5 ft. 2 in., complexion dark, hair black, eyes brown, ears pierced, lobe of left ear torn through. Both are gipsies and travel the country with others in caravans, hawking lace, & c , usually camping in country lanes. Warrant issued. Information to the Chief Constable, Town Hall, Leeds. till age 27.— Cambridge ( Borough).— Remanded 8th inst., for burglary— JOHN LAWRENCE, 27, height 5 ft. 3| in., complexion fresh, oval face, hair dark brown, eyes brown, small mole under left D, scar left thumb. A shoemaker. States he was born at Liverpool.— HENRY BACON, age 23, height 5 ft. 2 in., complexion fresh, long face, hair dark browD, eyes brown, scar under chin, on right shoulder and left leg. States he is a fishmonger, and was born at Liverpool. These men were arrested at the railway station as they were about to leave for London with the proceeds of a burglary, and it is supposed that they have, been concerned in recent bnrglaries in the provinces. Information to Chief Constable Innes, Cambridge. WARWICKSHIRE. 24.— Birmingham ( City).— For stealing £ 7, 20th ult. Du COSTA, a jew, age 24, height 5 ft. 3 or 4 in., complexion dark, hair and mous- tache black ; dress, black coat and vest, dark stripe trousers, black velvet tie, black billy- cock hat carrying a shabby black mackintosh. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. YORKSHIRE ( EAST RIDING). 25.— Beverley ( Borough).— For stealing, 30th ult.— 1 blue pilot cloth overcoat, lined with large check material, velvet collar, " Hamiltor, Tailor, Hamilton," on tab; 1 light color cloth jacket, " McGinty, Tailor, Leith," on tab ; vest to match ; pair dark stripe trousers, nearly new ; 1 blue pilot vest; 1 light cap ; and 1 pair gloves, brown astra^ chan backs— A MAN, age 50 to 55, height 5 ft. 5 or 6 in., complexion fair, hair ( inclined to curl) grey, bald on top : dress, dark clothing, with overcoat. He had with him l " large yellow portmanteau. Supposed a German. Wan- ant issued. Information to Head Constable Knight, Beverley. PERSONS IN CUSTODY. CAMBRIDGESHIRE. PROPERTY STOLEN. knives ; 1 small mirror, set in silver filigree work; 1 ornamental glass vase, set in silver. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W AYRSHIRE. 29.— Ayr ( County).— In transit, from a registered postal packet between Ayr and Edinburgh, 20th or 21st nit., a heart- shape cluster of diamonds ( being the centre of a circular gold frame and diamond brooch), containing about 24 diamonds, the centre larger, but the others all one size, gold setting, barely discernible except slight rim ; value about £ 30. Information to the Chief Constable of Ayrshire, Ayr.
