REGULATIONS. 3.- All announcements for insertion in the POLICE GAZBTTE, and all communications upon them should be addressed to XHK HDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, fi.' ff. 2. Partitv/ J rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICB F/'/ ZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Part' hilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the art i As in question to be thereby identified. 4. In uti eases where a reward is offered the name and address of tome person responsible for the p'Ji/ irint must be given, and the exact conditions be clearly stated. 6. Pot hraits of persons whose apprehension is sought for serious offences, and engravings of stuU r. property, will be prominently inserted, with detailed particulars, at a cost of 15I. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief fleer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 1. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force whic i causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq je, crossed " Drummondfy Co.," Post Office Order payable at Parliament- tt., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boronghs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in oircular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at onoe notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTI.— There are 177 Station OF the Metropolitan FAKM Force at which Notice » can be poited. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. MURDER. 1.— F Division.— Woodcut portrait and description of FRED or FREDERICK FOSTER, whose apprehension is sought for the wilful murder of Ann Maria Long, on 3rd inst.— Age 32, height 5 ft. 9 in rather stout build, complexion pale, hair ( curly) dark brown, heavy dark moustache ( curled at ends), small hairy mole under right eye, deep dimple in chin; smart appearance, reserved in manner; dress, long black overcoat, dark trousers, white front, stand- up collar, black felt hat ( narrow brim), lace boots. moustache and eyes dark, stoops slightly, narrow chest; walks with quick, short steps. Has suffered from an affection of the spine. Fond of fishing and bagatelle. Blatch has been travelling the country, taking cheap photographs with a small camera belonging to the NationalPhoto. Co., London, and has recently visited the South Coast watering places. He has travelled with performing canaries and goldfinches. Is generally accompanied by a woman named Rash— Age 24, medium height, stout build, complexion fresh, hair light, eyes blue, rather large nose, scar ( about the size of a halfpenny) on back of hand ; suffers from a weak heart, and is of an excitable nature. See Case No. 78, 15th inst. Warrant issued. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, S. W. ESSEX. MURDER. 2.— Colchester ( Borough). — Wood- cut portrait and description of ARTHUR BLATCH, whose apprehension is sought for the wilful murder of Alfred Welch, on 8th inst.— Age about 35, height about 5 ft. 8 in., slight build, complexion pale, thin face, rather high cheekbones, hair and Warrant issued. Information to Chief Constable Coombs, Colchester. METROPOLITAN POLICE DISTRICT. 3.— D Division.— For embezzlement — JULES E. FREUDEGER, a Swiss, age 26, height 5 ft. 9 in., complexion fair, hair light, eyes blue, pockpitted ; dress, black frock coat aud vest, light stripe trousers, high silk hat, patent leather boots. Warrant issued. 4— G Division.— Woodcut portrait and de- scription of HARRY WYNDHAM CARTER, a lunatic, who escaped from an attendant of the Hoxton Hou^ e Asylum, on 21 « t inst.:— Agi 33 FRIDAY, DECEMBER 22, 1893. THE POLICE GAZETTE. 3 LANCASHIRE. 18. — Chorley ( County). — For stealing, 15th inst., £ 15— A MAN, age about 21 height 5 ft, 10 or 11 in., complexion sallow, hair dark, clean shaved, eyes dark, rather large mouth; dress, black suit, trousers very wide, vest cut low, black Chesterfield overcoat, black low - crown hat, light blue tie; theatrical appearance. May have in his possession a key of a safe, about 2i in. long. A clothier's assistant or tailor. Information to Supt. Norris, Chorley. 19. — Liverpool ( City). — For stealing a child { John Fairclough, age 11 months, complexion pale, long light hair, eyes blue, three teeth, one at top and two at bottom ; dressed in red knitted jacket, white pianofore, imitation diaper, red flannelette frock, linsey striped petticoat, red flannel petticoat, striped • flannelette shirt, pink knitted stockings, red woollen Tam- o'- Shanter cap, patent leather slippers — A WOMAN, age about 22, tall and slight, hair very light, rather large front teeth inclined to cross each other ; dress, light grey shawl, clean white apron, no hat. Enquiries requested at workhouses and common lodging houses. Information to the Assistant Head Constable, Detective Department, Liverpool. 20.— Rochdale ( Borough).— For stealing, 13th inst.— A black cloth coat and vest; and a pair of mixture cloth trousers— A MAN, age about 40, height 5 ft. 7 in., complexion sallow, hair and moustache ( clipped in centre) dark, bald on top of head; dress, brown overcoat, dark suit, trousers shiny down front, black billycock hat, black tie, light lace boots with pointed toes, worn at heels; carried a black patent leather Gladstone bag, about 18 in. long. This man, on 12th inst., pledged, in the name of Charles Walker, a black coat and vest, and mixture trousers, " J. Newbold, tailor, Union- street, Oldham," on coat tab, which are supposed to have been stolen. Information to Chief Constable Buck, Rochdale. 21.— Salford ( Borough).— For stealing a number of watches — HENRY LIEDKE, alias CASEY, age 36 or 37, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache light brown, eyes grey, no whiskers; dresses respectably. A native of Switzerland. About 5 years ago he was in business, in the name of Casey, as a tobacconist and jeweller, in Booth- road, Cardiff, and prior to that in Harrow- road, London. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 22.— Melton Mowbray ( County).— For bur- glary, 20th ult., at Long Clawson — FRANK TAYLOR, age 19, height 5 ft. 2| in., complexion fair, hair light brown, carries his head slightly forward ; dress, brown tweed jacket and vest, black jacket over, light check trousers, black astrachan single peak cap, may be wearing black rib overcoat, " Silverwood " on tab. Native of Luton. Stays at • common lodging houses. May seek employment as farm servant. Warrant issued. Information to Supt. Bott, Melton Mowbray. MONMOUTHSHIRE. 23.— Newport ( Borough).— For embezzling £ 171 10s., 2nd inst.— WALTER HARRY GID- LEY LAKE, age 32, height 5 ft. 7 in., stout build, • complexion fair, hair ( thin and wavy in front) and moustache light, slight side whiskers. Carried a brown portmanteau and a black bag. A clerk and cashier. Has been employed in newspaper offices for several years. Was employed on the " Echo " and " Army and Navy Gazette," London. Is fond of billiards. Enquiries are requested at newspaper and emi- gration offices. Warrant issued. Information to Head Constable Sinclair, Newport. OXFORDSHIRE. 24. — Oxford ( County). — For stealing, at Horspath— 1 pair of woman's elastic- side shoes ; and 1 old Paisley shawl— SARAH LILLIAN GREEN, ago 25, height 5 ft. 6 in., complexion dark, hair black, eyes grey; dress, light dress, trimmed black velvet round bottom, black jacket, black sailor hat, trinJmed black ribbon. A native of Cowley, Oxford. May be found in low beer- houses or lodging- houses. Warrant issued. Information to the Chief Constable, County Police Office, Oxford. 25.— Woodstock ( County).— On commitment warrant, for non- payment of fine and costs, for allowing a horse to stray— RICHARD CUNNING- HAM, age about 27, height 5 ft. 7 or 8 in., com- plexion fresh, hair and small side whiskers dark— CHARLES ELLIS, age about 27, height 5 ft. in., complexion pale, hair and moustache dark. Both are licensed hawkers, and travel the country with 2 vans and a small open cart, and 5 horses. May now be in Warwickshire or Worcestershire. Information to Inspector Sorrell, Woodstock. SOMERSETSHIRE. 26.— Glastonbury ( County).— For stealing hay, 14th inst., atDitcheat- THOMAS HIBBARD, age about 55, height 5 ft. 5 or 6 in., complexion fresh, hair grey ; dress, black jacket, cord trousers, black bowler hat- JOHN LEE, age 35, height 5 ft. 8 in., complexion dark, hair dark brown ; dress, old brown jacket, cord trousers, black bowler hat ( brim broken). Both are gipsies and travel with a large yellow van, " Thomas Hibbard, Newbury, Berks," on tin plate thereon, and a small van " Wm. Roles, Evercreech Junction," on tilt. These vans were traced on the Bristol road with women in charge, the men having decamped. Warrant issued. Information to Deputy Chief Constable, Bisgood, Glastonbury. SUFFOLK. 27.— Lowestoft ( County).— For fowl- stealing, 18th inst., at Hopton— CHARLES TODD, age about 40, height about 5 ft. 7 in., complexion swarthy, hair light brown. A fish- market labourer; native of Lowestoft.— WILLIAM FLEGG, alias GUNNER, age 31, height 5 ft. 3 in., complexion swarthy, hair ( long and wavy) dark brown, moustache and eyes dark, bow- legged. A labourer ; native of Darsham, Suffolk. Is a notorious poacher. It is supposed that they left Lowestoft together on 20th inst., and may make for Grimsby, where Todd has relatives ; they may have a lurcher dog with them. Warrant issued. Information to Supt. Shipp, Lowestoft. 28.— Ipswich ( Borough).— For embezzlement— ROBERT MANN, an electrical engiieer, age 35, height 5 ft. 5 in., weight about 10 stone, complexion fair, hair light brown, heavy light moustache, eyes grey, prominent teeth, which he shows when speak- ing ; carries himself well; dress, long light ulster, dark suit with indistinct chocolate check, brown hard felt that. Was formerly local manager of the Telephone Company at King's Lynn, and left there in February, 1892. A Scotchman. Warrant issued. Information to Lt.- Col. Russell, Chief Constable, Ipswich. SURREY. 29.— Reigate] ( Borough).— For stealing, 19th inst., a Singer's sewing machine, with foot pedal; a gentleman's double- case silver geneva watch; and a large tin box, yellow, dented on top— DICK BROWN, age about 34, height 5 ft. 10 in., complexion fair, hair dark brown, slight light mous- tache, cut on thumb and first finger of left hand, swaggering gait; dress, double- breasted dark coat and vest, moleskin trousers, peak cap, or may be wearing a pepper- and- salt tweed suit; appear- ance of a labourer. SARAH MAGGS, age 25, height 5 ft. 3 in., stout build, complexion brown, freckled face; dress, new dark cloth dress, felt hat with large blue feather, or may be wearing a black hat trimmed with snowdrops. Brown, who is supposed to have made his way to the south coast, may seek employment at sewage or drainage works. Warrant issued. Information to Head Constable Morant, Redhill. SUSSEX ( EAST). 30.— Uckfield ( County).— For indecent assault, at Frant, 8th inst.— BERT KING, age 17 or 18, height about 5 ft. 5 or 6 in., red face, hair very light, slight moustache, small pimple under left eye; dress, when last seen, grey short jacket, with back- seam split near collar, grey vest, black cloth trousers, light cloth peak cap, light boots. A native of Tunbridge Wells, where his father resides. Has travelled the country with circuses. Warrant issued. Information to Supt. Diplock, Uckfield. WARWICKSHIRE. 31.— Aston ( County).— For embezzling £ 27 10s., 11th inst.— JOHN CRADDOCK WHITE, age 26, height 5 ft. 7 in.; complexion fresh, hair black, Roman nose, receding chin, deformity in legs, causing him to walk splay- footed; dress, black jacket and vest, dark striped trousers, black hard felt hat, low shoes, dark green Chesterfield overcoat. Warrant issued. Information to Supt. Walker, Aston, Birmingham. 32.— Birmingham ( City).— For embezzlement — ALBERT MAISEY, age 22, height 5 ft. 9 in., well built, square shoulders, complexion fresh, round face, hair brown, brushed up in front, slight mous- tache, thick lip3; dress, black jacket and vest bound with braid, dark cloth trousers with plaid ground and stripes, light sailor's knot tie, stand- up collar, black hard hat, lace boots, blue overcoat with velvet collar; wore an aluminium gold watch, and silver curb- patten chain, with a George shilling attached. A farm servant; native of Sherbourne, Gloucester. Is said to have belonged to the Navy 2 or 3 years ago. Warrant issued. 33.— Birmingham ( City).— For embezzlement — WILLIAM EMERY, age 28, height 5 ft. 3 or 4 in., stout build, complexion fair, hair and moustache light. Has served in the Kings Royal Rifles or Rifle Brigade, and is now in the Army Reserve. Warrant issued. 34. — Birmingham ( City).— For obtaining goods by worthless cheques— DUNCAN GRAN- VILLE, alias FINLEY, KEITH, DIXON and COHEN, age about 45. height 5 ft. 3 or 4 in., hair ( thin on top) dark, heavy dark moustache, red tumour on forehead, well educated, and good address, speaks with slight Scotch accent; dress, when last seen, new black cloth reefer suit, silk hat with mourning bond, black tie and gloves ; also had with him a light check Inverness mackintosh and a green Scotch tartan rug, all of which he obtained by worthless cheques. He has been a sewing machine and insurance agent, and will probably seek similar employment. He takes private lodgings, representing himself to be a man of good social standing. Left 7th inst., supposed for Scotland. Warrant issued. 35.— Birmingham ( City).— For stealing, 6th inst., a pony and trap ( recovered) — JOHN BENTON, alias WRAGG, age abont 25, height 5 ft. 5 or 6 in., complexion dark, hair brown, slight dark moustache, eyes grey, scar both eyebrows and temple, inside right forearm, and front of left fore- arm ; was wearing, when last seen, along dark over- coat, and grey cap. Is of dirty appearance. Has been several times previously convicted of felony. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. 36.— Leamington ( Borough).— For deserting his wife and family— JOHN EDWARDS, age 35, height 5 ft. 3 in., complexion pale, hair and mous- tache light brown, eyes brown ; dress, when last seen, dirty light tweed suit, hard felt hat. A stone- mason ; native of Kenilworth. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. WORCESTERSHIRE. 37.— Evesham ( County).— For housebreaking, at Bricklehampton, 13th inst.— A MAN, age 28 to 30, height about 5 ft. 8 in., complexion florid, side whiskers and moustache sandy, stoops, and turns his left foot out when walking; dress, speckled plaid suit, black bowler hat, strong lace boots. Information to Supt. Cope, Evesham. 38. — Stourport ( County). — For obtaining money by false pretences— FREDERICK HODG KISS, alias ARTHUR ADAMS, a groom, age 32, height 5 ft. 5 or 6 in., eomplexion fair, rather large face, clean shaved. May seek employment at repositories, horsebreakers, & c. Warrant issued. Information to Supt. Long, Stourport. WILTSHIRE. £ 20 REWARD. 39.— Marlborough ( County).— For stealing, 19th October, at Froxtield— A spotted grey gelding 6 T H E POLICE GAZETTE. TUESDAY, DECEMBER 4, 1893. pony, aged, about 13 hands, recently clipped, small white thread across off side of breast, from a cut about 3 inches long, a small lump inside off front foot, under fetlock, small wart between bind legs, short tail, loDg white mane, in good condition; a brown varnished dog- cart, small size black splash- boards, springs and nave band, " R. J. Lovell, Newbury," on cap of wheels, brown leather cushions in front, blue cloth cushion on seat at back; imitation seal- skin rug: black silver- plated harness. Sup- posed by FOUR MEN: 1st, age 25 to 30, height about 6 ft., complexion fair, slight moustache and side- whiskers; dress, blue serge suit and hard hat, long blue overcoat with cape. 2nd, age 20 to 25, height 5 ft. 4 or 5 in.; dress, dark jacket and trousers, hard hat. 3rd, age 20 to 25, height 5 ft. 5 in.; dress, light jacket, brown cloth trousers, brown tweed cap. 4th, age 20 to 25, height 5 ft. 4 or 5 in.; dress, pilot jacket, cord trousers, tweed cap, heavy boots. Information to Supt. Pierce, Marlborough, by whom the above reward will be paid for the appre- hension & nd conviction of the thieves, and recovery of the property. YORKSHIRE ( NORTH RIDING). 40.— Heworth ( County).— For stealing 1 silver Eiiglish lever watch, white face, gold hands. No. 10060, 6teel chain, brass seal at end, " William " stamped on it; 1 metal Waterbury watch, case scratched— A MAN, age about 21, height 5 ft. 8 or 9 in., slight build, complexion fresh, hair dark brown, curly in front, tattooed " Wales" and T. S. or J. S. on right forearm, also other tattoo marks ; dress, dark cloth suit, black hard felt hat or patent peak cap, strong lace boots, or may be wearing a cotton cord jacket and trousers, and leather overalls. A farm labourer; supposed native of Curbridge, Berkshire. He absconded 21st inst., with clothes tied up in two blue handkerchiefs. Information to Supt. Dove, Heworth. 41.— Malton ( County).— For disobeying a bas- tardy order — MATTHEW ROSEBURY CON- STANT INE, age 39, height 5 ft. 7 or 8 in., com- plexion fresh, hair brown ( thin on top), side whis- kers, heavy light- brown moustache, eyes blue, rather round- shouldered. A stonemason; native of Keigh- ley, West Riding. Warrant issued. 42.— Malton ( County).— For failing to report— License Holder GEORGE LAWSON, Office No. 45190, age 45, height 5 ft. 7 in., complexion fresh, hair brown, eyes hazel, right arm crippled and elbow stiff, and large scar from elbow to wrist, lost 5 upper and 2 lower teeth, varicose veins outside left leg. Dressed a? a farm labourer. Sentenced at York, 1st March, 1888, to 7 years penal servitude for housebreaking. D O 898. Information to Supt. Silversides, Malton. YORKSHIRE ( WEST RIDING). 43.— Leeds ( City).— For failing to surrender to their bail, at Leeds Assizes, 2nd inst., on a charge of stealing £ 10 by fortune - telling — PHEASANT BOSWELL, age 25, height 4 ft. 11^ in., complexion fresh, hair dark brown, eyes brown — RHODA HERON, age about 34, height 5 ft. 2 in., complexion dark, hair black, eyes brown, ears pierced, lobe of left ear torn through. Both are gipsies and travel the country with others in caravans, hawking lace, & c, usually camping in country lanes. Warrant issued. Information to the Chief Constable, Town Hall, Leeds. PERSONS IN CUSTODY. BEDFORDSHIRE. 44.— Luton ( Borough).— Remanded for burglary — GEORGE WHITE; age about 30, height 5 ft. 6 in., complexion fair, hair and eyes brown, clean shaved, small scar on forehead, boil mark left jaw, left thigh, and 5 on right thigh, marks of corporal punishment on back, burn mark right thigh, scar right shin. States he is a shoemaker, but refuses any further account of himself. Found in his pos- session— a new silver geneva watch. |- plate, No. 56571. Information to Head Constable Jaquest, Luton. BERKSHIRE. 45.— Maidenhead ( Borough).— Remanded till lst prox., for unlawful possession of a quantity of cigars— JOHN WILKERSON, age 53, height 5 ft. 5-^ in., complexion pale, hair, whiskers and mous- tache ( turning grey) sandy, eyes hazel, " J. T." and woman's head and shoulders tattooed right arm, head and shoulders of man left arm; dress, dark serge jacket, mixture tweed vest, cord trousers, brown hard hat, blue tie with whi e spots ; a tramp. Information to Supt. Taylor, Maideahead. CAMBRIDGESHIRE. 46.— Caxton ( County).— Committed for trial at next Cambridgeshire Quarter Sessions, 5th prox., " for obtaining food and lodgings by fraud"— THOMAS BASIL POULTON, alias THOMAS POWELL, age 26, height 5 ft. in., complexion fresh, hair brown, eyes grey ; moles on right cheek, right side of nose, and top of left shoulder, 3 moles back of left upper arm, one mole right hip and centre of stomach, scar first finger right hand. A native of Stanway, Essex. Information to Inspector Everitt, Caxton.
