Portraits of persons whose apprehension is sought for serious offences, and engravings of Sti. hr. property, will be prominently inserted, with detailed particulars, at a cost oflbs. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by thesignature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force whicl causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, wdl be wholly responsible for any proceedings whicx may result from such publication. 11. Announcements for the Friday issue should be forwarded so as t » be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They muse be clearly written on one side of the paper only, be in the usual form, and accompanied by o covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheq , e, crossed " Drummond Sf Co.," Post Office Order payable at Parliameni- st., Postal Order, or i » Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on Application in the form set forth in oircular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at onoe notified to the Editor. The following is a copy of the order which governs the sirculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1, Printed hand- bills, or other advertisements, offering k reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 9. No expression must be used in such an advertise- ment, In relation to property stolen, or oriminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTI.— There are 177 StaHoni of the Metropolitan Police Force at which Notxoee can be potted. METROPOLITAN POLICE DISTRICT. SPECIAL NOTICES. Numerous complaints have been received by the Metropolitan Police, for many years past, of frauds committed in the province 3 throughout the United Kingdom, by the sale of the following articles: — " The Stramonium Cigarette," " The Bronchial Cigarette," " The Herbal Cigarette," " The Jubilee Marking Ink," " The Whitby Je* Marking Ink," " The Ccsmopolitan or Crown Cement." The method of carrying Attention is directed to Police Gazette of 27th January last, Case No. 39, giving particulars of " C. Jackson," wanted at Stourbridge, on a warrant for fraud in connection with the sale of the Stramonium cigarettes. follows :— The tradesman selected as a victim is generally tempted by a promise to be made a distiict agent, to he supplied with an automatic machine or a show- case, to have his name, as the local agent, printed on paper bags, and advertised in a local newspaper, etc. In this way, the pretended traveller, producing a bill or memorandum form with a printed address, purporting to be that of the company or firm ( generally in the East End of London), manages to effect a sale, allowing as a discount the first quarter's salary as a district agent. Sometimes an agreement is made that the cigarettes, etc., are not to be sold till the arrival of the machine, and that if not sold within six weeks the money will be returned. The cigarettes, etc., are found to be unsaleable, and nothing more is heard from the traveller or firm. Enquiries made in London indicate that the pre- tended travellers, of whom there are several, occupy a roc- m for a short time, their letters being for- warded to them by arrangement at provincial post offices. The unoccupied room is given as the address of the firm or company. Amongst the names most frequently given by the pretended travellers were " H. Perry," " C. J. Rose," " S. Wilson," " A. Smith," " W. R. Snell," " B. W. Myers," " D. Myers," " J. de Costa," " Jonas Ellis," '' W. Collings," " M. Morris," " J. Hunter,' V D. Stephens," " J. Henry," alias " Hunnett, " J. W. Graham," and " E. P. Corder." Of the names of firms given, the following do not exist:—" E. Ware & Co.," 38, Beaumont- street; " Rose Isaacs," G, Beaumont- street; " Collins & Sons," East Dulwich; " Stramonium Co.," 3A, Shandy- street; " M. Adams," 3A, Shandy- street. Asher Ellis, of 56, St. Peter's- road, which is identical with 56, Cephas- street, is a maker of Stramonium Cigarettes, and he denies that he has any travellers in his employ. The following cases in the " Police Gazette," refer to this method of committing fraud:— Case No. 15, 15th August, 1884; Case No. 94,17th Octo- ber, 1884; Case No. 108, 14tli November, 1884; Case No. 51, 4th June, 1886 ; Case No. 5, 7th July, 1889. No action can be taken by the Metropolitan Police unless process is first obtained. Attention is called to advertisements in London and Provincial newspapers, purporting to be inserted by Miss HARRISON, 38, St. Michael's- grove, North Kensington; Miss GUARD, 14, Bloompark- road, Fulham; and Miss CANNON, 124, Western- road, out the fraud is as j Brighton, offering, for one stamp, to send a recipe by which advertiser was cured of long- standing rheumatism in three days. Instead of a recipe a letter is sent, recommending the treatment of CHARLES MONTAGUE, alias BONAPARTE HIRCHFIELD, " Rheumatic Specialist," of 3, Red Lion- square, and 18, Great Russell- street, W. C. Montague is an unqualified and illiterate man, and the advertisements are inserted by him, and the letters written by a person in his employ. The medicine supplied, for wh' eh heavy charges are made, does not po- sess the efficacy claimed for it. Several enquiries having been received by the Metropolitan Police, about a man named ALLEN, who is engaged collecting subscriptions in aid of disabled firemen, the following particulars are given for the information of provincial police forces:— The man, Allen, is agent" for a scheme called the National Disabled Firemen's Institution. This Institution is promoted by a man named S. S. SECCOMBE, who has been known to the Metropolitan Police for a great man}' years, in con- nection with various schemes of a doubtful charac- ter relating to fire brigades. There is no proof that the present scheme is a fraudulent or even a bogus one, but, having regard to Seccombe's antecedents in such matters, and to the fact that it is quite unrecognised by the London Fire Brigade, it is evidently undeserving of public support. APPREHENSIONS SOUGHT. MURDER. 1.— F Division.— For wilful murder, 3rd inst.— FRED FOSTER, a painter, of 40, Market- street, Paddington, age 30, height 5 ft. 9 in., stout build, black curly- hair, heavy dark brown moustache, large mole on one side of face ; dress, long black overcoat, dark trousers, lace boots, white front, stand- up collar, no tie; supposed no hat. Was seen at Brockley, Kent, 2nd inst., when, it is supposed, be was making for the direction of Maidstone. FRIDAY, DECEMBER 15, 1893. THE POLICE GAZETTE. 3 fresh, hair dark brown, eyes grey, scar corner of right eye and right of forehead, B. F. H. G. and 5 dots left forearm, lost 3rd and 4th right fingers, scar outside right ankle and back of left shoulder. By trade a collier; native of Silford. Sentenced at Preston Sessions, 30th November, 1892, to 9 months imprisonment and 2 yearB super- vision for shopbreaking. 2743- 21. Information to Supt. Cross, Kirkham. 21.— Ormskirk( County) .— For embezzlement— ARTHUR SMALLET, age 26, height 5 ft. 5 or G in., complexion pale, hair light brown, light moustache, eyes light grey, small pupils ; dress, brown overcoat, butcher's blue coat and apron, cardigan jacket, brown cloth vest, black and grey stripe trousers, dark grey cloth cap with ear laps, lace boots. A butcher's assistant; native of Leeds. Has worked in the suburbs of Liverpool, and has friends residing at Garston, and at Mexborougb, near Doncaster. Warrant issued. Information to Supt. Jervis, Ormskirk. 22. — Liverpool ( City). — License Holder JAMES MITCHELL, Office No. 44955, age 57, height 5 ft. 6 in., complexion fresh, hair grey, eyes blue, ecar left side of chin, circular scar light fore- finger, a narrow hazel zone surrounds the pupil of each eye. A native of Liverpool. Sentenced at Dundee High Court, 5th March, 1888, to 7 years penal servitude for theft. Licensed I9th June, 1893. Information to Assistant Head Constable, Detec- tive Department, Liverpool. 23.— Salford ( Borough).— For stealing a number of watches — HENRY LIEDKE, alias CASEY, age 36 or 37, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache light brown, eyes grey, no whiskers; dresses respectably. A native of Switzerland. About 5 years ago he was in business, in the name of Casey, as a tobacconist and jeweller, in Booth- road, Cardiff, and prior to that in Harrow- road, London. Warrant issued. MONMOUTHSHIRE. 28.— Newport ( Borough).— For embezzling £ 171 10s., 2nd inst.— WALTER HARRY GID- LEY LAKE, age 32, height 5 ft. 7 in., stout build, complexion fair, hair ( thin and wavy in front) and moustache light, slight side whiskers. Carried a brown portmanteau and a black bag. A clerk and cashier. Has been employed in newspaper offices for several years. Was employed on the " Echo " and " Army and Navy Gazette," London. Is fond of billiards. Enquiries are requested at newspaper and emi- gration offices. Warrant issued. Information to Head Constable Sinclair, Newport. hair ( frizzed in front) light brown; dress, dark dress, dark cloth jacket, dark hat trimmed with red. Sullivan is likely to be found at new railway or waterworks. Warrant issued. Information to Chief Constable Ferguson, Stirling. NORFOLK 29.— East Dereham ( County).— For deserting his wife and children— WILLIAM EDWARD WATTS, age 28, height 5 ft. 4 or 5 in, stout build, complexion, hair and moustache dark, eyes dark grey, very high forehead, scar on muscle of one arm ; dress, when last seen, dark check suit, black cap with glazed peak. A labourer; native of East Dereham. Warrant issued. Information to Supt. Chambers, East Dereham. SUSSEX ( EAST). 35.— Hastings ( Bonnigh). — For stealing £ 12 lis. 4d.— WILLI Ail RICHARD COAD, age 50, height 5 ft. 4 or 5 in., complexion medium, hair dark brown, turning grey, whiskers and eyes brown. Speaks quickly, with a peculiar twitching of the mouth, excitable manner generally; of intemperate habits ; dress, long dark overcoat, dark vest and trousers, round- crowned felt hat. A native of Tnn- biidge Wells. Has been in business as a grocer, and as manager to a firm of coal merchants at Hastings. Warrant issued. Information to Chief Constable Glenister, Hastings. LEICESTERSHIRE. 21.— Melton Mowbray ( County).— For bur- glary, 20th ult., at Long Clawson — FRANK TAYLOR, age 19, height 5 ft. 2| in., complexion fair, liair light brown, carries his head slightly forward ; dress, brown tweed jacket and vest, black jacket over, light check trousers, black astrachan single peak cap, may be wearing black rib overcoat, " Silverwood " on tab. Native of Luton. Stays at common lodging houses. May seek employment as farm servant. Warrant issued. Information to Supt. Bott, Melton Mowbray. OXFORDSHIRE. 30.— Woodstock ( County).— On commitment warrant, for non- payment of fine and costs, for allowing a horse to stray— RICHARD CUNNING- HAM, age about 27, height 5 ft. 7 or 8 in., com- plexion fresh, hair and small side whiskers dark— CHARLES ELLIS, age about 27, height 5 ft. in., complexion pale, hair and moustache dark. Both are licensed hawkers, and travel the country with 2 vans and a small open cart, and 5 horses. May now be in Warwickshire or Worcestershire. Information to Inspector Sorrell, Woodstock. LINCOLNSHIRE. 25.— Epworth ( County).— For stealing about 25 stones of eels— NAT TURNER, age 35 to 40, height about 5 ft. 9 in., slight build, complexion hair, moustache and side whiskers dark; supposed dressed in dark suit and cap. A fisherman ; native of Cawood, near Selby. Supposed well- known in Hull, Grimsby, Newark, Nottingham, and the East and West Ridings, Yorkshire. Warrant issued. Information to Supt. Arnold, Epworth. 26.— Spalding ( County).— For deserting their wives and families— JAMES THOMAS COOK, age 33, height 5 ft. 6 or 7 in., slight build, com. plexion fresh, hair dark brown, light brown whiskers, shaves chin and top lip ; dress, blue serge jacket, lfght worsted cord trousers, and navy cloth cap ; had in his possession a tin box containing clothing. A labourer ; native of Long Sutton. Supposed accom- panied by a woman named Briggs, age 21, height about 5 ft. 4 in.— URIAH PRATT, age 39, height 5 ft. 5 or 6 in., slight build, complexion dark, hair dark brown, side- whiskers and moustache, scar centre of forehead; dress, brown overcoat, black cloth coat under. He occasionally sells oils for horses. Has lived at Greenwich and Deptford during the last few years, selliog artificial manure. Warrants issued. 27.— Spalding ( County). — For deserting his family— EDWARD HOOD, age 37, height 5 ft. 7 or 8 in., complexion sallow, brown hair and whiskers, very thin, weak knees, slightly lame; dress, drab jacket, cord trousers. A bricklayer's labourer; STAFFORDSHIRE. 31.— Bilston ( County).— FoV obtaining £ 3, by false pretences, 29th ult., at Heath Town— JOSEPH ROGERS, age 30, height 5 ft. 5^ in., complexion pale, hair dark brown, eyes brown, small seal back of left wrist, scar corner of left eye and down left cheek ; dress, short light overcoat, dark brown cloth trousers, black hard hat. Native of West Brom- wich. ( See Case No. 38, 8th inst.) Warrant issued. Information to Supt. Walters, Bilston. 32.— Stafford ( County).— For failing to report — Expiree THOMAS CARTWRIGHT, Office No. 44,096, age 31, height 5 ft. 3 in., complexion sallow, hair black, eyes brown, scar top of each buttock, 2 vaccination marks on each arm, scar inside right wrist, 2 outside left wrist, left bip dislocated, left leg shorter than right ( walks lame). Sentenced at Stafford Assizes, 11th December, 1888, to 5 years penal servitude for wounding. Licensed 8th December, 1892. Information to Chief Supt. Hill, Burslem. 33.— Stoke- on- Trent ( County). — For sacri- lege, 20th ult.— EDWIN CHEETHAM, alias GEO. EDWIN CHEETHAM, age about 47, height 5 ft. 8 in., slight build, complexion fresh, hair, whiskers, and beard ( cut short) grey, stoops slightly; dress, brown overcoat, plaid trousers, black hard felt hat, white apron round waist; carries a bass. A painter and plumber ou tramp; native of Derby. Has served in the Army. Warrant issued. Information to Supt. Harding, Stoke- on- Trent. STIRLINGSHIRE. 34.— Stirling ( Burgh).— For assault, on 28th ult. — DANIEL SULLIVAN, an Irishman, age 24, height 5 ft. 8 or 9 in., stout build, complexion fresh, round face, hair and small moustache dark, other- wise clean shaved; dress, dark cloth jacket suit, dark cloth single- peaked cap, lace boots. A labourer or navvy. Absconded, 29th ult., accompanied by MARY KING, a millworker, age 23, height 5 ft., complexion fresh, round face, sharp features, WARWICKSHIRE. 36.— Birmingham ( City).— For embezzlement — THOMAS GARBETT, age 40, height 5 ft. 9 or 10 in., complexion fresh, hair dark brown, clean shaved. A groom ; native of Birmingham. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. WILTSHIRE. 37.— Devizes ( County).— Woodcut portrait and description of WILLIAM E. GILLARD, whose apprehension is sought for falsifications of accounts — Age about 26, height 5 ft. 7 or 8 in., complexion fair, hair light brown, long moustache, eyes blue, rather large nose, peculiar gait, take3 long strides; dress, dark overcoat ( nearly new), dark trousers, dark hard felt hat. Warrant issued. Information to Deputy Chief Constable Baldwin, Devizes. £ 20 REWARD. 38.— Marlborough ( County).— For stealing, 19th October, at FroxGeld— A spotted grey gelding pony, aged, about 13 hands, recently clipped, small white thread across off side of breast, from a cut about 3 inches long, a small lump inside off front foot, under fetlock, small wart between hiud legs, short tail, long white mane, in good condition; a brown varnished dog- cart, small size black splash- boards, springs and nave band, " R. J. Lovell, Newbury," on cap of wheels, brown leather cushions in front, blue cloth cushion on seat at back ; imitation seal- skin rug: black silver- plated harness. Sup- posed by FOUR MEN: 1st, age 25 to 30, height about 6 ft., complexion fair, slight moustache and side- whiskers; dress, blue serge suit and hard hat, long blue overcoat with cape. 2nd, age 20 to 25, height 5 ft. 4 or 5 in.; dress, dark jacket and trousers, hard hat. 3rd, age 20 to 26, height 5 ft. 5 in.; dress, light jacket, brown cloth troupers, brown tweed cap. 4th, age 20 to 25, height 5 ft. 4 or 5 in.; dress, pilot jacket, cord trousers, tweed cap, heavy boots. WORCESTERSHIRE. 39.— Upton - on - Severn { County). — For stealing, on 9th ult.— A black satin mantle, trimmed with bows of black satin on neck and shoulders, and beads in shape of a heart at back— MARY JANE BROOMFIELD, age about 30, height about 5 ft. 6 in., stout build, complexion fresh, hair light brown; dress, black three- quarter jacket, trimmed with black braid, light grey dress, white straw hat, trimmed with white ribbon, and white tips on front, blue woollen wrap. Carried a small fancy brown basket, and an umbrella. A native of Elmbridge, near Droitwich. This woman calls at cottages, represents herself as cook to a gentleman some distance away, and obtains food and lodgings. Has been convicted at Oldbury, Redditcb, Droit- wich, Worcester, and other places, of fraud, & c. Warrant issued. Information to Supt. Harrison, Upton- on- Severn. 40.— Worcester ( City).— Forfaiting to report — Supervisee WILLIAM HINTON, alias THOMAS JONES, Office No. 41504, age 41, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes grey; scar right eyebrow, 2nd right finger and 2nd left finger; blue mark right wrist and left elbow, cleft palate, weak knees. Sentenced at Hereford, 23rd January, 1891, to 5 months hard labour and 5 years police supervision for larceny. Information to the Chief Constable of Worcester YORKSHIRE ( EAST RIDING). 41.— Hull { Borough). — For felony — ELI DARLOW, age 21, height 5 ft. 5 or 6 in., complexion fair, hair brown; dress, black jacket and vest, dark plaid trousers. A collier; lately resided at Wake- field. He is well known amongst colliers in the neighbourhood of Wakefield, Leeds, and Dewsbury. He visits fairs, and may be found with showmen. Warrant issued. 42.— H U11 { Borough). — For embezz'ement — JOHN S. WITTY", age 36, height 5 ft. 7 in., stout build, complexion very fresh, hair light brown ; dresses well. A cletk; native of London. He left Hull a fortnight ago, supposed for Bradford, and may be found amongst a religious boiy, or playing' the organ at gome church. Warrant issued. 43. — Hull { Borough). — For embezzlement — ERNEST ALFRED GRINDELL, age about 23, height 5 ft. 5 or 6 in., smart stoutish build, broad shoulders, complexion fair, hair light brown, c'ean shaved, thick lips ; dress, dark overcoat, black hard felt hat; generally well dressed. A commercial traveller ; native of Hull. He left Hull on 3rd ulfe , for Lincoln, at which place he was last heard of. Warrant issued. Information to Capt. Gurney, Chief Constable, Hull. YORKSHIRE ( NORTH RIDING). 44.— Northallerton { County). — For louse- breaking, 6th inst., and stealing 33 crown piece3 ( 1 Geo. IV., the others of recent date) — TWO MEN: 1st, age 2L to 25, 1 eight 5 ft. 7 or 8 in., red face, ha: r brown, no whiskers or moustache, good teeth ; dress, black coat ( torn at sleeves aud pockets), black vest, moleskin trousers, blue rib cycling; stockings, red- and- blue stripe scarf, new hard black felt hat, " R. A. Watson " inside ; the appearance of an ironworker. Stated he was a groom, and had been employed by the Manchester Carriage Co.— 2nd, age about 30, height about 5 ft. 5 in., rather stout build, complexion dark, hair dark brown ( cut short), moustache dark ; dress, dark cloth suit, blue rib cycling stockings, red- and- blue striped scarf, hard felt hat, " R. ESSEX. 78.— Colchester ( Borough).— On the evening of the 8th inst. the shop and premises of a trades- man in this borough were found to be on fire, and his charred body was subsequently recovered from the ruins. It is also thought that about £ 100 had been taken from a safe upon the premises. Three postal orders for £ 1 each were stolen, num- bered 0/ 70, 572693, 572694, and 572696— A man, named ARTHUR BLATCH, formerly in the employ of the deceased as porter, is said to have been the last person in his company at the shop on the even- ing of 8th inst., and it is highly important that his whereabouts should be discovered if possible. Police are therefore requested to make every pos- sible inquiry for him, and, if found, to cause obser- vation to be kept upon him until an officer can be sent to identify. Blatch has been travelling the country taking cheap photographs with a small camera belonging to the National Photo. Co., London, and has recently visited the South Coast watering places. He is generally accompanied by a woman named Rash. Description of Blatch:— Age about 35, height 5 ft. 8 in., complexion pale, hair, moustache, and eyes dark ; stoops slightly; walks with short quick steps ; has suffered from an affection of the spine.
