REGULATIONS- 1. - A!: announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to HIE iiurrou OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, ' FT. 2. 1' arl if v U rs concerning persons whose apprehension is sought tcill be inserted in one issue of the TOLICE O. ZETT8, if they are sufficient to enable action to be taken upon them by another force. 3. Part -, lars as to stolen property will be likewise inserted in one issue, if sufficient to enable the am ilt in question to be thereby identified. 4. In uU oases where a reward is offered the name and address of some person responsible for the p i yrrsnt must be given, and the exact conditions be clearly stated. 5. Po/ baits of persons whose apprehension is sought for serious offences, and engravings of st'fh r. property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1.' Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. . 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZEITB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicA may result from such publication. 11. Announcement. T for the Friday issue should be forwarded so as to be received not later than, noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They musr be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must he in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond fy Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 123, Strand, London, the sole Agent, who will furnish the rr. tes on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis:— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners. on the application of private persons, or of the Police of any County or Borough, must be clearly orpressed in relation to the following points— ( o) The amount of the reward. ( 6) The conditions on which it is payable, ( o) The person by whom it will be paid. ( d) That the name and address of the prin ter appear thereon. 2. No expression must be used in such an advertise- ment, In relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTI.— There are 177 Station* of the Metropolitan F » Hw Force at which Notices can be posted. 8 in., weight about 15 stones, complexion fresh, full face, fleshy cheeks and neck, hair and eyes dark, small wart on one eyelid, walks quickly and erect; well dressed. Warrant issued. 4 — G Division.— Woodcut portrait and de- scription of LOUIS COLLINS, whose apprehension, is sought for failing to surrender to his recognizances at the Central Criminal Court, upon a charge of libel:— Age about 45, medium height, complexion fresh, heavy sandy beard and moustache; well known at Eastbourne. Warrant issued. 5.— p Division.— For stealing £ 20 — CHAS. BENNETT, age 38, height 5 ft. 6 in., complexion dark, hair and moustache ( turning grey) black, eyes dark brown; dress, black diagonal coat and vest, grey trousers, black hard hat, butcher's blue smock. A butcher; native of Maidstone, near which place his father and other relatives reside. Absconded Gth inst. Warrant issued. 6.— p Division.— For obtaining foreign post- age stamps, to the value of £ 7, by fraud— CHARLES MATTHEWS, alias LEA, age 40, height 5 ft. 5 in., complexion dark, hair and moustache ( turning grey) dark ; dress, black coat and vest, grey trousers, black hard felt hat. He answers advertisements in the " Exchange and Mart," givirig false references, and addresses at news agents. Supposed to be carrying on the same system of fraud in the provirces under other names. Good musician and knows French well. 2.— E Division.— For stealing, 26th ult.— 1 lady's gold demi- hunter keyless watch, opal enamel dial, " A. D. A." in monogram on back ; 1 gentleman's metal demi- hunter keyless watch; 1 lady's gold double- curb chain, about 4 inches long; 1 gold fly safety brooch, set sapphires and psarls ; 1 gold horseshoe brooch,, set diamonds; 1 gold scarf- pin, fox's head, ruby eyes; 1 gold curb bracelet, padlock fastening; 1 gold and platinum pencil case, about 6 inches long; 1 gold and lapis- lazuli locket, set rose diamonds and ruby; 1 gold pocket- knifc, scissors and pencil combined— ROSE PAGE, alias ELME, DUFFEY", and WARD, age 2i to 30, height 5 ft., slight build, complexion fresh, rosy cheeks, hair black, eyes brown ; dress, brown plush jacket, black cotton blouse ( white spots), black skirt, blatk straw hat. Supposed a native of Tunbridge Wells, and may be found there, or at Gospoit. 3.— E Division. — Fcr appropriating about £ 700, trust funds, to his own use — EDWIN THOMA. Has served in the 2nd Dragoon Guards. 9. — Y Division. — For larceny ( servant) — ARTHUR BODDINGTON, age 23, height 5 ft. 3 in., complexion fresh, hair and slight moustache dark, eyes blue; dress, dark blue stripe jacket and vest, dark trousers, white muffler, peak cap. CITY OF LONDON. 10.— For stealing £ 53, I diamond marquise ring, and a silver lever watch, No. 356355, " J. W. Benson" on dome, 21453- 150 scratched on outer case— JOHN HAMILTON TOOMBS, age 18, height 5 ft. 6 in., slight build, complexion fair, has nervous twitching of the eyes; dress, dark suit, round bowler hat. Has been assistant cashier to a jeweller, late of 5, Grand Parade, Putney. Warrant issued. 11.— For embezzlement — FRANK WILLIAM RICHER, age 32, height 5 ft. 2 in., stiff build, com- plexion fresh, hair, moustache and small side whiskers dark, round face, quick in movement, quiet speaking; dress, dark morning suit, black round felt hat, late of Eastdene- road, St. George's- road, Peckham. A cashier, absconded 24th ult. Is an Army Reserve man, and has served in 1st Battalion Royal Fusiliers. Addicted to drink. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. Sen- tenced at Edinburgh, 15th November, 1880, to 15 years penal servitude for housebreaking Licensed 17th ult. Y G 351. Information to the Chief Constable of Birkenhead DERBYSHIRE. ANGLESEY. 12.— Holyhead ( County).— For failing to report — Supervisee WILLIAM WILLIAMS, alias WM. JOHN WILLIAMS, Office No. 45452, age 48, height 5 ft. 4 § in., complexion fresh, hair dark brown, eyes blue, bald front of head, scar right side forehead, and a long scar on right wrist and left forearm, W. on right, and W. C. W. on left forearm. Sentenced at Carnarvon, 29th June, 1893, to 4 months hard labour and 5 years police supervision for larceny. Information to Supt. Davis, Holyhead. ARGYLLSHIRE. 13.— Lochgilphead ( County).— For being con cerned in the alleged murder of Lieut. Hamborough, at Ardlamont — EDWARD SWEENEY, alias EDWARD DAVIS, and EDWARD SCOTT, age about 30, height 5 ft. 10 in., complexion pale, inclined to sallow, high cheekbones, long thin face, sharp chin, hair ( wavy) dark, brown moustache, which may now bo shaved, full steel- grey eyes, carries his shoulders well back and head slightly forward, suffers from asthma, and has a habit of putting his right hand to his side when coughing. In delicate health ; dresses well, and generally wears a low hard felt hat. Native of London. He is a bookmaker or bookmakers' clerk, and is known in racing circles as Ted Davis, or " Long Ted." Warrant issued. Inform it on to Chief Constable Fraser, Lochgilp- head. 17.— Derby ( Borough).— For obtaining a cheque for £ 7 15s. 6d. by false pretences— JOHN KING ( supposed false), age about 45, height 5 ft. 5 in. stout build, complexion sallow, hair dark, clean shavel; dress, dark overcoat, dark trousc- rs, aud black hard hat; the appearance of a farmer or cattle dealer. He called upon a hay dealer and ordered goods to the amount of £ 9 9s. 6d., tender- ing a cheque in payment for £ 17 5s. Od. on the Accrington Branch of the Union Bank of Manches- ter, and received a cheque for £ 7 15s. 6d. for the balance, which he cashed the same evening. Warrant issued. Information to Lt.- Col. Dalacombe, Chief Con- stable, Derby. DORSETSHIRE. 18.— Wimborne ( County).— For deserting his family— ALFRED STONE, age 22, height 5 ft. 7 in., complexion fair, hair light ( curly), rather high cheekbones, large mouth. Warrant issued. BERKSHIRE. 14.— Windsor ( Borough).— For fowl stealing— OWEN" EDWARDS, age 31, height 5 ft. 8| in, complexion fair, hair light, moustache sandy, eyes grey; dress, dirty brownish tweed suit, black hard felt hat. Has served in the Coldstream Guards, and is now in the Army Reserve. Native of Birming ham. Warrant issued. Informition to Head Constable Armour, Windsor, DURHAM. 19.— Houghton- le- Spring ( County). — For stealing £ 42 16s. 2d., the moneys of the Durham Miners' Association — MILES ' HANDY, age 32, height 5 ft. 8 or 9 in., stout build, complexion, hair and moustache dark ; dres3, dark tweed jacket suit, black felt hat or black cap, lace boots. Formerly a check- weighman at New Harrington Pit. , May seek employm3nt at some colliery. Warrant issued. Information to Supt. Wilkinson, Houghton- le- Spring. 22.— Ware ( County). — Woodcut portrait and description of GEORGE SEALEY, whose appre hension is sought for stealing a quantity of hay Age about 30, height 5 ft. 11 in, slight build, complexion, hair, and mou. stachj dark, small eyes, very low forehead, largd mole on forehead, front teeth project; dress, light grey short coat, dark brown narrow corduroy trousers ; late of Bunting- ford and Standon. Native of Mitcham, Surrey. A haydealer's foreman, and may seek similar employ- ment. Warrant issued. Information to Captain Wymer, Superintendent, Ware. LANCASHIRE. 23.— Leigh ( County). — For fowl stealing — JAMES HARRIS, age 30, height 5 ft. 7 or 8 in., complexion dark, hair and moustache black; dress, dark cloth jacket and vest ( worn), new fustian trousers, dark cloth cap; dirty appearance. A labourer; native of Warrington. Warrant issued. 24.— Leigh ( County). — For stealing a gentle- man's keyless silver watch, No. 120211, white dial, with " H. Peak & Son, London," engraved thereon, and 19s. 10d.— PETER CULLEN, age 38, height 5 ft. 7 or 8 in., complexion sa'low, hair dark ( tura- ing grey) ; dress, dark clctliirg, felt hat. A tramp- ing shoemaker. Warrant issued. Information to Supt. Higglnbotham, Leigh. 25.— Prescot ( County). — For stealing a gold watsh and chain, 11th nit., atMosley Hill— A MAN, age 49, height 5 ft. 5 or 6 in., complexion pale, hair light, whiskers and moustache; dress, dark grey suit, black felt hat with flat top; generally carries an umbrella. A clock cleaner and winder, and may seek similar employment. Ho pledged the property at Reading, 16th ult., in the name of James Murray, and was afterwards traced lo London. Information to Supt. Baxendale, Prescot. 26.— Liverpool ( City).— Woodcut portrait and description of HARRY STEWARD McINTOSH, HAMPSHIRE. 20.— Winchester ( City).— For embezzlement — GEORGE BUTTERY, age 2b, height 5 ft. 5 in., complexion fresli, hail' brown, eyes grey, two small scars on left forefinger, 21 H 114 tattooed left arm; dress, brown tweed cloth jacket and vest, dark cloth trousers, nearly new, heavy lace boots. Supposed native of Sheffield. Has served in the King's Royal Rifles, and was transferred to the Reserve in January, 1891. Grove ( County).— For obtaining and money, by frau 1 — License HERTFORDSHIRE. 21.— Ware ( County).— For highway robbery, with violence, and stealing a silver geneva watch, bow repaired with an ordinary pin, an imitation gold chain, links about f- in. long, with a piece of wire at end of each, bar, small piece of chain, and white metal patent spring key attached— GEORGE PARKER, age 22, height 5 ft. 2 in., complexion fresh, hair sandy, eyes grey. A labourer. Native of Standon, Herts. Warrant issued. whose apprehension is sought for stealing £ 100, age 33, height 5 ft. 4 in., complexion fresh, hair, side whiskers, moustache and eyes dark, abscess mark right side of face. Information to Chief Constable Holgate, Bolton, by whom the above jewa- d will be paid for the arrest of Blackburn. 28.— Salford ( Borough).— For failing to report — Supervisee JOHN EYRE3, Office No. 44886, age 45, height 5 ft. in., complexion fresh, hair brown, eyes grey, scar on each eyebrow and right cheek, anchor on each forearm. Sentenced at Man- chester, 16th Juno, 1892, to 12 months hard labour ard 3 years police supervision for larceny. Information to the Chief Constable, Salford. NORFOLK. — Pulham Market ( County).— For louse breaking, 22nd ult., and stealing £ 4 10s. gold, a lion shilling, a Jubilee shilling, and a metal watch- chain— WILLIAM CHATTEN, ago 16, height 5 ft. 4 in., complexion fresh, hair and eyes dark, long dark eyelashes; dress, brown suit, red scarf, dark cap. NOTTINGHAMSHIRE. 31— Nottingham ( Borough).— For failing to report- License Holder JOSEPH WEBSTER, alias WILLIAM JOHNSON, Office No. 45254, age 46, height 5 ft. 2 in., complexion dark, hair dark brown, eye3 blue, scar left eyebrow, back of neck, and right wrist, burn scar left side chest, nose large and inclined to right, varicose veins in legs. OXFORDSHIRE. 32.— Oxford ( City).— For stealing, 30th ult., 1 lady's silver geneva watch, flowered dial; 1 silver chain, with tassel; 1 silver snake pattern chain, foreign coin attached; I silver brooch, horseshoe and whip pattern; 1 ditto, oblong shape, " Mary" in centre— A MAN, age 50 to 55, height 5 ft. 5 or < 3 in., beard and whiskers grey ; dress, brown over- coat, black hard hat; shabby appearance. Information to Chief Constable Head, Oxford. breast and fore feet, white tip on tail— THOMAS PITMAN, a » e 42, height 5 ft. 2\ in., complexion dark, hair dark brown, eyes hazel, oval face, bridge of nose flattened, lost fleshy part of top of left thumb; dress, long drab coat, cord trousers, black bowler hat. STAFFORDSHIRE. 34.— Leek ( County).— For obtaining a situation as cook, by forged character— ANN SANDERS, age about 27, height 5 ft. 3 or 4 in , complexion sallow, long thin features, hair ( frizzed in front), and eyes dark; dre3s, blue or black dre? s, black bonnet with flowers, or sailor hat with white band, white silk neckerchief, brown sboe3. Warrant issued. Information to Supt. Breton, Leek. SUFFOLK. 35.— Ipswich ( Borough).— For embezzlement— FREDERICK RIVERS, age 31, height 5 ft. 5 in., weight about 10 stone, complexion fresh, hair dark, small dark moustache, otherwise clean shaved, eyes hazel; walks with short quick steps. Ha9 been a porter on G. E. R., a bricklayer's labourer, an agent for the Prudential and Pearl Insurance Companies, and latterly a drayman. Has a brother at Potter's Barr, Highbury, another in' Wandsworth- road, and a relative at Shotley Windmill, Suffolk. Lately resided at 16, Great Whip- street, Ipswich. Warrant issued. Information to Lieut.- Col. Russell, Chief Con- stable, Ipswich. SOMERSETSHIRE. 33.— Ilminster ( County).— For stealing a collie dog, age 10 months, long shaggy black coat, white SURREY. 36.— Reigate ( Borough). — For fraudulently collecting alms, 17th ult.— A MAN, age 27, height 5 ft. 7 or 8 in., complexion fair, hair dark brown, moustache light, stoops slightly; has a habit of raising his hands to his chest when talking ; well educated, and very talkative; drcs?, blue melton overcoat with velvet collar, dark trousers, stand- up collar, boots much worn ; shabby- genteel appearance. He states he i3 a policeman, atd is collecting funds for a man and his wife, whom he names, to enable them to bo sent to a convalescent home, presenting a book of subscriptions with signatures of well- known inhabitants. Has formerly been going about the country selling tea, which he may again do. Information to Head Constable Morant, Redhill. SUSSEX ( WEST). 37.— Arundel ( County).— For burglary, 3rd inst., and stealing about £ 40 gold and silver, a £ 5 note, a cheque for £ 33 on the London and Joint Stock Bank, from S. & H. Davenport to John Humphrey ; I for £ 4 14s. 6d., on the London and County Bank, from Major Middleton to A. Goddard ; 1 for £ 7 18s. 8d., John Drewitt, to Watts & Nephew; 1 for £ 5 8s. 5d., from G. Farley to Watts & Nephew; 1 for £ 10, from Richard Smart to Watts & Nephew; 1 for £ 5, £ 4 lis. 7d., and £ 4 17s., from Woodbridge & Co's.
