TartU >' /; rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE </', AETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Part " ilars as to stolen property will be likewise inserted i » one issue, if sufficient to enable the ar/ iile in question to be thereby identified. 4. In till tuses where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. P or traits of persons whose apprehension is sought for serious offences, and engravings of stoli r. property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per per trait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by thesignature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or " borough, as the case may be. 3. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all perse ns to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, tcUl be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICB GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond fcha number at present supplied will be forwarded on application in the form set forth in oircular of the 7 th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLIOB GAZETTE, may be at once notified to the Editor. The following is a copy of the order which govern* the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly oxpressed in relation to the following points— ( a) The amount of the reward, ( ft) The conditions on which it is payable, ( a) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 1 N* expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Nora.— There are 177 Station of th* Metropolitan Felice Force at which Notices can be potted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — Criminal Investigation Depart- ment. — Woodcut portrait and description of HENRY RIGHTON, late Superintendent of the Bristol Post Office, and Sub- Postmaster of Portland- place Post Office, Clifton, whose apprehension is sought for forging and uttering money orders— Age 37, height 5 ft. 6 in., complexion pasty, hair ( straight and scurfy) and moustache dark, thick lips, delicate hands, stoops slightly; dress, dark clothing and overcoat, trousers rather short, square- top bowler hat, military spring- side boots; wears spectacles. Good musician and knows French well. 2— Convict Supervision Department — For failing to report change of residence— License Holder GEORGE TEMPEST, alias ROBERT B PATTERSON, Office No. 45356, age 33, height 5 ft. 7 in., complexion dark, hair dark brown ( partly bald), eyes brown, scar right eyebrow, mole back of neck and centre of chest, blue dot back of left hand. Sentenced at Chelmsford, 4th July, 1888, to 7 years penal servitude for larceny, after two previous con- victions at Edinburgh. Licensed 16th Oct., 1893. C. O. 1268. 3.— J Division.— For attempting to carnally know a girl, age 11— SAMPSON SMITH, age 19, height 5 ft. 4 in., complexion swarthy, hair dark, eyes hazel, scar on tip of nose; dress, light brown tweed jacket, dark vest, brown stripe trousers, patched at knees with black cloth, lace boots, have been cut in front and sewn up. A gipsy. Was seen at Ponders End 22nd ult. Supposed gone to Ware, Herts. Warrant issued. 4. — J Division.— For stealing, 24th ult., a brown snow flake tweed dress, red spots, black straw hat trimmed black lace, moas rose and bud, a croco- dile skin purse containg £ 1 15s. cash, a quantity of underlinen, and an umbrella— ELLEN BALCHIN, alias JANE BALCHIN, and KATE LONG, age 27, height 5 ft. 5 in., stout build, complexion sallow* hair brown, eye3 grey; dressed in stolen clothes' Previously convicted and well known at Brighton and Portsmouth. A native of Ditchling- road, Brighton, where her father resides. 5. — w Division. — Woodcut portrait and description of FRANK MASON, whose apreh ension is sought for embezzlement, age 35, height 5 ft. 7 in., complexion fresh, hair and moustache dark brown, ( turning grey) ; dress, when last seen, black jacket and vest, grey stripe trousers, black hard felt hat, may be wearing a light peak cap. A milk carrier. Warrant issued. Information to Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For stealing £ 53, I diamond marquise ring, and a silver lever watch, No. 356355, " J. W. Benson" on dome, 21463- 150 scratched on outer case— JOHN HAMILTON TOOMBS, age 18, height 5 ft. 0 in., slight build, complexion fair, has nervous twitching of the eyes ; dress, dark suit, round bowlefc hat. Has been assistant cashier to a jeweller, late of 5, Grand Parade, Putney. Warrant ifsued. 7. — For embezzlement — FRANK WILLIAM RICHER, age 32, height 5 ft. 2 in., stiff build, com- plexion fresh, hair, moustache and small side whiskers dark, round face, quick in movement, quiet speaking; dress, dark morning suit, black round felt hat, late of East dene- road, St. George's- road, Peckham. A cashier, absconded 24th ult. Is an 2 T I I E P O L I C E GAZETTE. FRIDAY, NOVEMBER 3, 1893. Army Reserve man, and has served in 1st Battalion Royal Fusiliers. Addicted to daink. Warrant issued. BUCKINGHAMSHIRE. 8.— SlOUgh ( County). — For stealing a horse cart, and harness ( recovered)— A MAN, age about 35, height about 5 ft. 9 in., complexion sallow, hair and moustache brown, eyes grey, blinks when speaking; dress, grey morning coat and vest, dark trousers, hard black hat. He represented himself as a detective sergeant, and was looking for a man for passing counterfeit coin. He visits public houses, cautions landlords, and produces a pair of handcuffs which he carries. Information to Supt. Sutton, Slough. CHESHIRE. 9— Macclesfield ( County). — For fowl steal- ing at Great Warford— PETER HOWARTH, age 35, height 5 ft. 8 in., stout build, complexion swarthy, hair and eye3 brown, large head and facs; dress, dirty drab jacket and vest, moleskin trousers, and clogs. A labourer; native of Great Warford. May be found among poachers, working with a threshing machine, or in a common lodging house. Warrant issued. Information to Supt. Downes, Macclesfield. 10.— Middlewich ( County).— For stealing a lady's silver watch — JOHN OWEN ( supposed false), age about 24, height 5 ft. 6 or 7 in., com- plexion fresh, hair sandy ; dre3S, dark coat and vest, corduroy trousers, hard felt hat, flat top. May seek employment as a farm labourer. Supposed a deserter from the Army, and native of Sandbach. Warrant issued. , Information to Supt. Large, Middlewich. DENBIGHSHIRE. 11.— Wrexham ( County). — For larceny, 11th ult.— TWO MEN: 1st, age about 24, height ft. 6 in., complexion dark, hair and moustache dark brown, side whiskers rather shaggy, shaved on chin, rather round features, lost one upper front tooth; dress, dark cloth Inverness overcoat, dark cloth coat and vest, light grey tweed trousers, black hard felt hat. 2nd, age about 23, height about 5 ft. 7 in., complexion fair, hair ( curled low on forehead), and moustache sandy, otherwise clean shaved, round features, rather high cheekbones, hangs his head when talking; dress, light plaid Inverness water- proof overcoat, dark cloth suit, black hard felt hat. These men engaged lodgings, stating they were agents in advance for Mr. Arthur Roberts' Concert Company, and intended staying a fortnight. They stayed one night and obtaining breakfast the next morning, left under the pretence of fetching their luggage. After they had left, a purse containing money was missed. Warrant issued. Information to Deputy Chief Constable Vanghan, Wrexham. DORSETSHIRE. 12.— Wimborne ( County).— For embezzlement — THOMAS JAMES CONWAY, age 33, height 5 ft. 6 in. ( or over), complexion pale, hair very dark, rather deaf, astbmatical, stoops when walking and keeps one hand in pocket; of delicate appearance. Is a prominent " Buffalo." A native of Poole. Warrant issued. Information to Supt. Marsh, Wimborne. ESSEX. 13.— Colchester ( County).— For using threats nnd night- poaching— CHARLES MORRIS, age 20, height 5 ft. 6 in., complexion fresh, hair ( worn over forehead), dark brown, eyes blue, scar right thigh; drees, light coat and vest, with velvet collars, cord trousers, silk neckerchief, cloth peak cap. A labouier; native of Kirby, Essex. Warrant issued. 14.— Colchester ( County). — On commitment warrant for game trespass— WILLIAM SMITH, age 26, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes blue, scar left elbow. A labourer; native of Thorpe, Essex. Formerly worked for a butcher in London, and may seek similar employ- ment. Information to Supt. Ackers, County Polico Office, Colchester. 15. — Grays ( County). — For stealing a pony ( recovered)— A MAN, age about 20, height 5 ft. 5 in., complexion fair; dress, brown jacket with small black squares, tweed trousers with small red spots, black hard felt hat, lace boots. Information to Supt. Jordon, Grays. HAMPSHIRE. 16.— Andover ( County).— For obtaining ahorse ( recovered) at Weyhill Fair, 10th ult., by means of a worthless cheque— HENRY PALMER, alias JOHN JAMES, and WM. WILSON, Expiree, Office No. 40393, age 43, height 5 ft. 6 in., com- plexion fair, hair, whiskers and moustache dark brown ( turning grey), beard trimmed short, mole on both collar- bone3, right cheek, side of nose, and front of left ear, scar back of head and right cheek, figure of a female and a yacht on left forearm, part bracelet left wrist; dress ( when last seen), dark clothes, hard felt hat. Has the appearance of a respectable tradesman. Was sentenced at Oxford, 24th October, 1885, to 5 years' penal servitude for burglary. Is identical with man described in Case 4, Police Gazette, 1st January, 1892, and in figure 18 of the Illustrated Circular, No. 32. Warrant issued. Information to Supt. Miller, Andover. 17.— Lyndhurst ( County). — For failing to report— License Holder JAMES CHAINEY, Office No. 43250, age 22, height 5 ft. 6f in., complexion fresh, hair black, eyes grey, oval face, propoi- tionately built. Sentenced at Dorchester, Sth July, 1889, to 10 years penal servitude for an unnatural offence. Licensed 7th July, 1892. P 281. Information to Supt. Payne, Lyndhurst. 18.— Winchester ( City).— For embezzlement — GEORGE ME RITT, age 25, height about 5 ft. 5 in., complexion fair, hair and moustache light brown, eyes brown, ring tattooed third finger of one hand ; dress, brown cloth jacket, grey vest, brown cord trousers, soft grey cap, lace boots. Native of Alresford, Hants. Has served in the Hampshire Regiment and is now in the Reserve. Warrant issued. Information to Supt. Felton, Winchester. HERTFORDSHIRE. 19.— Ware ( County). — Woodcut portrait and description of GEORGE SEALEY, whose appre- hension is sought for stealing a quantity of hay— Age about 30, height 5 ft. 11 in., slight build, complexion, hair, and moustache dark, small eyes, very low forehead, large mole on forehead, front teeth project; dress, light grey short coat, dark brown narrow corduroy trousers; late of Bunting- ford and Standon. Native of Mitcham, Surrey. A haydealer's foreman, and may seek similar employ- ment. Warrant issued. 20.— Ware ( County).— For highway robbery, with violence, and stealing a silver geneva watch, bow repaired with an ordinary pin, an imitation gold chain, links about 5- in. long, with a piece of wire at end of each, bar, small piece of chain, and white metal patent spring key attached— GEORGE PARKER, age 22, height 5 ft. 2 in., complexion fresh, hair sanely, eyes grey. Native of Standon, Herts. Warrant issued. Information to Captain Wymer, Superintendent, Ware. KENT. 21.— Chatham ( County).— For stealing, between 27th and 29th ult., at Meopham— A dark brown gelding pony, about 14 hands, broken knees, lump behind near fore- leg, long tail; in fair condition— CHARLES SHADDOCK, age 16, height 5 ft. 9 in., arms and body tattooed; dress, long black coat ( too large), dirty cord trousers, bla- k velvet cap, bine neckerchief with white spots, lace bjots. Has been travelling with cocoa nuts. Supposed convicted for stealing strawberries at Swanley durirg the past summer. Information to Supt. Lacy, Chatham. LANCASHIRE. 22.— Rochdale ( County).— For stealing, 16th ult., a leather purse containing 10s.; 1 red and cream stripe silk handkerchief; 1 dark sage- green velvet dress— CHARLES BOSWELL, age 34, height 5 ft. 7 or 8 in., complexion swarthy, hair black, inclined to curl, eyes dark, scar on back of left hand; dress, light grey coat and vest, dark brown trousers, black billycock hat, light lace boots. A gip3y hawker; native of Derby. — MARINA SMITH, age 17, height 5 ft. 4 in., complexion very dark, hair ( fringe on forehead) black, eyes dark brown; dress, dark sage- green dress, red and black stripe shawl, black straw hat with white feather, high button boots. A gipsy hawker of clothes pegs. They are supposed to be on the way to London. Warrant issued. Information to Supt. Hey wood, Rochdale. £ 5 REWARD. 23.— Bolton ( Borough).— Woodcut portrait aud description of JOSEPH BLACKBURN, whose apprehension is sought for fraudulently obtaining sums of money belonging to his employers, age 10, height 5 ft. 7i in., medium build, dark complexion, and full features. A clerk. Warrant issued. Information to Chief Constable Holgate, Bolton, by whom the above reward will be paid for the arrest of Blackburn. LEICESTERSHIRE. 24.— South Wigston ( County).— For embezzle- ment at Oadby— THOMAS WARD, alias " LONG TOM," age about 31, height 5 ft. 11 in., slight build, complexion dark, hair and moustache dark brown, knees turned slightly inwards; dress, black coal and vest, light tweed trousers, black hard felt hat, lace boots. A native of Manchester. Has a brother, a butcher at Eccles. Is accompanied by a woman, age about 19. May be found at race meetings associating with low betting men. Warrant issued. Information to Supt. Ormiston, South Wigston. LINCOLNSHIRE. 25 — Boston ( County).— For housebreaking, at Wigtoft Fen, and stealing, 11th ult. — 1 silver verge watch, No. 715, Simonds, London, stamped on works, " Burton" scratched inside of outer ease; 1 silver brooch made of Egyptian coin, size c f a florin, with silver pin; 1 pair silver cuff studs, made of similar coins; 1 pocket knife; 2 pairs of stockings; 1 grey check cloth shooting coat, large pockets outside, large pockets inside have been sewn up, bright brown bone buttons— A MAN, age 35 to 40, height 5 ft. 6 in., complexion ruddy, hair and moustache dark, bald on top of head, beard of about a fortnight's growth, scar or FRIDAY, SEPTEMBKR 3, 1893. A tramping labourer; has worked in the Yorkshire and Nottingham mines, and at the Stavely Pits in Derbyshire. Has been in the Army, and now belongs to the Grantham Militia. Information to Supt. Crawford, Boston. NORFOLK. 26— Swaffham { County). — For stealing a watch and chain, gold colour compass attached, and £ 16 — JOSEPH FREDERICK CA. TOR, age 25, height 5 ft. 7 in., complexion fair, hair light brown, eyes supposed grey, walks slightly lame, left foot being injured; dre3S, light mixed suit, black hard hat ( worn at back of head), new side- spring boots. Has worked at Rotherhithe as a carman, to which place he was traced on 17th nit. Has served in the Norfolk Regiment, and is now in the Army Reserve. A native of DidliDgton, Norfolk. Warrant issued. Information to Supt. Short, Swaffham. 27.— Norwich (. City).— For warehousebreakiog — HENRY THOMPSON, age 28, height 5 ft. 4 in., complexion fresh, hair dark brown, peculiar twitch in mouth when speaking ; dress, black coat ( short), vest and trousers, lace boots, or may bo wearing a new suit. A needle sew hand ; native of Norwich. Information to Chief Constable Hitchman, Norwich. dress, light brown jacket, dark grey check tweed trousers ( mended at knees), dark peak cap, strong lace boots, with 7 rows square nails, 3 rows in centre being in angular form, and 2 rows outside, square and close together, heel and toe plates. A tramp. Information to Chief Constable Porter, Jedburgh. SHROPSHIRE. 33.— Church Stretton ( County).— Sopervisee GEORGE LLOYD, alias WHITTAL, Office No. 44950 ( see Gazette, 28th July last, Case No. 102, and 4th Aug, last Case No. 19) ; also wanted for housebreaking, 26th ult., and stealing a large silver watch ( old), crack on dial, German silver copsall, with a piece of black tape attached as a chain ; a small silver bracelet, with ivy leaves inscribed there- on, & c. Now wearing a dark brown straight jacket. Information to Inspector Lewi?, Church Stretton. age about 24, height 5 ft. 5 or 6 in., complexion fair, hair brown, eyes grey; dress, brown plaid cloth jacket, brown cloth vest and trousers, black bard felt hat, lace boots; wears a chain across vest. Supposed a native of Stafford. Stated he was a porter at Burslem Railway Station. Supposed same man as described in Case o. 44, 27th nit. Warrant issued. Information to Chief Supt. Hill, Burslem. NORTHAMPTONSHIRE. 28. — Wellingborough ( County). — For ob- taining old iron, 13th ult., by false pretences— BROOKIE, alias BROOKS, COX, and SOLDIER, sge about 30, height 5 ft. 9 in., slight build, complexion pale, hair light brown; dress, dark mixture cloth jacket, dark tight- fitting cloth trousers, dark cap, lace boots, which have several slits in front. A tramping drover. Has served in the Artillery. Warrant issued. Information to Supt. Alexander, Wellingborough. OXFORDSHIRE. 29. — Deddington ( County). — For obtaining food and lodgings by false pretences — SYDNEY HOAT ( supposed false), age about 20, height 5 ft. • 9 or 10 in., complexion fair, hair dark brown, slightly cross- eyed, upper lip hangs over; dress, grey coat,, dark tweed trousers, light cloth peak cap, light tie, lace boots, wears a medal attached to his coat with a blue ribbon, nnd a Primrose League badge. He represents himself as an artist, and asks for keys of churches. States he is a native of Kent, and that his father is a large farmer. Warrant issued. Information to Inspector Wright, DeddiDgton. 30.— Wat I i n gto n ( County).— For housebreaking at Swyncombe, 28th ult., and stealing 1 dark tweed jacket, usual pockets; 1 black diagonal morning coat, pockets at side; 3 waistcoats ( 2 black, 1 light cloth); 4 pairs trousers ( I Hack diagonal, 1 light tweed, 1 dark tweed, 1 light Scotch tweed) ; 1 gentleman's night- shirt; 1 pair lady's combina tioDS ( natural wool); 3 lady's merino under- vests; 2 pairs gentleman's cotton pants; 1 white shirt, marked " F. W. Dunstan " ; and a small money- box containing £ 2, gold— A MAN, age 30 to 40, height 5 ft. 10 in., complexion fair, hair dark brown, beard and moustache sandy; dress, dark jacket and trousers, white muffler, hard felt hat. Carried a sack. Information to Supt. Hawtin, Watlingtor. 31.— Oxford ( City).— For stealing, 30th ult., 1 lady's silver geneva watch, flowered dial; 1 silver chain, with tassel; 1 silver snake pattern chain, foreign coin attached; 1 silver brooch, horseshoe and whip pattern ; 1 ditto, oblong shapa, " Mary " in centre— A MAN, age 50 to 55, height 5 ft. 5 or 6 in., beard and whiskers grey ; dress, brown over- coat, black hard hat; shabby appearance. Information to Chief Constable Head, Oxford. SOMERSETSHIRE. 34 — Bath ( City).— For obtaining, 19th ult;., by fraud, a horse, cart, and harness ( recovered) — WILLIAM DAVIS, age 30 to 35, height 5 ft. 8 or 9 in., complexion, hair, and beard dark; shabbily dressed. Stated he was a gardener. Supposed pre viously convicted at Wells Assizes of a similar offence. Warrant issued. Information to Lt.- Col. Gwyn, Chief Constable, Bath. STAFFORDSHIRE. 35.— L ongton ( County).— For stealing blankets, & c. ( recovered) — Expiree JOSEPH SWETTEN- HAM, alias PATRICK DONOVAN, Office No. 41447, age 54, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes blue, scar right cheek, right kneecap, left shin, and burn scar left forearm, 3 moles on back. Sentenced at Stafford, loth Oct, 1883, to 10 years penal servitude for countinghouse breaking. Licensed 13th June, 1891. U J 156. Information to Supt. Evans, Longton.
