Part hilars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arlith in question to be thereby identified. 4. In. i) 11 vases where a reward is offered the name and address of some person responsible for the p lymint must be given, and the exact conditions be clearly stated. 5. Pi/ traits of persons whose apprehension is sought for serious offences, and engravings of stuh r. property, will be prominently inserted, with detailed particulars, at a cost of lbs. per por'rait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a - person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, « all be wholly responsible for any proceedings whicn matf result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thar. noon on Wednesday, and fur the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, eit'ier r, t the office, New Scotland Tard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parlxament- st., Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of tho GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in oircular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as tc the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. APPREHENSIONS SOUGHT. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly oxpressed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable, ( o) The person by whom it will be paid, ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Nora.— There are 177 Stations of the Metropolitan Fditt Force at which Notices can be posted. METROPOLITAN POLICE DISTRICT. 1 — c Division.— For stealing £ 24 9i. 8J.— SYDNEY WRIGHT, a bookbinders clerk, age 25, height 5 ft. 6 in., complexion sallow, hair dark brown, eye3 dark, clean shaved ; dress, black coat and vest, dark trousers, blue overccat, low black hard hat, or silk hat. Native of Hampstead, London. Warrant issued. 2. — E Division.— For stealing a watch ( re- covered)— CHARLES WATSON, alias WILSON, age 38, height 5 ft. 5 in., slight build, complexion, hair, and moustache dirk, female and thistle, sailor, female with basket filled with bottles on head, tattooed on right muscle, female, wreath, and hat with feathers right arm, four females, one holding flowers and standing on wheel, and mermaid left arm; dress, light tweed suit, black hard felt hat, side- spring boots, brown knot tie. 3. — H Division. — Woodcut portrait and description of Supervisee MONTAGUE SMITH, black hard felt hat. Nat've of alias LEONARD PARKBURST, GEORGE MON TAGUE SMITH, Office No. 42173, whose appre- hension is sought for embezzlement— Age 28, height 5 ft. 8 in., medium build, complexion fresh, hair and moustache dark brown, eyes hazel, anchor right forearm, stroke and three dots left forearm, blue dot left forefinger; respectably dressed. A clerk and traveller. Warrant issued. 4.— K Division. — For obtaining £ 3 3s. Od, 20th inst., by means of a seaman's advance note — RICHARD PEARCE, age 38 to 40, height 5 ft. 3 in., complexion, hair and eyes dark, scald mark on right leg; smart appcaranco; dress, dark clothes, blue guernsey, Plymou li. Warrant issued. 5. — V Division.— Fur demanding money by threatening letters— FREDERICK NICHOLSON, a clerk, age 20, height 5 ft. 8 in., slightly round shouldered, complexion fresh, hair light; dress, brown check suit, red tie, grey cap or straw hat. Native of Surbiton, Surrey. Warrant issued. 6. — W Division. — Woodcut portrait and description of FRANK MASON, whose aprehension is sought fcr embezzlement, age 35, height 5 ft. 7 in , complexion fresh, hair and moustache dark brown ( turning grey) ; dress, when last seen, black jacket and vest, grey stripe trousers, black hard felt hat, may be wearing a light peak cap. A milk carrier. Warrant issued. Information to Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7. — For forgery — EUSTRATIS PAN DELI RALLT, lato of 30, Strathleven- road, Brixton, ar\ d 5, Wilton- place, Knightsbridge, age 40, height about 6 ft., slight build, complexion, hair, and long heavy moustache dark, whiskers about a month's growtu, bushy eyebrows, slightly deaf; dress, long blick waterproof with deep cape, dark trousers, high silk hat. A stock and share dealer. Absconded 10th inst. Warrant issued. S.— For obtaining credit by fraud— C. R. DALY, alias GEORGE SUTTON STEEL, age about 35, height 5 ft. 8 or 9 in., hair ( rather bald at back) dar'-, moustache'( curly) black, one hand slightly deformed ; dresses we1!, and sometimes wears an Inverness cape. 2 T H E P O L I C E GAZETTE. ANGLESEY. 9.— Holyhead ( County).— For stealing 3 vests and 2 overcoats- WILLIAM BARKER, age 28 to 30, height 5 ft. 2 or 3 in., complexion pale, hair dark brown ; die s, light grey suit, black hard felt hat ( too large). A glazier. Warrant issued. Information to Depuly Chief Constable Davies, Holyhead. BUCKINGHAMSHIRE. 10— Slough ( County).— For stealing a horse, cait, and harness ( recovered)— A MAN, age about 35, height about 5 ft. 9 in., complexion sallow, hair and moustache brown, eyes grey, blinks when speaking; dress, grey morning coat and vest, dark trousers, hard black hat. Ho represented himself as a detective sergeant, and was looking for a man for passing counterfeit coin. He visits public houses, cautions landlords, and produces a pair of handcuffs which he carries. Information to Supt. Sutton, Slough. CHESHIRE. 11.— Middlewich ( County).— For stealing a lady's silver watch — JOHN OWEN ( supposed false), age about 24, height 5 ft. 6 or 7 in., com- plexion fre. h, hair sandy; dress, dark coat and vest, corduroy trousers, hard felt hat, flat top. May seek employment as a farm labourer. Supposed a de serter from ( he Army, and native of Sandbach. Warrant issued. Information to Supt. Large, Middlewich. DENBIGHSHIRE. 12.— Wrexham ( County). — For larceny, 11th inst,— TWO MEN : 1st, age about 24, height 5 ft. 6 in., complexion dark, hair and moustache dark brown, side whiskers rather shaggy, shaved on chin, rather round features, lost one upper front tooth; dress, dark cloth Inverness overcoat, dark cloth coat an I vest, light grey tweed trousers, black hard felt hat. 2nage about 23, height about 5 ft. 7 in., complexion fair, hair ( curled low on forehead), and moustache sandy, otherwise clean shaved, round features, rather high cheekbones, hangs his head when talking; dress, light plaid Inverness water- proof overeat, dark cloth suit, black hard felt hat. These men engaged lodgings, stating they were agents in advancs for Mr. Arthur Roberts' Concert Company, and intended staying a fortnight. They stayed one night and obtaining breakfast the next morning, left under the pretence of fetohing their luo£ ag°' After they had left, a purse containing money wa3 misssd. Warrant issued, 13.—' Wrexham ( County).— For stealing a light brown dust CDat, with brown velvet collar, 15th insfc. — WILLIAM COX, age about 24, height 5 ft. 1 or 2 in., complexion fair, hair light brown, clean shaved, very large nose, walks erect. A travelling baker; native of London; stated he had lived in Swansea for past 5 years. Supposed to have worked at Cardiff, and is known at Oswestry. He booked to Liverpool by 9.25 a. m. train, 15th inst. Warrant issued. Information to Deputy Chief Constable Vanghan, Wrexham. DORSETSHIRE. 14.— Shaftesbury ( County).— On commitment warrant, having been sentenced to 1 month im- prisonment for cruelty— WILLIAM FRANKHAM, alias MONKEY- FACE FRANKHAM, a gipsy, age 53, height 5 ft. 4 in., complexion sallow, hair brown, eyes grey; dress, old cord sleeve vest and trousers, black donkey hat. He travels the country with two light- coloured donkeys, hawking silversand and red powJer for sheep, and is accompanied by his wife. Is well known in western counties. Info mation to Inspector Elford, Shaftesbury. ESSEX. 15. — Grays ( County). — For stealing a pony ( recovered)— V. MAN, age about 20, height 5 ft. 5 in., complexion fair; dress, brown jacket with small black squares, tweed trousers with small red spots, black hard felt hat, lace boots. Information to Supt. Jordon, Grays. HAMPSHIRE. 16.— Aldershot ( County). — For stealing, 2nd inst.— 1 silver watch and chain ; 1 Maltese cross— GEORGE EDWARDS, age about 50, height about 5 ft. 11 in., complexion dark, hair and moustache grey, eyes dark grey ; dress, dark coat and vest, grey stripe trousers. A watch and clock maker; sup- posed native of Sheffield. Was formerly in the employ of Bennett & Sons, jewellers, London. Information to Deputy Chief Constable Stephen- son, Aldershot. 17.— Andover ( County).— For obtaining ahorse ( recovered) at Weyhill Fair, 10th inst., by means of a worthless cheque — HENRY PALMER, alias JOHN JAMES, and WM. WILSON, Expiree, Office No. 40393, age 43, height 5 ft. 6 in., com- plexion fair, hair, whiskers and moustache dark brown ( turning grey), beard trimmed short, mole on both collar- bones, right cheek, side of nose, and front of left ear, scar back of head and right cheek, figure of a female and a yacht on left forearm, part bracelet left wrist; dress ( when last seen), dark clothes, hard felt hat. Has the appearance of a respectable tradesman. Was sentenced at Oxford, 21th October, 1885, to 5 years' penal servitude for burglary. Is identical with man described in Case 4, Police Gazette, 1st January, 1892, and in figure 18 of the Illustrated Circular, No. 32. Warrant issued. Information to Supt. Miller, Andover. 18.— Winchester ( City).— For obtaining a gun by false pretences— EDWARD RHYS, alias RICE and TALBOT, age 40 to 45, height about 5 ft. 11 in , stout build, complexion fresh, hair and mous- tache brown, eyes hazel, top of head of peculiar shape, and bald through centre; dress, greyish mixture tweed coat, light plaid vest, brown tweed trousers with dark stripe running through, black or brown bard felt hat, brown leather leggings, lace boots, light tie with gold- mounted coral pin, some- times wears blue serge suit. Has the appearance of a gentleman farmer or notel- keeper. Is fond of shoot- ing, fishing, and hunting, and has horses sent him oa trial, which he rides for a day or two, and then returns as unsuitable. He is accompanied by his wife, age about 40, stout build ; his son, age about 12, fair complexion and light brown hair, dressed in light knicker 6uit and grey leggings, or sailor's suit; and a woman, age about 50, stout build. They had with them a quantity of luggage and two dogs— one a white fox- terrier bitch, the other a rough- coated terrier. They may be found in furnished apartments, or may take a furnished house. Warrant issued, 19.— Winchester ( City).— For embezzlement — GEORGE ME EtITT, age 25, height about 5 ft. 5 in., complexion fair, hair and moustache light brown, eyes brown, ring tattooed third finger of one hand ; dress, brown cloth jacket, grey vest, brown cord trousers, soft grey cap, lace boots. Native of Alresford, Hants. Has served in the Hampshire Regiment and is now in the Reserve. Warrant issued. Information to Supt. Felton, Winchester. 20.— Southampton ( Borough). — For larceny ( lodgings)— A MAN, age about 30, height 5 ft. 9 or 10 in., rather stout build, hair and moustache light, full face ; dress, light coat and vest, blue trousers, blue cloth cap with shiny peak, lace boots. Stated he had been a steward in the Donald Currie Line. Information to Chief Constable Berry, Southamp- ton. HEREFORDSHIRE. 21.— Weobley ( County).— For obtaining money by false pretences ROBINSON, age about 35, height 5 ft. 7 or 8 in., complexion swarthy, hair ( inclined to curl), moustache, and side whiskers very dark, lump on right wrist; dress, black coat and vest, grey and dark stripe trousers, blue muffler, white spots, brown hairy cap, light lace boots. He represents himself as a large buyer of apples, bargains for them, and stating he will fetch them in a few days, obtains food and money and absconds. Warrant issued. 22. — Weobley ( County). — For obtaining by false pretences, a geneva watch, maker, " Read, Coventry," " P. Owens" scratched inside case— A man, who gave the name of MELLER, age 40 to 45, height 5 ft. 7 in., complexion and hair ( bald in front) dark, whiskers round chin brown, red blotchy nose ; dress, tweed jacket and vest, striped trousers, straw hat with black band. A tramping watch and clock cleaner ; carries a black leather bag. Is addicted to drink. Information to Supt. Owens, Weobley. HERTFORDSHIRE. 23.— Bishop's Stortford ( County). — For embezzlement— GEORGE BOLTON, age 19, height 5 ft. 5 or 6 in , complexion pale, hair light brown, eyes hazel, scar bridge of nose, B tattooed on arm- ( supposed left), tattoo marks on wrist; dress, brown plaid coat and vest with small velvet buttons, old grey waistcoat, dark cord trousers, hard felt hat,, nailed boots. A native of Much Hadbam, from which placa he- absconded 1st inst, supposed with the intention of enlisting. Warrant issued. Information to Supt. Tripp, Bishop's Stcrtford. 24.— Hertford ( County).— For absconding from. Hertfordshire Reformatory, also stealing, 20th ult, from Hertford Infirmary, a japanned cash- box, about 12 in. long, 6 in. wide, painted black and gold, three compartments, containing five Bank of England £ 5 notes, four of which are dated 6.5.93, and numbered 61515, 61516, 61517, and 61518; £ 10 3s. cash; and a gentleman's gold signet ring— RICHARD GOD- DARD, age 19, height 5 ft. 5 in., complexion pale, hair light brown, eyes ( sunken) grey, hollow cheeks, low forehead ; dress, dark blue cloth Glengarry cap, trimmed with broad black braid, surmounted by narrow red braid, drab Derby tweed jacket and vest, buttons same colour as clctb, round roll collar, cord trousers with white bone buttons, blue- and- red striped cotton shirt with collar, bright red tie, grey ootton socks, strong lace boots, nailed diagonally across soles, nearly new ; clothing numbered " 448." A native of Folkestone. Information to Supt. Parish, Hertford. 25.— Watford ( County). — Woodcut portrait and description of CHARLES D. BRIGDEN, whose apprehension is sought for embezzlement— Age 33, height 5 ft. 4 in., complexion rather dark, thin face, hair ( turning grey), moustache and side whiskers dark, eyes rather full; dress, dark lounge suit; respectable appearance, and of good address ; walks quickly, right foot turns inward. Native of Cuckfield, Sussex. He obtained a situation at Watford by a forged character, and may endeavour to do the same elsewhere. Warrant issued. Information to Deputy Chief Constable Pearson, Watford. KENT. 26.— Dartford ( County). — For stealing, at Swanley, 3rd inst.— 3 overcoats ( 1 brown, velvet collar; 1 blue beaver, velvet collar, black rib lining; 1 grey mixture, blue serge lining, " Gaslight and Coke Company," on tab); I drab silk scirf; 2 light cloth caps; 1 black hard felt hat— TWO MEN : 1st, age about 26, height 5 ft. 9 or 10 in., complexion, hair, and eyes dark, clean shaved; dress, old cord trousers, old boots, cut across fronts, walks lame on left leg. 2nd, age about 22, height 5 ft. 4 or 5 in., complexion fair, hair dark brown, FRIDAY, SEPTEMBER 29, 1893. Information to Supt, Webster, Dartford. 27— Canterbury ( City). — For stealing, by trick, 4th inst.— A lady's silver watch, No. 23005, inside case worn, twisted pattern silver chain at- tached ; 1 silver brooch, composed of a whip, hoof at end of handle, horseshoe in centre, set brilliants ; 1 black skirt; and a white apron— A WOMAN, age about 35, short, complexion dark, thin face, very bad teeth; dress, black dress, long brown ulster, hrown velvet on shoulders, black hat trimmed crape. Gipsy appearance ; a hawker ; carries a basket con- taining combs, brushes, & c. Information to Chief Constable Farmery, Canter- bury. 28.— Margate ( Borough). — FRANCIS M. BROWN, alias LIEUT. BROWN, & c , Case No. 21, 25th November, 1892, not to be apprehended. Warrant withdrawn. LANCASHIRE. F 29.— Liverpool ( City).— Supervisee HENRY ALBERT ASHWIN, Office No. 15297, Case 26, 20th inst., not now wanted. * £ 5 REWARD. 30.— Bolton ( Borough).— Woodcut portrait and description of JOSEPH BLACKBURN, whose apprehension is sought for fraudulently obtaining sums of money belonging to his employers, age 10, height 5 ft. 7i in., medium build, dark complexion, and full features. A clerk. Warrant issued. Information to Chief Constable Holgate, Bolton, by whom the above reward will be paid for the arrest of Blackburn. LEICESTERSHIRE. 31.— Leicester ( Borough). — For failing to report— License Holder FREDERICK MILLER, Office No. 43873, age 25, height 5 ft. 2 in., com- plexion fresh, hair brown, eye3 grey, scar both shins, back of neck, on belly, and left shoulderblade { burn), " 171 & S." on left forearm, " 35" and 6 blue dots back of right hand, ring 2nd right finger. Sentenced at Derby assizes, 9th May, 1887, to 7 years penal servitude for rape. Licensed 26th October, 1892. Warrant issued. 32.— Leicester ( Borough).— For larceny.— A man who gave the name of J. FARNWORTH, age about 22 ( looks older), height 5 ft. 9 or 10 in., com- plexion fair, hair light, eyes bine, walks very erect; dress, black coat and vest, moleskin or fustian trousers, blue- and- wliite scarf tied in sailor's knot, light cap. Stated he was a smith, and came from Langley Mill. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 33.— Boston ( County).— For housebreaking, at Wigtoft Fen, and stealing, lltli inst. — 1 silver verge watch, No. 715, Simonds, London, stamped on works, " Burton" scratched inside of outer case; 1 silver brooch made of Egyptian coin, size of a florin, with silver pin; 1 pair silver cuff studs, made of similar coins; 1 pocket knife; 2 pairs of stockings; 1 grey check cloth shooting coat, large pockets outside, large pockets inside have been eewn up, bright brown bone buttons— A MAN, age 35 to 40, height 5 ft. 6 in., complexion ruddy, hair and moustache dark, bald on top of head, beard of about a fortnight's growth, scar or cut on forehead; dress, grey check jacket, browa check trousers, light muffler, light brown check cap, military boots. A tramping labourer; has worked in the Yorkshire and Nottingham mines, and at the Stavely Pits in Derbyshire. Has been in the Army, and now belongs to the Grantham Militia. Information to Supt. Crawford, Boston. 34.— Sleaford ( County).— For stealing an over- coat ( recovered)— WILLIAM ALLEN, age 36 to 40, height 5 ft. 9 or 10 in., hair ( curly) light, heavy sandy moustache, full face, stout build; dress, light suit and cap. Stated he was a native of Leicester. Warrant issued. Information to Snpt. Richdale, Sleaford. MONMOUTHSHIRE. in the Army. May be found in a union or common lodging bouse. Warrant issued. Information to Chief Snpt. Edwards, Wellington. £ 1 10s. REWARD. 41.— Oswestry ( Borough).— For leaving their wives and children chargeable to Morda Union— HENRY FOSTER, age 31, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache brown, may tow be clean shaved. A fitter; rative cf Shrews- bury. Is of drunken habits, and frequents low public- houses. — RICHARD JONES, alias CORPORAL, age 60, height o ft. 10 in., complexion fresh, hair ( curly) dark, turning grey, small side whiskers, or may be clean shaved. A carpenter, sometimes travels the country filing saws ; supposed native of Llanarmon, Denbighshire. Warrants issued. The above reward will be paid by the Chairman of the Board, Oswestry Incorporation, for such information as will lead to the arrest of either of above men. Information to Snpt. Langford, Oswestry. 35.— Abergavenny ( County).— For obtaining money by false pretences— WILLIAM LEWIS ( supposed false), age about 35, height about 5 ft. 10 in., complexion dark, hair and heavy mous- tache dark brown; dress, short grey coat and vest, dark brown trousers, grey cap. Supposed to have been in the Army. He stated he was agent in advance for a circus. Warrant issued. Information to Supt.
