Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector.•„ or analogous thereto. 8. Annoumrments of all persons to be apprehended or of stolen property bear a number, and are nlphabetuxrlly arranged by counties. 9. The farce which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice « f the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whit A may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than- noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded OD application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any oom- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ATTENTION is directed to the " Police Gazette " of ' 22nd July, 1892, as to the action of a Mr. G. W. Sargent, of 75, Church - street, Kensington, who persistently writes to Police Officers, and other public officials throughout the country, complaining of alleged violations of the Pharmacy Acts, & c. Police have been advised that this man is a troublesome busybody, and. in the Metropolitan Police District, no notice is taken of his letters. APPREHENSIONS SOUGHT. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, OD account of their not being in accordance with the regu lations in force in the Metropolis :— 1, Printed hand- bills, or other adveitisements, offering a reward for the discovery of property or the detection of srime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persona, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise ment, in relation to pioperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the otfendei being brought to trial, or without enquiry. A native of Briggeswath, Scightley, York- shire. Warrant issued. Information 1o be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. i American solicitor, wanted at New York, for embezzlement to the amount of 1,500,000 dollars— Age 45, height 6 ft., complexion dark, hair and moustache dark ( slightly grizzled) ; wears eye- glasses, but not at all times ; has a habit of taking them off and throwing his head back while speaking; talks slowly and deliberately ; dresses well. Not to ba apprehended; if any information obtained, communicate immediately with Assistant Commissioner, Criminal Investigation Department. 2. — G Division. — For embezzlement — ALFRED G. BRKADMORE, a traveller, age 29, height 5 ft. 6 or 7 in , complexion ruddy, hair and moustache dark brown, supposed right eye glass; dress, black melton coat and vest, dark stripe trousers, black hard felt h , t. Graudison- road, Clapham, age 30, height ft. 6 or 7 in., complexion sallow, hair and slight moustache black ( turning grey at side), eyes grey ( shifty when speaking), slovenly walk ; dress, dark morning suit, low round hat; carries a walking- stick with bone handle. BUTESHIRE. 7.— Roth say ( Burgh).— For obtaining a keyless Swiss- made silver watcb, No. 401531, and other property, by false pretences— THOMAS BARKER ( supposed false), age about 23, height 5 ft. in., complexion fresh, hair and small moustache dark, eyes ( prominent) dark, slightly aquiline nose, smart appearance; dress, Irish homespun knickerbocker Norfolk suit, double peak cap, gaiters. Warrant itsned. Information to Chief Constable Waters, Rothsay. FRIDAY, SEPTEMBER 15, 1893. T H E P O L I C E GAZETTE. 8 24.— Blackpool ( Borough). — For obtaining money by worthless cheques, on 9th inst.— A man, who gave the name of CHARLES WHATELEY, age about 30, height 5 ft. G or 7 in., . complexion fair, dark moustache, eyes light blue; dress, when last seen, black reefer jacket, black vest, light brown trousers, brown billycock hat, lace boots. He purchased two blank cheques from a shop- keeper, stating he had forgotten his cheque- book, that he was out of cash, and that he had an account at the Preston Bank. The cheques were afterwards filled up, drawn in name of John C. Hay, payable to Chas. Whateley, or Order, one for £ 12 103., the other for £ 32. Whateley then went to a second shop, at which he had previously made small purchases, and presented the cheque for £ 12 10s., got the money, and obtained a loan of £ 5 on the cheque for £ 32. When living at Blackpool he was accompained by a woman, said to be slightly taller than himself, with hair cut short: sli6 wore a sealskin hat, navy- blue dress, and light jacket. They had with them a boy about 4 years of age, light curly hair, dressed in blue knicker suit; had a large head, and appeared an imbecile. Warrant issued. NORFOLK. 25.— King's Lynn ( Borough).— For stealing, 19th inst., a silver lever watch, No. 55167, maker " Richard Cole, Cornhill, Ipswich"— A man who gave the name of WALTER WARD, age about 30, height 5 ft. 10 or 11 in., complexion fresh, hair and moustache dark, thin build; dress, light check coat and vest, trousers a shade darker, light cap, brown canvas shoes ; of military appearance, but states he has not been in the Army; speaks with Yorkshire accent. A labourer. He obtained lodgings by stating he had obtained employment at Bird's Flour Mill at Lynn. Is an Oddfellow. Information to Chief CoD. stable Ware, Lynn. NORTHUMBERLAND. 26.— Berwick- on- Tweed ( Borough). — For larceny — JAMES HALL, alias DUNCAN STEWART, age about 30, height 5 ft. 8 in., complexion, hair and moustache dark; dress, blue jacket suit, black felt hat, sometimes wears single peak cap, and short drab overcoat. Respectable appearance. He took a furnished house on 25th ult., and got possession of a large quantity of linen, bedding, & c., which he sent to a pawnshop at Edinburgh under the name of Jane A. Maund. Is accompanied by a woman about 30 years of age. Some of the property is still unrecovered, in- cluding 2 fine old shawls ( one orange- and- white stripe, flowered pattern, the other stone colour with brown- and- white border), and several table cloths, one marked " M. M." Warrant issued. Information to Head Constable Garden, Berwick- on- Tweed. RENFREWSHIRE. MURDER. 27.— Paisley ( Burgh). — For the murder of DAVID BALLINGALL, on 24th ult.— RICHARD STURROCK, a chemist, late of Barony- street, Glasgow, age about 40, height 5 ft. 4 in., slight build, complexion sallow, thin face, hair, whiskers, and moustache ( short and turning grey) light, slight halt when walking, speaks with Glasgow accent; dress, black corded coat and vest, dark trousers with light stripe, round black felt hat, white collar, dark tie, side- spring boots with plain toes. Native of Forfarshire. JOHN WALKER, a plumber, late of Campbell- street, Gilshochhill, Glasgow, age about 30, height mark on forehead, hairy legs; in fair condition; a 1 halter, leather head- stall, a cart bridle, brass cm" 1 blinkers and G. O., and a brown leather bridle for light harness — A MAN, age 30 to 40, height 1 5 ft. 7 or 8 in., complexion fair, hair brown; dress, ' brown jacket, close fitting trousers, billycock or ' close- fitting soft hat. The appearance of a groom or horse dealer. He was seen with the horse near 1 Earlswood, about 1 a. m., 6th inst., going towards London. - I Information to Supt. Denman, Horsham. > i WARWICKSHIRE. £ 5 REWARD. 34.— Birmingham ( City).— For embezzlement — JAMES McGOVERN, ago 28, height 5 ft. 5 in., hair rather sandy, walks erect, with a short quick step; dress, dark clothing, blue melton overcoat. Was formerly employed on the Cambrian Railway. Is known at Western Rhym, Ruabon, Liverpool, and Douglas, Isle of Man. The above reward will be paid by Mr. Samuel Mason, 57 and 58, Dale- end, Birmingham, for the apprehension of the above named. Information to Chief Constable Farndale, Bir- mingham. 5 ft. 10 in., complexion dark, full face, hair and heavy moustache black, speaks with Glasgow accent, smart appearance; dress, light check tweed jacket suit, brown hard felt hat, white collar and tie. A native of Fifeshire. They may be found together, and may endeavour to go abroad. Some time ago Sturrock expressed a desire to obtain a situation as dispenEer on board a vessel. Warrant issued. It is requested that enquiry be made at shipping offices, outward bound vessels, & c., and any informa- tion obtained immediately communicated to Chief Constable Sutherland, Paisley. STAFFORDSHIRE. 28.— B U r SI e m ( County).— For larceny— JAMES KERSHAW, age 36, height 5 ft. 10 in., stout build, complexion fresh, hair and moustache dark brown, one finger has been injured ; dress, blue serge suit, black hard hat, lace boots. A miner, sinker or labourer. Warrant issued. Information to Chief Supt. Hill, Burslem. 29.— Hanley ( Borough).— For stealing £ 25, 16th inst.— THOMAS DAY, age 37, height 5 ft. 3 or 4 in., stout build, complexion fresh, hair dark, clean shaved, large head, thick neck ; dress, black cloth coat, dark grey vest and trousers, black soft felt hat, lace boots. A clerk or potter's manager. May endeavour to leave the country. Warrant issued. Information to Chief Constable Windle, Hanley. SUFFOLK. 30.— Boxford ( County).— For obtaining 67 new halters by false pretences, at Sudbury, 30th ult.— THOMAS WILBEY, alias WILOUGHBT, age 30 to 35, height 5 ft. 9 or 10 in., complexion dark, hair dark brown, eyes dark ; dress, dark coat and vest, cord trousers, pocket 011 hip, light check cap. Supposed native of Cambridge. Information to Supt. Chapman, Boxford. 31.— Lavenham ( County).— For stealing, 13th inst., a small silver geneva watch, " Recardo, Geneva," on face, outside case thin, piece chipped off face— A MAN, age about 27, height about 5 ft. 4 in., slight build, complexion sallow, hair dark, no whiskers or moustache, Jewish appearance; dress, long black coat, light trousers, low black bat. SUSSEX ( EAST). 32.— Ore ( County).— For stealing a watch- chain entrusted to him to repair— A man, who gave the name of WRIGHT, age about 50, height 6 ft., com- plexion dark, hair grey, heavy moustache; dress, black jacket and vest, grey tweed trousers, light tweed peak cap, light half- boots, smart appearance; supposed tramps the country.
