Al: announcements for insertion in the POLICB GAZETTE, and all communications upon them should be addressed to THE ^ DITOB OU THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. i!. Particulars concerning persons whose apprehension is sought toill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. • 1. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. G. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 16*. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. EEG- ULATIOlsrS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Parlxament- st., Postal Order, or is Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. RENFREWSHIRE. * i.— The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of orime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police o* any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( rf) That the name and address of the printer appear thereon. fi. No expression must be used in such an advertise- ment, In relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. PAISLEY ( Burgh).— For the murder of DAVID BAL LINGALL, on 24th ult.— RICHARD STUR- ROCK, a chemist, late of Barony- street, Glasgow, age about 40, height 5 ft. 4 in., slight build, com- plexion sallow, thin face, hair, whiskers, and mous- tache ( short and turning grey) light, slight halt when walking, speaks Glasgow accent; dress, black corded coat and vest, dark trousers, with light stripe, round black felt hat, white collar, dark tie, side spring boots with plain toes ; native of Forfarshire. JOHN WALKER ( see portrait), a plumber, late of Campbell- street, Gilshochhill, Glasgow, age about SO, height 5 ft. 10 in., complexion dark, full face, hair and heavy moustache black, speaks with Glasgow accent, smart appearance; dress, light check tweed jacket suit, brown hard felt hat, white collar and tie; a native of Fifeshire. They may be found together, and may endeavour to go abroad. Sometime ago Sturrock expressed a desire to obtain a situation as Dispenser on board a vessel. Warrant issued. It is requested that enquiry be made at Shipping Offices, outward bound vessels, & c., and any informa- tion obtained immediately communicated to Chief Constable Sutherland, Paisley. 2 T H E P O L I C E GAZETTE. METROPOLITAN POLICE DISTRICT 1. — Criminal Investigation Depart- ment.— Portrait and description of EDWIN THOMAS TADMAN, whose apprehension is songht on commitment warrant, for disobed- ience of an order of the Court of Bankruptcy, age about 40, height 5 ft. 6 or 7 in., stout build, com- plexion sallow, flabby face, hair ( early like a negro, parted in centre), moustache and eyes black; dresses well, usually with frock coat and silk hat. He stayed last year at the Marine and Pier Hotels, Worthing. Was at Brighton, at Easter; and was lodging at Datcliet, Backs, in April last. 2.— D Division — For obtaining goods by worthless cheques— WALTER ANDREWS, alias HENRY CARTER, age about 33, height 5 It. 7 or 8 in., complexion sallow, hair, small side whiskers and moustache, and eyes dark; speaks loudly, and when addressing a person assumes an ail- of superiority ; dress, black morning coat and vest, dark stripe trousers, black hard feit hat. He orders goo is and presents a worthless cheque on the London and Westminster Bank, St. James's- si} uare Branch. The cheque- book was issued to the Lyric Club on 12th June, 1889. Warrant issued. f 3.— E Division. — For embezzlement— ARMSTRONG, age 50 to 55, height 5 ft. 8^ in., complexion florid, hair ( turning grey) light brown, eyes blue; dress, dark jacket and vest, brown trousers, black felt hat. Has been employed as a common lodging hous9 deputy. Warrant issued. 4.— E Division.— For fraud— KARL FOUS- SAINT MEIER, a German, age 28, height 5 ft. 7 in., complexion sallow, hair and eyes dark ; dressed in dark clothes. He was employed as traveller by a firm of florists, and . presented bogus orders, pur- porting to come from a firm styled Bennett & Co., which consisted of himself and a confederate, and after obtaining j absconded. Warrant issued. silk hat. A traveller in tea and jewellery, and usually carries a black hand- bag; supposed native of Yorkshire. Absconded 1st ult. Warrant issued. 7— L Division.— For stealing £ 288 14s.— LUKE HARRIGAN, age 34, height « ft., com- plexion fresh, sunburnt, hair brown, eyes blue, prominent veins in each side of forehead, walks erect; dress, dark tweed suit, black hard felt hat, American shoes. Warrant issued. 8. — M Division. — For stealing 9 silver watches— MICHAEL JOSEPH WELDON, age 33, height 5 ft. 8 in., complexion fresh, bait- light brown, moustache sandy, eyes hazel, dent bridge of nose; smart appearance. Has been in the Army and is well known at Sandgate, Aldershot, Woolwich, and Dover. Native of Dublin. 9.— p Division.— For embezzlement — REES WILLIAM MILLECHAMP, age 17£, height 5 ft. 9| in., complexion and hair dark, eyes dark brown, weak legs; dress, dark diagonal jacket and vest, lavender stripe trousers, light cloth cap, lace boots. May seek employment at butchers'. Was last seen, 10th inst., at Ilford, Essex. Native of Sydenham. Warrant issued. It).— Y Division. — Woodcut portrait and description of JOSEPH BANKS YOUNG, late ; oods to the amount of £ 20, 5.— G Division.— For obtaining money by false pretences, from young men, whom they engaged as travellers in the wholesale tobacco trade— TWO MEN, styling themselves " ALCHIN, FOREMAN & Co.," Aldersgate Chambers, 9, Goswell- rcad, E. C. ^- lst, aze 33i height 5 ft. 5 in., stout build, com- plexion, hair, and moustache, and eyes dark, cast in left eye, turns his left foot in when walking. He has passed as FREDERICK ALCHIN, FREDK. SPENCER ALCHIN, and SIDNEY SPENCER. When last seen, on 19th ult., he expressed an intention of travelling on the South Coast.— 2nd, GEORGE FOREMAN, age about 40, height 5 ft. 9 in., bloated face, hair and moustache ( turning grey), and eyes dark ; dress, black morning coat,' light trousers, high silk hat; gentlemanly appear- ance. They may be carrying on similar frauds under assumed names, in the provinces. Warrant issued. 6.— K Division.— For larceny ( bailee)— HENRY ROBINSON SMITH, age about 32, height ,54t. 9 in., stout build, complexi^ in fresh, full face, hair and slight moustache dark, • eyes blue, red nose; dress, dark frock coat, white JfCst, dark stripe tweed trousers, checsecutter cap, sometimes wears complexion dark, hair, whiskers and moustache ( turning grey) brown ; dress, da' k suit; respectable appearance and of good address. He was seen riding the machine at Newport Pagnell and Turvej on 12 th inst. Information to Chief Constable Thody, Bedford. BERKSHIRE. 14— Reading ( Borough).— For stealing 1 lady's gold geneva watch, steel hands, gold dial, flowers painted thereon, engraved case, much worn; 1 fruit- knife, silver blade about 3 in. long, pearl handle; 1 silver- mounted meerschaum pipe, straight stem, round bowl, amber mouth- piece about 2 in. long— A man, who gave the name of FREDERICK SILVERSTON, age 31, height 5 ft. 10 in., com- plexion fresh, hair and moustache light brown, wart on both temples, which are covered by his hat; dress, black diagonal suit, black felt hat. He took lodgings, stating that he was a traveller for a London 6rm of jewellers, obtained the wafch from his landlord under the pretence of examining it, and, whilst doing so, broke the glass. He after, wards took it to a jeweller's to have a new glass fitted, and absconded the following morning with it and the other articles. This nun is supposed identical with " Silverston," see Case 15, " Police Gazette," 3rd March last. Warrant issued. Information to Head Constable Tewsley, Reading manager of the Souttigate . Branch of the London and Provincial Bank, who> e apprehension is sought for falsifying accounts— Age 40 to 45, height 5 ft. 9 in., complexion sallow, hair and moustache ( turning grey) dark, eyes bine; dress, brown tweed jacket suit, brown hard felt hat, low shoes. May visit Addlestone, Surrey. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 11.— For embezzling £ 120— HAROLD CLAUDE FOX, late of 24, Kidder minster- road, West Croydon, age 28, height 6 ft. 1 in., complexion pale, hair light brown, slight moustache ( if any), speaks slowly; dress, navy- blue suit, black felt hat. A traveller for the Whole Berry Coffee Co. Absconded 14th inst. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. ANGLESEY. 12.— Holyhead ( County).— For obtaining food and lodging by false pretences— JOHN DEVON- PORT ( supposed false), age 20, height 5 ft. 9 in., complexion fresh, hair and eyes brown, clean shaved; dress, plaid coat, blue cloth police trousers, peak cap, red silk neckerchief. Warrant issued. Information to Deputy Chief Constable Davies, Holyhead. BEDFORDSHIRE. 13.— Bedford ( Borough).— For stealing, 12th inst., a Marlborough Club tricycle, automatic spring steering, usual parts plated, body, & c., painted black, lined yellow, 2 bearing axle, band brake, one side of chain- guard missing— A man, who gave the name of " TYSOE" but whose name is G ARDENER, age about 40, height 5 ft. 6 or 7 in., CHESHIRE. 15.— Birkenhead ( County).— For non- payment of fine and costs, for selling beer without a licence, 23 rd ult. — JAMES BREAKSPEAR, alias " CURLEY," age about 40, height 5 ft. 7 in., com- plexion fresh, sunburnt, hair ( short and curly) dark brown; dressed as a navvy. Is very noisy and talkative, frequents public- houses, and is fond of poaching. May seek employment on public works as a navvy. Native of Oxfordshire. — JAMES TUCKER, age 75, height 5 ft., complexion fresh, hair and eyes grey, slight whiskers under chin, stoops, and carries a walking- stick; dress, knee- breeches and g titers, very rarely wears a coat. He boasts of hiving worked on almost all the principal public works in England during the past 50 years. Is generally accompanied by his grandson, age 5. He may endeavour to obtain employment as a watchman on public works. Native of Devonshire. Warrant issued. Information to Supt. Hindley, Birkenhead. 16.— Hyde ( County).— For failing to report — Supervisee CHARLES GILBODY, Office No. 26992, age 47, height 5 ft. 2^ in., complexion dark, hair brown, eyes grey, scar t > p of head and bridge of no- ie, anchor inside It forearm. Sentenced at Salford, 19th Feb., 1877, to 10 yeirs penal servitude and 7 ye* rs police supervision for larceny. Licensed 21st January, 1885. Information to Supt. Lingard, Hyde, Cheshire. 17.— Middlewich ( County). — For obtaining food, lodging, and a coat and vest, by false pretences - JOHN CLIFFORD, age about 50, beght 5 ft. 11 in., complexion pale, hair turning grey and bald on top, eyes grey, aquiline nose; dress, black morning coat and vest, reddish - brown stripe trousers, blue spotted tie, with STiall silver pin, set imitation diamond, turn- down c liar. Is a pensioner from 4th Royal Irish Dragoon Guards.— HARRIET CLIFFORD, age 48, height 5 ft., complexion pale, hair dark, eyes grey, round- shouldered; dre* s, loose black jacket, brown cloth skirt, blue - and - white spotted blouse, close- fitting velvet bonnet, trimmed red rosps, button boots ; wears eyeglasses. Warrant issued. Information to Supt. Large, Middlewich. HEREFORDSHIRE. 18.— Hereford ( County)— For stealing a car- penter's brace ; 6 bits, varying 1 in to § in.; a 2 ft. brass rule; and a brown plaid jacket— RICHARD MORGAN ( supposed false), a trampng black- smith, age 35 to 40, height 5 ft. 4 or 5 in., com- plexion sallow, flat face, hair brown, small sandy moustache, flat nose ( blue mark in centre), eagle's wing tattooed on one arm ; dress, dark jacket, dark cord vest and trousers, yellow cap, cotton check shirt. States he is a native of Woolhampton, Berks. He has been convicted of larceny at Gloucester and Reading, and it is supposed he is wanted elsewhere. Information to Sergt. Roberts, Great Marlow. CARNARVONSHIRE. 37.— Conway ( County).— Remanded till 21st inst. for larceny ( person)— MICHAEL RYAN ( supposed false), age 16 ( lcoks older), height 5 ft. 9| in., complexion fresh, hair ( combed on fore- bead) black, eyes brown, boil mark inside left arm, marks of surgical operation on back part of left ribs, scar right thigh and left knee; dross, drab overcoat, white Norwegian guernsey, mixtnre tweed trousers, patent leather boots. CHESHIRE. 38.— Altrincham ( County). — Remanded for burglary — WILLIAM SMITH ( supposed false), age 20 ( looks older), height 5 ft. 2 in., complexion fresh, hair dark brown, eyes hazel, scar over light eye and on back of neck, mole left of neck ; dress, brown plaid suit, blue cloth cap, dirty cream- colour tie, strong lace boots. A sailor ; native of Liverpool — JOHN LLEWELLYN ( supposed false), age 25, height 5 ft. 3 in., complexion fresh, hair light brown, eyes grey, scar first knuckle left hand ; dress, black jacket and vest, dirty moleskin trousers, black hard felt hat, strong lace boots. In each case a deposit of 5s. was demanded, upon receipt of which nothing further was heard from Curzon. He has also answered advertisements offering work to persons seeking employment as copying clerks, addressing envelopes, & c. This man left Chelmsford on 3rd inst., without paying for his board and lodgings, and it is requested that any information concerning him may be for- warded to the Chief Constable, Chelmsford.
