NEW SERIES. FRIDAY, JUNE 9, 1893. VOL. X., No. 986. I All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to TUB EDITOR or THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. ' 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICK GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Sd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not lessrankthan Superintendent; and, if the name of such person be required to leinserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REGULATIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue 10. In all cases, the officer signing the request for insertion of any announcement will be wholly responsible for any proceedings whic/ i mat/ result from such publication. ' 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied Ay a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, lu cheque crossed " Drummond. <$ f Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125 Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of orime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( o) The amount of the reward. ( 6) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Noti.— There are 177 Station of the Metropolitan Police Force at which Notices can be potted. NOTICE. METROPOLITAN POLICE DISTRICT. Photographs and Descriptive Forms of Prisoners on Remand and awaiting Trial. The Assistant Commissioner, Criminal Investiga- tion Department, New Scotland Yard, desires to inform the Chief Officers of Police throughout the country, that, with a view to the identification of previously convicted prisoners in the Metropolis, a system has been in operation for some years, under which Police Officers from every Division of both City and Metropolitan Polica Forces, and also Prison Warders, both male and female, from all the Metro- politan Prisons, visit H. M. Prison, Holloway ( the House of Detention), three times weekly, viz., on Mondays, Wednesdays, and Fridays, to inspect all unconvicted prisoners. When route forms of prisoners in custody in the provinces are received by the Metropolitan Police, they are taken to this prison, and shown to all the Police Officers and Prison Warders in attendance there on one or more of the visiting days, according to the time allowed before a reply is required. In order to ensure the fullest inspection of the photographs of prisoners, the circulation of their descriptions throughout the City and Metropolitan Police Districts, and due enquiry into their ante- cedents in the event of recognition, it is desirable that the route forms should reach New Scotland Yard as early as possible. It would also be desirable, where practicable, that a separate photograph and descriptive form should be sent to the Metropolitan Police. APPREHENSIONS SOUGHT. R. Lawrence " ; and a black walking- stick, with catseye top — EDWARD JAMES HUMPHREYS, age 21, height 5 ft. 5£ in., com- plexion fresh, hair brown, eyes grey, blue dot back of both forearms; dress, black diagonal jacket suit, black hard felt hat. This man obtain situations in private hotels and lodging- houses with false characters, stays a few days, and then absconds, taking with him anything that is of value. 3.— G Division. — For stealing £ 4 7s. lOd.— ROBERT JOHN THOMPSON, age 26, height 5 ft. 9 in., complexion florid, hair, moustache and small side whiskers, and eyes dark; dress, dark reefer jacket, silk facings, light stripe trousers, fawn colour bowler hat. May apply for employment at piano manufacturers in the provinces. Native of Hackney. Warrant issued. 4.— K Division. — For pledging watches en- trusted to him to repair— WILLIAM ANDERSON, age 43, height 5 ft. 4 in., complexion pale, hair ( turning grey) dark, eyes grey; dress, short black jacket and vest, light trousers, black hard felt hat. May seek employment at watchmakers and jewellers at Birmingham, where he was formerly employed. Absconded 27th April last. Warrant issued. 5.— K Division.— For wilf ally breaking 7panes of glass, value £ 30— FREDERICK RICHARD- SON, age 22, height 5 ft. 11 in., complexion fair, hair light, eyes blue; dress, blue serge jacket, cord trousers, lace boots, P. and 0. cap. Supposed native of Plaistow, Essex. May be found at Tilbury, working as a dock labourer. Warrant issued. 6. — X Division. — For stealing two silver watches entrusted to him to refai-— E. J. WEST, age 50 to 55, height 5 ft. 6 in., complexion sallow, hair and moustache ( turning gr( y) and eyes dark ; dress, black diagonal frock coat and vest, dark tweed trousers, black hard felt hat; carries a b'a? k band- bag. JEl REWARD. 11. — Aberystwyth ( County). — For deserting his wife, leaving her chargeable to the Aberyst- wyth Union— MORGAN HUGHES, alias " MOC BETSY," age 62, short of stature, black curly hair, stammers, one finger on each hand bent. A mine sinker; native of Aberystwyth. Warrant issued. Information to Chief Constable Evans, Aberyst- wyth, by whom the above reward will be paid for the apprehension of Hughes. of WILLTAM JONES, a cattle drover, known amongst cattle drovers as " THE OLD SOLDIER," ago 45 to 50, height 5 ft. 8 or 9 in., square shoulders, hair brown, whiskers, all round face, turning grey, walks erect; dress, dark cloth monkey jacket, dark cloth trousers, black felt hat, all very much worn. Is fond of boasting, while in drink, that he had been in the Crimean War. Well known at Chester, Oswestry, and North Wales fairs. A Welshman. Warant issued. Information to Supt.. Jone3, Denbigh. MURDER. 15.— Grays ( County). — For the murder of Johanna O'Driscoll, near Aveley. on the night of 27th ult.— WILLIAM BARNETT, or BURNETT, age about 40, height 5 ft. 10 or 11 in., complexion, hair and bushy moustache, dark, rather full face, scar over left eye and top of forehead, bracelet tattooed right wrist, four crosses and red spot above bracelet, one leg ( supposed right) black from the result of a wound, stoops a little when walking, stutters and foams at the mouth when in drink ; dress, long black coat, cord trousers, handkerchief with spots round neck, old dark cloth cap with peak. He is a pensioner from the Hamp- shire Regiment, and is nick- named " Soldier." Is said have a sister ( married) at Maidstone. Information to Supt. Jordan, Grays. A juggler, and performs with spoons, & c., at " free- and- easys." Left a hat behind, " T. W. Bracher " stamped on leather lining. DENBIGHSHIRE. 1).— Denbigh 1 County).— For stealirg a bullock ( re'overed), 1 Gth ult.— A man who gave the name EDWARD MARLOW, age 34, height 5 ft. 5 in., complexion dark, hair, moustache, and slight side whiskers chirk brown, eye3 hazel; dress, sleeve waistcoat, dark cord trousers, black billycock hat. Belongs to Hants Militia, and failed to report himself for training 1st ult. Supposed leading a vagrant life. A labourer ; native of Basingstoke. Warrant issued. Information to Supt. Kinshott, Basingstoke. KENT. 20.— Sandgate ( County).— For receiving regi- mental necessaries— JOHN MATTHEWS, age 57r height 5 ft. 5f in., complexion fresh, round face, hair and whiskers dark brown ( slightly turning grey), eyes brown, mole right cheek, burn scars both arms; dress, dark tweed jacket, cord trousers, brown hard hat, lace boots. Hawker of cakes, & c. May be found at some military town or camp. Warrant issued. Information to Supt. Waghorn, Sandgate. for embezzling £ 34 17s.; age 36, height 5 ft. 3 in., complexion dark, hair, whiskers, and moustache, black, has a twist in one leg when walking; dress, black suit and bowler hat. Information to Deputy Chief Constable Wake, Canton, CardifF. 17.— Cardiff ( County).— For embezzling £ 9 17s., at Penartb, on 13th April last— HENRY BLAKE, alias FREDERICK GEORGE CARLTON, age 40, height 5 ft. 8 or 9 in., complexion fresh, hair ( thin on top) and moustache light brown, scar bridge of nose; has the appearance of being a heavy drinker ; frequents public houses, betting houses and clubs. LANCASHIRE. 21.— Leigh ( County).— For larceny— A MAN, age 30, height 5 ft. 6 in., complexion sallow, hair brown, eyes, grey, slight brown moustache ; dress, old army discharge civilian suit, army boots, light cap. A. collier; native of Wigan, and was in custody there about 2 years ago, on a charge of stealing a horse and trap. Information to Supt. Higginbotham, Leigh. 22.— Warrington ( Borough).— For embezzle- ment— WILLIAM ARCHBOULD, a clerk and canvasser, age 25, height 5 ft. 7 or 8 in., well built, complexion pale, hair, slight moustache, and eyes dark; dress, black coat and vest, stripe tweed trousers, black billycock hat, of good address, fond of music and billiards. Has been an agent for Singers' Sewing Machine Company in the Isle of Man, where he may be found. A native of Tonge Moor, Bolton.— JOHN JAMES RUTTER, a canvasser and collector, age 30, height 5 ft. 7 in „ complexion fresh, hair dark brown, slight moustache, eyes brown ; dress, brown check suit. Supposed to have gone to Manchester. A native of Warrington. Warrant issued. Information to Chief Constable Hunt, Warrington LEICESTERSHIRE. 23.— Loughborough ( County).— For stealing, at Quomdon, 4th inst.— A light bay Russian horse pony, 6 years, 13 hands, black stripe along back, short mane and tail, white saddle marks, small bare patch on off thigh near the round bone, thick- set, in good condition ; a set of black leather harness, nearly new, no breech, kicking strap attached to crupper with brass ring and buckle, double- ring snaffle bit; a black dogcart with low red wheels, odd axle caps ( one brass, the other plated, marked Goodman, Loughborough"), blue cushions — COLE, alias A. COX, age about 24, height 5 ft. 5 or 6 in., complexion fair, thin face, hair and eyes brown, may have slight moustache ; dress, brown plaid suit, low brown shoes, light brown cap. Was accompanied by a woman, age 28 to 30, height 5 ft. 6 in., hair brown ; dress, brown or blue serge dress, black straw hat, trimmed black ribbon and feathers. GLOUCESTERSHIRE. 18— Cheltenham ( County). — For stealing £ 20— HERBERT, alias WILLIAM WALKER age 33, height 5 ft. 9^ in., complexion dark, hair dark brown, slight dark moustache, eyes brown, cut right wrist; dress, dark serge suit ( or may be wearing a dark velvet coat), black bowler hat, new lace boot3. Has lately been a clerk to the Cheltenham Omnibus Company; native of Compton Abdale, neat- Northleach. Is an Army Reserve man, and is fond of talking about Woolwich. Warrant issued. Lucas " on handle; a white cloth jacket, torn on arms and patched, white bone buttons— A man, who gave the name of WAINRIGHT, a tramping glazier, age 26 to 28, height about 5 ft. 5 in., slight build, complexion pale, hair and moustache light, scar inside right hand ; dress, light plaid suit, black hard hat.
