' Particulars concerning persons whose apprehension is sought toillle inserted in one issue of the POLICE CRAZETTE, if they are sufficient to enable action to be taken upon them by another force. •/ art'"' lars as to ^ olen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered the name and address of some person responsible for r the payment must be given, and the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REGULATIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a nu-. ht • are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be ir. n I i. i the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the re - vest for insertion of any announcement, will be wholly responsible for any proceedings whic. i mai/ result from such publication. 11. Announcements for the Friday issue should be forwaraed so as to be received not liter than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Keto Scotland Yard, by cheque, crossed " Drummond fy Co.," Post Office Order payable at Parliaments!., Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of Hie Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly gxpressed in relation to the following points- fa) The amount of the reward. ( b) The conditions on which it is payable, ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 8. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender boing brought to trial, or without enquiry. Norw— There are 177 Station* of the Metropolitan PflJies Force at which Notices com be posted. NOTICE. METROPOLITAN POLICE DISTRICT. Photographs and Descriptive Forms of Prisoners on Remand and awaiting Trial. The Assistant Commissioner, Criminal Investiga- tion Department, New Scotland Yard, desires to inform the Chief Officers of Police throughout the country, that, with a view to the identification of previously convicted prisoners in the Metropolis, a i system has been in operation for some years, under which Police Officers from every Division of both City and Metropolitan Police Forces, and also Prison Warders, both male and female, from all the Metro- politan Prisons, visit H. M. Prison, Holloway ( the House of Detention), three times weekly, viz., on Monday. 1", Wednesdays, and Fridays, to inspect all unconvicted prisoners. When route forms of prisoners in custody in the provinces are received by the Metropolitan Police, they are taken to this prison, and shown to all the Police Officers and Prison Warders in attendance there on one or more of the visiting days, according to the time allowed before a reply is required. In order to ensure the fullest inspection of the photographs of prisoners, the circulation of their descriptions throughout the City and Metropolitan Police Districts, and due enquiry into their ante- cedents in the event of recognition, it is desirable that the route forms should reach New Scotland Yard as early as possible. It would also be desirable, where practicable, that a separate photograph and descriptive form should be sent to the Metropolitan Police. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — Convict Supervision Depart- ment.— For failing to report to the Dublin Metro- politan Police ( see " Hue and Cry " for 19th inst.)— License Holder MICHAEL DOODY, Office No. 43914, ago 29, height 5 ft. 7 in., complexion dark, hair dark brown, eyes grey, sears back of head, right cheek, and on 1st and 2nd left fingers ( large), pockmarked top of nose. Sentenced at Malta ( by Court- Martial), 10th May, 1887, to 7 years penal servitude for attempted sodomy. Licensed from Portsmouth Convict Prison, 29th October, 1892 N 294. License Holder JOHN BROWN, aZiasSTEWART, Office No. 44181, age 43, height 5 ft. 6 in., com- plexion fresh, hair dark brown ( getting bald), eyes hazel, scars back of head, right side forehead, each side neck, right thumb and left shin, mole above right collarbone, left elbow fractured. Sen- tenced at Glasgow, 26th February, 188i, to 10 years penal servitude and a remanet of a former sentence for burglary. Licensed from Portland Convict Prison, 3rd January last. DK 971. It is requested that in the event of arrest these men may be dealt with under 34 & 35 Vie., chapter 112, sec. 5, as amended by the Penal Servitude Act, 1891. 2.— K Division.— For forging and uttering, on 1st inst., a cheque for £ 5, on the bank of Leetham, Tew & Co., Pontefract— GEORGE ELLIOTT, alias HENRY CLARKE, age 20, height 5 ft. 7 in., stout build, hair and very slight moustache dark, eyes blue, is suffering from skin eruptions; smart appear- ance, is very affable, and generally whistles or sings at his work; dress, black diagonal jacket suit, white shirt, collar and cuffs, black bow, low shoes, blue cloth cap with shiny peak— all new. A seaman; supposed native of Gloucester. Has in his posses- sion a number of cheques from the same book, which was stolen at Newport, Monmouthshire, on 8 th ulto. On 2nd inst., Elliott booked from Stepney to Gravesend, to which place he had his luggage, which consisted of a black deal bos, 4 ft. by 17 in., a small japanned tinned trunk, a seaman's white canvas bag, and a mattress, addres- ed. May be accompanied by a girl, age 16, but looks 18, tall and thin, complexion and hair dark; dress, light blue bodice, and white skirt, or terracotta dress, who has an aunt residing at Camden- road, Great Yarmouth. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 3. — Reading ( Borough).— For housebreaking, 30th nit., and stealing a small gold locket chased with flowers, a lady's photo, and piece of hair inside, a small piece of gold chain attached, a set of gold and coral studs, and a long chinchilla muff— TWO MEN : ( 1st), age about 25, height about 5 ft. 6 in., complexion fresh, hair dark brown, slight mous- tache ; dress, black jacket and vest, striped trousers, black hard felt hat with low crown and broad brim; ( 2ud) age about 22, height 5 ft. 3 in., complexion fresh, hair light brown, inclined to sandy, clean shaved, cast in right eye; dress, grey suit, black hard felt hat with low crown and broad brim. Two white shirts were left at their lodgings, one marked " B " on front flap and the other " D— nole." Information to Head Constable Tewsley, Reading. DEVONSHIRE. 4. — Barnstaple ( County).— For burglary and stealing a cash- box and money— N. GORDON GALLETHY, alias FRANCIS ASHBY, & c., age 30, height 5 ft. 8 or 9 in., complexion sallow, hair, whiskers, and moustache reddish brown, eyes ( full) brown, peculiar forehead; dress, double- breasted blue serge suit, soft felt hat, brown boots ( much worn), carries a brown leather hand- bag and 6 T H E POLICE GAZETTE. DORSETSHIRE. 5.— Poole ( County)— For obtaining money by false pret- nces— ALFRED FOTHERGILL, age 35 to 40, height 5 ft. 6 or 7 in., complexion fresh, bait- light brown, moustache light, pockmarked ; dress, dark c^ at and vest, light trousers, dark peak cap, lace boots; a sailor; native of Worthing. Warrant issued. Information to Deputy Chief Constable Hains, Poole. ESSEX. 6.— Latchingdon ( County}.— For stealing the sum of 12s.— CHARLES DAVIS, age 28, height 5 ft. 2 in., complexion fair, hair light, moustache inclined to be ginger, eyes grey; dress, dark coat ( rather long), bell- bottnm cord trousers, cord vest, blue silk neckerchief, old dirty cap with shiny peak. A native of Purleigh, Essex. May be found at West Ham. Warrant issued. ,' Information to Supt. Halsey, Latchingdon. GLAMORGANSHIRE. 7.— Cardiff { Borougli),— Escaped from custndv, 19th insr-, charged with housebreaking— MARTIN POWEK, alias THOMAS WREN, age 23, height 5 ft. in. without shoes, muscular build, complexion fresh, hair light brown, small light moustache, thick lips ( split in lower), good teeth, scar ui per part of nose and over left eye, long scar on left cheek near ear, scar right elbow and arm, right hip, both sides right knee, bick of left hand, outside left shin, and 2 on breast, left big toe joint enlarged ; was wearing light, blue football jersey, fireman's pants ( too large), no boots or hat. He has several times been in custody for larceny, and has served 5 jears in Birkdale Reformatory. Native of Liverpool but speaks with Irish acceut. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 8.— Winchester ( County). — For stealing a horse ( recovered) at Twyford, 16th inst.— CHARLES SMITH, age about 22, height 5 fr. 5 or 6 in., complexion fresh, hair and moustache brown; dress, dark jacket, cord sleeve waistcoat, brown cord breeches and gaiters, black haid felt hat. A native of Southampton. Warrant issued. Information to Supt. Sillence, Constabulary Office, Winchester. 9.— Portsmouth ( Borough). — For stealing, 21st inst.— A lady's long gold neck chain; a gold whistle, about in. long and ^ in. diameter, glass brilliant attached; a black diagonal jacket and vest ( new), bound with braid; and 6 p^ irs of men's merino socks ( new)— WILLIAM McBRlDE, age about 24, height 5 ft. 4 or 5 in., complexion sallow, hair black, clean shaved, thin face, slightly turned- up nose, very bad teeth, small hands and feet, appears to be suffering from asthma, speaks with Scotch accent; dres1?, single- breasted serge suit, bright red tie, black hard felt hat; carries a bamboo walking stick, and generally smokes a wooden p; p9. A draper's assistant; native of Edinburgh. Has also been employed as canvasser for photographers. This man obtained entry to a dwelling- house by stating to the servant that be had been sent there by the occupier to lodge, then sent her to the rail- way station for his boxes, and in the meantime stole the property and decamped. Information to Chief Constable Cosser, Town Hall, Portsmouth. 11. — Hertford ( County). — For stealing, at Little Amwell, during the night of 14tli inst.— A roan- coloured cob, aged, 13 hands, thick- set, heavy thick black mane and tail, black points, fore- top has been cropped, centre of fore- hoofs cracked across, if ridden or driven for more than 10 miles would go lame on both forelegs— TWO MEN: 1st, age 25 to 30, height 5 ft. 8 or 9 in., complexion and moustache dark ; dress, dark coster suit ( trou'ers tight- fitting) ; 2nd, age 20 to 25, height 5 ft. 6 in., slight light moustache ; dress, dark coster suit. Information to Supt. Parish, Hertford. KENT. 12.— Chatham ( County).— For stealing a silver horizontal watch, No. 32979, maker, " Benson," silver albert, long twisted links, with 5 coins attached; 1 gentleman's gold watch, maker, " Weller, Croydon, Surrey," initials " G. F. A." on outside case, piece chipped off face ; 1 gold double albert, cable pattern ; 1 gold locket, " G. F. A." in black enamel, and " C. H." and liE. H. P." thereon, photo of gentle- man inside; 1 gold signet ring, dark stone; I gold scarf pin, set pearl in centre and small blue stones round ; 1 silver pin, bloodstone set in claw; 1 gold seal, Chinese inscription ; 1 pair gold links ; 1 gold collar stud— A man who gave the name of JOHN WILLIAMS, who lodged in the house ; age about 20, height 5 ft. 6 in., complexion fresh, hair light brown, lost left foot, several scars ou neck; dress, black diagonal coat, dark trousers, light cloth cap. A tailor; supposed native of Barrow- in- Furness. Warrant issued. Information to Supt. Lacy, Chatham. 13. — Rochester ( City). — For stealing black mare cob, 14 hands, slight build, slightly chipped knees; a cart, varnished body, dark wheels aud shafts, fine- lined red, " Lloyd, Rochester," on caps of wheels, square brass lamps, blue cushioned seat; and harness, fitted up with white metal— A man who gave the name of HAYES, age about 40, height 5 ft. 6 or 7 in., full beard and moustache ( slight) turning grey; dress, dark suit and brown felt hat. Carried an umbrella. Information to Chief Constable Broadbridge, Rochester. 14.— Gravesend ( Borough)— For stealing, 12th inst., a brown cob, 13 hands 2 in., broken knees, hns lately been down, skeleton gig, painted green, picked out fine yellow, lined oval dashboird, bra- s caps, plated harness and breeching, with square buckles— A MAN, who liited them and has not since returned, age 23 or 24, height 5 ft. 5 in., complexion fresh, cltan shaved; dress, brown tweed suit, drab slouch hat. Was accompanied by a woman of about the same age, who was carrying a child, age about 18 months. Information to Chief Constable Thornton Gravesend. 41542, age 24, height 5 ft. 2f in, complexion fresh, lair light brown, eyes blue, sctr left side forehead, and 2 on right elbow, blue. spot ba* e of each thumb, rin'irs 2nd, 3rd, and 4rh fingers, bracelet right, wrist, 2nd right finger stiff. Sentenced at Liverpool, 18th May, 1889, to 5 years penal servitude for robbery. Licensed 27th March last. P 236. License Holder RICHARD H ARTIGAN, alias HARDIGAN and HARLINGTON, Office No. 44482, age 22, height 5 ft. 8 in., complexion fresh, hair i- own, eyes brown, 2 scars le! t side of forehead, and 1 on each cheek, shamrock and harp ou r'ght and anchor and blue marks on left forearm, dot between right and blue marks between left thumb and forefinger, bracelet left wrist, R. H., heart, cross and anchor back of left hand, rings 2nd aud 3rd left fiugers, 1st right finger h is been broken. Sen- tenced at Liverpool, 18ih May, i889, to 5 years penal servitude for robbery. Licensed 18th March last. P 246. Information to the Chief Constable, Bootle. 19. — Rochdale ( Borough). — For embezzling £ 10 19s. lid.— THOMAS LAW, a tram conductor, age 20, height 5 ft. 6 in., complexion fresh, hair brown, leans slight'y forward and usually puts his hands under his coat behind wheu walking; wears a billycock hat at back of his head. A native of Rochdale. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. HERTFORDSHIRE. 10.— Bishops Stortford ( County). — For absconding from Union with clothes — SAMUEL PRIOR, age 66, height 5 ft. 8 in., complexion fai hair and eyes grey, scar on right and left side of upper lip; dre.- s, cord suit, lace boots, soft felt hat, all stamped Bishops Stortford Union." A native of Great Hallingbury, Essex. Warrant issued. Information to Supt. Tripp, Bishops Stortford. LANCASHIRE. 15. — Hurst ( County). — For stealing £ 17. 2nd inst.— JOHN BAKER, age about 20, height 5 ft. 6 in., slender build, complexion fair, thin features, hair light brown, eyes blue; dress, light cloth coat and vest, dark trousers with very narrow light stripe, black hard hat, low shoes. Supposed to have been a barman in Liverpool music- halls Apprehended ( ste Case No. 88). Warrant issued. Information to Supt. Hewitt, Hurst. 16. — Old Trafford ( County). — For stealing £ 3 on 10th inst.— A WOMAN, age 20, height 4 ft. IL in., stout build, hair brown, flat nose, wido nostrils, abscess mark left side of neck ; dress, blue bodice with white spots, corduroy skirt, low shoes, black straw hat, black- and- white plaid shawl. Is supposed to have gone to Blackpool. Information to Supt. Bent, Old Trafford. 17.— Liverpool ( City).— For failing to report— License Holder THOMAS LINDLEY, alias GEORGE LINDLEY, Office No. 44178, age 33, height 5 ft. 8 in., complexion fresh, hair light brown eyes blue, L. O. N. inside left forearm, T. inside left; wrist, sword, bust, and J. M. back of left hand bracelet on left wrist, C. on left thumb. Sentenced at Norwich, 15th October, 1893, to 5 years penal servitude for cattle- stealing. Licensed 18th March, 1893. I O 1187. Information to the Chief Constable of Liverpool. 18.— Bootle ( Borough).— For failing to report — License Holder THOMAS HICKEI, Office No. LEICESTERSHIRE. £ 5 REWARD. 20.— Hinckley ( County).— For stealing £ 60— SAMUEL ROBINSON, age about 40, height 5 ft. 7 in , weight about 14 stones, hair light brown, heavy moustache, eyes grey, red tyeltds, fairly good address, fond of company. Has recently been em- ployed as a brewer's agent. Is a good barber, and has also work d at Leeds as a tailor. May endeavour to go to America where he has previously been. Absconded 3rd inst. The above reward will ba paid by Messrs. D. Pettifor & Sons, Brewers, Ansliy, near Leicester, for the arrest of Robinson. Not to be appiehended out of the United Kingdom. Warrant issued. Information to Supt. Granger, Hinckley. LINCOLNSHIRE. 21.— Bourne ( County). — For obtaining f00( j and lodgings by false preiences— A man who gave the name of BISHOP, age about 40, height about 5 ft. 7 in., hair, whiskers, and moustache brown scar across right cheek from upper lip, partly covered with whiskers, but which do not grow so long upon it; dress, dark cloth coat and vest, coat cut square at bottom, light cloth trousers, black hard hat, white collar, dirk blue tie, lace boots- earned a small wood box covered with black oil case, leather strap, white metal handle. He calls upon schoolmasters and asks to ra- varnish blackboards, and produces testimonials from Crow- land and other schools. Warrant issued. Information to Supt. Brown, Bourne. 22.— Spalding ( County).— For failing to rep0rt — Supervisee REUBEN GARWELL, Office No 41689, age 51, height 5 ft. 5 in., complexion fPea^' hair brown, eyes brown, flat nose, scars 1st, 2Qd' and 3rd left fingers; a labourer. Sentenced at Spalding, 20th Oct., 1892, to 6 months hard lab0Ur and 2 years police supervision. Information to Supt. Jarvis, Spalding. LINLITHGOWSHIRE. 23.— Linlithgow ( County).— For forging and uttering a cheque for £ 183 on 9th inst.— JOHN GRAHAM ( supposed false), age 35 to 40, height 5 ft. 7 or 8 in., complexion sunburnt, hair dark brown, whiskers and moustache reddish brown, fu] j face; dresf, dark grey tweed jacket and vest, c* re tweed trousers of a lighter colour, one- peak tvveed cap, brownish cloth leggings buttoned tight at, bottom. This man, who had the appearance of a cattle dealer, entered the Union Bunk, Paisley, on g^ inst., and obtained a cheque- book uuder the pretenCe that it was for cattle sa'esmen at Paisley. day he went to the Bathgate Branch of the Same bank and produced a cheque from this book, pUr porting to be issued by John Watson, in fav0Bl> TUESDAY, MAY 23, 1893. He also produced a slip of paper asking that the money be paid in five notes of the Union Bank for £ 20 each, £ 83 in gold, and the remainder in silver, which amounts were duly handed to him. NOTTINGHAMSHIRE. 24. — Notti ngham ( County). — For stealing three beast-, ( covered), on 27th ult.— RICHARD TOMLINSOM, age 23, height 5 ft. 3 in., complexion pale, hair brown, eyes blue, slightly pockmarked, cast in left eye; dress, black cloth coat and vest, brown cord trousers, cloth cip. A native of Nottingham; freqnents lew public- houses. Will be found in the company of poachers and thieves. Warrant issued. Infot mation to Deputy Chief Constable Hallarn, Nottingham. OXFORDSHIRE. 25. — Oxford ( City).— For stealing, ] 0th inst, — A horse, set of harness, and cait ( recovered, see Case No. 8">) ; 1 gold sigrnt ring, set pink stone; 1 lady's go d ring. Fet gre> n st< ne; 1 Charles II. two- shil. ii g piece, 1 George III. threepenny pieee, 1 lien shilling ai'd a fourpenr. y piece — FREDERICK CLEMENTS, a painter, ago 27, height 5 ft. 5 or 6 in , complexion fair, hair light; dress, small plaid coat and vest, dark trousers.— A woman, named HOLMES, age 25, a little taller than the man; dr, ss, dark blue jacket with large dark pearl buttons, or black figimd velvet mantle with la- e and beads, blue serge dress black hat trimmed black ribbon < r feathers. Had with them a child 10 months old. Their luggage consisted of a black matkintosh b> g containing clothes, a small old leather portmanteau and a brown wicker basket, containing 2 cups and jug for the baby's nse.
